Our general goals are the development of radiation detectors and spectrometers that are capable of portable room temperature operation. Over the past 12 months, we have worked primarily in the development of semiconductor spectrometers with {open_quotes}single carrier{close_quotes} response that offer the promise of room temperature operation and good energy resolution in gamma ray spectroscopy. We have also begun a small scale effort at investigating the properties of a small non-spectroscopic detector system with directional characteristics that will allow identification of the approximate direction in which gamma rays are incident. During the visit, the traveler worked in collaboration with Japanese scientists in installing and testing of the source on the University of Tsukuba tandem electrostatic accelerator injector. During the course of preliminary testing of the ion source and prior to actual injection into the accelerator, sparking began in one or more tube sections, which ultimately led to the decision to replace the damaged tube sections. Surveillance and maintenance (S & M) of 75 sites were conductd by the Remedial Action Section for the Environmental Restoration Program for surplus facilities and sites contaminated with radioactive materials and/or hazardous chemicals. S & M activities on these sites were conducted from the end of their operating life until final facility disposal or site stabilization. The objectives of the Waste Area Grouping S & M Program are met by maintaining a program of routine S & M as well as by implementing interim corrective maintenance when deemed necessary as a result of site surveillance. This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. There are various interesting semantics' (extensions) designed for argumentation frameworks. They enable to assign a meaning, e.g., to odd-length cycles. Our main motivation is to transfer semantics' proposed by Baroni, Giacomin and Guida for argumetation frameworks with odd-length cycles to logic programs with odd-length cycles through default negation. The developed construction is even stronger. For a given logic program an argumentation framework is defined. The construction enables to transfer each semantics of the resulting argumentation framework to a semantics of the given logic program. Weak points of the construction are discussed and some future continuations of this approach are outlined.

The JUPITER-II Program is the Joint Physics Large Heterogeneous Core Critical Experiments Program between the U.S. Department of Energy (US DOE) and PNC, Japan. The experiments began in May 1982 and ended in April 1984, as a part of the ZPPR-13 program. The ZPPR-13 is a series of critical assemblies designed to study the fundamental neutronic behavior of large, radially-heterogeneous LMFBR cores. This report describes the results of analysis of ZPPR-13A and preliminary analysis of ZPPR-13B, and some topics of recent activities in fast reactor physics.

Recent advances in steering algorithms have made it possible to accurately control electron beam position in storage rings, implement fast and slow feedback systems, and in some cases detect hardware errors. In practice, however, the program operator would like to reduce the overhead of selecting variables and constraints and to easily view the data. To simplify the process, we constructed an interactive orbit control program in MATLAB [1]. The program modules are easily adapted to new algorithms or beam lines. This paper describes the program functionality and architecture.

This paper presents an approach to comparing computer run time of building simulation programs. The computing run time of a simulation program depends on several key factors, including the calculation algorithm and modeling capabilities of the program, the run period, the simulation time step, the complexity of the energy models, the run control settings, and the software and hardware configurations of the computer that is used to make the simulation runs. To demonstrate the approach, simulation runs are performed for several representative DOE-2.1E and EnergyPlus energy models. The computer run time of these energy models are then compared and analyzed.

A new software for neutron activation analysis was designed, built and implemented on a desktop computer using Visual Basic 6.0 program. The construction of this data analyzer computer program is described. The new software deals with peak reports resulting from Gammaplus software with minimum interference from the user in order to save time, manpower and minimize human errors. Its ability to find the concentrations of chemical elements within samples is proven to be fast, reliable and user friendly. (author)

Most analyses of the alternative strategies used by utilities to comply with Title IV requirements have focused on factors directly related to controlling sulfur dioxide (SO{sub 2}) emissions. However, utilities must meet a number of additional environmental requirements at the same tune they comply with the acid rain program. To illuminate the potential synergies and conflicts that might exist between the other regulatory mandates and the acid rain program, a thorough examination of all the various programs and their interrelationships must be conducted. This paper reviews the environmental mandates that utilities will have to plan to meet in the next decade concurrently with the acid rain program, and it analyzes the interactions among the various programs to identify potential synergies and conflicts.

