Test Area North (TAN) was a site of the Aircraft Nuclear Propulsion (ANP) Project of the U.S. Air Force and the Atomic Energy Commission. Its Cold War mission was to develop a turbojet bomber propelled by nuclear power. The project was part of an arms race. Test activities took place in five areas at TAN. The Assembly & Maintenance area was a shop and hot cell complex. Nuclear tests ran at the Initial Engine Test area. Low-power test reactors operated at a third cluster. The fourth area was for Administration. A Flight Engine Test facility (hangar) was built to house the anticipated nuclear-powered aircraft. Experiments between 1955-1961 proved that a nuclear reactor could power a jet engine, but President John F. Kennedy canceled the project in March 1961. ANP facilities were adapted for new reactor projects, the most important of which were Loss of Fluid Tests (LOFT), part of an international safety program for commercial power reactors. In 1996, the National Marine Fisheries Service and the University of Washington completed the fourth year of a multi-year study to estimate survival of juvenile salmonids (Oncorhynchus spp.) passing through dams and reservoirs on the Snake River. Actively migrating smolts were collected near the head of Lower Granite Reservoir and at Lower Granite Dam, tagged with passive integrated transponder (PIT) tags, and released to continue their downstream migration. Individual smolts were subsequently detected at PIT-tag detection facilities at Lower Granite, Little Goose, Lower Monumental, McNary, John Day and Bonneville Dams. Survival estimates were calculated using the Single-Release (SR) and Paired-Release (PR) Models. Timing of releases of tagged hatchery steelhead (O. mykiss) from the head of Lower Granite Reservoir and yearling chinook salmon (O. tshawytscha) from Lower Granite Dam in 1996 spanned the major portion of their juvenile migrations. Field investigations of major and damaging ice jamming on the Saint John River at Dickey, Maine , and at Sainte-Anne de-Madawaska, New Brunswick, in 1991, were described. The investigations included measurement of water surface profiles and shear wall heights at both sites. The measurements were supplemented by information from local observers and data collection agencies. Using a simplified equilibrium analysis, ice jam thickness and water level at the Dickey site was found to be generally in agreement with observed values. At Sainte-Anne-de-Madawaska sufficient data was obtained to construct and calibrate the numerical model RIVJAM which determined the configuration of the jam in nonequilibrium reaches. Use of the model enabled the successful reproduction of a measured water profile along the jam and the prediction of the approximate thickness of the jam, which was generally less than the measured shear wall height. 14 refs., 11 figs.

In this paper we present a modeling framework for analyzing computer models with two types of variations. The paper is based on a case study of an orthopedic surgical unit, which has both controllable and uncontrollable factors. Site measurements were collected at Mount John University Observatory in 2005 and 2007 using a purpose-built scintillation detection and ranging system. $C_n^2(h)$ profiling indicates a weak layer located at 12 - 14 km above sea level and strong low altitude turbulence extending up to 5 km. During calm weather conditions, an additional layer was detected at 6 - 8 km above sea level. $V(h)$ profiling suggests that tropopause layer velocities are nominally 12 - 30 m/s, and near-ground velocities range between 2 -- 20 m/s, dependent on weather. Little seasonal variation was detected in either $C_n^2(h)$ and $V(h)$ profiles. The average coherence length, $r_0$, was found to be $7 \\pm 1$ cm for the full profile at a wavelength of 589 nm. The average isoplanatic angle, $\\theta_0$, was $1.0 \\pm 0.1$ arcsec. The mean turbulence altitude, $\\bar{h_0}$, was found to be $2.0\\pm0.7$ km above sea level. Glabridin, an active constituent of Glycyrrhiza glabra roots, was found to be active against both yeast and filamentous fungi. Glabridin also showed resistance modifying activity against drug resistant mutants of Candida albicans at a minimum inhibitory concentration of 31.25-250 g/mL. Although the compound was reported earlier to be active against Candida albicans, but this is the first report of its activity against drug resistant mutants. These topics were discussed in a conference held at the Kiel Institute of World Economics on July 5-6, 1990. The conference papers and comments are presented in this volume. Environmental scarcity has important international aspects. First, national environmental endowment and policy influence competitiveness and trade. Second, transfrontier pollution is a specific issue. Third, global environmental problems require a solution. Fisheries co-managers of U.S. v Oregon supported and directed the construction and operation of acclimation and release facilities for Snake River fall Chinook from Lyons Ferry Hatchery at three sites above Lower Granite Dam. In 1996, Congress instructed the U.S. Army Corps of Engineers (USCOE) to construct, under the Lower Snake River Compensation Plan (LSRCP), final rearing and acclimation facilities for fall Chinook in the Snake River basin to complement their activities and efforts in compensating for fish lost due to construction of the lower Snake River dams. The Nez Perce Tribe (NPT) played a key role in securing funding and selecting acclimation sites, then assumed responsibility for operation and maintenance of the facilities. Abstract In this paper we propose a smooth transition tree model for both the conditional mean and variance of the short-term interest rate process. The estimation of such models is addressed and the asymptotic properties of the quasi-maximum likelihood estimator are derived. Model specification is also discussed. When the model is applied to the US short-term interest rate we find: (1) leading indicators for inflation and real activity are the most relevant predictors in characterizing the multiple regimes' structure; (2) the optimal model has three limiting regimes. Moreover, we provide empirical evidence of the power of the model in forecasting the first two conditional moments when it is used in connection with bootstrap aggregation (bagging). Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Major accomplishments during CY1995 can be divided into five categories: environmental surveillance program, environmental education, environmental services and support, ecological risk assessment, and research benefitting the DOE-ID mission.

