Development of a strategy for forecasting river ice breakup and jamming on the Saint John River in New Brunswick was described. Methods used to identify ice jam-prone areas by simple temperature-based methods to fairly complex computer models using site specific data, were summarized. Recent technological advances in developing forecasts, including the NWRI probe for remotely measuring ice jam thickness, the RIVJAM model for determining stages upstream of an ice jam, and computational procedures for estimating the thrust exerted by ice jams against bridges, were also reviewed. Criteria and recommendations for river ice breakup and ice jamming for the Saint John River were provided. (Abstract only).

Site measurements were collected at Mount John University Observatory in 2005 and 2007 using a purpose-built scintillation detection and ranging system. $C_n^2(h)$ profiling indicates a weak layer located at 12 - 14 km above sea level and strong low altitude turbulence extending up to 5 km. During calm weather conditions, an additional layer was detected at 6 - 8 km above sea level. $V(h)$ profiling suggests that tropopause layer velocities are nominally 12 - 30 m/s, and near-ground velocities range between 2 -- 20 m/s, dependent on weather. Little seasonal variation was detected in either $C_n^2(h)$ and $V(h)$ profiles. The average coherence length, $r_0$, was found to be $7 \\pm 1$ cm for the full profile at a wavelength of 589 nm. The average isoplanatic angle, $\\theta_0$, was $1.0 \\pm 0.1$ arcsec. The mean turbulence altitude, $\\bar{h_0}$, was found to be $2.0\\pm0.7$ km above sea level. Abstract First results showing the viability of combining laser chemical processing (LCP) and aerosol jet printing (AJP) technologies to produce a high-efficiency front side for silicon solar cells are presented. LCP simultaneously opens the anti-reflection coating (ARC) and highly dopes the underlying silicon to create a selective emitter, while AJP is the first in a two-step fine-line contact formation procedure. The electrical properties as well as the morphology of the resulting structures are presented. Performance similar to that achieved with evaporated TiPdAg metallization is demonstrated. In 1992, the Federal Energy Regulatory Commission (FERC) began using a Flow Duration Analysis (FDA) methodology to assess headwater benefits in river basins where use of the Headwater Benefits Energy Gains (HWBEG) model may not result in significant improvements in modeling accuracy. The purpose of this study is to validate the accuracy and appropriateness of the FDA method for determining energy gains in less complex basins. This report presents the results of Oak Ridge National Laboratory`s (ORNL`s) validation of the FDA method. The validation is based on a comparison of energy gains using the FDA method with energy gains calculated using the MWBEG model. Comparisons of energy gains are made on a daily and monthly basis for a complex river basin (the Alabama River Basin) and a basin that is considered relatively simple hydrologically (the Stanislaus River Basin). Abstract Flame retardants (FRs) are used for in protection against fire. Organic inorganic hybrids could become one of the most promising FR solution in the future. In this paper, the synthesis, the characterization and the use as FRs and filler of grafted titania and alumina with 2 chloroethylphosphonic acid are presented. These hybrids contain 3.8 3.24% P and have good flame retardance when they are incorporated into unsaturated polyester resins. Alumina treated with 2 chloroethylphosphonic acid performed better than titania. The advantage of this approach is the use of these hybrid materials as filler and FR, in the same time, and the increase in flame retardancy by synergistic effect between alumina phosphorus and chlorine, for unsaturated polyester resins. This article describes a methodology that implements a Markov decision process (MDP) optimization technique in a real time fed-batch experiment. Biological systems can be better modeled under the stochastic framework and MDP is shown to be a suitable technique for their optimization. A nonlinear input/output model is used to calculate the probability transitions. All elements of the MDP are identified according to physical parameters. Finally, this study compares the results obtained when optimizing ethanol production using the infinite horizon problem, with total expected discount policy, to previous experimental results aimed at optimizing ethanol production using a recombinant Escherichia coli fed-batch cultivation. Test Area North (TAN) was a site of the Aircraft Nuclear Propulsion (ANP) Project of the U.S. Air Force and