In 1996, Congress instructed the U.S. Army Corps of Engineers (USCOE) to construct, under the Lower Snake River Compensation Plan (LSRCP), final rearing and acclimation facilities for fall Chinook in the Snake River basin to complement their activities and efforts in compensating for fish lost due to construction of the lower Snake River dams. The Nez Perce Tribe (NPT) played a key role in securing funding and selecting acclimation sites, then assumed responsibility for operation and maintenance of the facilities. After mathematicians and physicists had learned that the structure of physical space was not necessarily Euclidean, it became conceivable that the global topological structure of space was non-trivial. In the context of the late 19th century debates on physical space this speculation gave rise to the problem of classifying spaces of constant curvature from a topological point of view. William Kingdon Clifford, Felix Klein and Wilhelm Killing, the latter of whom devoted a substantial amount of work to the topic in the early 1890s, clearly perceived this problem as relevant for both mathematics and natural philosophy (i.e., physics or cosmology). To some extent, a cosmological interest may even be found among those authors who restated the space form problem in more modern terms in the early 20th century, such as Heinz Hopf.

In 1996, the National Marine Fisheries Service and the University of Washington completed the fourth year of a multi-year study to estimate survival of juvenile salmonids (Oncorhynchus spp.) passing through dams and reservoirs on the Snake River. Actively migrating smolts were collected near the head of Lower Granite Reservoir and at Lower Granite Dam, tagged with passive integrated transponder (PIT) tags, and released to continue their downstream migration. Individual smolts were subsequently detected at PIT-tag detection facilities at Lower Granite, Little Goose, Lower Monumental, McNary, John Day and Bonneville Dams. Survival estimates were calculated using the Single-Release (SR) and Paired-Release (PR) Models. Timing of releases of tagged hatchery steelhead (O. mykiss) from the head of Lower Granite Reservoir and yearling chinook salmon (O. tshawytscha) from Lower Granite Dam in 1996 spanned the major portion of their juvenile migrations. ...

Development of a strategy for forecasting river ice breakup and jamming on the Saint John River in New Brunswick was described. Methods used to identify ice jam-prone areas by simple temperature-based methods to fairly complex computer models using site specific data, were summarized. Recent technological advances in developing forecasts, including the NWRI probe for remotely measuring ice jam thickness, the RIVJAM model for determining stages upstream of an ice jam, and computational procedures for estimating the thrust exerted by ice jams against bridges, were also reviewed. Criteria and recommendations for river ice breakup and ice jamming for the Saint John River were provided. (Abstract only).

More details about the construction of the Terra Nova floating production, storage and offloading (FPSO) vessel are provided. The vessel was built in the Daewoo shipyard in South Korea, and is now undergoing final fitting at Bull Arm, near St. John's, Newfoundland. When complete, the vessel will operate 350 km offshore, southeast of St. John's. It is 291 metres long and 45.5 metres wide and has a capacity of 960,000 barrels of oil. Although the FPSO will hold less than half of the last giant supertanker which sailed for Irving Oil, it has a crew of 81, four times the size of the supertanker, reflecting the technical uniqueness of the vessel and the intense pre-occupation with safety associated with the combination of winds, ice, waves, and shallow water around the Grand Banks. Glabridin, an active constituent of Glycyrrhiza glabra roots, was found to be active against both yeast and filamentous fungi. Glabridin also showed resistance modifying activity against drug resistant mutants of Candida albicans at a minimum inhibitory concentration of 31.25-250 g/mL. Although the compound was reported earlier to be active against Candida albicans, but this is the first report of its activity against drug resistant mutants. Abstract In this paper we propose a smooth transition tree model for both the conditional mean and variance of the short-term interest rate process. The estimation of such models is addressed and the asymptotic properties of the quasi-maximum likelihood estimator are derived. Model specification is also discussed. When the model is applied to the US short-term interest rate we find: (1) leading indicators for inflation and real activity are the most relevant predictors in characterizing the multiple regimes' structure; (2) the optimal model has three limiting regimes. Moreover, we provide empirical evidence of the power of the model in forecasting the first two conditional moments when it is used in connection with bootstrap aggregation (bagging). This article describes a methodology that implements a Markov decision process (MDP) optimization technique in a real time fed-batch experiment. Biological systems can be better modeled under the stochastic framework and MDP is shown to be a suitable technique for their optimization. A nonlinear input/output model is used to calculate the probability transitions. All elements of the MDP are identified according to physical parameters. Finally, this study compares the results obtained when optimizing ethanol production using the infinite horizon problem, with total expected discount policy, to previous experimental results aimed at optimizing ethanol production using a recombinant Escherichia coli fed-batch cultivation. This book is based on a new method published in U.S. Geological Survey Circular 994 and is the second assessment made in accordance with the 1984 Memorandum of Understanding between the U.S. Department of the Interior and the U.S. Department of Energy. The first estimate was published as U.S. Geological Survey Open-File Report 80-2. The endowment estimates are reported for 26 areas in the following 1{degrees} {times} 2{degrees} guadrangles: Grand Canyon, Marble Canyon, Williams, Flagstaff, Prescott, Holbrook, and St. Johns, Ariz., and Cedar City, Utah. The total uranium endowment is about eight times larger than reported in 1980 by the Department of Energy. The Grand Canyon region has the potential of becoming the second most important domestic uranium producer after the most production San Juan Basin uranium region in New Mexico.