This book is based on a new method published in U.S. Geological Survey Circular 994 and is the second assessment made in accordance with the 1984 Memorandum of Understanding between the U.S. Department of the Interior and the U.S. Department of Energy. The first estimate was published as U.S. Geological Survey Open-File Report 80-2. The endowment estimates are reported for 26 areas in the following 1{degrees} {times} 2{degrees} guadrangles: Grand Canyon, Marble Canyon, Williams, Flagstaff, Prescott, Holbrook, and St. Johns, Ariz., and Cedar City, Utah. The total uranium endowment is about eight times larger than reported in 1980 by the Department of Energy. The Grand Canyon region has the potential of becoming the second most important domestic uranium producer after the most production San Juan Basin uranium region in New Mexico.

This paper presents a review of methods and techniques existing in this area, and the definition of the state of the art. The Proposed Action includes the construction, operation, and decommissioning of a 48 megawatt (gross) geothermal power plant with ancillary facilities (10-12 production well pads and 3-5 injection well pads, production and injection pipelines), access roads, and a 230-kilovolt (kV) transmission line in the Modoc National Forest in Siskiyou County, California. Alternative locations for the power plant site within a reasonable distance of the middle of the wellfield were determined to be technically feasible. Three power plant site alternatives are evaluated in the Final EIS/EIR.

The role of the environment is an important issue in policy making and the accurate assessment of the environmental conditions is vital. In this paper, using nonparametric techniques, an environmental efficiency index is developed for each of the OECD countries. These indexes allow one both to do cross section comparisons on the state of each country's production process in its treatment of undesirable outputs and also to trace each country's modification of their production processes overtime. Furthermore in this study we investigate the factors underlying societies' environmental concerns that eventually lead to changes in the environmental efficiency. High-voltage transmission lines can pose an environmental problem, especially in countries where the electricity production is at a distance from the demand location. Planning, construction, and operation of high voltage transmission lines should be conducted within a comprehensive environmental policy, which may include assessment of visual impact, landscape and wildlife protection, and reduction of health risks. This paper reviews the environmental policies and action in planning, construction, and operation as developed by the utilities members of the Union Internationale des Producteurs et Distributeurs d`Energie Electrique (UNIPEDE). The paper also presents a brief outline of the health issues associated with the effects of electromagnetic fields to humans.

The Savannah River Site (SRS), one of several U.S. Department of Energy (DOE) facilities, produces nuclear materials for national defense and for other government and civilian uses. SRS ceased production of defense materials in 1988, and the site's main activities now involve waste management and environmental restoration. These programs have generated extensive effluent monitoring and environmental surveillance programs for the Environmental Monitoring Section (EMS), which performs #approx#105,000 radiological analyses on 30,000 samples a year. Gamma spectroscopy is performed on an estimated 10,000 samples annually. This report describes a program to develop and improve the EMS system.

The environmental Kuznets curve hypothesis (EKC) predicts an inverse U-shaped relationship between environmental pollution and per capita income. The literature with respect to the EKC is vast but far from conclusive. This paper adds firm size to the standard EKC reduced form regression and analyses whether firm size matters once income and composition are controlled for. Results suggest that large firm countries are initially associated with higher levels of environmental damage. However, as economies develop, large firm countries find it easier to adopt more stringent environmental legislation. Once environmental damage starts to decrease, the decrease is much larger in large firm countries.

