[Fritz hauschild (1908-1974) and drug research in the 'German Democratic Republic' (GDR)].

Science.gov (United States)

The chemist and pharmacologist Fritz Hauschild developed the sympathomimetic agent Pervitin (metamphetamin) in the 1930s. Not only because of the abuse of the stimulant during the Second World War ("pilot's chocolate") it is one of the most controversial substances in drug history. Nearly forgotten are Hauschild's contributions to build up the drug system in the GDR. Although he was a convinced communist, the skilful pharmacologist gave very early warning of the imminent lack of innovation in the GDR pharmaceutical industry. A letter which he addressed to the Minister of Health, Max Sefrin (born 1913), did not lack explicitness. PMID:15997840

Independent oversight review of the Department of Energy Quality Assurance Program for suspect/counterfeit parts. Revision 1

Energy Technology Data Exchange (ETDEWEB)

To address the potential threat that suspect/counterfeit parts could pose to DOE workers and the public, the Office of the Deputy Assistant Secretary for Oversight initiated a number of activities beginning in mid-1995. Oversight placed increased emphasis on the field`s quality assurance-suspect/counterfeit parts programs during safety management evaluations, in keeping with the Office of Environment, Safety and Health (EH) oversight responsibilities, which include oversight of the Department`s quality assurance (QA) programs. In addition, Oversight reviewed relevant policy documents and occurrence reports to determine the nature and magnitude of the problem within the Department. The results of that review, contained in an Office of Oversight report, Independent Oversight Analysis of Suspect/Counterfeit Parts Within the Department of Energy (November 1995), indicate a lack of consistency and comprehensiveness in the Department`s QA-suspect/counterfeit parts ...

Britain's dirty deeds at Maralinga

Energy Technology Data Exchange (ETDEWEB)

Following the United Kingdom's nuclear tests at Maralinga in Australia in the 1960's, the Australian government signed away its rights to claim compensation for decontamination costs in a 1968 agreement. Controversy now rages as the Australian government is claiming pound33 million for this purpose from the United Kingdom to compensate the Maralinga Tjarutja for the loss of access to their traditional lands. They claim that the UK clean-up operation was inadequate and that much plutonium was spread over the land, rather than contained in pits. Measurements of contamination at the site were wrong by a factor of ten according to a 1984 visit when Australian scientists were horrified to realize that an Aboriginal child living near Taranaki could inhale more than 460 millisieverts a year. As ministers from both countries meet in June 1993 the debate is likely to be heated and hotly defended. (UK).

The national plan of fight against greenhouse effect; Le plan national de lutte contre l'effet de serre

Energy Technology Data Exchange (ETDEWEB)

France has committed herself to keep in 2010 the same levels of greenhouse gas emissions as those of 1990, i.e. 144 millions of tons of carbon equivalent (MtCe). However, taking into account the existing pollution abatement measures and the measurements performed so far, the greenhouse gases level should reach 160 MtCe in 2010. Therefore, the inter-ministry commission on greenhouse effect decided on November 27, 1998 to elaborate a new national plan of fight against greenhouse effect. The elaboration of the new plan has fallen under the responsibility of the inter-ministry mission of greenhouse effect (MIES). The new plan was presented by the prime minister, L. Jospin, on January 19, 2000. This document summarises the content of the new plan: architecture (modalities of elaboration, content), measures for the reduction of greenhouse gas emissions (industry, transportation sector, buildings, agriculture-forestry, wastes valorization, development of renewable ...

Risk oriented analysis of the SNR-300

International Nuclear Information System (INIS)

The Fact Finding Committee on 'Future Nuclear Power Policy' established by the 8th German Federal Parliament in its report of June 1980 among other items published the recommendation to commission a 'risk oriented analysis' of the SNR-300 in order to enable a pragmatic comparison to be made of the safety of the German prototype fast breeder reactor and a modern light water reactor (a Biblis B PWR). The Federal Minister for Research and Technology in August 1981 officially commissioned the Gesellschaft fuer Reaktorsicherheit (GRS) to conduct the study. Following a recommendation by the Fact Finding Committee, additional studies were performed also by a group of opponents of the breeder reactor. On the instigation of the group of opponents the delivery date of the study was altered several times and finally set at April 30, 1982. GRS submitted its report by this deadline. However, a joint report by the two groups could not be compiled, as had been requested by the ...

Alteration of installation of reactors (alteration of No. 1 and No. 2 reactor facilities) in the Sendai Nuclear Power Station, Kyushu Electric Power Co. , Inc

Energy Technology Data Exchange (ETDEWEB)

The Nuclear Safety Commission presented the report to the Minister of International Trade and Industry on April 5, 1984, after the careful investigation and deliberation on the alteration of installation of No.1 and No.2 reactor facilities in the Sendai Nuclear Power Station. The technical capability of Kyushu Electric Power Co., Inc., was recognized to be adequate. It was judged that the safety after this alteration of installation of the reactor facilities can be ensured. The main items of examination were as follows. The mechanical, nuclear and thermo-hydraulic designs of 17 x 17 B-type fuel assemblies were regarded as adequate. The coexistence of A-type and B-type fuel assemblies does not cause any problem about the safety. The safety at the time of abnormal transient change and accident in the mixed fuel assembly core was confirmed. In No.2 reactor, the degree of enrichment of the fuel for replacement and the number of fuel assemblies to be replaced are ...

