This is the introductory paper for eight papers that follow in this issue of Natural Resources Journal that were presented at a symposium on the titled subject. The editor notes that two movements in recent decades have been identified with coastal regions - efforts to conserve natural resources and energy source development - and that profound social, economic, and political ramifications have attended these movements. He further notes that the tensions and demands created by the above two developments proved too much for state and local mechanisms, eventually culminating in the Coastal Zone Management Act of 1972. He then briefly evaluates the focus and success of CZMA and reviews the other papers. 58 references.

This is the homepage of "an Australian multi-university collaboration undertaking research on the fundamental physics and technology of building, at the atomic level, a solid state quantum computer in silicon together with other high potential implementations." Although attempts to develop a quantum computer have met with limited success, the centre has substantial resources invested in advancing toward practical uses of quantum computing technology. The site provides a very good introduction to the principles and implications of quantum computing, as well as details about various research projects underway at the Australian universities. Links to conference and journal papers produced by members of the centre, many from 2003, are also provided.

In this study, we examine research in the field of human resource management (HRM) published in six leading Chinese management journals from 2001 to 2007.First, we show publication patterns of Chinese HRM research by topic and reference discipline. Second, we assess the status of research quality using four raters to independently rate the articles based on type, orientation, design and statistical analyses. Through a systematic approach of analyzing this selection of articles, our study offers an opportunity for international scholars to appreciate the unique contributions of the Chinese language literature to the general HRM research. Purpose - The purpose of this paper is to review oil spill incidents and pipeline vandalism in Nigeria between 1970 and 2006 and to examine the potential danger posed by such activities to public health. Design/methodology/approach - The approach adopted to achieve this objective is questionnaire administration on health impacts. Also secondary sources of information come from textbooks and journals. The major details of the inspection and replacement of the bearing journals on each of the four heat transport pumps (HTPs) at Wolsung nuclear generating station in Korea are presented in this paper. Investigation following fracture of one of the journals in 1985 revealed that it was excessively hard. The journal material (ASTM A296 CA 40) is considered to be prone to stress corrosion fatigue if the hardness exceeds Rc 40. In 1986 May, during a planned outage, the HTPs were disassembled, the journals were inspected, found to be excessively hard, and all were replaced. At the same time, the pump to motor couplings were all refurbished to ensure proper alignment.

Aim: To systematically review the currently available high quality evidence evaluating treatments for moist desquamation in radiotherapy patients. Design: Systematic literature review. Methods: Electronic databases, websites, reference lists, key journals and conference proceedings were searched. Attempts were also made to uncover unpublished material. Relevant studies proceeded to data extraction and quality assessment. Results: Twenty studies were found; 10 were eligible for inclusion. Although many studies were small, none had unacceptably poor quality. No meta-analysis was undertaken as the studies were not homogenous in their interventions or methods. No convincing evidence for any intervention was found. World demand for rare-earth elements and the metal yttrium?which are crucial for novel electronic equipment and green-energy technologies?is increasing rapidly. Several types of seafloor sediment harbour high concentrations of these elements. However, seafloor sediments have not been regarded as a rare-earth element and yttrium resource, because data on the spatial distribution of these deposits are insufficient. Here, we report measurements of the elemental composition of over 2,000 seafloor sediments, sampled at depth intervals of around one metre, at 78 sites that cover a large part of the Pacific Ocean. The aim of this paper is to provide a general view of wave energy resource assessment. First, a review of the origin of waves and the transformation they undergo as they propagate towards the coast through waters of decreasing depth is presented. Following this, the wave and wave-energy parameters and the statistics required for resource characterization are described. The various types of wave data and their usefulness for the present purposes are summarised. A common methodology for assessment of the wave energy resource is developed. Finally, a general description of the global open ocean resource is presented.

The shallow Green River Formation oil shales in the southern part of Utah's Uinta Basin are potentially developable by strip mining or by subsurface techniques which take advantage of limited overburden. The resource of potential shale oil represented by the shallow deposits is evaluated in detail from corehole oil-yield data. Cross-sections are constructed to readily correlatable stratigraphic units selected to represent resources in the shallow shale. To define each unit, the thickness, average oil yield, and oil resource of each unit in each core are calculated. Contour maps constructed from these data define the resource variation across the shallow resource. Background:The validity of dementia diagnoses in the Danish nationwide hospital registers was evaluated to determine the value of these registers in epidemiological research about dementia. Methods: Two hundred patients were randomly selected from 4,682 patients registered for the first time with a dementia diagnosis in the last 6 months of 2003. The patients' medical journals were reviewed to evaluate if they fulfilled ICD-10 and/or DSM-IV criteria for dementia and specific dementia subtypes. The patients who were still alive in 2006 were invited to an interview. Results: One hundred and ninety-seven journals were available for review and 51 patients were interviewed. A registered diagnosis of dementia was found to be correct in 169 (85.8%) cases. Regarding dementia subtypes, the degree of agreement between the registers and the results of the validating process was low with a kappa of 0.36 (95% CI 0.24-0.48). Conclusion: The validity of ...

