A new coumarin-based sensor molecule (L1) has been synthesized and this was found to bind calcium and magnesium ions more effectively as compared to other alkali/alkaline earth/lanthanide and certain transition metal ions. A significant enhancement in fluorescence intensity was observed on binding to Ca2+ and Mg2+ ions; while a minor quenching was observed for weakly bound Hg2+, Ni2+, Fe3+, and Co2+ ions. PET process, coupled with the ICT process, is proposed to explain the observed spectral response.

A plan to diffuse instructional modules for the preparation of transportation professionals is presented, based on research and demonstration projects sponsored by the Urban Mass Transportation Administration (UMTA). The diffusion/adoption plan involves: developing instructional modules; disseminating the modules to professors teaching transportation courses at the college level; promoting the use and adoption of the modules; and evaluating and revising the plan. Job markets at the junior secondary level are very tight in Indonesia with low levels of unemployment at all ages, short job-search times, and high real rates of return. Unemployment, however, among the senior secondary vocational and senior secondary general school graduates is high, even though the real rates of return are also high. According to Ministry of Education, Science and Technology (MEST) Bulletin 2008-14, the safety functioned pumps and valves of all nuclear power plants of Korea Hydro and Nuclear Power Co. Ltd.(KHNP) have been tested to verify their performance of safety function. Each safety grade pump has own design requirement and should be tested to identify whether it could meet the requirement. Design requirements and test references of all safety grade pumps of Wolsung Nuclear Power Plant Unit 2 (Wolsung Unit 2) were examined in this study. And the results of the performance test of the pump were also compared to the design requirements of each pump.

The paper examines the policy's management implementation practices and challenges, as well as provides policy options that may minimize discrepancies for effective management. Purpose: The present research aims to identify the difficulties and obstacles for developing digital libraries in the seven regional branches of Islamic Azad University (IAU), Iran, and to study the status of librarians' skills and education programmes at these institutions. Design/methodology/approach: The 40 individuals working in the regional branch libraries of IAU were surveyed by a questionnaire consisting of 34 questions, and the collected data were analysed using SPSS software (version 16). Findings: It was found that the most important difficulties are the lack of suitable equipment and untrained personnel (i.e. a lack of sufficient training programmes). This presentation explored the use of marine biodiesel in the Puget Sound region. Marine vessels are now adopting biodiesel fuels as a means of expressing corporate commitments to reducing greenhouse gas (GHG) emissions and the environmental impacts of hydrocarbons released into marine environments. Various biodiesel blends have been designed for use in small commercial, recreational, and research vessels. Biodiesel has also been adopted by charter and whale watching vessels in the Puget Sound. The Guemes Island Ferry has recently been re-configured to use biodiesel fuels, with 2 fuel tanks capable of receiving 2200 gallons at a time. The ferry adopted biodiesel after receiving soot complaints from marinas, and hopes to serve as a model for other vessels in the region. The Education for All-Fast Track Initiative (FTI) grew out of the "New Focus on Education for All" communique of the G-8 when Canada hosted the summit in 2002 at Kananaskis. As Canada prepares again to host the G-8, and Korea assumes leadership of the newly-empowered G-20, it is a valuable moment to revisit and re-think the current global education architecture. By adopting some of the recommendations from the recent independent evaluation of the FTI and borrowing some lessons from global partnerships in other sectors, the FTI could set a new course toward the achievement of universal basic education. The FTI should broaden and strengthen the role of diverse stakeholders from developing countries and civil society in its governance structure in order to fully harness the energies of these stakeholders in resource mobilization and effective implementation. The purpose of the study was to investigate the adequacy of educational services available for the implementation of the ideals of the Universal Basic Education (UBE) in Southern Nigeria. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The researchers collected and analyzed data to (1) Ascertain how free the UBE was in Southern Nigeria and (2) to determine if educational services were adequately provided for the implementation of the programme. This paper is part of a study that assessed the level of commitment of primary schools of remote area dwellers (RADs) to basic education between October 2004 and April 2005. The research question focused on the level of commitment of schools to universal basic education, school-community partnership in school governance and parental involvement in the way the curriculum was delivered. Questionnaire and interviews were used. The results show a significant relationship between teachers' perceptions and variables such as district, qualifications, age, location, and experience. There is consistency between teachers' perceptions and children's academic performance. It has been found that learner achievement in RADs schools is low and that parents are not actively involved in their children's education due to the policy environment and school management practices.

