New interest by Australians in the state of rural education requires new understanding of factors affecting rural education and its related issues. Educational programs have not been flexible enough to cope with rural diversity, a key element in the milieu. Standards such as "equality of opportunity" and "uniformity" have been misapplied to rural Australian education, which is made distinctive by the inter-relatedness of many factors. This paper addresses the major issues beginning teachers face in their first postings to rural areas in Australia. The issues go beyond pedagogy. Beginning teachers need to understand social factors affecting rural communities so they can link lessons to the realities experienced by students. Geographic isolation affects the provision of education in terms of time taken to travel, cost, terrain, and technology. Rural communities have groups that are socially isolated from each other and from the staff in schools. In order to teach effectively, teachers need to be aware of the social context of the community in which they live and work. This paper explores how an aid-funded Ph.D.-programme in mathematics education instituted in some Southern African Development Community countries measures up to issues related to research capacity development projects. The research capacity development programme is described and reflected against mutual benefit, relevance, sustainability and prioritization of the location of project funding expenditure--some of the constructs in the discourse on research capacity development initiatives. It is found that the benefits of the programme are indeed mutual; the outcomes regarding relevance and sustainability are more uncertain and the location of expenditure of the funding is not overtly in favour of the donor country.

This paper is part of a study that assessed the level of commitment of primary schools of remote area dwellers (RADs) to basic education between October 2004 and April 2005. The research question focused on the level of commitment of schools to universal basic education, school-community partnership in school governance and parental involvement in the way the curriculum was delivered. Questionnaire and interviews were used. The results show a significant relationship between teachers' perceptions and variables such as district, qualifications, age, location, and experience. There is consistency between teachers' perceptions and children's academic performance. It has been found that learner achievement in RADs schools is low and that parents are not actively involved in their children's education due to the policy environment and school management practices.

The Kansas State Board of Education awarded $10.25 million to local education agencies through the Carl D. Perkins Vocational and Applied Technology Education Act of 1990. A work group developed the System of Measures and Standards of Performance (SMSP). Programs for single parents, displaced homemakers, and single pregnant women were funded to provide education/training, employment readiness, and job placement. Seven gender equity facilitator projects and 17 projects to provide young women access to training and support services for technical and nontraditional occupations were funded. The Department of Energy`s program for disposing of nuclear High-Level Waste (HLW) and transuranic (TRU) waste has been impeded by overwhelming political opposition fueled by public perceptions of actual risk. Analysis of these perceptions shows them to be deeply rooted in images of fear and dread that have been present since the discovery of radioactivity. The development and use of nuclear weapons linked these images to reality and the mishandling of radioactive waste from the nations military weapons facilities has contributed toward creating a state of distrust that cannot be erased quickly or easily. In addition, the analysis indicates that even the highly educated technical community is not well informed on the latest technology involved with nuclear HLW and TRU waste disposal. External inefficiency in education--inequity between the characteristics of graduates and the job market--is a problem in Indonesia and many other countries. Job markets at the junior secondary level are very tight in Indonesia with low levels of unemployment at all ages, short job-search times, and high real rates of return. Unemployment, however, among the senior secondary vocational and senior secondary general school graduates is high, even though the real rates of return are also high. The same is true for college and university graduates. Rates decrease, however, as years pass after graduation. This study examined the life histories of a group of emerging scholars in the field of mathematics education who identify themselves as having a particular interest in and concern for issues of equity and diversity. Experiences of being the "other," "bearing witness" to "othering experiences," and "orienting experiences" in relation to issues of equity proved to be prominent themes in participants' life histories. These experiences were then linked to the positionality that these scholars now have in relation to their research in mathematics education.

Lack of access to basic education leads to diminished individual and national capabilities, therewith furthering cycles of poverty. An equitable education system meeting basic learning needs represents not only a human right, but also a means for reducing poverty, promoting productivity, and sustaining development. The Government of China--the most populous developing nation, the majority of whose citizens live in rural areas--has been committed to universalizing nine-year compulsory education among school-aged children and eliminating illiteracy among youths and adults aged 15-45. This study examines lessons learned from China's efforts in these areas. It also reports on current challenges and trends in a new national initiative for achieving high-quality universal basic education by the year 2007.

