The Science Council accepted the recommendations of the Swan Wooster report on Opportunities for coal liquefaction research in British Columbia, Vancouver, BC, Canada, Science Council of British Columbia, 173 pp (May 1980), following review by the Sub-committee on Coal Research. The Sub-Committee has recommended a four year Research and Development programme on B.C. coals to be carried out at B.C. Research Council. About 5 million dollars would be spent during the four year period. The overall objective is to provide sufficient technical data to identify and evaluate coal conversion opportunities in B.C. The risk assessment report for gasoline was discussed at the EU TCNES (Technical Committee for New and Existing Substances) on 1 December 2004. CONCA WE was represented at the meeting by Tom Parkerton (EMBSI), Peter Boogaard (Shell),Jan Urbanus (CONCA WE) and Duncan King (BP). First a short introduction to CONCAWE was given, followed by a summary of the on-going programme of risk assessments on groups of petroleum substances. The methodology and outline conclusions for the environmental and health risk assessment for gasoline were then presented. Member States were invited to comment on the draft risk assessment. Dr. Rudolf Schulten of West Germany and expert witnesses from national laboratories, utilities, and the nuclear industry testified on reactor safety issues as they relate to the Chernobyl accident and public concern that modern technology has not paid enough attention to public safety. Each of the witnesses contributed safety-related information based on what has been learned from the Soviet incident. Particular focus went to similarities and differences between the Chernobyl and US reactors in safety design and engineering and to the environmental effects of the accident. The N reactor near Richland and a commercial reactor at Fort St. Vrain, Colorado are the only two operating graphite reactors, but neither is a boiling water reactor.

Nowadays food packaging are mostly made of plastics, natural or synthetic, therefore effect of irradiation on these materials is crucial for packing engineering for food irradiation technology. By selecting the right polymer materials for food packaging it can be ensured that the critical elements of material and product performance are not compromised. When packaging materials are in contact with food at the time of irradiation that regulatory approvals sometimes apply. The review of the R-and-D and technical papers regarding material selection, testing and approval is presented in the report. The most information come from the USA where this subject is well elaborated, the International Atomic Energy Agency (IAEA) reports are reviewed as well. The project was initiated in 1985 with the goal of studying existing federal, state, and local programs for protecting and preserving Cape Cod's sole-source aquifer. To meet this need, the Massachusetts Department of Environmental Quality Engineering and the U.S. Environmental Protection Agency's Region 1 in cooperation with the Cape Cod Planning and Economic and Development Commission and the U.S. Geological Survey initiated a two-year study to determine the adequacy of current ground-water protection programs and to recommend improvements. In the process of gathering and evaluating hydrogeological data from the Towns of Barnstable and Eastham, the CCAMP Aquifer Assessment Committee developed the papers which are the subject of this publication. These studies formed the technical basis for groundwater resource management decision making.

Nuclear energy plays an important role in electricity generation, producing 16% of the world's electricity at the beginning of 1999. It has proven to be safe, reliable, economical and has only a minimal impact on the environment. Most of the world's energy consumption, however, is in the form of heat. The market potential for nuclear heat was recognized early. Some of the first reactors were used for heat supply, e.g. Calder Hall (United Kingdom), Obninsk (Russian Federation), and Agesta (Sweden). Now, over 60 reactors are supplying heat for district heating, industrial processes and seawater desalination. But the nuclear option could be better deployed if it would provide a larger share of the heat market. In particular, seawater desalination using nuclear heat is of increasing interest to some IAEA Member States. The IAEA Code of Practice on Quality Assurance for Safety in Nuclear Power Plants and the corresponding Safety Guides are reviewed and compared with quality assurance (QA) practices in the IAEA Member States. The QA requirements stipulated by the Code place on the nuclear power plant owner the responsibility to establish an overall QA programme for the plant. In selecting the QA programme level for specific activities, the Code allows of a flexible approach but does not specify gradation in programme requirements. The Code is placing the burden of quality-achieving and quality-assuring functions on the task-performing organizations, namely the designers, manufacturers, constructors and plant operators. Naturally occurring radionuclides are present in most material. The most common naturally occurring radionuclides in material are those of the uranium and thorium series and potassium-40. This material is commonly referred to as Naturally Occurring Radioactive Material (NORM). In some material the levels of naturally occurring radionuclides are significantly higher, to the extent that regulatory control may be required for radiation protection purposes. Regulation of NORM presents a range of new challenges for both regulators and operators. Unlike more traditional industries dealing with radionuclides, NORM industries have generally not had any radiological oversight and, for example, are not equipped for radiological monitoring. The Senior Committee on Environmental, Safety, and Economic Aspects of Magnetic Fusion Energy (ESECOM) has assessed magnetic fusion energy's prospects for providing energy with economic, environmental, and safety characteristics that would be attractive compared with other energy sources (mainly fission) available in the year 2015 and beyond. ESECOM gives particular attention to the interaction of environmental, safety, and economic characteristics of a variety of magnetic fusion reactors, and compares them with a variety of fission cases. Eight fusion cases, two fusion-fission hybrid cases, and four fission cases are examined, using consistent economic and safety models. These models permit exploration of the environmental, safety, and economic potential of fusion concepts using a wide range of possible materials choices, power densities, power conversion schemes, and fuel cycles. In addition AECS is providing a wide range of Technical Services (TS) through its various departments. In this paper, the cooperation and coordination between the regulatory authority and the providers of technical services in Syria are described. The adjustment of the regulatory programme as to make maximal use of the available technical resources is presented. It was shown that this relationship does not jeopardize the effective independency of the regulatory authority which is maintained by keeping the regulatory decisions based on pure regulatory considerations. A meeting was held on October 15, 16, 17, 1990 to discuss the state of tritium safety and environmental effects. The meeting was organized with the help of the International Energy Agency planning committee consisting of K. Steinmetz, Y. Seki, G. Nardella, and G. Vivian. Representative of tritium production facilities and heavy water reactor power production were also involved. The meeting was organized to address seven topics in tritium safety that were thought to require further work. The topics were: (1) materials science, (2) environmental models, (3) environmental model validation, (4) tritiated organic compounds, (5) human dosimetry, (6) tritium sampling and measurement, and (7) long-term environmental databases.

