The global demand for platinum has consistently outgrown supply in the past decade. This trend likely will continue and the imbalance may possibly escalate into a crisis. Platinum plays pivotal roles in both conventional automobile emissions control and the envisioned hydrogen economy. A platinum crisis would have profound implications on energy and environment. On the one hand, inadequate platinum supply will prevent widespread commercialization of hydrogen fuel-cell vehicles. On the other hand, expensive platinum may enhance the competitiveness of hybrid, plug-in hybrid, and battery-powered electric cars. Policymakers should weigh the potential impacts of a platinum crisis in energy policy.

As is well documented, subprime mortgage markets carried significant default risk. This paper investigates the relationship between default risk premium, stock market conditions and macroeconomic variables during the financial crisis. Using iTraxx Japan Credit Default Swap (CDS) index spreads covering the period from March 2006 to November 2009, we employ a time-varying dynamic factor model with Markov regime switching to generate regime probabilities for default risk. The Granger instantaneous-causality test is applied to explore the potential causal relationships between wholesale electricity and natural-gas prices in California. The test shows these relationships to be bi-directional, and reveals California's electricity and natural-gas markets to be as inextricably intertwined as casual observation and theoretical considerations would suggest they ought to be. This meshing of markets exacerbated the effects of California's natural-gas crisis on the contemporaneous electricity crisis, while concurrently the electricity crisis may have contributed to the dysfunction in the national-gas market and helped to precipitate the natural-gas crisis. The finding supports an integrated approach, as opposed to a piecemeal approach, for formulating energy policy recommendations, not just in California but in the world at large.

Morocco is among the world's leading countries in terms of total indigenous oil shale resources. Following the 1973 oil crisis, Morocco has been determined to develop its oil shale energy resources. In the subsequent years following the crisis, a tremendous number and variety of studies and research efforts have resulted in an enormous amount of data, covering geological, hydrogeological, mining, physical and chemical aspects of the two main deposits, Timahdit and Tarfaya. The information given in the present report about the Chernobyl accident and its radiological consequences indicates a serious crisis of the international radiation community. The following signs of this crises can be discerned: The international radiation community did not recognize the real reasons of the accident for a long time. It could not make a correct assessment of the damage to the thyroid of the affected populations of Belarus, Russia and the Ukraine. Up to present time it rejects the reliable data on hereditary malformations. It is not able to accept reliable data on the increase in the incidence in all categories of people affected by the Chernobyl accident. The international radiation community supported the Soviet authorities in their attempts to play down the radiological consequences of the Chernobyl accident for a long time. (author)

Abstract In response to growing consumer concerns, developed-country governments have reduced permissible pesticide residue levels in food. Many food retailers have developed even more stringent private food safety protocols relating to pesticide use, storage and disposal and passed them on to their suppliers. Exporters in developing countries enforce these developed-country pesticide standards (DC-PS) by subjecting farmers to close monitoring. This study explores the effects of enforcing compliance with DC-PS on smallholder farmers' pesticide-related health costs. Results suggest that enforcing DC-PS encourages farmers to use protection that lowers pesticide-induced morbidity, hence reducing farmers' health costs from pesticide exposure. Three normal human diploid cell strains were transfected with an activated Ha-ras oncogene (EJ ras) or SV40 T-antigen. Multiple clones were examined for morphological alterations, growth requirements, ability to grow under anchorage independent conditions, immortality and tumorigenicity in nude mice. Clones expressing SV40 T-antigen alone or in combination with ras protein p21 were significantly radioresistant as compared with their parent cells or clones transfected with the neo gene only. This radioresistant phenotype persisted in post-crisis, immortalized cell lines. These data suggest that expression of the SV40 T-antigen but not activated Ha-ras plays an important role in the radiosensitivity of human diploid cells. The radioresistant phenotype in SV40 T transfected cells was not related to the enhanced level of genetic instability seen in pre-crisis and newly immortalized cells, nor to the process of immortalization itself. The difficult economic circumstances with which almost the whole world had to contend, brought serious financial crisis in many countries. South Africa also had its own share of serious problems. Despite this situation, Transvaal Consolidated Land and Exploration Company, Limited, showed on increase in earnings of 24 per cent per share. The reason for this lies mainly in two areas. Firstly the company acquired the mining related business of Rand Mines, Limited. Included in the acquisition was a partfolio of shares mainly in the company's associated gold and uranium mining companies and additional shares in its listed coal mining subsidiaries. Secondly, the average gold price realised by producers in rand terms, was considerably higher than in the previous year. Consolidated profit attributable to members increased by 52 per cent to R82,6 million.

