Significant new nuclear-specific software standards have recently been adopted under the sponsorship of the American Nuclear Society and the American Society of Mechanical Engineers. The interest of the US Nuclear Regulatory Commission has also been expressed through their issuance of NUREG/CR-4640. These efforts all indicate a growing awareness of the need for thorough, referenceable expressions of the way to build in and evaluate quality in nuclear software. A broader professional perspective can be seen in the growing number of software engineering standards sponsored by the Institute of Electrical and Electronics Engineers (IEEE) Computer Society. This family of standards represents a systematic effort to capture professional consensus on quality practices throughout the software development life cycle. Web conferencing tools have entered the mainstream of business applications. Using web conferencing for IEEE conferences has a good potential of adding value to both organizers and participants. Authors propose a concept of Truly Integrated Conference (TIC) according to which a multi-point worldwide-distributed network of conference online authors/participants will enhance the standard (centralized) IEEE conference model, which requires attendance of the participants in person at the main conference location. The use of hypothesis which assumes a dose / harmful effect relationship without a limit allows the calculation of risks attributable to doses too small to produce detectable, harmful biological effects. The daughter product of this hypothesis is ALARA concept which requires that the dose received is kept as low as reasonably achievable. This concept of prudent avoidance is generally accepted by international radiation protection organisations and universally applied by radiation health professionals. The acceptance of a hypothesis which assumes that a single nuclear event can cause carcinogenesis, has generated levels of anxiety which may have resulted in significant detriment to those possibly exposed to ionising radiation. Linear and nonlinear state feedback controllers are proposed to control the bifurcation of a phenomenon in power system, this phenomenon of electro-mechanical interaction between the series resonant circuits and torsional mechanical frequencies of the turbine-generator sections, which known as subsynchronous resonance (SSR). The first system of the IEEE second benchmark model is considered. The dynamics of the two axes damper windings, automatic voltage regulator and power system stabilizer are included. The linear controller gives better initial disturbance response than that of the nonlinear, but in a small narrow region of compensation factors. The nonlinear controller not only can be easily implemented, but also it stabilizes the operating point for all values of the bifurcation parameter.

The field of digital libraries (DLs) coalesced in 1994: the first digital library conferences were held that year, awareness of the World Wide Web was accelerating, and the National Science Foundation awarded $24 Million (U.S.) for the Digital Library Initiative (DLI). In this paper we examine the state of the DL domain after a decade of activity by applying social network analysis to the co-authorship network of the past ACM, IEEE, and joint ACM/IEEE digital library conferences. We base our analysis on a common binary undirectional network model to represent the co-authorship network, and from it we extract several established network measures. We also introduce a weighted directional network model to represent the co-authorship network, for which we define $AuthorRank$ as an indicator of the impact of an individual author in the network. The purpose of this column is to present the results of the 2007 Professional Practice Analysis (PPA) of the field of nurse anesthesia, conducted by the Council on Certification of Nurse Anesthetists. The PPA used survey and rating scale methodologies to collect data regarding the relative emphasis of various aspects of the nurse anesthesia knowledge domain and competencies. A total of 3,805 survey responses were analyzed using the Rasch rating scale model, which aggregates and transforms ordinal (rating scale) responses into linear measures of relative importance and frequency. Summaries of respondent demographics and educational and professional background are provided, as well as descriptions of how the survey results are used to develop test specifications. The Advanced Networking Integration Department at Sandia National Laboratories has used the annual Supercomputing conference sponsored by the IEEE and ACM for the past three years as a forum to demonstrate and focus communication and networking developments. For Supercomputing `95, Sandia elected: to demonstrate the functionality and capability of an AT&T Globeview 20Gbps Asynchronous Transfer Mode (ATM) switch, which represents the core of Sandia`s corporate network, to build and utilize a three node 622 megabit per second Paragon network, and to extend the DOD`s ACTS ATM Internet from Sandia, New Mexico to the conference`s show floor in San Diego, California, for video demonstrations. This paper documents those accomplishments, discusses the details of their implementation, and describes how these demonstrations supports Sandia`s overall strategies in ATM networking.

