The Sixth Conference on Satellite Meteorology and Oceanography was held in conjunction with the AMS Annual Meeting in Atlanta, Georgia, the week of 6 January 1992. Over 150 scientific papers were presented orally or in poster sessions. Joint sessions were held with the Symposium on Weather Forecasting and the Eighth International Conference on Interactive Information and Processing Systems for Meteorology, Oceanography, and Hydrology. The quality of the papers in the preprint volume, as well as in the presentations at both oral and poster sessions, reflects the robustness of national and international operational and research interests in satellite meteorology and oceanography. A preprint volume for this conference is available through the AMS.

On 26 April 1986 the most serious accident in the history of the nuclear industry occurred at the Chernobyl nuclear power plant in the former Soviet Union, near the current borders of Ukraine, Belarus and Russia. The consequences attributed to this accident have been subjected to extensive scientific examination. The International Conference on Adaptation and Mitigation Technologies for Climate Change was held based on the 1st Conference of the Parties in 1995 of the United Nations Framework Convention on Climate Change, and the 2nd evaluation report of the Intergovernmental Panel on Climate Change (IPCC). This report carries the outline of this conference and minutes. Japanese government had studied the framework of activities implemented jointly (AIJ) for emission control of greenhouse gases by voluntary workers jointly with developing countries. The government decided the basis of the AIJ Japan program in 1995, and approved the evaluation guidelines of this program including confirmed and considered matters which are necessary for government offices related to this program to evaluate and approve each project. IPCC approved the 2nd evaluation report in its general meeting in 1995. This conference was thus held to discuss strategic technology and international cooperation with participation of writers of the 2nd IPCC report, policy planners of Asian countries, Japanese industries, governmental offices and NGO.

The 18th international papillomavirus conference took place in Barcelona, Spain in July 2000. The HPV clinical workshop was jointly organised with the annual meeting of the Spanish Association of Cervical Pathology and Colposcopy. The conference included 615 abstracts describing ongoing research in epidemiology, diagnosis/screening, treatment/prognosis, immunology/human immunodeficiency virus, vaccine development/trials, transformation/progression, replication, transcription/translation, viral protein functions, and viral and host interactions. The traveler attended the International Meeting on Modeling the Physics, Biology and Chemistry of the Upper Ocean and Its Interaction with the Atmosphere in London, England, and presented a lecture entitled Modeling the Seasonality of CO{sub 2} in the North Atlantic.'' This international meeting was jointly sponsored by the International Geosphere Biosphere Programme and the Joint Global Ocean Flux Study. Most lectures focused on the modeling of the upper ocean, with a particular emphasis in the area of marine biology and marine ecosystems. Models ranged from simple box ocean models to general circulation models. A total of 16 papers were presented in this two-day conference. At the end of the conference, it became clear that a better understanding of global change in climate atmospheric CO{sub 2} variations requires a closer link between the studies of marine biology and ocean physics and chemistry.

The 3rd International Joint Experiment has been carried out on ISTTOK following the last RUSFD (technical meeting on Research Using Small Fusion Devices) conference, held at Lisbon, in the scope of the IAEA Coordinated Research Project. This program has allowed a great knowledge interchange among the small? fusion devices community and, in particular, in the development of common work-programs. This communication gives an overview of the impact of such activities. The JE have proved to be a very useful applied forum to share knowledge and to initiate young scientists in some fields of tokamak operation and diagnostics. Many of the ISTTOK 2008 relevant results were obtained under this scope.

Canadian Symposium on Remote Sensing, held concurrently, are presented in these two volumes. The joint conference, co-sponsored by most of the world`s remote sensing organizations, provided a unique forum for the exchange of ideas and information about the latest developments in airborne remote sensing and their applications in a wide ranging variety of fields. Some of the topics addressed include airborne platforms, sensor systems, system calibration, atmospheric and oceanic measurements, data analysis, and environmental monitoring. Geophysical prospecting, forestry, agriculture, water resources, emergency response and reconnaissance were some of the fields of application that received attention. International coordination and cooperation is rewarding but at the same time very challenging. This paper will discuss the Romanian perspective on technology transfer, its problems and its advantages. Further, the discussion will take place in the context of preparing for an international conference while at the same time exchanging civil defense expertise. The American perspective on the same subject will also be presented with healthy doses of mutual explanations. The final portion of the paper will present the joint lessons learned from the newly created interfaces and what it holds for the future. The paper aims to present the Romanian and American experts` opinion about the demonstration of using computer technology for helping the international cooperation in the field of disaster management.

