The primary responsibility of the Health, Safety, and Environment (HSE) Division at the Los Alamos National Laboratory is to provide comprehensive occupational health and safety programs, waste processing, and environment protection. These activities are designed to protect the worker, the public, and the environment. Many disciplines are required to meet the responsibilities, including radiation protection, industrial hygiene, safety, occupational medicine, environmental science, epidemiology, and waste management. New and challenging health and safety problems arise occasionally from the diverse research and development work of the Laboratory. Research programs in HSE Division often stem from these applied needs. These programs continue but are also extended, as needed to study specific problems for the Department of Energy and to help develop better occupational health and safety practices.
By using this doping method, silicon semiconductors with extremely uniform dopant distributions can be produced, and this is the dominant advantage of NTD compared with a conventional chemical doping. Good uniformity of a dopant concentration is usually required for high power applications such as thyristor (SCR), IGBT, IGCT and GTO and for special sensors. Achieving an accurate neutron fluence corresponding to a target resistivity as well as a uniform irradiation is the prime target of a neutron irradiation for NTD. Generally, in order to reach an accurate neutron fluence, a real time neutron flux is monitored by a neutron detector such as a Self-powered Neutron Detector(SPND). And, after an irradiation, the total irradiation fluence is confirmed by measuring the absolute activity of a neutron activation sample that has been irradiated with a silicon ingot, and thus the SPND can be properly calibrated. Excellent irradiation uniformity and a high accuracy for a target neutron dose have ...
In order to achieve the safe core cooling during normal operation and upset conditions, HANARO adopted an upward forced convection cooling system with dual containment arrangements instead of the forced downward flow system popularly used in the majority of forced convection cooling research reactors. This kind of upward flow system was selected by comparing the relative merits of upward and downward flow systems from various points of view such as safety, performance, maintenance. However, several operational matters which were not regarded as serious at design come out during operation. In this paper are presented the design and operational experiences on the unique cooling features of HANARO. (author)

The objective of this study is to establish a construction plan for vibration analysis system of HANARO's rotating machinery. To achieve this purpose, as a first step, the references related to the vibration analysis system for the rotating machinery were investigated. In addition, to verify the possibility of condition monitoring of the pumps, vibration signals obtained from the vibration monitoring system were analyzed. The results show that using the accelerometers mounted on the bearing locations of the pumps can monitor the current status of the pump such as unbalance, misalignment, and bearing condition. Based on the results of this study, the construction plans for the vibration analysis system of HANARO have been established. The hardware of the vibration analysis system will be installed by the end of this year. It is expected that the developed vibration analysis system can be utilized for the realization of the preventive ...
Conversion of the United States military to the International System of measurement units is in the very early stages. Little formal planning has been done to articulate the management required to complete the conversion of operational Army and Air Force units. For those operational forces tasked to provide continuous combat readiness throughout metrication, management problems associated with the conversion are particularly difficult because of the nature of these assigned missions. This is the case for the 82nd Airborne Division ready brigade force (DRB) and the Military Airlift Command (MAC) strategic airlift system operating the C-141 and C-5A aircraft.

This paper presents the preliminary thermal hydraulic characteristics and safety margins for a natural convection cooling in the AHR.
In the Savannah River Site's (SRS') Solid Waste Management Program, a key to success is the Public Involvement Program. The Solid Waste Division at SRS manages the site's transuranic, low-level, mixed, and hazardous wastes. All decisions associated with management of this waste are of interest to the public and successful program implementation would be impossible without a vigorous public involvement program. The SRS Solid Waste Division (SWD) and its Department of Energy (DOE) customer developed, implemented, and maintain a comprehensive public participation and communications program. It is staffed by public participation and technical specialists to ensure information is presented in a manner that is technically accurate while being tailored for understanding by people without a technical background. The program provides the public with accurate, ...

Managing public lands for maximum social benefit is becoming an increasingly complex task. The growing need for domestically produced mineral raw materials and energy, and the conflicting interests over the use of public lands, have added new dimensions to the management issues. This report covers the first phase of a long-term program initiated by the Division of State Lands to improve their capability to evaluate the tar-sand and oil-shale resources in Utah. The scope of this phase of the study was limited to examination and analysis of existing information and to development models for data processing and resource evaluation. The study was effective in identifying problem areas and demonstrating the potential value of the proposed systems for management of state lands. It is anticipated that effective evaluation of the oil-shale and tar-sand resources in Utah, supported by readily accessible physical ...
The fluid-induced vibration level of instrumented capsule, which was manufactured for fuel irradiation test at the reactor core of HANARO, was investigated. For this purpose, the instrumented capsule was loaded at the OR site of the HANARO design verification test facility that could simulate identical flow condition as the HANARO core. Then, vibration signals of the instrumented capsule subjected to various flow conditions were measured by using vibration sensors. In time domain analysis, maximum amplitudes and RMS values of the measured acceleration and displacement signals were obtained. By using frequency domain analysis, frequency components of the fluid-induced vibration were analyzed. In addition, natural frequencies of the instrumented capsule were obtained by performing modal test. The frequency analysis results showed that the natural frequency components near 7.5Hz and 17.5Hz were dominant in the fluid-induced ...
The natural circulation experiments were conducted to confirm the cooling capability and the flow characteristics of the natural convection in the HANARO (Hi-flux Advanced Neutron Application Reactor). The tests were done at the power levels of 2%, 3% and 4% (1.2MW_t_h) of full power. The flow rates and temperatures at various locations of the primary and secondary cooling loops were measured at each power level. The temperature distributions in the chimney and the pool were also obtained. Through tests, the flow paths of the natural circulation and the cooling capability of the reactor were confirmed as designed. In addition, the simulation for the natural circulation tests was made by using RELAP5/KMRR, which was modified from RELAP5/MOD2 for applying to the HANARO conditions. The simulation results show that RELAP5/KMRR gives reasonable predictions for the flow rate and the coolant temperature during natural circulation condition in the ...

