The operation was originally a 1267 acre underground mine in the Coalburg seam. Underground mining commenced in 2000 until the end of 2003 with more than two million tons of coal being produced. Development of a strategy for forecasting river ice breakup and jamming on the Saint John River in New Brunswick was described. Methods used to identify ice jam-prone areas by simple temperature-based methods to fairly complex computer models using site specific data, were summarized. Recent technological advances in developing forecasts, including the NWRI probe for remotely measuring ice jam thickness, the RIVJAM model for determining stages upstream of an ice jam, and computational procedures for estimating the thrust exerted by ice jams against bridges, were also reviewed. Criteria and recommendations for river ice breakup and ice jamming for the Saint John River were provided. (Abstract only).

This article provides a reconsideration of the intellectual altercation between John Dewey and Lewis Mumford in the 1920s, and a sketch of some educational implications that follow this reconsideration. Although past scholarship has tended to focus on ways in which the altercation obscured similarities in their thought, we consider whether important differences were also obscured, particularly regarding their outlook on science and technology, their potential place in society, and their ideas about the best means to positive social change. To keep up with the speeds of modern production lines, most machine vision applications require very powerful computers (often parallel-processing machines), which process millions of points of data in real time. The human brain performs approximately 100 billion logical floating-point operations each second. That is 400 times the speed of a Cray-1 supercomputer. The right software must be developed for parallel-processing computers. The NSF has awarded Rensselaer Polytechnic Institute (Troy, N.Y.) a $2 million grant for parallel- and image-processing software research. Over the last 15 years, Rensselaer has been conducting image-processing research, including work with high-definition TV (HDTV) and image coding and understanding. More details about the construction of the Terra Nova floating production, storage and offloading (FPSO) vessel are provided. The vessel was built in the Daewoo shipyard in South Korea, and is now undergoing final fitting at Bull Arm, near St. John's, Newfoundland. When complete, the vessel will operate 350 km offshore, southeast of St. John's. It is 291 metres long and 45.5 metres wide and has a capacity of 960,000 barrels of oil. Although the FPSO will hold less than half of the last giant supertanker which sailed for Irving Oil, it has a crew of 81, four times the size of the supertanker, reflecting the technical uniqueness of the vessel and the intense pre-occupation with safety associated with the combination of winds, ice, waves, and shallow water around the Grand Banks. The LHC is designed to provide proton beams of 7 TeV and nominal luminosity of 10**34 cm**-2s**-1. This objective is achieved at an affordable cost by pushing all major collider components to the limits of technology, by upgrading the existing CERN accelerators and infrastructure, and by involving the technical expertise, resources and dedication of accelerator laboratories world-wide. Following a decade of intensive R&D and technical validation of major collider systems, the LHC construction is now fully underway. Major industrial contracts have been awarded and are in execution for the procurement of the magnet, cryogenics and other systems. In this report, the status of the design and construction of the major LHC systems is presented.

The Asejire dam at Ibadan, Nigeria was constructed in the late sixties for the purpose of providing water for the city of Ibadan (presently about 4,5 million inhabitants). It is located on the Oshun river approximately fifteen miles from the city. In 1982 cracks were observed on the wing walls and although these continued to develop, no attempt was made at that time to investigate their causes and no repair was carried out. In 1989 the SGI ENGINEERING Group of Geneva, Switzerland was appointed as the consultant for the complete refurbishment of the Asejire water scheme. The consortium Degremont-Poat-Clemessy was awarded the contract for the project. The African Development Bank and the Nigerian Government have provided the loan to finance the project.

Abstract First results showing the viability of combining laser chemical processing (LCP) and aerosol jet printing (AJP) technologies to produce a high-efficiency front side for silicon solar cells are presented. LCP simultaneously opens the anti-reflection coating (ARC) and highly dopes the underlying silicon to create a selective emitter, while AJP is the first in a two-step fine-line contact formation procedure. The electrical properties as well as the morphology of the resulting structures are presented. Performance similar to that achieved with evaporated TiPdAg metallization is demonstrated. The University of Maryland at Baltimore was awarded a grant from the Department of Energy to test a specially modified incinerator to burn biomedical radioactive waste. In preparation for the incinerator, the Radiation Safety Office devised a comprehensive plan for its safe and effective use. The incinerator plan includes a discussion of regulations regarding on-site incineration of radioactive waste, plans for optimum use in burning four principal waste forms, controlled air incineration technology, and standard health physics safety practices; a use plan, including waste categorization and segregation, processing, and ash disposition; safety procedures, including personnel and area monitoring; and methods to evaluate the incinerator's effectiveness by estimating its volume reduction factors, mass and activity balances, and by determining the cost effectiveness of incineration versus commercial shallow land burial.

