Decommissioning cost estimation depends on the complexity of nuclear installations, its site-specific physical and radiological inventories. Therefore, the decommissioning costs of nuclear research facilities must be estimated in accordance with the detailed sub-tasks and resources by the tasks of decommissioning activities. By selecting the classified activities and resources, costs are calculated by the items and then the total costs of all decommissioning activities are reshuffled to match with its usage and objectives. To reduce man-hour requirements while concurrently improving hole quality, we developed a robotic drilling system for this application. The lean system contains the product holding fixture, the industrial robot, the end effector, the control and sensor system, and the offline programming. The system functions include locating workpiece with a calibration stick or the vision system, weld mark inspection, one-sided clamping, drilling and reaming hole in material stack combinations of titanium and aluminum, and real-time thrust force feedback. At the request of the US Department of Housing and Urban Development (HUD), the Pacific Northwest Laboratory estimated the material, labor, and operating costs for ventilation equipment needed for compliance with HUD`s proposed revision to the ventilation standard for manufactured housing. This was intended to bound the financial impacts of the ventilation standard revision. Researchers evaluated five possible prototype ventilation systems that met the proposed ventilation requirements. Of those five, two systems were determined to be the most likely used by housing manufacturers: System 1 combines a fresh air duct with the existing central forced-air system to supply and circulate fresh air to conditioned spaces. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. Using longitudinal data from Ukraine we examine the extent of any long-lasting effects of exposure to the Chernobyl disaster on the health and labour market performance of the adult workforce. Variation in the local area level of radiation fallout from the Chernobyl accident is considered as a random exogenous shock with which to try to establish its causal impact on poor health, labour force participation, hours worked and wages. There appears to be a significant positive association between local area-level radiation dosage and perception of poor health, though much weaker associations between local area-level dosage and other specific self-reported health conditions. This report presents findings from the first year of a two-year study of interactive efforts involving utilities and non-utility parties (NUPS) working together to prepare plans, develop Demand-Side Management (DSM) programs, or otherwise promote integrated planning and the use of cost-effective DSM measures. Of the ten cases covered in the current study, seven involved the collaborative approach to NUP involvement, which generally is marked by intensive utility-NUP interactions designed to reach consensus on a broad range of important issues; in collaboratives, outside consultants often are provided to enhance the technical capabilities of the NUPS. The actual cost of constructing the LNG facility was about $589 million, an increase of approximately 258% over the $164 million cost estimate approved by the Federal Power Commission (FPC) in 1977. According to reports submitted by Trunkline LNG, the reasons for the increases included extensive modifications to plant design to ensure safe and reliable construction and greater operating efficiency and compliance with state and federal regulations. Despite their high medical relevance, the principles of lubrication in natural joints are still unclear. It is generally accepted, that the presence of hyaluronic acid (HA), the main component of the synovial liquid, plays an important role for the low friction observed. Furthermore, it is assumed that surface active lipids participate in the lubrication. Using a model system of lipid bilayers deposited on a polyelectrolyte (PE) cushion and in contact with HA solution, we started to investigate the effects of pressure and shear forces, as experienced by natural joints, on the internal structure of the SiO{sub 2}/PE/lipid/HA interface and the bulk HA solution by neutron reflectometry (NR), complemented by in situ ellipsometry and quartz crystal microbalance (QCM-D) measurements. Using a sample of Uruguayan manufacturing establishments we analyze employment, capital, and productivity dynamics over a period of currency appreciation; changes in trade policy; and changes in the institutional setting of wage negotiations. As the relative capital-labor price ratio fell, capital intensity increased. At the same time, there was an increase in labor and total factor productivity. Creation and destruction rates were relatively high and pervasive over time, sectors, establishment size, and establishment age, with exits explaining a sizeable part of destruction rates. Most of the excess reallocation was due to movements -within- rather than -between- sectors. Thus, high reallocation rates were linked to establishment-level heterogeneity rather than aggregate shocks.

A non-recursive model is proposed and empirically tested with data of opponents of nuclear power. In explaining conventional and unconventional participation the theory of collective action is applied and modified in two respects: the perceived influence on the elimination of collective evils are taken into account; the selective incentives considered are non-material ones. These modifications proved to be valid: the collective good variables and non-material incentives were important determinants for the two forms of participation. Another result was that there is a reciprocal causal relationship between conventional and unconventional participation.