The purpose of the project was to: create a working relationship between CERT and Colorado State University (CSU); involve and create relationships among individuals and departments at CSU; empower Native communities to run their own affairs; establish programs for the benefit of Tribes; and create Native American Program Development Office at CSU. The intern lists the following as the project results: revised a Native American Program Development document; confirmation from 45 departments across campus for Summit attendance [Tribal Human Resource Development Summit]; created initial invitee list from CSU departments and colleges; and informed CERT and CSU staff of results. Much of the response from the campus community has been positive and enthusiastic. They are ready to develop new Native American programs on campus, but need the awareness of what they can do to be respectful of Tribal needs.

The natural gas industry has proposed an increase in the DOE gas R&D budget from about $100 million to about $250 million per year for each of the next 10 years. The proposal includes four programs: natural gas supplies, fuel cells, natural gas vehicles and stationary combustion systems. This paper is a qualitative assessment of the gas industry proposal and recommends a natural gas R&D strategy for the DOE. The methodology is a conceptual framework based on an analysis of market failures and the energy policy objectives of the DOE`s (1991) National Energy Strategy. British Columbia is rich in resources of coal but is deficient in resources of liquid petroleum. The overall objective of the B.C. Research Coal Liquefaction Program is to provide sufficient technical data to identify and evaluate coal conversion opportunities in the province. In this first quarterly report, liquefaction test systems are discussed and results from the testing of equipment, procedures and analytical methods using coal samples from Sukunka (N.E. coal) and Hat Creek (central interior) are presented. In the Wajima lung cancer screening program conducted under the auspices of Kanazawa University Hospital, Fuji Computed Radiography (FCR) was utilized in a new chest radiography trial. The results of the screening program are that the necessity of repeat examinations due to poor image quality are less common and the method enables detection of small pulmonary nodular shadows which are possibly candidates for surgery. Oblique chest X-ray with FCR is remarkably effective for the detection and the identification of small lesions. However, the disadvantage of slow processing and high cost must be fully satisfied if FCR is to become a new imaging modality for mass screening. (author).

Geothermal heat pump systems are a promising new energy technology that has shown rapid increase in usage over the past 10 years in the United States. These systems offer substantial benefits to consumers and utilities in energy (kWh) and demand (kW) savings. The fusion breeder is a fusion reactor designed with special blankets to maximize the transmutation by 14 MeV neutrons of uranium-238 to plutonium or thorium to uranium-233 for use as a fuel for fission reactors. Breeding fissile fuels has not been a goal of the US fusion energy program. This paper suggests it is time for a policy change to make the fusion breeder a goal of the US fusion program and the US nuclear energy program. The purpose of this paper is to suggest this policy change be made and tell why it should be made, and to outline specific research and development goals so that the fusion breeder will be developed in time to meet fissile fuel needs.

The environmental Restoration Remedial Action Quality Assurance Requirements Document (DOE/RL 90-28) defines the quality assurance program requirements for the US Department of Energy-Richland Field Office Environmental Restoration Remedial Action Program at the Hanford Site, Richland, Washington. This paper describes the objectives outlined in DOE/RL 90-28. The Environmental Restoration Remedial Action Program implements significant commitments made by the US Department of Energy in the Hanford Federal Facility Agreement and Consent Order entered into with the Washington State Department of Ecology and the US Environmental Protection Agency.

The Savannah River Site (SRS), one of several U.S. Department of Energy (DOE) facilities, produces nuclear materials for national defense and for other government and civilian uses. SRS ceased production of defense materials in 1988, and the site's main activities now involve waste management and environmental restoration. These programs have generated extensive effluent monitoring and environmental surveillance programs for the Environmental Monitoring Section (EMS), which performs #approx#105,000 radiological analyses on 30,000 samples a year. Gamma spectroscopy is performed on an estimated 10,000 samples annually. This report describes a program to develop and improve the EMS system.

