In this paper we consider the general, no-wait and no-idle permutation flowshop scheduling problem with deteriorating jobs, i.e., jobs whose processing times are increasing functions of their starting times. We assume a linear deterioration function with identical increasing rates for all the jobs and there are some dominating relationships between the machines. We show that the problems to minimize the makespan and the total completion time remain polynomially solvable when deterioration is considered, although these problems are more complicated than their classical counterparts without deterioration.

The Georges Bank, off southwestern Nova Scotia, is one of the most biologically productive continental shelf ecosystems in the world. It supports a wide diversity of species, including many seabirds. In 1988, federal and provincial legislation placed a moratorium on petroleum exploration and drilling on the Georges Bank, directing the ministers of Natural Resources Canada, and of the Nova Scotia Department of Natural Resources to make a decision regarding the moratorium by January 1, 2000. This report by the Ecology Action Centre (EAC) asks the Georges Bank Review Panel to recommend extending the moratorium on Georges Bank and adjacent areas until 2012, in part to match the American moratorium. Other reasons why the panel made this recommendation were explored. External inefficiency in education--inequity between the characteristics of graduates and the job market--is a problem in Indonesia and many other countries. Job markets at the junior secondary level are very tight in Indonesia with low levels of unemployment at all ages, short job-search times, and high real rates of return. Unemployment, however, among the senior secondary vocational and senior secondary general school graduates is high, even though the real rates of return are also high. The same is true for college and university graduates. Rates decrease, however, as years pass after graduation. There are several reasons for this external inefficiency: underinvestment in secondary education, increased use of market signals for planning and annual budgeting decisions, excess"social demand" for higher education and insufficient resource recovery, inaccurate selection criteria, and inadequate educational financing ...

Decision making about possible investment options for energy supply technology is usually based on economic criteria reflecting primarily the unit cost of energy and the return on capital invested. This study attempts to reverse the process. The chosen starting point is a UK investment programme geared towards reliance on conservation, renewable energy systems and the more efficient use of our remaining fossil fuels (through combined heat and power and district heating systems). The number and type of jobs likely to be created is then estimated and compared with the jobs likely to be created by the currently proposed nuclear power programme. (author).

The latest figures published by the Science and Engineering Indicators report reveals that in 2003, 33% of faculty in science and engineering departments at research universities were foreign-born, a number that has more than doubled in thirty years. Foreign-born faculty members comprise an important part of the scientific enterprise that has been understudied. The purpose of this study is to examine the job satisfaction patterns of scientists and engineers by status of birth using a very large and comprehensive National Science Foundation (NSF) dataset, the Survey of Doctoral Recipients (SDR). The results of the study indicate that foreign-born scientists and engineers are less satisfied in several areas of their work life as compared to their US-born peers.

Data from a detailed evaluation of environment conditions in three U.S. Army field stations are presented. Three field stations were evaluated: Kunia, Augsburg, and Berlin. Results from a questionnaire administered to over 600 people at all sites in three job types (operator, analyst, and administrative/other) are given which indicate major concerns with conditions such as temperature, lighting, space, furniture, equipment functioning, and general environmental quality. Physical data obtained from measurements of over 270 work stations indicated the presence of cold temperatures, low light levels, reduced VDT screen contrast, glare, and distracting noises. The report provides the basic data that support the concerns expressed by Headquarters; namely, that field-station personnel perform their jobs under conditions likely to impair their effectiveness. Suggestions for improving conditions are given in a companion report by Rubin and Collins.

The primary objectives of this study were to test two utility analysis models, the Cascio-Ramos Estimate of Performance in Dollars (CREPID) model and Godkewitsch financial utility analysis model and to determine their appropriateness as tools for evaluating training. This study was conducted in conjunction with Philadelphia Electric Company's Nuclear Training Group. Job performance of nuclear maintenance workers was assessed to document the impact of the training program. Assessment of job performance covered six job performance themes. Additionally, front-line nuclear maintenance supervisors were interviewed to determine their perceptions of the nuclear maintenance training. A comparison of supervisor's perceptions and outcomes of the utility analysis models was made to determine the appropriateness of utility analysis as quantitative tools for evaluating the nuclear maintenance training program. ...

