Since August 1984, the MITRE Corporation has been supporting the Naval Sea Systems Command (NAVSEA) and the Naval Medical Command (NAVMEDCOM) in their joint efforts to enhance the Navy Occupational Health Information Management System (NOHIMS). The goal of the enhancement effort was to create a comprehensive occupational health and safety system for Navy industrial facilities by expanding upon the original NOHIMS functions and adding modules for hazard deficiency abatement, hazardous-material control, injury claims and compensation, and safety and health training. To meet this goal, MITRE developed an enhanced industrial subsystem, referred to as the Occupational Safety and Health Record Keeping System (OSHRKS), using a prototyping approach and a public-domain data base-management software package, the Veterans Administration's (VA's) FileManager (FileMan).

One of the challenges facing Clean Development Mechanism (CDM) projects today is their limited ability to secure financing for the underlying greenhouse gas emission reduction activities, particularly in the least developed countries. Among the key reasons for this is the fact that most financial intermediaries in the CDM host countries have limited or no knowledge of the CDM Modalities and Procedures. Moreover, approaches, tools and skills for CDM project appraisal are lacking or are asymmetrical to the skills in comparable institutions in developed countries. Consequently, developing country financial institutions are unable to properly evaluate the risks and rewards associated with investing or lending to developers undertaking CDM projects, and therefore have, by-and-large, refrained from financing these projects. This study compares the spatial characteristics of industrial R&D networks to those of public research R&D networks (i.e. universities and research organisations). The objective is to measure the impact of geographical separation effects on the constitution of cross-region R&D collaborations for both types of collaboration. We use data on joint research projects funded by the 5th European Framework Programme (FP) to proxy cross-region collaborative activities. The study area is composed of 255 NUTS-2 regions that cover the EU-25 member states (excluding Malta and Cyprus) as well as Norway and Switzerland. We adopt spatial interaction models to analyse how the variation of cross-region industry and public research networks is affected by geography. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. At first, the sender (Alice) prepares four-particle genuine entangled states and shares them with the receiver (Bob) by sending two particles in each entangled state to him. Secondly, Alice encodes secret information by performing the unitary transformations on her particles and transmits them to Bob. Finally, Bob performs the joint measurements on his particles to decode the secret information. The two-step security test guarantees the security of communication.

The alloy type 'alloy 800' with its different variants is used for numerous components in high-temperature reactor (HTR) plants, e.g. for hot-gas conductors, the high-pressure part of steam generators, superheaters, steam collecting vessels and live steam conductors. This study deals with the evaluation of creep rupture tests on 28 welded joints of alloy 800 with an accumulated test duration of 410 years, with the objective to obtain quantitative information on a possible loss of strength in comparison with the unwelded material. This paper proposes a new pattern recognition system employing optical joint transform correlation (JTC) technique which offers a great number of advantages over similar digital techniques, including very fast operation, simple architecture and capability of updating the reference image in real time. The proposed JTC technique incorporates a synthetic discriminant function (SDF) of the target image estimated from different training images to make the pattern recognition performance invariant to noise and distortion. It then involves four different phase-shifted versions of the same target SDF reference image, which are individually joint transform correlated with the given input scene. We present a quantum secure direct communication scheme achieved by swapping quantum entanglement. In this scheme a set of ordered Einstein-Podolsky-Rosen (EPR) pairs is used as a quantum information channel for sending secret messages directly. After insuring the safety of the quantum channel, the sender Alice encodes the secret messages directly by applying a series local operations on her particle sequences according to their stipulation. Using three EPR pairs, three bits of secret classical information can be faithfully transmitted from Alice to remote Bob without revealing any information to a potential eavesdropper. By both Alice and Bob's GHZ state measurement results, Bob is able to read out the encoded secret messages directly. The Low Power and Shutdown (LPSD) PRA (Probabilistic Risk Assessment) Standard (ANS-58.22) is currently being drafted by a Writing Group under the auspices of the Risk Informed Standards Committee of the American Nuclear Society (ANS). The Writing Group includes representatives from nuclear utilities, US Nuclear Regulatory Commission (NRC), national laboratories, universities, and consultants with substantial experience producing LPSD PRAs. This draft standard is scheduled to be released for public comment in the second quarter of 2004, with publication by the end of 2004. The LPSD PRA Standard is based on a mature technology that shares many requirements with full power PRAs. It will provide specific methods and criteria whereby PRAs of appropriate quality and scope can be used in the conduct of plant decision-making and other activities, including addressing NRC requirements. Dr. Rudolf Schulten of West Germany and expert witnesses from national laboratories, utilities, and the nuclear industry testified on reactor safety issues as they relate to the Chernobyl accident and public concern that modern technology has not paid enough attention to public safety. Each of the witnesses contributed safety-related information based on what has been learned from the Soviet incident. Particular focus went to similarities and differences between the Chernobyl and US reactors in safety design and engineering and to the environmental effects of the accident. The N reactor near Richland and a commercial reactor at Fort St. Vrain, Colorado are the only two operating graphite reactors, but neither is a boiling water reactor.

