The doctorate in Counselor Education and Supervision is the terminal degree in the field of counselor education within the U.S. The authors surveyed CACREP-accredited doctoral programs to assess department characteristics, clinical experience and credentials, research experience, and the admission, retention, and evaluation of students. Results indicated that the PhD was a preferable degree to other degree offerings. Programs were found to be diverse in their policies and procedures relating to admissions and retention, time to complete the program, and student expectations. International students and faculty representation was found to be sparse in CACREP-doctoral programs. Implications for future research and practice are offered.

An alliance between university scientists, teachers and industry with an initial focus on biotechnology

A collaboration initiated in 1989 between Judy Lachvayder and Chris Cullis in response to an application for a Christa McCauliffe Fellowship has grown into a substantial program. A one week course in biotechnology, using the Cold Spring Harbor Vector van, was run in 1990. A similar one week summer course was run by Cullis for high school freshmen and sophomores. Both programs (teachers and students) have continued with support from the Edison Biotechnology Center (EBTC), U.S. Biochemical, the Howard Hughes Medical Institute and CWRU. A core of teachers from these courses were brought together by the EBTC and the Cleveland Regional Area of Biologists (CRABS) was formed. This paper summarizes the long and meaningful relationship between the University of Lowell (UL) and Yankee Atomic Electric Company (YAEC) in the area of nuclear thermal hydraulics. The UL has actively interacted with YAEC for many years. Many UL graduates from the nuclear program as well as health physics and other disciplines are employed by YAEC. Furthermore, many students have worked for YAEC on a part-time basis through summer employment or the coop program. Several graduate students have completed their thesis work under the joint direction of UL and YAEC personnel, and some faculty members have had consulting and research contracts with the company. At the same time, YAEC employees have taken advantage of the graduate program offered by UL and have earned advanced degrees. Some YAEC personnel have taught courses at UL and have served on the industrial advisory committees.

BACKGROUND AND CASE STUDY: Surgical fires are rare but preventable. During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Deficits in knowledge among the surgical team with respect to the prevention and management of surgical fires were apparent. The latest figures published by the Science and Engineering Indicators report reveals that in 2003, 33% of faculty in science and engineering departments at research universities were foreign-born, a number that has more than doubled in thirty years. Foreign-born faculty members comprise an important part of the scientific enterprise that has been understudied. The purpose of this study is to examine the job satisfaction patterns of scientists and engineers by status of birth using a very large and comprehensive National Science Foundation (NSF) dataset, the Survey of Doctoral Recipients (SDR). The results of the study indicate that foreign-born scientists and engineers are less satisfied in several areas of their work life as compared to their US-born peers.

A personal account of Richard Berendzen's life as president of The American University (AU) in Washington, D.C. during the 1983-1984 academic year is presented in diary form. The account describes his interactions with faculty, students, administrators, and people outside the university to further the goals of the institution. In the year prior to the diary entries, enrollments at AU had dropped unexpectedly while tuition had not been raised to make up for the shortfall. There were empty beds of former students who faced economic pressures. A union protested AU's consequent firing of its custodians and its contracting with an independent custodial firm, which employed primarily blacks as custodians. This paper overviews the curricula of nuclear medicine (NM) undergraduate training in 34 Central and Eastern European (CEE) and 37 European Union (EU) medical faculties. The data show enormous variation in the number of hours devoted to nuclear medicine, varying between 1-2 to 40 hours and highly differentiated concepts/ideas of nuclear medicine training in particular countries. In most EU countries this teaching is integrated with that of radiology or clinical modules, also with training in clinical physiology. In many CEE countries teaching and testing of NM are independent, although integration with other teaching modules is frequent. The paper discusses the differences in particular approaches to nuclear medicine teaching. (author)

The Design and Validation of the Quantum Mechanics Conceptual Survey

The Quantum Mechanics Conceptual Survey (QMCS) is a 12-question survey of students' conceptual understanding of quantum mechanics. It is intended to be used to measure the relative effectiveness of different instructional methods in modern physics courses. In this paper we describe the design and validation of the survey, a process that included observations of students, a review of previous literature and textbooks and syllabi, faculty and student interviews, and statistical analysis. We also discuss issues in the development of specific questions, which may be useful both for instructors who wish to use the QMCS in their classes and for researchers who wish to conduct further research of student understanding of quantum mechanics. Roles and challenges of the health information management educator: a national HIM faculty survey.

Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. The Consortium for Fossil Fuel Liquefaction Science (CFFLS) is a research consortium that includes five universities and a state energy laboratory. The membership is comprised of Auburn University, the University of Kentucky, the University of Pittsburgh, the University of Utah, West Virginia University, and the Kentucky Energy Cabinet Laboratory. The Consortium was formed in 1984 in response to the concern of the faculty and scientists at these institutions over the decline of coal liquefaction research in the United States, particularly long-range, basic research. Significant progress towards these goals was made in the current contract period. Major research accomplishments are presented on coal desulfurization, coprocessing, pyrolysis, enhanced reactivity, characterization, resource evaluation and database development. 108 refs., 90 figs., 38 tabs.

We introduce the {\\sc classified stable matching} problem, a problem motivated by academic hiring. Suppose that a number of institutes are hiring faculty members from a pool of applicants. Both institutes and applicants have preferences over the other side. An institute classifies the applicants based on their research areas (or any other criterion), and, for each class, it sets a lower bound and an upper bound on the number of applicants it would hire in that class. The objective is to find a stable matching from which no group of participants has reason to deviate. Moreover, the matching should respect the upper/lower bounds of the classes. In the first part of the paper, we study classified stable matching problems whose classifications belong to a fixed set of ``order types.'' Comparison of CT and MRI in patients with tibial plateau fracture: can CT findings predict ligament tear or meniscal injury?

(1) To determine the accuracy of computed tomography (CT) in the evaluation of ligament tear and avulsion in patients with tibial plateau fracture. (2) To evaluate whether the presence or severity of fracture gap and articular depression can predict meniscal injury. A fellowship-trained musculoskeletal radiologist retrospectively reviewed knee CT and MRI examinations of 41 consecutive patients presenting to a level 1 trauma center with tibial plateau fractures. Fracture gap, articular depression, ligament tear and footprint avulsions were assessed on CT examinations. The MRI studies were examined for osseous and soft tissue injuries, including meniscal tear, meniscal displacement, ligament tear, and ligament avulsion. CT demonstrated torn ligaments with 80% sensitivity and 98% specificity. Only 2% of ligaments deemed intact on careful CT evaluation had partial or complete tears on MRI. Through the collaborative efforts of undergraduates and faculty at Gettysburg and Franklin & Marshall Colleges, we present the compilation of 10 years of differential photometry for three K-type stars in the Pleiades. These young stars have rotational light curves with V-band amplitudes of a few percent (10% in the most active) due to BY Draconis-type behavior (modulation due to rotation of a star with non-uniform surface brightness). With 10 years of photometry reduced, measured, and compiled we are now in a position to probe the V-band variations in these stars for indications of the extent of brightness asymmetry in the photosphere, and characteristics of the long-term activity of these stars. Medical image transmission via communication satellite. Evaluation of bone scintigraphy

As compared with terrestrial circuits, the communication satellite possesses superior characteristics such as wide area coverage, broadcasting, high capacity, and robustness to disasters. Utilizing the narrow band channel (64 kbps) of the geostationary satellite JCSAT 1 located at the altitude of 36,000 km above the equator, the authors investigated satellite-relayed medical imagings by video signals, with bone scintigraphy as a model. Each bone scintigraphy was taken by a handy-video camera, digitalized and transmitted from faculty of technology located at 25 kilometers apart from our department. Clear bone scintigraphy was obtained via satellite, as seen on the view box. Eight nuclear physicians evaluated 20 cases of bone scintigraphy. ROC (Receiver Operating Characteristic) analysis was performed between the scintigraphies on view box and via satellite by the rating method. Since August 2000, the stock market in the USA as well as most other western markets have depreciated almost in synchrony according to complex patterns of drops and local rebounds. In (Quantitative Finance 2 (2002) 468), we have proposed to describe this phenomenon using the concept of a log-periodic power law antibubble, characterizing behavioral herding between investors leading to a competition between positive and negative feedbacks in the pricing process. Results of electron beam therapy using intra-oral cone for carcinoma of the oral tongue