Small angle neutron scattering (SANS) has been a very powerful tool to study nanoscale (1-100 nm) bulk structures in various materials such as polymer, self assembled materials, nano-porous materials, nano-magnetic materials, metal and ceramics. Understanding the importance of the SANS instrument, the 8m SANS instrument was installed at the CN beam port of HANARO in 2001. However, without having a cold neutron source, the beam intensity is fairly low and the Q-range is rather limited due to short instrument length. In July 1, 2003, therefore, the HANARO cold neutron research facility project was launched and a state of the art 40m SANS instrument was selected as top-priority instrument. The development of the 40m SANS instrument was completed as a joint project between Korea Advanced Institute of Science and Technology and the HANARO in 2010. Here, we report the specification of a state of art 40m SANS instrument at ...
The world`s population of research reactors is growing old. Many have been adapted to serve new purposes over their lives, from testing materials for nuclear power programmes and supporting neutron physics experiments, to colouring gemstones, doping silicon and generating medical isotopes. In the first article of this survey of research reactor issues, Wilfried Krull from GKSS in Germany describes the effects on a reactor of supporting these changes in application as ``design ageing`` . Managing this and other symptoms of ageing to extend plant life is a key task for operators, and Krull discusses the efforts being made internationally to handle them. Eventually, terminal decline of one vital component can determine when a reactor has to be shutdown for refurbishment. For BR2 in Belgium, it was the beryllium matrix. Edgar Koonen from SCK-CEN explains work being done to replace it and extend reactor life for around 15 years. The Triga at the University of Austria`s ...
We made Basic designs of neutron guide, choppers, and detectors in order to optimize the design parameters of DC-TOF to be built in the HANARO Cold Neutron Guide Hall. In addition, we calculated the expected performance of DC-TOF using Monte Carlo simulations and evaluated the properties of neutron beam. Based on the results we obtained, we have compared the expected performance of the DC-TOF with those of existing instruments overseas. In conclusion, we believe that we will be able to construct the DC-TOF at HANARO as one of the best instruments of its kinds and it will become an invaluable instrument to researchers in the related field.

This paper compares two systems providing advanced functions for real-time management of power distribution networks developed in Finland and in France. The overall aim of these systems is to minimize the operational costs (e.g. power losses, outage level, thermal limits). These are to be integrated with a Supervision Control and Data Acquisition system (SCADA) and heterogeneous databases such as network and geographical information systems (AM/FM/GIS). The Finnish system called OPERA has been developed in the past years at the Tampere University of Technology. It is now commercialised by the Versoft Ltd software company and used in 11 control centers. The French system, called AUSTRAL is in the industrialization phase by now at the Research and Development Division of EDF. It will be put into real operation in three distribution utilities in 1997. In this paper, we briefly introduce both systems and discuss their similarities and differences ...
The design, construction and operation of a pilot plant are often important stages in the development of a project for the production of uranium concentrates. Since building and operating a pilot plant is very costly and may not always be required, it is important that such a plant be built only after several prerequisites have been met. The main purpose of this guidebook is to discuss the objectives of a pilot plant and its proper role in the overall project. Given the wide range of conditions under which a pilot plant may be designed and operated, it is not possible to provide specific details. Instead, this book discusses the rationale for a pilot plant and provides guidelines with suggested solutions for a variety of problems that may be encountered. This guidebook is part of a series of Technical Reports on uranium ore processing being prepared by the IAEA's Division of Nuclear Fuel Cycle and Waste Management. 42 refs, 7 figs, 3 tabs.

Neutron radiography is a non-destructive test method to examine a material by using the dependency of neutron attenuation on the nuclear characteristics of the atoms composing the object material. There are two categories of neutron radiography; static neutron radiography and dynamic neutron radiography. The static neutron radiography is a technique to observe a standing object by using a camera or a film cassette. The dynamic neutron radiography(DNR) is a technique to observe a moving object usually by using a camera. Depending on the camera frame rate, the dynamic neutron radiography is categorized into the real time neutron radiography(RTNR) and the high speed neutron radiography(HSNR). The frame rate for RTNR is 30 frames/s and that for HSNR is usually more that 500 frames/sec. Thus, RTNR is good for observing time-averaged phenomena and HSNR is good for observing instantaneous phenomena. DNR is a powerful tool for fluid visualization as well as the multi-phase flow research. This ...

