This additional protocol to the agreement between France, EURATOM and the IAEA aims at reinforcing the nuclear weapons non-proliferation regime. This protocol widens the field of competences of the IAEA with the supply of new information relative to: the civil nuclear cooperation between France and countries having no nuclear weapons in the domain of fuel cycle; the regular inspection of French nuclear facilities; the trade (import and export) of medium- or high-level radioactive wastes containing plutonium, highly enriched uranium or {sup 233}U, and the trade of some non-nuclear equipments or materials with countries having no nuclear weapons. The protocol defines also some practical dispositions relative to the delays and periodicity of controls, to the transmission of data, to the appointment of IAEA inspectors and their access to the facilities and sites considered. The list of the activities and equipments covered by the protocol are given in appendixes. (J.S.)

Integrated systems for control of pink bollworm in cotton

Full text: Pink bollworm (PBW), Pectinophora gossypiella (Saunders), an introduced pest from Mexico, first occurred in United States cotton production in Texas in 1917. Unacceptable economic losses have occurred. The development of PBW sterile moth release technology, gossyplure sex pheromone behavioral control, cotton plant cultural control to reduce overwintered PBW populations, and the transfer of the insect toxin protein gene into cotton from Bacillus thuringiensis kurstaki (Berliner) have provided an effective integrated pest management (IPM) system with PBW eradication potential. Sterile insect release was considered a potential option for PBW population suppression in the early 1960s. Research on the isolated island of St. Croix, (US Virgin Islands) demonstrated its validity. Reductions of larval infestations in bolls following sterile moth releases began when ratios of released PBW sterile male to native male moths averaged 70:1 in gossyplurebaited traps. This report summarizes the project implementation and monitoring of all habitat activities that occurred over Fiscal Year 2002 (FY 02). Some of the objectives in the corresponding statement of work for this contract were not completed within FY 02. A description of the progress during FY 02 and reasoning for deviation from the original tasks and timeline are given. OBJECTIVE 1--Provide coordination of all activities, administrative oversight and assist in project implementation and monitoring activities. Administration oversight and coordination of the habitat statement of work, budget, subcontracts and personnel was provided.
