Currently, high temperature filter systems are in the demonstration phase with the first commercial scale hot filter systems being installed on integrated gasification combined cycle (IGCC) and pressurized fluid bed combustion cycle (PBFC) systems (70 MW). They are dependent on the development of durable and economic high temperature filter systems. These filters are mostly ceramic tubes or candles. Ceramic filter durability has not been high. Failure is usually attributed to mechanical or thermal shock: they can also undergo significant changes due to service conditions. The overall objective of this project is to commercialize weldable, crack resistant filters which will provide several years service in advanced power processes. The integrated-gasification combined-cycle (IGCC) process is an emerging technology that utilizes coal for power generation and production of chemical feedstocks. However, the process generates large amounts of solid waste, consisting of vitrified ash (slag) and some unconverted carbon. In previous projects, Praxis investigated the utilization of {open_quotes}as-generated{close_quotes} slags for a wide variety of applications in road construction, cement and concrete production, agricultural applications, and as a landfill material. From these studies, we found that it would be extremely difficult for {open_quotes}as-generated{close_quotes} slag to find large-scale acceptance in the marketplace even at no cost because the materials it could replace were abundantly available at very low cost. Given that fossil fuel fired power plants are among the largest and most concentrated producers of CO{sub 2} emissions, recovery and sequestration of CO{sub 2} from the flue gas of such plants has been identified as one of the primary means for reducing anthropogenic CO{sub 2} emissions. In this study, ALSTOM Power Inc. (ALSTOM) has investigated several coal fired power plant configurations designed to capture CO{sub 2} from effluent gas streams for use or sequestration. Burning fossil fuels in mixtures of oxygen and recirculated flue gas (made principally of CO{sub 2}) essentially eliminates the presence of atmospheric nitrogen in the flue gas. The resulting flue gas is comprised primarily of CO{sub 2}. Oxygen firing in utility scale Pulverized Coal (PC) fired boilers has been shown to be a more economical method for CO{sub 2} capture than amine scrubbing (Bozzuto, et al., 2001). Activities include management of Hanford wastes as well as waste transferred to Hanford from other DOE, Department of Defense, or other facilities. This work includes handling, treatment, storage, and disposal of radioactive, nonradioactive, hazardous, and mixed solid and liquid wastes. Major Waste Management Projects are the Solid Waste Project, Liquid Effluents Project, and Analytical Services. Among the key reasons for this is the fact that most financial intermediaries in the CDM host countries have limited or no knowledge of the CDM Modalities and Procedures. This article describes the steps taken to mitigate the impact to existing wetlands by creating new wetlands in an airport expansion project. The project addressed maintaining suitable amounts of wetlands to accommodate peak waterfowl populations, moving of high voltage power transmission towers, and maintaining agricultural and hunting interests. This project involved recreating of open water areas, marsh habitat, mud flat habitat, saline meadow habitat, maintaining two existing wetlands in the area of the new wetlands without disturbing them, and improving upland habitat surrounding the new wetlands.

Currently, we are involved in and making progress on the case-control and co-hort studies of thyroid diseases among Belarussian children. Dosimetric aspects are a fundamental part of these studies. We are working to implement similar studies in Ukraine. A major part of the effort of these projects is supporting these studies, both by providing methods and applications of dose reconstruction and by providing support and equipment for the medical teams.

The "physicist interface" (PI) project of the LCG application area encompasses the interfaces and tools by which physicists will directly use the software, providing implementations based on agreed standards like the analysis systems subsystem (AIDA) interfaces for data analysis. In collaboration with users from the experiments, work has started with implementing the AIDA interfaces for (binned and unbinned) histogramming, fitting and minimization as well as manipulation of tuples. This document presents a summary of the work performed in support of the Buried Waste Robotics Program Subsurface Mapping Project. The project objective was to demonstrate the feasibility of remotely characterizing buried waste sites. To fulfill this objective, a remotely-operated vehicle, equipped with several sensors, was deployed at the Idaho National Engineering Laboratory. Descriptions of the equipment and areas involved in the project are included in this report. Additionally, this document provides data that was obtained during characterization operations at the Cold Test Pit and the Subsurface Disposal Area, both at the Idaho National Engineering Laboratory's Radioactive Waste Management Complex, and at the Idaho Chemical Processing Plant. The knowledge gained from the experience, that can be applied to the next generation remote-characterization system, is extensive and is presented in this report.

