The United Nations Framework Convention on Climate Change (UNFCCC) was approved in 1992 to respond to the worl-wide concern about the warming of the planet. The primary target was the stabilization of the concentration of greenhouse gases in the atmosphere, in an attempt to reduce to the minimum the degradation of the environment caused by humans. By virtue of the Convention, the Parts2 are committed to reach their objectives in the reduction of the emissions. A Conference of the Parts was stablished to promote the effective application of the Convention. The third Conference of the Parts, celebrated in Kyoto (Japan, 1997) approved, by consensus, the denominated Kyoto Protocol, in which 39 developed countries and countries with economies in transition were committed to reduce their emissions of greenhouse gases between years 2008 and 2012 in a 5.2 global percent with respect to the 1990 levels. The Advanced Networking Integration Department at Sandia National Laboratories has used the annual Supercomputing conference sponsored by the IEEE and ACM for the past three years as a forum to demonstrate and focus communication and networking developments. For Supercomputing `95, Sandia elected: to demonstrate the functionality and capability of an AT&T Globeview 20Gbps Asynchronous Transfer Mode (ATM) switch, which represents the core of Sandia`s corporate network, to build and utilize a three node 622 megabit per second Paragon network, and to extend the DOD`s ACTS ATM Internet from Sandia, New Mexico to the conference`s show floor in San Diego, California, for video demonstrations. This paper documents those accomplishments, discusses the details of their implementation, and describes how these demonstrations supports Sandia`s overall strategies in ATM networking.

Los Alamos National Laboratory (LANL) and the University of California, San Diego (UCSD) have taken the unprecedented step of creating a collaborative, multi-disciplinary graduate education program and associated research agenda called the Engineering Institute. The mission of the Engineering Institute is to develop a comprehensive approach for conducting LANL mission-driven, multidisciplinary engineering research and to improve recruiting, revitalization, and retention of the current and future staff necessary to support the LANL' s national security responsibilities. The components of the Engineering Institute are (1) a joint LANL/UCSD degree program, (2) joint LANL/UCSD research projects, (3) the Los Alamos Dynamic Summer School, (4) an annual workshop, and (5) industry short courses. This program is a possible model for future industry/government interactions with university partners.

This paper summarizes the U.S. Department of Energy R&D program in crystalline-silicon photovoltaic technology, which is jointly managed by Sandia National Laboratories and National Renewable Energy Laboratory. This program features a balance of basic an d applied R&D, and of university, industry, and national laboratory R&D. The goal of the crystalline-silicon R&D program is to accelerate the commercial growth of crystalline-silicon photovoltaic technology, and four strategic objectives were identified to address this program goal. Technical progress towards meeting these objectives is reviewed.

In Korea, a manufacturing process for the fabrication of CANDU 37-element fuel bundles was successfully developed between 1981 and 1986. At Korea Atomic Energy Research Institute (KAERI), more than 20,000 fuel bundles were produced up to May 1992, for use in Wolsung-1 power reactor. At the time of the conference, about 15,000 of these fuel bundles had been irradiated in Wolsung-1, and almost all of them had performed well. From 1995, the commercial fuel production program will be transferred to Korea Nuclear Fuel Company, which is building a plant with a capacity of 400 tons of uranium per year. So-called CANFLEX fuel, more appropriate to advanced fuel cycles, is being developed jointly by AECL and KAERI. The paper includes a listing of the current status of the Republic of Korea's nuclear power plants, with planning projections up to the year 2006. 2 tabs.