Spectral fingerprints in this frequency range are highly sensitive to the inter-and intra-molecular binding and long range order. As a consequence, phonon-like absorption modes differ, depending on whether a chiral or a racemic polycrystalline powder is used. The Joint Convention on the Safety of Spent Fuel Management and the Safety of Radioactive Waste Management (the Joint Convention) is the only legally binding international treaty in the area of radioactive waste management. It was adopted by a Diplomatic Conference in September 1997 and opened for signature on 29 September 1997. The Convention entered into force on 18 June 1998, and to date (September 04) has been signed by 42 States, of which 34 have formally ratified, thus becoming Contracting Parties. The Joint Convention applies to spent fuel and radioactive waste resulting from civilian application. Its principal aim is to achieve and maintain a high degree of safety in their management worldwide. Effect of loss of bolt tightness on the integrity of butt joints under a biaxial stress field

Structural butt joints are either glued using adhesives or bolted using cover plates to provide sufficient structural integrity. Insulated rail joints are both glued and bolted. The behaviour of such joints subjected to traffic and environmental loading is not well understood and as its analysis is too complex, the problem is broken into a number of sub problems. This paper addresses one of these problems namely the effect of joint looseness on the integrity of structural joints containing glued cover plates. Butt joints subjected to biaxial stress field generated by flexure are investigated using three-dimensional finite element modelling. The analysis was carried out first by pre-stressing the bolts followed by applying in-plane bending. Effect of looseness of the bolts to the deformation characteristics of the joint was particularly examined. This paper presents a workshop report that summarises the potentially far-reaching deliberations and results of a conference of experts in doctoral education from around the world. The conference was organised jointly by the U.S. Center for Innovation and Research in Graduate Education (CIRGE) at the University of Washington, Seattle and the German International Centre for Higher Education Research (INCHER) at the University of Kassel. Participants discussed critical issues in the globalisation of doctoral education, including global inequalities, diversity in types of students and modes of study, and intellectual risk-taking, and they sought to develop proposals for policy. The focus of the conference was on the research doctorate. Held in Kassel, Germany, March 23-27, 2009, the workshop focused on the three broad themes of internationalisation and inequality, diversity and intellectual risk-taking. Co-Authorship Networks in the Digital Library Research Community

The field of digital libraries (DLs) coalesced in 1994: the first digital library conferences were held that year, awareness of the World Wide Web was accelerating, and the National Science Foundation awarded $24 Million (U.S.) for the Digital Library Initiative (DLI). In this paper we examine the state of the DL domain after a decade of activity by applying social network analysis to the co-authorship network of the past ACM, IEEE, and joint ACM/IEEE digital library conferences. We base our analysis on a common binary undirectional network model to represent the co-authorship network, and from it we extract several established network measures. We also introduce a weighted directional network model to represent the co-authorship network, for which we define $AuthorRank$ as an indicator of the impact of an individual author in the network. The results are validated against conference program committee members in the same period. The results show clear advantages of PageRank and AuthorRank over degree, closeness and betweenness centrality metrics. We also investigate the amount and nature of international participation in Joint Conference on Digital Libraries (JCDL).

The Canadian Geotechnical Society sessions covered oil mechanics and foundation engineering; engineering geology and geophysical investigation; seismology and earthquake engineering; landslide and slope engineering; soft soils engineering; forestry geotechnical issues; rock mechanics and rock engineering; mining; aging infrastructure; geo-environmental engineering; geosynthetics and cold regions geotechnology. The sessions of the International Association of Hydrogeologists covered groundwater protection and sustainability; groundwater and slope failures; fractured rock hydrogeology; mine water geochemistry and hydrology; hydrogeology of the Fraser Lowlands and data collection successes and failures. U.S. Perspectives on the Joint Convention

The Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management (Joint Convention) is an international convention, under the auspices of the International Atomic Energy Agency (IAEA). It is a companion to a suite of international conventions on nuclear safety and physical security, which serve to promote a global culture for the safe use of radioactive materials. Although the U.S. was the first nation to sign the Joint Convention on September 29, 1997, the ratification process was a challenging experience for the U.S., in the face of legislative priorities dominated by concerns for national security and threats from terrorism after September 11, 2001. Notwithstanding these prevailing circumstances, the U.S. ratified the Joint Convention in 2003, just prior to the First Review Meeting of the Contracting Parties, and participated fully therein. For the United States, participation as a Contracting Party provides many benefits. These range from working with other Parties to harmonize international approaches to achieve strong and effective nuclear safety programs on a global scale, to stimulating initiatives to improve safety systems within our own domestic programs, to learning about technical innovations by other Parties that can be useful to U.S. licensees, utilities, and industry in managing safety and its associated costs in our waste management activities. The Joint Convention process also provides opportunities to identify future areas of bilateral and multilateral technical and regulatory cooperation with other Parties, as well as an opportunity for U.S. vendors and suppliers to broaden their market to include foreign clients for safety improvement equipment and services. The Joint Convention is consistent with U.S. foreign policy considerations to support, as a priority, the strengthening of the worldwide safety culture in the use of nuclear energy. Because of its many benefits, we believe it is important to take a leadership role in promoting its ratification in the global setting, as well as in more focused regions. At the First Review Meeting of the Contracting Parties, delegations agreed it was highly desirable to have more member states become Contracting Parties. To that end, the United States proposed initiating a Regional Conference Initiative outreach. To launch the Initiative, the U.S. provided Extra-Budgetary contributions to fund conferences, in Africa, the Americans and Southeast Asia. We also provided an expert for each of the conferences to assist in advancing the message to non-member States, in particular developing nations. (authors)

Queue based fast background modelling and fast hysteresis thresholding for better foreground segmentation

