This paper analyzes the diffusion of mobile telecommunications services in Vietnam and examines how telecommunications regulation and potential substitute/complement services affect the growth of the number of mobile telephone subscribers. Using a logistic diffusion model, it is found that fixed telephone services are a complement while data services have a negative relation to mobile telephone services in Vietnam. As for regulation, the policy of introducing competition has been found to be the most effective in influencing the adoption of mobile services. Abstract We provide the first firm-level evidence of the impact of the trade in producer services (-offshoring-) on the labour market. Using a new data set from the UK that measures trade in services at the firm level, we find no evidence that importing intermediate services is associated with job losses or greater worker turnover. Using regression to control for observable differences between firms that import service inputs and those that do not, we show that firms that start importing intermediate services experience faster employment growth than equivalent firms that do not. This seems likely to be the result of positive demand shocks, which cause a simultaneous increase in employment, output, and use of imported service inputs.

Results are summarized of a study on concrete component aging and its significance relative to continued service of nuclear power plants (NPPs) beyond the initial period for which they were granted operating licenses. MCrAlY coatings are widely used on hot section components of gas turbines to provide hot corrosion and/or oxidation protection by formation of an oxide layer on the surface. As the protective oxide scale exfoliates during service, aluminum from the coating diffuses outward for reformation of the protective scale. Aluminum may also diffuse inward due to the differences in composition between the coating and the substrate. Thus, the coatings degrade due to oxidation, oxide scale spallation, and inward and outward diffusion of aluminum. Service life of these coatings is controlled by the aluminum content in the coating, operating temperature and start- shutdown cycles. In-service degradation of CoCrAlY and CoNiCrAlY coatings is presented. A procedure to predict the remaining service life of coatings under oxidizing conditions is discussed. (orig.) 12 refs.

Using histopathologic diagnoses made on necropsy material from 3,024 military working dogs (MWDs) who died from 1968 to 1973, we analyzed the effect of military service in the Republic of Vietnam on testicular pathology. Among 1,048 MWDs that died in Vietnam and had no reported developmental risk factors for testicular disease, significant excesses of testicular hemorrhage, epididymitis/orchitis, sperm granuloma, testicular degeneration, and seminoma were evident. Among 126 MWDs with prior Vietnam service who died at other duty stations outside Vietnam from 1968 to 1973, significant excesses of testicular degeneration and seminoma were likewise evident. Among 136 MWDs with prior Vietnam service that later died from 1974 to 1980, seminoma continued to be diagnosed in significant excess. The European Union (EU) market integration is leading to increasingly monopolistic electricity market infrastructures, which has opened a debate on the regulation of these so-called power exchanges. In this paper, we start by stating that there are two types of power exchanges in Europe, i.e. 'merchant' and 'cost-of-service regulated' power exchanges. We then discuss how regulation can be used to better align their incentives with the main power exchange tasks. We conclude that adopting the cost-of-service regulated model for all power exchanges in Europe could be counterproductive in the current context, but that regulation can help ensure that the benefits of the EU market integration materialize. Promising regulatory actions include tempering the reinforced market power of power exchanges, and quality-of-service regulation for the ongoing cooperation among power exchanges to organize trade across borders. - Research ...
We analyzed the effects of the Colorado Medicaid Capitation Program on the duration and services of over 21,000 outpatient mental health episodes for young children. The study spanned a three year period before and after capitation was implemented, and compared episodes of outpatient care for children from 14 capitated Community Mental Health Centers (CMHCs) with those from three CMHCs that remained fee-for-service. Proportional hazards regressions revealed that capitation resulted in an increase in outpatient episode duration, over and above similar effects for the comparison fee-for-service episodes. The hypothesis that there were longer capitated episodes for children who were hospitalized was not supported. Children with behavioral and anxiety disorders had longer capitated episodes. We propose behavior-oriented services as a new paradigm of communication in mobile human networks. Our study is motivated by the tight user-network coupling in future mobile societies. In such a paradigm, messages are sent to inferred behavioral profiles, instead of explicit IDs. Our paper provides a systematic framework in providing such services. First, user behavioral profiles are constructed based on traces collected from two large wireless networks, and their spatio-temporal stability is analyzed. The implicit relationship discovered between mobile users could be utilized to provide a service for message delivery and discovery in various network environments. This study aimed to explore the impact of perceived service quality and self-concept on consumer attitude and purchase process using channel type (physical and Internet) as a segmentation variable. From the perspective of consumer behaviour, this study attempted to estimate a relational model and perform an empirical validation using female cosmetics and skincare products as an example. The changes envisaged in the Management's draft plan will focus the resources of the Laboratory on the LHC project and its completion. The purpose of the study was to investigate the adequacy of educational services available for the implementation of the ideals of the Universal Basic Education (UBE) in Southern Nigeria. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The researchers collected and analyzed data to (1) Ascertain how free the UBE was in Southern Nigeria and (2) to determine if educational services were adequately provided for the implementation of the programme. This report provides an assessment of the research and development (R&D) work underway in geothermal energy in the following countries: Denmark, France, Germany, Italy, Japan, Russia, and the United Kingdom. While the R&D work underway in the US exceeds the R&D efforts of the other countries, the lead is eroding. This erosion is due to reductions in federal government funding for geothermal energy R&D and the decline of the US petroleum industry. The Atomic Energy commission of Syria (AECS) is nominated by Syrian legislation as the regulatory authority in respect of radiation protection and safety and security of radioactive sources. In addition AECS is providing a wide range of Technical Services (TS) through its various departments. In this paper, the cooperation and coordination between the regulatory authority and the providers of technical services in Syria are described. The adjustment of the regulatory programme as to make maximal use of the available technical resources is presented. It was shown that this relationship does not jeopardize the effective independency of the regulatory authority which is maintained by keeping the regulatory decisions based on pure regulatory considerations. A self contained continuous power generation system as described at INTELEC 1979, was successfully commissioned and put into service in a major communications centre at Cardiff in Wales. The objective was to provide all telecommunications equipment and electrical building engineering services from a dual fuel enginegenerating plant, and to recover waste heat energy to heat or cool the building. The plant, which is fully automatic, comprises five 1300kW engines using natural gas or diesel oil, and associated waste heat boiler and chiller systems. Steam generator tube denting is primarily caused by build-up of corrosion products at the tubesheet and the tube support plates. The mechanism of dent growth and the identification of tubes which should be removed from service have been studied. The practical outcome has been to prevent in-service tube leaks and to avoid unnecessary plugging of large numbers of tubes. A finite element study of tubesheet deformation (of pulled leaking tubes from reactors) was undertaken. Profilometry results for characterizing dents are given. Although several modifications have been made the high resolution profilometry system performance and the results obtained have proved satisfactory. (U.K.).

