This is the introductory paper for eight papers that follow in this issue of Natural Resources Journal that were presented at a symposium on the titled subject. The editor notes that two movements in recent decades have been identified with coastal regions - efforts to conserve natural resources and energy source development - and that profound social, economic, and political ramifications have attended these movements. He further notes that the tensions and demands created by the above two developments proved too much for state and local mechanisms, eventually culminating in the Coastal Zone Management Act of 1972. He then briefly evaluates the focus and success of CZMA and reviews the other papers. 58 references.

Purpose - The purpose of this paper is to review oil spill incidents and pipeline vandalism in Nigeria between 1970 and 2006 and to examine the potential danger posed by such activities to public health. Design/methodology/approach - The approach adopted to achieve this objective is questionnaire administration on health impacts. Also secondary sources of information come from textbooks and journals. However, data from natural resources exploitation and hazards are collated and analyzed. Findings - It is evident that, out of the 1,000 reported oil spill incidents analyzed, some hundreds of thousands of barrels of oil are lost to the environment. Graphic pictures of typical oil spill through acts of vandalism in Ishiagu, Ebonyi State, Nigeria are analyzed and reviewed. The run-off and sedim...
Smoking during pregnancy is widely known to increase health risks to the foetus, and understanding the quitting process during pregnancy is essential in order to realise national government targets. Qualitative studies have been used in order to gain a greater understanding of the quitting process and the objective of this systematic review was to examine and evaluate qualitative studies that have investigated the psychological and social factors around women attempting to quit smoking during pregnancy. Electronic databases and journals were searched with seven articles included in this review. The findings demonstrated that women were aware of the health risks to the foetus associated with smoking; however knowledge of potential health risks was not sufficient to motivate them to quit. Se...

There is increasing evidence that chemicals/test substances cannot only have adverse effects, but that there are many substances that can (also) have a beneficial effect on health. As this journal regularly publishes papers in this area and has every intention in continuing to do so in the near future, it has become essential that studies reported in this journal reflect an adequate level of scientific scrutiny. Therefore a set of essential characteristics of studies has been defined. These basic requirements are default properties rather than non-negotiables: deviations are possible and useful, provided they can be justified on scientific grounds. The 10 basic requirements for a scientific paper reporting antioxidant, antimutagenic or anticarcinogenic potential of test substances in in vitro experiments and animal studies in vivo concern the following areas: (1) Hypothesis-driven study design; (2) The nature of the test ...

The major details of the inspection and replacement of the bearing journals on each of the four heat transport pumps (HTPs) at Wolsung nuclear generating station in Korea are presented in this paper. Investigation following fracture of one of the journals in 1985 revealed that it was excessively hard. The journal material (ASTM A296 CA 40) is considered to be prone to stress corrosion fatigue if the hardness exceeds Rc 40. In 1986 May, during a planned outage, the HTPs were disassembled, the journals were inspected, found to be excessively hard, and all were replaced. At the same time, the pump to motor couplings were all refurbished to ensure proper alignment.
The main purpose of the study on the title subject is to gain insight into the strategic options to optimize energy production from waste processing in the Netherlands in the long term. The developed optimization model will be used by the Dutch Ministry of Public Health, Spatial Planning en Environment (VROM) for scenarios to calculate and determine expectations and uncertainties in the development of waste processing in the Netherlands. Attention is paid to (1) the impact of present and future technology on the costs and energetic efficiency of waste processing, (2) several techniques for the generation of electricity and heat, the production of fuels, and recycling, (3) the impact of scale (capacity) on costs and energetic efficiency of waste processing installations, and (4) the impact of transport and heat distribution. The time frame is the year 2020. 66 refs.

Promoting the exchange of information related to implementation of the As Low as Reasonably Achievable (ALARA) philosophy is a continuing objective for the Department of Energy (DOE). This report was prepared by the Brookhaven National Laboratory (BNL) ALARA Center for the DOE Office of Health. It contains the fifth in a series of bibliographies on dose reduction at DOE facilities. The BNL ALARA Center was originally established in 1983 under the sponsorship of the Nuclear Regulatory Commission to monitor dose-reduction research and ALARA activities at nuclear power plants. This effort was expanded in 1988 by the DOE`s Office of Environment, Safety and Health, to include DOE nuclear facilities. This bibliography contains abstracts relating to various aspects of ALARA program implementation and dose-reduction activities, with a specific focus on DOE facilities. Abstracts included in this bibliography were selected from proceedings of technical ...