The study surveyed urban women's use of information media and drew attention to the implications for women in leadership positions and non-formal education. A questionnaire containing structured and unstructured items was administered to 300 women resident at Nsukka urban town Enugu State, Nigeria. One hundred and twenty-five usable copies were used for the data analysis. The findings show that oral media are the most popular among women irrespective of level of education and type of occupation. The level of education influenced the use of radio and television. Popular radio and television programmes among women include newscasts, socio-cultural programmes, music and drama. Innovations at the federal and state levels to raise the quality of basic education in Mexico include decentralizing the education system, thereby giving the states more control over education, and creating the Carrera Magisterial, a program of incentives and professional development for teachers. The first part of this paper shows that early in their professional lives, teachers in basic public schools are better paid than other comparable groups. A study described part-time and small farmers (PT/SF) on the basis of their demographic characteristics and determined their farm management educational needs. Findings revealed that the majority of the PT/SF were males who operated farms of 50-150 acres for 11 or more years, were 35-44 years of age, and were high school graduates who principally produced crops. The four areas of farm management education needed by PT/SF were farm tax management, marketing farm products, determining farm insurance needs, and farm recordkeeping. The article draws on interpretive frameworks from diffusion research and social network analysis to explore one particular "travelling reform"--outcomes-based education--that went global. The argument is made that by virtue of studying late adopters of a travelling reform one is examining globalisation. The cases in point for late adoption are Central Asian education systems (in particular Mongolia and Kyrgyz Republic) that borrowed outcomes-based education reforms at a time when the popularity of similar reforms were already in decline in other countries, notably in New Zealand, Australia and South Africa. The study--generated in response to widespread concern about falling male enrolment rates at the authors' regional university--focused upon factors affecting rural male school-leavers' decisions about postschool destinations, and upon these students' attitudes to higher education. This paper explores how an aid-funded Ph.D.-programme in mathematics education instituted in some Southern African Development Community countries measures up to issues related to research capacity development projects. The research capacity development programme is described and reflected against mutual benefit, relevance, sustainability and prioritization of the location of project funding expenditure--some of the constructs in the discourse on research capacity development initiatives. It is found that the benefits of the programme are indeed mutual; the outcomes regarding relevance and sustainability are more uncertain and the location of expenditure of the funding is not overtly in favour of the donor country.

This Spanish-language master's thesis presents a study which measured special education teachers' knowledge of AIDS (Acquired Immune Deficiency Syndrome) virus transmission and their attitudes toward children with AIDS in schools. Attitudes were then related to social variables such as sex, teacher's age, and knowing someone with AIDS. A survey of 101 Oswego County, New York, special education teachers found that 52 percent had a moderate knowledge about AIDS transmission, and 48 percent of respondents had a positive perception of children with AIDS. Findings also indicated that teachers had received effective training and information about AIDS; teachers seemed to feel insecure about applying that knowledge to particular situations of possible risk; knowing people with AIDS provoked negative or inadequate perceptions of that population; and age, sex, and teaching experience were not related to teachers' perceptions or AIDS knowledge. Abstract In this article, I investigate the relation between economic inequality and the decision to take up studies at the tertiary level late in life. Who exactly decides to enrol? Is it advantaged or disadvantaged groups in terms of current earnings rank, occupation, unemployment experience and social origin? This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Industrial effects have long been significant factors in wage inequality. Previous research indicates that wage differentials across industries were increasing through the mid 1980s. Using more recent data, however, we find that the level of inter-industry wage dispersion declined by 36% from 1986 to 2002 despite the continued trend towards increasing inequality in the labor force. This decline in inter-industry wage dispersion is evident across gender and educational groups. Using multilevel growth curve models, our multivariate results indicate that the decline is only weakly related to industrial changes in education, occupation or even productivity despite the fact that the latter variable had been a critical factor in the prior period. The reduced grid model is given by Energinet.dk, Transmission System Operator of Denmark (TSO) for Natural Gas and Electricity, to the Danish Universities and the Risoe National Laboratory. Its intended usage is education and studying of interaction between electricity-producing wind turbines and a realistic transmission system. This paper provides information on heat transfer enhancement due to jet mixing inside a cylindrical enclosure. The work addresses conservative heat transfer assumptions regarding mixing and condensation that have typically been incorporated into passive containment design analyses. The current research presents an interesting possibility for increasing decay heat removal of passive containment systems under combined natural and forced convection. Eliminating these conservative assumptions could provide the basis for a change of containment design and reduce the construction cost. It is found that the ratio of forced- and free convection Nusselt numbers can be predicted as a function of the Archimedes number and a correlated factor accounting for jet orientation and enclosure geometry. Throughout their history, Americans have believed that citizens' fulfillment of their individual duties in a participatory democracy is at least partly met through the forming of groups around important societal issues. Given the complex nature of political socialization, this study investigated identifiable determinants of social action that might be used to advantage in educating young people for citizenship in a democracy. This study attempted to differentiate among junior high, high school and college students (N=517) who were inclined and not inclined to act on their concerns about nuclear threat with selected demographic, psychological, political, and educational variables. Recent cognitive psychological research has argued that involuntary mental time travel is an important individual difference variable that has the potential to affect an individual's motivation. However, this issue has not been empirically investigated in educational settings such as teacher education. Therefore, this study aimed to explore the possible effect of involuntary mental time travel on prospective teachers' situational intrinsic motivations in the classrooms during the period of a class hour. A total of 274 prospective teachers voluntarily participated in the study. Results showed that involuntary mental time travel into the past and into the future occurred in the classrooms even during the period of a class hour. An estimated 110 million children between the ages of 6 and 11--60 percent of them girls--will not see the inside of a classroom this year, and another 150 million are likely to drop out before completing primary school. Yet this is a disease with a known cure. We know what tools are needed and what models are proven to work. We also know that the cost of that cure--perhaps $7.5 billion to $10 billion per year--is minuscule compared with the enormous benefits it will bring for health, economics, women's empowerment, and basic human dignity.

