A.C.R.O. activity report 2005; ACRO rapport d'activite 2005

Energy Technology Data Exchange (ETDEWEB)

The A.C.R.O. is an association law 1901 declared at the Calvados prefecture at the date of 14. october 1986 and registered as environment protection. It was created, by more than 900 persons, in the months following the Chernobylsk accident in reaction to a lack of information and means of independent radiation monitoring. The particularity of the association is to own a laboratory of radioactivity analysis. Since the end of the nineties, the concerns include the natural sources of irradiation as the radon and apply to the consequences, out of nuclear industry, of the use of ionizing radiation or radioactive matter. On this last point, the affair of the orphan industrial site Bayard at Saint-Nicolas-d'Aliermont, massively contaminated by radium-226 devoted to the fabrication of alarm clocks, and the appearance of exemption threshold in the European law are elements at the origin of this evolution. Public involvement in the siting of contentious facilities; Lessons from the radioactive waste repository siting programmes in Canada and the United States, with special reference to the Swedish repository siting process

Energy Technology Data Exchange (ETDEWEB)

This report describes the conclusion of a two-part programme, begun in 1994 with the overall aim of assisting in the development of an acceptable public participation strategy for use in Sweden for the siting of contentious facilities, with particular reference to the ongoing siting programme for a deep repository for spent nuclear fuel. The first part of the work programme, a global review of siting practice, was reported as SSI Rapport 94-15, in November 1994. This recommended further detailed studies of at least two individual programmes, which have now been carried out in Canada and the United States, and are reported on here. They involved face to face meetings with many of the main stake holders in the two programmes and enabled valuable insight to be gained into the potential problems associated with increased public participation, as well as identifying good practice where it exists. The lessons learned have then been applied to the evolving repository ...

Preliminary study of the {sup 129}I distribution in environment of La Hague reprocessing plant with the help of a terrestrial moss: Homalotecium sericeum. Study report; Etude preliminaire de la repartition de {sup 129}I dans l'environnement de l'usine de retraitement de La Hague a l'aide d'une mousse terrestre: Homalotecium sericeum. Rapport d'etude

Energy Technology Data Exchange (ETDEWEB)

The preliminary study of the {sup 129}I distribution has allowed to underline the limits of use of a Homalotecium sericeum type terrestrial moss as biological indicator. However, this preliminary study allowed all the same to give a spatial distribution of this radioelement around La Hague reprocessing plant (source term) that underlines the existence of four geographic areas in function of collected activities. The levels are generally under 99 Bq/kg dry. It is recommended to improve the knowledge that we can have of transfers and quantity of iodine 129 from the marine environment to the terrestrial environment, but also, the one that we can have of factors able to modify the spatial distribution of this radionuclide. Information report realized for the Senate delegation to the territory management and sustainable development on the local energies; Rapport d'information fait au nom de la delegation du Senat a l'amenagement et au developpement durable du territoire sur les energies locales

Energy Technology Data Exchange (ETDEWEB)

This report deals with the renewable energies and the local development called the territory intelligence in action. Taking into account the place of the electricity in the french energy accounting and the part of the nuclear in its production, the local authorities have to act in the heat domain, which is the first energy need in France, far in front of the specific electricity (those which cannot be replace by other type of energy). But 80% of the heat is today covered by fossil energies. No actions to change this situation will be done without a real implication of the local government. The authors preconize an ambitious objective: cover 50% of the heat needs from renewable energies in the next generat This objective must rely on a program called ''alternative energies''. In this framework the authors provide recommendations on the implementation of the renewable energies as an essential challenge for the local authorities. (A.L.B.)