This article analyzes the impact of crowdfunding on journalism. Crowdfunding is defined as a way to harness collective intelligence for journalism, as readers' donations accumulate into judgments about the issues that need to be covered. The article is based on a case study about Spot.Us, a platform pioneering community-funded reporting. The study concludes that a crowdfunded journalistic process requires journalists to renegotiate their role and professional identity to succeed in the changing realm of creative work. The study concludes that reader donations build a strong connection from the reporters to the donors, which creates a new sense of responsibility to the journalists. The journalists perceive donors as investors, that cannot be let down. From the donor's perspective, donating ...

There are very different views on the health hazards of DU munitions. Most of the concerns of veterans and their advisors focus on the radiological effects of DU and consequently these are the focus of this editorial. Effects on the kidney and environmental consequences are, however, considered in the second of the Royal Society reports and the main conclusions of both of the reports are outlined in the summary document published in this issue of the journal. The main radiological concerns focus on the irradiation of lung tissues from inhaled DU particles and irradiation resulting from the translocation of inhaled particles to the thoracic lymph nodes. The overwhelming scientific view, presented in the two Royal Society reports and in other independent reviews, is that the main risks of exposure to DU aerosols are an increase in lung cancer and (from chemical toxicity) damage to the kidney, although these are likely to be evident only following ...

The Petroleum Technology Transfer Council (PTTC) and cooperating Regional Lead Organizations (RLOs) in its South Midcontinent (Oklahoma Geological Survey, Norman, Oklahoma) and West Coast (University of Southern California, Los Angeles, California) regions conducted a ''Mentor-Based Effort to Advance Implementation of Preferred Management Practices (PMPs) For Oil Producers'' (DE-FC26-01BC15272) under an award in Phase I of Department of Energy's (DOE's) PUMP (Preferred Upstream Management Practices) program. The project's objective was to enable producers in California, Oklahoma and Arkansas to increase oil production, moderating or potentially reversing production declines and extending the life of marginal wells in the near term. PTTC identified the primary constraints inhibiting oil production through surveys and PUMPer direct contacts in both regions. The leading common constraint was excess produced water and ...

Cancer is a severe threat to human health. Early detection is considered the best way to increase the chance for survival. While the traditional cancer detection method, biopsy, is invasive, noninvasive optical diagnostic techniques are revolutionizing the way that cancer is diagnosed. Reflectance spectroscopy is one of these optical spectroscopy techniques showing promise as a diagnostic tool for pre-cancer detection. When a neoplasia occurs in tissue, morphologic and biochemical changes happen in the tissue, which in turn results in the change of optical properties and reflectance spectroscopy. Therefore, a pre-cancer can be detected by extracting optical properties from reflectance spectroscopy. This dissertation described the construction of a fiberoptic based reflectance system and the development of a series of modeling studies. This research is aimed at establishing an improved understanding of the optical properties of mucosal tissues by analyzing ...

Title V requires the collection of new funds from users beyond a ceiling set for annual spending on water projects, while Title X proposes a cost-sharing partnership for certain navigation projects. Witnesses were requested to confine their comments to constructive alternatives to the proposed legislation. Additional material on the deep river study and statements submitted for the record follow the testimony of 28 witnesses.

