This paper reports that Sen. Bennett Johnston (D-La.) has vowed if Congress enacts an omnibus energy bill in the fall, it will not include a restriction on states' rights to proration natural gas production. Johnston, Senate energy committee chairman, will lead Senate conferees in their negotiations with members of the House of Representatives. The House energy bill has an antiproration amendment. The Senate's bill does not. Oklahoma's and Texas' recent actions to proration gas production prompted the federal legislation.

Understanding Center for Medicare and Medicaid Services (CMS) documentation and coding rules is challenging for most physicians. To accurately bill for clinical services, physicians must learn a system that may initially seem daunting, but is in fact governed by a small number of straightforward rules. The Evaluation and Management (E/M) guidelines for all service codes specify 3 components: history, examination, and medical decision-making, each with a defined set of elements or characteristics. Service coding is based on the level of care supported by the number of history and examination elements and the complexity of decision-making. This article will clarify the guidelines for outpatient clinical services and suggest a practical method of selecting appropriate E/M codes. To foster rural economic development and growth, Congress passed the Renewable Energy Systems and Energy Efficiency Improvements Program as Section 9006 of the 2002 Farm Bill. This program provides financial assistance to farmers, ranchers, and rural small businesses to purchase renewable energy systems or make energy efficiency improvements. The Rural Business and Cooperative Services of the United States Department of Agriculture (USDA) administers this program. This conference poster provides an overview of Section 9006.

Increased nitrogen levels have been correlated with decreased ductility and elevated ductile-to-brittle transition temperature in pressure vessel steels [1]. However, the exact role played by nitrogen in the embrittlement of steels remains unclear. Miller and Burke have reported atom probe ion microscopy findings from neutron-irradiated low-alloy pressure vessel steel showing the presence of a 1 to 2 ruonolayer thick film of Mo, N, and C at prior austenitic grain boundaries (GB's) [2], suggesting a role for nitrogen as an intergranular embrittler. It is of interest for the development of mitigation strategies whether nitrogen must combine with other impurities to form nitride precipitates in order to exert an embrittling effect. Briant et al [1] have associated the embrittling effect of N in steels exclusively with intergranular nitride formation. The purpose of the Energy Incentives and Agricultural Financial Resources Act of 1986 is to provide fair incentives for the domestic production of oil and gas, and to give flexibility to financial institutions with regard to energy and agricultural loans. The legislation reflects the current drop in activity and investment as a result of economic conditions and tax laws. It amends the Federal Deposit Insurance Act to assist troubled banks in providing capital and restructuring loans for energy development and agricultural pursuits. Title II repeals certain restrictions on the use of natural gas and petroleum imposed under the Fuel Use Act to open up markets and eliminate pricing requirements.

Testimony at an April 30, 1980 hearing addressed whether to reauthorize or amend the Coastal Zone Management Act of 1978, specifically section 306, to further implement state programs and institutionalize state management of coastal zones. The text of the reauthorization bill (S. 2622) is followed by the statements of eleven witnesses and additional articles, letters, and statements submitted for the record. Witnesses are present for the fishing and oil industries, state and national governments, and public interest groups. Among the points brought out in testimony were that uniform standards are unwise - given the variety of coastal regions; and that there is a need to balance protection and development policies. A statistical survey is conducted of air pollution in the city of Rome (Italy) due to conventional building space heating systems burning fossil fuels. The survey identifies the annual consumption of the different fuels and the relative amounts of the various pollutants released into the atmosphere by the heating plants, e.g., sulfur and nitrogen oxides, carbon monoxide, etc. Comparisons are then made between the ratios of urban heating plant air pollutants produced per tonne of fuel employed and those for ENEL (Italian National Electricity Board) coal, oil and natural gas fired power plants, in order to demonstrate the better environmental performances of the utility operated energy plants. The course of study was the idea and personal project of Edward Orton Jr., a young mining engineer. If geothermal heat pumps (GHPs) are to make a significant mark in the market, we believe that it will be through energy service pricing contracts offered by retailcos. The benefits of GHPs are ideally suited to energy service pricing (ESP) contractual arrangements; however, few retailcos are thoroughly familiar with the benefits of GHPs. Many of the same barriers that have prevented GHPs from reaching their full potential in the current market environment remain in place for retailcos. A lack of awareness, concerns over the actual efficiencies of GHPs, perceptions of extremely high first costs, unknown records for maintenance costs, etc. have all contributed to limited adoption of GHP technology. These same factors are of concern to retailcos as they contemplate long term customer contracts.