We investigate the possibility of implementing a given projection measurement using linear optics and arbitrarily fast feedforward based on the continuous detection of photons. In particular, we systematically derive the so-called Dolinar scheme that achieves the minimum-error discrimination of binary coherent states. Moreover, we show that the Dolinar-type approach can also be applied to projection measurements in the regime of photonic-qubit signals. Our results demonstrate that for implementing a projection measurement with linear optics, in principle, unit success probability may be approached even without the use of expensive entangled auxiliary states, as they are needed in all known (near-)deterministic linear-optics proposals.

The project is a collaboration between physicists, chemists and engineers within the petroleum industry. Compton scatter tomography utilizes the electronic collimation characteristics available through the Compton scattering angle-energy correlation to obtain tomographic images. In this work we present particular aspects of the technique, which are relevant to the inverse radiation transport problem of reducing marginal projection data to radial two-phase flow regime maps. The results indicate a viable technique for the tomographic imaging of tow-phase flow using practical source strengths and reasonably few detectors.

Energy savings performance contracting (ESPC) is now receiving greater attention as a means of implementing large-scale energy conservation projects in housing. Opportunities for such projects exist for military housing, federally subsidized low-income housing, and planned communities (condominiums, townhomes, senior centers), to name a few. Accurate prior (to construction) estimates of the energy savings in these projects reduce risk, decrease financing costs, and help avoid post-construction disputes over performance contract baseline adjustments. This paper demonstrates an improved method of estimating energy savings before construction takes place. The White Rose Oil Project, located in the Jeanne d'Arc Basin 350 km east of St. John's, is reported to continue paying benefits for the oil and gas industry in eastern Canada. The operator, Husky Energy, is said to be on target and expects first oil from the project in late 2005 or early 2006. Peak production for the White Rose Field is projected at 100,000 bbl/d. The project has a total capital cost of $2.35 billion. The first phase of the project, comprised of four wells, including an oil producer, was completed in July. By using the theory of N-dimensional finite rotation group of the regular polytopes, the author established the 2-dimensional projective model of 4-dimensional rectangular coordinate system, and deduced a transformation matrix, and adopt it to display successfully the 2-dimensional overall shapes of two most complicated regular polytopes 120-Cell and 600-Cell. In the meantime, the author calculated all the vertex coordinates and determine the joint relationships between adjacent vertices of the regular polytopes 120-Cell and 600-Cell. Also, this provided a pattern for displaying the 2-dimensional projective model of 4-variable actual problem.

A review of the ALPHA project is presented, including a summary of progress and current status. The project comprises the experimental and analytical investigation of the long-term decay heat removal phenomena from the containment of the next generation of ''passive'' Advanced Light Water Reactors. The effects of aerosols that may result from hypothetical severe accidents are also considered. The construction of the major ALPHA experimental facilities, PANDA, LINX-2 and AIDA, has been completed. First steady-state tests have been performed on PANDA. The other facilities are now in their commissioning phases. Scaling studies have guided the design of the experimental facilities. Several small-scale experimental and studies have already produced valuable results which can be used to direct the experimental work, as well as the design of the passive ALWRs. This comprehensive final report for the Swiss Federal Office of Energy (SFOE) presents the results of research done in the third phase of a research project that investigated components for small heat pump systems that use ammonia as a working fluid. The report includes a summary of the findings of the first two phases of the project and goes on to describe tests done with rotary vane and scroll compressors. The aims of the project are discussed and the work done is listed chronologically. The construction and the components of the test installation are described in detail. Also, the heat pump testing facilities at the University of Applied Science in Rapperswil, Switzerland, are described. The results of the measurements made for various temperature gradients are presented in detail and commented on; also, the various types of compressor tested and other heat pump compressors are compared.

This pilot project was carried out for the purpose of testing methods for active biological monitoring. It covered a period of three years (until September 1994), including two years of exposure. The measurements served to determine pollutant levels in plants used as animal fodder and dust-borne heavy metal concentrations in different sites and, on this basis, to obtain indirect information on human exposure. Among others, the pilot project investigated the suitability of Italian rye-grass as a biological indicator for aluminium, arsenic, cadmium, cobalt, chromium, copper, iron, mercury, magnesium, manganese, nickel, lead, platinum, antimony, titanium, and zinc. The objective of this paper is to give an overview on the seismic evaluation and retrofitting procedures of reinforced concrete buildings within JICA technical cooperation project in Romania. The content of the paper covers a) an outline of the seismic evaluation; history and comparison of Romanian seismic design codes with the Japanese seismic evaluation guidelines, b) an outline of the retrofitting techniques which were transferred from Japan to Romania and structural tests for retrofitting techniques employed in Romania and c) retrofitting details that were used by JICA/NCSRR in the retrofitting design of two vulnerable buildings in Bucharest. The above-mentioned retrofitting projects are now under development of detailed design and therefore, in the near future, refining and improvement of solutions will be performed. (authors)