In this paper a new fuzzy decision-making procedure is developed. Two levels of weightings, called upper and lower weights, are proposed to calculate the fuzzy weightings of different criteria. The preference table is introduced to calculate the upper and lower weights. Also a new method is developed to determine the expected preference values of different alternatives. These values are used for generating the priority list of alternatives. The procedure is applied for providing an emergency electric power distribution, scheduling time table. The IEEE 14-bus standard system and a 14-bus system with four power plants are considered as case studies. Using fuzzy decision-making procedure, the regions with more priorities are more connected to the distribution net, while the maximum consumption criterion is also reasonably respected. (author)

Natural resource valuation has always had a fundamental role in the practice of cost-benefit analysis of health, safety, and environmental issues. Today, this role is becoming all the more apparent in the conduct of natural resource damage assessments (NRDA) and cost-benefit analyses of environmental restoration (ER) and waste management (WM) activities. As such, environmental professionals are more interested in how natural resource values are affected by ER and WM activities. This professional interest extends to the use of NRDA values as measures of liability and legal causes of action under such environmental status as the Clean Water Act (CWA); the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA, as amended); and the Oil Pollution Act (OPA) of 1990. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. This report describes the method of Allan variance and its application to the characterization of a Ring Laser Gyro`s (RLG) performance. Allan variance, a time domain analysis technique, is an accepted IEEE standard for gyro specifications. The method was initially developed by David Allan of the National Bureau of Standards to quantify the error statistics of a Cesium beam frequency standard employed as the US Frequency Standards in 1960`s. The method can, in general, be applied to analyze the error characteristics of any precision measurement instrument. The key attribute of the method is that it allows for a finer, easier characterization and identification of error sources and their contribution to the overall noise statistics. LOCA (Loss of coolant accident) resistant heat-shrinkable polymeric products are widely used for the connection of LV cables for class 1E systems inside the containment area of nuclear power plants. The paper/presentation describes the verification of a reformulated compound for these products, where certain components of the compound formulation had to be substituted. A qualification programme with this so-called reformulated compound was undertaken to proof the equivalency of the products to the products made out of the original compound. The basic elements of this requalification project were material qualification tests including accelerated aging tests according to the arrhenius method and type tests in accordance to IEEE 383, including flammability tests. The test results showed that the products made out of the reformulated compound were similar in fit, form and function to the original products. Physical-layer network coding (PNC) is a promising approach for wireless networks. It allows nodes to transmit simultaneously. Due to the difficulties of scheduling simultaneous transmissions, existing works on PNC are based on simplified medium access control (MAC) protocols, which are not applicable to general multi-hop wireless networks, to the best of our knowledge. In this paper, we propose a distributed MAC protocol that supports PNC in multi-hop wireless networks. The proposed MAC protocol is based on the carrier sense multiple access (CSMA) strategy and can be regarded as an extension to the IEEE 802.11 MAC protocol. In the proposed protocol, each node collects information on the queue status of its neighboring nodes. When a node finds that there is an opportunity for some of its neighbors to perform PNC, it notifies its corresponding neighboring nodes and initiates the process of packet exchange using PNC, with the node itself as a relay. A computerized system for monitoring dose-area product (DAP) has been developed for region of interest (ROI) fluoroscopy in which patient exposure is reduced using an x-ray attenuating filter with an aperture. The system includes an IBM compatible computer which is connected through an IEEE-488 interface to an electrometer which measures the charge from a DAP ionization chamber. A digital input/output board connects the computer to the filter placement device to determine whether the filter is in or out of the beam, and to the x-ray generator to determine when the exposure is due to spot filming. The computer logs the DAP from conventional fluoroscopy, ROI fluoroscopy and spot filming separately, applying the appropriate calibration factor for each. Measured DAPs, fluoroscopic DAP rates and exposure times are displayed in real-time. The system has been installed in a GI fluoroscopic room so that the dose-reduction potential of ROI imaging can be evaluated. (author)

