Energy production: institutional and legislative scenario

Brief comments are given on the evolution of the institutional nature of ENEL (Italian Electricity Board) as it relates to the framework of legislation for the nationalization of the utility in December, 1962. Special attention is given to the development of legislative criteria to allow the creation of a rate structure, in the case of autoproduction by industry, that would stimulate national economic growth. A discussion is also made of the changing role of ENEL as it responds to the planning objectives cited in the Italian National Energy Plan which calls for a more integrated effort by the regional governments and the Electricity Board in the management of natural resources.

A new solution of 150 KV overhead compact line

Environmental considerations have led the Italian electric utility, ENEL, to use an advanced compact design for the reconstruction of a 60kV power line on the outskirts of Rome. This solution has achieved the following aims: minimisation of the visual impact by reducing the size of the supports; reduction of the occupation of the area especially during construction; reduction of damage due to the degree of penetration into the soil. The use of one stem tubular supports and bored pile foundations is described. The scheme has been shown to be viable in terms of planning and low environmental impact and also cost-effective and is likely to be adopted by ENEL in other situations. (UK)

The Decommissioning of the Trino Nuclear Power Plant

Following a referendum in Italy in 1987, the four Nuclear Power Plants (NPPs) owned and operated by the state utility ENEL were closed. After closing the NPPs, ENEL selected a ''safestore'' decommissioning strategy; anticipating a safestore period of some 40-50 years. This approach was consistent with the funds collected during plant operation, and was reinforced by the lack of both a waste repository and a set of national free release limits for contaminated materials in Italy. During 1999, twin decisions were made to privatize ENEL and to transform the nuclear division into a separate subsidiary of the ENEL group. This group was renamed Sogin and during the following year, ownership of the company was transferred to the Italian Treasury. This report illustrates how, thanks to the development of a new algorithm for the probabilistic evaluation in a given period (e.g. one week) of the operating costs and risk indices (reliability) of a generation system with energy-constrained units, it has been possible to significantly improve the WAT program, used for many years by ENEL for generation expansion planning studies. In particular, it describes how the annual simulation of the system operation is accomplished, so as to calculate the mean expected values of the yearly operating costs (fuel) and the risk indices, at the same time optimizing the use of hydro resources and pumped-storage plants. The article provides a 1998 updated picture of Italy's and the world's photovoltaic market in terms of produced modules and total installed capacity, as well as market growth forecasts up to 2010. After a short description of the state-of-the-art of cell and module manufacturing, ana analysis of the cost of producing a photovoltaic kw is reported for different plant types: stand-alone plants with energy storage batteries, plants connected to low low voltage networks or intended for supporting medium voltage networks, hybrid plants with diesel sets. The paper reports the results of the studies performed at the Electric Research Center of ENEL (Italian National Electricity Board) in the field of compacting high voltage transmission lines, from the point of view of dielectric and corona noise constraints. The results of switching impulse withstand voltage tests, performed on typical compact line insulation configurations, are given and optimization criteria of such insulation configurations in relation to switching impulse are outlined. The constraints regarding surface withstand voltage in polluted conditions of the above insulations are analyzed and the possibility of reducing their dimensions by using unconventional insulation materials is considered. Finally, evaluations of corona noise in the case of optimization of the line encumbrance from the point of view of dielectric constraints are given.

Heat pumps in urban space heating systems: Energy and environmental aspects

A statistical survey is conducted of air pollution in the city of Rome (Italy) due to conventional building space heating systems burning fossil fuels. The survey identifies the annual consumption of the different fuels and the relative amounts of the various pollutants released into the atmosphere by the heating plants, e.g., sulfur and nitrogen oxides, carbon monoxide, etc. Comparisons are then made between the ratios of urban heating plant air pollutants produced per tonne of fuel employed and those for ENEL (Italian National Electricity Board) coal, oil and natural gas fired power plants, in order to demonstrate the better environmental performances of the utility operated energy plants.