On June 2, 1992, Landers` earthquake struck the Solar Electric Generating System II, located in Daggett, California. The 30 megawatt power station, operated by the Daggett Leasing Corporation (DLC), suffered substantial damage due to structural failures in the solar farm. These failures consisted of the separation of sliding joints supporting a distribution of parabolic glass mirrors. At separation, the mirrors fell to the ground and broke. It was the desire of the DLC and the Solar Thermal Design Assistance Center (STDAC) of Sandia National Laboratories (SNL) and to redesign these joints so that, in the event of future quakes, costly breakage will be avoided. To accomplish this task, drawings of collector components were developed by the STDAC, from which a detailed finite element computer model of a solar collector was produced. The World Health Organization (WHO) has taken aim at critics of irradiated food, claiming that the process has the potential to reduce the incidence of foodborne diseases such as salmonellosis, to cut postharvest food losses and to provide a wider variety of foods for consumers. 'The unwarranted rejection of this process, often based on lack of understanding of what food irradiation entails, may hamper its use in those countries which may benefit most', Dr. Jean-Paul Jardel, WHO's assistant director-general, argued following a recent international conference on the subject. Critics, including Canadians, has opposed food irradiation for years, claiming that more needs to be known about its effects. WHO said the 'vast majority' of the 54 national delegations at the conference supported use of the technology on foods ranging from grain and potatoes to poultry, tropical fruit and strawberries. Boron neutron capture therapy (BNCT) trials for human glioma (glioblastoma multiform) were initiated September 1994 at the Brookhaven National Laboratory (BNL). Patients are given p-boronophenylalanine-fructose (BPA-F) intravenously as the boron carrier followed by exposure to the epithermal-neutron beam at the Brookhaven Medical Research Reactor (BMRR). The initial phase of the study is to determine safety and toxicity of the drug and irradiation procedure. The epithermal-neutron beam was developed in a joint effort by BNL and Idaho National Engineering Laboratory (INEL) researchers. For the human trials, treatment planning and radiation dose estimation is performed using the BNCT-Rtpe and the rtt-MC computer codes developed by the INEL BNCT program. This paper discusses our initial experience using these treatment planning codes for human subjects. The basic principles of BNCT have been previously documented.

Valuing present citizen's values regarding the risks they face is an important aspect of risk assessment and risk acceptability. Conferences like VALDOR are held for this reason. Governments like Sweden have national referendums on various risk-prone enterprises. The results of these referendums can determine the future of these programs. In the United States, when guidelines are set for determining acceptable levels of risk, the relevant federal agencies are often required to provide a comment period regarding proposed guidelines in order to ascertain the judgments, including the weights place on certain values, of individual members of society as well as stakeholder groups. After the comment period ends, the agency decides on the acceptable level of risk, taking into account the comments from present citizens. A working visit was made to the National Laboratory for High Energy Physics, Tsukuba, Japan, during the time periods May 16, 1988--June 15, 1988 for the purposes of further evaluation of the high intensity plasma sputter negative ion source and to test the response of the University of Tsukuba 13-MV tandem accelerator to mA intensity level pulsed mode heavy negative ion beams. During the visit, the traveler worked in collaboration with Japanese scientists in installing and testing of the source on the University of Tsukuba tandem electrostatic accelerator injector. During the course of preliminary testing of the ion source and prior to actual injection into the accelerator, sparking began in one or more tube sections, which ultimately led to the decision to replace the damaged tube sections. Molten salt oxidation (MSO) is a good alternative to incineration for the treatment of a variety of organic wastes such as explosives, low-level mixed waste streams, PCB contaminated oils, spent resins and carbon. The cooperative project was a joint development program between Ceradyne and Oak Ridge National Laboratory through Lockheed Martin Energy Research (LMER). Cooperative work was of benefit to both parties. ORNL was able to assess the effect of the microwave nitridation process coupled with gas-pressure sintering for fabrication of parts for advanced diesel engines. Ceradyne gained access to gelcasting expertise and microwave facilities and experience for the nitridation of SRBSN materials. The high-temperature scanning borehole inspection system is currently being developed jointly by the Los Alamos National Laboratory (LANL) and Westfalische Berggewerkschaftskasse (WBK) of West Germany. The downhole instrument is a digital televiewer that utilized a microprocessor to digitize, process and transmit the acoustic information to the surface acquisition and control system. The primary operation of the downhole acoustic assembly uses a piezoelectric crystal acting as a receiver-transmitter which is mounted on the rotating head. The crystal emits a burst of acoustic energy that propagates through the borehole fluid with a portion of the energy reflected by the borehole wall back to the crystal. The time of travel and the amplitude of the reflected signal are conditioned by the microprocessor and transmitted along with other pertinent data to the surface data processing center. The design of a 345-kV prefabricated capacitive-graded joint for oil-filled cables and the manufacture and testing of prototype joints are described. Tests on prototype No. 4 demonstrated the adequacy of the printed circuit design. It was not possible to consistently obtain high-quality capacitive sheets and substantial effort is required to remedy this problem. Advantages of these prefabricated joints are summarized, and specific recommendations are made for further development of the concept.