This article examines the interplay between globalising and localising forces occurring in a child welfare reform project in South Korea. Focusing especially on care and education services for children and families provided by the Korean 'Dream Start' programme, which provides comprehensive health, parental involvement and welfare services to low-income children and their families, I discuss its involvement in the process of 'glocalisation'. Drawing on Foucaultian ideas, I conducted a critical discourse analysis of the policy documents of Dream Start. The article concludes by discussing local resistance to the creation of a cosmopolitan child and the dual qualities of inclusion/exclusion inscribed in the Dream Start project.
To support the Space Exploration Initiative (SEI), a study was performed to investigate power system alternatives for the rover vehicles and servicers that were subsequently generated for each of these rovers and servicers, candidate power sources incorporating various power generation and energy storage technologies were identified. The technologies were those believed most appropriate to the SEI missions, and included solar, electrochemical, and isotope systems. The candidates were characterized with respect to system mass, deployed area, and volume. For each of the missions a preliminary selection was made. Results of this study depict the available power sources in light of mission requirements as they are currently defined.

In order to improve the capacity and service life of cathodes, the effect of carboxy-methyl cellulose, soot, silica gel and fibres was examined. Structural tests and electrical and electro-chemical measurements are used for this. The additives can affect crystallization in the manufacturing stage of the electrodes and can increase the storage capacity for water and the electronic conductivity. They act to stabilize the mass in cyclic operation. Soot additive has little effect on the properties of the electrode, but the other substances increase the service life or the use of the mass. Due mainly to competitive pressures, the practice of offering electric and telephone service under contracts or special tariffs negotiated individually between a utility and its customers has increased in importance in recent years. Moreover, the practice is likely to become still more widespread in the future. This creates questions of public policy that are of interest to regulators and ratepayers alike such as how to supervise the practice, how to encourage utilities to compete while preventing cross-subsidization and anticompetitive behavior, and how the practice will ultimately affect utilities and ratepayers. This report sheds light on the topic by describing approaches that have been taken by the various regulatory commissions and by providing a framework for analyzing such contractors.
The effect of aging on the microstructure and tensile properties of a type 316LN stainless steel/Alloy 800 joint, welded with 16-8-2 stainless steel consumable, has been studied to characterize and evaluate the joint for long-term elevated temperature service. The joint was subjected to accelerated againg heat treatments at 873 K up to 5000 h to simulate long-term service exposures. Analysis of the results from this investigation shows that this joint has adequate stability of microstructure and tensile properties even after prolonged exposure at elevated temperatures. (orig.)

Although there is service experience of Alloy 800 as tubing for superheaters in conventional and nuclear (HTR) power stations and in PWR heat exchangers, there is no corresponding service experience in sodium-cooled fast reactor steam generators. However, some limited experimental studies have been made of corrosion behaviour, and of possible structure modifications and effects on mechanical properties which occur during exposure of this material to a high temperature sodium environment, and these are summarised in the paper. It is concluded that further work needs to be done before Alloy 800 can be confidently endorsed for use as tubing in fast reactor steam generators. (author).
With the prevalence and development of GNSS technologies, location-based vehicle services (LBVS) have experienced a rapid growth in recent years. However, location is a sensitive and private piece of information, so the design and development of such services just take the clients' privacy concerns into account. In this paper, we propose a new electronic toll pricing system based on group signatures, which provides a strong guarantee for the clients' anonymity within groups. Our system achieves a balance between privacy and the communication overhead imposed upon the users.
Since the first commercial operation in 1983, Wolsung unit 1 has experienced several aging phenomena, especially in pressure tubes and feeder pipes. In case of pressure tubes, in-service inspections (ISI) revealed that a major portion of inspected tubes was in contact with calandria tubes. The likelihood of blister formation was a safety concern because it is a potential threat to pressure tube integrity. Since the first commercial operation in 1983, Wolsung unit 1 has experienced several aging phenomena, especially in pressure tubes and feeder pipes. The study investigated the impact of the Universal Basic Education (UBE) programme on the phenomenon of female trafficking in South-South Nigeria. To this end, six research questions were raised. These revolved around: (i) resource situation and adequacy of training provided for repatriated trafficked victims in the service provider centre; (ii) efforts in the formal education sector of the UBE to curb female trafficking; and (iii) parents and female students' disposition toward female trafficking. The design of the study was descriptive survey. The evaluation of possible manufacture-based defects in turbine shafts and housings for component serviceability relevance is of particular interest not only in post-manufacturing NDT but also in evaluation of NDT results obtained by in-service inspections of components with long service lives. The results discussed in the paper are summarized as follows: Most of the examined natural defects in the forgings and castings behave like cracks under the simulated operating conditions and hence may well be evaluated by fracture mechanical methods for their serviceability relevance determined by crack propagation under fatigue, creep and creep-fatigue stress. As a first step an attempt was made to integrate a personnel information facility into a system for optimising materials flow. The two systems developed did not reach a workable stage because the synthetic language would have required an input on the part of the personnel operating the system beyond what could reasonably be expected. The research in the second stage consisted in developing and testing a module with which language storage services could be built up on the basis of digitalised speech and controlled via the in-house telephone network. In language storage services users may feed in data or interrogate. Services of this kind can readily be integrated into available telephone installations working on the pulse selection principle. A procedure and correlations are presented for predicting Charpy-impact energy, tensile flow stress, fracture toughness J-R curve, and J{sub IC} of aged cast stainless steels from known material information. The ``saturation`` impact strength and fracture toughness of a specific cast stainless steel, i.e., the minimum value that would be achieved for the material after long-term service, is estimated from the chemical composition of the steel. Mechanical properties as a function of time and temperature of reactor service are estimated from impact energy and flow stress of the unaged material and the kinetics of embrittlement, which are also determined from chemical composition. Steam generators (SG) are the weak link of nuclear power plants, their service life is shorter than the service life of other NPP components. This paper is dedicated to a statistical analysis of SG damages and failures. Heat exchanging tubes (HET) are the most damaged elements in SG, there are on average 286 plugged or repaired tubes in each operating SG. The usually mechanisms of tube failure are the following: denting, corrosion at tube outside, pitting, fretting, and circular crack propagation. Most of damages are located in the transition zone above a tube plate. Helically coiled tubes of steam generators (SG) in FBR are boundaries between sodium and water/steam. Therefore, to assure the integrity of tubes, it is necessary to inspect the tubes nondestructively for in service or after a sodium-water reaction accident. In order to make it possible to conduct in-service inspection of SG tubes, we have studied on eddy current probes and probe inserting methods. As for the probe inserting method, IHI designed a fluid driving type which consists of a model probe and signal cable with float balls and driven by air pressure force. Presented in this paper is the authors' report, which describes the fluid driving type as an effective method to insert an eddy current probe into helically coiled tubes. The insulating oil used in a transformer is a critical component, as its service life is typically 20 years with possibly little or no maintenance. Partial discharges (PD), thermal overloads and static discharges continually subject the oil to chemical deterioration during its operating life. To ensure equipment reliability during service, it is important that the initial quality of the new insulating oil should meet the required acceptance specifications and preferably be pre-tested before use. Previous laboratory tests of elastomer O-rings in coal liquefaction solvents conducted at L'Garde, Inc., indicated that certain ethylenepropylenediene monomer (EPDM) compounds provided the best performance when a backup ring was used to limit swelling. Before service testing in a pump at the Wilsonville, Alabama, Advanced Coal Liquefaction Research and Development Facility, tests of six selected elastomers in the appropriate Wilsonville-produced solvent were conducted at Oak Ridge National Laboratory (ORNL). The ORNL tests measured the elastomers' changes in cross section, weight, density, and relative flexibility. The CAMDU 6 reactor has an international reputation as one of the world's best performing and safe reactors. CANDU 6 reactors are consistently ranked in the world's top 10 for annual and lifetime performance. Six CANDU 6 units are currently in operation in four continents; in Quebec, New Brunswick, South Korea, Argentina and Romania. There are another two CANDU 6 units currently under construction at wolsong, in Korea which ore scheduled to go into service in 1998 and 1999 respectively. We verified and corrected inaccuracies in descriptive profile information on military working dogs (MWDs) that died from 1965 to 1980 and were reported in the Armed Forces Institute of Pathology Registry of Veterinary Pathology. Using other available military records, we determined which dogs served in Vietnam. Identified were 3,895 MWDs with a unique identity tattoo that served in Vietnam, of which 2,389 served exclusively with U.S. military forces and died in Vietnam. Another 479 Vietnam veteran MWDs completed their service elsewhere. This overall effort resulted in signalment corrections, generally age at death, in 21% of the Registry MWD accessions during the study period. The improved definition and characterization of the Vietnam cohort will lead to greater precision in epidemiologic investigations of the health effects from the Vietnam experience in U.S. military working dogs. Most network measurements are performed in the backbone of these ISPs, showing both, residential and business Internet traffic. This study is related to the use of thermoplastic liners to control corrosion of new and rehabilitated pipelines carrying aggressive hydrocarbon products. The aim is to investigate the technical and safety issues involved in introducing a thermoplastic liner into an existing carbon steel pipeline for aggressive hydrocarbon service at temperatures up to 150 C and internal pressures up to 34 MPa (5,000 psi). The principle objective is to provide design data for thermoplastic lined pipelines. The scope combines the use of liner insertion techniques with thermoplastic materials widely used in onshore pipelines and demonstrates the effectiveness of thermoplastic linings. The results indicate that thermoplastic liners can be used to control corrosion of pipelines in aggressive hydrocarbon environments.

