Device for advancing the base of a stoping unit
Energy Technology Data Exchange (ETDEWEB)
The purpose of the invention is to increase reliability in the operation of the device for advancing the base of a stoping unit. This is achieved because the device includes alternation hydraulic jacks of advance and control connected by hinges between themselves by the sections of the base and equipped with hydraulic locks, distributors of the hydraulic jacks of advance. In this case the hydraulic locks connected to the hydraulic jacks of control are doubled and connected to the distributors of the neighboring sections through reverse valves.

Shock absorber for the leg structure of offshore jack-up rig
Energy Technology Data Exchange (ETDEWEB)
A shock absorber mechanism and method for use on the leg structure of a jack-up offshore drilling rig is described. It is mounted on the bottom of each existing leg of a drilling rig and comprises a pointed piston member which is positioned on the bottom of the leg structure and projects downwards through the can/footing of the rig leg. The piston member is held in place by a resilient tension member which is designed to absorb shock forces during vertical/axial impact of the leg structure when contact is made with the ocean floor. Offshore hydraulics: tough, reliable, and failsafe
Energy Technology Data Exchange (ETDEWEB)
The Offshore Comet is a modern offshore drilling rig with a hydraulic-cylinder-actuated jacking (raising and lowering) system. Hydraulic-cylinder jacking provides a safe and efficient method for placing the rig at the desired height above the water and insuring that it can withstand the expected heavy loads imposed by machinery, supplies, and the ocean environment. The drilling rig consists of a steel-hulled barge that is floated to the site and then supported during drilling operations by four steel triangular-cross-section lattice legs. The legs are planted firmly on the ocean bottom by a procedure called preloading. Each leg with its integral footing weighs 657 tons. The barge with its deck load can weigh up to 9200 tons.

Innovative production system goes in off Ivory Coast
Energy Technology Data Exchange (ETDEWEB)
The phased field development of the Lion and Panthere fields, offshore the Ivory Coast, includes a small floating production, storage, and offloading (FPSO) tanker with minimal processing capability as an early oil production system (EPS). For the long-term production scheme, the FPSO will be replaced by a converted jack up mobile offshore production system (MOPS) with full process equipment. The development also includes guyed-caisson well platforms, pipeline export for natural gas to fuel an onshore power plant, and a floating storage and offloading (FSO) tanker for oil export. Pipeline export for oil is a future possibility. This array of innovative strategies and techniques seldom has been brought together in a single project. The paper describes the development plan, early oil, jack up MOPS, and transport and installation.

Twisted cscK metrics and K\\"ahler slope stability
We introduce a cohomological obstruction to solving the constant scalar curvature K\\"ahler (cscK) equation twisted by a semipositive form, appearing in works of Fine and Song-Tian. Geometrically this gives an obstruction for a manifold to be the base of a holomorphic submersion carrying a cscK metric in certain ``adiabatic'' classes. In turn this produces many new examples of general type threefolds with classes which do not admit a cscK representative. When the twist vanishes our obstruction extends the slope stability of Ross-Thomas to effective divisors on a K\\"ahler manifold. Thus we find examples of non-projective slope unstable manifolds.

HLW disposal is one of the largest issue to utilize Nuclear power safely. In the past study, the concept, which buffer materials and Overpacked waste were transported into underground respectively, have shown. The concept of pre-assembled engineered barrier has advantage to simplify the logistics and emplacement procedure, however there are difficulties to support heavy weight of pre-assembled package by equipment under the condition of little clearance between tunnel and package. In this study, Combination of air bearing and two degree-of-freedom wheels were suggested for transportation, and air jack was suggested for unloading and emplacement system. Also, whole system for transportation and emplacement procedure was designed, and Scale model test was examined to evaluate the feasibility of these concept and functions. (author)

Assessment of the efficiency of short term countermeasures following a severe accident on a PWR
Energy Technology Data Exchange (ETDEWEB)
In case of a severe nuclear accident at a PWR plant, countermeasures will be initiated in the short term by authorities to reduce the consequences of the atmospheric radioactive releases on the neighbouring population. Various factors influence the level of protection afforded by countermeasures. For instance, a too late intervention would lead to a Jack of efficiency in terms of dose reduction if the actual evolution of the accident is not considered. Thus, implementation of countermeasures should be optimized. In general, the projected doses (those without countermeasure) are compared with those expected when a particular countermeasure or strategy is implemented. In this paper, an in-depth analysis associates the kinetics of the release with the corresponding evolution of the dosimetric efficiency of countermeasures. This is done at different times in the short term of the accident and for various distances from the plant. Results are presented for different ...

