Objectors have eight months to study the reports before the public inquiry into the CEGB's proposals due to open in January 1983.

A scant body of literature addresses competencies needed for successful job development. This study aimed to identify competencies needed for this role. In this analysis, we observed employment specialists identified as successful in helping consumers obtain employment perform job development duties. We supplemented observations with interviews. Employment specialists possessed competencies in six domains: time management, advocacy, building partnerships with consumers, working as part of a team, face-to-face communication, and networking. The conceptual framework derived from this study can inform supported employment supervisors and researchers about the competencies that can strengthen supported employment teams.

The non-licensed operator on the job training model presently considered for development and implementation at C.N. Almaraz (CNA) has the primary objective of imparting practical knowledge and skills to the trainee on a per system basis and specific to the job position. This model is somewhat different in scope from the OJT process used in U.S. stations because the learning process is not done on a task per task basis, but rather on the concept of learning collectively all the knowledge and skills required by the specific-system job. This model arose primarily from two thoughts. Decision making about possible investment options for energy supply technology is usually based on economic criteria reflecting primarily the unit cost of energy and the return on capital invested. This study attempts to reverse the process. The chosen starting point is a UK investment programme geared towards reliance on conservation, renewable energy systems and the more efficient use of our remaining fossil fuels (through combined heat and power and district heating systems). The number and type of jobs likely to be created is then estimated and compared with the jobs likely to be created by the currently proposed nuclear power programme. (author).

The latest figures published by the Science and Engineering Indicators report reveals that in 2003, 33% of faculty in science and engineering departments at research universities were foreign-born, a number that has more than doubled in thirty years. Foreign-born faculty members comprise an important part of the scientific enterprise that has been understudied. The purpose of this study is to examine the job satisfaction patterns of scientists and engineers by status of birth using a very large and comprehensive National Science Foundation (NSF) dataset, the Survey of Doctoral Recipients (SDR). The results of the study indicate that foreign-born scientists and engineers are less satisfied in several areas of their work life as compared to their US-born peers.

Data from a detailed evaluation of environment conditions in three U.S. Army field stations are presented. Three field stations were evaluated: Kunia, Augsburg, and Berlin. Results from a questionnaire administered to over 600 people at all sites in three job types (operator, analyst, and administrative/other) are given which indicate major concerns with conditions such as temperature, lighting, space, furniture, equipment functioning, and general environmental quality. Physical data obtained from measurements of over 270 work stations indicated the presence of cold temperatures, low light levels, reduced VDT screen contrast, glare, and distracting noises. The report provides the basic data that support the concerns expressed by Headquarters; namely, that field-station personnel perform their jobs under conditions likely to impair their effectiveness. Suggestions for improving conditions are given in a companion report by Rubin and Collins.

The difficult economic circumstances with which almost the whole world had to contend, brought serious financial crisis in many countries. South Africa also had its own share of serious problems. Despite this situation, Transvaal Consolidated Land and Exploration Company, Limited, showed on increase in earnings of 24 per cent per share. The reason for this lies mainly in two areas. Firstly the company acquired the mining related business of Rand Mines, Limited. Included in the acquisition was a partfolio of shares mainly in the company's associated gold and uranium mining companies and additional shares in its listed coal mining subsidiaries. Secondly, the average gold price realised by producers in rand terms, was considerably higher than in the previous year. Consolidated profit attributable to members increased by 52 per cent to R82,6 million.

The primary objectives of this study were to test two utility analysis models, the Cascio-Ramos Estimate of Performance in Dollars (CREPID) model and Godkewitsch financial utility analysis model and to determine their appropriateness as tools for evaluating training. This study was conducted in conjunction with Philadelphia Electric Company's Nuclear Training Group. Job performance of nuclear maintenance workers was assessed to document the impact of the training program. Assessment of job performance covered six job performance themes. Additionally, front-line nuclear maintenance supervisors were interviewed to determine their perceptions of the nuclear maintenance training. A comparison of supervisor's perceptions and outcomes of the utility analysis models was made to determine the appropriateness of utility analysis as quantitative tools for evaluating the nuclear maintenance training program. ...