Pyrethroid pesticides occur in urban creek sediments at concentrations acutely toxic to sensitive aquatic life. To better understand the source of these residues, runoff from residential neighborhoods around Sacramento, California was monitored over the course of a year. Pyrethroids were present in every sample. Bifenthrin, found at up to 73 ng/L in the water and 1211 ng/g on suspended sediment, was the pyrethroid of greatest toxicological concern, with cypermethrin and cyfluthrin of secondary concern. The bifenthrin could have originated either from use by consumers or professional pest controllers, though the seasonal pattern of discharge from the drain was more consistent with professional use as the dominant source. Stormwater runoff was more important than dry season irrigation runoff in transporting pyrethroids to urban creeks. The role of law in a federal regulatory agency is examined from an organizational perspective. While law is usually viewed in terms of its legal, political, and social value consequences, it is postulated that it also has significant organizational consequences. The impact of those consequences is examined in the case of a single agency, the US Nuclear Regulatory Commission. The legal process is shown to be a powerful organizational characteristic of the government administrative agency, beginning with statuatory definition of organization goals, structure, and procedures and ending with judicial review of actions. Agency lawyers are shown to represent a distinct professional subculture within this agency. Their values and orientations toward business, the role of regulation, and the role of nuclear utilities are different from the 95% of agency employees subculture based on a physical science/engineering background. A plan to diffuse instructional modules for the preparation of transportation professionals is presented, based on research and demonstration projects sponsored by the Urban Mass Transportation Administration (UMTA). The diffusion/adoption plan involves: developing instructional modules; disseminating the modules to professors teaching transportation courses at the college level; promoting the use and adoption of the modules; and evaluating and revising the plan. Transportation educators teach in a variety of disciplines (e.g., engineering, public administration, urban planning, and technology). The neutron scattering measurement for this budget period has been completed along with scattering measurements for carbon {sup 88}Sr, {sup 40}Ar, {sup 90}Zr, {sup 208}Pb, {sup 40}Ca and {sup 28}Si. The carbon scattering yield serves to define the detector efficiencies. The silicon sample was available and is of importance in both nuclear physics and reactor physics.

In an attempt to develop and prioritize health and wellness programs, this study investigates the factors significantly affecting the health conditions of professional bus drivers, as well as the strength of these factors. This study uses self-rated health as the examination measurement. This simple assessment is an inclusive measure of health status for judging health trajectory, and is highly associated with changes in functional ability, including perceived control over driving. This Safety Report is the result of a review made of a large selection of accidents in industrial radiography reported by regulatory authorities, professional associations and scientific journals. A small, representative selection of 43 accident descriptions has been used to illustrate the primary causes of radiography accidents, and a set of measures provided to prevent the recurrence of such accidents or to mitigate the consequences of those that do occur. The research project had the aim to develop a standard for measuring individual, inner stresses from polycyclic aromatic hydrocarbons (PAHs) at work. The employed method was by characterizing PAHs and metabolites of PAHs to be identified in urine with a view to developing a biological monitoring of professionally exposured persons. Using a number of PAHs relevant to work, the following questions were studied in cell culture systems and different animal-experimental models: Which metabolites are formed from the PAHs used in cell culture systems and the different animal-experimental models, and what are their ratios in percent? What percentage of a PAH is excreted by experimental animals in their urine and faeces on the first, second, and third day following different forms of application? This paper seeks to challenge the traditional way in which we assess the value of green buildings in terms of their environmental friendliness, energy efficiency and whole life cost. In the UK, quantity surveyors (or cost consultants) have a perception that more energy efficient and environmentally friendly buildings cost between 5% and 15% more to build from the outset. This common assumption is not backed up by recent research and should be questioned. Construction professionals need to be informed of the whole life cost and environmental impact of buildings so that they can encourage key stakeholders to make more sustainable choices. Due to the ever-increasing demand for electric power in India, the production of steam (non-coking) coal will continuously increase. Since most Indian coals contain high ash-forming minerals which result in the increased costs of transportation, boiler maintenance and refuse handling, the use of pre-combustion washing becomes a viable concept. However, many professionals in the Indian mining industry have debated on which of the many benefication techniques is the most appropriate for the pre-combustion cleaning. Through the comprehensive study presented herein, it is found that heavy media separation is more suitable than the jig process for most of the Indian coals. A discussion and flowsheet for the state-of-the-art plant design called the High Capacity Processor (HCP) using advanced coal cleaning techniques are presented.