Sell lumens, not kilowatts: The future for electric utilities
Energy Technology Data Exchange (ETDEWEB)
The key to the future for electric utilities will not be found in legislation or regulation. Title VII of the Energy Policy Act of 1992 will prove to be just as ineffectual in improving the industry's position as was the Public Utility Regulatory Policies Act of 1978. These legislative palliatives, which produced so much commotion and so many reams of heated commentary, are largely irrelevant to a successful future for electric utilities. The key will be found in economics, not in law, and the future will lie in completing Thomas A. Edison's century-old vision for the industry, half of which the industry has heretofore ignored. The industry must embrace the complete vision and evolve from electric utilities into [open quotes]end-use energy utilities.[close quotes

In 1946, the Philippines raised claims in the South China Sea over an area already known as Spratly Islands. This claim advanced through peculiar stages, starting when Thomas Cloma allegedly discovered islands in 1946, later named as Freedomland, and maturing to some extent in 1978 by the governments claim over the so-called Kalayaan Island Group. Considered as an oceanic expansion of its frontiers, this paper reviews the basis of the claim, first over the nature of Clomas activities, and secondly over the measures the Philippine government took as a reaction of Clomas claim of discovery of an area already known in western cartography as the Spratlys. Eventually, what is the nature of the link between the 1978 Kalayaan Islands Groups official claim and 1956 Clomas private one?

Biosorption of lead from aqueous solutions by Bacillus strains possessing heavy-metal resistance
British Library Electronic Table of Contents (United Kingdom)
In this study, bacterial strains were investigated in order to determine their heavy metal tolerance. The bacterial strains were identified as Bacillus cereus and Bacillus pumilus. In the batch system, the effects of operating variables such as solution pH, initial metal concentration, contact time, and adsorbent dosage were investigated. Both isolates were highly resistance to copper and lead in comparison with the control strain examined. The adsorption capacities of B. cereus and B. pumilus were found to be 22.1mg/g and 28.06mg/g, respectively. The biosorption follows pseudo-second order kinetics and the isotherm fits well to the Langmuir isotherm model. In column experiments, the biosorption was fitted well by the Thomas model. The breakthrough and exhaustion capacity of each biosorben...

Energy Technology Data Exchange (ETDEWEB)
In 1982 the semi-submersible drilling unit Ocean Ranger capsized and sank off the Grand Banks, resulting in the loss of the entire 84-man crew. A Royal Commission was set up to conduct an enquiry into the incident, and to carry out a process of research and opinion-gathering towards providing recommendations to both federal and Newfoundland governments. The primary purpose of the Commission was to determine why the Ocean Ranger sank, why none of the crew were saved, and how to avoid similar disasters. A number of studies and seminars were held to focus expert knowledge and opinion in several key fields and to update studies and fill gaps in the data base. Summaries of selected study reports and the seminar proceedings are presented in the following areas: the environment, including ice, marine climatology, weather forecasting services, wave climatology, oceanographic information, and seabed information; design, including mobile offshore drilling rig design evolution, continuity from ...

Linear chain tensioning of moored production vessels
Energy Technology Data Exchange (ETDEWEB)
As need for development of marginal and deepwater oil fields grows, demand increases for floating production vessels (FPVs) such as floating production, storage and offloading (FPSO) units; spread-moored production semi-submersibles; and turret-moored production vessels. The FPV may be purpose-built; or an existing vessel such as an exploration drilling semi-sub or ship-shape vessel may be modified to suit the purpose. In either case, requirements for tensioning systems for the mooring lines on the FPV are quite unique, and are not without the potential for problems when traditional chain windlasses or wire rope systems are employed. This two-part article discusses the range of available technologies and systems for tensioning mooring lines on FPVs. It examines problems of size, weight and safety associated with some available designs; and it considers in detail a specific family of new units. Part 1, presented here, discusses the FPV market, worldwide potential locations and different ...

Variational approach to nuclear matter
International Nuclear Information System (INIS)
We calculated the energies of asymmetric nuclear matter at zero and finite temperatures with the cluster variational method. At zero temperature, the expectation value of the two-body Hamiltonian composed of the kinetic energies and the AV18 two-body forces is calculated with the Jastrow wave function in the two-body cluster approximation. The obtained two-body energy is in good agreement with the result with the Fermi Hypernetted Chain (FHNC) calculation by Akmal et al. The energy caused by the UIX three-body forces is treated somewhat phenomenologically so that the total energy reproduces the empirical saturation point. Furthermore, the parameters included in the three-body energy are readjusted so that the Thomas-Fermi (TF) calculations with use of the obtained energy of nuclear matter reproduce the gross feature of the experimental data on atomic nuclei. The nuclear species in the neutron star crust obtained by the TF calculation are reasonable. The free ...