We explore the impact of obliquity variations on planetary habitability in hypothetical systems with high mutual inclination. For the hypothetical systems, we restrict our exploration to systems consisting of a solar-mass star, an Earth-mass planet at 1 AU, and 1 or 2 giant planets. We verify that these systems are stable for 108 years with N-body simulations. We then calculate the obliquity variations induced by the orbital architecture on the Earth-mass planets. We find that in some cases the spin axes can rotate through 360 degrees in as little as 10,000 years (John is that right? Next, we run energy balance models (EBM) on the terrestrial planets to assess surface temperature and ice coverage on the planets' oceans. There are at present 116 floating production systems and 60 storage vessels dotting the oceans involved in hydrocarbon exploration and production activities. Although concentrated mostly in the North Sea, they can be found also off the coast of Australia, eastern Canada, Brazil, some African nations and the Gulf of Mexico. They range from converted tankers to purpose built rigs. The most adaptable of the various systems is the floating production, storage and offloading (FPSO) vessel, first developed as a cost-effective means of developing fields in Brazil's very deep offshore areas. This paper reported on the number of seabirds impacted by the Terra Nova floating production, storage and offloading (FPSO) vessel, which released 160,000 litres of crude oil after it struck the Grand Banks, an area located approximately 340 km east of St. John's, Newfoundland. An area of approximately 340 km{sup 2} was impacted by the spill, which occurred at a time when large numbers of dovekies and murres inhabit the region. After the spill, both vessel-based and helicopter-based surveys were conducted in order to estimate seabird densities in the immediate region. Densities were then compared to other data from similar time periods. The number of birds at risk was estimated base on seabird densities noted from on-vessel surveys. A mean density of 3.46 murres per km{sup 2} and 1.07 dovekies per km{sup 2} were recorded. Mean density increased when birds in flight were also considered. Bonneville Power Administration (BPA) is proposing to fund the Tucannon River Spring Chinook Captive Broodstock Program, a small-scale production initiative designed to increase numbers of a weak but potentially recoverable population of spring chinook salmon in the Tucannon River in the State of Washington. BPA has prepared an Environmental Assessment (EA) (DOE/EA-l326) evaluating the proposed project. Based on the analysis in the EA, BPA has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, the preparation of an Environmental Impact Statement (EIS) is not required, and BPA is issuing this Finding of No Significant Impact (FONSI).

This paper tests the Environmental Kuznets Curve hypothesis for four local (SOx, NOx, CO, VOC) and two global (CO2, GHG) air pollutants. Using a new panel data set of thirty OECD countries, the paper finds that the postulated inverted U-shaped relationship between income and pollution does not hold for all gases. A meaningful Environmental Kuznets Curve exists only for CO, VOC and NOx, where for CO2 the curve is monotonically increasing. For GHG there is indication of an inverted U-shaped relationship between income and pollution, but still most countries are on the increasing path of the curve and hence the future development of the curve is uncertain. For SOx it was found that emissions follow an U-shaped curve. Based on the empirical results, the paper concludes that the Environmental Kuznets Curve does not hold for all gases, it is rather an empirical artefact than a regularity.

The main points of quality control methods and technique of environmental radiological baseline study of Guangdong Daya Bay Nuclear Power Station are reported. Results of intercalibration of international and inland laboratories are given. The random chosen samples are checked and compared with two measurement methods. The data obtained in Daya Bay environment are put to the correlation statistics test using the linear regression analysis method between the correlative items such as "4"0K activity by gamma spectrum measurement and potassium content by chemical analysis, total #alpha#(#beta#) activity and nuclide content, as well as environmental gamma radiation dose rate and TLD accumulation dose. The data of Daya Bay environmental radioactivity baseline level show good concordance and reliability.

Machine shops offer a variety of environmental control challenges to mechanical engineers. Among the design problems that must be considered include: whether to provide space heating only or year-round air conditioning; temperature and relative humidity requirements; air cleanliness; exhaust air requirements; the type of HVAC system to be used; industrial waste and plumbing considerations; compressed air needs; and noise control. The initial application of cost-time management within Westinghouse was targeted at reducing cycle time in the manufacturing sector. As a result of the tremendous success of reduced cycle time in manufacturing, Westinghouse initiated application of the management technique to Environmental Restoration activities at its Government Owned Contractor Operated facilities. Activities and results are reported of a project to investigate the application of remote sensing technology developed for the LACIE, AgRISTARS, Forestry and other NASA remote sensing projects for the environmental monitoring of strip mining, industrial pollution, and acid rain. Following a remote sensing workshop for EPA personnel, the EOD clustering algorithm CLASSY was selected for evaluation by EPA as a possible candidate technology. LANDSAT data acquired for a North Dakota test sight was clustered in order to compare CLASSY with other algorithms.