The goal of this paper is to explore how compliance with the Clean Air Act Amendments of 1990 (CAAA), especially Title IV and emission trading under it, will affect the current relationship between state and federal regulation. It is difficult, with the limited experience we have had under Title IV, to be definitive about or to be a very strong advocate of too many policy positions. What may be most helpful at this point is to identify where the difficult issues in state/federal relations might arise; and then to explore ways in which tensions might be either avoided or resolved. One anticipated conclusion is that a traditional regulatory mindset could be very destructive if applied to this new area of oversight without due sensitivity to what Congress is trying to achieve in Title IV. The most important aim of the title program is to investigate the possibility to convert long-lived actinides and mobile fission products in short-lived and stable isotopes by means of nuclear transmutation and recycling. First, an overview is given of the present situation regarding fission material waste, the origin of such waste in light water reactors and the options for interim and ultimate storage. Next, attention is paid to the aim of the the RAS program, the working method and the results so far of national and international research on the transmutation of actinides and fission products. Speculative expectations for the future are briefly outlined. Los Alamos National Laboratory (the Laboratory) is subject to emissions reporting requirements for regulated air contaminants under Title 20 of the New Mexico Administrative Code, Chapter 2, Part 73 (20 NMAC 2.73), Notice of Intent and Emissions Inventory Requirements. The Laboratory has the potential to emit 100 tons per year of suspended particulate matter, nitrogen oxides, carbon monoxide, sulfur oxides, and volatile organic compounds. For 1998, combustion products from the industrial sources contributed the greatest amount of criteria air pollutants from the Laboratory. Research and development activities contributed the greatest amount of volatile organic compounds. Emissions of beryllium and aluminum were reported for activities permitted under 20 NMAC 2.72 Construction Permits.

Previous research demonstrates that we tend to derogate individuals who are perceived to be in a social relationship with stigmatized persons. Two experiments examined whether this phenomenon also occurs for individuals seen in the presence of an obese person and whether a social relationship is necessary for stigmatization to spread. The results from both experiments revealed that a male job applicant was rated more negatively when seen with an overweight compared to a normal weight female and that just being in the mere proximity of an overweight woman was enough to trigger stigmatization toward the male applicant. Experiment 2 examined possible moderating effects of the proximity finding. Applicants seated next to heavy (vs. average weight) individuals were denigrated consistently regardless of the perceived depth of the relationship, the participant's anti-fat attitudes or gender, and whether or not positive information was presented concerning the woman. One way to begin a search for an understanding of health effects of radiation is through the development of phenomenological models of the response. Many models have been presented and tested in the slowly evolving process of characterizing cellular response. A range of models covering different endpoints and phenomena has developed in parallel. Many of these models employ similar assumptions about some underlying processes while differing about the nature of others. An attempt is made to organize many of the models into groups with similar features and to compare the consequences of those features with the actual experimental observations. It is assumed that by showing that some assumptions are inconsistent with experimental observations, the job of devising and testing mechanistic models can be simplified. ...

The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose version of the IMPLAN input-output model called ImBuild II is used in this study of 20 subprograms of the Weatherization and Intergovernmental Program contained in the EERE final FY 2005 budget request to the Office of Management and Budget on February 2, 2004. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2030. Energy savings and investments from these subprograms have the potential of creating a total of 228,000 jobs and about $3.1 billion in earned income (2003$) by the year 2030.

Many Department of Energy facilities across the United States are seriously contaminated with radioactive and other hazardous wastes. Decades of focus on weapons production and inadequate attention to long-term solutions for dealing with those wastes have resulted in tremendous problems. The Department of Energy recognizes the seriousness of those problems and is addressing them. In some cases existing management systems are being used to accomplish the new mission of environmental cleanup, and in other cases new systems have been created to help carry out that mission. Widespread criticism of those efforts to data are evidence that the management systems being used may not be appropriate for the job. In particular, it appears that some management systems aren`t producing desired results because they are not well aligned with the people and tasks for whom they are intended, and these issues are discussed in this report.

This paper discusses how specialized techniques for machine condition monitoring can help to eliminate false alarms and undetected faults, leading to a truly cost effective predictive maintenance program. It is vital to base the monitoring system on the parameter which will give the most useful information about potential faults and breakdowns. This parameter is generally agreed to be vibration. While oil debris analysis and variations in temperature, geometry and machine speed can all give advance warning of faults, no other parameter can reveal as wide a range of fault types as vibration. The vibration transducers job is to accurately and faithfully convert the vibration into an electric signal for assessment. If this part of the system is weak, reliability will be badly affected. Data integrity is crucial.

In the project, which BP has been working on since 1989, waste plastic will be depolymerized to chemical feedstocks, via technology variously called feedstock or chemical recycling, polymer cracking, or tertiary recycling. BP's effort is one of the first to emerge from the research and pilot-plant stages that are committed to actual feedstock recycling of mixed polyolefins and other plastics. But it is only one of the many industry efforts under way to cope with the job of dealing with postconsumer plastics.