Reduced Neutron Widths in the Nuclear Data Ensemble: Experiment and Theory Do Not Agree
International Nuclear Information System (INIS)
I have analyzed reduced neutron widths (#GAMMA#_n"0) for the subset of 1245 resonances in the nuclear data ensemble (NDE) for which they have been reported. Random matrix theory (RMT) predicts for the Gaussian orthogonal ensemble (GOE) that these widths should follow a #chi#"2 distribution having one degree of freedom (#nu# = 1) - the Porter Thomas (PT) distribution. Using the maximum-likelihood (ML) technique, I have determined that the #GAMMA#_n"0 values in the NDE are best described by a #chi#"2 distribution having #nu# =0.801 #+-# 0.052, which is 3.8 standard deviations smaller than predicted by RMT. I show that this striking disagreement is most likely due to the inclusion of significant p-wave contamination to the supposedly pure s-wave NDE. Furthermore, when an energy-dependent threshold is used to remove the p-wave contamination, ML analysis yields #nu# = 1.217 #+-# 0.092 for the remaining data, still in poor agreement with the RMT prediction for the GOE. ...

Integrated EM & Thermal Simulations with Upgraded VORPAL Software
Energy Technology Data Exchange (ETDEWEB)
Nuclear physics accelerators are powered by microwaves which must travel in waveguides between room-temperature sources and the cryogenic accelerator structures. The ohmic heat load from the microwaves is affected by the temperature-dependent surface resistance and in turn affects the cryogenic thermal conduction problem. Integrated EM & thermal analysis of this difficult non-linear problem is now possible with the VORPAL finite-difference time-domain simulation tool. We highlight thermal benchmarking work with a complex HOM feed-through geometry, done in collaboration with researchers at the Thomas Jefferson National Accelerator Laboratory, and discuss upcoming design studies with this emerging tool. This work is part of an effort to generalize the VORPAL framework to include generalized PDE capabilities, for wider multi-physics capabilities in the accelerator, vacuum electronics, plasma processing and fusion R&D fields, and we will also discuss user ...

Petroleum potential of western Newfoundland's Cambro-Ordovician succession
Energy Technology Data Exchange (ETDEWEB)
The Cambro-Ordovician platform was formed along the margin of the old super-continent of Laurentia approximately 470 million years ago, and is a prolific producer of hydrocarbons. This presentation provided a geological review of the region as well as estimates of the amounts of oil in place. A simplified geological cross-section of the formation was presented, as well as a chart of the Anticosti Basin of western Newfoundland. Details of exploration wells targeting the Cambro-Ordovician carbonate platform and current west coast land holdings were provided. An outline of the area's petroleum system included details of source rock, reservoirs, traps and seals and migration and timing. Offshore prospects for the platform were estimated to be in the region of 100 to 200 million barrels. Onshore prospects were estimated to be in the region of 30 million to 150 million barrels. It was noted that limited coverage by onshore seismic data may mean that larger structures have yet to be ...

Natural gas in Lake Erie: a reconnaissance survey of discharges from an offshore drilling rig
Energy Technology Data Exchange (ETDEWEB)
Field studies were conducted May 28-June 1, 1979, to determine the chemical composition and physical behavior of discharges from an offshore gas drilling rig in the central basin of Lake Erie. The drilling operation was observed for four days, from rig jackup to the circulation of mud through the borehole after drilling had been completed. Resuspension studies using nephelometry, supplemented with chemical analyses, indicated little resuspension of lake bottom materials or release of metals to the water column during rig jack-up. Portions of the turbidity plumes generated during drilling were buoyant. Three surface turbidity plumes were mapped with nephelometry to a point at which particulate concentrations reached background levels in the Lake. Detectable plumes were approx. 400 to 1500 m in length and had maximum widths < 230 m. A chemical survey conducted in the plume during early gas shows indicated that discharged inorganic chemical species were rapidly ...

The two tank (125,000kl each) foundations under construction are as large as 85m in diameter, and the north-side tank is to be placed over a sharper slope. The tanks are greatly different in their height from the rockbed since they are to be placed at the same level. For reduction in construction cost and time, a pile foundation design is chosen as the basic concept for foundation construction. After an overall evaluation of stability upon exposure to seismic torsion and of the deformation characteristics of piles and concrete slabs, a total pile foundation design with rock debris replaced with crushed rock is determined to be the design to be adopted. Since the piles to be driven in are greatly different in length, error in the pile supporting force will be too grave under the conventional pile landing control system. Therefore, a high-accuracy pile landing control system is employed, established after a rapid load test in addition to the dynamic load test for the confirmation of the ...