This publication presents seven national case studies from a coordinated research project on Indicators for Sustainable Energy Development conducted during the 2002-2005 time period. The project was led by the International Atomic Energy Agency (IAEA) in cooperation with the United Nations Department of Economic and Social Affairs (UNDESA). The case studies were developed by research organizations from Brazil, Cuba, Lithuania, Mexico, Russia, Slovakia and Thailand. This publication is being issued just prior to the 15th session of the United Nations Commission on Sustainable Development for which energy for sustainable development is a major theme. We explore the impact of obliquity variations on planetary habitability in hypothetical systems with high mutual inclination. For the hypothetical systems, we restrict our exploration to systems consisting of a solar-mass star, an Earth-mass planet at 1 AU, and 1 or 2 giant planets. We verify that these systems are stable for 108 years with N-body simulations. We then calculate the obliquity variations induced by the orbital architecture on the Earth-mass planets. We find that in some cases the spin axes can rotate through 360 degrees in as little as 10,000 years (John is that right? Next, we run energy balance models (EBM) on the terrestrial planets to assess surface temperature and ice coverage on the planets' oceans. Elements of the environmental effects monitoring program in the Terra Nova oil field, about 350 km east-southeast of St. John's, Newfoundland, are described. This oilfield is being developed using a floating production storage and offloading (FPSO) facility. A total of 24 wells are expected to be drilled through seven subsea templates located in four glory holes to protect them from icebergs. Subsea installations will be linked to the FPSO by trenched flowlines connected to flexible risers. The FPSO will offload to shuttle tankers. First oil is expected in 2001. The environmental effects monitoring program will be conducted annually for the first two years beginning in 2000. Subsequent scheduling will be determined after a review of monitoring data collected during the first three years. Argonne National Laboratory (ANL) is implementing waste minimization and pollution prevention activities into its conduct of decontamination and decommissioning (D&D) projects. Many of these activities are rather straight forward and simple approaches, yet they are often overlooked and not implemented as often as they should or could be. Specific activities involving recycling and reuse of materials and structures, which have proven useful in lowering decommissioning and disposal costs on D&D projects at ANL are presented.