ScotGrid has undergone a huge expansion in hardware in anticipation of the LHC and now provides more than 4MSI2K and 500TB to the LHC VOs. Scaling up to this level of provision has brought many challenges to the Tier-2 and we show in this paper how we have adopted new methods of organising the centres, from fabric management and monitoring to remote management of sites to management and operational procedures, to meet these challenges. We describe how we have coped with different operational models at the sites, where Glagsow and Durham sites are managed "in house" but resources at Edinburgh are managed as a central university resource. This study investigated alternative lesson design models applicable to instruction for hazardous material emergencies. While the capitalization of externalities into land values is consistent with economic theory, empirical measurement of impacts has not generated consistent results. This is true both for hedonic measurements as well as other types of econometric analyses. Attention deficit disorder (ADHD) is a complex biobehavioral phenotype which affects up to 8% of the general population and often impairs social, academic, and job performance. Its origins are heterogeneous, but a significant genetic component is suggested by family and twin studies. The murine strain, coloboma, displays a spontaneously hyperactive phenotype that is responsive to dextroamphetamine and has been proposed as a genetic model for ADHD. Coloboma is a semi-dominant mutation that is caused by a hemizygous deletion of the SNAP-25 and other genes on mouse chromosome 2q. To test the possibility that the human homolog of the mouse coloboma gene(s) could be responsible for ADHD, we have carried out linkage studies with polymorphic markers in the region syntenic to coloboma (20p11-p12). The White Rose Oil Project, located in the Jeanne d'Arc Basin 350 km east of St. John's, is reported to continue paying benefits for the oil and gas industry in eastern Canada. The operator, Husky Energy, is said to be on target and expects first oil from the project in late 2005 or early 2006. Peak production for the White Rose Field is projected at 100,000 bbl/d. The project has a total capital cost of $2.35 billion. The first phase of the project, comprised of four wells, including an oil producer, was completed in July. The estimated productive capacity of this well is between 25,000 and 35,000 bbl/d. This report covers the progress made on the title project for the project period. Four major areas of inquiry are being pursued. Advanced solid state NMR methods are being developed to assay the distribution of the various important functional groups that determine the reactivity of coals. Special attention is being paid to methods that are compatible with the very high magic angle sample spinning rates needed for operation at the high magnetic field strengths available today. Polarization inversion methods utilizing the difference in heat capacities of small groups of spins are particularly promising. Methods combining proton-proton spin diffusion with [sup 13]C CPMAS readout are being developed to determine the connectivity of functional groups in coals in a high sensitivity relay type of experiment. Additional work is aimed at delineating the role of methyl group rotation in the proton NMR relaxation behavior of coals.

In Haiti, and other semiarid regions of the world, the need for fuelwood and forage is critical. The report summarizes research conducted over a ten year period on developing replicable plantations of leguminous trees in semiarid lands, especially in areas near seawater salinity levels. Research included greenhouse and laboratory work followed by field trials in Haiti and focused on two species: Prosopis and Leucaena. (Acacia is mentioned in the report's title but not in the report itself.) Results were as follows. (1) Greenhouse experiments identified leaf diagnostic criteria indicating mineral nutrient deficiencies in field trees. It also established the importance of micronutrients, especially zinc, in permitting growth in high pH (9.0) soils.

The absorption spectra of an unoriented single crystal of the title compound (1) have been measured at room and at low temperatures. Assuming a similar sequence of crystal field (CF) levels as for the previously analyzed Nd[N(SiMe_3)_2]_3 (2) a truncated CF splitting pattern is derived from the spectra obtained. The parameters of an empirical Hamiltonian are fitted to the energies of 71 levels to give an r.m.s. deviation of 24.2 cm"-"1. The parameters obtained are compared with those of 2 and Nd[N(SiMe_3)_2]_3(CNC_6H_1_1)_2 (3). The observed trends of CF parameters are consistent with the results of simple model calculations in the framework of the angular overlap model. (orig.)

