This study looks at how education policies in colonial Korea changed over time in order to accommodate the needs of the colonial authorities during the period of Japanese colonial rule in Korea (1910-1945). The colonial experience can be divided into four different periods according to the four Educational Ordinances issued in 1911, 1922, 1938, and 1943 by the colonial government with each period corresponding to a historic event or context. The constitutive relevance of colonial discourse for an understanding of education can be found in the gradual transformation of the education sector in Korea under colonial rule. It is evident that Japanese colonial policy was inherently contradictory in principle and in practice. Multidimensional Fatigue Scale was administered to 652 preschoolers and schoolchildren aged 5?12 and their parents, and to 91 parents of preschool children aged 1?4. Abstract Results of numerous experiments conducted over the past 15-years by using behavioural as well as brain imaging methods have shown that musical expertise influences brain anatomy, brain functions and behaviour. The musician- brain is thus considered as a very good model of brain plasticity. Moreover, many results have demonstrated that musical expertise not only impacts on music processing but also on several aspects of speech processing including lexical pitch, sentence intonation and the metric structure of words. A declaration for achieving universal basic education adopted by the World Conference on Education for All in Jomtien, Thailand, as it relates to Latin America is discussed in this paper. The document then offers an examination of educational expansion in Latin America, a discussion of disproportionate educational budget cuts, and an analysis of challenges that stem from two trends: (1) the growing gap between population growth and educational expansion; and (2) low educational quality and high repetition rates. Characteristics of embedded systems are discussed. In particular, the role of the computer in such systems is highlighted. Special emphasis is placed on the different requirements different kinds of systems may place on program execution. From such requirements necessary programming constructs are derived and in an overview of currently used languages it is shown how evolution led to modern languages like Ada and CHILL. With the advent of cheap, fast and small processing units, exploitation of parallelism for enhancing system performance is becoming increasingly tempting. However, few languages support the design of such multi-processor systems. Some methods for dealing with this problem are discussed. External inefficiency in education--inequity between the characteristics of graduates and the job market--is a problem in Indonesia and many other countries. Job markets at the junior secondary level are very tight in Indonesia with low levels of unemployment at all ages, short job-search times, and high real rates of return. Unemployment, however, among the senior secondary vocational and senior secondary general school graduates is high, even though the real rates of return are also high. The same is true for college and university graduates. Rates decrease, however, as years pass after graduation. This article examines relevant government policy documents on education and culture and discovers that Nigerian education authorities do not "discriminate" against art and culture in its articulation of educational policies per se, but lack of administrative machinery or political will has resulted in the deprivation of the Nigerian child in the process of creative activity in early childhood development. The article argues that lack of creative ability in our educational products is perhaps a major setback in the nation's quest for industrial and technological development. In this article a new art curriculum for elementary schools is advocated as a means of engaging the young child in order to attain functional educational skills necessary in the world of work.

The objectives of the Forum were to share experiences and best practices, create linkages and encourage collaboration in order to make education more accessible to nomadic communities. Representatives from the Kenyan MOE, COL, ComSec and UNICEF provided remarks at the Opening Session of the Forum. We show that the holographic principle in quantum gravity imposes a strong constraint on life. The degrees of freedom of an organism can be estimated according to the theory of Boolean networks, which is constrained by the entropy bound. Hence we can explain the languages in protein sequences or in DNA sequences. The overall evolution of biological complexity can be illustrated. This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. Raytheon's Santa Barbara Remote Sensing (SBRS) division designed and built the MTSAT-1R Japanese Advanced Meteorological Imager for the Japanese Ministry of Transport between March, 1999 and July, 2002. In order to meet the stressing requirements of a geosynchronous orbit, a combination of structural, thermal, and optical (STOP) analyses were used to design and optimize the beryllium three-mirror anastigmat (TMA) telescope. This modeling approach was used to characterize and minimize the thermal distortion around local midnight. On-orbit temperatures and structural deformations were predicted using thermal Desktop/SINDA and PATRAN/NASTRAN software, respectively. The resulting optical performance was evaluated using Raytheon developed HEXAGON software. The telescope design was successfully optimized to attain specified visible channel performance for most of the 24 hour orbit.