Similar to many other countries, an educational reform anchored in a managerial discourse was proposed in Israel in 2004 by the Dovrat Committee, encouraged by the 'inter-state education gap' social problem that economist Dan Ben-David formulated on the basis of international examinations, such as PISA and TIMMS. Through a neo-Weberian approach this study follows the construction of a managerial discourse from the 1970s onwards that led to the Dovrat report. This paper analyses the effectiveness of non-formal schools for working children in Jalandhar, Punjab, India, in mainstreaming child labourers into the formal education system through incentivised, informal schooling. Using a family fixed effects model and sibling data as an equivalent population comparison group, I find that the non-formal schools effectively provide an alternative to formal primary education and also show high success rates of mainstreaming and maintaining children into post-primary education relative to the control group. UNDP Human Development Index uses factors like per capita income, health of the people, and educational attainment to classify countries. Adult literacy and gross enrolment ratios are indicators of education status. This paper uses Nigeria, a typical African country, to illustrate the problems posed by adult illiteracy to national development. Statistical data are used to show the low levels of adult literacy with disparities between males and females; urban and rural areas, and between different zones of Nigeria and the continent. The authors map the route undertaken by the Project Management Office of the Gansu Basic Education Project (GBEP) in Gansu Province, China, in instituting measures to ensure good learning opportunities for children with special educational needs within the four poor counties benefiting from this DFID supported project. This law establishes a structure at the state and local levels to assist communities in planning for chemical emergencies and requires facilities to provide information on various chemicals present in the community. The Act requires that this information be made available to the public. One of the requirements concerns the reporting of annual releases of toxic chemicals to the air, water, and land. These provisions are outlined in Section 313 which mandates annual release reporting for over 300 chemicals.

The doctorate in Counselor Education and Supervision is the terminal degree in the field of counselor education within the U.S. The authors surveyed CACREP-accredited doctoral programs to assess department characteristics, clinical experience and credentials, research experience, and the admission, retention, and evaluation of students. Results indicated that the PhD was a preferable degree to other degree offerings. Programs were found to be diverse in their policies and procedures relating to admissions and retention, time to complete the program, and student expectations. International students and faculty representation was found to be sparse in CACREP-doctoral programs. Implications for future research and practice are offered.

Hence, the profession values global concerns for the environment, human rights, health, and well-being. In particular, home economics is one of the subjects through which core messages of the country's Population and Family Life Education program are to be integrated at the secondary school level. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. Almost 900m adolescents and adults are illiterate in the developing world, yet most policy discussions focus on the educational circumstances of primary aged children. As a result non-formal educational programs for adolescents and adults are given very little support, and this group is virtually ignored in international agreements such as the millennium declaration. This article presents the first serious attempt at evaluating the impact of a non-formal education program. We investigated the composition of archaeal communities in the rumens of farmed sheep (Ovis aries), cattle (Bos taurus) and red deer (Cervus elaphus) using denaturing gradient gel electrophoresis (DGGE) to generate fingerprints of archaeal 16S rRNA genes. The total archaeal communities were relatively constant across species and diets, and were less variable and less diverse than bacterial communities. This study, part of OECD/CERI's project on Measuring the Social Outcomes of Learning, investigates the relationship between educational attainment and political participation in Austria. First, a model based on various theoretical considerations is introduced. This incorporates direct educational effects as well as indirect effects that occur through material resources, social capital, civic orientations and values. Using a multivariate analytical approach the model is applied to the 2002 European Social Survey. Three forms of political participation are distinguished, namely voting, elite-directed and elite-challenging activities. Educational attainment is found to have significant effects on all three types but the strongest impact is on elite-challenging activities. W. E. B. Du Bois, one of the brightest lights in African American history, wrote a sparkling critique of the American social and economic system originally planned as part of the Bronze Booklets series, edited and published by Alain Locke and the Associates in Negro Folk Education. The piece was never published and has, until now, been lost to the annals of adult education history. Using historical evidence, the authors examine Du Bois's Basic American Negro Creed and the circumstances that led to its exclusion from the series. It is argued that the Creed was far too radical for the liberal minded Carnegie Corporation and its leaders who were only interested in accommodating adult education for Blacks through the AAAE funded Bronze Booklets. The exclusion of the Creed represents an example of repressive tolerance by the AAAE.

The ability of the R46 R factor and its derivative pKM101 to modify sensitivity to "6"0Co #gamma# radiation was studied. In Escherichia coli K12 both plasmids enhanced bacterial survival after "6"0Co #gamma# irradiation. This effect was dependent on recA"+ genotype but not on recB"+, recB"+recC"+, and recF"+ genotypes. 5-Fluorouracil eliminated the R46 R factor from the parent and its rec"- mutant strains. These strains lost not only the antibiotic resistance coded for R46 R factor but their radioresistance as well.

