The Teachers` Academy for Mathematics and Science in Chicago (TAMS) is a freestanding institution founded in 1989 by scientists and a variety of other stakeholders, to advance the systemic reform of mathematics and science education in Chicago`s public schools. It focuses on the ``re-tooling`` of its elementary level teachers. The TAMS program, which has been funded in part by the DOE, contributes to strategic goals two through five of the Office of University and Science Education (OUSE). This evaluation of TAMS by the National Center for Improving Science Education is primarily a qualitative study that summarizes the history and current status of the organization and its programs. A method is proposed for the quantitative isolation of radiothallium in gas form from proton-bombarded lead of mass up to 20 g. The molten lead is kept at about 800 K in hydrofluoric-acid vapor (HF/H/sub 2/O approx. = 1) at a reduced pressure (less than or equal to4 Pa). We used 99.9% lead with the U-240 cyclotron at the Nuclear Research Institute, Academy of Sciences of the Ukrainian SSR, or the phasotron at the Join Nuclear Research Institute, which gave protons at 65 and 680 MeV correspondingly.

Scientists of the Institute of Wood Chemistry of the Latvian Academy of Sciences have developed two highly efficient processes for producing furfural, a feedstock for varnishes, synthetic resins and plastics. It is made of production wastes, including branches and small-dimension timber. By one process, the raw material is chipped, treated first with diluted sulphuric acid and then with steam heated to 250 degrees C. The other uses concentrated sulphuric acid as a catalyst. Besides furfural, this process also yields sugar solutions used in alcohol and nutrient yeast production.

We discuss a recently introduced method that can provide predicted evaporation patterns for ignitable liquids as a function of temperature. The Soviet Union does not currently have an overall radioactive waste management program or national laws that define objectives, procedures, and standards, although such a law is being developed, according to the Soviets. Occupational health and safety does not appear to receive major attention as it does in Western nations. In addition, construction practices that would be considered marginal in Western facilities show up in Soviet nuclear power and waste management operations. The issues involved with radioactive waste management and environmental restoration are being investigated at several large Soviet institutes; however, there is little apparent interdisciplinary integration between them, or interaction with the USSR Academy of Sciences. The optically stimulated luminescent (OSL) radiation dosimeter technically surveys a wide dynamic measurement range and a high sensitivity. Optical fiber dosimeters provide capability for remote monitoring of the radiation in the locations which are difficult-to-access and hazardous. In addition, optical fiber dosimeters are immune to electrical and radio-frequency interference. In this paper, a novel remote optical fiber radiation dosimeter is described. The optical fiber dosimeter takes advantage of the charge trapping materials CaS:Ce, Sm that exhibit OSL. The measuring range of the dosimeter is from 0.1 to 100 Gy. The equipment is relatively simple and small in size, and has low power consumption. Human beings are confronted with another grievous disaster - coal fire. The monitoring on underground coal bed combustion relied on drilling supervising in the past, but this method is not good. By taking the coal fire of Gulaben mine in Inner Mongolia Autonomous Region as an example, the monitoring methods of underground coal bed combustion were explored based on the hyperspectra and high-resolution remote sensing technology. By employing the OMIS imaging apparatus developed by Shanghai Institute of Technical Physics of Chinese Academy of Sciences, the airborne hyperspectral images and the characteristic spectra of different types were obtained and the temperature was measured synchronously on the ground. With the end of the cold war the United States, Russia, and other countries have excess plutonium and other materials from the reductions in inventories of nuclear weapons. The United States Academy of Sciences (NAS) has recommended that these surplus fissile materials (SFMs) be processed so they are no more accessible than plutonium in spent nuclear fuel (SNF). This spent fuel standard, if adopted worldwide, would prevent rapid recovery of SFMs for the manufacture of nuclear weapons. The NAS recommended investigation of three sets of options for disposition of SFMs while meeting the spent fuel standard: (1) incorporate SFMs with highly radioactive materials and dispose of as waste, (2) partly burn the SFMs in reactors with conversion of the SFMs to SNF for disposal, and (3) dispose of the SFMs in deep boreholes. This paper presents a decision approach, and associated computer software tools, for prioritizing and selecting among technology development activities. The approach elicits and then summarizes technology development preferences from stakeholders, and then integrates preferences into a set of funding recommendations. By formalizing the technology review process, the decision approach builds consensus and clarifies the basis for final budget decisions. The software development was conducted jointly by Pacific Northwest Laboratory and Decisions Science Associates, Incorporated. The Underground Storage Tank Integrated Demonstration funded the task; however, the approach should also be valuable to the US Department of Energy Office of Technology Development, the Office of Waste Management, and the Office of Environmental Restoration.