This study presents a dynamic analysis of a rotor supported by two turbulent flow model journal bearings and lubricated with couple stress fluid under nonlinear suspension. The dynamics of the rotor center and bearing center is studied. The dynamic equations are solved using the Runge-Kutta method. The analysis methods employed in this study is inclusive of the dynamic trajectories of the rotor center and bearing center, power spectra, Poincare maps and bifurcation diagrams. The maximum Lyapunov exponent analysis is also used to identify the onset of chaotic motion. The results show that the values of dimensionless parameters l* strongly influence dynamic motions of bearing and rotor centre. It is found that couple stress fluid improve the stability of the system when l* > 0.4 even if the flow of this system is turbulent. Seismology has several features that suggest it is a highly internationalized field: the subject matter is global, the tools used to analyse seismic waves are dependent upon information technologies, and governments are interested in funding cooperative research. We explore whether an emerging field like seismology has a more internationalised structure than the older, related field of geophysics. Using aggregated journal-journal citations, we first show that, within the citing environment, seismology emerged from within geophysics as its own field in the 1990s. The bibliographic analysis, however, does not show that seismology is more internationalised than geophysics: in 2000, seismology had a lower percentage of all articles co-authored on an international basis. This paper presents the implementation process, addresses resource accessibility issues, and suggests a number of resources that can be consulted about these issues. Readers can apply similar strategies to projects involving federated search systems, as many implementation projects involve the same basic considerations presented here. The author did not find any studies specifically focused on configurations of MetaLib resources, so this content should be singularly useful.

Developing safe, reliable, cost-effective, and efficient hydrogen-electricity co-generation systems is an important step in the quest for national energy security and minimized reliance on foreign oil. This project aimed to, through materials research, develop a cost-effective advanced technology cogenerating hydrogen and electricity directly from distributed natural gas and/or coal-derived fuels. This advanced technology was built upon a novel hybrid module composed of solid-oxide fuel-assisted electrolysis cells (SOFECs) and solid-oxide fuel cells (SOFCs), both of which were in planar, anode-supported designs. A SOFEC is an electrochemical device, in which an oxidizable fuel and steam are fed to the anode and cathode, respectively. Steam on the cathode is split into oxygen ions that are transported through an oxygen ion-conducting electrolyte (i.e. YSZ) to oxidize the anode fuel. Crankshafts of the pearlitic-sorbitic nodular cast iron type JUS NL.80 (similar to DIN GGG-80) heat treated to get a tensile strength of 820-900 GPa (i.e. a Vickers hardness of 268-295 HV) were plasma and ammonia gas nitrided. The glow discharge plasma nitriding was performed for 20 h at about 500degC in a gas mixture of 55% N{sub 2} and 45% H{sub 2}. The gas nitriding was performed for 28 h at 510degC in the ammonia gas. Evaluation of the nitrided surfaces was conducted by optical microscopy, X-ray diffractometry and microhardness measurements. Journal and crank pin dimensions and surface roughness were measured both before and after nitriding. Bending fatigue testing of crankshafts was performed using a fatigue testing rig. The fatigue limit was evaluated at 5.0x10{sup 6} cycles. The fractures happened at the transition radius of the journal with cracks starting beneath the nitrided layer. Theory predicts trade-offs between investment in various life history traits, and it is also now generally accepted that reproduction is costly for males. Males must therefore optimize resource allocation across several episodes of reproduction, and this includes investment in both pre- and postcopulatory fitness components. We investigated this in the sperm-polymorphic Indian meal moth, Plodia interpunctella. Resource-limited males were smaller, and had decreased precopulatory mating success, measured as lifetime number of matings. However, they transferred similar numbers of fertile sperm as males reared under high-quality larval conditions, and more nonfertile sperm. This study reviews past assessments of world oil, natural gas, and oil-shale resources. It identifies the methods used in making these assessments (historical statistics, geological analogy, engineering, and probabilistic), the geographical coverage, the time horizons, and the major assumptions about such factors as discovery rates, and recovery factor. The period covered extends from the end of World War II to the end of 1980. Conclusions are presented on the current state of knowledge and understanding concerning each of these three hydrocarbon resources. Regarding world oil resources, an assumed consensus on 2000 billion barrels ultimately recoverable is, in fact, only weakly supported. A number of binary geothermal cycles utilizing mixed hydrocarbon working fluids were analyzed with the overall objective of finding a working fluid which can produce low-cost electrical energy using a moderately-low temperature geothermal resource. Both boiling and supercritical shell-and-tube cycles were considered. The performance of a dual-boiling isobutane cycle supplied by a 280/sup 0/F hydrothermal resource (corresponding to the 5 MW pilot plant at the Raft River site in Idaho) was selected as a reference. Maps of wind resources were used to develop a method of evaluating climatic changes and their potential impacts on wind energy resources. Global IPCC climate change scenarios were used to predict climatic conditions for the future, while past wind resource availability was simulated and validated using NCEP and NCAR reanalysis data as well as observed meteorological data from Environment Canada. The simulations were used to compare each 5-year period with a 50-year reference period. Regional scale climate change impacts were evaluated using a statistical dynamic down-scaling method. Advanced meteorological models were used to predict wind flow patterns across specific landscapes. The evolution of past wind resource availability was then simulated. Polls show that the public is demanding higher environmental standards. One mechanism for achieving sustainable economic development for the nonrenewable resource sector is through reclamation. The Alberta government`s approach to reclamation is reviewed to show how reclamation and sustainable government are linked together. Recent research developments in common-pool resource models emphasize the importance of links with ecological systems and the presence of non-linearities, thresholds and multiple steady states. In a recent paper Kossioris et al. (2008) develop a methodology for deriving feedback Nash equilibria for non-linear differential games and apply this methodology to a common-pool resource model of a lake where pollution corresponds to benefits and at the same time affects the ecosystem services. This paper studies the structure of optimal state-dependent taxes that steer the combined economic-ecological system towards the trajectory of optimal management, and provides an algorithm for calculating such taxes.

