As the three-year period FY93-FY96 ended, there were six senior investigators on the grant full-time: Bulgac, Henley, Miller, Savage, van Kolck and Wilets. This represents an increase of two members from the previous three-year period, achieved with only a two percent increase over the budget for FY90-FY93. In addition, the permanent staff of the Institute for Nuclear Theory (George Bertsch, Wick Haxton, and David Kaplan) continued to be intimately associated with our physics research efforts. We show, assuming the consistency of one measurable cardinal, that it is consistent for there to be exactly kappa+ many normal measures on the least measurable cardinal kappa. This answers a question of Stewart Baldwin. The methods generalize to higher cardinals, showing that the number of lambda strong compactness or lambda supercompactness measures on P_kappa(lambda) can be exactly lambda+, if lambda>kappa is a regular cardinal. We conclude with a list of open questions. Our proofs use a critical observation due to James Cummings.

Plant meiotic prophase I is a complicated process involving the late zygotene and pachytene stages, both crucial for completing synapsis and recombination. Using David Lily (Lilium davidii var. Willmottiae) as our research material, we performed suppression subtractive hybridization to construct EST library of anthers at various stages of development by the pollen mother cells. From this library, we identified small heat shock protein LimHSP16.45 was highly expressed during the late zygotene to pachytene stages. Our results also showed that LimHSP16.45 was almost specifically expressed in the anther compared with the root, stem, or leaf, and in situ expression of LimHSP16.45 mRNAs showed strong signals in the pollen mother cells and tapetal cells. Abstract Simon Saunders and David Wallace have proposed an attractive semantics for interpreting linguistic communities embedded in an Everettian multiverse. It provides a charitable interpretation of our ordinary talk about the future, and allows us to retain a principle of bivalence for propositions and to retain the law of excluded middle in the logic of propositions about the future. But difficulties arise when it comes to providing an appropriate account of the metaphysics of macroscopic objects and events. I evaluate various metaphysical frameworks which might be combined with the Saunders-Wallace semantics. I conclude that the most appropriate metaphysics to underwrite the semantics renders Everettian quantum mechanics a theory of non-overlapping worlds.

Similar to many other countries, an educational reform anchored in a managerial discourse was proposed in Israel in 2004 by the Dovrat Committee, encouraged by the 'inter-state education gap' social problem that economist Dan Ben-David formulated on the basis of international examinations, such as PISA and TIMMS. Through a neo-Weberian approach this study follows the construction of a managerial discourse from the 1970s onwards that led to the Dovrat report. In February 2001, the Minister of Environment Canada outlined a series of measures to be implemented over the next decades to reduce emissions from vehicles, engines and fuels. The agenda includes the development of new regulations under the authority of Part 7, Division 5 of the Canadian Environmental Protection Act (CEPA) to align Canada's emission standards for on-road vehicles with those of the United States Environmental Protection Agency. This paper presents a detailed summary of comments received by the interested parties that appeared at a public consultation in November 2001 to discuss and raise issues about the proposed regulations. In 1992, the Federal Energy Regulatory Commission (FERC) began using a Flow Duration Analysis (FDA) methodology to assess headwater benefits in river basins where use of the Headwater Benefits Energy Gains (HWBEG) model may not result in significant improvements in modeling accuracy. The purpose of this study is to validate the accuracy and appropriateness of the FDA method for determining energy gains in less complex basins. This report presents the results of Oak Ridge National Laboratory`s (ORNL`s) validation of the FDA method. The validation is based on a comparison of energy gains using the FDA method with energy gains calculated using the MWBEG model. Comparisons of energy gains are made on a daily and monthly basis for a complex river basin (the Alabama River Basin) and a basin that is considered relatively simple hydrologically (the Stanislaus River Basin). This report describes the method of Allan variance and its application to the characterization of a Ring Laser Gyro`s (RLG) performance. Allan variance, a time domain analysis technique, is an accepted IEEE standard for gyro specifications. The method was initially developed by David Allan of the National Bureau of Standards to quantify the error statistics of a Cesium beam frequency standard employed as the US Frequency Standards in 1960`s. The method can, in general, be applied to analyze the error characteristics of any precision measurement instrument. The key attribute of the method is that it allows for a finer, easier characterization and identification of error sources and their contribution to the overall noise statistics. Environmental engineers working in large companies' facilities and in corporate engineering groups already have an idea of how to comply with the regulations for chemical plant equipment leaks. (In fact, the rules will also affect process bins, wastewater, transfer and storage.) But those who work for smaller companies or who have assignments not directly tied to environmental affairs may not have access to the latest thinking on compliance. One of the first challenges in becoming aware of the CAAA regulations is learning the new language, which consists of acronyms, some containing other acronyms. NESHAP, for example, stands for national emissions standards for hazardous air pollutants. Prior to the CAAA, NESHAPs applied to a few specific chemicals, such as benzene. The World's topologically and technically exploitable hydroenergy potential is estimated to be in the order of 20.10{sup 3} TWh/y, i.e. 0.0057% of the hydraulic cycle energy. Today's hydroelectricity generation is {approx}2500 TWh/y i.e. {approx}21% of the World's electricity generation. This final scientific report documents the Industrial Technology Program (ITP) Stage 2 Concept Development effort on Data Center Energy Reduction and Management Through Real-Time Optimal Control (RTOC). Society is becoming increasingly dependent on information technology systems, driving exponential growth in demand for data center processing and an insatiable appetite for energy. David Raths noted, 'A 50,000-square-foot data center uses approximately 4 megawatts of power, or the equivalent of 57 barrels of oil a day1.' The problem has become so severe that in some cases, users are giving up raw performance for a better balance between performance and energy efficiency.