Just below the Arctic Circle, about 200 kilometres off the Helgeland coastal region of Norway, lies the Skarv oil and gas field. Discovered in 1998, the greater Skarv development project now includes the Idun gas field. The Skarv development has begun to take shape, now roughly half-way to commencement, so Scandinavian Oil-Gas Magazine decided it was time to take a look at the project's progress thus far and what's left to do before production that's slated to begin in late summer, 2011. The Skarv Project include subsea wells connected to a floating production storage and offloading (FPSO) vessel to process oil and condensate and a gas export pipeline that ties back to the Aasgard Transport system. The goal is to design and type test a submarine HVDC cable for a capacity of 1200 MW at 600 kV. On the day before ABB announced its success in winning the contract for the world`s largest ever submarine HVDC link project for the gigantic Bakun project in Malaysia, ABB Power Systems described progress to date at a symposium in Karlskrona. The proceedings included a test demonstration on an extruded cable which eventually broke down at a stress of over 935 kV -not in the insulation itself but in the end terminations. This report is based on a study carried out by the NEA Decommissioning Cost Estimation Group (DCEG) on decommissioning cost elements, estimation practices and reporting requirements. Its findings indicate that cost methodologies need to be updated continuously using cost data from actual decommissioning projects and hence, systematic approaches need to be implemented to collect these data. The study also concludes that changes in project scope may have the greatest impact on project costs. Such changes must therefore be identified immediately and incorporated into the estimate. Finally, the report notes that more needs to be done to facilitate the comparison of estimates, for example by providing a reporting template for national estimates. (authors)

However, their dissemination is still too slow to meet the political goal of substituting for 8-15% of the primary energy demand in the European Union by the year 2010. The FIRE research project financed partly in the JOULE program analyses and compares the means of financing RES in Austria, Denmark, Germany, the Netherlands, Spain, Sweden and the United Kingdom to put forward best practice recommendations so that renewable energy depolyments will occur at a faster rate. However, community planners considering resource recovery should be aware of the potential environmental impacts of proposed projects. To assess these impacts, a planner should: identify the most significant types of impacts; establish boundaries beyond which impacts are not significant; characterize the environment as it would exist without the proposed project over the project's lifetime; predict the magnitude, and the distribution over time and space, of potential impacts; and relate the magnitude of predicted impacts to a scale of significance that will allow environmental values to be considered in decision-making. 24 references, 1 table.

This is the final report of a one-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The main objective of this project was to engineer and procure an electron beamline compatible with the operation of a 1-kW free-electron laser (FEL). Another major task is the physics design of the electron beam line from the end of the wiggler to the electron beam dump. This task is especially difficult because electron beam is expected to have 20 kW of average power and to simultaneously have a 25% energy spread. The project goals were accomplished. This poster presentation discussed some of the new features available in current GIS technologies. High resolution imagery from satellites is being used to verify the accuracy of collected spatial data, as well as to investigate potential locations for meteorological towers, turbine sites, and roads. Slopes are easily calculated using GIS software tools, and digital elevation data can be used with high resolution aerial photography to determine routes for new roads and to establish available sites for crane pads. This plan details the methods and procedures necessary to ensure a safe transition in the operation of the Light Duty Utility Arm (LDUA) System. The steps identified here outline the work scope and identify responsibilities to complete startup, and turnover of the LDUA to Characterization Project Operations (CPO).

Work on this coke oven gas cleaning demonstration project (CCT-II) this quarter has been focused on Phase IIB tasks, and include engineering, procurement, construction, and training. Additionally, plans for changes in the operating schedule of the coke plant that affect the demonstration project are described. Engineering efforts are nearly complete. Remaining to be finalized is an assessment of electrical heat tracing/insulation needs for pipe lines, assessment of fire protection requirements, and instrument modifications. Procurement of all major equipment items is complete, except for possible additions to fire fighting capabilities. Major focus is on expediting pipe and structural steel to the project site.