IHI has developed a new Three-Dimensional Computer-Aided Design (3D-CAD) system to improve the design efficiency and quality of the steel structure of nuclear power plants. This system covers every design phase from the initial arrangement of structure to the production design sharing the same database. The system incorporates the design rules and professional expertise of designers, and enable easy and efficient design. The system can easily generate the three-dimensional data for structures, model data for stress analyses and composite arrangement data. In spite of recent education reform and reorganization efforts requiring the use of research-based methods, the fundamental elements of an effective program for children and youth with emotional and behavioral disorders (EBD) have not been succinctly identified. This article presents the essential features of programs for students with EBD. Program elements include (a) qualified and committed professionals, (b) utilitarian environmental supports, (c) effective behavior management plans, (d) valid social skill and social interpretation training and social interaction programs, (e) proven academic support systems, (f) strong parent- and family-involvement programs, (g) coordinated community support mechanisms, and (h) ongoing evaluation of essential program components and student outcomes and progress. Greenhouse gas emissions from international maritime transport are exempt from liabilities under the Kyoto Protocol. Research into quantifying these emissions is ongoing, and influences policy proposals to reduce emissions. This paper presents a cargo-based analysis of fuel consumption and greenhouse gas emissions from New Zealand's international maritime transport of goods. Maritime transport moves 99.5% (by mass) of New Zealand's internationally traded products. It is estimated that 73% of visiting vessels' activity can be directly attributed to the movement of goods in and out of New Zealand. Both the nature of international climate policy architectures and the development and diffusion of new energy technologies could dramatically influence future costs of reducing global emissions of greenhouse gases. This paper explores the implications of interactions between technology availability and performance and international policy architectures for technology choice and the social cost of limiting atmospheric CO2 concentrations to 500 ppm by the year 2095. Key issues explored in the paper include the role of bioenergy production with CO2 capture and storage (CCS), overshoot concentration pathways, and the sensitivity of mitigation costs to policy and technology.

The great uranium debate throughout the industrialised world has intensified awareness of the biological hazards from ionizing radiation. It is therefore appropriate to use this awareness to draw attention to medical X-Radiation which today represents the most significant risk to future generations. There is ample legislation to control proliferation of nuclear development but in diagnostic radiology proliferation is unlimited; most international surveys indicate an unchecked annual growth rate of 15%. The article looks at risk hypotheses, dose measurements and the responsibilities of practising radiographers, and also reviews the international situation as reported at the 1977 world congress of radiation protection.

Numerical solutions for fully developed laminar flow in internally finned tubes with trapezoidal and triangular fin profiles were given with Finite Element Method (FEM): The heat transfer characteristics were obtained and compared under the boundary conditions of uniform heat flux, uniform wall temperature, and the third boundary condition with finite wall thermal conductivity considered. The numerical results show that boundary conditions have pronounced effects on the temperature field. Furthermore, a new mechanism on the heat transfer augmentation of internally finned tubes is proposed.

Past airfoil configurations have been used to improve aerodynamic performance and engine efficiencies. The present airfoil configuration further increases component life and reduces maintenance by reducing internal stress within the airfoil itself. The airfoil includes a chord and a span. Each of the chord and the span has a bow being summed to form a generally "C" configuration of the airfoil. The generally "C" configuration includes a compound bow in which internal stresses resulting from a thermal temperature gradient are reduced. The structural configuration reduces internal stresses resulting from thermal expansion.