The main purpose of this report is to document the benchmarking results and verification of the RESRAD-OFFSITE code as part of the quality assurance requirements of the RESRAD development program. This documentation will enable the U.S. Department of Energy (DOE) and its contractors, and the U.S. Nuclear Regulatory Commission (NRC) and its licensees and other stakeholders to use the quality-assured version of the code to perform dose analysis in a risk-informed and technically defensible manner to demonstrate compliance with the NRC's License Termination Rule, Title 10, Part 20, Subpart E, of the Code of Federal Regulations (10 CFR Part 20, Subpart E); DOE's 10 CFR Part 834, Order 5400.5, ''Radiation Protection of the Public and the Environment''; and other Federal and State regulatory requirements as appropriate. The other purpose of this report is to document the differences and similarities between the RESRAD ...
An experimental apparatus has been built that allows direct measurement of the oil film thickness in a bearing that is subjected to dynamic loads and shaft speeds representative of those occurring in automotive engine connecting rod, big-end bearings. Dynamic motion of the shaft, relative to the bearing, is measured as a function of shaft rotational angle, using non-contact, eddy-current probes. A computer based data acquisition system is used to measure, record, and analyze the journal position in the bearing. The test bearing is 63.5 mm in diameter by 25.4 mm long, and is loaded using a servo-hydraulic actuator rated at 98.3 kN. The journal has an operating speed of 500 to 3800 rpm. The actuator is controlled by a computer-generated waveform that can duplicate load profiles developed by various engines operating at a wide range of conditions. Measurements taken with the shaft statically loaded show excellent agreement with results calculated ...
Personal health information management (PHIM) refers to activities that support consumers' access, integration, organization, and use of their personal health information. We investigated PHIM in the health consumer population using a focus group and participatory design. In collaboration with health consumers, we identified PHIM activities and explored the design of new supportive technology. Our findings describe prominent PHIM activities such as monitoring and assessing health, as well as health-related decision making, planning, and action. We describe design principles our participants used during the participatory design of a PHIM tool. These include individual control, sharing, integration, security and flexibility. These findings provide new insights into emerging ideas in consumer health informatics research and technology design. ...
A community health survey of 438 individuals was taken to detect health problems related to high voltage electrical transmission among an adjacent residential population. Results revealed no significant or consistent relationships between exposure to a high voltage DC power line and the perceived health problems that were measured. The sample was not, however, large enough to draw statistically significant conclusions regarding possible health effects with a very low incidence.
Translating experimental findings into clinically effective therapies is one of the major bottlenecks of modern medicine. As this has been particularly true for cerebrovascular research, attention has turned to the quality and validity of experimental cerebrovascular studies. We set out to assess the study design, statistical analyses, and reporting of cerebrovascular research. We assessed all original articles published in the Journal of Cerebral Blood Flow and Metabolism during the year 2008 against a checklist designed to capture the key attributes relating to study design, statistical analyses, and reporting. A total of 156 original publications were included (animal, in vitro, human). Few studies reported a primary research hypothesis, statement of purpose, or measures to safeguard in...
Fuzzy theory has been regarded as a very important technique for quality management (QM) of distributed manufacturing system and attracts the attentions of academic and industry; however, there is a lack of a comprehensive literature review and a classification scheme for it. This paper is the first academic literature review of the fuzzy theory applied in quality management of distributed manufacturing system. It involves five most popular databases in this research area and covers more than 20 journals, proposes a classification scheme using clustering analysis method. Sixty-one journal articles were finally selected, reviewed and classified. Each selected article was classified firstly based on four QM dimensions (quality planning, quality control, quality assurance and quality improvem...

It is intended as a practical guide for those who have little or no previous experience in the field of communication, whose time must be snatched from home and office, and whose resources are limited. The manual has three major sections: Part I discusses planning, which is vital to the success of a communication program; Part II suggests ways to get and keep people involved, especially important because Title III affects so many different sectors of the community; Part III, a how-to-do-it section, talks about specific tasks, such as giving a speech or writing a press release. Appendices include a detailed explanation of the law, a glossary, a list of recent studies related to Title III communications, a list of educational materials, and a list of State ...

The goal of this paper is to explore how compliance with the Clean Air Act Amendments of 1990 (CAAA), especially Title IV and emission trading under it, will affect the current relationship between state and federal regulation. It is difficult, with the limited experience we have had under Title IV, to be definitive about or to be a very strong advocate of too many policy positions. What may be most helpful at this point is to identify where the difficult issues in state/federal relations might arise; and then to explore ways in which tensions might be either avoided or resolved. One anticipated conclusion is that a traditional regulatory mindset could be very destructive if applied to this new area of oversight without due sensitivity to what Congress is trying to achieve in Title IV. That concern pervaded the early legislative debates; and it persists today. Title IV presents some unique challenges to ...
The main conclusion of the study on the title subject is that the impacts of climatic change in the Netherlands are still limited. However, the impacts will be stronger in the next decades and will be even problematic at the end of this century. A brief tutorial on the health effects of ionising radiation is presented. The distinction between somatic and genetic health effects is explained. The two types of somatic health effects, i.e., acute and chronic effects, are discussed, as well as the concepts of ''deterministic'' and ''stochastic'' (also called ''probabilistic'') health effects. The possibility of cancer caused by DNA damage is discussed. The document ends with the definition of some key radiation terms.
The health of professional bus drivers is a critical factor in their driving performance; any impairment may lead to undesired consequences. In an attempt to develop and prioritize health and wellness programs, this study investigates the factors significantly affecting the health conditions of professional bus drivers, as well as the strength of these factors. This study uses self-rated health as the examination measurement. This simple assessment is an inclusive measure of health status for judging health trajectory, and is highly associated with changes in functional ability, including perceived control over driving. This study evaluates driver responses of self-rated health with ordered response models that consider factors such as the driver reported health problems, physical and psychological conditions, ...
As care shifts from institutional to home- and community-based settings, consumer health information technology (IT) must be designed to support patients' new health information management responsibilities. We developed and piloted a new methodology grounded in social network analysis and human factors engineering to explore two often overlooked aspects of this phenomenon: the task of health information communication with members of the social network and the context of culture. Such knowledge is necessary to inform the appropriate design of consumer health IT. We asked a culturally diverse sample of participants to describe what, to whom, why, and how they communicate health information and to provide direct feedback about the methodology. The methodology was acceptable to all participants and able to capture similarities and differences in their health ...

