Several economists discussed the concept of a firm, as opposed to an open labour market where entrepreneurs would recrute workers on the occasion of each business opportunity. Coase \\cite{Coase} is one of them, who explains the existence of firms as institution because they reduce the transaction costs with respect to an open labour market. Whatever the rationale proposed by economists to account for the existence of firms, their perspective is based on efficiency and cost analysis. Abstract: This article argues that Pippenger's (2011) ''Solution to the forward-bias puzzle'' must be regarded as an econometric explanation of the famous puzzle, although it does not offer an exhaustive economic answer to it. Some of Pippenger's (2011) findings are reproduced and established in a cointegrated multiple time series model. It is suggested that economists should stop trying to working out the forward-bias puzzle and start looking for fundamentally better models of foreign exchange rate determination. Based on the view that major changes in the social and economic context in the United States require major policy changes related to early childhood education, this paper examines the factors supporting public policy changes and how advocates for change in early childhood education might incorporate effective strategies. The paper is presented in two parts. Part 1 reviews the research on state policy settings and the factors that tend to support policy change. Cost-effectiveness of combustion turbines: recommendations for reliability, maintainability, supportability and maintenance requirements

This article reviews antisocial personality disorder, psychopathy, and violence and develops a three factor model of personality traits. Then a discussion of related personality disorders precedes the development of a categorical two factor model of impulsive versus remorseless violence. A paradigm of proactive, medical, and school based early intervention and prevention is advocated as a useful addition to the reactive detention of criminal justice. Integration of psychological tests, neuroimaging, and genomic data in early childhood and school based intervention strategies to prevent the development of conduct disorder and attenuate criminal propensity inform this approach. CT colonography (CTC) is increasingly advocated as an effective initial screening tool for colorectal cancer. Nowadays, policy-makers are increasingly interested in cost-effectiveness issues. This article examines relevant government policy documents on education and culture and discovers that Nigerian education authorities do not "discriminate" against art and culture in its articulation of educational policies per se, but lack of administrative machinery or political will has resulted in the deprivation of the Nigerian child in the process of creative activity in early childhood development. Somatic and genetic radiation exposure of the patient in digital subtraction angiography (DSA)

Protecting integrity at the local level: the role of anticorruption and public management networks

The somatic and genetic radiation exposure of patients undergoing Digital Subtraction Angiography (DSA) and traditional Film Arteriography (FA) of cranial, cervical, thoracic and abdominal vascular territories are compared. The radiation doses absorbed within the critical organs - red bone marrow, lung, thyroid gland and female breast - and in the gonads were measured using an anthropomorphic Alderson phantom. A Somatic Dose Index was calculated in order to estimate the somatic radiation risk. The somatic radiation exposure depends upon the location of the critical organs with respect to the entrance site of the x-ray beam, and can be reduced by an appropriate choice of the angiographic projection. Under this condition, the radiation exposure of the patient during DSA can be lower than during FA. For renal DSA an a.p. projection, the use of an abdominal compression device and careful caudal shielding of the field are advocated. (orig.).

Government-industry-education collaboration for intelligent tutor computer labs

From dispersion relations to spectral dimension - and back again

Through the dedicated collaborative efforts of many individuals interested in supporting local education, computer laboratories were established at two urban high schools. The purchasing and implementation of the project was handled by the Alliance for Education, a local non-profit education advocate. Funds were supplied by the Air Force as part of a 3-year research activity utilizing artificial intelligence technology to tutor 9th grade students. NCR (now AT7T Global Information Solutions) corporate leaders provided the computers and network equipment at a considerable savings to the project. Each lab is a state-of-the-art facility with air-conditioning, carpeting, special computer tables, computer projection screens, and on-site technical support. Student and teacher enthusiasm toward the project has been gratifying and quantitative results are currently being evaluated for both attitude, skills, and state proficiency tests.

Creating reliable pharmaceutical distribution networks and supply chains in African countries: Implications for access to medicines

The so-called spectral dimension is a scale-dependent number associated with both geometries and field theories that has recently attracted much attention, driven largely though not exclusively by investigations of causal dynamical triangulations (CDT) and Horava gravity as possible candidates for quantum gravity. We advocate the use of the spectral dimension as a probe for the kinematics of these (and other) systems in the region where spacetime curvature is small, and the manifold is flat to a good approximation. In particular, we show how to assign a spectral dimension (as a function of so-called diffusion time) to any arbitrarily specified dispersion relation. We also analyze the fundamental properties of spectral dimension using extensions of the usual Seeley-DeWitt and Feynman expansions, and by saddle point techniques. The spectral dimension turns out to be a useful, robust and powerful probe, not only of geometry, but also of kinematics.