the Atomic Energy Commission. Its Cold War mission was to develop a turbojet bomber propelled by nuclear power. The project was part of an arms race. Test activities took place in five areas at TAN. The Assembly & Maintenance area was a shop and hot cell complex. Nuclear tests ran at the Initial Engine Test area. Low-power test reactors operated at a third cluster. The fourth area was for Administration. A Flight Engine Test facility (hangar) was built to house the anticipated nuclear-powered aircraft. Experiments between 1955-1961 proved that a nuclear reactor could power a jet engine, but President John F. Kennedy canceled the project in March 1961. We explore the impact of obliquity variations on planetary habitability in hypothetical systems with high mutual inclination. For the hypothetical systems, we restrict our exploration to systems consisting of a solar-mass star, an Earth-mass planet at 1 AU, and 1 or 2 giant planets. We verify that these systems are stable for 108 years with N-body simulations. We then calculate the obliquity variations induced by the orbital architecture on the Earth-mass planets. We find that in some cases the spin axes can rotate through 360 degrees in as little as 10,000 years (John is that right? Can you look through the systems and find the most extreme case of obliquity variation?) Next, we run energy balance models (EBM) on the terrestrial planets to assess surface temperature and ice coverage on the planets' oceans. Elements of the environmental effects monitoring program in the Terra Nova oil field, about 350 km east-southeast of St. John's, Newfoundland, are described. This oilfield is being developed using a floating production storage and offloading (FPSO) facility. A total of 24 wells are expected to be drilled through seven subsea templates located in four glory holes to protect them from icebergs. Subsea installations will be linked to the FPSO by trenched flowlines connected to flexible risers. The FPSO will offload to shuttle tankers. First oil is expected in 2001. The environmental effects monitoring program will be conducted annually for the first two years beginning in 2000. Subsequent scheduling will be determined after a review of monitoring data collected during the first three years. The environmental problem of ground level ozone is discussed, and the Canadian strategy for dealing with it is explained. Ozone in the troposphere can cause serious health problems in susceptible persons, and is estimated to cause up to $70 million in crop damage per year. The Canadian Council of Ministers of the Environment (CCME) Plan calls for less than 82 ppB by volume of ozone in any one-hour period in all areas of Canada by 2005. Three areas of Canada regularly exceed this value: the Lower Frazer valley in British Columbia, Saint John in New Brunswick, and the Windsor-Quebec corridor along the lower Great Lakes and the St. Lawrence River. Ozone is formed by a photochemical reaction of ammonia gases, nitrogen oxides, hydrogen sulfide or sulfur dioxide. First oil is expected by the end of 2005. The South Avalon Pool was discovered in 1988 and is estimated to contain approximately 200-250 million barrels of oil. Husky Oil and Petro-Canada filed a development application with the Canada-Newfoundland Offshore Petroleum Board in January 2001. Approval of the $2.35 billion project was received in December 2001. The development plan is based on a newly-built floating production, storage and offloading (FPSO) vessel. The White Rose Oil Project, located in the Jeanne d'Arc Basin 350 km east of St. John's, is reported to continue paying benefits for the oil and gas industry in eastern Canada. The operator, Husky Energy, is said to be on target and expects first oil from the project in late 2005 or early 2006. Peak production for the White Rose Field is projected at 100,000 bbl/d. The project has a total capital cost of $2.35 billion. The first phase of the project, comprised of four wells, including an oil producer, was completed in July. The state of exploration in the Terra Nova field offshore Newfoundland, and the progress in constructing the floating production, storage and offloading (FPSO) at Bull Arm, the assembly site west of St. John's for the Terra Nova vessel, are described. Comparisons are made between the excitement created by the first production well at Leduc in Western Canada in 1947, and the offshore developments currently underway and accelerating offshore Newfoundland. It is estimated that exploration and development offshore had barely touched the surface, with only 160 wells of all types drilled to date, of which 48 exploration wells have uncovered 1.7 billion barrels of oil.