High energy physics is a basic research domain with a well established European and international cooperation. Cooperation can be of different type depending on the size of the facilities involved (accelerators), on their financing, and on the type of experiments that use these facilities. The CERN, the European center for nuclear research, created in October 1954, is the best example of such a cooperation. This article examines first the juridical and scientifical structure of the CERN and the mode of organization of big experiments. Then, it presents the role of international committees in the establishment of a common scientific policy in Europe and in the rest of the world. Finally, the possible future evolution of the CERN towards a worldwide project is evoked. (J.S.)

The Low Power and Shutdown (LPSD) PRA (Probabilistic Risk Assessment) Standard (ANS-58.22) is currently being drafted by a Writing Group under the auspices of the Risk Informed Standards Committee of the American Nuclear Society (ANS). The Writing Group includes representatives from nuclear utilities, US Nuclear Regulatory Commission (NRC), national laboratories, universities, and consultants with substantial experience producing LPSD PRAs. This draft standard is scheduled to be released for public comment in the second quarter of 2004, with publication by the end of 2004. The LPSD PRA Standard is based on a mature technology that shares many requirements with full power PRAs. It will provide specific methods and criteria whereby PRAs of appropriate quality and scope can be used in the conduct of plant decision-making and other activities, including addressing NRC requirements. This paper presents the current status of this standard.

This paper summarizes the long and meaningful relationship between the University of Lowell (UL) and Yankee Atomic Electric Company (YAEC) in the area of nuclear thermal hydraulics. The UL has actively interacted with YAEC for many years. Many UL graduates from the nuclear program as well as health physics and other disciplines are employed by YAEC. Furthermore, many students have worked for YAEC on a part-time basis through summer employment or the coop program. Several graduate students have completed their thesis work under the joint direction of UL and YAEC personnel, and some faculty members have had consulting and research contracts with the company. At the same time, YAEC employees have taken advantage of the graduate program offered by UL and have earned advanced degrees. Some YAEC personnel have taught courses at UL and have served on the industrial advisory committees.

In view of the importance of the material Alloy 800 in high-temperature reactor plants (HTR), a material data bank was established which is used for statistical evaluation of mechanical and physical material behaviour. Based on investigations on the interconnection between the mechanical properties at high temperatures and the metallurgical parameters, different types of Alloy 800 were specified in compliance with the component requirements. In addition, aspects of corrosion and toughness behaviour were taken into consideration. The specifications and strength characteristics for the different variants of Alloy 800 were incorporated into draft DIN standards after discussion and approval in expert committees. Further important characteristics of the mechanical and physical material behaviour were summarized in HTR material data sheets so as to furnish an improved basis for the design and stress analyses of Alloy 800 components. The long-term support required from Canada in the operation and maintenance of overseas CANDU nuclear generating stations after commercial operation has commenced is described, with reference entirely to the KANUPP reactor. This includes: technical support to station staff to increase plant reliability and maintainability; assistance with plant improvements; procurement of spares and consumables; and assistance with training programmes. This technical support may be provided by a small number of Canadian staff actually resident at the power station; by short-term visits of Canadian specialists to site and by technical and procurement services provided from Canada. Examples of technical problems experienced are given, showing typical services required from Canada.

There are a total of nine operational nuclear plants in Spain totalling 7.350 MWe. These units produced 54.265 x 106 KWh in 1990, 36% of the total generation in Spain. Seven of these plants are of the PWR type. The first plant in operation was Jose Cabrera (ZORITA) in 1968, one loop Westinghouse plant with a model 24 Steam Generator. Due to the design margin and careful operation of the Steam Generator of this plant its performance have been very good, with only 5% tubes plugged after 23 years of operation. This is one of the few units in the world that remains in phosphate chemistry. During the period 1981-1985 a total of four units, two in Almaraz and two in Asco entered in operation. These three loop s Westinghouse units use model D-3 preheater Steam Generators. The poor design and manufacture of the Steam Generators of these units have caused a large number of problems: mechanical (Preheater and AVB's vibration), denting, and primary and secondary stress corrosion cracking. The intention of the research carried out was to develop photovoltaic driven solar heating systems applied for drying of medicinal plants in remote areas. Identification of hybrid photovoltaic - photothermal systems was done and discussion of technical features and applicability of such systems in agriculture is presented. Detail technical specification of PV powered medicinal plants solar dryer and cost effectiveness parameters are given. Estimations on the somatic and genetic effects of small doses of ionizing radiations in Man have been proposed by the Advisory Committee on the Biological Effects of Ionizing Radiation, set up by the U.S. National Academy of Sciences. They have been published in an important report, issued in 1972, from which we briefly analyze here the Chapter dealing with the somatic effects. Small doses of raditions are expected to promote only carcinogenic effects. After a rapid survey of the human experience on which the estimations are based, as regards the latent period of cancers, the plateau region (period of high risk) and the absolute and relative risk expressed per rem, per 10"6 persons, per year, for leukaemia (having the highest risk) and for the ''other cancers''.