The funding for a coal-liquefaction demonstration plant near Morgantown, W.Va., appears more certain since Japan has committed $175 million toward the project. West Germany has already signed a memorandum of understanding to contribute 25% of the expected $700 million cost. West Virginia Governor J. Rockefeller has said that he feels sure the Carter Administration will approve the project since half the money is assured. The solvent-refined-coal (SRC) demonstration program began in July 1978 with the award of two separate multiphased contracts for development of a solid process, SRC-I, and a liquid process, SRC-II. The US Department of Energy is expected to choose one of the projects for detailed design and construction by the end of fiscal 1979.

The U.S. Department of Energy has awarded contracts to Pittsburg and Midway Coal Mining Co. and to Southern Company to design plants for the conversion of 6000 tons/day of coal by two variations of the Solvent Refined Coal (SRC) process The Federal research effort is focused on direct liquefaction by hydrogen addition, including the SRC process; the Exxon Donor Solvent (EDS) process, for which Exxon Corp. plans to scale up technology to a 250 ton/day pilot plant; and Hydrocarbon Research Inc.'s H-Coal process, for which a 2000 bbl/day pilot plant is under construction. The roles of other companies in the coal liquefaction research are also discussed.

Abstract In this paper we propose a smooth transition tree model for both the conditional mean and variance of the short-term interest rate process. The estimation of such models is addressed and the asymptotic properties of the quasi-maximum likelihood estimator are derived. Model specification is also discussed. When the model is applied to the US short-term interest rate we find: (1) leading indicators for inflation and real activity are the most relevant predictors in characterizing the multiple regimes' structure; (2) the optimal model has three limiting regimes. Moreover, we provide empirical evidence of the power of the model in forecasting the first two conditional moments when it is used in connection with bootstrap aggregation (bagging). The field of digital libraries (DLs) coalesced in 1994: the first digital library conferences were held that year, awareness of the World Wide Web was accelerating, and the National Science Foundation awarded $24 Million (U.S.) for the Digital Library Initiative (DLI). In this paper we examine the state of the DL domain after a decade of activity by applying social network analysis to the co-authorship network of the past ACM, IEEE, and joint ACM/IEEE digital library conferences. We base our analysis on a common binary undirectional network model to represent the co-authorship network, and from it we extract several established network measures. We also introduce a weighted directional network model to represent the co-authorship network, for which we define $AuthorRank$ as an indicator of the impact of an individual author in the network. Test Area North (TAN) was a site of the Aircraft Nuclear Propulsion (ANP) Project of the U.S. Air Force and the Atomic Energy Commission. Its Cold War mission was to develop a turbojet bomber propelled by nuclear power. The project was part of an arms race. Test activities took place in five areas at TAN. The Assembly & Maintenance area was a shop and hot cell complex. Nuclear tests ran at the Initial Engine Test area. Low-power test reactors operated at a third cluster. The fourth area was for Administration. A Flight Engine Test facility (hangar) was built to house the anticipated nuclear-powered aircraft. We explore the impact of obliquity variations on planetary habitability in hypothetical systems with high mutual inclination. For the hypothetical systems, we restrict our exploration to systems consisting of a solar-mass star, an Earth-mass planet at 1 AU, and 1 or 2 giant planets. We verify that these systems are stable for 108 years with N-body simulations. We then calculate the obliquity variations induced by the orbital architecture on the Earth-mass planets. We find that in some cases the spin axes can rotate through 360 degrees in as little as 10,000 years (John is that right? Can you look through the systems and find the most extreme case of obliquity variation?) Next, we run energy balance models (EBM) on the terrestrial planets to assess surface temperature and ice coverage on the planets' oceans. Elements of the environmental effects monitoring program in the Terra Nova oil field, about 350 km east-southeast of St. John's, Newfoundland, are described. This oilfield is being developed using a floating production storage and offloading (FPSO) facility. A total of 24 wells are expected to be drilled through seven subsea templates located in four glory holes to protect them from icebergs. Subsea installations will be linked to the FPSO by trenched flowlines