This paper reports on a flexible dimensionaly flush joint for 500kV aluminum-sheathed oil-filled cables capable of being assembled, pulled an installed in a similar manner to cables at site which has been developed. This joint is intended for use at intermediate points on long bridges or tunnels where local assembly and installation of conventional joints would be difficult. In developing the joint various novel and original techniques have been employed, including the flexible flush jointing of segmental conductors, the flexible jointing of paper insulation by a combination of wrapping-back and stepping methods, plus on-site aluminum sheath corrugating and sealing methods.

The effect of aging on the microstructure and tensile properties of a type 316LN stainless steel/Alloy 800 joint, welded with 16-8-2 stainless steel consumable, has been studied to characterize and evaluate the joint for long-term elevated temperature service. The joint was subjected to accelerated againg heat treatments at 873 K up to 5000 h to simulate long-term service exposures. Analysis of the results from this investigation shows that this joint has adequate stability of microstructure and tensile properties even after prolonged exposure at elevated temperatures. (orig.)

The major divisions of responsibility are: system analysis, engine design and kinetics modeling by LLNL; performance and emission testing, and friction reduction by SNL; computational fluid mechanics and combustion modeling by LANL. This project is a component of the Department of Energy, Office of Utility Technology, National Hydrogen Program. We report here on the progress on system analysis and preliminary engine testing. We have done system studies of series hybrid automobiles that approach the PNGV design goal of 34 km/liter (80 mpg), for 384 km (240 mi) and 608 km (380 mi) ranges. The application of biosolids to non-agricultural lands is becoming increasingly important as a method of waste disposal. Ecological endpoints at the population, community, and/or ecosystem level have not previously been emphasized in the development of regulatory standards for municipal sewage sludge. This risk assessment focuses on terrestrial endpoints in four ecosystem types to which substantial quantities of sludge have been applied or are expected to be applied in the future: northwest Douglas-fir forest, southeastern loblolly pine plantation, eastern deciduous forest, and semi-arid rangeland. The initial focus for the ITWG was on the development of nuclear forensics to help answer attribution questions regarding nuclear materials of unknown origin. More recently, the ITWG has also expanded its focus to include detection of nuclear materials during transit. This paper presents some of the key developments by this group and their potential impact for combating nuclear smuggling. Authors obtained T1-weighted MRI images of the femoral head after fracture of the femoral neck and classified the signals into four patterns to investigate the sequential changes of the femoral head. The T1-weighted MRI images obtained initially after femoral neck fracture showed a normal pattern in 10 of the 15 hip joints studied. The primary function of the Waste Handling Shaft (WHS) at the Waste Isolation Pilot Plant (WIPP) is to permit the transfer of radioactive waste from the surface waste handling building to the underground storage area. It also serves as an intake shaft for small volumes of air during normal storage operations and as an emergency escape route. Part of the construction was the placement of a concrete liner and steel reinforced key in 1984. During a routine shaft inspection in May 1990, some degradation of the WHS concrete liner was observed between the depths of 800 and 900 feet below the ground surface. Detailed investigations of the liner had been carried out by Sandia National Laboratories and by Westinghouse Electric Corporation Waste Isolation Division (WID) through Lankard Materials Laboratory. This international conference brought together representatives from industry, academia and government agencies to present the latest developments on the subject of chemical admixtures and superplasticizers in concrete. Recent technological advances in the development of superplasticizers were reviewed, as well as new approaches to manufactured aggregates. The influence of new materials on the rheology of cement systems was discussed, as well as the influence of superplasticizers on various types of aggregates. The addition of hydrophobic admixtures in corrosion prevention strategies were reviewed. Various interactions between cements and superplasticizers were evaluated. Issues concerning adsorption and concrete materials were also investigated. Thirty-nine conference papers review practical and topical aspects of hydroelectric development, from planning and design to construction, operation and refurbishment. More than half of the papers deal with small-scale hydro, reflecting the continuing strong interest in this subject throughout the world. The planning and economic evaluation of large-scale hydro schemes and pumped-storage plants, and environmental aspects of hydroelectric developments are also discussed. A special session has also been included on hydro in Latin America, where some of the world's largest schemes are planned or under construction. The papers reproduced here draw on the expertise of engineers from eighteen countries in North and South America, Europe, Asia, Australasia and Africa. As construction of the conventional facilities nears completion, operations supporting the installation of specialized laser equipment have come online. Playing a critical role in the precision cleaning of mechanical parts from the NIF beamline are three pieces of aqueous cleaning equipment. One of the most challenging problems in Opportunistic Spectrum Access (OSA) is to design channel sensing-based protocol in multi secondary users (SUs) network. Quality of Service (QoS) requirements for SUs have significant implications on this protocol design. In this paper, we propose a new method to find joint policies for SUs which not only guarantees QoS requirements but also maximizes network throughput. We use Decentralized Partially Observable Markov Decision Process (Dec-POMDP) to formulate interactions between SUs. Meanwhile, a tractable approach for Dec-POMDP is utilized to extract sub-optimum joint policies for large horizons. Twenty-seven patients with symptoms or clinical findings suggesting joint or bone disorders of the anterior chest wall (ACW) were evaluated by spiral CT with 3-dimensional (3-D) and multiplanar reconstructions. Preceding conventional ACW tomography was performed in 10 patients. ACW joint and bone changes were visualized more adequately by coronal 2-D reconstructions based on spiral CT than by conventional tomography. In addition, nonossified costal cartilages and soft tissue lesions were demonstrated. 3-D reconstructions sometimes added information, especially in patients with fracture and dislocation. (orig.).