One bundle of Hanaro fuel irradiated up to 50%-burnup and cooled for 6 months was transported to IMEF for PIE, which has 6 elements. At first we measured the longitudinal distribution and the rotational distribution of several dominant peaks intensities from the bundle. After dismantling of the bundle we measured the longitudinal distribution of {sup 137}Cs and {sup 134}Cs peaks in each fuel element to see the burn-up feature. And finally we found out the relative number distribution of {sup 137}Cs and {sup 134}Cs for each detection point, which would be used for burn-up calculation. The relative detection efficiency of the scanning system was obtained experimentally by using the {sup 134}Cs peaks. We also checked up the azimuthal difference of peak intensity for each element, which are resulted about 2% of difference. These data will be used for the further analysis of Hanaro fuel performance evaluation. (author)

For the application of dynamic neutron radiography to the two-phase flow research using HANARO, several experimental items to which the radiography technique is beneficial were identified through the review of the outputs from the related researches and the discussions with experts. Also, the investigation of the equipments including the beam port, camera and converter was made and a hardware and a software for image processing were equipped. It was confirmed that the calibration curve for the attenuation of neutron beam in fluid which is required for the two-phase flow experiment could be obtained by the computer code calculation. Based on the investigation results on the equipment and the results from the measurement of BNCT beam characteristics, a high speed camera and an image intensifier will be purchased. Then, the high speed dynamic neutron radiography facility for two-phase flow experiments will be fully equipped.

To investigate the problems of the Hanaro stent (Solco Intermed, Seoul, Korea) when used in the palliative treatment of patients with inoperable malignant biliary obstruction. Between January 2000 and May 2001, the treatment of 46 patients with malignant biliary obstruction involved percutaneous placement of the Hanaro stent. Five patients encountered problems during removal of the stent's introduction system. The causes of obstruction were pancreatic carcinoma (n=2), cholangiocarcinoma (n=2), and gastric carcinoma with biliary invasion (n=1). In one patient, percutaneous transhepatic cholangiography and stent insertion were performed as a one-step procedure, while the others underwent conventional percutaneous transhepatic biliary drainage for at least two days prior to stent insertion. A self-expandable Hanaro stent, 8-10 mm in deameter and 50-100 mm in lengh, and made from a strand of nitinol wire, was used in ...
North Carolina is in the process of siting a LLRW disposal facility as the next host state for the Southwest Compact. After two years of site characterization studies at two technically challenging sites, the LLRW Management Authority (the Authority), will submit a license application for the preferred site. One potential site is in unconsolidated Tertiary and Cretaceous deposits of the inner Coastal Plain, the other in fractured sedimentary rocks of the Triassic Deep River Basin. Involved since 1986, the North Carolina Geological Survey (NCGS) provides technical advice to the Division of radiation Protection, the state regulatory agency authorized to approve or deny a license. With the multi-million dollar project behind schedule, and millions of dollars over budget, in February 1992 the Southeast Compact Commission established three project milestones (1) submit license application by December 31, 1993; (2) approve license by March 15, 1994; ...

This paper was presented at the opening plenary session. As the end of the century approaches, environmental protection is one of the most significant global issues which will shape our energy path and economic development pattern. In face of environmental challenges, we will have to take into account environmental factors in the economic development process itself. This requires the pursuit of sustainable economic development, a process which may involve strengthened energy conservation, improved efficiency and switching to less carbon intensive energy sources. Energy inefficiency, technological scarcity and financial vulnerability in developing countries may best be resolved by changing their economic and market structures to facilitate relevant investments. However, effective reform of the energy industry in developing economies and economies in transition will also require international cooperation in terms of transfer of technology, capital, know-how and ...

Laparoscopic orchiopexy has gained popularity in recent years. However, the decision when to perform one-stage laparoscopic orchiopexy without division of the spermatic vessels versus initial ligation of the spermatic vessels followed later by orchiopexy is not clear. A new laparoscopic classification to facilitate decision-making during laparoscopy, according to the position of the impalpable testis and the relation of the spermatic vessels and vas deferens to the internal ring, with a management protocol based on this classification is presented. Over a 2-year period, a total of 37 boys with 52 impalpable gonads underwent a laparoscopic procedure. Four laparoscopic types of testis were noted: type I: no testis visualized; type II: a testis seen at the internal ring with the vas and vessels looping to the internal ring; type III: testis at the internal ring, with vas and vessels going to the testis directly; and type IV: intra-abdominal testis ...
Synchronized cultures of the green alga Scenedesmus quadricauda were grown in the absence (untreated cultures) or in the presence (FdUrd-treated cultures) of 5-fluorodeoxyuridine, the specific inhibitor of nuclear DNA replication. The attainment of commitment points, at which the cells become committed to nuclear DNA replication, mitosis and cellular division, and the course of committed processes themselves were determined for cell cycle characterization. FdUrd-treated cultures showed nearly unaffected growth and attainment of the commitment points, while DNA replication(s), nuclear division(s) and protoplast fission(s) were blocked. Interestingly, the FdUrd-treated cells possessed a very high mitotic histone H1 kinase activity in the absence of any nuclear division(s). Compared with the ...

The objective of this work is the measurement of two-phase flow parameters to support development of constitutive relationships for the HANARO/MAPLE type finned fuel using Real-Time Neutron Radiography (RTNR). A single element finned Fuel Element Simulator was used with R134a Freon flow. To observe the effect of a spacer device on void distribution, single pin tests were performed with and without a spacer. By analyzing the RTNR images using image processing, the effects of the spacer on the time-averaged and instantaneous void fraction distributions were studied. For the experimental results without a spacer, the time-averaged local void distribution is radially asymmetric and the degree of void fluctuation increases with a decreasing frequency along the heated channel, where the observed asymmetry may be caused by flow induced vibration. For the experimental results with a spacer, the spacer clearly limits any significant vibration and the local void distribution ...