The long-term support required from Canada in the operation and maintenance of overseas CANDU nuclear generating stations after commercial operation has commenced is described, with reference entirely to the KANUPP reactor. This includes: technical support to station staff to increase plant reliability and maintainability; assistance with plant improvements; procurement of spares and consumables; and assistance with training programmes. This technical support may be provided by a small number of Canadian staff actually resident at the power station; by short-term visits of Canadian specialists to site and by technical and procurement services provided from Canada. Examples of technical problems experienced are given, showing typical services required from Canada.
This report describes operations at SunLine Transit Agency for their newest prototype fuel cell bus and five compressed natural gas (CNG) buses. In May 2010, SunLine began operating its sixth-generation hydrogen fueled bus, an Advanced Technology (AT) fuel cell bus that incorporates the latest design improvements to reduce weight and increase reliability and performance. The agency is collaborating with the U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL) to evaluate the bus in revenue service. This report provides the early data results and implementation experience of the AT fuel cell bus since it was placed in service.
It is concluded that the Department paid out over $16 million in the past two years for FTS service charges on telephone calls bearing no relationship to official Departmental business. When one adds in the costs of compensation paid to Departmental and contractor employees for the worktime spent making unauthorized FTS calls, the total costs to the Department due to FTS abuse exceeded $28 million for the fiscal years 1983 and 1984. These cost figures, moreover, fail to account for the effect of an annual loss of an estimated 40,000 man-days on the Department's productivity. It is recommended that the Assistant Secretary review the system to identify possible restrictions on usage of the lines by employees and to consider additional recording and accounting procedures to track FTS usage, especially when the lines are used for calls to telephones outside the FTS network.
Buses, operating within a Florence (Italy) municipal transportation system, and equipped with Otto cycle engines, were selected for retrofitting taking into account the suitability of each vehicle`s specific routing and service requirements. Cost benefit analyses indicated that it wouldn`t be economically feasible to retrofit buses equipped with diesel engines. A computerized refuelling system was set up at the fleet`s central service station which was hooked up to the natural gas utility`s supply line. This paper tables the cost benefit analysis data comparing gasoline and methane operation and reflecting the cost savings which are expected to be accrued through this methanization program over a span of 14 years.
An industrial design of turbodrill with oil-filled gear reducer has been made and has passed comprehensive field tests. In its energy characteristics, durability and operating properties, it is acceptable for broad introduction into drilling practice. In all regions of drilling, the use of the reducer increases the drilling per drill bit, and with sufficient depth, the run velocity of drilling. In certain regions (for example, West Siberia) it is possible to increase the mechanical velocity by high torque at the reducer outlet. The inter-repair service life of the oil-filled reducers for West Siberia and Tatariya exceeds on the average 100 hours. For wells with high face temperatures (over 1502)C) it reaches 42.6 hours. Further increase in the service life is associated with an increase in the thermoresistance, primarily, of the lubricator assembly. To determine the proportion of rheumatoid arthritis (RA) patients receiving preventive health care according to US Preventive Services Task Force recommendations compared with a community-based population sample, with emphasis on dyslipidemia testing, given the increased risk of cardiovascular disease (CVD) in RA patients. Patients with RA (ICD-9 code 714.0 at ?2 office visits with a rheumatologist) and a primary care physician (PCP) at the Geisinger Health System (GHS) were identified through electronic health records. The F-policy deals with the issue of controlling arrivals to a queueing system, and the server requires a startup time before allowing customers to enter the system. The ultrasonic inspection pig system was described as being under development. This system was said to adopt the unique wheel type ultrasonic sensor which does not need couplant. This pig was designed to detect external corrosion in long-distance pipelines without interruption of the gas service. A Health Care Establishment (HCE) is an establishment where medical services are rendered. These services are provided by the health care personnel. The infrastructure of a HCE may include Information Technology (IT) equipment that stores and processes HC information. The spread of distributed information technology in HCEs have necessitated the implementation of Network Security in Health Care Information System (HCISs), to assure confidentiality, integrity and availability of HC information being transmitted across HC networks. A study was made of employee exposure to oil sludge and vapors during oil-sludge removal and maintenance activities at the Alyeska Pipeline Service Company's Ballast Water Treatment Facility, Valdez, Alaska. Total hydrocarbons, except benzene, toluene, and xylene, showed concentrations from 371 to 1228mg/m3. Of eight maintenance workers, five reported headache, dizziness, or nausea when working without a respirator. The authors conclude that workers were potentially exposed to benzene vapors and total hydrocarbon vapors exceeding the evaluation criteria for these substances. The authors recommend the use of respiratory protection measures to reduce exposures during work operations.