The Uinta Basin is an important hydrocarbon producing area, with extensive resources of hydrocarbon, bitumen, and fossil fuels. Gilsonite, tar sands, oil shale and coal are found in abundance with the cretaceous and Tertiary sedimentary rocks. The 25 papers include discussion on: leasing; thermal maturity of rocks and hydrocarbon deposits; influence of source rock type, thermal maturity and migration on composition and distribution of the natural gas; drilling; geology; structural evolution of gilsonite dykes; reclamation of coal mines; oil shale resources; and uranium mining.

The ALICE experimental area management team faces various challenges when it comes to sharing scarce resources, indispensable to any efficient installation in a category one worksite. Space, cranes, jigs, and personnel with key competences have to be carefully allocated to activities so as to avoid slowing down work progress. To this intent, a resource loaded planning has been developed that allows highlighting coactivities and prioritizing critical tasks. It uses the built-in capabilities of Microsoft Project. The commercialization of geothermal energy resources consists of a sequence of exploration, development, and utilization activities. Each of these activities are beset by both generic and project specific technical, environmental, and institutional constraints which must be adequately resolved before geothermal operations can be conducted. This report presents a summary of selected environmental activities conducted during the early planning stages of geothermal resource commercialization. Three representative activities are elaborated upon. These include preliminary environmental planning for geothermal energy development in the Medicine Lake Highlands of California; potential alternatives for non-electric use of the geothermal resource at East Mesa in Imperial County, California; and site specific studies of the impacts from using East Mesa geothermal fluids to irrigate selected crops and indigenous climax vegetation.

New values of the factors required to convert the reading of a radiation dosemeter calibrated in terms of air kerma (or exposure) into absorbed dose to water for medium-energy x-radiation were given in a code of practice published by the International Atomic Energy Agency in 1987. These are not considered to possess sufficient support from other sources. It is therefore recommended that the F-factors given or codes of practice should continue to be used. Values of backscatter factors for low-energy x-radiation (below 140 kV) in Supplement 17 of the British Journal of Radiology appear to be inaccurate. New values based on Monte Carlo calculations, and supported by new experimental data, are given for use in radiotherapy. (author).

As these issues have moved to the center of public debate, the law has assumed an increasingly important place in the discipline of bioethics. Today, embryonic stem cell research stands out as a critically important issue about which the U.S. has neither ethical consensus nor clear, comprehensive regulation. The ethical debate centers on the fact that stem cell research involves the destruction of very early human embryos. This article provides a brief scientific background followed by a discussion of key ethical and legal/regulatory issues that surround embryonic stem cell research.

China is continuing to extract oil from kerogen shale despite having a crude production capacity of 100 Mt a year. Among the reasons for this policy are the country's rich oil shale resources, comparatively mature extraction techniques, and a comprehensive utilization of the shale that has proved to be economically profitable. China has oil shale deposits of 340 Gt, equivalent to 24.5 Gt of shale oil, to rank fourth in the world after the U.S., Brazil, and the Soviet Union.

