International police have been deployed on a number of peacekeeping missions, but providing capacity development and assisting in reform of local police in war-torn nations are only a relatively recent undertaking. The process of police reform is complicated because of the inherent difficulty in evaluating the impact of a development programme on police service delivery performance. This study reports on the results of a pilot survey of international police managers assessment of the level of competency of the Royal Solomon Islands Police Force following the introduction of a capacity development programme 3 years earlier. Aerodynamics play a critical role in the success of a competitive solar vehicle. In particular, the topics addressed in this paper are minimizing the drag forces acting on the car surface while providing an effective angle of solar exposure, ventilation, manoeuvring stability, maintenance accessibility, and component `functional duality`, while simultaneously maintaining stringent racing regulations. Starting with a conceptual design, modifications were analysed through a commercial, computational fluid dynamics (CFD) package in order to evaluate drag and lift characteristics. By visualizing wind tunnel flow as a means of support of the coded model, the computational design has been validated. (1) To determine the accuracy of computed tomography (CT) in the evaluation of ligament tear and avulsion in patients with tibial plateau fracture. (2) To evaluate whether the presence or severity of fracture gap and articular depression can predict meniscal injury. A fellowship-trained musculoskeletal radiologist retrospectively reviewed knee CT and MRI examinations of 41 consecutive patients presenting to a level 1 trauma center with tibial plateau fractures. Fracture gap, articular depression, ligament tear and footprint avulsions were assessed on CT examinations. The MRI studies were examined for osseous and soft tissue injuries, including meniscal tear, meniscal displacement, ligament tear, and ligament avulsion. CT demonstrated torn ligaments with 80% sensitivity and 98% specificity. Only 2% of ligaments deemed intact on careful CT evaluation had partial or complete tears on MRI. Georg Fischer GmbH operates a melting plant with several cupola furnaces in Mettmann. The plant supplies two casting plants for production of castings from nodular cast iron or malleable cast iron. It is now planned to convert one of the existing hot-blast cupola furnaces to the latest state of the art. Under special consideration are clear reduction of dust emission by use of a filtering separator below the permissible mass concentration according to the Clean Air Regulations; reduction of the current level of dumped waste by application of a new dust (residue) utilisation method; improvement of the total thermal efficiency of the cupola furnace melting plant by extensive, advanced utilisation of waste heat; and use of low-cost dust-like alternative fuels. As the three-year period FY93-FY96 ended, there were six senior investigators on the grant full-time: Bulgac, Henley, Miller, Savage, van Kolck and Wilets. This represents an increase of two members from the previous three-year period, achieved with only a two percent increase over the budget for FY90-FY93. In addition, the permanent staff of the Institute for Nuclear Theory (George Bertsch, Wick Haxton, and David Kaplan) continued to be intimately associated with our physics research efforts. Aurel Bulgac joined the Group in September, 1993 as an assistant professor, with promotion requested by the Department and College of Arts and Sciences by September, 1997. In 1959, the Test Manager's Committee to Establish Fallout Doses calculated estimated external gamma exposure at populated locations based upon measurements of external gamma-exposure rate. Using these calculations and estimates of population, we have tabulated the collective estimated external gamma exposures for communities within established fallout patterns. The total collective estimated external gamma exposure is 85,000 person-R. The greatest collective exposures occurred in three general areas: Saint George, Utah; Ely, Nevada; and Las Vegas, Nevada. Three events, HARRY (May 19, 1953), BEE (March 22, 1955), and SMOKY (August 31, 1957), accounted for over half of the total collective estimated external gamma exposure. CT-Expo is a novel MS Excel application for assessing the radiation doses delivered to patients undergoing CT examinations, based on computational methods that were used to analyze the data collected in the German survey on CT practice in 1999. The program enables the calculation of all dose quantities of practical value, such as axial dose free-in-air, weighted CTDI, dose-length product, effective dose and uterine dose. In contrast to existing programs for CT dose assessment, CT-Expo offers a number of unique features, such as gender-specific dose calculation for all age groups (adults, children, newborns), applicability to all existing scanner models including correction of scanner-specific influences, and the possibility of comparison with the results from the German CT survey on CT practice. The goal of this program was to increase the high-temperature strength of the H-Series of cast austenitic stainless steels by 50% and upper use temperature by 86 to 140 F (30 to 60 C). Meeting this goal is expected to result in energy savings of 38 trillion Btu/year by 2020 and energy cost savings of $185 million/year. The higher strength H-Series of cast stainless steels (HK and HP type) have applications for the production of ethylene in the chemical industry, for radiant burner tubes and transfer rolls for secondary processing of steel in the steel industry, and for many applications in the heat-treating industry. The project was led by Duraloy Technologies, Inc. with research participation by the Oak Ridge National Laboratory (ORNL) and industrial participation by a diverse group of companies. In his State of the Union Address (Bush 2006), President George W. Bush outlined the Advanced Energy Initiative, which seeks to reduce our national dependence on imported oil by accelerating the development of domestic, renewable alternatives to gasoline and diesel fuels. The president has set a national goal of developing cleaner, cheaper, and more reliable alternative energy sources to substantially replace oil imports in the coming years.
