The field of digital libraries (DLs) coalesced in 1994: the first digital library conferences were held that year, awareness of the World Wide Web was accelerating, and the National Science Foundation awarded $24 Million (U.S.) for the Digital Library Initiative (DLI). In this paper we examine the state of the DL domain after a decade of activity by applying social network analysis to the co-authorship network of the past ACM, IEEE, and joint ACM/IEEE digital library conferences. We base our analysis on a common binary undirectional network model to represent the co-authorship network, and from it we extract several established network measures. We also introduce a weighted directional network model to represent the co-authorship network, for which we define $AuthorRank$ as an indicator of the impact of an individual author in the network. The Black Mesa Mine and Kayenta Mine of Peabody Western Coal Company in the Navajo Reserve in the north of Arizona, the Trapper Mine Inc. near Craig and the Twentymile Coal Company near Steamboat Springs, Colorado are described in this report. Authors propose a concept of Truly Integrated Conference (TIC) according to which a multi-point worldwide-distributed network of conference online authors/participants will enhance the standard (centralized) IEEE conference model, which requires attendance of the participants in person at the main conference location. The Institute of Electrical and Electronic Engineers (IEEE) standards for the quality assurance requirements for the design and manufacture of Class 1E instrumentation and electric equipment for a nuclear power generating station are presented. This standard establishes Quality Assurance Program requirements for electrical manufacturers. This standard, used in conjunction with ANSI N45.2-1977 and the supplemental standards to the extent referenced in this standard, is intended to meet the requirements of 10CFR50, Appendix B. These requirements are intended to assure that Class 1E instrumentation and electric equipment are responsibly engineered and manufactured from proper materials, that the manufacturing processes and practices are controlled, and that the manufacturing process produces a product of the required quality for Class 1E application.

Linear and nonlinear state feedback controllers are proposed to control the bifurcation of a phenomenon in power system, this phenomenon of electro-mechanical interaction between the series resonant circuits and torsional mechanical frequencies of the turbine-generator sections, which known as subsynchronous resonance (SSR). The first system of the IEEE second benchmark model is considered. The dynamics of the two axes damper windings, automatic voltage regulator and power system stabilizer are included. The linear controller gives better initial disturbance response than that of the nonlinear, but in a small narrow region of compensation factors. The nonlinear controller not only can be easily implemented, but also it stabilizes the operating point for all values of the bifurcation parameter.

The study also documented the effects of race and gender matching on three academic outcomes, self-reported grade point average, efficacy, and confidence, based on data collected from 1,013 undergraduate and graduate students and postdoctoral scholars actively participating in MentorNet's online community. This paper introduces a novel three-phase power flow approach for unbalanced radial distribution systems. The proposed approach is developed based on the loop frame of reference, rather than the traditional bus frame of reference. On the basis of the loop frame of reference, a simple direct iterative method in impedance form is applied. Basic graph theory and injection current technique are also applied in the proposed approach. The clear theoretical foundation and the simple topology of the radial distribution network make the proposed method efficient and reliable. To demonstrate the better convergence performance and the efficiency of the proposed approach, four three-phase IEEE test feeders are used for comparisons. The test results show that the proposed method has robust convergence characteristics and high performance, especially for large-scale radial distribution systems. (author)

Due to these changes, new approaches and criteria are needed for transmission planning in deregulated environment. Therefore, in this paper, a dynamic expansion methodology is presented using a multi-objective optimization framework. Investment cost, congestion cost and reliability are considered in the optimization as three objectives. To overcome the difficulties in solving the non-convex and mixed integer nature of the optimization problems, a Non-Dominated Sorting Genetic Algorithm (NSGA II) approach is used followed by a fuzzy decision making analysis to obtain the final optimal solution. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. Oblad, the program at the University of Utah to develop coal conversion techniques, which has received federal grants of $1.35 million since 1969, recently was awarded $425,000 from the U.S. Office of Coal Research for the development of catalysts for coal conversion and low-sulfur fuel oil production. In tests, 100 lb of coal have been converted into 95 lb of products composed of 30 lb liquid fuel like gasoline, 5 lb of diesel or fuel oil, 30 lb of gaseous fuel, and 30 lb of char.