We investigate the effects of the velocity-dependent force on the magnetic form factors and magnetic moments of odd-Z nuclei. The form factors are calculated with the harmonic-oscillator wavefunctions. It is found that the contributions of the velocity-dependent force manifest themselves in the very large momentum transfer region (q?4 fm-1). In the low and medium q region the contributions of the velocity-dependent force are very small compared with those without this force. However, in the high-q region the contributions of the velocity-dependent force are larger than the normal form factors. The diffraction structures beyond the existing experimental data are found after the contributions of the velocity-dependent force are included. Analyzing various SBLOCA with high pressure safety injection (HPSI) at VVER-440/213, we met a surprising phenomenon - a 'natural' circulation post SG heat transfer reversal. This is not usual, because normal natural circulation (NC) in primary circuit is connected with positive heat transfer at SG. If there is reverse heat transfer at SG (as soon as the break enthalpy outflow is sufficient for removal of reactor decay heat), it should obstruct any natural circulation. The question was, what is the driving force of this 'non-standard natural circulation'. After all we revealed that force - it is the density difference between the colder water in reactor downcomer (cold water from HPSI) and warmer water in inner reactor (lower plenum, core, upper plenum). This work presents analsysi of the eddy current brake. It presents a new formula for the braking force when the actual width of the pole is considered. This formula is suitable for both thin and thick discs and may be employed for wide range of working speed. This force is obtained by solving a two dimensional field problem for magnetic vector potential and then by employing Lorentz force equation. A comture program is constructed to calculate the braking force and to study the effect of various factors influencing the brake performance. The results are summarised in a group of curves which may be useful for design purposes.

Recent work on the aerodynamics of flapping flight reveals fundamental differences in the mechanisms of aerodynamic force generation between fixed and flapping wings. When fixed wings translate at high angles of attack, they periodically generate and shed leading and trailing edge vortices as reflected in their fluctuating aerodynamic force traces and associated flow visualization. In contrast, wings flapping at high angles of attack generate stable leading edge vorticity, which persists throughout the duration of the stroke and enhances mean aerodynamic forces. Here, we show that aerodynamic forces can be controlled by altering the trailing edge flexibility of a flapping wing. High angle conveyor (HAC) systems in open pit mining offer many advantages over the traditional, truck only, haulage systems, including: (1) superior energy efficiency, (2) less dependency on petroleum products, (3) less sensitivity to inflation, (4) less labor, (5) less excavation for the amount of ore recovered, and (6) less ramp construction and maintenance costs. Previous studies have revealed the technical and economic feasibility of high angle conveyors. The present paper introduces the Continental Conveyor sandwich belt HAC as the vital link to optimization of in-pit conveying systems. A test and demonstration unit, has been built and demonstrated. Discussion continues with the HAC systems to suit the various open pit mining operations and the corresponding characteristics of the system components, particularly the high angle conveyor. RHIC 8 cm aperture dipole magnets and quadrupole cold masses are being built for Brookhaven National Laboratory (BNL) by Northrop Grumman Corporation at a production rate of one dipole magnet and two quadrupole cold masses per day. This work was preceded by a lengthy Technology Transfer effort which is described elsewhere. This paper describes the tooling which is being used for the construction effort, the production operations at each workstation, and also the use of trend plots of critical construction parameters as a tool for monitoring performance in production. A report on the improvements to production labor since the start of the programs is also provided. The magnet and cold mass designs, and magnetic test results are described in more detail in a separate paper.

Genetic mapping is approached using the techniques of high resolution fluorescence in situ hybridization (FISH). This technology and the results of its application are designed to rapidly generate whole genome as tool box of expressed sequence to speed the identification of human disease genes. The results of this study are intended to dovetail with and to link the results of existing technologies for creating backbone YAC and genetic maps. In the first eight months, this approach generated 60--80% of the expressed sequence map, the remainder expected to be derived through more long-term, labor-intensive, regional chromosomal gene searches or sequencing. The laboratory has made significant progress in the set-up phase, in mapping fetal and adult brain and other cDNAs, in testing a model system for directly linking genetic and physical maps using FISH with small fragments, in setting up a database, and in establishing the validity and throughput of the system.