Finding innovative ways to reduce waste streams generated at US Department of Energy (DOE) sites by 50% by the year 2000 is a challenge for DOE`s waste minimization efforts. A team composed of members from several DOE facilities used the quality tool known as benchmarking to improve waste minimization efforts. First the team examined office waste generation and handling processes at their sites. Then team members developed telephone and written questionnaires to help identify potential ``best-in-class`` industry partners willing to share information about their best waste minimization techniques and technologies. The team identified two benchmarking partners, NIKE, Inc., in Beaverton, Oregon, and Microsoft, Inc., in Redmond, Washington. Both companies have proactive, employee-driven environmental issues programs. Both companies report strong employee involvement, management commitment, and readily available markets for recyclable materials such as white paper and ...

Korea Atomic Energy Research Institute (KAERI) has many R and D facilities in operation, including HANARO research reactor, radioactive waste treatment facility (RWTF), post-irradiation examination facility (PIEF) and irradiated material test facility (IMEF). Recently, nation-wide interest is focused on the safety and security of major industrial facilities. Safe operation of nuclear facilities is imperative because of the consequence of public disaster by radiological release/ contamination, in case of an accident. Recently, Ministry of Science and Technology (MOST) of the Korean government announced amendments of Atomic Energy laws to enforce requirements of the physical protection and radiological emergency. In this paper, the context of amended Atomic Energy laws were reviewed to confirm quality assurance measures and identify additional QA activities, if any, that is required by the amendment
The neutron transmutation doping (NTD) method was applied to the initially p-type silicon in order to extend the NTD applications at HANARO. The relationship between the irradiation neutron fluence and the final resistivity of the initially p-type silicon material was investigated. The proportional constant between the neutron fluence and the resistivity was determined to be 2.3473x10{sup 19} n {omega} cm{sup -1}. The deviation of the final resistivity from the target for almost all the irradiation results of the initially p-type silicon ingots was at a range from -5% to 2%. In addition, the burn-up effect of the boron impurities, the residual {sup 32}P activity and the effect of the compensation characteristics for the initially p-type silicon were studied. Conclusively, the practical methodology to perform the neutron transmutation doping of the initially p-type silicon ingot was established.

This paper makes a case for "good politics for good education", with special reference to Nigeria. It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). Politics in its raw form is concerned with seeking power for self-aggrandisement while politics in its noble form is concerned with seeking power for public good. In situations where good politics prevails, educational policies, programmes and delivery processes tend to produce the desirable outcome of "children passing through school and the school also passing through them". By combining the seven exclusion zones used ...

Neutron transmutation doping(NTD) for producing ntype silicon semiconductor is based on the conversion of the Si-30 isotope into phosphorus atom by neutron absorption reaction. By using this method, silicon semiconductors with extremely uniform n-type dopant distributions can be produced, and this is the dominant advantage of NTD compared with the conventional chemical doping. HANARO has two vertical holes for NTD, and the commercial NTD service for 5 and 6 inch silicon ingots has been going on at the NTD2 hole. Generally, NTD method is applied to the initially n-type silicon material. But, an initially p-type silicon material can also be used for the production of uniformly doped n-type silicon by using NTD method. Therefore, in this work, we investigated the relationship between the irradiation neutron fluence and the final resistivity of the initially p-type silicon material. Thereafter, we established the methodology for the neutron transmutation doping of ...

The measurement of two-phase flow parameters and development of constitutive relationships for the HANARO/MAPLE type finned fuel using Real-Time Neutron Radiography (RTNR) is discussed in this paper. A single element finned Fuel Element Simulator (FES) was used with R134a Freon as the working fluid. To observe the effect of a spacer device on void distribution, single pin tests were performed with and without a spacer. By analyzing the RTNR images using image processing, the effects of the spacer on the time-averaged and instantaneous void fraction distribution were studied. For the experimental results without a spacer, the time-averaged local void distribution is radially asymmetric and the degree of void fluctuation increases with a decreasing frequency along the heated channel, where the observed asymmetry may be caused by flow induced vibration. For the experimental results with a spacer, the spacer clearly limits any significant vibration and the local void ...

Much research has been done to estimate the residual stress on a dissimilar metal weld. There are many methods to estimate the weld residual stress and FEM (Finite Element Method) is generally used due to the advantage of the parametric study. And the X-ray method and a Hole Drilling technique for an experimental method are also usually used. The aim of this paper is to develop the appropriate FEM model to estimate the residual stresses of the dissimilar overlay weld pipe. For this, firstly, the specimen of the dissimilar overlay weld pipe was manufactured. The SA 508 Gr3 nozzle, the SA 182 safe end and SA376 pipe were welded by the Alloy 182. And the overlay weld by the Alloy 52M was performed. The residual stress of this specimen was measured by using the Neutron Diffraction device in the HANARO (High-flux Advanced Neutron Application ReactOr) research reactor, KAERI (Korea Atomic Energy Research Institute). Secondly, FEM Model on the dissimilar overlay weld pipe ...
The US Department of Energy, Division of Electric Energy Systems, has undertaken to identify the environmental issues and potential impacts associated with the installation of underground electric power transmission systems. This study reports the results of investigations into the advanced cable technologies being considered for future underground applications, as part of the development oriented research program of the Division of Electric Energy Systems. While the technology involves a high level of sophistication, there are relatively few impacts to the environment that are potentially significant, and of these none are inherently non-mitigable. Route planning, system design, and methods of construction and accident response can be pursued in order to minimize impacts where strict constraints are appropriate.