National Power is building its first gas turbine combined cycle power station at Killingholme, situated to the south of the River Humber in the East of England. NEI ABB Gas Turbines Limited was awarded the turnkey contract in July 1990 to build a nominal 650 MW combined cycle power station based around three Asea Brown Boveri GT13E gas turbines. Individuals contributing significantly to the field of astronomy and their accomplishments are mentioned. Major astronomical facilities, their capabilities, and their instrumentation are described. In terms of the number of institutions and personnel engaged in astronomy, and of past accomplishments, Ukraine ranks among major nations of Europe. Current difficulties associated with political, economic and technological changes are addressed and goals for future research activities presented.

Allan variance, a time domain analysis technique, is an accepted IEEE standard for gyro specifications. The method was initially developed by David Allan of the National Bureau of Standards to quantify the error statistics of a Cesium beam frequency standard employed as the US Frequency Standards in 1960`s. The method can, in general, be applied to analyze the error characteristics of any precision measurement instrument. LOCA (Loss of coolant accident) resistant heat-shrinkable polymeric products are widely used for the connection of LV cables for class 1E systems inside the containment area of nuclear power plants. The paper/presentation describes the verification of a reformulated compound for these products, where certain components of the compound formulation had to be substituted. A qualification programme with this so-called reformulated compound was undertaken to proof the equivalency of the products to the products made out of the original compound. The basic elements of this requalification project were material qualification tests including accelerated aging tests according to the arrhenius method and type tests in accordance to IEEE 383, including flammability tests. The test results showed that the products made out of the reformulated compound were similar in fit, form and function to the original products. This paper introduces an indirect adaptive fuzzy controller as a power system stabilizer used to damp inter-area modes of oscillation following disturbances in power systems. Compared to the IEEE standard multi-band power system stabilizer (MB-PSS), indirect adaptive fuzzy-based stabilizers are more efficient because they can cope with oscillations at different operating points. A nominal model of the power system is identified on-line using a variable structure identifier. A feedback linearization-based control law is implemented using the identified model. The gains of the controller are tuned via a particle swarm optimization routine to ensure system stability and minimum sum of the squares of the speed deviations. A bench-mark problem of a 4-machine 2-area power system is used to demonstrate the performance of the proposed controller and to show its superiority over other conventional stabilizers used in the literature. The University of Maryland at Baltimore was awarded a grant from the Department of Energy to test a specially modified incinerator to burn biomedical radioactive waste. In preparation for the incinerator, the Radiation Safety Office devised a comprehensive plan for its safe and effective use. The incinerator plan includes a discussion of regulations regarding on-site incineration of radioactive waste, plans for optimum use in burning four principal waste forms, controlled air incineration technology, and standard health physics safety practices; a use plan, including waste categorization and segregation, processing, and ash disposition; safety procedures, including personnel and area monitoring; and methods to evaluate the incinerator's effectiveness by estimating its volume reduction factors, mass and activity balances, and by determining the cost effectiveness of incineration versus commercial shallow land burial.

The funding for a coal-liquefaction demonstration plant near Morgantown, W.Va., appears more certain since Japan has committed $175 million toward the project. West Germany has already signed a memorandum of understanding to contribute 25% of the expected $700 million cost. West Virginia Governor J. Rockefeller has said that he feels sure the Carter Administration will approve the project since half the money is assured. The solvent-refined-coal (SRC) demonstration program began in July 1978 with the award of two separate multiphased contracts for development of a solid process, SRC-I, and a liquid process, SRC-II. The US Department of Energy is expected to choose one of the projects for detailed design and construction by the end of fiscal 1979.