A database has been developed before and after the dewatering of the Meigs number-sign 31 deep coal mine in Meigs County, Ohio, three years ago. This strategy was to compare potential recovery of the watershed in the mainstem of Leading Creek as well as to reconnaissance the tributaries for point-source input into the creek. After the dewatering process, #approx# half of the 31-mile Leading Creek mainstem received a discharge of conductivity, low pH, high metals (iron, manganese, copper, aluminum), and total suspended solids (TSS). Most forms of aquatic life in the creek were depleted in the impacted areas, but recovery has been encouraging. Relative fish abundance has returned to pre-event levels, while benthic macroinvertebrates show recovery in two key stream segments. Reconnaissance of the watershed indicated that the system is uniquely segregated with high sedimentation from agricultural input in the upper half and abandoned mined land (AML) discharges in the lower. Neutron observables from inclusive lepton scattering on nuclei
We analyze new data from Thomas Jefferson National Accelerator Facility (JLab) for inclusive electron scattering on various targets. Computed and measured total inclusive cross sections in the range 0.3 < or approx. x < or approx. 0.95 show reasonable agreement on a logarithmic scale for all targets. However, closer inspection of the quasielastic components reveals serious discrepancies. European Muon Collaboration (EMC) ratios with conceivably smaller systematic errors fare the same. As a consequence, the new data do not enable the extraction of the magnetic form factor G{sub M}{sup n} and the structure function F{sub 2}{sup n} of the neutron, although the application of exactly the same analysis to older data had been successful. We incorporate in the above analysis older CLAS Collaboration data on F{sub 2}{sup 2H}. Removal of some scattered points from those makes it appear possible to obtain the desired neutron information. We compare our results with ...

Gas turbine applications in the drying industry
Energy Technology Data Exchange (ETDEWEB)
The purpose of this report is to determine if it is feasible to utilize the hot exhaust gas discharged from gas turbines in direct applications. This report illustrates the technical feasibility and economic viability of using gas turbines in drying applications. The size of turbines in this investigation ranges from 2 MW to 10 MW. In addition, an implementation strategy has been developed to employ this new system. The method used to structure the scope of this undertaking is as follows: Step 1. Collecting information by contacting dryer manufacturer and companies drying different products. Information was also gathered by literature studies and the internet. Thomas register is a great tool when it comes to company and market searches. Step 2. Looking into if it is technically possible to use the exhaust gas directly into dryers. The parameters needed for these calculations were gathered in step 1, and some of the more important are temperature, mass flow, heat ...

Innovative Structural and Joining Concepts for Lightweight Design of Heavy Vehicle Systems
Energy Technology Data Exchange (ETDEWEB)
The extensive research and development effort was initiated by the U.S. Department of Energy (DOE) in 2002 at West Virginia University (WVU) in order to investigate practical ways of reducing the structural weight and increasing the durability of heavy vehicles through the judicious use of lightweight composite materials. While this project was initially focused on specific Metal Matrix Composite (MMC) material, namely Aluminum/Silicon Carbide (Al/SiC) commercially referenced as ''LANXIDE'', the current research effort was expanded from the component level to the system level and from MMC to other composite material systems. Broadening the scope of this research is warranted not only by the structural and economical deficiencies of the ''LANXIDE'' MMC material, but also by the strong coupling that exists between the material and the geometric characteristics of the structure. Such coupling requires a truly ...

Education Dean's Fraud Case Teaches U. of Louisville a Hard Lesson
At the end of 2005, Robert D. Felner was riding high. A well-paid dean at the University of Louisville, he had just secured a $694,000 earmarked grant from the U.S. Department of Education to create an elaborate research center to help Kentucky's public schools. The grant proposal, which Mr. Felner had labored over for months, made some impressive promises. On paper this all seemed plausible: From 1996 until 2003, Mr. Felner directed the University of Rhode Island's education school, where he helped create a well-regarded statewide research center. To put it gently, Mr. Felner did not duplicate that feat at Louisville. By the spring of 2008, all but $96,000 of the grant had been spent, but none of the tasks listed in Mr. Felner's proposal had been accomplished. Late in May 2008, he told his colleagues that he had been hired as chancellor of the University of Wisconsin-Parkside, effective August 1. During his final weeks at Louisville, Mr. Felner pressed his luck one last time. Even ...