Retrospective analyses were performed to evaluate the therapeutic efficacy of intra-oral cone (IOC) radiation therapy for carcinoma of the oral tongue, especially about its faculty of local control and complications. Thirty-nine patients with squamous cell carcinoma of the oral tongue were treated with IOC radiation therapy alone or in combination with external irradiation. IOC radiation therapy was given not only for T1 and T2, but also for T3 tumors. Hypofractionation was used for IOC radiation therapy. The 2 year local control rates, including surgical salvage, for T1, T2, T3 and T4 were 100%, 73.3%, 40% and 0%, respectively. The 5 year actuarial survival rates for Stage I, II, III and IV were 100%, 65.3%, 35.4% and 0%, respectively. The incidences of radiation complications, i.e. soft tissue ulceration and osteoradionecrosis, were 42.9% and 2.9%, respectively. The program gives particular emphasis to improvements to reactor safety. The new directions are based on the technology of the integral fast reactor (IFR). Much of the basis for superior safety performance using IFR technology has been experimentally verified and aggressive programs continue in EBR-II and TREAT. Progress has been made in demonstrating both the metallic fuel and the new electrochemical processes of the IFR. The FFTF facility is converting to metallic fuel; however, FFTF also maintains a considerable U.S. program in oxide fuels. The pollution prevention program operated by the Health Department of Boulder County is called Business Partners for a Clean Environment (Business Partners). It is a cooperative effort among local businesses, the City of Boulder, Boulder County, and the Boulder Chamber of Commerce. This nonregulatory, incentive-based program provides industry with pollution prevention information and technical assistance necessary to reduce and/or eliminate environmental waste. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. There are various interesting semantics' (extensions) designed for argumentation frameworks. They enable to assign a meaning, e.g., to odd-length cycles. Our main motivation is to transfer semantics' proposed by Baroni, Giacomin and Guida for argumetation frameworks with odd-length cycles to logic programs with odd-length cycles through default negation. The developed construction is even stronger. For a given logic program an argumentation framework is defined. The construction enables to transfer each semantics of the resulting argumentation framework to a semantics of the given logic program. Weak points of the construction are discussed and some future continuations of this approach are outlined.

In practice, however, the program operator would like to reduce the overhead of selecting variables and constraints and to easily view the data. In the analysis of the consequences of a hypothetical meltdown accident in an LMFBR, it is important to estimate the final location of the molten fuel pool in the concrete and ground underlying the reactor vessel. The GROWS program and the AYER program have been developed to calculate the final location of the molten fuel pool as the culmination of the transient analysis of this unusual Stefan problem but these programs require extensive computational resources. The solution is provided to the concrete and ground temperatures surrounding the stationary fuel pool and the related heat flux from the pool to the ground surface outside the containment building. This solution can be used to estimate the final location of the fuel pool and to check the end results of the sophisticated programs.

Factors that influence programming decisions of US symphony orchestras

Program decisions by symphony orchestra management are influenced by various factors. To examine these factors, we create an objective index of the propensity of a symphony orchestra to perform the standard repertoire. We use regression analysis to examine factors that influence programming decisions of 64 US symphony orchestras in 2006?2007, including public and private sources of funding. We find that increased funding from ticket sales, endowments, and local government increases the likelihood that an orchestra will perform nonstandard repertoire. In addition, the results suggest that a symphony orchestra?s music director does not have a significant impact on the degree of program conventionality.

