Spent Fuel Transfer to Dry Storage Using Unattended Monitoring System

There are 4 CANDU reactors at Wolsung site together with a spent fuel dry storage associated with unit 1. These CANDU reactors, classified as On-Load Reactor (OLR) for Safeguards application, change 16- 24 fuel bundles with fresh fuel in everyday. Especially, the spent fuel bundles are transferred from spent fuel bays to dry storage throughout a year because of the insufficient capacity of spent fuel pond. Safeguards inspectors verify the spent fuel transfer to meet safeguards purposes according to the safeguards criteria by means of inspector's presence during the transfer campaign. For the verification, 60-80 person-days of inspection (PDIs) are needed during approximately 3 months for each unit. Conflict among the circuits: who may conduct inspections under the Clean Air Act

Bunker Hill Co. v. Environmental Protection Agency (EPA) challenged EPA's right to make on-site inspections. A review of the arguments in three Circuit Court Cases shows that the inspection would be meaningless if the chemical company retained exclusive control over inspections and the generated information, but neither court held the company in contempt for refusing admission to inspectors. Industry's claim that on-site monitoring is unconstitutional and the compromises in lawsuits suggest a lack of compliance by both industry and EPA in monitoring regulations. An advanced NDA workstation for integrated safeguards

In this paper the authors describe the design and development of an advanced NDA workstation, which fits into an integrated data evaluation scheme for safeguards. This kind of instrument must be sort of an intelligent assistant to the inspection procedure, be able to generate as correct as possible measurements, guide the inspector throughout the procedure, and report descriptive data to the data evaluation system. The problem of improving the quality of the measurement is tackled using a simple expert system, which should convey in the instrument some of the physicist knowledge. The authors describe the hardware and software resources which were included in their design to reach the intended goal. A prototype of the machine has been built, and a preliminary software for Plutonium Isotopic Composition is under development.

Managing a large outbreak of cryptosporidiosis: how to investigate and when to decide to lift a 'boil water' notice.

The largest outbreak of cryptosporidiosis reported in the United Kingdom, involving 575 confirmed cases (of which 474 met an agreed case definition), occurred in the county of Devon during August and September of 1995. The descriptive epidemiology supports the hypothesis that the outbreak was associated with the consumption of cold tap water in the area served by a particular water treatment works. Cryptosporidium oocysts were detected in treated water samples at the time of the outbreak. Although the epidemiological analysis provided strong circumstantial evidence of a waterborne outbreak, the data were not recorded in a manner that made them admissible in criminal proceedings taken by the Drinking Water Inspectorate against the water company involved. Some 15-20% of accidents is caused by carelessness or clumsiness. To increase awareness among miners, illuminated signs with slogans relating to work safety have been installed at 15 m intervals in roadways leading to workplaces. A satirical wall newspaper lampoons those who infringe safety regulations. Mining teams with good safety records pass on their experience to others. Public inspectors and public inspections (competitions) also play an important part in ensuring that conditions remain up to standard.

An analysis strategy for safeguards use of optical satellite imagery

This paper outlines conceptual framework for safeguards remote sensing, and suggests a strategy for overcoming the challenges to full exploitation of all types of optical satellite imagery. Since the introduction of commercial open-source high-resolution satellite imagery in 1999, it has become an important tool for verification of declarations, baseline mapping, detection and monitoring of changes and investigation of undeclared activities. Its use is still relatively restricted, but there is a growing demand for wider satellite reconnaissance support, and the Satellite Image Analysis Unit (SIAU) has recently been expanded in response. For a number of reasons, IAEA safeguards use of satellite imagery is largely based on visual interpretation by experienced image analysts of high-resolution monochromatic imagery to monitor and characterize buildings and structures on safeguards sites. This report primarily deals with three issues: the health consequences of the use of ammunition with depleted uranium cores; the health damage that radar staff may have suffered through stray X-radiation; and the way hazardous materials such as asbestos are handled in the German army. As regards uranium ammunition, the present findings suggest that there is neither reason for concern nor blame on anyone. The 31,000 American DU rounds that were fired over Kosovo in 1999 neither pose a health hazard to soldiers nor to the civil population. All that remains is a minimal risk of future groundwater contamination. The radar equipment currently in use in the German army poses no danger to operators, inspectors, service personnel or instructors provided that the relevant safety rules are observed. However, in the course of investigating the allegation it came to the OIG`s attention that WSRC`s selection of CSC for this proposed subcontract had possibly involved significant deviations from procurement rules and regulations. Safeguards is not any more only to verify the declared nuclear materials but it is to inform the international safeguards society transparently but confidentially about the nuclear fuel cycle related activities and trade, and to confirm that there are no undeclared activities related to the nuclear fuel cycle in the states. Within the United Kingdom, the regulatory body having responsibility for the licensing of nuclear installations is the Health and Safety Executive (HSE). The Nuclear Installations Inspectorate (NII) is that part of HSE which administers this function. Discussions on the applicability of quality assurance (QA) to licensed sites began in 1974, and an internal report was published in 1975. The measuring series was performed from November 1991 through April 1992 in seven drinking-water conditioning plants of the Fichtel mountains area in the north-eastern part of Bavaria, and the results revealed as an annual average a dose of about 1 - 40 WLM. The area of interest is a drinking-water catchment area where the ground water and other water resources include waters particularly rich in radon content, which explains this relatively high dose range. This is why comprehensive, specific local and long-term mearurements were carried out in order to assess the occupational radiation dose in the drinking-water conditioning plants, taking as a model site the conditioning plant of the municipal utilities of Hof in Weissenstadt. A well-paid dean at the University of Louisville, he had just secured a $694,000 earmarked grant from the U.S. Department of Education to create an elaborate research center to help Kentucky's public schools. The grant proposal, which Mr. Felner had labored over for months, made some impressive promises. On paper this all seemed plausible: From 1996 until 2003, Mr. Felner directed the University of Rhode Island's education school, where he helped create a well-regarded statewide research center. To put it gently, Mr. Felner did not duplicate that feat at Louisville. By the spring of 2008, all but $96,000 of the grant had been spent, but none of the tasks listed in Mr. Felner's proposal had been accomplished.