Mitotic delay is described as a classical response to radiation; however, circadian rhythmicity in cell division in vivo has not been considered by many authors. The present study investigated the relation between fluctuations reported as mitotic delay and recovery in vivo and circadian oscillations in mitotic index in mouse corneal epithelium. One aspect involved single doses (approximately 600 rad) given to mice at different circadian stages. The normal circadian rhythm in cell division was never obliterated. Inhibition of mitosis was evident but unpredictable, ranging from 6 to 15 hr after irradiation. Recovery was evident only during the daily increase in mitotic index of controls. The classical interpretation of recovery from mitotic delay may be in an in vitro phenomenon not reflecting in vivo responses, which are apparently strongly circadian stage dependent. The second portion of the study demonstrated a dose-response effect on length ...

The main purpose of this collection is to make geochronological and other radiogenic isotope data produced by the section available promptly to the geological community. Reports make full presentation of the data, relate these to field settings and make comparatively short interpretations. Other geochronological and isotope data produced in the laboratory but published in outside journals or separate GSC publications are summarized at the end of this report. Report 5 contains 24 papers from most regions of Canada, but particularly from British Columbia. The Geochronology Laboratory has, over the years, provided substantial U-Pb dating for the Cordilleran Division of the Geological Survey of Canada in Vancouver, and the results of a number of these studies are presented ...
To understand dynamic developmental processes, living tissues must be imaged frequently and for extended periods of time. Root development is extensively studied at cellular resolution to understand basic mechanisms underlying pattern formation and maintenance in plants. Unfortunately, ensuring continuous specimen access, while preserving physiological conditions and preventing photo-damage, poses major barriers to measurements of cellular dynamics in indeterminately growing organs such as plant roots. We present a system that integrates optical sectioning through light sheet fluorescence microscopy with hydroponic culture that enables us to image at cellular resolution a vertically growing Arabidopsis root every few minutes and for several consecutive days. We describe novel automated routines to track the root tip as it grows, track cellular nuclei and identify cell divisions. We demonstrate the system's capabilities by collecting data on ...
A wavelength division multiplexer/demultiplexer having optical path lengths between a fiber array and a Fourier transform lens, and between a dispersion grating and the lens equal to the focal length of the lens. The optical path lengths reduce losses due to angular acceptance mismatch in the multiplexer. Close orientation of the fiber array about the optical axis and the use of a holographic dispersion grating reduces other losses in the system. Multi-exposure holographic dispersion gratings enable the multiplexer/demultiplexer for extremely broad-band simultaneous transmission and reflection operation. Individual Bragg plane sets recorded in the grating are dedicated to and operate efficiently on discrete wavelength ranges.

The Waste Management Project manages and integrates (non-TWRS) waste management activities at the site. Activities include management of Hanford wastes as well as waste transferred to Hanford from other DOE, Department of Defense, or other facilities. This work includes handling, treatment, storage, and disposal of radioactive, nonradioactive, hazardous, and mixed solid and liquid wastes. Major Waste Management Projects are the Solid Waste Project, Liquid Effluents Project, and Analytical Services. Existing facilities (e.g., grout vaults and canyons) shall be evaluated for reuse for these purposes to the maximum extent possible.
The primary purpose of the Waste Management Program Plan is to provide an annual report of how Waste Management's operations are conducted, what facilities are being used to manage wastes, what forces are acting to change current waste management systems, and what plans are in store for the coming fiscal year. In addition, this document projects activities for several years beyond the coming fiscal year in order to adequately plan for safe handling, storage, and disposal of radioactive wastes generated at the Savannah River Site and for developing technology for improved management of wastes. In this document, work descriptions and milestone schedules are current as of December 1991.
The main objective of this paper is to demonstrate that it makes good business sense to identify risks and hazards of an operation and take appropriate steps to manage them effectively. Developing and implementing an effective risk and hazard management plan also contibutes to other industry requirements and standards. Development of a risk management system, key elements of a risk management plan, and hazards and risk analysis methods are outlined. Comparing potential risk to the cost of prevention is also discussed. It is estimated that the cost of developing and preparing the first risk management plan varies between $50,000 to $200,000. 3 refs., 2 figs., 1 tab.

Westinghouse Electric Corporation is aggressively applying cost-time management to bolster timely, cost-effective cleanup and waste management activities at sites it manages for the U.S. Department of Energy (DOE). Cost-time management is a diagnostic technique which is applicable to virtually any process. It identifies opportunities to reduce cycle-times and costs. When applied to cleanup and waste management at DOE facilities, cost-time profile analysis helps identify actions to improve productivity and quality. Moreover, by reducing cycle-times and costs, it achieves significant savings to taxpayers. (author)

Waste is a cost of doing business. This cost can be considered in terms of the potential adverse health and environmental impacts, or the waste management costs associated with avoiding, minimizing, and controlling those impacts. There is an anticipated increase in the cost of waste management as a result of the increasing requirements for regulatory compliance. To meet the total waste management capacity needs of the organization and the compliance requirements, low-level radioactive, hazardous, and mixed waste management will need demonstrated technologies strategically managed as a technology portfolio. The role of the decision maker is to select the optimum mix of technologies and facilities to provide the waste management capacity needed for the next twenty years. The waste management system resulting from this mix includes multiple ...