© Copyright 2003 IEEEBackground subtraction is a real time effective technique for detecting moving foreground objects in image sequences from a static camera. Background modelling plays an important role in this technique of foreground object detection. Active real time background modelling in presence of moving foreground objects in the scene and adaption of background model to gradual changes due to gradual illumination changes and addition of new immoveable objects into the scene are addressed in this paper. We present a queue based algorithm for real time, active, and adaptive background modelling. Segmentation of the foreground and robust detection of shadow is performed via comparison with background statistics in YCrCb color space. The problem of a single foreground object splitting into two or more segments due to similarity of foreground pixel color with the background in most cases can be ameliorated with the use of a fast single pass the hysteresis thresholding technique. WS-AFA is a new solution to investigate and analyze fault and disturbance records from Digital Fault Recorders (DFRs) or other Intelligent Electronic Devices (IEDs) in substations. This conference provided a forum for the Canadian and international geotechnical community to exchange information on recent research and development concerning all sectors of geotechnical engineering, applied geology and hydrogeology. There were 59 technical sessions which addressed geotechnical engineering issues such as: site remediation, regional groundwater resources, environmental geotechnology, soil mechanics, civil engineering studies for shallow or deep foundations, cold region engineering, fractured systems, landslides, solid waste landfills, geosynthetic clay liners, cemented soils and crushing, slope stability, aquifer studies, groundwater quality, major contaminated sites including abandoned military sites, and geological hazard mapping. Soil and groundwater remediation strategies were presented including the use of geosynthetic membranes, natural attenuation processes and novel disposal approaches that minimize environmental impacts. The Canadian and international geotechnical community gathered at this conference to exchange information on recent research and development concerning all sectors of geotechnical engineering, applied geology and hydrogeology. The technical sessions addressed a wide range of geotechnical engineering issues such as soil mechanics and geodynamics; geoenvironmental issues associated with contaminant transport in landfills; hydrogeology issues such as aquifer properties, hydrogeochemistry, groundwater resources, hydrogeological mapping, contaminants and remediation; geosynthetics; geotechnical modelling; rock engineering; engineering geology; mining geotechnics; buried structures; unsaturated soils and aquitards. The presentations included several geotechnical case studies that focused on broad issues such as hydraulic properties of sedimentary rock aquifers, design criteria for geotextile filters used in agricultural drainage, the long term performance of containment systems, slope stability analysis of landfills, methane emissions from landfills, shear zones in weak rocks and tailings at oil sands operations. Advances in, and experiences with, horizontal well technology as one of the principal means of enhancing oil recovery were the themes that animated this international conference in Calgary, organized jointly by the Society of Petroleum Engineers (USA) and the Canadian Institute of Mining, Metallurgy and Petroleum. A total of 47 papers were selected for presentation by the Program Committee of the SPE on the basis of abstracts submitted by authors and these are included in this proceedings volume. Topics range from hydrajet fracturing through field implementation of geological steering techniques, sand control in open hole horizontal wells and improving water flooding efficiency, to steam assisted gravity drainage and chemical flooding through horizontal wells. In the aftermath of the recent IAEA international conference on the protection of non-human species of last year in Stockholm (October 2003), WNA felt it would be appropriate to offer the IAEA, UNSCEAR, the ICRP and the international scientific community in general, its view on some key messages that we see emerging from this important event and from related on-going international developments on this challenging topic. This paper presents these key messages. We see great merit in the IAEA/ICRP initiatives seeking to incorporate regular stakeholder input in the development of the future system of radiological protection for non-human species. Similarly, there are clear benefits to be gained from a joint IAEA/UNSCEAR/ICRP road map that would ensure clear direction and co-ordination of activities as the process moves forward. The purpose of this symposium is to discuss the research trends and progress made in APSCOM member societies since ASPCOM2, which was held in 2005 in Seoul (Korea). In particular, the symposium provides an opportunity for researchers in the Asia-Pacific region to meet one another especially those who are new to ICMPC and ASPCOM meetings. Forward and inverse kinematics operations are important in the operational space control of mechanical manipulators. In case of a parallel manipulator, the forward kinematics function relates the joint variables of the active joints to the position of end-effector. This paper finds analytically forward kinematics function by exploiting the position-closure property. Using the proposed function along with the analytical Jacobian presented in the literature, the forward and the inverse kinematics blocks are formulated for a prospective operational space control scheme. Cooperative Agreement (DE-FC21-95EW55101) between the U.S. Department of Energy (DOE) and the Florida State University's Institute for International Cooperative Environmental Research (IICER) was designed to facilitate a number of joint programmatic goals of both the DOE and the IICER related to international technology identification, development, demonstration and deployment using a variety of mechanisms to accomplish these goals. These mechanisms included: laboratory and field research; technology demonstrations; international training and technical exchanges; data collection, synthesis and evaluation; the conduct of conferences, symposia and high-level meetings; and other appropriate and effective approaches. The DOE utilized the expertise and facilities of the IICER at Florida State University to accomplish its goals related to this cooperative agreement. The IICER has unique and demonstrated capabilities that have been utilized to conduct the tasks for this cooperative agreement. The IICER conducted activities related to technology identification, development, evaluation, demonstration and deployment through its joint centers which link the capabilities at Florida State University with collaborating academic and leading research institutions in the major countries of Central and Eastern Europe (e.g., Czech Republic, Hungary, Poland) and Russia. The activities and accomplishments for this five-year cooperative agreement are summarized in this Final Technical Report.

Cooperative Agreement (DE-FC21-95EW55101) between the U.S. Department of Energy (DOE) and the Florida State University's Institute for International Cooperative Environmental Research (IICER) was designed to facilitate a number of joint programmatic goals of both the DOE and the IICER related to international technology identification, development, demonstration and deployment using a variety of mechanisms to accomplish these goals. These mechanisms included: laboratory and field research; technology demonstrations; international training and technical exchanges; data collection, synthesis and evaluation; the conduct of conferences, symposia and high-level meetings; and other appropriate and effective approaches. The DOE utilized the expertise and facilities of the IICER at Florida State University to accomplish its goals related to this cooperative agreement. The IICER has unique and demonstrated capabilities that have been utilized to conduct the tasks for this cooperative agreement. The IICER conducted activities related to technology identification, development, evaluation, demonstration and deployment through its joint centers which link the capabilities at Florida State University with collaborating academic and leading research institutions in the major countries of Central and Eastern Europe (e.g., Czech Republic, Hungary, Poland) and Russia. The activities and accomplishments for this five-year cooperative agreement are summarized in this Final Technical Report.
