Free-electron lasers as scientific instruments are reviewed. The present status and future prospects are delineated with attention drawn to the size, complexity, availability, and performance capability of this new tool. The Free-Electron Laser (FEL) was proposed by John Madey in 1970 (1), although earlier work, relevant to the concept, had been performed by Motz (2) and by Phillips (3). Experimental demonstration was achieved by Madey, et. al. in 1975 and 1976 (4). Since that time, FELs of diverse configurations have been operated at several laboratories around the world. At present, FEL development is focused in two directions: in constructing reliable FELs for scientific research and in extending FEL capability to vacuum ultra-violet (VUV) and even shorter wavelengths. Development of a strategy for forecasting river ice breakup and jamming on the Saint John River in New Brunswick was described. Methods used to identify ice jam-prone areas by simple temperature-based methods to fairly complex computer models using site specific data, were summarized. Recent technological advances in developing forecasts, including the NWRI probe for remotely measuring ice jam thickness, the RIVJAM model for determining stages upstream of an ice jam, and computational procedures for estimating the thrust exerted by ice jams against bridges, were also reviewed. Criteria and recommendations for river ice breakup and ice jamming for the Saint John River were provided. (Abstract only).

In 1996, the National Marine Fisheries Service and the University of Washington completed the fourth year of a multi-year study to estimate survival of juvenile salmonids (Oncorhynchus spp.) passing through dams and reservoirs on the Snake River. Actively migrating smolts were collected near the head of Lower Granite Reservoir and at Lower Granite Dam, tagged with passive integrated transponder (PIT) tags, and released to continue their downstream migration. Individual smolts were subsequently detected at PIT-tag detection facilities at Lower Granite, Little Goose, Lower Monumental, McNary, John Day and Bonneville Dams. Survival estimates were calculated using the Single-Release (SR) and Paired-Release (PR) Models. The vessel was built in the Daewoo shipyard in South Korea, and is now undergoing final fitting at Bull Arm, near St. John's, Newfoundland. When complete, the vessel will operate 350 km offshore, southeast of St. John's. It is 291 metres long and 45.5 metres wide and has a capacity of 960,000 barrels of oil. Although the FPSO will hold less than half of the last giant supertanker which sailed for Irving Oil, it has a crew of 81, four times the size of the supertanker, reflecting the technical uniqueness of the vessel and the intense pre-occupation with safety associated with the combination of winds, ice, waves, and shallow water around the Grand Banks. Glabridin, an active constituent of Glycyrrhiza glabra roots, was found to be active against both yeast and filamentous fungi. Glabridin also showed resistance modifying activity against drug resistant mutants of Candida albicans at a minimum inhibitory concentration of 31.25-250 g/mL. Although the compound was reported earlier to be active against Candida albicans, but this is the first report of its activity against drug resistant mutants. Abstract In this paper we propose a smooth transition tree model for both the conditional mean and variance of the short-term interest rate process. The estimation of such models is addressed and the asymptotic properties of the quasi-maximum likelihood estimator are derived. Model specification is also discussed. When the model is applied to the US short-term interest rate we find: (1) leading indicators for inflation and real activity are the most relevant predictors in characterizing the multiple regimes' structure; (2) the optimal model has three limiting regimes. Moreover, we provide empirical evidence of the power of the model in forecasting the first two conditional moments when it is used in connection with bootstrap aggregation (bagging). We explore the impact of obliquity variations on planetary habitability in hypothetical systems with high mutual inclination. For the hypothetical systems, we restrict our exploration to systems consisting of a solar-mass star, an Earth-mass planet at 1 AU, and 1 or 2 giant planets. We verify that these systems are stable for 108 years with N-body simulations. We then calculate the obliquity variations induced by the orbital architecture on the Earth-mass planets. We find that in some cases the spin axes can rotate through 360 degrees in as little as 10,000 years (John is that right? Next, we run energy balance models (EBM) on the terrestrial planets to assess surface temperature and ice coverage on the planets' oceans. Elements of the environmental effects monitoring program in the Terra Nova oil field, about 350 km east-southeast of St. John's, Newfoundland, are described. This oilfield is being developed using a floating production storage and offloading (FPSO) facility. A total of 24 wells are expected to be drilled through seven subsea templates located in four glory holes to protect them from icebergs. Subsea installations will be linked to the FPSO by trenched flowlines connected to flexible risers. The FPSO will offload to shuttle tankers. First oil is expected in 2001. The environmental effects monitoring program will be conducted annually for the first two years beginning in 2000. Subsequent scheduling will be determined after a review of monitoring data collected during the first three years. There are at present 116 floating production systems and 60 storage vessels dotting the oceans involved in hydrocarbon exploration and production activities. Although concentrated mostly in the North Sea, they can be found also off the coast of Australia, eastern Canada, Brazil, some African nations and the Gulf of Mexico. They range from converted tankers to purpose built rigs. The most adaptable of the various systems is the floating production, storage and offloading (FPSO) vessel, first developed as a cost-effective means of developing fields in Brazil's very deep offshore areas. Still being tested and modified for work in widely different environments, FPSOs appear to have met all requirements in producing expenditure efficiencies, maximizing profits, and protecting workers. This paper reported on the number of seabirds impacted by the Terra Nova floating production, storage and offloading (FPSO) vessel, which released 160,000 litres of crude oil after it struck the Grand Banks, an area located approximately 340 km east of St. John's, Newfoundland. An area of approximately 340 km{sup 2} was impacted by the spill, which occurred at a time when large numbers of dovekies and murres inhabit the region. After the spill, both vessel-based and helicopter-based surveys were conducted in order to estimate seabird densities in the immediate region. Densities were then compared to other data from similar time periods. The number of birds at risk was estimated base on seabird densities noted from on-vessel surveys. A mean density of 3.46 murres per km{sup 2} and 1.07 dovekies per km{sup 2} were recorded. Mean density increased when birds in flight were also considered. In this paper I argue that when a researcher is a research instrument, it is likely that the researcher would develop a heightened awareness of his/her own cultural conditioning, especially in the case of cross-cultural studies. And that such awareness would make him/her realise that one's own cultural background may indeed have an influence on formulating his/her research methodology. Design/methodology/approach - The specific case the authors approach is heterodox economics as its pre-prints are disseminated through NEP, the e-mail alert service of RePEc. Findings - Comparing heterodox and mainstream papers, the authors find that the heterodox are quite systematically more downloaded, and particularly so when considering downloads per subscriber. Exceptional progress has been made in mathematical algorithm research leading to optimized mesh partitions for the highly unstructured grids occurring in finite element applications in solid mechanics. Today another research challenge presents itself. Research is needed to include boundary conditions into the algorithms for partitioning meshes. We describe below two methods we use currently to accomplish this and propose a more general approach be developed which would apply to our problems today as well as to the coupled models we envision for the future. Finally, we suggest research be considered that would incorporate partitioning methods into parallel mesh generation.