The United States Department of Energy (DOE) is committed to providing high quality products that satisfy customer needs and are the associated with this goal, DOE personnel must possess the knowledge, skills, and abilities to ensure successful job performance. In addition, there must be recognition that the greatest obstacle to proper project performance is inadequate project definition. Without strong project definition, DOE environmental management efforts are vulnerable to fragmented solutions, duplication of effort, and wastes resources. The primary means of ensuring environmental management projects meet cost and schedule milestones is through a structured and graded approach to project definition, which is the focus of this handbook.

The population growth, changing consumption patterns, and rapid urbanization contribute significantly to the growing volumes of solid waste that are generated in urban settings. As the rate of urbanization increases, demand on the services of solid waste management increases. The rapid urban growth in Langkawi Island, Malaysia, combined with the increasing rates of solid waste production has provided evidence that the traditional solid waste management practices, particularly the methods of waste collection and disposal, are inefficient and quite nonsustainable. Accordingly, municipal managers and planners in Langkawi need to look for and adopt a model ...
Radioactive waste for legal and regulatory purposes may be defined as material that contains or is contaminated with radio-nuclides at concentrations or activities greater than clearance levels as established by the regulatory body, and for which no use is foreseen. Safe management of radioactive waste is essential to ensure protection of humans and environment. Radioactive waste management policy is a guideline for the safe management of radioactive waste. It expresses the commitment of the country towards the goal. Government should initiate investigation into best long-term option for management of spent nuclear fuels. Process of selecting option and eventual site should involve comprehensive public participation within set time frames (with deep geological disposal as preferred management option).
The Superconducting super Collider Laboratory is a complex of particle accelerators being built in Ellis County, Texas. It will have a dedicated global communications network that will deliver control messages and provide for general data acquisition. This network will connect thousands of computer nodes over a very large geographic area. In order to meet the demanding availability requirements being levied on the system, it will need comprehensive network management. A large number of the computer nodes are embedded systems that traditionally do not support network management services. This presents unique challenges to standard network management practices. The Simple Network Management Protocol, SNMP, is widely accepted by industry as a tool to manage network devices. In this paper the authors examine the performance characteristics and usefulness of an SNMP agent in a real-time ...

The body of knowledge known as ''management'' has evolved incrementally over the past 100 years through a variety of innovators, including: Frederick Taylor, Max Weber, Mary Parker Follett, Chester Barnard, William Ouchi and Tom Peters. While the miracle of management - its structures, processes and techniques - has provided humankind with quantum advances in standard of living, there is an emerging theme in the literature to suggest that ''Management 1.0'' founded within the industrial age paradigm has reached the limits of its relevance. This paper proposes that it is time to consider a new conceptualization - ''Management 2.0'' - based on the global, information age paradigm in which modern businesses compete. This paper examines six forces which are currently redefining the future of m...
How do police respond to and manage complaints of stalking? To answer this question, we conducted a 3-phase study. First, we reviewed the literature to identify risk management tactics used to combat stalking. Second, we asked a group of police officers to review those tactics for completeness and group them into categories reflecting more general risk management strategies. The result was 22 categories of strategies. Finally, we used qualitative methods to evaluate the files of 32 cases referred to the specialized anti-stalking unit of a metropolitan police department. We coded specific risk management tactics and strategies used by police. Results indicated that a median number of 19 specific tactics from 7 general strategies were used to manage risk. Also, the implementation of strategi...
Without administrative terminologies there is no revenue to manage. The use of healthcare IT to capture the codes for administrative and financial support functions will impact the revenue cycle and the management of it. This is presumed to occur because clinical data coded at the point of care becomes the source for claims data. Thus, as electronic health record system applications utilizing terminologies are implemented, healthcare providers need to systematically consider the effect on the coding function and management of the revenue cycle. A key factor is the sequence of events changes, i.e., instead of a health information management professional selecting billing codes at the conclusion of an encounter based on the review of the record, clinical data generates the claims data via mapping. Efficiencies and management challenges result. PMID:19267004

The Wind Energy Research Division of Sandia National Laboratories has been funded by the Wind/Ocean Technology Division of the Department of Energy (DOE) to design and build a 34-meter diameter Vertical Axis Wind Turbine (VAWT). The turbine design incorporates the results of recent VAWT research in aerodynamics and structural dynamics. Initial system concept studies identified several blade options that met the required power rating of 500 kW. The final blade and rotor configurations were chosen based on finite element calculations that determined the turbine modes of response, their frequency of vibration, and stress levels. For parked survival turbine components were designed to with stand the loading of a 150 mph (67.0 m/s) wind coupled with maximum cable tensions. Specific areas of design discussed include the rotor, cables, bearings, brakes, and foundations. Construction of the turbine is in progress at this time and anticipated completion ...

In the present paper it is assumed that above a limiting value of fission fluency (burn-up) a more intensive process of irradiation introduced chemical interaction occurs. A significant part of fission gas product is thus expected to be chemically bounded in the matrix of UO_2 fuel. The fission gas atoms substituting, for example, uranium atoms in the crystallographic lattice can form weak facets. At a certain saturation condition, division of the grains can occur at the weak facets and the increase in fission-gas products release may be expected. The fact that the process of grain division for high burn-ups (70-80 MWd/kgU) forms an extremely fine structure up to the temperature as high as 1100 "oC and simultaneously the observed decreases in fission gas concentration in the fuel supports this concept. The analysis of fission gas concentration change due to the formation of nanostructures in UO_2 fuel at high burn-ups in terms of total surface ...

