This document establishes the minimum training requirements for the Plutonium Finishing Plant (PFP) personnel who are responsible for management of dangerous waste. The training plan outlines training requirements for handling of solid dangerous waste during generator accumulation and liquid dangerous waste during treatment and storage operations. The implementation of this training plan will ensure the PFP facility compliance with the training plan requirements of Dangerous Waste Regulation. Chapter 173-303-330. Washington Administrative Code (WAC). The requirements for such compliance is described in Section 11.0 of WHC-CM-7-5 Environmental Compliance Manual.

This paper presents the results of the Spatial Signature Analysis (SSA) Electrical-test (e-test) validation study that was conducted between February and June, 1998. SSA is an automated procedure developed by researchers at the Oak Ridge National Laboratory to address the issue of intelligent data reduction while providing feedback on current manufacturing processes. SSA was initially developed to automate the analysis of optical defect data. Optical defects can form groups, or clusters, which may have a distinct shape. These patterns can reveal information about the manufacturing process. Optical defect SSA uses image processing algorithms and a classifier system to interpret and identify these patterns, or signatures. A Lawrence Livermore National Laboratory (LLNL) Management Pre-Start Review (MPR) Team was formed to independently verify the operational readiness of Building 368 (B368) Biosafety Level III (BSL-3) Facility to conduct research with biological pathogens and toxins including those considered Select Agents. Review objectives and criteria were developed from the DOE/NNSA and LLNL requirements. These were provided in the Implementation Plan for the Biosafety Level III (BSL-3) Facility Management Pre-Start Review (BSL-3 MPR) at Lawrence Livermore National Laboratory that was reviewed and approved by DOE/NNSA-LSO. The algorithm is able to annotate plain text descriptions with high accuracy at the clause level by exploiting the corpus itself. Since August 1984, the MITRE Corporation has been supporting the Naval Sea Systems Command (NAVSEA) and the Naval Medical Command (NAVMEDCOM) in their joint efforts to enhance the Navy Occupational Health Information Management System (NOHIMS). The goal of the enhancement effort was to create a comprehensive occupational health and safety system for Navy industrial facilities by expanding upon the original NOHIMS functions and adding modules for hazard deficiency abatement, hazardous-material control, injury claims and compensation, and safety and health training. To meet this goal, MITRE developed an enhanced industrial subsystem, referred to as the Occupational Safety and Health Record Keeping System (OSHRKS), using a prototyping approach and a public-domain data base-management software package, the Veterans Administration's (VA's) FileManager (FileMan).

Interactive seismic processing systems for editing noisy seismic traces and picking the first-break refraction events have been developed using a neural network learning algorithm. The authors employ a back propagation neural network (BNN) paradigm modified to improve the convergence rate of the BNN. The BNN is interactively trained'' to edit seismic data or pick first breaks by a human processor who judiciously selects and presents to the network examples of trace edits or refraction picks. The network then iteratively adjusts a set of internal weights until it can accurately duplicate the examples provided by the user. After the training session is completed, the BNN system an then process new data sets in a manner that mimics the human processor. A dual computer system has been developed to monitor the reactor cover gas to detect and characterize any fuel or test pin fission gas releases. The system acquires gamma spectra data, identifies isotopes, calculates specific isotope and overall cover gas activity, presents control room alarms and displays, and records and prints data and analysis reports. A reliable source of specific criteria for recognizing a wetland, as defined for regulatory purposes would be valuable. In 1987 the Army Corps of Engineers developed a technical manual for identifying wetlands (1987 Wetlands Manual). An interagency manual (1989 Wetlands Manual) was later developed. This manual has been used to identify wetlands according to three evidentiary factors: vegetation, hydrology, and soil. This paper addresses the development of criteria to delineate wetlands, and describes some of the logic used by federal courts to uphold the limited constitutional use of the 1989 Wetlands Manual.