connected to flexible risers. The FPSO will offload to shuttle tankers. First oil is expected in 2001. The environmental effects monitoring program will be conducted annually for the first two years beginning in 2000. Subsequent scheduling will be determined after a review of monitoring data collected during the first three years. Ozone in the troposphere can cause serious health problems in susceptible persons, and is estimated to cause up to $70 million in crop damage per year. The Canadian Council of Ministers of the Environment (CCME) Plan calls for less than 82 ppB by volume of ozone in any one-hour period in all areas of Canada by 2005. Three areas of Canada regularly exceed this value: the Lower Frazer valley in British Columbia, Saint John in New Brunswick, and the Windsor-Quebec corridor along the lower Great Lakes and the St. Lawrence River. Ozone is formed by a photochemical reaction of ammonia gases, nitrogen oxides, hydrogen sulfide or sulfur dioxide. First oil is expected by the end of 2005. The South Avalon Pool was discovered in 1988 and is estimated to contain approximately 200-250 million barrels of oil. Husky Oil and Petro-Canada filed a development application with the Canada-Newfoundland Offshore Petroleum Board in January 2001. Approval of the $2.35 billion project was received in December 2001. The development plan is based on a newly-built floating production, storage and offloading (FPSO) vessel. Initial development will focus on the South Avalon Pool that has been tested in excess of 5,000 barrels per day. We describe the Hubble Space Telescope (HST) Wide Field Camera 3 (WFC3) Early Release Science (ERS) observations in the GOODS-South field. The new WFC3 ERS data provide calibrated, drizzled mosaics with FHWM=0.07--0.15" in the near-UV (filters F225W, F275W, and F336W) and near-IR (F098W, F125W, and F160W) in typically 2 orbits per filter. Together with the existing HST/ACS GOODS-S mosaics in the BVi'z' filters, the 10-band ERS data cover 40-50 sq. arcmin to AB=26-27.0 mag (10-sigma for point sources). In this poster, we describe the: (1) scientific rationale, data taking and reduction procedures of the WFC3 ERS mosaics; (2) object cataloging and star-galaxy separation techniques used in these 10 different filters; (3) reliability and completeness of the 10-band object catalogs from the ERS mosaics; (4) object counts in 10 different filters from 0.2-1.7 microns to AB=26.0-27.0 mag; and (5) the full-color 10-band ERS images. The White Rose Oil Project, located in the Jeanne d'Arc Basin 350 km east of St. John's, is reported to continue paying benefits for the oil and gas industry in eastern Canada. The operator, Husky Energy, is said to be on target and expects first oil from the project in late 2005 or early 2006. Peak production for the White Rose Field is projected at 100,000 bbl/d. The project has a total capital cost of $2.35 billion. The first phase of the project, comprised of four wells, including an oil producer, was completed in July. The estimated productive capacity of this well is between 25,000 and 35,000 bbl/d. The state of exploration in the Terra Nova field offshore Newfoundland, and the progress in constructing the floating production, storage and offloading (FPSO) at Bull Arm, the assembly site west of St. John's for the Terra Nova vessel, are described. Comparisons are made between the excitement created by the first production well at Leduc in Western Canada in 1947, and the offshore developments currently underway and accelerating offshore Newfoundland. It is estimated that exploration and development offshore had barely touched the surface, with only 160 wells of all types drilled to date, of which 48 exploration wells have uncovered 1.7 billion barrels of oil. The area is practically unexplored; the source rock is there, and the current estimate is that there are a number of basins in the offshore area that are several times the size of the Jeanne d'Arc Basin, where the Hibernia field is currently producing about 135,000 barrels of oil per day. ...

This report summarizes the results and activities funded by this three-year award. The principal goal of this project was to determine the thermal conductivity in clusters of galaxies. Intracluster plasmas possess chaotic magnetic fields. Since charged particles are constrained to move primarily along magnetic field lines, the topology of intracluster magnetic fields slows particle diffusion relative to the non-magnetized case, thereby reducing the thermal conductivity. Our first approach to this problem was to employ the static-magnetic-field approximation. In reality, intracluster magnetic field lines are constantly moving, since they are advected by turbulent intracluster motions. The turbulent velocities, however, are much smaller than the rapid speeds of thermal electrons, which make the dominant contribution to the thermal conductivity.