The objective of this study was to examine the effect of a nonsteroidal anti-inflammatory drug (NSAID) plaster for knee osteoarthritis among Japanese patients. An open-labeled, randomized, controlled, multiclinic trial was performed involving outpatient clinic groups. Two comparative groups?plaster NSAIDs and oral NSAIDs?were randomly allocated. The drugs used were limited to the current top three in both groups in Japan. Treatments were assessed after four?weeks and compared with the baseline scores. This study examined the life histories of a group of emerging scholars in the field of mathematics education who identify themselves as having a particular interest in and concern for issues of equity and diversity. Experiences of being the "other," "bearing witness" to "othering experiences," and "orienting experiences" in relation to issues of equity proved to be prominent themes in participants' life histories. The Education for All-Fast Track Initiative (FTI) grew out of the "New Focus on Education for All" communique of the G-8 when Canada hosted the summit in 2002 at Kananaskis. As Canada prepares again to host the G-8, and Korea assumes leadership of the newly-empowered G-20, it is a valuable moment to revisit and re-think the current global education architecture. By adopting some of the recommendations from the recent independent evaluation of the FTI and borrowing some lessons from global partnerships in other sectors, the FTI could set a new course toward the achievement of universal basic education. The FTI should broaden and strengthen the role of diverse stakeholders from developing countries and civil society in its governance structure in order to fully harness the energies of these stakeholders in resource mobilization and effective implementation. Our argument is that even though pro-market discourses have guided reforms in many aspects of public policies in Argentina, the arena of education has overall been resistant to taking them up. An investigation of the effect of blending of two different coals in various ratios on the hydrogenation reaction was carried out using a red mud-sulphur catalyst. Three Japanese coals and an Australian brown coal were used in the study. The conversion of the blended coals was compared with that obtained with each of the coals alone. A blend of the Yallourn brown coal and Shin-Yubari coal showed a synergism: it is considered that hydroaromatics from the Japanese coal promote the hydrogenation of the Yallourn coal. On the basis of observations of the JTEC team, it appears that Japanese universities and research institutes are leading long-term R&D thrusts for development of new materials casting technologies. Significant efforts include amorphous metals, intermetallics, application of MHD in continuous casting of steel, and energy efficient furnace technology. The purpose of the study was to investigate the adequacy of educational services available for the implementation of the ideals of the Universal Basic Education (UBE) in Southern Nigeria. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The researchers collected and analyzed data to (1) Ascertain how free the UBE was in Southern Nigeria and (2) to determine if educational services were adequately provided for the implementation of the programme. Home economics is a dynamic field that imparts knowledge intended to help people adapt to their environment by making effective use of human and material resources. Hence, the profession values global concerns for the environment, human rights, health, and well-being. In Nigeria, home economics teachers must also consider the role they play in programs such as family life education, poverty alleviation, and universal basic education. In particular, home economics is one of the subjects through which core messages of the country's Population and Family Life Education program are to be integrated at the secondary school level. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. Almost 900m adolescents and adults are illiterate in the developing world, yet most policy discussions focus on the educational circumstances of primary aged children. As a result non-formal educational programs for adolescents and adults are given very little support, and this group is virtually ignored in international agreements such as the millennium declaration. This article presents the first serious attempt at evaluating the impact of a non-formal education program. Renewable energy systems, such as photovoltaic and wind-turbine energy systems, are considered to be environmentally sound from the viewpoint of carbon-dioxide emissions and resource depletion. The cost of energy supplied from renewable energy systems is higher than that of conventional fossil-fuel systems, and this hinders the wider spread of renewable energy systems. Global environmental problems, however, are becoming more obvious. There is a movement to defray the additional cost of electricity generated in environmentally-sound processes. In this paper, we report the results of a survey using the contingent valuation method (CVM) of the willingness of Japanese households to pay more, in the form of a flat monthly surcharge, for renewable energy. The median value of willingness to pay for renewable energy by Japanese households is estimated at about 2000 yen (around 17 US$ with the exchange rate 115 yen/US$) per month per household. ...