The Marine Technology Society 1994 conference was held in Washington, D.C., September 7-9, 1994. Titled Challenges and Opportunities in the Marine Environment, the conference offered a wide variety of presentations. State-of-the-art technology, government policies and regulations, and environmental concerns were addressed. Offshore mining, coastal zone management, marine engineering, oceanographic research, educational issues, and global climate change were also well represented in the presentations. The conference proceedings are organized around the daily sessions and roughly 70% of the papers are included.

This article examines the interplay between globalising and localising forces occurring in a child welfare reform project in South Korea. Focusing especially on care and education services for children and families provided by the Korean 'Dream Start' programme, which provides comprehensive health, parental involvement and welfare services to low-income children and their families, I discuss its involvement in the process of 'glocalisation'. Drawing on Foucaultian ideas, I conducted a critical discourse analysis of the policy documents of Dream Start. The article concludes by discussing local resistance to the creation of a cosmopolitan child and the dual qualities of inclusion/exclusion inscribed in the Dream Start project.

Computer simulations of agricultural finance and management may be helpful to students preparing for agricultural careers. Simulations would provide problem definition and problem solving in realistic interactions with complex and ambiguous situations similar to those encountered in farming. The paper describes a major financial problem for farmers, explores the implications of that problem for students, and outlines a computer-based simulation model which would give students experience in dealing with the problem. Data sources for simulations, potentials of interactive exercises among students, and advantages of using real data with existing ambiguities are described. The COsmic ray Research and Education Array (COREA) collaboration has installed an array of six detector stations at two high schools in and near Seoul, Korea for measurement of air-shower events from high-energy cosmic rays. Three stations are installed at each site, where each station consists of four plastic scintillation detectors covering an area of 2m2. In this presentation, we report the currenst status of the COREA project, describing the experimental equipment and measurement of coincident events.

A class of nonlinear models combining a pharmacokinetic compartmental model and a pharmacodynamic Emax model is introduced. The locally D-optimal (LD) design for a four-parameter composed model is found to be a saturated four-point uniform LD design with the two boundary points of the design space in the LD design support. For a five-parameter composed model, a sufficient condition for the LD design to require the minimum number of sampling time points is derived. Robust LD designs are also investigated for both models. It is found that an LD design with $k$ parameters is equivalent to an LD design with $k-1$ parameters if the linear parameter in the two composed models is a nuisance parameter. Assorted examples of LD designs are presented.

In this paper, power system stabilizer design for multi-machine power systems is translated into an equivalent problem of decentralized controller design for Multi-Output Multi-Input (MIMO) control systems. Subject to a condition based on the structured singular values, each stabilizer can be designed independently. Within this general framework, the conventional stabilizer design methodology based on the concept of synchronous and damping torques is used to decide the design details of each stabilizer. The suggested design method is applied to a model of a practical 10 machine power system. (author)

Abstract In this paper, the effect of several turbulence parameters during various flow conditions in Owens Valley, educed from coherent Doppler lidar data have been studied. Radial velocity structure functions are processed to estimate the turbulent kinetic energy (TKE) dissipation rate, integral length scale and velocity variance, assuming a theoretical model for isotropic wind fields. Corrections for turbulence measurements have been considered to address the complications due to inherent volumetric averaging of radial velocity over each range gate, noise of the lidar data, and the assumptions required to estimate effects of smaller scales of motion on turbulence quantities. We have been piloting web-based multimedia learning modules (MLMs), developed by the Physics Education Research Group at the University of Illinois at Urbana Champaign (UIUC), as a "prelecture assignment" in several introductory physics courses at California State Polytechnic University at Pomona. In this study, we report the results from a controlled study utilizing modules on electricity and magnetism as a part of a blended hybrid-online course. We asked students in the experimental section to view the MLMs prior to attending the face-to-face class, and to make sure this would not result in additional instructional time, we reduced the weekly class time by one-third. We found that despite reduced class time, student-learning outcomes were not hindered; in fact, the implementation of the UIUC MLMs resulted in a positive effect on student performance on conceptual tests and classroom discussion questions.