The aim of this research is the design and implementation of a decentralized power system stabilizer (PSS) capable of performing well for a wide range of variations in system parameters and/or loading conditions. The framework of the design is based on Fuzzy Logic Control (FLC). In particular, the neuro-fuzzy control rules are derived from training three classical PSSs; each is tuned using GA so as to perform optimally at one operating point. The effectiveness and robustness of the designed stabilizer, after implementing it to the laboratory model, is investigated. The results of real-time implementation prove that the proposed PSS offers a superior performance in comparison with the conventional stabilizer. (author)

The Lawrence Livermore National Laboratory (LLNL) has the necessary equipment and trained personnel to respond to a large number of hazardous material spills and fires or other emergencies resulting from these spills including injured personnel. This response capability is further expanded by the agreements that LLNL has with a number of outside response agencies. The Hazards Control Department at LLNL functions as the central point for coordinating the response of the equipment and personnel. Emergencies involving hazardous waste are also coordinated through the Hazards Control Department, but the equipment and personnel in the Toxic Waste Control Group would be activated for large volume waste pumpouts. Descriptions of response equipment, hazardous waste locations communication systems, and procedures for personnel involved in the emergency are provided.

Because of past military operations, lack of upkeep and looting there are now enormous radioactive waste problems in Iraq. These waste problems include destroyed nuclear facilities, uncharacterized radioactive wastes, liquid radioactive waste in underground tanks, wastes related to the production of yellow cake, sealed radioactive sources, activated metals and contaminated metals that must be constantly guarded. Iraq currently lacks the trained personnel, regulatory and physical infrastructure to safely and securely manage these facilities and wastes. In 2005 the International Atomic Energy Agency (IAEA) agreed to organize an international cooperative program to assist Iraq with these issues. This approach often assumes that there is a set of signal prototypes that are continuously compared with the actual sensor signals. These signal prototypes are often computed based on empirical models with little or no knowledge about physical processes. The elephant-grass (Penissetum purpureum Schum) cv Guacu, with 6 months of development was chopped in a forage chopper regulated to cut biomass in pieces of 5 mm. 500 grams of chopped biomass was pressed in a hydraulic presser regulated for 60, 120, 180, 240 and 300 kg/cm{sup 2}. For the pressure of 60, 120, 180 and 240 kg/cm{sup 2} the presser was used in manual module, while, for the pressure of 300 kg/cm{sup 2} it was operated in the automatic module. The experiment was executed in randomized block design with 4 repetitions. When the pressure of 300 kg/cm{sup 2} was used it was extracted 21.78 % of the moisture of biomass, while the nitrogen percentage was little altered by press. (author)

Sandia Laboratories, as part of its investigation of the Darrieus Vertical Axis Wind Turbine (VAWT), has been involved recently in an economic assessment of the concept. The class of VAWT's investigated use curved, fixed-pitch blades of constant section rigidly attached to a vertical rotating tower. Qualitatively, the main advantages of the VAWT over more conventional, propeller-type machines are the elimination of yaw controls, the placement of mechanical equipment at ground level, its amenability to simple, low-cost blade fabrication techniques, and aerodynamic stall characteristics which eliminate the need for active pitch control devices. The main disadvantages relative to modern propeller machines are a somewhat lower aerodynamic efficiency (about 10% lower), the limited ability of the rotor to self-start, and generally lower rotor operating RPM's, which leads to higher torque capacity requirements for the drive train.

The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. On July 18, 2001, a freight train carrying hazardous (non-nuclear) materials derailed and caught fire while passing through the Howard Street railroad tunnel in downtown Baltimore, Maryland. The United States Nuclear Regulatory Commission (USNRC), one of the agencies responsible for ensuring the safe transportation of radioactive materials in the United States, undertook an investigation of the train derailment and fire to determine the possible regulatory implications of this particular event for the transportation of spent nuclear fuel by railroad. The Manual replaces the previous publication IAEA-TECDOC-303 on the same subject. Various methods of grading quality assurance are available in a number of Member States. During the development of the present Manual it was not considered practical to attempt to resolve the differences between those methods and it was preferred to identify and benefit from the good practices available in all the methods. Each of these CANDU-type nuclear power plants has two micro-computerized shutdown systems. Korea Advanced Energy Research Institute (KAERI) conceived and started the development of MARS code with the main objective of producing a state-of-the-art realistic thermal hydraulic systems analysis code with multi-dimensional analysis capability. MARS achieves this objective by very tightly integrating the one dimensional RELAP5/MOD3 with the multi-dimensional COBRA-TF codes. The method of integration of the two codes is based on the dynamic link library techniques, and the system pressure equation matrices of both codes are implicitly integrated and solved simultaneously. In addition, the Equation-Of-State (EOS) for the light water was unified by replacing the EOS of COBRA-TF by that of the RELAP5. The spectrum of training aids used in the nuclear industry runs the gamut from the very basic (i.e., valve training aids - gate, globe, check) to the highly complex (i.e., nuclear full scope simulator). Designing and purchasing the best training aids take much time, detailed investigation, and good understanding of plant operations. The training aid that has given the New York Power Authority the best results has been the motor operator valve (MOV) trainer. Some of the items that make the MOV trainer a good choice are: (1) large number of MOVs in the plant, (2) importance of MOVs to safe plant operation, (3) detailed MOV procedures used by the plant, (4) history of MOV problems, and (5) ability to demonstrate important concepts and operation - hammer blow effect, torque and limit switch adjustment and functions, and actual sequence of operation of the limitorque valve operator.