The biological half-life of "1"3"7Cs in the total body of human subjects was determined in 23 individuals of Japanese male adult in their normal works by measuring amount of "1"3"7Cs in both their total body and daily urine in the same period. For the group, the value was determined by averaging the half-lives for individuals, by comparing the mean body burden and the mean daily urinary excretion, or by applying a curve fitting method to the body burden estimate. The biological half-life averaged 86 days, ranging from 50 to 161 days. The averages of the biological half-lives for the group were 83, 87 and 82 days in the different periods of observation. By the curve fitting method, 85 days was found for the group. The biological half-life for the individuals depended on both body weight and age, to a lesser extent, of the subjects. (author).

The authors report an effort to determine the basis for the altered migration of seven inherited albumin variants detected by one-dimensional electrophoresis in population surveys involving tribal Amerindians and Japanese children. An amino acid substitution has thus far been determined for four of the variants. The randomness in the albumin polypeptide of these and the other sixteen independently ascertained amino acid substitutions of albumin and proalbumin thus far established was analyzed; the clustering of eight of these at two positions in the six-amino acid propeptide sequence seems noteworthy. By comparison with other proteins studied by electrophoresis, albumin exhibits average variability. It is a paradox that individuals who, for genetic reasons, lack albumin exhibit no obvious ill effects; yet, electrophoretic variants of albumin are no more numerous than are variants of proteins, the absence of which results in severe disease.

The study surveyed urban women's use of information media and drew attention to the implications for women in leadership positions and non-formal education. A questionnaire containing structured and unstructured items was administered to 300 women resident at Nsukka urban town Enugu State, Nigeria. One hundred and twenty-five usable copies were used for the data analysis. The findings show that oral media are the most popular among women irrespective of level of education and type of occupation. The level of education influenced the use of radio and television. Although Mexico has made tremendous progress toward achieving universal basic education, school quality has not kept pace with enrollment increases, especially in rural areas. Innovations at the federal and state levels to raise the quality of basic education in Mexico include decentralizing the education system, thereby giving the states more control over education, and creating the Carrera Magisterial, a program of incentives and professional development for teachers. The first part of this paper shows that early in their professional lives, teachers in basic public schools are better paid than other comparable groups. A study described part-time and small farmers (PT/SF) on the basis of their demographic characteristics and determined their farm management educational needs. Findings revealed that the majority of the PT/SF were males who operated farms of 50-150 acres for 11 or more years, were 35-44 years of age, and were high school graduates who principally produced crops. The four areas of farm management education needed by PT/SF were farm tax management, marketing farm products, determining farm insurance needs, and farm recordkeeping. Davidsons paratactic account of indirect speech exploits the fact that `that' can be either a demonstrative pronoun or a subordinating conjunction. Davidson thinks that the fact that it is plausible to think that it inherited the latter function from the former lends support to his account. However, in other languages the two functions are performed by unrelated words, which makes the account impossible to apply to them. I argue that this shows that, rather than revealing the underlying form of indirect reports, the account reflects only a quirk of English.

Various physics applications involve the computation of the standard hypergeometric function {sub 2}F{sub 1} and its derivatives. Because it is not an intrinsic in the common programming languages, automatic differentiation tools will either differentiate through the code that computes {sub 2}F{sub 1} if that code is available or require the user to provide a hand-written derivative code. We present options for the derivative computation in the context of an ionization problem and compare the approach implemented in the Diamant library to standard methods.