The DNA Wideband satellite experiment provided extensive data on scintillation produced in high-altitude structured plasmas. A computer program, WBMOD, is being developed to summarize those data in an applications-oriented way. The program contains the phase-screen scattering theory of Rino and a morphological description of ionospheric irregularities (thus far only at auroral latitudes) based on Wideband observations. It permits a user to compute scintillation indices for both phase and intensity as a function of system operating parameters and solar-ionospheric disturbance level. Correction is made for multiple scatter, and the user may choose either one-way (communication) or two-way (radar) propagation.

This report presents the results of the 2003 Radiological Environmental Monitoring Program conducted in accordance with 10 CFR 72.44 for the Fort St. Vrain Independent Spent Fuel Storage Installation. A description of the facility and the monitoring program is provided. The results of monitoring the predominant radiation exposure pathway, direct radiation exposure, indicate the facility operation has not contributed to any increase in the estimated maximum potential dose commitment to the general public.

In 2009, the Atmospheric Radiation Measurement (ARM) Program and the Climate Change Prediction Program (CCPP) have been asked to produce joint science metrics. For CCPP, the second quarter metrics are reported in Evaluation of Simulated Precipitation in CCSM3: Annual Cycle Performance Metrics at Watershed Scales. For ARM, the metrics will produce and make available new continuous time series of radiative fluxes based on one year of observations from Barrow, Alaska, during the International Polar Year and report on comparisons of observations with baseline simulations of the Community Climate System Model (CCSM).

The Program has evolved from preliminary studies conducted to evaluate the long-term environmental challenges to light-water reactor safety-related concrete civil structures. An important conclusion of these studies was that a damage methodology, which can provide a quantitative measure of a concrete structure's durability with respect to potential future requirements, needs to be developed. An update of Toronto Hydro's smart metering program was presented. Electricity demand is expected to keep increasing, and there is presently insufficient generation to match supply needs in Ontario. The smart metering program was introduced to aid in the Ontario government's energy conservation strategy, as well as to address peak supply problems that have led to power outages. It is expected that the smart metering program will reduce provincial peak supply by 5 per cent, as the meters support both time-of-use rates and critical peak pricing. Over 800,000 smart meters will be supplied to customers by 2007, and all 4.3 million homes in Toronto will have a smart meter by 2010. In order to meet targets for 2010, the utility will continue to install more 15,000 meters each month for the next 4 years. Resistive switching memory is a very promising technology for emerging nonvolatile memory applications. Generally, the switching behavior is triggered by a sweep or pulse voltage. In this paper, a charged capacitor is proposed to be used as the external electrical source to program a resistive switching element. From theoretical analyses based on a set behavior model, the capacitor approach can program the device efficiently. Compared with sweep or pulse mode, capacitor driving method can greatly reduce over-programming after the set event, and thus improve the resistance uniformity. Almost 900m adolescents and adults are illiterate in the developing world, yet most policy discussions focus on the educational circumstances of primary aged children. As a result non-formal educational programs for adolescents and adults are given very little support, and this group is virtually ignored in international agreements such as the millennium declaration. This article presents the first serious attempt at evaluating the impact of a non-formal education program. A series of experiments is to be made during the acceptance test program of the Fast Flux Test Facility (FFTF) to measure the gamma ray characteristics of the Fast Test Reactor (FTR) and to establish the performance characteristics of the reactor shield. These measurements are a part of the FFTF Reactor Characterization Program (RCP). Detailed plans have been developed for these experiments. During the initial phase of the Characteristics Program, which will be carried out in the In-Reactor Thimble (IRT), both active and passive measurement methods will be employed to obtain as much information concerning the gamma ray environment as is practical. More limited active gamma ray measurements also will be made in the Vibration Open Test Assembly (VOTA).