Objective: To reduce mental health symptoms and high-risk behaviors and increase social support and service utilization among street-living youth, the authors conducted a pilot study to assess the feasibility of the social enterprise intervention (SEI) at a homeless youth agency. Method: Convenience sampling was used to recruit 16 street-living youth from the agency. SEI participants received 7 months of vocational and small business training and service referrals. A comparison sample of 12 agency youth was used. Results: Findings from independent sample t tests demonstrate that SEI participants displayed significant improvements at 9 months in life satisfaction, family contact, peer support, and depressive symptoms. Conclusions: Preliminary findings suggest that the SEI was feasible within the agency setting and associated with higher mental health and social outcomes. (Contains 3 figures and 3 tables.)

A continuous gas laser may be operated reliably with an increased pressure level and current level without significant cathode sputtering. This increases the service life and the specific power of the laser. The design eliminates the formation of arcs in operational conditions, which also has a positive influence on laser operation. The proposed laser is used successfully in modern interferometry, in geodesy and in materials analysis. The laser design is characterized by the presence of separation rings inside the coaxial cathode. The separation rings are fastened to the anode. The anode is a perforated tube that is connected to two final protective rings. Electrodes from the housing pass through the final rings. The foundation conducts an environmental monitoring and surveillance program over an area covering much of the upper Snake River Plain and provide environmental education and support services related to INEL natural resource issues. Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Major accomplishments during CY1995 can be divided into five categories: environmental surveillance program, environmental education, environmental services and support, ecological risk assessment, and research benefitting the DOE-ID mission.
The potential material class for use at 600"0C and more, e.g. for steam turbines with improved thermal efficiency, are austenitic steels. Using these steels with welded joints, it is to be considered that, by superposition of weld residual stresses and service stresses, extensive creep strains - and in the worst case crack formation - can occur locally. To assess the influence of these effects on service behaviour, different material states of CrNi-steels and Incoloy 800 were investigated with respect to strength, ductility and, especially, to crack and creep crack growth in the temperature range around 600"0C. It is shown that creep embrittlement, not microstructural changes as effected by weld heat input, causes heat affected zone (HAZ)-reheat cracking. Graphical Business Process Modelling Languages (BPML) like Role Activity Diagrams (RAD) provide ease and flexibility for modelling business behaviour. However, these languages show limited applicability in terms of enactment over distributed systems paradigms like Service Oriented Architecture (SOA) based grid computing. This paper investigates RAD modelling of a Scientific Publishing Process (SPP) for Digital Libraries (DL) and tries to determine the suitability of Pi-Calculus based formal approaches to enact SOA based grid computing. In order to achieve this purpose, the Pi-Calculus based formal transformation from a RAD model of SPP for DL draws attention towards a number of challenging issues including issues that require particular design considerations for appropriate enactment in a SOA based grid system.

The new Code Case to substitute the allowable crack angle for a circumferential surface crack in 'Rules on Fitness-for-Service (FFS)' published from The Japan Society of Mechanical Engineers (JSME). Until now, the angle of a circumferential surface crack was limited below 60deg. This is the limitation with consideration to the stability of the crack if the deep crack penetrates wall of the pipe. Therefore, a long crack (such like an SCC) was obliged to repair or replace even if it was shallow enough. Weld Overlay (WOL) repair in which strength of the original piping is ignored is also inapplicable for the same reason. In order to solve this irrationality, the new Code Case applying to the crack stability assessment when the crack angle exceeds 60deg was established, and allowable crack depth according to the crack angle were defined in it. With Cloud Computing, the next generation of Internet will allow us to "buy" IT services from a web portal, drastic expanding the types of merchandise available beyond those on e-commerce sites such as eBay and Taobao. We would be able to rent from a virtual storefront the basic necessities to build a virtual data center: such as CPU, memory, storage, and add on top of that the middleware necessary: web application servers, databases, enterprise server bus, etc. as the platform(s) to support the applications we would like to either rent from an Independent Software Vendor (ISV) or develop ourselves. Together this is what we call as "IT as a Service," or ITaaS, bundled to us the end users as a virtual data center.

Stemming from their unique combination of elevated strength, low density, and good overall corrosion resistance, beta titanium alloys have become attractive candidate materials for critical, high-stress, components in corrosive services. An overview of the comparative corrosion resistance of beta alloys to conventional alpha and alpha/beta titanium alloys in common industrial and aerospace service environments generally reveals attractive behavior depending on the environment and alloy composition and, in some cases, alloy condition. Expanded performance windows are especially noted for the molybdenum-rich beta alloys, particularly in regard to resisting reducing acids, stress corrosion, and high temperature localized chloride attack, along with hydrogen and oxidation resistance. Where applicable, implications of this enhanced corrosion performance on current and perspective beta alloy applications are also noted.

We provide an efficient computational approach to solve the mixed integer programming (MIP) model developed by Tarim and Kingsman [8] for solving a stochastic lot-sizing problem with service level constraints under the static-dynamic uncertainty strategy. This article describes acoustic methods used in the in-service inspection of the dams and peripheral concrete structures of the Toktogul, Kurpsai, and Bratsk hydroelectric and pumped storage plants. The tests were conducted to assess the compression strength, elasticity, and tensile strength of the concretes. Comparative evaluations against drill core studies proved the acoustic methods to be sufficiently accurate in predicting aging behavior and loss of mechanical and physical integrity in the concretes.
The upgrading of several 69 kV pipe-type cable feeders on the Potomac Electric Power Company (PEPCo) transmission cable system is discussed. The methods used for the ampacity calculation are described. The fluid circulation approach required to meet the feeder emergency load requirements are discussed. For the feeders that were in service for approximately 40 years, a system life evaluation was performed.

By 1970 the first edition of the ASME Code Section XI, Inservice Inspection of Nuclear Reactor Coolant Systems was published. From its inception, the Section XI inservice inspection scope was based on a fundamental risk-based selection process. In other words the inservice inspection scope included components where the consequences of a pressure boundary failure were high. Once the consequence significant system boundaries were established, inspections would then be performed at locations believed to be most susceptible service induced failure. Current Section XI requirements require that inspection locations be selected on the basis of peak stress and fatigue usage values contained in the Design Reports. A discussion is presented of the 750-KeV chopper experience with both proton and negative ion beams and the ability of these systems to tailor the Linac beam to the diverse requirements of its users; normal accelerator injection, neutron therapy beam, and electron cooling experiments. This flexibility plus a cleaner beam pulse, improved thyratron operation, and mechanical modularity are the results of recent improvements. Severe collapse wrinkles and circumferential creases were discovered in the cellulose paper insulating tapes of a newly installed IIPFF pipe-type cable during splicing and terminating. An evaluation program was developed to assess the electrical and mechanical integrity of the cable having wrinkled and creased insulating tapes. The test results indicated that the cable would perform satisfactorily in service.