In recent years, several groups, including the physician assistant, health information management, ophthalmic medical technician/technologist, and athletic training review committees, have left the Commission on Accreditation of Allied Health Education Programs (CAAHEP) system to form their own, profession-specific accrediting bodies. Their motivation was typically a desire for greater professional visibility and autonomy. Combined, these professions represented one third of the CAAHEP's programs. This article reviews the history of allied health and examines current attempts to bring cohesion and identity to this increasingly fractured segment of the U.S. health care system. PMID:18444439
Background: Despite the fact that adverse health effects are not confirmed for exposure to radiofrequency electromagnetic field (RFEMF) levels below the limit values, as defined in the guidelines of the International Commission on Non-Ionizing Radiation Protection, many persons are worried about possible adverse health effects caused by the RF-EMF emitted from mobile phone base stations, or they attribute their unspecific health complaints like headache or sleep disturbances to these fields. Method: In the framework of a cross-sectional study a questionnaire was sent to 4150 persons living in predominantly urban areas. Participants were asked whether base stations affected their health. Health complaints were measured with standardized health questionnaires for sleep disturbances, headache, health complaints and mental and physical ...
Background:The validity of dementia diagnoses in the Danish nationwide hospital registers was evaluated to determine the value of these registers in epidemiological research about dementia. Methods: Two hundred patients were randomly selected from 4,682 patients registered for the first time with a dementia diagnosis in the last 6 months of 2003. The patients' medical journals were reviewed to evaluate if they fulfilled ICD-10 and/or DSM-IV criteria for dementia and specific dementia subtypes. The patients who were still alive in 2006 were invited to an interview. Results: One hundred and ninety-seven journals were available for review and 51 patients were interviewed. A registered diagnosis of dementia was found to be correct in 169 (85.8%) cases. Regarding dementia subtypes, the degree of agreement between the registers and the results of the validating process was low with a kappa of 0.36 (95% CI 0.24-0.48). Conclusion: The validity of ...
This study presents a dynamic analysis of a rotor supported by two turbulent flow model journal bearings and lubricated with couple stress fluid under nonlinear suspension. The dynamics of the rotor center and bearing center is studied. The dynamic equations are solved using the Runge-Kutta method. The analysis methods employed in this study is inclusive of the dynamic trajectories of the rotor center and bearing center, power spectra, Poincare maps and bifurcation diagrams. The maximum Lyapunov exponent analysis is also used to identify the onset of chaotic motion. The results show that the values of dimensionless parameters l* strongly influence dynamic motions of bearing and rotor centre. It is found that couple stress fluid improve the stability of the system when l* > 0.4 even if the flow of this system is turbulent. We also demonstrated that the dimensionless rotational speed ratios s and the dimensionless unbalance parameter {beta} are also ...

Seismology has several features that suggest it is a highly internationalized field: the subject matter is global, the tools used to analyse seismic waves are dependent upon information technologies, and governments are interested in funding cooperative research. We explore whether an emerging field like seismology has a more internationalised structure than the older, related field of geophysics. Using aggregated journal-journal citations, we first show that, within the citing environment, seismology emerged from within geophysics as its own field in the 1990s. The bibliographic analysis, however, does not show that seismology is more internationalised than geophysics: in 2000, seismology had a lower percentage of all articles co-authored on an international basis. Nevertheless, social network analysis shows that the core group of cooperating countries within seismology is proportionately larger and more distributed than that within geophysics. While the latter ...
This journal article reports a study originally intended to examine the microbial composition of Octopus Spring and nearby vent biofilms. The article compares the lipid profiles of several genera within the Aquificales as well as measurements of the isotopic carbon fractionation associated with autotrophic and heterotrophic growth of Thermocrinis ruber. Results of the study have led to improved understanding of population structure in the Octopus Spring pink streamer community, a hyperthermophilic chemolithotrophic ecosystem in Yellowstone National Park.