The finite element method and dimensional analysis have been applied in the present paper to study a hydraulic impact, which is utilized in a non-explosive rock breaking technology in mining industry. The impact process of a high speed piston on liquid water, previously introduced in a borehole drilled in rock, is numerically simulated. The research is focused on the influences of all the parameters involved in the technology on the largest principal stress in the rock, which is considered as one of the key factors to break the rock. Our detailed parametric investigation reveals that the variation of the isotropic rock material properties, especially its density, has no significant influence on the largest principal stress. The influences of the depth of the hole and the depth of the water column are also very small. The goal of this paper is to explore how compliance with the Clean Air Act Amendments of 1990 (CAAA), especially Title IV and emission trading under it, will affect the current relationship between state and federal regulation. It is difficult, with the limited experience we have had under Title IV, to be definitive about or to be a very strong advocate of too many policy positions. What may be most helpful at this point is to identify where the difficult issues in state/federal relations might arise; and then to explore ways in which tensions might be either avoided or resolved. One anticipated conclusion is that a traditional regulatory mindset could be very destructive if applied to this new area of oversight without due sensitivity to what Congress is trying to achieve in Title IV. The most important aim of the title program is to investigate the possibility to convert long-lived actinides and mobile fission products in short-lived and stable isotopes by means of nuclear transmutation and recycling. First, an overview is given of the present situation regarding fission material waste, the origin of such waste in light water reactors and the options for interim and ultimate storage. Next, attention is paid to the aim of the the RAS program, the working method and the results so far of national and international research on the transmutation of actinides and fission products. Speculative expectations for the future are briefly outlined. Los Alamos National Laboratory (the Laboratory) is subject to emissions reporting requirements for regulated air contaminants under Title 20 of the New Mexico Administrative Code, Chapter 2, Part 73 (20 NMAC 2.73), Notice of Intent and Emissions Inventory Requirements. The Laboratory has the potential to emit 100 tons per year of suspended particulate matter, nitrogen oxides, carbon monoxide, sulfur oxides, and volatile organic compounds. For 1998, combustion products from the industrial sources contributed the greatest amount of criteria air pollutants from the Laboratory. Research and development activities contributed the greatest amount of volatile organic compounds. Emissions of beryllium and aluminum were reported for activities permitted under 20 NMAC 2.72 Construction Permits.

Rapid growth in implant applications in the fabrication of semiconductors has encouraged a dramatic increase in the range of energies, beam currents and ion species used. The challenges of a wider energy range, higher beam currents, continued reduction in contamination, improved angle integrity and larger substrates have motivated the development of many innovations. Advanced processes in submicron device production uses up to twenty implantation steps. Thus the outstanding growth of this industry has led to the evolution of a thriving business of hundreds of implantation equipment systems each year with very specific requirements. The present paper reviews the principal process requirements which resulted in the evolution of the equipment technology, and describes the recent trends in the ion implanter technology all three principal categories: high current, medium current and high energy. Principal Component Analysis (PCA) is an important tool of dimension reduction especially when the dimension (or the number of variables) is very high. Asymptotic studies where the sample size is fixed, and the dimension grows [i.e., High Dimension, Low Sample Size (HDLSS)] are becoming increasingly relevant. We investigate the asymptotic behavior of the Principal Component (PC) directions. HDLSS asymptotics are used to study consistency, strong inconsistency and subspace consistency. We show that if the first few eigenvalues of a population covariance matrix are large enough compared to the others, then the corresponding estimated PC directions are consistent or converge to the appropriate subspace (subspace consistency) and most other PC directions are strongly inconsistent. To quantify the opportunities for natural gas and identify technological advances needed to capture such opportunities, the mineral-wool industry was analyzed with respect to the principal companies, their capabilities, and markets. The mineral-wool industry is stable with a slightly declining market. Of its market segments, only commercial acoustic insulation (which is currently dominant) is likely to be affected by growth in the next ten years. The principal process is based on treatment of blast-furnace slags in a cupola furnace using coke as the fuel and reducing agent. Expanded use of gas, as a substitute for coke, would eliminate environmental problems and expand the latitude of suitable raw materials. The study provides insights into the mineral-wool industry and identifies factors that may constitute bases for future usage of natural gas.

There is a clear incentive, therefore, for early consideration of the measures required to meet noise and vibration standards. The platform or rig owner and the operator are jointly responsible for agreeing a noise and vibration control policy and approach at the conceptual design stage, and for then passing on their requirements to the engineering design teams. The engineering design teams and acoustic and vibration specialists for their part need to use all their skill and judgement to apply that policy to the intensely complex job of designing and fabricating topsides facilities. With these concerns as background, UEG started, and has nearly completed, a two-phase study to provide detailed guidance to project managers and designers to assist them to develop appropriate policy and procedures and to help them put those procedures into practice. The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose version of the IMPLAN input-output model called ImBuild II is used in this study of all 21 Building Technologies Program subprograms in the EERE final FY 2005 budget request to the Office of Management and Budget on February 2, 2004. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2030. Energy savings and investments from these subprograms have the potential of creating a total of 396,000 jobs and about $5.6 billion in earned income (2003$) by the year 2030.