An analysis of the diagnosis of loading and service dependability of a rail-mounted excavator used in surface lignite mining is described. Wheel power vibrations in electric motor bearings and electric motor input bearings to the gearbox were measured in situ, in horizontal, vertical, and axial directions. The data were analyzed using a mathematical relationship. The results are presented in a loading diagram that shows the deterioration and the acceptable lower bound of machine conditions over time. In the framework of a global analysis of the various available sources of energy, Japan has reserved a prominent place to the nuclear energy, and in the long-term view, to the breeder reactor which will be due for commercial deployment in 2010. These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead. Reproductive parameters were monitored in 50 post-partum Bos indicus x Bos taurus animals located on four farms in two ecological zones of Panama. Progesterone (P_4) concentrations were measured in four of these animals twice a week and their reproductive organs palpated per rectum once a week until 60 days post-artificial-insemination or post-natural-service. The other 46 cows were palpated for early pregnancy between days 45 and 60 post-service. The mean P_4 concentration in cows with palpable corpora lutea (CL) was 10.3#+-#4.0 nmol/L; when no Cl were detected, the mean P_4 level was 2.2#+-#1.6 nmol/L. Of the 46 animals palpated for early pregnancy, 36 (70%) were found to be pregnant, one (2%) exhibited early embryonic death and one (2%) aborted; the other eight cows (17%) were anoestrous. Service water, 100 l each, was collected at an intake of a water treatment plant and at a tap after water was left running for five minutes. The carriers of strontium and cesium were added to water immediately after sampling, and the sample was vigorously stirred and filtered. Then it was passed through a cation exchange column at a rate of 80 ml/min. Strontium and cesium were eluted with hydrochloric acid from the cation exchange column, and separated. After the radiochemical separation, the mounted precipitates were counted for activity using low background beta counters normally for 60 min. Net sample counting rates were corrected for counter efficiency, recovery, self absorption and decay to obtain the content of strontium-90 and cesium-137 radioactivity per sample aliquot. Buyo Gas Co., Ltd. has installed about 100 governors for exclusive-use or use in the districts to control the gas supply to the consumers. A gas safety management system has been developed. This system consists of a pressure sensor, the terminals of gas leak alarms, and their masters. The features lie in that the system can utilize public cables, is operative at interruption of power service, can correspond to emergency situations, serves to save the cost, and can display the data constantly. For electric facilities in a governor room and the NTT cable service work, sufficient agreement with the possessor is required. The service conditions for high-temperature heat-exchangers with helium coolant of HTGRs and requirements imposed on materials for their production are discussed. The choice of nickel-base alloys with solid-solution hardening for long-term service at high temperatures is grounded. Results of study on properties and structure of types Ni-25Cr-5W-5Mo and Ni-20Cr-20W alloy in the temperature range of 900 deg. - 1,000 deg. C are given. The ageing of Ni-25Cr-5W-5Mo alloy at 900 deg. - 950 deg. C results in decreased corrosion-mechanical properties and is caused by the change of structural metal stability. Alloy with 20% tungsten retains a high stability of both structure and properties after prolonged exposure in helium at above temperatures. The alloy has also increased resistance to delayed fracture and low-cycle fatigue at high temperatures. The existence, in real-time, of transmission constraints, demand forecasting errors, generator failures, and other factors impose additional costs through the need to run more expensive generation. These costs can appear as a significant component of the wholesale price to demand served by electricity markets operated over transmission networks. According to Ministry of Education, Science and Technology (MEST) Bulletin 2008-14, the safety functioned pumps and valves of all nuclear power plants of Korea Hydro and Nuclear Power Co. Ltd.(KHNP) have been tested to verify their performance of safety function. Each safety grade pump has own design requirement and should be tested to identify whether it could meet the requirement. Design requirements and test references of all safety grade pumps of Wolsung Nuclear Power Plant Unit 2 (Wolsung Unit 2) were examined in this study. And the results of the performance test of the pump were also compared to the design requirements of each pump.

The NATO Advanced Research Workshop on Nuclear Submarine Decommissioning and Related Problems was held in Moscow June 19--22, 1995. It was preceded by a visit to the Zvezdotchka Shipyard at Severodvinsk, a repair and maintenance yard for Russian nuclear submarines, for a subgroup of the workshop attendees. Most of the material in this paper is drawn directly form the workshop proceedings. Slightly less than 500 nuclear ships and submarines (the vast majority are submarines) have been constructed by the countries with nuclear navies. This includes approximately 250 by Russia, 195 by the United States, 23 by the United Kingdom, 11 by France and 6 by China. The AMSE Boiler Code development of design stresses and their optimization for alloys 800 and 800H for conventional and nuclear power plants have coincided with many successful trial installations of these grades of alloy 800. These trial installations, along with laboratory tests, have shown that alloy 800H can be used for long times with a retention of good mechanical properties, including ductility. While gamma prime can be formed, it soon loses its detrimental effect on ductility in service. Sensitization of the alloy also occurs but it, too, has a decreasing effect on corrosion resistance with time in service, especially at elevated temperatures. Traditionally, the Federal Energy Regulatory Commission has implemented its statutory requirement that wholesale electric rates be just and reasonable by comparing a seller's proposed rates to its own cost of service. In the last four years, 40 requests for market-based prices have opened up an alternate path for just and reasonable rates. The common characteristic of these 40 requests is that the price is not tied directly to the seller's own costs but rather to market conditions. To date, the Commission has approved 28 of these requests and rejected eight. Four are pending. In this paper the authors assess what has happened, and describe the common standards that have been developed on a case-by-case basis in the last four years. There exist certain systems which generate real-time data at high bandwidth, but do not necessarily require the long-term retention of that data in normal conditions. In some cases, the data may not actually be useful, and in others, there may be too much data to permanently retain in long-term storage whether it is useful or not. However, certain portions of the data may be identified as being vitally important from time to time, and must therefore be retained for further analysis or permanent storage without interrupting the ongoing collection of new data. Wireless sensor networks can revolutionize soil ecology by providing measurements at temporal and spatial granularities previously impossible. This paper presents a soil monitoring system we developed and deployed at an urban forest in Baltimore as a first step towards realizing this vision. Motes in this network measure and save soil moisture and temperature in situ every minute. Raw measurements are periodically retrieved by a sensor gateway and stored in a central database where calibrated versions are derived and stored. The measurement database is published through Web Services interfaces. In addition, analysis tools let scientists analyze current and historical data and help manage the sensor network. Mesh network applications are used by utilities for metering, demand response, and mobile workforce management. This presentation provided an overview of a multi-dimensional mesh application designed to offer improved scalability and higher throughput in advanced metering infrastructure (AMI) systems. Mesh applications can be used in AMI for load balancing and forecasting, as well as for distribution and transmission planning. New revenue opportunities can be realized through the application's ability to improve notification and monitoring services, and customer service communications. Currently, high temperature filter systems are in the demonstration phase with the first commercial scale hot filter systems being installed on integrated gasification combined cycle (IGCC) and pressurized fluid bed combustion cycle (PBFC) systems (70 MW). They are dependent on the development of durable and economic high temperature filter systems. These filters are mostly ceramic tubes or candles. Ceramic filter durability has not been high. Failure is usually attributed to mechanical or thermal shock: they can also undergo significant changes due to service conditions. During the Vietnam War, US military working dogs served with their companion dog handlers in close proximity, sharing common exposures to war-related activity, many zoonotic infectious agents, chemical pesticides, phenoxy herbicides, and extensive use of therapeutic drugs. To gain insight into the effects of the Vietnam experience, we investigated the occurrence of neoplasms in military working dogs based on standard necropsy examination by the Armed Forces Institute of Pathology. We observed that these dogs experienced significant elevated risks for testicular seminoma and, independently, testicular dysfunction. Experimental evidence shows testicular dysfunction and impaired spermatogenesis in laboratory animals exposed to phenoxy herbicides, dioxin, or tetracycline, and antibiotic used extensively in military working dogs in Vietnam. After a lot of efforts to develop a spark-ignition type dual-fuel engine which can separately use both gas and liquid fuels, a dual-fuel engine which uses ethanol as a liquid fuel has been developed. In this paper, a 13A/LPG dual-fuel engine which uses LPG as an emergency fuel is also introduced. During the development of a dual-fuel engine using city gas (13A)/liquid fuel such 4 kinds of liquid fuel as kerosene, gasoline, ethanol and isobutanol have been examined. As a result of testing, it was proved that ethanol is preferable and a 13A/ethanol DF engine can be used as a generator of different outputs, 100KW for normal service and 70KW for emergency service, without any problems in practical use. On the other hand, a city gas (13A)/LPG dual-fuel engine requires the modification of the fuel feed system and the installation of a ignition device which can change the ignition timing by means of the fuel changeover. The microstructures of so called high temperature alloys, which have been developed for service temperatures up to 800"0C, are not necessarily stable at higher temperatures. The mobility of alloying elements is very high in FeCrNi alloys at 950 "0C e.g. iron, chromium or nickel can diffuse up to 0.1 mm distance in one year, which is about a grain diameter. Interstitials like carbon or nitrogen show a four orders of magnitude higher diffusivity than the alloying elements. In addition, the carbon solubility in this type of alloy is reported to be very low. Therefore the alloys are supersaturated with carbon after heat treatment above 1100 "0C and water quenching although the absolute carbon content is very low. At service temperatures around 800"0C the solubility of carbon is still about one order of magnitude lower than at heat treatment temperature. Hematopoietic stem cells (HSCs) have remained at the forefront of stem cell research for the past 50 years, since the therapeutic potential of bone marrow transplantation was realized. Uniquely, among stem and progenitor cells, research progress has been made in parallel between the laboratory benchtop and hospital bedside during this period. Integral to this work has been the role of the transfusion medicine services in the collection, storage, and processing of HSCs. As part of the Nondestructive Evaluation Reliability Program sponsored by the US Nuclear Regulatory Commission, the Pacific Northwest Laboratory is developing a method that uses risk-based approaches to establish in-service inspection plans for nuclear power plant components. This method uses probabilistic risk assessment (PRA) results and Failure Modes and Effects Analysis (FEMA) techniques to identify and prioritize the most risk-important systems and components for inspection. The Surry Nuclear Power Station Unit 1 was selected for pilot applications of this method. The specific systems addressed in this report are the reactor pressure vessel, the reactor coolant, the low-pressure injection, and the auxiliary feedwater. The Waste Management Project manages and integrates (non-TWRS) waste management activities at the site. Activities include management of Hanford wastes as well as waste transferred to Hanford from other DOE, Department of Defense, or other facilities. This work includes handling, treatment, storage, and disposal of radioactive, nonradioactive, hazardous, and mixed solid and liquid wastes. Major Waste Management Projects are the Solid Waste Project, Liquid Effluents Project, and Analytical Services. Existing facilities (e.g., grout vaults and canyons) shall be evaluated for reuse for these purposes to the maximum extent possible.