The computing run time of a simulation program depends on several key factors, including the calculation algorithm and modeling capabilities of the program, the run period, the simulation time step, the complexity of the energy models, the run control settings, and the software and hardware configurations of the computer that is used to make the simulation runs. To demonstrate the approach, simulation runs are performed for several representative DOE-2.1E and EnergyPlus energy models. The computer run time of these energy models are then compared and analyzed.

To illuminate the potential synergies and conflicts that might exist between the other regulatory mandates and the acid rain program, a thorough examination of all the various programs and their interrelationships must be conducted. This paper reviews the environmental mandates that utilities will have to plan to meet in the next decade concurrently with the acid rain program, and it analyzes the interactions among the various programs to identify potential synergies and conflicts.

The central point was to evaluate to which degree Enova's heating program had resulted in increased supply of renewable energy for heating purposes to the Norwegian energy system. Main results are presented in part 1, chapter 1 to 5, while the facts and analyses behind the evaluation are presented in part 2, chapter I to VII. The main conclusion is that the program seen as one has had triggering effect on the market. The program has thus provided results in the form of increased supply of heating energy. The intern lists the following as the project results: revised a Native American Program Development document; confirmation from 45 departments across campus for Summit attendance [Tribal Human Resource Development Summit]; created initial invitee list from CSU departments and colleges; and informed CERT and CSU staff of results. Much of the response from the campus community has been positive and enthusiastic. They are ready to develop new Native American programs on campus, but need the awareness of what they can do to be respectful of Tribal needs.

The U.S. Department of Energy (DOE) Office of Pollution Prevention (EM-77) created is successful internally competed program to fund innovative projects based on projected returns. This is called the Return-on-Investment (ROI) program. EM-77 conducted a successful ROI pilot, developed and implemented sound management practices, and successfully transferred the program to several Operations Offices. Over the past 4 years sites have completed 262 ROI projects (costing $18.8 million) with claimed first-year savings of $88 million and claimed life cycle savings exceeding $300 million. EM-77 requested that Oak Ridge National Laboratory perform an independent evaluation of the site-led, DOE-HQ-funded pollution prevention (P2) ROI program to assist the Department in determining whether claimed savings are real.

The unique time scales associated with nuclear waste management require active work to preserve the knowledge associated with programs that can often span long time frames. For example, repository programs are designed and developed for the safe containment of radionuclides with half-lives on the order of 24,000 years (for Pu-239). Performance assessment studies are required to show, by predictive modeling, that these repositories can safely contain the waste for tens of thousands of years, with one million years a reality in the debate. Development of successful repository programs can span several decades. Once operational, a repository is expected to function until closure for a period of 30 to 40 years. Testing of barrier properties of insulating materials against radon is usually based on the measurement of the radon diffusion coefficient. Presented report summarizes results of radon diffusion coefficients measurements in more than 120 insulating materials obtained throughout Europe. All measurements were performed by the Czech Technical University, Faculty of Civil Engineering in cooperation with the Radiation Protection Institute. We have found out that great differences exist in diffusion properties, because the diffusion coefficients vary within eight orders from 10"-"1"5 m"2/s to 10"-"8 m"2/s. Computer programs have been developed for modelling impedance and transmit-receive eddy current probes in two-dimensional axis-symmetric configurations. These programs, which are based on analytic equations, simulate bobbin probes in infinitely long tubes and surface probes on plates. They calculate probe signal due to uniform variations in conductor thickness, resistivity and permeability. These signals depend on probe design and frequency. A finite element numerical program has been procured to calculate magnetic permeability in non-linear ferromagnetic materials. Permeability values from these calculations can be incorporated into the above analytic programs to predict signals from eddy current probes with permanent magnets in ferromagnetic tubes. It permits a user to compute scintillation indices for both phase and intensity as a function of system operating parameters and solar-ionospheric disturbance level. Description of the current status of the developments of a simulation of the Darlington Nuclear Generating Station shutdown and regulating systems, DARSIM. The DARSIM program simulates the spatial neutron dynamics, the regulations of the reactor power, and shutdown system 1 and shutdown system 2 software. The DARSIM program operates in the interactive simulation (INSIM) program environment. DARSIM was installed on the APOLLO computer at the Atomic Energy Control Board (AECB) and a version for an IBM-PC was also provided for the exclusive use of the AECB. Shutdown system software was updated to incorporate the latest revisions in the functional specifications. Additional developments were provided to assist in the use and interpretation of the DARSIM results.