The most critical results generated on these mass spectrometers are the uranium concentration and isotopic content data used for process control and materials accountability at the Idaho General Processing Plant. The two purposes of the system are: (1) to minimize instrument downtime and thereby provide the best possible support to the Plant, and (2) to improve long-term data quality. This system combines the knowledge of several experts on mass spectrometry to provide a diagnostic tool, and can make these skills available on a more timely basis. A novel way to extract relevant parameters associated with the outgoing ions from nuclear reactions, obtained by digitizing the signals provided by a Bragg curve spectrometer (BCS) is presented. This allowed the implementation of a more thorough pulse-shape analysis. Due to the complexity of this task, it was required to take advantage of new and more powerful computational paradigms. This was fulfilled using a back-propagation artificial neural network (ANN) as a pattern identifier. Over training of ANNs is a common problem during the training stage. In the performance of the ANN there is a compromise between its size and the size of the training set. National education and training programmes show often large differences in content, duration, level, the introduction of practical work, etc. As they stand, such differences are a barrier to the mutual recognition of the Qualified Expert status and, in part, are contributing to a perceived shortage in expertise in radiation protection and safety. The overall aim of ENETRAP is to determine mechanisms that in the longer term will facilitate better integration of education and training activities (with a view to mutual recognition across the European Union) and to ensure the ongoing provision of the necessary competence and expertise at the level of the Qualified Expert. The effect of exercise training prior to acute myocardial infarction (AMI) on left ventricular (LV) remodeling is poorly understood. This study investigated the protective effect of 3 weeks of swimming exercise training prior to AMI on cardiac morphology and function. Male Sprague-Dawley rats (n = 35) were randomly assigned to 3 groups: swimming training (n = 14, 90 min, 5 days/wk, 3 wk), sedentary (n =14), and controls (n = 7, no exercise, no MI). At the end of the training/sedentary period, rats were subjected to AMI (ExMI and SedMI) induced by surgical ligation of the left coronary artery. Thereafter, the rats remained sedentary for a 4-wk recovery period. Trans-thoracic echocardiography was performed in each group at the end of the exercise/sedentary period (pre-AMI), 24 hr after AMI, and following recovery (4 wk after AMI). Two third-grade Taiwanese students at risk for emotional and behavioral disorders participated in a pull-out, small-group social skills training program developed to promote their skill acquisition and maintenance. Using a multiple baseline across skills design, the authors demonstrated that both participants made marked performance improvement in all three targeted social skills of on-task, appropriate conflict resolution, and cooperation during the intervention condition. Maintenance and follow-up data showed that both participants sustained their use of taught social skills in the training setting and their third-grade classroom, respectively. Social validity measures, including peer sociometric ratings and consumer satisfaction questionnaires and interviews, supported the positive effects of the social skills training program for both participants. The HMC module was designed to inform employees of health and safety hazards in the workplace and to track the movement of hazardous materials through the facility. The module performs these functions by maintaining health and safety data on hazardous materials used in the facility, and by tracking who requests information about any hazardous materials. With the issuance of the Decommissioning Rule (July 27, 1988), nuclear power plant licensees are required to submit to the US Regulatory Commission (NRC) for review, decommissioning plans and cost estimates. This user`s manual and the accompanying Cost Estimating Computer Program (CECP) software provide a cost-calculating methodology to the NRC staff that will assist them in assessing the adequacy of the licensee submittals. The CECP, designed to be used on a personnel computer, provides estimates for the cost of decommissioning PWR plant stations to the point of license termination. Such cost estimates include component, piping, and equipment removal costs; packaging costs; decontamination costs; transportation costs; burial costs; and manpower costs. In addition to costs, the CECP also calculates burial volumes, person-hours, crew-hours, and exposure person-hours associated with decommissioning.