The U.S. Department of Energy (DOE)-Carlsbad Field Office (CBFO) has developed draft documentation to present the proposed Waste Isolation Pilot Plant (WIPP) remote-handled (RH-) transuranic (TRU) waste characterization program to its regulators, the U.S. Environmental Protection Agency and the New Mexico Environment Department. Compliance with Title 40, Code of Federal Regulations, Parts 191 and 194; the WIPP Land Withdrawal Act (PL 102-579); and the WIPP Hazardous Waste Facility Permit, as well as the Certificates of Compliance for the 72-B and 10-160B Casks, requires that specific waste parameter limits be imposed on DOE sites disposing of TRU waste at WIPP. The DOE-CBFO must control the sites' compliance with the limits by specifying allowable characterization methods. The field of digital libraries (DLs) coalesced in 1994: the first digital library conferences were held that year, awareness of the World Wide Web was accelerating, and the National Science Foundation awarded $24 Million (U.S.) for the Digital Library Initiative (DLI). In this paper we examine the state of the DL domain after a decade of activity by applying social network analysis to the co-authorship network of the past ACM, IEEE, and joint ACM/IEEE digital library conferences. We base our analysis on a common binary undirectional network model to represent the co-authorship network, and from it we extract several established network measures. We also introduce a weighted directional network model to represent the co-authorship network, for which we define $AuthorRank$ as an indicator of the impact of an individual author in the network. The effect of aging on the microstructure and tensile properties of a type 316LN stainless steel/Alloy 800 joint, welded with 16-8-2 stainless steel consumable, has been studied to characterize and evaluate the joint for long-term elevated temperature service. The joint was subjected to accelerated againg heat treatments at 873 K up to 5000 h to simulate long-term service exposures. Analysis of the results from this investigation shows that this joint has adequate stability of microstructure and tensile properties even after prolonged exposure at elevated temperatures. (orig.)

The purpose of this investigation was to determine the association between gender and the prevalence and incidence of patellofemoral pain syndrome (PFPS). An effective rehabilitation strategy is proposed to enhance the strength and stiffness of the beam-column joint in this study. An analytical model is proposed to predict the column shear of the joints strengthened with carbon fiber reinforced polymer (CFRP). Three full scale interior beam-column joints, including two specimens strengthened with CFRP and one prototype specimen, are tested in this study. The specimens are designed to represent the pre-seismic code design construction in which there is no transverse reinforcement. This report describes the design, fabrication, installation and testing of a small variable-speed vertical axis wind turbine (VAWT). This VAWT is unique in its installation using hand tools only; unconventional and simple support system; and variable speed operation under microprocessor control. Initial testing confirmed that the turbine can be controlled by commanded alternator field modulation. Further studies will be directed toward determination of an optimum control algorithm.

Authors obtained T1-weighted MRI images of the femoral head after fracture of the femoral neck and classified the signals into four patterns to investigate the sequential changes of the femoral head. The T1-weighted MRI images obtained initially after femoral neck fracture showed a normal pattern in 10 of the 15 hip joints studied. MRI images obtained subsequently still showed the normal signal pattern in eight of the 10 hip joints which had shown the normal pattern in the first MRI, while two of the 10 joints subsequently showed a band pattern. The participants, all non-scientists, involved in this process, attended a series of design classes, sponsored by LLNL at the Art Center College of Design in Pasadena CA. As a result of this study, we have become interested in the possibility of similar characteristics between scientists and artists. We have also become interested in the different processes that can be used to teach science to non-scientists, so that they are able to understand and portray scientific information.

One of the most challenging problems in Opportunistic Spectrum Access (OSA) is to design channel sensing-based protocol in multi secondary users (SUs) network. Quality of Service (QoS) requirements for SUs have significant implications on this protocol design. In this paper, we propose a new method to find joint policies for SUs which not only guarantees QoS requirements but also maximizes network throughput. We use Decentralized Partially Observable Markov Decision Process (Dec-POMDP) to formulate interactions between SUs. Twenty-seven patients with symptoms or clinical findings suggesting joint or bone disorders of the anterior chest wall (ACW) were evaluated by spiral CT with 3-dimensional (3-D) and multiplanar reconstructions. Preceding conventional ACW tomography was performed in 10 patients. ACW joint and bone changes were visualized more adequately by coronal 2-D reconstructions based on spiral CT than by conventional tomography. In addition, nonossified costal cartilages and soft tissue lesions were demonstrated. 3-D reconstructions sometimes added information, especially in patients with fracture and dislocation. (orig.).

