The parties involved in development, required activities and phases of development, regulatory and permitting requirements, environmental considerations, and time required to complete development activities ae examined in detail. These activities are put in proper perspective by detailing development costs. A profile of the geothermal industry is presented by detailing the participants and their operating characteristics. This paper explores how an aid-funded Ph.D.-programme in mathematics education instituted in some Southern African Development Community countries measures up to issues related to research capacity development projects. The research capacity development programme is described and reflected against mutual benefit, relevance, sustainability and prioritization of the location of project funding expenditure--some of the constructs in the discourse on research capacity development initiatives. It is found that the benefits of the programme are indeed mutual; the outcomes regarding relevance and sustainability are more uncertain and the location of expenditure of the funding is not overtly in favour of the donor country.

It was intended to serve as a background paper for the preparation of a program plan for the Office of Energy of the United States Agency for International Development. As such it begins with a brief overview of how rural development fits into national development, then offers a comprehensive framework for thinking about rural development in particular and the energy implications of the various components of rural development. The purpose is to define sustainable economic development in the context of nonrenewable resources and to examine the changing nature of reclamation over time. Sustainable development is development that ensures the present utilization of resources and the environment does not damage prospects for their use by future generations. Polls show that the public is demanding higher environmental standards. One mechanism for achieving sustainable economic development for the nonrenewable resource sector is through reclamation. The Alberta government`s approach to reclamation is reviewed to show how reclamation and sustainable government are linked together. The effects of lead on the development of the nervous system are of immediate concern to human health. While it is clear that lead can affect neuronal development at levels of exposure within the range found in the environment, the particular mechanism of the disruption is not readily ascertained. The goal of the authors research is to develop a model system in which the effects of lead on central nervous system development can be demonstrated. To study neuronal development in a system that minimizes such difficulties, the authors have grafted discrete brain regions derived from rat fetuses into the anterior chamber of the eye of adult hosts. This paper discusses organizational models of planning technology development in coal mining. The following 4 planning systems are analyzed: all-union national system coordinated by the Ministry of Coal Mining of the USSR, all-union associations of coal mine associations (in the Ukrainian SSR the plan is developed by the Ministry of Coal Industry of the Republic), associations of coal mines, coal mines or groups of coal mines. Methods for developing programs for technology development at 4 levels are reviewed. The following planning periods are used: 10 years or more (from 1980 to 1990), a 5 year period and a 1 year period. System for technology development in the Soviet coal industry from 1981 to 1985 is evaluated: research and development programs (20 comprehensive state programs, 36 branch programs). (In Russian)

Phenomena in power systems tend to exhibit higher nonlinearity, because efficient operation accompanies severer power transfer. In such cases, there might exist some limitation to the use of conventional linear control design scheme due to the nonlinearity. As for consideration to the nonlinearity, we have developed a nonlinear analysis method based on normal form theory. In this paper, we develop a new control design scheme based on the nonlinear analysis method. The developed method is effective in a case when oscillatory instability occurs. In the developed method, the parameters of control devices are adjusted so as to enlarge the stability limit against the oscillatory instability, unless each eigenvalue exceed its allowable threshold. Developing a modern electric power sector is necessary for economic growth and development to proceed. Institutions to implement an IRP (integrated resource planning) process do not exist in many countries. Hainan`s economy is growing rapidly with a concomitant increase in electricity demand. This is an ideal time in Hainan`s development to implement an IRP process. The challenge is for Hainan to develop institutions and incentive mechanisms for HEPCO (Hainan Electric Power Co.) to adopt cost-based pricing, run DSM programs, construct renewable generating plants, etc. One proposal is to great a Hainan government-wide IRP committee.

This paper presents a decision approach, and associated computer software tools, for prioritizing and selecting among technology development activities. The approach elicits and then summarizes technology development preferences from stakeholders, and then integrates preferences into a set of funding recommendations. By formalizing the technology review process, the decision approach builds consensus and clarifies the basis for final budget decisions. The software development was conducted jointly by Pacific Northwest Laboratory and Decisions Science Associates, Incorporated. The Underground Storage Tank Integrated Demonstration funded the task; however, the approach should also be valuable to the US Department of Energy Office of Technology Development, the Office of Waste Management, and the Office of Environmental Restoration.

Information on the development of a reference data base on materials for the reactor system, reactor enclosure system, primary heat transport system, intermediate heat transport system, and steam generator system is included. In addition, the development of the data and analyses to account for the effects of temperature and stress, as well as water/steam, sodium, and radiation environments, is described. A reliable source of specific criteria for recognizing a wetland, as defined for regulatory purposes would be valuable. In 1987 the Army Corps of Engineers developed a technical manual for identifying wetlands (1987 Wetlands Manual). An interagency manual (1989 Wetlands Manual) was later developed. This manual has been used to identify wetlands according to three evidentiary factors: vegetation, hydrology, and soil. This paper addresses the development of criteria to delineate wetlands, and describes some of the logic used by federal courts to uphold the limited constitutional use of the 1989 Wetlands Manual.