This paper focuses on the cross-layer issue of joint multiuser detection and resource allocation for energy efficiency in wireless CDMA networks. In particular, assuming that a linear multiuser detector is adopted in the uplink receiver, the case considered is that in which each terminal is allowed to vary its transmit power, spreading code, and uplink receiver in order to maximize its own utility, which is defined as the ratio of data throughput to transmit power. The approach is based on the fundamental assumption that a transition flow is less stationary than a flow with an established regime. The Department of Energy`s program for disposing of nuclear High-Level Waste (HLW) and transuranic (TRU) waste has been impeded by overwhelming political opposition fueled by public perceptions of actual risk. Analysis of these perceptions shows them to be deeply rooted in images of fear and dread that have been present since the discovery of radioactivity. The development and use of nuclear weapons linked these images to reality and the mishandling of radioactive waste from the nations military weapons facilities has contributed toward creating a state of distrust that cannot be erased quickly or easily. Lake Erie, the southernmost of the Laurentian Great Lakes, is narrow and relatively shallow in comparison to other Great Lakes. The lake experiences extreme water level fluctuations and storm energy restricts the development of wetlands to protected areas within embayments, lagoons, or behind barriers. However, coastal marshes of western Lake Erie fringe the shorelines of Michigan, Ohio, and Ontario and encompass an area of 268 km/sup 2/. This publication reviews the ecological data and information on the wetlands of Lake Erie, which are some of the more productive areas in the Great Lakes ecosystem. Nowadays food packaging are mostly made of plastics, natural or synthetic, therefore effect of irradiation on these materials is crucial for packing engineering for food irradiation technology. By selecting the right polymer materials for food packaging it can be ensured that the critical elements of material and product performance are not compromised. When packaging materials are in contact with food at the time of irradiation that regulatory approvals sometimes apply. The review of the R-and-D and technical papers regarding material selection, testing and approval is presented in the report. The potential public safety impacts from accidents in conceptual fusion power plants were investigated. Fusion was found to have some potential for accidents, as does any energy generating system. Functions of fusion power plants were identified that possess sufficient potential for an accidental release of toxic materials to the environment. An assessment was made of the impact of the potential accidents and recommendations are included for R and D that will allow incorporation of safety concerns in fusion power plant design. This work was based on a review of information available in conceptual design documents of fusion reactor systems.

Event-based biosurveillance is a scientific discipline in which diverse sources of data, many of which are available from the Internet, are characterized prospectively to provide information on infectious disease events. Biosurveillance complements traditional public health surveillance to provide both early warning of infectious disease events and situational awareness. The Global Health Security Action Group of the Global Health Security Initiative is developing a biosurveillance capability that integrates and leverages component systems from member nations. This work discusses these biosurveillance systems and identifies needed future studies.

In the present work we introduce a novel multi-agent model with the aim to reproduce the dynamics of a double auction market at microscopic time scale through a faithful simulation of the matching mechanics in the limit order book. The agents follow a noise decision making process where their actions are related to a stochastic variable, the market sentiment, which we define as a mixture of public and private information. The model, despite making just few basic assumptions over the trading strategies of the agents, is able to reproduce several empirical features of the high-frequency dynamics of the market microstructure not only related to the price movements but also to the deposition of the orders in the book.

The US Department of Energy (DOE) is responsible for cleanup activities at the Weldon Spring site in St. Charles County, Missouri. The site consists of a chemical plant area and a noncontiguous limestone quarry; both areas are radioactively and chemically contaminated as a result of past processing and disposal activities. Explosives were produced by the US Army at the chemical plant in the 1940s, and uranium and thorium materials were processed by DOE`s predecessor agency in the 1950s and 1960s. During that time, various wastes were disposed of at both areas of the site. The DOE is conducting cleanup activities at the site under its Environmental Restoration and Waste Management Program. The design of a 345-kV prefabricated capacitive-graded joint for oil-filled cables and the manufacture and testing of prototype joints are described. Tests on prototype No. 4 demonstrated the adequacy of the printed circuit design. It was not possible to consistently obtain high-quality capacitive sheets and substantial effort is required to remedy this problem. Advantages of these prefabricated joints are summarized, and specific recommendations are made for further development of the concept.