A plutonium gamma-ray analysis system that operates on MS-DOS-based computers has been developed for the International Atomic Energy Agency (IAEA) to perform in-field analysis of plutonium gamma-ray spectra for plutonium isotopics. The program titled IAEAPU consists of three separate applications: a data-transfer application for transferring spectral data from a CICERO multichannel analyzer to a binary data file, a data-analysis application to analyze plutonium gamma-ray spectra, for plutonium isotopic ratios and weight percents of total plutonium, and a data-quality assurance application to check spectral data for proper data-acquisition setup and performance. The rate coefficient for the title reaction has been determined using mixtures of nitric acid (HNO{sub 3}), carbon monoxide (CO), and argon in incident shock wave experiments. Upon shock heating, the nitric acid rapidly decomposes into OH and NO{sub 2}. The OH subsequently reacts predominantly via the title reaction. Quantitative OH time histories were obtained by continuous-wave (cw) narrow-linewidth UV laser absorption of the R{sub 1}(5) line of the A{sup 2}{Sigma}{sup +} {l_arrow} X{sup 2}{Pi}{sub i} (0,0) transition at 32,606.56 cm{sup {minus}1} (vacuum). Field and laboratory work sponsored by the Gas Research Institute (GRI) and the Department of Energy (DOE) have shown that calcium-carbonate scale formation in waters produced with natural gas and oil can be prevented by injection of phosphonate inhibitor into the formation, even if the formation is sandstone without calcite binding material. Inhibitor squeeze jobs have been carried out on DOE's geopressured-geothermal Gladys MaCall brine-gas well and GRI's co-production wells in the Hitchcock field. Following the inhibitor squeeze on Gladys McCall, the well produced over five million barrels of water at a rate of approximately 30,000 BPD without calcium-carbonate scaling. Before the inhibitor squeeze, the well could not be produced above 15,000 BPD without significant scale formation. As shut down heat exchangers are fed by APW system; during APW system shutdown cold shutdown state cannot be maintained. Therefore safety analysis is done to optimize the duration of reactor shutdown (which means low decay heat) after which APW shutdown can be taken with minimum water supply to the shutdown heat exchangers. Based on this analysis, it is proposed in technical specification that APW system shutdown can be taken after 7 days of reactor shutdown with shutdown heat exchangers supplied with about 20 % of normal APW flow. However, the application of these materials for the production of complex shaped or relatively large pieces is limited, because of the difficulty and cost of making the necessary tool kit for the job. One solution is the use of the welding process. But the safe and reliable union of different thermoplastic material parts is not a simple process, even less so in the case of unions of large components. Welding by microwaves using polymer conductors can help, since the large scale equipment is available, and methods for continuous processes by microwave have been developed, that can be used to weld large and small components. Schiff-base condensation of a equimolar proportion of diacetyl-monoxime monohydrazone and 1-methylimidazole-2-carboxaldehyde in methanol gives rise to the imidazole azine, 3-(1-methylimidazol-2-yl)methylenehydrazonobutan-2-one oxime(HL). Reaction of 1:1 stoichiometric proportion of HL with copper(II)perchlorate hexahydrate in methanol yields a dimeric oximato bridged copper compound, [Cu2L2(H2O)2](ClO4)2 (1). The compound is characterized by C, H and N analyses, FT-IR, ESI?MS, conductivity measurement, UV?Vis spectra and X-ray single crystal diffraction. This compilation contains 688 complete summaries of papers on nuclear criticality safety as presented at meetings of the American Nuclear Society (ANS). The selected papers contain criticality parameters for fissile materials derived from experiments and calculations, as well as criticality safety analyses for fissile material processing, transport, and storage. The compilation was developed as a component of the Nuclear Criticality Information System (NCIS) now under development at the Lawrence Livermore National Laboratory. The compilation is presented in two volumes: Volume 1 contains a directory to the ANS Transaction volume and page number where each summary was originally published, the author concordance, and the subject concordance derived from the keyphrases in titles. Volume 2 contains-in chronological order-the full-text summaries, reproduced here by permission of the American Nuclear Society from their Transactions, volumes 1-41.

This report describes the results of EPRI Program S404-28, titled Experimental Modeling of Eddy Current Response'', conducted by the Westinghouse Science and Technology Center (STC). The Westinghouse STC demonstrates that its mercury modeling technique provides an unique bridge between steam generator eddy current field inspection conditions and predictions obtained using recently developed analytical models. The mercury modeling technique was used systematically to explore factors which contribute to primary water stress corrosion cracking (PWSCC) sizing inaccuracy, including probe design, coil excitation frequency, crack length, and crack morphology. Two new proposed techniques for inverting crack lengths from eddy current data are compared with the technique commonly used in field data analysis for PWSCC. Fusion energy has been studied in many countries such as U.S., France, Japan, Korea etc. Because it would provide much more energy for a given weight of fuel than any technology currently in use, and the fuel itself (primarily deuterium) exists abundantly in the Earth's ocean. Nuclear fusion reactor uses tritium and deuterium as fuel while nuclear fission reactor uses uranium and plutonium as fuel. Besides, inherent design characteristics and driving condition of nuclear fusion reactor is different from those of nuclear fission reactor. Therefore, we cannot apply the regulation rules of nuclear fission reactor to nuclear fusion reactor without change and thus it is needed to development of the safety regulation concept which reflects the characteristics of nuclear fusion reactor. At the end of 2005, Robert D. Felner was riding high. A well-paid dean at the University of Louisville, he had just secured a $694,000 earmarked grant from the U.S. Department of Education to create an elaborate research center to help Kentucky's public schools. The grant proposal, which Mr. Felner had labored over for months, made some impressive promises. On paper this all seemed plausible: From 1996 until 2003, Mr. Felner directed the University of Rhode Island's education school, where he helped create a well-regarded statewide research center. To put it gently, Mr. Felner did not duplicate that feat at Louisville. By the spring of 2008, all but $96,000 of the grant had been spent, but none of the tasks listed in Mr. Felner's proposal had been accomplished.