Magnetic resonance (MR) imaging and histopathology were used to diagnose an articular process synovial myxoma in a dog. On MR images, the tumor was characterized by distortion of the left L1-L2 articular process, widening of the articular process joint, and the presence of a mass contiguous with the synovium of the articular process that displaced the spinal cord. The tumor was T2-hyperintense, T1-hypointense, relative to muscle, and had mild contrast enhancement. The MR features of articular process synovial myxoma may be distinct from other diseases of the articular process joint.

When DNA is inserted into the BamH1 site of the plasmid tet gene, or when DNA spanning the BamH1 site is deleted, tetracycline resistance and cadmium hypersensitivity are both lost. In contrast, insertion of DNA into the ampicillin resistance gene does not affect cadmium hypersensitivity.

Dr. Wilson described the plans and designs of the Laboratory. The present plan of the Laboratory is that the Village of Weston will be utilized for office, laboratory, and shop space during construction. The Laboratory business office is already occupying several houses. The linac section is occupying three houses for offices and construction of an 8,000 sq ft laboratory building for linac work is almost complete. Transition joints in power plants between ferritic steels and austenitic stainless steels suffer from a mismatch in coefficients of thermal expansion (CTE) and the migration of carbon during service from the ferritic to the austenitic steel. To overcome these, nickel-based consumables are commonly used. The use of a trimetallic combination with an insert piece of intermediate CTE provides for a more effective lowering of thermal stresses. The current work envisages a trimetallic joint involving modified 9Cr-1Mo steel and 316LN austenitic stainless steel as the base materials and Alloy 800 as the intermediate piece. To investigate the effect of external loads arising from differential thermal expansion between a substrate and a surface-mount component during thermomechanical cycling, specimens with a nickel surface-mount component on a copper substrate were prepared. Specimens consisted of two 100 #mu#m thick 1 mm"2 solder joints about 9 mm apart, with two designs. In one specimen (denoted 'dual-shear'), the as-fabricated joints were not stressed due to differential contraction during solidification and cool down. In the other specimen (denoted 'component'), a continuous copper substrate between the joints caused the nickel component to be put in compression during cool down, which imposed shear on the joints. Glass fiber-reinforced polymer (GFRP) reinforcing bars were used recently as main reinforcement for concrete structures. The noncorrodible GFRP material exhibits linear-elastic stress-strain characteristics up to failure with relatively low modulus of elasticity compared to steel. This raises concerns on GFRP performance in structures where energy dissipation, through plastic behavior, is required. The objective of this research project is to assess the seismic behavior of concrete beam-column joints reinforced with GFRP bars and stirrups. Two full-scale exterior T-shaped beam-column joint prototypes are constructed and tested under simulated seismic load conditions. During sporting events, injured athletes often return to competition after icing because of the reduction in pain. Although some controversy exists, several studies suggest that cryotherapy causes a decrease in muscle activity, which may lead to a higher risk of injury upon return to play. The purpose of this study was to investigate the effect of a 20-min knee joint cryotherapy application on the electromyographic activity of leg muscles during a single-leg drop jump in twenty healthy subjects, randomly assigned to an experimental and a control group.