This paper reports on a flexible dimensionaly flush joint for 500kV aluminum-sheathed oil-filled cables capable of being assembled, pulled an installed in a similar manner to cables at site which has been developed. This joint is intended for use at intermediate points on long bridges or tunnels where local assembly and installation of conventional joints would be difficult. In developing the joint various novel and original techniques have been employed, including the flexible flush jointing of segmental conductors, the flexible jointing of paper insulation by a combination of wrapping-back and stepping methods, plus on-site aluminum sheath corrugating and sealing methods.

The effect of aging on the microstructure and tensile properties of a type 316LN stainless steel/Alloy 800 joint, welded with 16-8-2 stainless steel consumable, has been studied to characterize and evaluate the joint for long-term elevated temperature service. The joint was subjected to accelerated againg heat treatments at 873 K up to 5000 h to simulate long-term service exposures. Analysis of the results from this investigation shows that this joint has adequate stability of microstructure and tensile properties even after prolonged exposure at elevated temperatures. (orig.)

Ice jamming, known to cause high water levels at even moderate river flows, is described as both the main and least understood source of ice-related bridge damages. This paper describes a joint study by the New Brunswick Department of Transportation, the Department of the Environment, local governments, and the National Water Research Institute, designed to address problems associated with the interaction of ice jams and bridges. The study consists of collecting information at each of four sites in New Brunswick including: historical data on ice jam locations, causes, and water levels; channel bathymetry, width and slope within each study centred at the respective bridge; and documentation of ice conditions throughout the ice season, including measurement of ice cover thickness, observation of breakup mechanisms, times, causes, characteristics and possible impacts of ice jam release. The Kyoto Protocol is often described as a good first step towards reducing greenhouse gas (GHG) emissions into the atmosphere. The Protocol endorses emissions trading, joint implementation including 'bubbling' between Annex 1 Parties, and a clean development mechanism that allows Annex 1 and non-Annex 1 Parties to act together to reduce emissions. However, the anticipated permit market will not function if uncertainties are not rigorously assessed and considered in any compliance process. A Digital X-ray imaging system using Compton backscattering has been developed to obtain a cross-sectional profile and mass loss of corroded lap-splices of aging aircraft from density variation. A slit-type camera was designed to focus on a small scattering volume inside the material, from which the backscattered photons are collected by a collimated scintillator detector for interpretation of material characteristics. The cross section of the lap-joint is scanned by moving the scattering volume through the thickness direction of the specimen. The mass loss of each layer has been estimated from a Compton backscatter A-scan to obtain the thickness of each layer including the aluminum sheet, the corrosion layer and the sealant. The purpose of this study was the structural mapping and analysis for a preliminary investigation of possible epithermal gold mineralization, using remotely sensed data and techniques, structural and field data, and geochemical information, for a specific area on the Island of Lesvos. Geographic information system (GIS) technology is now being used by wind energy developers who are required to consider and accommodate a wide variety of environmental and social considerations. This poster presentation discussed some of the new features available in current GIS technologies. High resolution imagery from satellites is being used to verify the accuracy of collected spatial data, as well as to investigate potential locations for meteorological towers, turbine sites, and roads. Slopes are easily calculated using GIS software tools, and digital elevation data can be used with high resolution aerial photography to determine routes for new roads and to establish available sites for crane pads. We present a deterministic secure direct communication scheme via entanglement swapping, where a set of ordered maximally entangled three-particle states (GHZ states), initially shared by three spatially separated parties, Alice, Bob and Charlie, functions as a quantum information channel. After ensuring the safety of the quantum channel, Alice and Bob apply a series of local operations on their respective particles according to the tripartite stipulation and the secret message they both want to send to Charlie. By three of Alice, Bob and Charlie's Bell measurement results, Charlie is able to infer the secret messages directly. The secret messages are faithfully transmitted from Alice and Bob to Charlie via initially shared pairs of GHZ states without revealing any information to a potential eavesdropper. This experimental study investigates the effectiveness of crossed inclined bars (X-bars) as joint shear reinforcement in exterior reinforced concrete beam-column connections under cyclic deformations. Test results of 20 joint subassemblages with various reinforcement ratios and arrangements including X-bars in the joint area are presented. The X-type, non-conventional reinforcement is examined as the only joint reinforcement and in combination with common stirrups or vertical bars. The critical part of the trimetallic transition joint (type 304 stainless steel/Alloy 800/2.25 Cr-1 Mo steel), the Alloy 800/2.25 Cr-1 Mo steel joint welded with Inconel 182, was subjected to thermal cycling between room temperature and 873 K. The thermal cycling test procedure used produces accelerated failures in transition joints similar to those observed in steam generators of operating power plants. On thermal cycling, precipitation at the weld/ferritic steel interface decreased on post-weld heat treatment. This precipitation increased with increased prior ageing and applied stress. The results of these tests indicated a considerable improvement in performance of the trimetallic transition joint compared to the direct (bimetallic) transition joint. (orig.).