Ten different alloys of zirconium have been tested with regard to the effect of irradiation on their mechanical properties and their sensitivity to environmentally induced failure. Two different environments were used: iodine vapour and liquid cesium with an addition of 2% cadmium. The neutron dose was 10"2"1n/cm"2 (E>1MeV) and the irradiation temperature was about 300 degrees C. All alloy additions increased the irradiation hardening. Especially notable was the large effect of titanium and tin on irradiation hardening. A limited amount of transmission electron microscopy was carried out in order to find an explanation to the effects. The testing in different environments showed that there is no clear correlation between environmental sensitivity and yield stress. Fusion, like all other energy sources, will not be completely free of environmental liabilities, but the most obvious of these-- tritium leakage and activation of structural materials by neutron bombardment-- are susceptible to significant reduction by ingenuity in choice of materials and design. Large fusion reactors can probably be designed so that worst-case releases of radioactivity owing to accident or sabotage would produce no prompt fatalities in the public. In EKC analyses, the relationship between environmental degradation and income is usually expressed as a quadratic function with the turning point occurring at a maximum pollution level. Other explanatory variables have been included in these models, but income regularly has had the most significant effect on indicators of environmental quality. Iron deficiency (ID) is associated with increased levels of norepinephrine (NE) in plasma and urine. They investigated the effect of 5-7 days exposure to three different environmental temperatures (10/sup 0/C, 24/sup 0/C, 30/sup 0/C) on urinary catecholamine levels to test the hypothesis that increased thermogenic activity is causal to this increased excretion in iron deficiency. Catecholamines were analyzed from acidified urine by HPLC-EC. The mean Hb in ID animals was 3.1 +/- .5 versus controls of 12.8 +/- 9. These data demonstrate that contrary to previous reports NE excretion is not normalized at a thermoneutral temperature and suggests a basic abnormality in peripheral SNS activity and NE metabolism in iron deficiency that is independent of environmental drive from thermogenesis.

High energy consumption and the world population increase will lead to a shrinking use of fossil fuels. The combustion of Fossil fuel leads to the increase of carbon dioxide concentration in the atmosphere which leads to the probable increase of global warming. Therefore, concerns about carbon dioxide emissions may discourage widespread dependence on fossil fuels and encourage the development and use of renewable energy systems employing a variety of technologies Renewable energy systems have themselves an environmental impact. Land use and material employed are two areas that may have an adverse impact to the positive environmental picture of the renewable energy systems. The objective of this paper is to analyze these impacts with the use of a very powerful tool, the Life Cycle Assessment. (author)

The new industrial political tools based on the sustainable development of productive activities, and originating at the Rio Conference in 1992, late introduced by the EU, the Government and voluntary organizations (ISO, CEM, UNI) are gradually entering the market, thereby underling their effect in terms of industrial competitiveness. The main tools were examined in the report and mostly refer to the voluntary ones which, in surpassing the 'command and control' logic, increasingly tend to get close to traditional fiscal, tariff and financial ones. Voluntary agreements, environmental management systems (EMAS, norme ISO 14001), the risk prevention systems (UNI 10617), certification (Ecolabel, ISO 14040) and environment communication tools (environment balance sheet, environmental report, environmental statement) are synthetically described.

Within the framework of the MINEO research project assisted by the European Union the Deutsche Steinkohle AG (DSK) has developed methods for the operational use of remote sensing data and geo-information systems for the regular observation, measurement and evaluation of environmental effects in mining areas. Only indirect environmental effects of the mining industry, which may result in particular from subsidence-induced changes in the hydrological situation (ground water level, drainage) and the resulting effects on the vegetation and land utilisation, can be observed for the DSK test area 'Kirchheller Heide' because of the underground mine workings. Hence the evaluations of the remote sensing data were concentrated on the development of methods to measure and analyse the vegetation condition and any changes. MINEO thus constitutes a module for the DSK environmental information system. (orig.)

The first part of the study goes into the determination of efficient strategies for the reduction of air pollutants. The developed method is not only derived theoretically but is tested with the concrete example of emissions sources of a German state. The second part goes into the question what the government can do in order to attain that air pollution abatement measures recognized as being efficient will be put into practice. As market economy mechanisms have advantages over central state planning in the allocation of economic resources the question arises if not also for environmental protection market economy tools may contribute to an improvement of the efficiency of air pollution abatement. Therefore the suitability of different tools of environmental policy for the realization of efficient air pollution abatement is investigated and evaluated. The purpose of this paper is to communicate how new and established management techniques are applied to environmental restoration projects at the Savannah River Site. Specifically, the paper discusses application of four (4) management approaches: Total Quality Principles; Task Team Structure; Cost Time Management; SAFER (Streamlined Approach for Environmental Restoration). The objective is to share Savannah River Site experience and document case studies where certain approaches have enhanced projects at hand. Each management approach is demonstrated by its project application and impact on performance. The visibility given the project is discussed to emphasize communications as avenues for public information, technical exchange, and employee motivation.