We investigated the in vitro phenotypic transformation of human embryo (HE) cells that were repeatedly irradiated (7.5 cGy once a week) throughout their life-span. Irradiation was repeated until the cells had accumulated 195 cGy (equivalent to the 26th passage). Samples of cells were assayed for survival by colony formation, as well as for mutation at the hypoxanthine guanine phosphoribosyl transferase (HGPRT) locus and for transformation by focus formation. The life-span (mean number of population doublings) of multiply irradiated cells with a total dose of 97.5 cGy was slightly but significantly prolonged over that of controls. After HE cells had accumulated 195 cGy, the maximum number of divisions increased to 130-160% of the number in non-irradiated control cells. Transformed foci were not observed until cells had accumulated 97.5 cGy, and then increased with the increasing accumulation of radiation. However, no cells showed immortality or expressed a malignant ...
The last of our series on the Task Forces. PS accelerator 'We had a clear mandate, which we could approach in a logical way', explains Steve Myers, Head of SL Division and convenor of Task Force 5, 'To avoid duplication of effort in the accelerator sector through a restructuring that would lead to greater efficiency and flexibility and so release resources for the LHC.' The implementation of all their recommendations is already underway, albeit with different time scales. In 2001 the accelerator sector involved more than 900 staff members in three divisions (LHC, PS and SL) and one unit (AC), working in 141 sections within 34 groups. The first step for the Task Force was to identify major activities within the sector and to set up inter-divisional working groups to review these activities (16 in all), identifying the technologies and the numbers of staff associated with each activity. The working groups were also asked to propose ways of ...

We show that a stationary IDp process (i.e., an infinitely divisible stationary process without Gaussian part) can be written as the independent sum of four stationary IDp processes, each of them belonging to a different class characterized by its L\\'{e}vy measure. The ergodic properties of each class are, respectively, nonergodicity, weak mixing, mixing of all order and Bernoullicity. To obtain these results, we use the representation of an IDp process as an integral with respect to a Poisson measure, which, more generally, has led us to study basic ergodic properties of these objects.

In November 1977, 627 soldiers belonging primarily to the First Battalion, 82nd Airborne Division, stationed at Fort Bragg, were sent to the Canal Zone, Panama, for jungle warfare training. A medical surveillance program incorporating pre- and post-evaluations over a 6-month period with dermatologic examinations, questionnaires, and serologic tests was established. Ten cases of cutaneous leishmaniasis (1.6/100 men) were diagnosed by positive Leishmania culture. The demonstrated lack of sensitivity and specificity of the indirect fluorescent antibody test and the direct agglutination test render these serological methods useless as diagnostic screening methods in the early stages of this disease. The Wind Energy Division at Sandia National Laboratories recently completed a point design based on the 34-m Vertical Axis Wind Turbine (VAWT) Test Bed. The 34-m Test Bed research machine incorporates several innovations that improve Darrieus technology, including increased energy production, over previous machines. The point design differs minimally from the Test Bed; but by removing research-related items, its estimated cost is substantially reduced. The point design is a first step towards a Test-Bed-based commercial machine that would be competitive with conventional sources of power in the mid-1990s.

Many Pacific Basin countries rely on oil for electricity production. Alternative fuel sources such as coal, which is available in the Pacific Basin, can help mitigate adverse impacts of sudden price increases or supply disruptions. Coal combustion produces solid and potentially hazardous wastes of concern to environmental regulators and utility managers. This paper identifies issues associated with managing coal combustion wastes in the Pacific Basin, using the state of Hawaii as a case study. Hawaii is typical of many Pacific Basin locations in that it depends on oil, has limited sites, for waste management operations, and is subject to domestic and international waste management regulations. The paper discusses coal-fired utility wastes, environmental impacts of coal combustion waste disposal, and regulatory requirements that impact coal waste management. From this baseline, ...

Until recent years, those involved in the design, operation and regulation of nuclear power systems devoted more resources to forward movement than to the back end of the fuel cycle. Now, though, concerted thought and international cooperation have been devoted to the question of nuclear waste management. The expert consensus is that sufficient knowledge exists to make e.g. disposal decisions with an acceptable level of confidence. In the first phases of research, decision processes were adapted to the tasks at hand. However, at some point in each nuclearized country, there came a time when waste management implied finding repository sites. At that time management abruptly entered the social sphere - where unfortunate experience has shown time and time again that classical decision processes are not adapted to facilitating societal acceptance of management solutions. This paper recounts the various ...

Supplemental fuels are injected at the tuyere level of blast furnaces to reduce coke consumption and increase productivity. Natural gas use in blast furnace injection has increased substantially in recent years as operators became aware of its operating and economic benefits. One of the major conclusions found in the GRI-sponsored tests at A-K Steel was that the prevailing concept of maintaining a high raceway adiabatic flame temperature (RAFT) for high rates of natural gas injection practice was shown to be in error--during tests, RAFT was lowered by about 700 F with no adverse effect on the blast furnace. Subsequent to the field trials, A-K Steel has reported very high productivity on its No. 3 Middletown furnace by injecting over 180 lb/THM of natural gas and by charging over 250 lb/THM of metallic iron as hot briquetted iron. The objectives of these two series of tests on two commercial blast furnaces were to investigate the increase in productivity of the two procedures: (1) By ...