The development status of the EE-1 Small Community Solar Thermal Power Experiment (SCSE Program) is presented. Current activities on the Phase II single module development effort are presented, together with plans for a Phase III 1 MW/sub e/ demonstration plant. A description of the various subsystems and components is given with a brief review of their development background. Latest performance figures are given for a 1 MW/sub e/ plant, based on 56 power modules, each consisting of a 12m parabolic dish concentrator, a cavity receiver, an organic Rankine power conversion subsystem and a ground-mounted solid-state rectifier.

The objective of the program was to develop a domestic cooktop with low-NOx emissions and high efficiency. During the first two phases of the program, three design concepts were developed, and two versions of developmental prototypes using the IR-Jet approach were fabricated and tested. The third phase was initiated to address the design issues of a simmer setting, air/gas metering, and jet plate durability and to develop prototypes for interested manufacturers.

An alkaline-side solvent extraction process was developed for cesium removal from Savannah River Site (SRS) tank waste. The process was invented at Oak Ridge National Laboratory and developed and tested at Argonne National Laboratory using singlestage and multistage tests in a laboratory-scale centrifugal contactor. The dispersion number, hydraulic performance, stage efficiency, and general operability of the process flowsheet were determined. Based on these tests, further solvent development work was done. The final solvent formulation appears to be an excellent candidate for removing cesium from SRS tank waste.

This paper describes a new approach to development of software for highly integrated software-hardware systems such as used for data acquisition and control. This approach, called the Object Oriented Software Bus (OSB), is a way to develop software according to a common specification similar to the way interface hardware has been developed since the advent of bus structures for minicomputers and microcomputers. Based on R documents for this, a systematic study was made to develop the domestic regulation statements. Also, the conventional laws are carefully reviewed to see the compatibility to CANDU. Also, the safety assessment method for CANDU was studied by reviewing C documents and recommendation of IAEA. Through the present works, the vague policy in the CANDU safety regulation is cleaning up in a systematic form and a new frame to measure the objective risk of nuclear power plants was developed.

The possibilities of the program for the reactor campaign calculation are analysed. This program is based on utilisation of the Bubnov-Galerkin method and Wigner disturbance theory. The possibility of application of approximation methods for the optimization researches is discussed. The results of development of the programs for complex reactor computations with account of control rods system and change of physical parameters in the reactor campaign are discussed. (author).

The Synthoil process for producing heavy desulfurized fuel oil from coal has been under development at Pittsburgh Energy Research Center since 1969. The status of development and technical feasibility of the process are reviewed. This is part of an engineering and economic evaluation based on the conceptual design of a 100,000-bbl/day commercial Synthoil facility. Experimental data are discussed with regard to their adequacy for the formulation of a basis for the process design of such a facility. Potential engineering and equipment problems are analyzed.

With the Government decision to phase out the Fast Reactor at Dounreay there is a need to find alternative employment in the area. Traditionally Caithness is an area of farming, fishing and tourism which could be damaged if Dounreay were to be made a nuclear waste repository. The suggestion is that Dounreay should become a centre for research, development and subsequent manufacture of renewable energy sources and devices to harness renewable energy. The Scottish coastline has potential for wind and wave power developments and this could lead to a whole industry in the future. (UK).

Objective: To develop a computerized method of internal dose estimation on radiation protection. Methods: Based on MIRD mathematic model of the organs and by means of the programming language of MS Visual Basic 6.0, a computer program of dose estimation in internal radiation was developed for radiation protection. Results: The computerized method of dose estimation for internal radiation was completed. Conclusions: This computerized method is very convenient for internal radiation dose estimation of several aspects. It can also be used in radiation accident. (authors)

The characteristics of martensitic transformations in solids are largely determined by the elastic strain that develops as martensite particles grow and interact. To study the development of microstructure, a finite-element computer simulation model was constructed to mimic the transformation process. The transformation is athermal and simulated at each incremental step by transforming the cell which maximizes the decrease in the free energy. To determine the free energy change, the elastic energy developed during martensite growth is calculated from the theory of linear elasticity for elastically homogeneous media, and updated as the transformation proceeds.

The focus of these pilot projects has been the development of in-country institutional capabilities necessary to deliver the promise of PV electricity to the rural populations. This article explores how action research, design based research and interaction design can be combined and used in the development of educational robotic tools. Our case study is the development of Number Blocks and it combines physical interaction, learning, and immediate feedback. Number Blocks supports the children's understanding of place value in the sense that it allows them to experiment with creating large numbers. The development was done in collaboration with a class of 7-8 year old children and their mathematics teacher. The article argues that elements from different research methods allowed a structured approach to projects that combines educational research and innovation of new learning technologies. Key elements of this approach is acknowledging the users input, developing a theoretical pre-analysis and using an iterative approach.

Development of the engineering technology basis of pyrometallurgical reprocessing is a key issue for industrialization. For development of the transport technologies of molten salt and liquid cadmium at around 773 K, a salt transport test rig and a metal transport test rig were newly installed in an Ar glove box. Function of the salt transport test rig was confirmed with LiCl-KCl molten salt, and the transport behaviour of molten salt was found to follow that of water. The molten salt/liquid metal contactor for Ln/An separation was newly designed and installed. The test with a single-stage contactor was successful with simulated elements, and a three-stage contactor is now under development. A large-scale electro-refiner with a function to transport molten salt and liquid cadmium were newly designed, and to be installed for demonstration test with simulated materials. (authors)