Radioisotope facilities were operated to support research, development and production of radioisotopes. Irradiation facilities were operated to offer irradiation service to the clients. Even though intensive periodical checks and some essential maintenance had been carried out the results of RI facility maintenance seemed to be not much satisfactory due mainly to the shortage of skilled manpower and maintenance expenses. High intensity {gamma} irradiator was normally operated 426 times for overall 3,440 hrs, and the low intensity {gamma} irradiator was operated 157 times for overall 11,092 hrs, respectively. (author)
The river Saale cascade consists of seven reservoirs with a total capacity of approx. 415 Mio. m[sup 3]. The entire reservoir system covers a catchment area of 1665 km[sup 2]. The water management tasks extend to the following main fields: flood protection upkeep of minimum water stock, salt load control and power generation. The energy supply capacity of the cascade is mainly used by pumped storage plants. The last of these plants, Hohenwarte II, was put into service in 1963. (orig.)
Search engine researchers typically depict search as the solitary activity of an individual searcher. In contrast, results from our critical-incident survey of 150 users on Amazon's Mechanical Turk service suggest that social interactions play an important role throughout the search process. Our main contribution is that we have integrated models from previous work in sensemaking and information seeking behavior to present a canonical social model of user activities before, during, and after search, suggesting where in the search process even implicitly shared information may be valuable to individual searchers.
The literature is littered with reports presenting the proportion of patients admitted with ischaemic stroke receiving thrombolysis. This gives some measure of activity and the efficiency of prehospital and hospital triage. Some stroke centres have reported rates of thrombolysis as high as 20%, but without knowing the population that such services serve, these proportions do not indicate how well or equitably the treatment is being delivered. Here, we explore various metrics to monitor our efforts to provide equitable access to stroke thrombolysis in Lothian, a region in the South East of Scotland. PMID:21086712
Divergence between aircraft engine emission regulations proposed by EPA and ICAO is discussed. Every engine, upon entering service, requires a certificate as to its compliance with emission standards. It is shown that despite the large variability in the measurements, it is possible to devise a certification procedure requiring the testing of one engine only. Statistical modeling of such a test at the 5% significance level is described. Values of the parameter standard deviation/mean recommended as certification standards for various pollutants are given. Features of a rational certification scheme to be formulated are outlined.
A respected veteran among state utility regulators raises a sober warning that it may not be possible for the telecommunications industry to survive half regulated and half unregulated, which is its posture for the present. He foresees a danger that the unregulated sector may be successful in capturing all the profitable portions of the market, leaving only the unprofitable areas to the regulated sector, which will then experience serious dislocations and even system breakdowns. Avoidance of such an outcome to the deregulatory steps presently being taken will require an uncommon degree of prudence and wisdom in those state officials who remain charged with regulatory responsibility for local exchange telephone facilities and service.
Evaluates a mathematical model that describes subsidence of spoil banks in surface brown coal mines. The model is based on the results of geodetic surveys carried out in 1974-1985. Twelve spoil banks from 4 to 61 m high were considered. Ground subsidence and deformation along 12 measuring lines and 6 measuring networks were measured. Ground subsidence during a period of 18 to 241 months was evaluated using regression analysis. The mathematical model considered effects of spoil bank design (number and thickness of rock layers), rock mechanical and physical properties and service time. 6 refs.
Due to the general market conditions, the construction of steam turbines was greatly reduced in 1987. As in 1986, it came to a downward movement. This situation will heighten in the coming years. A review of the performance of steam generator tubes in 116 water-cooled nuclear power reactors showed that tubes were plugged at 54 (46 percent) of the reactors. The number of tubes removed from service decreased from 4 692 (0.30 percent) in 1981 to 3 222 (0.20 percent) in 1982. The leading causes of tube failures were stress corrosion cracking from the primary side, stress corrosion cracking (or intergranular attack) from the secondary side and pitting corrosion. The lowest incidence of corrosion-induced defects from the secondary side occurred in reactors that have used only volatile treatment, with or without condensate demineralization.
Development Service Order {number_sign}90025 requested recommendations for computer hardware, operating systems, and software development utilities based on current and future SIMON software requirements. Since SIMON`s main objective is to be dispatched on missions by an operator with little computer experience, ``user friendly`` hardware and software interfaces are required. Other design criteria include: a fluid software development environment, and hardware and operating systems with minimal maintenance requirements. Also, the hardware should be expandable; extra processor boards should be easily integrated into the existing system. At the importance increase of UT (ultrasonic testing) with the application of rules on fitness-for-service for nuclear power plants, JAPEIC (Japan power engineering and inspection corporation) started education training for defect detection and sizing technique. Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. Results of the blind test confirmed effectiveness of education training. (T. Tanaka)
This student manual, part of a small-engine repair series on servicing fuel systems, is designed for use by special needs students in Texas. The manual explains in pictures and short sentences, written on a low reading level, the job of replacing carburetor diaphragms. Along with the steps of this repair job, specific safety and caution information is frequently noted. To reinforce consistency in material presented to the slow learners, the pictures and written words correspond exactly with the pictures and wording on a corresponding audiovisual presentation. Faced with a changing business emphasis, plus the need to reduce operations and maintenance costs in the North Sea, the Forties Field engineering partnership between BP and Brown and Root recognised the need to make radical changes in its organisational structure. An innovative change management programme was planned and executed inside 12 months with the purpose of right-sizing the Forties Operations Engineering team. Not only has the initiative succeeded in cutting costs by 40 per cent; it has also enhanced the quality of engineering support services supplied to the BP Forties platforms. (author)
Outage is a specific period of time for radiation protection in a nuclear power plant, in which the radiation risk and collective dose are both at the highest level. Taiwan`s LNG consumption is planned to rise more than threefold over the next four years as medium-term plans to develop power generation facilities increasingly rely on gas-fired combined-cycle stations to avoid the threat of power shortages. State-run Taiwan Power Company (Taipower) expects its LNG consumption to rise from 1.1 mn tonnes in 1996 to 3.4 mn tonnes in the year 2000. By then the first of several gas-fired private power stations is expected to enter service, further increasing Taiwan`s total LNG requirement for power generation. (Author)
Discusses design of unconventional pneumatic forms for construction of monolithic liners in mine roadways driven by drilling and blasting. The forms were developed for construction of the municipal subway in Leningrad. They were successfully tested in the Pavlogradugol' mines for construction of chambers situated at shaft bottom at depths of 420 m. The chambers were situated in unstable rock strata. A set of pneumatic forms consisted of 4 to 7 units, each 0.4 m thick and 1.2-2.2 m long. Air pressure was 0.03 MPa, installation time was about 20 min. Service life of pneumatic forms ranged from 3 to 4 years.
Severe pitting corrosion occurred in a horizontal steel pipeline used to transport multiphase fluid, including water, oil, and natural gas, after 2 months of service. The pitting corrosion rate was up to 42 mm/year. Chemical analysis, X-ray diffractometry, and EDAX showed that the corrosion products mainly consisted of Fe9S8, FeCO3, and NaCl. Calcium containing inclusions were also found in the matrix of the steel, which may accelerate corrosion. The early failure was attributed to the high proportion of water, the slow flow velocity, and the use of unqualified material. (Author)
Technologic regimes of cryomotor rotor fabrication are determined. Blanks of yttrium ceramics powder are molded hydrostatically at 400-600 MPa. To confirm the serviceability of electric machines of the considered, a hysteretic 10 W power electric motor with the following dimensions of HTSC-ceramics rotor: external diameter - 56 mm; internal diameter - 45 mm, height - 60 mm, is developed and tested in the liquid nitrogen medium. 8 refs.; 8 figs.; 1 tab.
Proposed ductile fracture toughness parameters from tensile tests have been successfully used to determine the post-weld heat treatment temperature for an alloy 800/(9Cr-1Mo) steel dissimilar metal weld joint that is optimum with respect to accelerated aging, which simulates service conditions. This approach proved superior to using microstructural analysis, microhardness profiles, and conventional tensile properties. (author).
In the last 30 years the production of electricity in the USSR has increased 14-fold, probably attaining 1540 billion kWH in 1985. Nuclear generation will provide the bulk of future increases of consumption, using both water-cooled and uranium/graphite reactors; stations of up to 1.5 million kW are in service. The USSR is also in the fore-front of attempts to exploit thermonuclear power. The USSR is also conducting experiments with renewable sources of energy such as solar, geothermal, wind and wave power and with magnetohydrodynamic generation. (D.A.J.).
Recent research developments in common-pool resource models emphasize the importance of links with ecological systems and the presence of non-linearities, thresholds and multiple steady states. In a recent paper Kossioris et al. (2008) develop a methodology for deriving feedback Nash equilibria for non-linear differential games and apply this methodology to a common-pool resource model of a lake where pollution corresponds to benefits and at the same time affects the ecosystem services. This paper studies the structure of optimal state-dependent taxes that steer the combined economic-ecological system towards the trajectory of optimal management, and provides an algorithm for calculating such taxes.