The paper takes as its starting point the diffusion of ICT applications associated with so-called 'customer relationship management' (CRM). CRM encourages organisations to shift their understanding of customers from an episodic and transaction-based perspective to one that emphasises continuous 'relationship management'. CRM applications thus promise to deliver more, real-time accurate information about consumer habits and behaviours therefore allowing organisations to maximise their extraction of business value. This paper explores the ways in which such inscriptive technologies are not merely referential but also constitutive of contemporary re-presentations and ideals of the consuming subject. Focusing on what we might call the 'digital doubles' of customer relationship management the a...
Customer knowledge has become an important topic for both academicians and practitioners in recent years. However, there has been little academic research on the utilization of customer-specific knowledge. This study adds to our understanding in focusing on the relationships between various intra-organizational factors and customer knowledge utilization in the context of key account management. The results of the study show, that the use of teams, top management involvement, KAM formalization and CRM technology enhance the utilization of customer knowledge in the management of large industrial key account customers.
The Department of Defense is making significant investments to construct systems, built upon web services and their supporting technologies, that strive to achieve the goals of net-centricity. While these technologies address several of the traditional stumbling blocks to integration and interoperability, they leave issues of information management largely unaddressed. Indeed, the broad availability of these systems exacerbates, rather than reduces, stresses on our information management capabilities. This paper discusses the enterprise-level information management infrastructure objectives for providing net-centric military capabilities and more fundamental technical challenges derived from them.

According to the Principles of Radioactive Waste Management, the IAEA SAFETY SERIES NO-111-F, IAEA declared 9 doctrines. The IAEA advised a country that operates nuclear power plant to adopt the principles. As a member of the IAEA, Korea has also discussed about a unified policy and enacting law for radioactive waste management to follow the doctrines. This study analyzed the recently enacted Korea Radioactive Waste Management Act and verified whether the Act successfully follows the doctrine or not

Information glut is one of the primary characteristics of the electronic age. Managing such large volumes of information (e.g., keeping track of the types, where they are, their relationships, who controls them, etc.) can be done efficiently with an intelligent, user-oriented information management system. The purpose of this paper is to describe a concept for managing information resources based on an intelligent information technology system developed by the Argonne National Laboratory for managing digital libraries. The Argonne system, Intelligent Query (IQ), enables users to query digital libraries and view the holdings that match the query from different perspectives.

Knowledge management is controlling the transfer, distribution, and availability of knowledge. Traditionally, knowledge management processes are predefined; e.g. it is laid out in detail which document template, data structure, system, or work flow steps have to be used in order to manage knowledge. But knowledge management itself is complex. It is simply not possible to predefine the typical flow of work in knowledge intensive processes in advance. So rather than trying to determine the procedures it is more promising to analyze which factors can be used in order to control the outcome of t
This document presents a detailed schedule for the implementation of the strategy for managing defense remote-handled (RH) transuranic (TRU) waste. The baseline management strategy was defined in the Defense Remote-Handled Transuranic Waste Cost/Schedule Optimization Study and is summarized in this document. Also included are revised RH TRU waste inventory projections, current site management plans, a list of key decision points and milestones, and a discussion of uncertainties associated with management of RH TRU waste. The plans are summarized in a detailed schedule diagram and in an RH TRU waste work off diagram. 9 refs., 5 figs., 4 tabs.
Data from many measuring devices throughout the Savannah River Site (SRS) is transmitted to a central location for processing as a vital component in the SRS emergency preparedness and response program. The data processing is currently accomplished using VAX-based FORTRAN programs with the data stored in Digital's Record Management System (RMS) files which is shared using global COMMON. A program is underway to store and process this data using a Structured Query Language (SQL)-based Database Management System (DBMS). The advantages of replacing the current system with one using an SQL-based DBMS are discussed.

This paper experimentally evaluates the effects of applying autonomic management to the scheduling of maintenance operations in a deployed Chord network, for various membership churn and workload patterns. Two versions of an autonomic management policy were compared with a static configuration. The autonomic policies varied with respect to the aggressiveness with which they responded to peer access error rates and to wasted maintenance operations. In most experiments, significant improvements due to autonomic management were observed in the performance of routing operations and the quantity of data transmitted between network members. Of the autonomic policies, the more aggressive version gave slightly better results.
In today's business environment, strong forces of competition and globalization have created an urgency to focus how an organization controls and nurtures its intellectual capital. The concept of knowledge and its management has gained currency and momentum as technology has enabled thoughts and ideas to be more easily generated and distributed. With increased application of technologies such as the Internet, Customer Relationship Management (CRM), and advanced software capabilities, it has been suggested the time has come for discussion of a new paradigm for knowledge management. Toward that end, this article examines the knowledge literature and reviews the experience of a leading private healthcare group, with the objective of gaining a better understanding of the issues that confront e...
Little recent research is available about where specific types of farm managers search for information about better production practices. The objective of this study was to investigate what information sources managers used and how they rated the usefulness of each source. The authors administered mail questionnaires to probability samples from sampling frames they developed for four groups: dairy and fresh market vegetable producers from Wisconsin and berry and nursery producers from a multistate region. Questionnaire items asked operation managers to check off, from a list of information sources, those that they used in the last year to learn about new equipment or procedures to improve their operations and then to rate the usefulness of each source. In the last year, nursery, dairy, and berry managers most often used information from print media (63% to 84%), followed by other farmers (50% to 80%). ...