In order to improve operating reliability of the device during unloading on the cart during drilling and placement of the elevator and movement of the foundation within the area of the cluster of boreholes, it is equipped with controllable rods for connecting the carts to one another with the power component. Each of the power components is attached by hinges to a cart and intermediate girder, while the railways with parts are located on supporting girders. The forward carts are connected to the traction units. In order to reduce labor in moving the foundation to a new borehole of the cluster the foundation has brackets and temporary support. Blowdown thrust forces and decompression characteristics were evaluated concerning the jet discharge or pipe whip tests with a 4-inch or 6-inch diameter pipe under PWR LOCA or BWR LOCA conditions related to pipe rupture accidents in nuclear power plants. This paper presents experimental evaluations of time-dependent and maximum blowdown thrust forces, and evaluations of decompression characteristics under instantaneous pipe rupture conditions. The following items are discussed: the peak value of the blowdown thrust force, the jet thrust coefficient for the maximum blowdown thrust force, the pressure recovery after break, and the relationship between the pressure undershoot of the sudden decompression and the decompression rate.

The APMP/TCRI Dosimetry Working Group performed the APMP.RI(I)-K3 key comparison of measurement of air kerma for medium-energy x-rays (100 kV to 250 kV) between 2000 and 2003. In total, 11 institutes took part in the comparison, among which 8 were APMP member laboratories. Two commercial cavity ionization chambers were used as transfer instruments and circulated among the participants. All the participants established the 100 kV, 135 kV, 180 kV and 250 kV x-ray beam qualities equivalent to those of the BIPM. The results showed that the maximum difference between the participants and the BIPM in the medium-energy x-ray range, evaluated using the comparison data of the linking laboratories ARPANSA and PTB, is less than 1.4%. The degrees of equivalence between the participants are presented and this comparison confirms the calibration capabilities of the participating laboratories. ...

The previous paper described an economy in which households choose whether to enter the labor and product markets based on wages and prices. Firms experiment with prices and employment levels to maximize their profits. We developed agent-based simulations using Aspen, a powerful economic modeling tool developed at Sandia, to demonstrate that multiple-firm economies converge toward the competitive equilibria typified by lower prices and higher output and employment, but also suffer from market noise stemming from consumer churn. Furthermore, the cost will depend on geographical position, the size of the operation and the efficiency of the process. There is no single answer and case studies will have to be made to establish economics at different locations. In the following, the 1980 order-of-magnitude investment costs and operating costs for a coal liquefaction plant are estimated. For a Sasol II type of plant with the product output indicated earlier, the total capital cost is estimated at $4 billion in 1980 dollars. Little formal planning has been done to articulate the management required to complete the conversion of operational Army and Air Force units. The objective of the present analysis is to create a flow regime map based on physical modeling of vapor/liquid interaction phenomena in a microgravity environment. In the present work, four basic flow patterns are defined: dispersed flow, stratified flow, slug flow, and annular flow. Accidents of free-rolling cars against walls with friction are special cases of the general problem of the dynamic behavior (elastic or plastic) of car motion. Using particle modeling of the car body it is shown that large rotations, contact friction and plastic deformations can be computed. Because of the limitations of FEM it is necessary to model the car as a system of mass points connected by central force systems which are non-linear. The wall is formulated as a rigid body producing constraints for the contacting particles, while the contact force is given by the defined force system. Every contacting particle produces a plastic impact on the wall. The friction force is proportional to the contact force and lies in the direction of the sliding velocity on the wall. Cytokines interleukin 3 and granulocyte/macrophage colony stimulator factor promoted a modest increase in Ca2+i concentration ([Ca2+]i) with activation of phospholipase Cgamma, MEK1/2, and Ca2+/calmodulin kinase II. Involvement of protein kinase C was restricted to stimulation with interleukin 3. Previous research has characterized insight as the product of internal processes, and has thus investigated the cognitive and motivational processes that immediately precede it. In this research, however, we investigate whether insight can be catalyzed by a cultural artifact, an external object imbued with learned meaning. Specifically, we exposed participants to an illuminating lightbulb - an iconic image of insight - prior to or during insight problem-solving. Across four studies, exposing participants to an illuminating lightbulb primed concepts associated with achieving an insight, and enhanced insight problem-solving in three different domains (spatial, verbal, and mathematical), but did not enhance general (non-insight) problem-solving.