The Department of Defense is making significant investments to construct systems, built upon web services and their supporting technologies, that strive to achieve the goals of net-centricity. While these technologies address several of the traditional stumbling blocks to integration and interoperability, they leave issues of information management largely unaddressed. Indeed, the broad availability of these systems exacerbates, rather than reduces, stresses on our information management capabilities. This paper discusses the enterprise-level information management infrastructure objectives for providing net-centric military capabilities and more fundamental technical challenges derived from them.

Preserving customers` investments in capital goods is one of the strategic market services offered by ABB, and to this end the company has developed project-specific retrofit concepts especially for older power generation plant. A prime example of such a modernization is the Umm Al Nar East (UANE) combined cycle power station in Abu Dhabi, UAE. UANE has two gas turbines of type GT13D, which together generate 140 MW of electrical energy, and heat-recovery boilers which supply steam to a seawater desalination plant with a capacity of 80 million liters of drinking water per day. After almost 20 years in operation, UANE is being modernized. The current status of at-risk and adjudicated youth with behavioral challenges provides a context for addressing needed future directions for research and practice in fields that impact this population. This context includes the myriad characteristics and complex needs of these youth, the programs and services currently available in communities and secure settings, and youth outcomes following incarceration. Recent and emerging national, state, and local initiatives and the benefits that have been realized or are anticipated from their application are presented. The challenges to achieving and sustaining these systems changes are then discussed. The paper concludes with recommendations for future research and practice, based on the issues raised in this special issue and elsewhere. (Contains 1 endnote.)
Oak Ridge National Laboratory (ORNL) has for over ten years provided materials testing and failure analysis services to various coal conversion and utilization facilities in the United States. ORNL was involved in these types of activities at all four of the major coal liquefaction pilot plants. This paper presents a summary of activities at Wilsonville over the past two and one-half years. Some details of these activities are discussed below. Norwegian authorities regard with some disquiet the possibility of a criticality accident in a ship propulsion reactor core at the Kola coast. Along this coast, in land storages, floating storages and in submarines taken out of service, the total number of spent fuel reactor cores amount to two hundred. The total Cs-137 radioactivity in spent ship propulsion reactor fuel at the Kola peninsula can be assessed to 600,000 TBq. A worst case release may amount to more than 5,000 TBq Cs-137, a quantity which under unfavourable conditions might cause serious contamination locally and even across the border to Norway.