During the month of June, the Commission also organized a series of ten workshops, attended by a limited number of experts, to explore in depth certain specific questions in the area of water management. During these public sessions the Commission hoped to discuss specifically the specific questions relating to water management problems of First Nations communities, bearing in mind the essential nature of water in maintaining traditional activities. By investigation of the properties of individual vanadium-phosphorus phases it was also shown that the active component of such catalysts in n-butane oxidation was vanadyl pyrophosphate phase (VO){sub 2}Pr{sub 2}O{sub 7}. Requirements of especially low gas release from the materials used have been fulfilled; the same concerns low sealing efforts, repeated action and keeping tightness under loads, indium being used as a sealant. Experimental studies of demountable vacuum joints, dia 100,125,140,160,180 and 200 mm, with an indium sealant permit to make the following conclusions: 1. The joints are sealed at sealing specific efforts of 0.4 kg/mm (without considering atmospheric pressure). 2. Authors obtained T1-weighted MRI images of the femoral head after fracture of the femoral neck and classified the signals into four patterns to investigate the sequential changes of the femoral head. The T1-weighted MRI images obtained initially after femoral neck fracture showed a normal pattern in 10 of the 15 hip joints studied. MRI images obtained subsequently still showed the normal signal pattern in eight of the 10 hip joints which had shown the normal pattern in the first MRI, while two of the 10 joints subsequently showed a band pattern. The joint with the homogeneous pattern in the first MRI subsequently showed a band pattern. Among the different contemporary sources of lead pollution, emissions from the combustion of leaded gasoline is of particular concern, as it can constitutes more than 90 percent of total lead emissions into the atmosphere in congested urban areas. Concentrations of lead in air and blood are strongly correlated with gasoline lead content and traffic volume. As a result of the increasing awareness about the dangers of lead to human health and the measures to manage urban air pollution, the use of leaded gasoline has been decreasing worldwide. Hence, the phase transition can be induced under isothermal conditions by the application of external mechanical forces. Using real-time neutron scattering the time evolution of structural changes is investigated id detail during stress variations. The time dependent behaviour of the satellite reflection is compared with that one of the fundamental Bragg reflection which - via primary extinction - gives information about the perfection of the crystal. On increasing stress the perfection of the lattice is destroyed immediately while the modulated structure is built up with a delay of about 1 s. Decreasing the stress leads to a reverse behaviour. The Love Canal episode began the long battle on hazardous wastes in the United States. Obviously, the potential danger of hazardous wastes is one of the hottest issues among environmental professionals as well as the public. The problems of hazardous wastes in economically booming Taiwan are also alarming. Several farmlands in northern Taiwan were contaminated heavily by industrial effluents containing heavy metals (cadmium and lead) in the early 1980s. Regardless of the many studies that have been conducted about these polluted farmlands, there has not been any remediation - just a passive abandonment of farming activities with minimal compensation. This paper addresses a heavy-metal-contaminated fanning area. A pollution profile across time is delineated using information from the abundance of reports, and the contamination is modeled mathematically. author.The existing management of hospital waste in Lebanon currently poses both an environmental hazard as well as a public health risk. This is due mainly to lack of legislation, information and modern treatment and disposal facilities designed for this purpose. A nation-wide questionnaire survey was conducted to asses the status of hospital waste management. The study started from October 1997 till August 1998. We found that 75% of the surveyed hospitals completely ignore their total waste quantity: 73% of hospitals surveyed practice segregation at source of infectious, pathological, sharps and pharmaceuticals; more than 40% dispose of their hospital risk wastes through the municipality waste disposal, 24% by burning in open fires, 14% by on-site hospital incinerators, 11% in on-site dumping, 8% handled by a private contractor and 1% in uncontrolled landfill. A significant part of these new federal standards (29 CFR 1910.120 and 40 CFR Part 311) requires compliance with specific criteria by all personnel involved in a