This bulletin traces development of high-pressure, coal and tar hydrogenation technology, based on an intensive review of pertinent literature. The bulletin written as part of the Bureau of Mines research program on synthetic liquid fuels covers the history and economics of the process; chemical aspects of hydrogenation of coal, tar, and middle oil; engineering aspects of converting coal and tar to liquid fuels, principally gasoline; and equipment for the process. The literature covered includes documents of United States and British governments, journals, and other publications. Bureau results in the hydrogenation field are also incorporated.
This is the homepage of "an Australian multi-university collaboration undertaking research on the fundamental physics and technology of building, at the atomic level, a solid state quantum computer in silicon together with other high potential implementations." Although attempts to develop a quantum computer have met with limited success, the centre has substantial resources invested in advancing toward practical uses of quantum computing technology. The site provides a very good introduction to the principles and implications of quantum computing, as well as details about various research projects underway at the Australian universities. Links to conference and journal papers produced by members of the centre, many from 2003, are also provided.
Crankshafts of the pearlitic-sorbitic nodular cast iron type JUS NL.80 (similar to DIN GGG-80) heat treated to get a tensile strength of 820-900 GPa (i.e. a Vickers hardness of 268-295 HV) were plasma and ammonia gas nitrided. The glow discharge plasma nitriding was performed for 20 h at about 500degC in a gas mixture of 55% N{sub 2} and 45% H{sub 2}. The gas nitriding was performed for 28 h at 510degC in the ammonia gas. Evaluation of the nitrided surfaces was conducted by optical microscopy, X-ray diffractometry and microhardness measurements. Journal and crank pin dimensions and surface roughness were measured both before and after nitriding. Bending fatigue testing of crankshafts was performed using a fatigue testing rig. The fatigue limit was evaluated at 5.0x10{sup 6} cycles. The fractures happened at the transition radius of the journal with cracks starting beneath the nitrided layer. It was found that the nitrided crankshafts had 18% ...
The Nuclear Regulatory Commission (NRC) has sponsored several studies to identify and quantify, through the use of models, the potential health effects of accidental releases of radionuclides from nuclear power plants. The Reactor Safety Study provided the basis for most of the earlier estimates related to these health effects. Subsequent efforts by NRC-supported groups resulted in improved health effects models that were published in the report entitled {open_quotes}Health Effects Models for Nuclear Power Plant Consequence Analysis{close_quotes}, NUREG/CR-4214, 1985 and revised further in the 1989 report NUREG/CR-4214, Rev. 1, Part 2. The health effects models presented in the 1989 NUREG/CR-4214 report were developed for exposure to low-linear energy transfer (LET) (beta and gamma) radiation based on the best scientific information available at that time. Since the 1989 report was ...
The most important aim of the title program is to investigate the possibility to convert long-lived actinides and mobile fission products in short-lived and stable isotopes by means of nuclear transmutation and recycling. First, an overview is given of the present situation regarding fission material waste, the origin of such waste in light water reactors and the options for interim and ultimate storage. Next, attention is paid to the aim of the the RAS program, the working method and the results so far of national and international research on the transmutation of actinides and fission products. Speculative expectations for the future are briefly outlined. The report also contains four appendices with technical aspects of the title subject: the RAS program of ECN, chemical aspects of reprocessing fission material, transmutation in fission reactors and in accelerators. 12 figs., 7 tabs., 4 appendices, 57 refs.
Most analyses of the alternative strategies used by utilities to comply with Title IV requirements have focused on factors directly related to controlling sulfur dioxide (SO{sub 2}) emissions. However, utilities must meet a number of additional environmental requirements at the same tune they comply with the acid rain program. To illuminate the potential synergies and conflicts that might exist between the other regulatory mandates and the acid rain program, a thorough examination of all the various programs and their interrelationships must be conducted. This paper reviews the environmental mandates that utilities will have to plan to meet in the next decade concurrently with the acid rain program, and it analyzes the interactions among the various programs to identify potential synergies and conflicts.
Los Alamos National Laboratory (the Laboratory) is subject to emissions reporting requirements for regulated air contaminants under Title 20 of the New Mexico Administrative Code, Chapter 2, Part 73 (20 NMAC 2.73), Notice of Intent and Emissions Inventory Requirements. The Laboratory has the potential to emit 100 tons per year of suspended particulate matter, nitrogen oxides, carbon monoxide, sulfur oxides, and volatile organic compounds. For 1998, combustion products from the industrial sources contributed the greatest amount of criteria air pollutants from the Laboratory. Research and development activities contributed the greatest amount of volatile organic compounds. Emissions of beryllium and aluminum were reported for activities permitted under 20 NMAC 2.72 Construction Permits.

DescriptionLameness, commonly referred to as the leg health, in the modern broiler chicken is an emotive issue and the debate surrounding this subject is not helped by the lack of agreement as to how leg health should be assessed. A commonly used tool for scoring leg health is the Bristol Gait Score, a technique used in the recently reported Defra project AW0230 (`Leg Health and Welfare in Commercial Broiler Production`). The authors of the final report for AW0230 noted that for the chickens gait scored [continued...