Cement-based composites are widely used in applications which demand long-term service life. One important example is in immobilization matrices for low-level radioactive and other hazardous wastes, which demands long-term retention and durability. The authors describe conductivity measurements of grouts flooded with water and in contact with a sink that consists of pure water. The conductivity measurements were designed and carried out in parallel with present quality verification methods and standard leach tests of the nuclear waste management industry. For the first time, the authors show that the method of replacing intrusive chemical analysis with conductivity measurements of the leaching samples yields equivalent results.
Denial of service attacks (DoS) can cause significant financial damages. Flooding and Malicious packets are two kinds of DoS attacks. This paper presents a new security approach which stops malicious packets and prevents flooding in the critical systems. New concepts of packet stamp a dynamic-multi-communication-point mechanism has been identified for this proposed approach to make the prevention of flooding attacks easier and the performing of malicious packet attacks harder. In addition, dynamic key encryption technique has been adapted as a part of the proposed approach to enhance its functionality.
The immense volume of data generated by the suite of instruments on SDO requires new tools for efficient identifying and accessing data that is most relevant to research investigations. We have developed the Heliophysics Events Knowledgebase (HEK) to fill this need. The HEK system combines automated data mining using feature-detection methods and high-performance visualization systems for data markup. In addition, web services and clients are provided for searching the resulting metadata, reviewing results, and efficiently accessing the data. We review these components and present examples of their use with SDO data.
This report documents results of a preliminary hazard analysis (PHA) covering the existing Crane Chempump and the new salt well pumping design. Three hazardous conditions were identified for the Chempump and ten hazardous conditions were identified for the new salt well pump design. This report also presents the results of the control decision/allocation process. A backflow preventer and associated limiting condition for operation were assigned to one hazardous condition with the new design.

One year of research on validating the performance of the Cable Monitoring and Rating System (CMARS) is reported. The performance testing was conducted on underground 230-kV and 345-kV pipe type cable circuits owned by the New Jersey Public Service Electric and Gas Co. Laser temperature monitoring systems and a data acquisition system were installed. Software installation and development is discussed. The CMARS testing program is described. (LCL)
Energy conservation presents major opportunities to industry, both to improve its energy efficiency (hence its competitiveness and profitability) and to supply services and equipment. There are vast markets, both in the United Kingdom and overseas, but there are also barriers. There is reluctance on one hand to make new investment on the scale required. On the other hand, the problems of meeting a fragmented new demand are complicated by the fragmentation of the conservation supply industry. This calls for a new coherent, and innovative approach by both the conservation supply industry and the financial institutions. 3 tables.
Growing ecological awareness in the car industry resulted in further developments of the otto and diesel engines, and of alternative fuels like cars with electric drive. This article gives an overview on a number of pertinent developments. The possible uses of electric cars are still limited by the battery in terms of storage capacity, output, service life and weight so that for the time being their use can be expected to be restricted to public and local-authority antreprises or to companies driving within city areas preferably. A break-through is expected by the industry in the field of high-temperature batteries although there are still a number of problems unsolved. (BWI).
In the framework of the development of new generations of surface ships, the Royal Netherlands Navy is studying the option of the all-electric ship concept. Background is the growing demand of electric power on board of naval ships for various services (including weapons and sensors). Important features of such an all-electric ship concept are decentralized electric energy generation and storage. In such an all-electric ship concept, fuel cells are expected to play an important role in the future, not only for reasons of energy efficiency and low emissions, but also because of their potential military advantages. Especially polymer electrolyte fuel cell systems appear to be very interesting for this application.
The Northwest Foster Care Alumni Study examined the relation between experiences in foster care and depression among young adults who spent at least a year in foster care as adolescents. Results indicate that preparation for leaving foster care, nurturing supports from the foster family, school stability, access to tutoring, access to therapeutic service and support, and a shorter and more stable placement history were associated with a lower probability of depression in young adulthood. Results provide evidence that suggest ways to improve practice to decrease rates of depression among alumni of care. (Contains 2 tables.)
The fire protection practices adopted at nuclear power stations generally follow the well established principles used throughout industry. Unfortunately, there is one particular area - the interaction with heating, ventilation and air conditioning (HVAC) services - where nuclear power stations pose a seemingly insoluble conflict: that between the need to contain and the need to ventilate. Now, however, solid state fire dampers using power fluidics may promise a solution. One of the key characteristics of a fluidic device is that it is 'solid state', i.e. it has no moving parts. Because of this, its inherent reliability is orders of magnitude greater than a mechanical device. (U.K.).
Stress-rupture strength tests were made of metal steam pipe (12Kh1MF steel) in various conditions, the original, after aging under laboratory conditions (580{degrees}C, 10,000 h), and after long service. It was shown that the more the steel is hardened by heat treatment or cold plastic working in the original condition, the less it hardens in creep. It was established that softening in creep of steel with a moderate yield strength is caused primarily by aging and with a high yield strength by pore formation.
During the 1990s, a debate took place in Sweden concerning Conductive Education. Proponents of this method focused their critique on the role and methods of physiotherapists but this profession was not active in the debate. Instead, the medical profession came out as defenders of habilitation services and methods. Departing from sociology of the professions, our objective in this article is to analyze the physiotherapists' silence in relation to the profession's position and its relation to the medical profession. The analysis is based on data from interviews with members of habilitation teams and other key persons, and on documents. Purpose of this assessment for this town in the Slovak Republic is to develop information on the building sector energy efficiency and improvement potential for use by town management to support decisions on providing energy services to Handlova citizens. Objectives were to characterize baseline space and water heat energy use and efficiency improvement potential in the residential and nonresidential building sectors. Intention was to identify major areas of efficiency improvement potential and cost-effectiveness. Four levels of energy and fuel prices were used. A significant efficiency resource exists in the space and water heating end uses in these building sectors; it amounts to 42% of the total building sector space and water heat energy consumption.

Ensuring security of e-government applications and infrastructures is crucial to maintain trust among stakeholders to store, process and exchange information over the e-government systems. Due to dynamic and continuous threats on e-government information security, policy makers need to perform evaluation on existing information security strategy as to deliver trusted e-government services. This paper presents an information security evaluation framework based on new fuzzy multi criteria decision making (MCDM) to help policy makers conduct comprehensive assessment of e-government security strategy.
The HVDC link across the English Channel, which was brought into service in 1986, has several innovative features. Techniques used in its construction together with recent developments have consolidated the viability of HVDC links for a variety of applications.