The criminal use of improvised and re-activated firearms in Great Britain and Northern Ireland.

Science.gov (United States)

Following the Hungerford Massacre the British Government imposed additional strict firearms legislation in 1988 that involved several classes of arms being placed into the prohibited category. By way of compensation a scheme was introduced to allow the unrestricted possession and transfer of the newly prohibited arms, other firearms and "prohibited weapons", if de-activated to a standard acceptable to the Secretary of State. Approved standards for firearm de-activation were drawn up in 1989. The inspection of the de-activated arms was devolved to the two Gun Barrel Proof Houses at London and Birmingham, as otherwise the task of inspecting the thousands of guns involved would have overloaded the firearms section at the Huntingdon Forensic Science Service Laboratory, who were already dealing with criminal firearms cases submitted by 41 of the 43 police forces throughout England and Wales, as well as providing technical assistance to the Home Office and Government ...

On the integration of technology readiness levels at Sandia National Laboratories.

Energy Technology Data Exchange (ETDEWEB)

Integrating technology readiness levels (TRL) into the management of engineering projects is critical to the mitigation of risk and improved customer/supplier communications. TRLs provide a common framework and language with which consistent comparisons of different technologies and approaches can be made. At Sandia National Laboratories, where technologies are developed, integrated and deployed into high consequence systems, the use of TRLs may be transformational. They are technology independent and span the full range of technology development including scientific and applied research, identification of customer requirements, modeling and simulation, identification of environments, testing and integration. With this report, we provide a reference set of definitions for TRLs and a brief history of TRLs at Sandia National Laboratories. We then propose and describe two approaches that may be used to integrate TRLs into the NW SMU business practices. In the first approach, we analyze ...

Submission to the Georges Bank Review Panel

Energy Technology Data Exchange (ETDEWEB)

The Georges Bank, off southwestern Nova Scotia, is one of the most biologically productive continental shelf ecosystems in the world. It supports a wide diversity of species, including many seabirds. In 1988, federal and provincial legislation placed a moratorium on petroleum exploration and drilling on the Georges Bank, directing the ministers of Natural Resources Canada, and of the Nova Scotia Department of Natural Resources to make a decision regarding the moratorium by January 1, 2000. This report by the Ecology Action Centre (EAC) asks the Georges Bank Review Panel to recommend extending the moratorium on Georges Bank and adjacent areas until 2012, in part to match the American moratorium. Other reasons why the panel made this recommendation were explored. The principal reason is the EAC concern that when the moratorium is lifted, several oil and gas developments will proceed in this ecologically significant offshore area that could result in the loss of the ...

It`s slim with a plain green cover: Australia`s management plan for polychlorinated biphenyls

Energy Technology Data Exchange (ETDEWEB)

In November 1995, the Australian and New Zealand Environment and Conservation Council (ANZECC, the Council of State and National Environment Ministers) adopted a National Management Plan for PCBs. This was a significant milestone in the very long saga of Australian efforts to develop public policy and management structures for dealing with persistent organochlorine wastes. The author was part of a four-person consultation panel that carried out a public involvement program to assist and inform the process of developing the National Management Plan. The program involved, among other things, visiting every state and territory of Australia at least twice. This paper describes the development and delivery of the public involvement program, including ongoing interactions with Governments. The latter is often a complex (and many would say an unduly complex) matter in the federal system, where primary responsibility for waste management resides in the individual ...

Ground-level ozone: Our new environmental policy

International Nuclear Information System (INIS)

The environmental problem of ground level ozone is discussed, and the Canadian strategy for dealing with it is explained. Ozone in the troposphere can cause serious health problems in susceptible persons, and is estimated to cause up to $70 million in crop damage per year. The Canadian Council of Ministers of the Environment (CCME) Plan calls for less than 82 ppB by volume of ozone in any one-hour period in all areas of Canada by 2005. Three areas of Canada regularly exceed this value: the Lower Frazer valley in British Columbia, Saint John in New Brunswick, and the Windsor-Quebec corridor along the lower Great Lakes and the St. Lawrence River. Ozone is formed by a photochemical reaction of ammonia gases, nitrogen oxides, hydrogen sulfide or sulfur dioxide. Historically, ozone control has concentrated on controlling hydrocarbon emissions, but to little effect. In most locations close to large cities, ozone production is nitrogen oxide-limited, and the most recent ...

Energy Technology Data Exchange (ETDEWEB)

Due to the 'novel forest diseases' the political parties of the Federal Republic of Germany unanimously attend to the reduction of emissions. The transportation sector is considered to be a major emission source. A study discussed in the publication abstracted did therefore aim at giving a detailed account and description of the recently ratified technical requirements and tax credits expected to reduce vehicle exhaust gas air pollution. Moreover, the study researches into the regulations' importance as to the low emission properties of individual automobiles. Based on the results obtained the study arrives at assumptions as to emissions to be expected from the transportation sector. It tries to assess the financial import with respect to the individual citizen, overall internal revenues and federal motor vehicle taxes. The introductory chapter is followed by a review of emissions caused by vehicle exhaust gases along with a description of their historical ...