A pipeless batch plant is a batch processing production system using mobile vessels. The plant performances depend on both hardware of equipment and software of operation. So the plant includes many design factors such as number of vessels, stations and AGVS, layout of stations, vessel moving rules, job scheduling and so on. In this paper, the characteristics of pipeless batch plant design are considered to handle the problem by the systems engineering approach. Then, a practical design method known as design-by-analysis is applied to solve such a complex design problem. Based on this concept, a design support system composed of modeling, simulation and evaluation subsystems is developed. This system enables rational decision making through performance evaluation for proposed design of a pipeless batch plant. This analysis of the June 8, 1976 California Nuclear Initiative was prepared by the Pacific Gas and Electric Co. The defeat of Proposition 15 in the California election was successful for several reasons. A record 70 percent of the voters in California went to the polls and 97 percent of those voted on the nuclear issue with the results showing defeat by two-to-one. Apparently, the voters perceived the Nuclear Initiative as being too drastic. The campaign for defeat of the initiative stressed the consequences of closing down existing plants and closing off the nuclear option in California, namely: higher costs, job losses, and less-desirable alternatives. The campaign waged for the Initiative seems to have suffered from weak management and lack of consistent messages.

Laser flash photolysis studies of tetraphenyl-p-dioxin have led to the characterization of its triplet state. The T-T absorption spectra shows maxima at 350 and 545 nm; the triplet has a lifetime of 535 ns in methanol and can be quenched by di-tert-butyl nitroxide, paraquat dications, oxygen, and di-tert-butyl selenoketone. The interaction of the triplet with oxygen leads to the formation of singlet oxygen which in turn reacts with the title compound to yield benzil.

An original method is proposed for ensuring time-invariant (stationary) interior ballistic parameters in the postprojectile space of a gun barrel. Stationarity of the parameters is achieved by investing the solid-propellant charge with highly original structures that produce the required pressure condition and linear growth of the projectile velocity. Simple relations are obtained for calculating the principal characteristics.

The possibilities and problems of PCA in phase separation are shown on Ni, Pd, and Pt silicides. The PCA depth profiles are less influenced by sputter and matrix effects than usual Auger depth profiles. The position of the silicide-Si interface is well defined by the component distribution crossover in PCA profiles. An interface component between Pd and Pt silicides and Si substrate is determined by PCA. (author).

Lifetimes have been measured for a dipole band in {sup 139}Sm using DSAM. The deduced B(M1) and B(E2) values as well as B(M1)/B(E2) ratios are compared with calculations in the framework of the TAC (Tilted Axis Cranking) and SPAC (Shears mechanism with Principal Axis Cranking) models. The dipole band in {sup 139}Sm can be considered as a magnetic rotational band with a prolate or triaxial nuclear deformation. (orig.)

Glossitis, known clinically as "redtongue," was studied in tissues from 34 military working dogs (MWD) in the Republic of Vietnam. This condition was manifested grossly by loss of lingual papillae on the dorsal margins of the rostral third of the tongue. Microscopically, the principal lesions consisted of loss of filiform papillae, hemorrhage and edema in the lamina propria, acanthosis, and cellular infiltration. The cause of glossitis remains unknown at this time. PMID:1137213

The spontaneous evolution from ultracold Rydberg atoms to plasma is investigated in a caesium MOT by using the method of field ionization. The plasma transferred from atoms in different Rydberg states (n=22-32) are obtained experimentally. Dependence of the threshold time of evolving to plasma and the threshold number of initial Rydberg atoms on the principal quantum number of initial Rydberg states is studied. The experimental results are in agreement with hot-cold Rydberg-Rydberg atom collision ionization theory. (authors)

It is shown that the section of the energy surface corresponding to the longitudinal mode by the principal xy-plane for the A-15 compounds will degenerate into four points at the corners of a square at very low temperatures in the cubic phase. When the quasi-shear mode propagating along the (110) direction becomes soft, simultaneously the longitudinal mode will exhibit unusually high phonon focussing. (author).

This report attempts to bring together available information on the coal deposits of Antarctica and discuss factors that would be involved if these deposits were to be explored and mined. Most of the reported principal coal deposits in Antarctica lie generally within the Transantarctic Mountains: the majority are of Permian age and are present in the Victoria Group of the Beacon Supergroup. Several other deposits have been recorded in East Antarctica and in the Antarctic Peninsula, including minor occurrences of Mesozoic and Tertiary coal and carbonaceous shale.

Current difficulties associated with political, economic and technological changes are addressed and goals for future research activities presented.