The White Rose Oil Project, located in the Jeanne d'Arc Basin 350 km east of St. John's, is reported to continue paying benefits for the oil and gas industry in eastern Canada. The operator, Husky Energy, is said to be on target and expects first oil from the project in late 2005 or early 2006. Peak production for the White Rose Field is projected at 100,000 bbl/d. The project has a total capital cost of $2.35 billion. The first phase of the project, comprised of four wells, including an oil producer, was completed in July. The estimated productive capacity of this well is between 25,000 and 35,000 bbl/d. Other major milestones achieved at the White Rose project include movement of the topside modules onto the Sea Rose floating production, storage and offloading (FPSO) vessel, consisting of 17 lifts during the seven-week program. For this purpose, JAERI organized the Special Taskforce for Neutron Science and OMEGA Project in April 1996 and reorganized it to Center for Neutron Science in April 1997. This article explores how action research, design based research and interaction design can be combined and used in the development of educational robotic tools. Our case study is the development of Number Blocks and it combines physical interaction, learning, and immediate feedback. Number Blocks supports the children's understanding of place value in the sense that it allows them to experiment with creating large numbers. The development was done in collaboration with a class of 7-8 year old children and their mathematics teacher. The article argues that elements from different research methods allowed a structured approach to projects that combines educational research and innovation of new learning technologies. Key elements of this approach is acknowledging the users input, developing a theoretical pre-analysis and using an iterative approach.