This paper presents a spatial gaming model with price caps for deregulated electricity markets. There has been heated debate on price caps that have been enforced in deregulated electricity markets. Opponents argue that price caps may send wrong economic signals while advocates argue that price caps are good for damping market power. This paper does not intend to take a stand in the argument. Given the fact that price caps are enforced in several deregulated regional electricity markets in the US, a logical step is to reflect this reality in gaining modeling. Background: In an effort to standardise radiological practices in the Republic of Ireland, current legislation states that 'written protocols for every type of standard radiological practice shall be established'. In order to fulfil this requirement the Irish Medical Council recommends the protocols issued by the Commission of European Communitees (CEC) for adoption in the country. Whilst this document does provide good guidance with regard to various radiographic factors, patient shielding instructions are notably ambiguous. The aim of this study was to remove some of this ambiguity by defining the optimal method of positioning patient shielding in antero-posterior (AP) and lateral lumbar spine radiographic examinations. These projections were chosen on the basis of their area of coverage being in close to and in some cases including the reproductive organs. In China, the conventional utilization of oil shale is concentrated mainly on oil shale retorting, and burning oil shale in pulverized furnaces, or bubbling fluidized beds. To improve the availability of oil shale, many specialists have advocated burning oil shale in a circulating fluidized bed (CFB), which has a satisfactory combustion efficiency, low NOx and SO{sub 2} emission, adaptability to low-grade coal, etc. In Huadian, China, a plant incorporating three units of 65 th{sup -1} oil shale-fired CFB began successful commercial operation in 1996, proving that burning oil shale in a CFB produces both high combustion efficiency and environmental protection. Long-Term Follow-Up of Percutaneous Balloon Angioplasty in Adult Aortic Coarctation

To compare the accuracy of MR imaging using an endorectal-pelvic and a pelvic phased-array coil for preoperative local staging of rectal carcinoma. To determine preoperative staging, 38 patients with rectal carcinoma underwent MR imaging. All patients were examined with both an endorectal-pelvic and a pelvic phased-array coil. All underwent surgery and staging was pathologically confirmed. Two radiologists blinded to pathologic stage analyzed perirectal invasion and perirectal node metastasis, and scored according to a four-point scale. Radiologic and pathologic findings were correlated. Receiver operating characteristic (ROC) analysis of Wilcoxon statistic (W values) was used to compare diagnostic accuracy between the two different MR methods. Extended Deterrence, Nuclear Proliferation, and START III

Purpose: To assess long-term outcomes following percutaneous transluminal angioplasty (PTA) of congenital aortic coarctation in adults.Methods: Seventeen patients underwent PTA for symptomatic adult coarctation of the aorta. Sixteen patients, with a mean age of 28 years (range 15-60 years), were reviewed at a mean interval after angioplasty of 7.3 years (range 1.5-11 years). Assessment included magnetic resonance imaging (MRI), Doppler echocardiography, and clinical examination. Current clinical measurements were compared with pre- and immediate post-angioplasty measurements.Results: At follow-up 16 patients were alive and well. The patient not included in follow-up had undergone surgical repair and excision of the coarctation segment following PTA. Mean brachial systolic blood pressure for the group decreased from 174 mmHg before angioplasty to 130 mmHg at follow-up (p 0.0001). In particular, workers in thermal spas can easily be exposed to a level of radon radiation and its decay products comparable to those in uranium mines, though often these workers are unaware of the danger. The main source of radon in thermal baths is the thermal water itself, coming as it often does from deep springs, and this can produce high radon concentrations which are left in those areas in which therapy is carried out. The goal of this paper is to explore how compliance with the Clean Air Act Amendments of 1990 (CAAA), especially Title IV and emission trading under it, will affect the current relationship between state and federal regulation. It is difficult, with the limited experience we have had under Title IV, to be definitive about or to be a very strong advocate of too many policy positions. What may be most helpful at this point is to identify where the difficult issues in state/federal relations might arise; and then to explore ways in which tensions might be either avoided or resolved. One anticipated conclusion is that a traditional regulatory mindset could be very destructive if applied to this new area of oversight without due sensitivity to what Congress is trying to achieve in Title IV.