Objective: To develop a computerized method of internal dose estimation on radiation protection. Methods: Based on MIRD mathematic model of the organs and by means of the programming language of MS Visual Basic 6.0, a computer program of dose estimation in internal radiation was developed for radiation protection. Results: The computerized method of dose estimation for internal radiation was completed. It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. In addition, the analysis reveals South Africa's unexpected and provocative gendered patterns of access and participation.

In this paper the authors describe the ways poststructuralist discourses assisted us to reading and reflection on data collected as part of a traditional survey-style research study. The study--generated in response to widespread concern about falling male enrolment rates at the authors' regional university--focused upon factors affecting rural male school-leavers' decisions about postschool destinations, and upon these students' attitudes to higher education. In the paper that follows, the authors contest the dominant discourses that are frequently drawn on to explain differences in male and female higher education enrolment trends. This article analyses the emergence of the Reseau Education Sans Frontieres (RESF) in France, a movement that emerged in response to fear about the deportation of immigrant children who were pupils in French schools. Mobilising ethical concerns about children's welfare, the movement has been able to create public debate about the French State's moral responsibility to protect these children of 'sans-papiers'. Based on qualitative research, this article analyses the membership of RESF and its modes of action to show how this mobilisation has taken place, stressing the importance of 'everyday interactions' in this mobilisation, and the use of new frames of moral injustice concerning children's welfare.

At the importance increase of UT (ultrasonic testing) with the application of rules on fitness-for-service for nuclear power plants, JAPEIC (Japan power engineering and inspection corporation) started education training for defect detection and sizing technique. Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. This paper makes a case for "good politics for good education", with special reference to Nigeria. It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). During the 1990s, a debate took place in Sweden concerning Conductive Education. Proponents of this method focused their critique on the role and methods of physiotherapists but this profession was not active in the debate. Instead, the medical profession came out as defenders of habilitation services and methods. Magnesium alloys have replaced resins as a material for the components of electronic products such as cell phone and notebook personal computer mainly, because of their lightness and rigidity. Thin walls, a complicated shape, and high appearance quality are all needed in the external parts. Die-casting and injection molding are the main method of manufacturing magnesium alloy parts. The optimal cast conditions and mold design have been investigated in order that a few defects such as surface cracks and mold cavities in casting parts would be reduced. Instead of cast, plastic forming technologies such as warm drawing and hot forging have been developed to form thinner walls and less defects. It is reported that due to the large demand for electricity in Japanese homes and given the fact that the energy consumption rate of air conditioners to the total energy consumption rate in an average home exceeds 20%, an energy saving-type room air conditioner is essential, also for environmental reasons. Japanese customers ranked high running costs as a major drawback of conventional equipment. Toshiba started developing the first generation energy saving air conditioners in 1993. Improvements to the concept were made and the 1995 model offers a heating COP of 4.65 and a cooling COP of 4.3 at rated conditions, an improvement of more than 30% compared to the conventional model. As the first step for development of the corrosion resistant superheater tube materials of 500 C, 100 ata used in high efficient waste-to-energy plants, field corrosion tests of six conventional alloys were carried out at metal temperatures of 450 C and 550 C for 700 and 3,000 hours in four typical Japanese waste incineration plants. The test results indicate that austenitic alloys containing approximately 80 wt% [Cr+Ni] show excellent corrosion resistance. When the corrosive environment is severe, intergranular corrosion of 40{approximately}200 {micro}m depth occurs in stainless steel and high alloyed materials. It is confirmed quantitatively that corrosion behavior is influenced by environmental corrosion factors such as Cl concentration and thickness of deposits on tube surface, metal temperature, and flue gas temperature. Problems encountered in on-site use include difficulty in controlling moisture content, absorption swelling and strongly alkaline atmospheres. Accounts are given of various low-temperature processes in coal gasification route A: air separation, removal of sour gas by the Rectisol process, liquid nitrogen washing, the material balance and utility consumption of these processes, plus low-temperature gas separation, partial condensation and methane washing.