Quality of education is a determining factor in a nation's competitiveness. Although Mexico has made tremendous progress toward achieving universal basic education, school quality has not kept pace with enrollment increases, especially in rural areas. Innovations at the federal and state levels to raise the quality of basic education in Mexico include decentralizing the education system, thereby giving the states more control over education, and creating the Carrera Magisterial, a program of incentives and professional development for teachers. The first part of this paper shows that early in their professional lives, teachers in basic public schools are better paid than other comparable groups. A study described part-time and small farmers (PT/SF) on the basis of their demographic characteristics and determined their farm management educational needs. Findings revealed that the majority of the PT/SF were males who operated farms of 50-150 acres for 11 or more years, were 35-44 years of age, and were high school graduates who principally produced crops. The four areas of farm management education needed by PT/SF were farm tax management, marketing farm products, determining farm insurance needs, and farm recordkeeping. Phytoplankton community was investigated in the cage culture area of Daya Bay during a diurnal cycle. Two rainfalls occurred during the course of the experiment and decreased the surface seawater salinity in the aquaculture area. A total of 38 species were identified, of which the dominant species included Pseudo-nitzschia spp. and Skeletonema costatum. Water stratification obstructed the vertical migration of dinoflagellates. Statistical analysis indicated that Synechococcus showed negative relationship with silicate and ammonia, which indicated that Synechococcus adapted to grow at oligotrophic environment. Phytoplankton community structure implied the risk of Pseudo-nitzschia spp. blooms in the aquaculture area of Daya Bay.

Policy makers are turning to market-based mechanisms to engender innovative ways of reducing polluting air emissions. As with any emerging market, environmental policies must be carefully crafted so that the institutions and incentives needed to form working markets are developed. Attention must be paid to creating avenues for communities and other 'non-moneyed' or unorganised interests to be involved in the new market processes. This paper proposes a strategy to create sustainable, community-based methods to reduce polluting air emissions within the context of market-based incentive programs. It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. In addition, the analysis reveals South Africa's unexpected and provocative gendered patterns of access and participation.

Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). BACKGROUND AND CASE STUDY: Surgical fires are rare but preventable. During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Deficits in knowledge among the surgical team with respect to the prevention and management of surgical fires were apparent. A plan was put into place to improve fire safety education, entailing an educational program that is included in intern and resident orientation. The addition of paraquat (methyl viologen) to a growing culture of Escherichia coli K-12 led within 1 hr to a 10- to 20-fold increase in the level of endonuclease IV, a DNase for apurinic/apyrimidinic sites. The induction was blocked by chloramphenicol. Increases of 3-fold or more were also seen with plumbagin, menadione, and phenazine methosulfate. H_2O_2 produced no more than a 2-fold increase in endonuclease IV activity. The following agents had no significant effect: streptonigrin, nitrofurantoin, tert-butyl hydroperoxide, #gamma# rays, 260-nm UV radiation, methyl methanesulfonate, mitomycin C, and ascorbate. Paraquat, plumbagin, menadione, and phenazine methosulfate are known to generate superoxide radical anions via redox cycling in vivo. A mutant lacking superoxide dismutase was unusually sensitive to induction by paraquat. In addition, endonuclease IV could be induced by merely growing the mutant in pure O_2. Community ecologists are principally occupied with the proposition that natural assemblages of species exhibit orderliness and with identifying its causes. Plant-pollinator networks exhibit a variety of orderly properties, one of which is 'nestedness'. Nestedness has been attributed to various causes, but we propose a further influence arising from the phylogenetic structure of the biochemical constraints on the pollen diets of bees. We use an artificial assemblage as an opportunity to isolate the action of this mechanism. The properties of the network that we studied are consistent with the proposition that nestedness is caused by the phylogeny of diet range in bees, but the claim is preliminary and we propose that valuable progress in understanding plant-pollinator systems may be made through applying the techniques of chemical ecology at the community scale.

Diurnal and seasonal thermal constancy, a greatly delayed seasonal temperature maximum, and summer cool and winter warm conditions characterize the stream environment below a deep-release dam in Colorado. Low diversity index and equitability values and changes in macroinvertebrate species composition may result from failure of the temperature regime to provide the thermal stimuli essential for various life-cycle phenomena. It is hypothesized that the following sublethal effects, directly or indirectly resulting from the modified temperature regime, may further alter macroinvertebrate community structure: reduction of niche overlap and a shift toward an equilibrium community as a consequence of reduced environmental fluctuation; more intense competition associated with greater productivity; elimination of major invertebrate predators; and failure of the limited temperature range to provide optimal temperatures for various physiological ...