This paper explores how an aid-funded Ph.D.-programme in mathematics education instituted in some Southern African Development Community countries measures up to issues related to research capacity development projects. The research capacity development programme is described and reflected against mutual benefit, relevance, sustainability and prioritization of the location of project funding expenditure--some of the constructs in the discourse on research capacity development initiatives. It is found that the benefits of the programme are indeed mutual; the outcomes regarding relevance and sustainability are more uncertain and the location of expenditure of the funding is not overtly in favour of the donor country.

Task 13 (a) was approved on December 21, 2001. Minimal work was performed for the quarter during the approval process. Laboratory and equipment facilities have been maintained in anticipation of the work to be done. The PI communicated with DOE and Estonia researchers during this period, providing advice and direction for the startup of the Estonia research, and preparing a Draft Teaming Agreement. The PI participated in an industrial liaison meeting with DOE personnel. This meeting is expected to lead to formal cooperation between industry and government.

This report presents research presented at the poster session of the Symposium covering a wide spectrum of current biotechnological research activities. Research focused mostly on ethanol production and methane generation from biomass material via microbial processing, as well as on enhanced hydrogen yield from algae. Several of the posters dealt with the pretreatment of cellulosic materials, and enzyme production/characterization, while a good number of papers displayed research efforts on bioremediation, photosynthesis, production of various useful chemicals from biomass by bioprocessing, and on other miscellaneous subjects. One of the papers treated a very interesting topic of cellulose-cellulase complexes. Many of the poster papers are included in this volume, and a synopsis of all the poster/papers presented is the subject of this article.

Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Major accomplishments during CY1995 can be divided into five categories: environmental surveillance program, environmental education, environmental services and support, ecological risk assessment, and research benefitting the DOE-ID mission.

The Consortium for Fossil Fuel Liquefaction Science (CFFLS) is a research consortium that includes five universities and a state energy laboratory. The membership is comprised of Auburn University, the University of Kentucky, the University of Pittsburgh, the University of Utah, West Virginia University, and the Kentucky Energy Cabinet Laboratory. The Consortium was formed in 1984 in response to the concern of the faculty and scientists at these institutions over the decline of coal liquefaction research in the United States, particularly long-range, basic research. Significant progress towards these goals was made in the current contract period. However, recent released version of RELAP5/3.2 and over present significant capabilities for analysis of nuclear reactor research systems. The Idaho National Engineering Laboratory (INEL) has been conducting geothermal reservoir research and testing sponsored by the US Department of Energy (DOE) since 1983. The INEL research program is primarily aimed at the development of reservoir engineering techniques for fractured geothermal reservoirs. Numerical methods have been developed which allow the simulation of fluid flow and heat transfer in complex fractured reservoirs. Sensitivity studies have illustrated the importance of incorporating the influence of fractures in reservoir simulations. Related efforts include fracture characterization, geochemical reaction kinetics and field testing.

The overall purpose of this research was to evaluate the independent and interactive effects of elevated levels of CO{sub 2} and O{sub 3} on tree leaf litter quality and decomposition. This research was conducted at the Aspen FACE (Free Air CO{sub 2} Enrichment) facility near Rhinelander, Wisconsin. This research comprised one facet of a larger project assessing how CO{sub 2} and O{sub 3} pollutants will alter carbon sequestration and nutrient cycling in north temperate forest ecosystems.

The objectives of the research in the field of epidemiology , performed at the Belgian Nuclear Research Centre SCK-CEN are (1) to study cancer mortality and morbidity in nuclear workers in Belgium; (2) to document the feasibility of retrospective cohort studies in Belgium; (3) to participate in the IARC study. For radiobiology, the main objectives are: (1) to elucidate the mechanisms of the effects of ionizing radiation on the mammalian embryo during the early phase of its development, (2) to assess the genetic risks of maternal exposure to ionizing radiation, (3) to elucidate the mechanisms by which damage to the brain and mental retardation are caused in man after prenatal irradiation. In particular, the paper explores the role of culture on a number of important patterns of reasoning that figure in inferential arguments in research methodologies.