Development and study of the experimental setup; Etude preliminaire de la mesure du rapport {alpha}, rapport de la section efficace moyenne de capture sur celle de fission de l'{sup 233}U, sur la plateforme PEREN. Developpement et etude du dispositif experimental

Energy Technology Data Exchange (ETDEWEB)

Producing nuclear energy in order to reduce anthropic CO{sub 2} emission and to meet high energy demand, implies three conditions to the nuclear plants of the IV. generation: safety improvements, radioactive waste minimization, and fuel breeding for a sustainable use of the resources. The Thorium fuel cycle used in Molten Salt Reactors seems promising. Many numerical studies based on probabilistic codes are carried out in order to analyse the behaviour of such reactors. Nevertheless, one of the most important parameters is badly known: the alpha ratio of {sup 233}U, ratio of the neutron capture cross section to fission one for {sup 233}U. This key-parameter is necessary to calculate the breeding ratio and thus, the deployment capacities of those reactors. This Ph-D thesis was intended to prepare a precise measurement of the alpha ratio of {sup 233}U between 1 eV and 10 keV. Preliminary measurements have been performed on the experimental platform PEREN. This experimental environment is ...

Study of the distribution of gamma emitters radionuclides between a pollution abatement factory and its surrounding environment; Case of the water treatment plant of the Grand Caen district. Study report; Etude de la repartition de radionucleides artificiels emetteurs gamma entre une usine de depollution et son milieu environnant; Cas de la station d'epuration du District du Grand Caen. Rapport d'etude

Energy Technology Data Exchange (ETDEWEB)

Except nuclear industry, diverse structures (hospitals, of research or manufacturers) can have appeal to the use of radioisotopes conditioned under unsealed shape. Such practices lead to tolerate releases in environment in the respect of a statutory device. So the collective network can contain radioisotopes the future of which is going to depend partially on the cleaning applied to waste water. This study through the analysis of a concrete case, has for objective to inform about the future of gamma radioelements present in waste water treated by a wastewater treatment plant. The contamination of the network is essentially due to Tc{sup 99} and I{sup 131}, radioelements present whatever the working day and the hour considered. The total estimated in-load for a day is important, of the order of 4000 MBq for Tc{sup 99} and 15 to 300 MBq for I{sup 131}. The assessment of cleaning of the station shows that this one plays a role towards this pollution through these stages of treatment. ...

Energy Technology Data Exchange (ETDEWEB)

The abatement of CO{sub 2} emissions is a huge technical and economical challenge. Fossil fuels, which represent 88% of the world primary energy consumption, are the main source of the 25 billions of CO{sub 2} released each year in the atmosphere. The mastery of CO{sub 2} emissions cannot come from a single technology but must result from the simultaneous implementation of several means, like the development of carbon-free energies and the mastery of fossil fuel emissions. The opportunities of progress are numerous and compatible with the economic development. This document presents, first, the different greenhouse gases, the CO{sub 2} emissions per country and the main sources of CO{sub 2} emissions (power and heat generation, transports). Then it presents different ways of abatement of CO{sub 2} emissions: clean coal technologies, gas combined cycles, CO{sub 2} sequestration, reduction of fuel consumption in transports, development of carbon-free energies: wind power, solar ...

Limits to green? Building blocks for green taxation; Grenzen aan groen? Bouwstenen voor een groen belastingstelsel

Energy Technology Data Exchange (ETDEWEB)

This report focuses on the question whether a further increase in environmental taxes can contribute to achieving a sustainable economy in which depletion and climate risks should be reduced to an acceptable level for 2050. The strategy to achieve this consists of four main elements: (1) Introduction of a new CO2 tax as part of the Energy Tax; (2) Broadening of the Energy Tax to sectors such as agriculture and industry and the cancellation of subsidies and tax rebates; (3) Expansion of new tax bases for import / production of natural resources (wood, fish, meat) and space; and (4) European agenda on 'greening'.

As regards the environmental protection, the A.C.R.O. maintained in 2001 its programs of surveillance around the main western nuclear installations of France. The radioecological surveillance of the site of Cogema La-Hague for the dismantling of the former pipe of release in sea was one of the key points of this action environmental surveillance. The two accidents of atmospheric release in may and october 2001 at Cogema La Hague have shown the interest of an association as A.C.R.O..