The National Radiological Protection Board is to carry out a survey of doses received by patients from the diagnostic use of X-rays, beginning in June 1977, and carried out at over 100 National Health Service hospitals. Details are given of the reasons for carrying out the survey and the survey objectives. The survey working methods are discussed, together with methods of calculation of the genetically significant dose. The report gives results of a project conducted to create a file containing comprehensive data on all electric utilities in the US. The National Acid Precipitation Assessment Program's (NAPAP's) emissions inventory activities focus on the estimation of emissions from pollutants that contribute to acid deposition. Electric utilities, which emit a large share of total acid deposition precursor emissions, are important for modeling analyses. Data reported by states to the National Emissions Data System (NEDS) for the 1985 NAPAP Emissions Inventory and data reported to the U.S. Department of Energy (DOE) on EIA Form 759, EIA Form 767, FERC Form 423, and the Integrated Data Base System (IDBS) were matched and combined. The resulting 1985 National Utility Reference File (NURF) contains detailed unit level data for nearly 10,000 electricity generating plants.

The White Rose Oil Project, located in the Jeanne d'Arc Basin 350 km east of St. John's, is reported to continue paying benefits for the oil and gas industry in eastern Canada. The operator, Husky Energy, is said to be on target and expects first oil from the project in late 2005 or early 2006. Peak production for the White Rose Field is projected at 100,000 bbl/d. The project has a total capital cost of $2.35 billion. The first phase of the project, comprised of four wells, including an oil producer, was completed in July. The estimated productive capacity of this well is between 25,000 and 35,000 bbl/d. Lack of access to basic education leads to diminished individual and national capabilities, therewith furthering cycles of poverty. An equitable education system meeting basic learning needs represents not only a human right, but also a means for reducing poverty, promoting productivity, and sustaining development. The Government of China--the most populous developing nation, the majority of whose citizens live in rural areas--has been committed to universalizing nine-year compulsory education among school-aged children and eliminating illiteracy among youths and adults aged 15-45. This study examines lessons learned from China's efforts in these areas. It also reports on current challenges and trends in a new national initiative for achieving high-quality universal basic education by the year 2007.

This document is intended to provide an overview of the workshop entitled 'The Coming Nuclear Renaissance for the Next Generation Safeguards Experts-Maximizing Benefits While Minimizing Proliferation Risks', conducted at Oak Ridge National Laboratory (ORNL) in partnership with the Y-12 National Security Complex (Y-12) and the Savannah River National Laboratory (SRNL). The Universal Basic education (UBE) Programme could not have been introduced at a better time than now that the nation is in dire need of all round national Development. The major objective of the UBE programme is to provide free, universal and compulsory basic education for every Nigerian child aged 6-15 years. However, for the Universal Basic Education programme to be truly free and universal, efforts must be made to check those factors that are known to have hindered the success of such programmes in the past. This paper specifically considered the implementation of Universal Basic Education (UBE) so far--its success and problems. Relevant recommendations are therefore proffered. (Contains 1 table.)

As radiation detection in the interest of national security becomes increasingly commonplace, inevitable questions arise concerning the interpretation of data from handheld radioisotope identifiers (RIIDs). Field elements typically require fast answers to provide an effective defense and to minimize the impact on legitimate movement of people and goods. To support this need, on-call experts at Sandia, Los Alamos, and Lawrence Livermore national laboratories cooperate in resolving radiation alarms rapidly and accurately. We present an overview, describe the work in progress to improve capabilities, and report on some of the lessons learned.

The main responsibilities of the NNSD are conducted via five main division are, nuclear codes and standards, Nuclear Safety assessment, Authorization, Inspection and Enforcement and Technical Support. In this paper, the functions and responsibilities of TSD in enhancing nuclear safety are described. Examples of main tasks to support the Nuclear Safety assessment division regarding to technical calculations and research of safety issues in licensing documents are provided. (author)

The Idaho National Engineering Laboratory (INEL) has been conducting geothermal reservoir research and testing sponsored by the US Department of Energy (DOE) since 1983. The INEL research program is primarily aimed at the development of reservoir engineering techniques for fractured geothermal reservoirs. Numerical methods have been developed which allow the simulation of fluid flow and heat transfer in complex fractured reservoirs. Sensitivity studies have illustrated the importance of incorporating the influence of fractures in reservoir simulations. Related efforts include fracture characterization, geochemical reaction kinetics and field testing.