The effects of the fluctuations of the Thai economy of the country's petroleum industry and the outlook for the future are discussed. Thailand witnessed enormous economic growth during the 1980s and the first part of the 1990s, but events since 1997 have caused it to stutter. However, the petroleum industry remains buoyant with measures to stimulate gas and oil production and moves to privatise and deregulate energy markets. Abstract: The current financial crisis has now led most major central banks to rely on quantitative easing. The unique Japanese experience of quantitative easing is the only experience which enables us to judge this therapy's effectiveness and the timing of the exit strategy. In this paper, we provide a new empirical framework to examine the effectiveness of Japanese monetary policy during the ''lost'' decade and quantify the effect of quantitative easing on Japan's activity and prices. We combine advantages of Markov-switching VAR methodology with those of factor analysis to establish two major findings. We investigate the intertemporal risk-return trade-off of foreign exchange (FX) rates for ten currencies quoted against the USD. For each currency, we use three risk measures simultaneously that pertain to that currency; its realized volatility, its realized skewness, and its value-at-risk. We apply monthly FX excess returns and risk measures calculated from daily observations. We find that there is a significant contemporaneous risk-return trade-off for the currencies under investigation. There is no evidence of noncontemporaneous risk-return trade-off. We pay special attention to the risk-return trade-off during the recent financial crisis.

Since the 1950s a transport revolution has occurred comparable to events in the late nineteenth century when sailing ships were replaced by steam vessels. Freight rates for bulk products have decreased 65-70% due to improved maritime technology, and formerly separate markets for bulk products have been unified globally. It is suggested that the low freight rates since the early 1980s will level out in future. Price peaks caused by political and military crises like the Korean war, the Suez crisis, OPEC I and OPEC II also seem to be of diminishing importance over time. The world market has become much less sensitive to external shocks due to alternative sources of supply and alternative transport routes. This report describes the Forum on Flexible Education: Reaching Nomadic Populations in Africa, which was held in Garissa, Kenya, from 20-23 June 2006. The objectives of the Forum were to share experiences and best practices, create linkages and encourage collaboration in order to make education more accessible to nomadic communities. Representatives from the Kenyan MOE, COL, ComSec and UNICEF provided remarks at the Opening Session of the Forum. They stressed the need to find ways to include nomadic children in the education process and the importance of developing alternative channels for the delivery of education and training. This entity was created to serve as a catalyst for the development of synthetic fuels projects by the private sector. Then what happened. Increased exploration in the United States stimulated by relaxation of price controls on oil produced an increase in reserves of these resources. Fuel conservation, combined with a reduced energy demand caused by a recession, significantly reduced our overall energy consumption and curtailed our imports of foreign crude oil. However, biodiesel from soybean or corn can be confronted with a food crisis. Microalgae is a new biodiesel source which contains high oil lipids with a high growth rate, and which also offers value-added products from the residue, such as cosmetics, health functional food or pharmaceuticals. Microalgae are best cultivated in photo-bioreactors (PBRs) where light, nutrients, carbon dioxide and temperature can be controlled. LASOCs are represented internationally in an organization called ARPEL (Asistencia Reciproca Petrolera Estatal Latinoamericana) which is aimed to foster interchange, cooperation, and mutual assistance among its 20 member companies, as well as to promote economic integration of Latin America through its petroleum sector. State oil companies in Latin America date from 1922, when the oldest LASOC was created in Argentina. LASOCs are responsible for ca 80% of petroleum activities in Latin America. Alexandria is the second largest urban governorate in Egypt and has seen significant urban growth in its modern and contemporary history. This study investigates the urban growth phenomenon in Alexandria, Egypt, using the integration of remote sensing and GIS. The urban physical expansion and change were detected using Landsat satellite images. The satellite images of years 1984 and 1993 were first geo referenced, achieving a very small RMSE that provided high accuracy data for satellite image analysis. Then, the images were classified using a tailored classification scheme with accuracy of 93.82% and 95.27% for 1984 and 1993 images respectively. This high accuracy enabled detecting land use/land cover changes with high confidence using a post-classification comparison method. One of the most important findings here is the loss of cultivated land in favour of urban expansion. If the current loss rates continued, 75% of green lands would be lost by year 2191. Canada's offshore Atlantic petroleum industry is celebrating its tenth anniversary in 2001. This article chronicles the development of the industry discussing the many challenges and setbacks and the eventual triumphs that accompanied the industry's development over the years. Highlights discussed include shipping first oil from the Cohasset Field in July 1992; the financial crisis caused by the withdrawal of Gulf Oil from the Hibernia consortium in the same year; new funding and the beginning of the gravity-based structure construction at Bulls Arm in 1993; striking oil in the Hibernia Field in 1994; the start of exploration and development of the Terra Nova field by Petro-Canada in the same year, based on the floating production, storage and offloading (FPSO) system, which heralded a new era of offshore development in eastern Canada.