Magnetic resonance (MR) imaging and histopathology were used to diagnose an articular process synovial myxoma in a dog. On MR images, the tumor was characterized by distortion of the left L1-L2 articular process, widening of the articular process joint, and the presence of a mass contiguous with the synovium of the articular process that displaced the spinal cord. The tumor was T2-hyperintense, T1-hypointense, relative to muscle, and had mild contrast enhancement. The MR features of articular process synovial myxoma may be distinct from other diseases of the articular process joint.

Transition joints in power plants between ferritic steels and austenitic stainless steels suffer from a mismatch in coefficients of thermal expansion (CTE) and the migration of carbon during service from the ferritic to the austenitic steel. To overcome these, nickel-based consumables are commonly used. The use of a trimetallic combination with an insert piece of intermediate CTE provides for a more effective lowering of thermal stresses. The current work envisages a trimetallic joint involving modified 9Cr-1Mo steel and 316LN austenitic stainless steel as the base materials and Alloy 800 as the intermediate piece. To investigate the effect of external loads arising from differential thermal expansion between a substrate and a surface-mount component during thermomechanical cycling, specimens with a nickel surface-mount component on a copper substrate were prepared. Specimens consisted of two 100 #mu#m thick 1 mm"2 solder joints about 9 mm apart, with two designs. In one specimen (denoted 'dual-shear'), the as-fabricated joints were not stressed due to differential contraction during solidification and cool down. This is a thought piece on data-intensive science requirements for databases and science centers. It argues that peta-scale datasets will be housed by science centers that provide substantial storage and processing for scientists who access the data via smart notebooks. Next-generation science instruments and simulations will generate these peta-scale datasets. The need to publish and share data and the need for generic analysis and visualization tools will finally create a convergence on common metadata standards. Database systems will be judged by their support of these metadata standards and by their ability to manage and access peta-scale datasets. The procedural stream-of-bytes-file-centric approach to data analysis is both too cumbersome and too serial for such large datasets. The quartet, which are currently known as flight models 5, 6, 7 and 8, are scheduled for launch from Baikonur Space Centre in Kazakhstan in June and July 2000. Professor Roger Bonnet, ESA Director of Science Programme, announced the competition for the first time to the European Delegations on the occasion of the Science Programme Committee (SPC) meeting held in Paris on 21-22 February 2000. Magnetic resonance imaging has proven an invaluable method in the diagnosis of joint diseases associated with osteonecrotic, inflammatory, traumatic and degenerative processes. At the clinical level, it has an important role in decisions about the method of treatment and evaluations of the therapeutic success. When the merits of MRT are balanced against those of conventional radiography including tomography and CT, which both ensure better spatial resolution in the visualisation of cortical and spongy bone structures, it becomes quite evident that MRT must not be regarded as an alternative method of imaging but as one that can be used additionally to obtain the most information for the diagnosis of arthropathy. In this paper, for an acceleration of utilization of magnesium alloy which is being interested in recent years, friction welding of AZ31 magnesium alloy was carried out, and the joint performance was discussed in relation to the deformation heat input in the upset stage and upset loss as a evaluation factor. Where, the deformation heat input in the upset stage is mechanical work represented by the product of upset speed and axial pressure. As a result, it was made clear that the friction welding of AZ31 magnesium alloy was easy in the atmosphere, and good welded joints without a non- adhesion area at the weld interface could de obtained. Moreover, the evaluation factors discussed were possible to evaluate to joint performance. (orig.)

The VNC2 and VNC5 steel tests on endurance were carried out in order to determine the capacity for work of large welded samples and to investigate the methods of welding. The samples made by the arc welding demonstrated the most high endurance at low frequencies of loading during the test of welded joints made of the VNC2 steel. The application of the VNC2 steel interlayers together with intermediate heat treatment allows one to increase the static and fatigue strength of welded joints at corresponding decrease of the construction weight during welding of the VNC5 steel as well as its combination with the VNC2 steels. The gas protection deterioration during steel welding leads to considerable diversity of values of endurance.