This paper overviews the curricula of nuclear medicine (NM) undergraduate training in 34 Central and Eastern European (CEE) and 37 European Union (EU) medical faculties. The data show enormous variation in the number of hours devoted to nuclear medicine, varying between 1-2 to 40 hours and highly differentiated concepts/ideas of nuclear medicine training in particular countries. In most EU countries this teaching is integrated with that of radiology or clinical modules, also with training in clinical physiology. In many CEE countries teaching and testing of NM are independent, although integration with other teaching modules is frequent. Supplementing the collection of artificial neural network methodologies devised for monitoring energy producing installations, a general regression artificial neural network is proposed for the identification of the two-phase flow that occurs in the coolant channels of boiling water reactors. The utilization of a limited number of image features derived from radiography images affords the proposed approach with efficiency and non-invasiveness. Additionally, the application of counter-clustering to the input patterns prior to training accomplishes an 80% reduction in network size as well as in training and test time. Many types of maintenance activities are performed on contaminated (radioactive) machines and components at the Fast Flux Test Facility (FFTF). When personnel dose levels are within permissible limits, maintenance is performed in contaminated work areas or in gloveboxes. Otherwise, maintenance is performed in the Interim Examination and Maintenance (IEM) Cell, a hot cell that is used to perform tasks that require remote operation. Maintenance is often a combination of manual and remote operation. One such operation was the cleaning of the closed loop ex-vessel machine (CLEM) core component grapple (CCG). The CLEM is used to transfer core components in and out of the reactor vessel. The CCG had not been operating properly due to buildups of metallic sodium and sodium compounds on the outside surface and internal moving parts. The DOE Site Operator Program is focused on the life cycle and reliability of Electric Vehicles (EVs). Of particular interest are vehicles currently available with features that are likely to be put into production or demonstrate new technology. PSE&G acquired eight GMC Electric G-Vans in 1991, and three TEVans in 1993, and conducted a program plan to test and assess the overall performance of these electric vehicles. A device is presented with handle containing hinges and work support arm, a flexible pin with supports and extra weights. The flexible pin is equipped with cantilevered sergments and weights. The bracket hinges on the handle are perpendicular to the axis of the flexible pin. To reduce handle vibration during drilling hard rock, the handle and brackets are joined to allow relative movement on the surface perpendicular to the hinges of the work support arm. The handle is joined to the work support arm parallel to the sides and the work support arm has holes to accomodate this. Elastic bushings are located between the lateral sides of the work support arm where it is joined to the handle.

This plan outlines the procedures and operations used at LLNL's Site 300 for the management of the hazardous waste generated. This waste consists primarily of depleted uranium (a by-product of U-235 enrichment), beryllium, small quantities of analytical chemicals, industrial type waste such as solvents, cleaning acids, photographic chemicals, etc., and explosives. This plan details the operations generating this waste, the proper handling of this material and the procedures used to treat or dispose of the hazardous waste. A considerable amount of information found in this plan was extracted from the Site 300 Safety and Operational Manual written by Site 300 Facility personnel and the Hazards Control Department.

In conjunction with the US Enviromental Protection Agency sponsored Shawnee test program, Bechtel National, Inc., and the Tennessee Valley Authority jointly developed a computer model capable of projecting preliminary design and economics for lime- and limestone-scrubbing flue gas desulfurization systems. The model is capable of projecting relative economics for spray tower, turbulent contact absorber, and venturi-spray tower scrubbing options. It may be used to project the effect on system design and economics of variations in required SO/sub 2/ removal, scrubber operating parameters (gas velocity, liquid-to-gas (L/G) ration, alkali stoichiometry, liquor hold time in slurry recirculation tanks), reheat temperature, and scrubber bypass. Effects of swimming exercise training on left ventricular contraction and relaxation, the incidence of spontaneous defibrillation and the ventricular fibrillation threshold were studied in the isolated, perfused rat heart. The heart/body weight ratio was 4.8 +/- 0.4 x 10(-3) in swimmers compared with 3.9 +/- 0.6 x 10(-3) in sedentary controls (p less than 0.0005). The spontaneous heart rate was lower in isolated hearts of trained animals (222 +/- 18 bpm compared with 244 +/- 28, p less than 0.05). Left ventricular systolic pressure was higher in trained hearts and the rate of ventricular relaxation enhanced (p less than 0.05). The ventricular fibrillation threshold was 7.2 +/- 5.2 and 10.8 +/- 6.1 mamp in hearts of swimmers and controls, respectively, the difference not being significant.