In a future power system with a high proportion of distributed and intermittent generation, it will be difficult and costly to ensure short-term security of supply if demand is unable to react to fluctuations on the supply side. At present, most power consumers in the EU, with the exception of the largest consumers such as energy intensive industries, buy their power on fixed tariffs. Fixed tariffs provide no incentives for consumers to alter their patterns of power consumption. This calls for more interaction between the supply and demand sides, which in turn would allow better matching of demand to intermittent supply. Atoms in very high Rydberg states, 100 approx-lt n approx-lt 1100, are used to investigate electron-molecule interactions at electron energies extending down to a few microelectronvolts. At such energies the cross section for electron capture by CCl_4 is observed to vary inversely with electron velocity, indicative of an s-wave process. Studies with the polar target CH_3Cl suggest that dipole-supported states may be important in inelastic electron-polar molecule scattering at very low electron energies.

The existence of a narrow peak of electron state density in A-15 is explained by a strong electron-phonon interaction that brings about the polaron narrowing of zone. In the supposition of weak and intermediate bond, the analytical expression for the critical transition temperature is found that corre lates Tsub(c) with phonon spectrum. The model permits to explain Tsub(c) correlation with the number of electrons per atom, temperature direction of resistance, value and temperature dependence of magnetic susceptibility and electron tehrmal capacity.

A multi-group neutron-gamma cross-section library in DTF-IV format is supplemented with electron production matrix to generate a coupled neutron-gamma-electron library. This is realized by estimating the contributions from Compton scattering, pair production and photoelectric effect to the electron production cross-sections. A novel application of this new library, which involves transport of neutrons, gammas and electrons, for estimating the Compton current due to a pulse of radiation in air is discussed.

The offshore and inshore wave energy resource in Asturias (N Spain) is studied using wave buoy data and a hindcast dataset spanning 44 years (1958-2001). Offshore average wave power and annual wave energy values are found to exceed 30 kW/m and 250 MWh/m, respectively, at 7 of the 11 study sites. This substantial resource is characterised in terms of the sea states involved. Most of the energy is provided by IV quadrant waves with significant wave heights between 2 m and 5 m and energy periods between 11 s and 13 s. The ultimate goal of this research is to generate and apply novel technologies to speed completion and integration of the human genome map and sequence with biomedical problems. To do this, techniques were developed and genome-wide resources generated. This includes a genome-wide Mapped and Integrated BAC/PAC Resource that has been used for gene finding, map completion and anchoring, breakpoint definition and sequencing. In the last period of the grant, the Human Mapped BAC/PAC Resource was also applied to determine regions of human variation and to develop a novel paradigm of primate evolution through to humans. Further, in order to more rapidly evaluate animal models of human disease, a BAC Map of the mouse was generated in collaboration with the MTI Genome Center, Dr. Bruce Birren.

It has been shown that not only there are abundant oil, gas, coal, coal-bed gas, groundwater and giant uranium deposits but also there are abundant oil shale resources in Ordos basin. It has been shown also that the thickness of oil shale is, usually, 4-36m, oil-bearing 1.5%-13.7%, caloric value 1.66-20.98MJ/kg. The resource amount of oil shale with burial depth less than 2000 m is over 2000x108t (334). Within it, confirmed reserve is about 1x108t (121). Not only huge economic benefit but also precious experience in developing oil shale may be obtained in Ordos basin.

In October, 1986, the US Bureau of Land Management, White River Resource Area, issued the Final Environmental Impact Statement concerning Rio Blanco Oil Shale Company's request to lease an offtract site for disposal of overburden and spent shale from Tract C-a. A major issue which pitted Rio Blanco Oil Shale Company against many other members of the oil shale community was the covering up of oil shale resources on 84 Mesa. The oil shale resource under 84 Mesa may contain as much oil in place as Tract C-a itself. Some of the significant points concerning this issue are discussed. This review looks at many of the important contributions of physics and dosimetry to the development and utilization of electron beam therapy, including electron treatment machines, dose specification and calibration, dose measurement, electron transport calculations, treatment and treatment-planning tools, and clinical utilization, including special procedures. When polarized electrons traverse a region where the laser light is focused their polarization varies even if their energy and direction of motion are not changed. This effect is due to interference of the incoming electron wave and an electron wave scattered at zero angle. Equations are obtained which determine the variation of the electron-density matrix, and their solutions are given. The change in the electron polarization depends not only on the Compton cross section but on the real part of the forward Compton amplitude as well. The article reports the reserves of fossil resources. The world's total coal reserves and recoverable coal reserves the estimated at 8,400 billion tons and 728 billion tons, respectively. For oil, the verified reserves and reserve production ratio in the Middle East are 420.9 billion bbl and about 100 years, respectively. They are 141 billion bbl and about 20 years for North and South America, 81 billion bbl and about 18 years for the Soviet Union, 10.8 billion bbl and 34 years for China, 9.8 billion bbl and 26 years for Western Europe and 38.7 billion bbl and 42 years for Africa.