0pen ended piles develop internal frictional resistance between the internal soil plug end the pile wall during axial loading. Current pipe pile design practice assumes that the ultimate internal skin friction is of the same order of magnitude as the outer skin friction. This paper describes a series of laboratory pile load tests on instrumented model pipe piles, designed to investigate the development of plug stresses and skin friction along the plug length during pile loading. The piles contain sand columns of various relative densities and of different heights. The soil plugs are loaded to failure under fully drained conditions. The test data indicate that internal skin friction in sand can be substantially higher than assumed in conventional design practice. This finding could lead to significant economical savings on future pipe pile foundations in sand.

The information given in the present report about the Chernobyl accident and its radiological consequences indicates a serious crisis of the international radiation community. The following signs of this crises can be discerned: The international radiation community did not recognize the real reasons of the accident for a long time. It could not make a correct assessment of the damage to the thyroid of the affected populations of Belarus, Russia and the Ukraine. Up to present time it rejects the reliable data on hereditary malformations. It is not able to accept reliable data on the increase in the incidence in all categories of people affected by the Chernobyl accident. The international radiation community supported the Soviet authorities in their attempts to play down the radiological consequences of the Chernobyl accident for a long time. (author)

What is not currently known is the long-term performance of some of the caulks or sealants and the mechanical devices such as fans or controls. The operating environment for the fans is often different from that for which they were designed. Obviously, the potential danger of hazardous wastes is one of the hottest issues among environmental professionals as well as the public. The problems of hazardous wastes in economically booming Taiwan are also alarming. Several farmlands in northern Taiwan were contaminated heavily by industrial effluents containing heavy metals (cadmium and lead) in the early 1980s. Regardless of the many studies that have been conducted about these polluted farmlands, there has not been any remediation - just a passive abandonment of farming activities with minimal compensation. Recent developments in heat pump technology have made geothermal-based heat exchange systems particularly well-suited for the heating and cooling needs of buildings even in cold climates. The principles of geothermally-coupled heat pump heating and cooling systems were presented. Results of an in-situ study conducted by Hydro-Quebec on the efficiency of the geothermal heat pump system installed at the Saint-Hyacinthe professional school were summarized. This investigation was meant to be a case study of the applicability of these new technologies to the needs of the Quebec market. After the first year of service, the Saint-Hyacinthe system clearly demonstrated its cost effectiveness over conventional systems. We examined fat phobia, defined as a pathological fear of fatness, by constructing the Fat Phobia Scale, determining its reliability and validity, examining correlates of fat phobia, and using a treatment approach designed to decrease fat phobia. Study 1 describes the development of the Fat Phobia Scale, a 50-item, modified 5-point semantic differential scale. Subjects (974 females and 117 males) completed the scale; factor analysis yielded six factors. Respondents who are average weight, female, younger, have more than a high school education, or are nonmedical professionals are more likely to have fat phobic attitudes. Study 2 examines fat phobic attitudes of women (N = 40) who had negative feelings about their bodies. Subjects completed the Fat Phobia Scale before and after a treatment approach designed to reduce their feelings of responsibility for fatness. This study was designed to compare the levels of chromium (Cr) and manganese (Mn) in scalp hair, blood, and urine of night blindness in children age ranged (3-7) and (8-12) years of both genders, comparing them to sex- and age-matched controls. A microwave-assisted wet acid digestion procedure, was developed as a sample pretreatment, for the determination of Cr and Mn in biological samples of night blindness children. The proposed method was validated by using conventional wet digestion and certified reference samples of hair, blood and urine. The digests of all biological samples were analyzed for Cr and Mn by electrothermal atomic absorption spectrometry. The results indicated significantly higher levels of Cr, whilst low level of Mn in the biological samples (blood and scalp hair) of male and female night blindness children, compared with control subjects of both genders. The objective of this task was to obtain powder property data on candidate glass former materials, sufficient to guide conceptual design and estimate the cost of glass former handling facilities as requested under Part B1 of BNFL Technical and Development Support. Twenty-nine glass forming materials were selected and obtained from vendors for the characterization of their physical properties, durability in caustic solution, and powder flow characteristics. A glass former was selected based on the characterization for each of the ten oxide classes required for Envelope A, B, and C mixtures. Three blends (A, B, and C) were prepared based on formulations provided by Vitreous State Laboratory and evaluated with the same methods employed for the glass formers. In the framework of a R and D, the characteristics and performances of these devices, manufactured by two different companies, associated with their designed read-out electronics, have been studied off- and in-beam at the SPS (CERN). The results are presented and discussed.