An outline of Manitoba Hydro's Earth Power program was presented. Details of the heat pump market in Manitoba were provided, including details of residential and commercial sales. Total residential heat pump sales amounted to 577 units in 2004, equivalent to over $11.2 million in sales. Commercial installations amounted to approximately $12.7 million. An outline of industry players was presented. The goals of Manitoba Hydro were outlined in relation to geothermal energy and the Power Smart program. Their objectives included increasing awareness of geothermal energy, making heat pumps more accessible, and improving industry infrastructure. Other objectives included educating the public about life-cycle cost implications, residential loans and commercial incentives. To date, the residential power loan has provided financing to over 300 Manitoba home owners for installations, with electrical savings of over 1.34 Gwh and natural gas savings of 279,425 m"3. First, the new Combustion Laboratory was occupied on June 15, 2005, and the construction of the Circulating Fluidized-Bed (CFB) Combustor Building is in the final painting stage. Second, the fabrication and manufacturing contract for the CFBC Facility was awarded to Sterling Boiler & Mechanical, Inc. of Evansville, Indiana. Sterling is manufacturing the assembly and component parts of the CFBC system. The erection of the CFBC system is expected to start September 1, 2005. The project's objective was to enable producers in California, Oklahoma and Arkansas to increase oil production, moderating or potentially reversing production declines and extending the life of marginal wells in the near term. This award provided for an automated computer-controlled goniometer/diffractometer/manipulator with hot and cold stages and data acquisition system that was interfaced with the high resolution Scienta ESCA-300 X-ray photoelectron spectrometer at Lehigh University. The automation allows angular dependent X-ray photoelectron spectroscopy (XPS) and ultraviolet photoelectron spectroscopy (UPS) data to be accurately and rapidly collected without the very time-consuming and labor-intensive manual method that was previously required. It also provides for automated multi-sample analyses, collecting both wide survey scans and selected binding energy range analyses, with complete computer control and data storage. This allows 24 hour data collection without requiring the continuous presence of operators. This is the final report of a three year DOE funded project titled ''A real-time coal content/ore grade (C{sub 2}OG) sensor''. The sensor, which is based on hyperspectral imaging technology, was designed to give a machine vision assay of ore or coal. Sensors were designed and built at Resonon, Inc., and then deployed at the Stillwater Mining Company core room in southcentral Montana for analyzing platinum/palladium ore and at the Montana Tech Spectroscopy Lab for analyzing coal and other materials. The Stillwater sensor imaged 91' of core and analyzed this data for surface sulfides which are considered to be pathfinder minerals for platinum/palladium at this mine. Our results indicate that the sensor could deliver a relative ore grade provided tool markings and iron oxidation were kept to a minimum. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). The Dalia field is located 210 km north west of Luanda (Angola), about 140 km from shore in 1400 meter water-depth. It was the second major discovery out of 15 made in the block 17 operated by Total. The Dalia Umbilical, Flow lines and Risers EPCI Contract was awarded in 2003. The sea-line network to connect and control the 71 wells and 9 manifolds consist of the following: 40 km of insulated pipe in pipe (12 inches into 17 inches) production flow lines; 45 km of 12 inches water and gas injection lines; 6 off 1.7 km flexible water and gas injection risers; 8 off 1.65 km flexible Integrated Production Bundle (IPB) risers; 75 km of control umbilicals. With the aid of a DOE grant (No. DE-FC26-01NT41050), Stolar Research Corporation (Stolar) developed the Horizon Sensor (HS) to distinguish between the different layers of a coal seam. Mounted on mining machine cutter drums, HS units can detect or sense the horizon between the coal seam and the roof and floor rock, providing the opportunity to accurately mine the section of the seam most desired. HS also enables accurate cutting of minimum height if that is the operator's objective. Often when cutting is done out-of-seam, the head-positioning function facilitates a fixed mining height to minimize dilution. With this technology, miners can still be at a remote location, yet cut only the clean coal, resulting in a much more efficient overall process.