hazardous material emergency. This study investigated alternative lesson design models applicable to instruction for hazardous material emergencies. A specialized design checklist was created based on the work of Gagne, Briggs, and Wager (1988), Merrill (1987), and Clark (1989). Claims of property value loss are commonly raised by homeowners when noxious facilities are sited or when new information about the hazards of existing facilities is made public. While the capitalization of externalities into land values is consistent with economic theory, empirical measurement of impacts has not generated consistent results. This is true both for hedonic measurements as well as other types of econometric analyses. While it is well established that job and site risks have similar impacts on regional labor markets, there are no studies relating the presence of a broad range of noxious facilities to local wage premiums. The diffusion/adoption plan involves: developing instructional modules; disseminating the modules to professors teaching transportation courses at the college level; promoting the use and adoption of the modules; and evaluating and revising the plan. Transportation educators teach in a variety of disciplines (e.g., engineering, public administration, urban planning, and technology). Eight design and evaluation criteria for the instructional modules are listed, along with the procedures used by West Virginia University in developing the five instructional modules. By the end of 2004 Member States had confirmed 540 cases, while about another 500 remain unconfirmed. One of the most challenging problems in Opportunistic Spectrum Access (OSA) is to design channel sensing-based protocol in multi secondary users (SUs) network. Quality of Service (QoS) requirements for SUs have significant implications on this protocol design. In this paper, we propose a new method to find joint policies for SUs which not only guarantees QoS requirements but also maximizes network throughput. We use Decentralized Partially Observable Markov Decision Process (Dec-POMDP) to formulate interactions between SUs. Meanwhile, a tractable approach for Dec-POMDP is utilized to extract sub-optimum joint policies for large horizons. The mixed structure of a nuclear reactor building is composed of SC-columns, S-beams, S-joints and PCa-panels. Following the last report (Part 7)[1], the main test results of the mixed structure, that is, the deformation mode, strain distribution and shear strength, are described. The S-joints using ultrahigh strength materials had no buckling nor shear slipping. The proposed mixed structure resisted the external horizontal forces under integrated uniformity among SC-columns, S-joints and PCa-panels. Magnetic resonance (MR) imaging and histopathology were used to diagnose an articular process synovial myxoma in a dog. On MR images, the tumor was characterized by distortion of the left L1-L2 articular process, widening of the articular process joint, and the presence of a mass contiguous with the synovium of the articular process that displaced the spinal cord. The tumor was T2-hyperintense, T1-hypointense, relative to muscle, and had mild contrast enhancement. The MR features of articular process synovial myxoma may be distinct from other diseases of the articular process joint.

The model is capable of projecting relative economics for spray tower, turbulent contact absorber, and venturi-spray tower scrubbing options. It may be used to project the effect on system design and economics of variations in required SO/sub 2/ removal, scrubber operating parameters (gas velocity, liquid-to-gas (L/G) ration, alkali stoichiometry, liquor hold time in slurry recirculation tanks), reheat temperature, and scrubber bypass. Several recent improved methods for the EGFM are introduced in order to avoid artificial holes seen in the synthetic acceleration spectrum. Furthermore evaluation of input ground motions at Wolsung NPP are performed by varying the source parameters that may control the high-frequency wave radiation and the deviation of the synthetic motions are revealed. The PSHA case studies for four NPP sites (Wolsung, Kori, Uljin, Younggwang) are performed. In the analysis, site-specific attenuation equations developed for Korean NPP sites are employed, and the seismic hazards for the target sites are evaluated in the case where the four kind of seismic source models are considered. A new eddy current array probe has been implemented as a straightforward and promising technique for detection of outer diameter (OD) surface-breaking cracks on the extrados of feeder bends. The design is based on previous work performed at AECL, which had demonstrated that eddy current probes with laterally displaced transmit-receive coils can overcome some of the limitations of inspecting ferritic steel components for surface-breaking cracks.