This study involved 11 cases of full term vertex delivery in which FHR was recorded by fetal direct ECG during the second stage labor. All infants weighed 2,500 g or more. FHR monitoring was evaluated by Hon's classification. The analytical results of blowdown characteristics and thrust forces were compared with the experiments, which were performed as pipe whip and jet discharge tests under the PWR LOCA conditions. The blowdown thrust forces were obtained by Navier-Stokes momentum equation for a single-phase, homogeneous and separated two-phase flow, assuming critical pressure at the exit if a critical flow condition was satisfied. The following results are obtained: (1) The node-junction method is useful for both the analyses of the blowdown thrust force and of the water hammer phenomena. Surface quality is one of the most important criteria for establishing the optimum cutting parameters needed to perform a machining process. Usually, the evaluation of the degree of the surface finishing requires to apply metrological techniques which involve times out in the production. As a consequence of this, a loss in both the economy of the process and the fiability of the tests reproducibility can be produced. In this work a relation between cutting force and surface roughness has been studied for the turning process of an Al-Cu alloy. The purpose of this study was to examine the day-to-day reproducibility and single measurement reliability of peak force, time to half peak force and rate of force development indices of knee extension neuromuscular performance in patients with end-stage renal failure. Eleven self-selected patients (6 men, 5 women) receiving maintenance dialysis (dialysis history 67 +/- 42.8 month) completed 3 inter-day assessment sessions. Each comprised a standardized warm-up and 3 intermittent static maximal voluntary actions of the knee extensors of the preferred limb (45 degrees knee flexion angle [0 degrees = full knee extension]) using a specially-constructed dynamometer. This paper describes a nonlinear dynamic analysis of TVA high energy line pipe whip tests using the ABAQUS-EPGEN code. The analysis considers the effects of large deformation and strain rate on resisting moment and energy absorption capability. The numerical results of impact forces, impact velocities, pipe strains, and reaction forces at pipe supports are compared to the TVA test data. The calculated pipe whip impact time and forces are also compared with those predicted using current industry practice. The calculated pipe support reaction forces are found to be in good agreement with the TVA test data except for some peak values at the very beginning of the pipe break. We extend a previous result [Phys. Rev. Lett. 105, 090403 (2010)] on Casimir repulsion between a plate with a hole and a cylinder centered above it to geometries in which the central object can no longer be treated as a point dipole. We show through numerical calculations that as the distance between the plate and central object decreases, there is an intermediate regime in which the repulsive force increases dramatically. Beyond this, the force rapidly switches over to attraction as the separation decreases further to zero, in line with the proximity force approximation. We demonstrate that this effect can be understood as a competition between an increased repulsion due to a larger polarizability of the central object interacting with increased fringing fields near the edge of the plate, and attractive forces due primarily to the nonzero thickness of the plate. Urinary tract infection (UTI) is a common problem in the female population. Women with diabetes mellitus are possibly at a higher risk. The usual medical therapy for UTI is antibiotic treatment. The aim of this study is to explore strategies employed by diabetic women for prevention and self-treatment of UTI. Forty-two women with diabetes mellitus who had experienced at least one episode of UTI in the last six months were included. Data collection included background information, questions about prevention and self-treatment strategies and a clinical examination to measure maximal urine flow, residual urine, a blood test evaluating diabetic control (HbA1c) and a urine test strip for determination of glucose, leucocytes, nitrite, blood, protein and pH. This study reports on an examination of the effectiveness of a reading intervention for adults with disabilities in a vocational rehabilitation setting. Participants were 57 adults with disabilities and low reading skills enrolled at the Reading Clinic at the Michigan Career and Technical Institute. As part of a 3-year research and demonstration grant evaluation project, participants received an individualized reading intervention that targeted phonological processing, orthographic pattern recognition, and comprehension for adults with disabilities and low reading levels. The particular program incorporated fluency exercises at every level of the structured, explicit, and systematic intervention curriculum. Results showed that participants made moderate to large gains in passage reading accuracy and comprehension during the course of the intervention. The social work literature is replete with studies evaluating social workers' direct practice interventions, but strikingly few have assessed how well social workers are faring in the political arena. This study tests a major theoretical model, the civic voluntarism model, developed to explain why some citizens become involved in politics, whereas others do not. The study sample consisted of 396 randomly selected social workers licensed in 11 states, all of whom completed a 25-minute telephone survey. Social workers were surveyed to determine the role of the following variables in explaining social workers' political activity levels--resources needed to participate, psychological engagement, and attachment to recruitment networks. The results indicate that the civic voluntarism model was significant and accounted for 42 percent of the variance. Sex differences in pain are frequently reported in the literature. However, less is known about possible sex differences in the experience of pain secondary to a disability. The current study explored these issues in persons with limb loss (n = 335, 72% men) who were recruited as part of a postal survey. Participants provided ratings of phantom limb pain (PLP), residual limb pain (RLP), and general pain intensity. Participants also completed measures of pain-related interference, catastrophizing, coping, and beliefs. Results indicated that a greater proportion of males than females (86% vs 77%, respectively) reported the presence of PLP; however, this difference was no longer prominent when cause of limb loss was controlled. This study examined the psychometric properties of the Anti-fat Attitudes Scale (AFAS), a 5-item instrument developed by the authors to measure negative attitudes toward overweight individuals. A total of 4 studies were conducted among Canadian adolescents (n = 1,452) and university students (n = 424). Results suggested that the AFAS possessed a unidimensional factor structure and satisfactory reliability for both men and women. As predicted, men obtained higher scores than women on the AFAS, and antifat attitudes were positively associated with authoritarianism, homonegativity, and political conservatism. Participants who were overweight had lower scores on the AFAS than participants who were thin or average weight. Responses on the AFAS did not appear to be contaminated by social desirability bias. Objective: To reduce mental health symptoms and high-risk behaviors and increase social support and service utilization among street-living youth, the authors conducted a pilot study to assess the feasibility of the social enterprise intervention (SEI) at a homeless youth agency. Method: Convenience sampling was used to recruit 16 street-living youth from the agency. SEI participants received 7 months of vocational and small business training and service referrals. A comparison sample of 12 agency youth was used. Results: Findings from independent sample t tests demonstrate that SEI participants displayed significant improvements at 9 months in life satisfaction, family contact, peer support, and depressive symptoms. Conclusions: Preliminary findings suggest that the SEI was feasible within the agency setting and associated with higher mental health and social outcomes. (Contains 3 figures and 3 tables.)