The Symposium dealt with those issues involved in protecting nuclear and other radioactive material from criminals. It also took place against a backdrop of renewed interest in nuclear technology: increased use of nuclear power, and increased use of radioactive isotopes in medicine and in industry. These are welcome developments, since nuclear energy and technology can indeed contribute to the technological and economic welfare of many countries, without compromising public health or the environment. Many nations and international agencies are working to develop improved technology and industrial capability for neuclear fuel cycle and waste management operations. The effort in some countries is limited to research in university laboratories on treating low-level waste from reactor plant operations. In other countries, national nuclear research institutes are engaged in major programs in all phases of the fuel cycle and waste management, and there is a national effort to commercialize fuel cycle operations. As an integral part of the Fast Test Reactor Vibration Program for Reactor Internals, the flow-induced vibrational characteristics of scaled Fast Test Reactor core internal and peripheral components were assessed under scaled and simulated prototype flow conditions in the Hydraulic Core Mockup. The Hydraulic Core Mockup, a 0.285 geometric scale model, was designed to model the vibrational and hydraulic characteristics of the Fast Test Reactor. Model component vibrational characteristics were measured and determined over a range of 36 percent to 111 percent of the scaled prototype design flow. Selected model and prototype components were shaker tested to establish modal characteristics. The dynamic response of the Hydraulic Core Mockup components exhibited no anomalous flow-rate dependent or modal characteristics, and prototype response predictions were adjudged acceptable.

A scheme for controlling multimanipulator systems is presented. The control objective is to coordinate the manipulators to perform parts-matching tasks such as screwing a nut onto a bolt. The task of moving a rigid object can be treated as a special case. Two secondary control objectives internal force control and load distribution can be accomplished within the structure of the control law. The internal force control mechanism keeps the internal forces on the object being manipulated at a desirable level. The load distribution mechanism distributes control effort to each manipulator according to a weighting factor. It is also shown that the control algorithm has a modular structure which facilitates its implementation on a multiprocessor computer. The scheme was tested on a planar scara type dual-manipulator system. A series of experimental results is included to demonstrate the system performance under various conditions.

The marketing strategy developed for use in international markets by the S. M. Group International of Longueuil, Quebec, a company with interest and well-developed expertise in the environmental and energy sector, was described. The strategy is designed to aid in the selection of countries or regions of interest, in determining the sector of activity to be emphasized, in selecting a local partner or local business representatives, and in making contact locally with the people responsible for the development banks in the target countries in an effort to create awareness of the company. The company also tries, wherever possible, to promote its services to local governmental agencies through the industrial cooperation program of CIDA. Since development banks have a very conservative behaviour, past performances and constant provision of high quality services are of prime importance.

In this study we investigated cultural, familial, and individual beliefs that influenced international students? perceptions of therapy and help-seeking behaviors. Included were changes in perception or behavior before and after the students came to the US, and factors that influenced help-seeking behaviors. Six international students from East Asian countries where English is a foreign language, including Taiwan, Mainland China, Japan, and South Korea, were interviewed. We used semi-structured interviews and participant observations for collecting data. The findings indicated changes after students came to the US. Further discussions focus on encouraging and discouraging factors relative to seeing therapists, and culturally sensitive interventions for family therapy clinicians.