The goal of this project was to increase the high-temperature strength of the H-Series of cast austenitic stainless steels by 50% and the upper use temperature by 86 to 140 degrees fahrenheit (30 to 60 degrees celsius). Meeting this goal is expected to result in energy savings of 35 trillion Btu/year by 2020 and energy cost savings of approximately $230 million/year. The higher-strength H-Series cast stainless steels (HK and HP type) have applications for the production of ethylene in the chemical industry, for radiant burner tubes and transfer rolls for secondary processing of steel in the steel industry, and for many applications in the heat treating industry, including radiant burner tubes. The project was led by Duraloy Technologies, Inc., with research participation by Oak Ridge National Laboratory (ORNL) and industrial participation by a diverse group of companies.

Adolescents with emotional and behavioral disorders (EBD) often fail to master literacy skills, in part because disruptive behaviors interfere with task engagement and persistence. The theory of behavioral momentum explains the persistence of behavior in the face of changing environmental conditions. The current exploratory study examined variables related to behavioral momentum in the context of a continuous reading task. Participants were three adolescents identified with EBD who were instructional on fifth-grade material. Results indicated that when participants read a third-grade paragraph immediately before a fifth-grade paragraph, they decreased the latency to initiate reading of the fifth-grade paragraph and increased words read correctly per minute on the first 10 words of the fifth-grade paragraph. The greenhouse impact is expressed in terms of global average radiative forcing, which measures the perturbation in the Earth`s radiation budget. Radiative forcing is calculated on the basis of the concentration changes of the greenhouse gases and the radiation absorption properties of the gases. It takes into account the relatively slow changes in the concentrations due to natural removal and transformation processes and also allows a comparison of the impact of various greenhouse gases and their possible control options as a function of time.