The objectives of the Waste Area Grouping S M Program are met by maintaining a program of routine S M as well as by implementing interim corrective maintenance when deemed necessary as a result of site surveillance. The Structural Aging (SAG) Program is carried out by the Oak Ridge National Laboratory (ORNL) under sponsorship of the United States Nuclear Regulatory Commission (USNRC). The Program has evolved from preliminary studies conducted to evaluate the long-term environmental challenges to light-water reactor safety-related concrete civil structures. An important conclusion of these studies was that a damage methodology, which can provide a quantitative measure of a concrete structure's durability with respect to potential future requirements, needs to be developed. An update of Toronto Hydro's smart metering program was presented. Electricity demand is expected to keep increasing, and there is presently insufficient generation to match supply needs in Ontario. The smart metering program was introduced to aid in the Ontario government's energy conservation strategy, as well as to address peak supply problems that have led to power outages. It is expected that the smart metering program will reduce provincial peak supply by 5 per cent, as the meters support both time-of-use rates and critical peak pricing. Over 800,000 smart meters will be supplied to customers by 2007, and all 4.3 million homes in Toronto will have a smart meter by 2010. In order to meet targets for 2010, the utility will continue to install more 15,000 meters each month for the next 4 years. Resistive switching memory is a very promising technology for emerging nonvolatile memory applications. Generally, the switching behavior is triggered by a sweep or pulse voltage. In this paper, a charged capacitor is proposed to be used as the external electrical source to program a resistive switching element. From theoretical analyses based on a set behavior model, the capacitor approach can program the device efficiently. Compared with sweep or pulse mode, capacitor driving method can greatly reduce over-programming after the set event, and thus improve the resistance uniformity. The US Plowshare program, designed to develop peaceful uses of nuclear explosives, was vigorous between 1957-73 and was of concern during US and USSR nuclear treaty negotiations within that period. In order to accommodate possible future applications, the Peaceful Nuclear Explosions Treaty was signed in 1976. The US program explored the phenomenology of nuclear explosions and tested their use in industrial applications. Due to waning industrial interest and public concern over environmental issues, the US program was terminated in 1977. The Soviet counterpart to the Plowshare program, which has involved more than 100 experiments throughout the USSR, continued until the self-imposed moratorium in 1985. As any peaceful use of nuclear explosives has the potential of furthering weapons research, the US takes the position that all such experiments would have to be banned in a comprehensive test ban treaty. ...

As a result non-formal educational programs for adolescents and adults are given very little support, and this group is virtually ignored in international agreements such as the millennium declaration. The basic Quality Assurance Program Requirements standard for the National Waste Terminal Storage Program has been developed primarily for nuclear reactors and other fairly well established nuclear facilities. In the case of waste isolation, however, there are many ongoing investigations for which quality assurance practices and requirements have not been well defined. This paper points out these problems which require supplementary requirements. Briefly these are: (1) the language barrier, that is geologists and scientists are not familiar with quality assurance (QA) terminology; (2) earth sciences deal with materials that cannot be characterized as easily as metals or other materials that are reasonably homogeneous; (3) development and control of mathematical models and associated computer programs; (4) research and development.

The Hanford Waste Vitrification Plant Project has been established to convert the high-level radioactive waste associated with nuclear defense production at the Hanford Site into a waste form suitable for disposal in a deep geologic repository. The Hanford Waste Vitrification Plant will mix processed radioactive waste with borosilicate material, then heat the mixture to its melting point (vitrification) to forin a glass-like substance that traps the radionuclides in the glass matrix upon cooling. A series of experiments is to be made during the acceptance test program of the Fast Flux Test Facility (FFTF) to measure the gamma ray characteristics of the Fast Test Reactor (FTR) and to establish the performance characteristics of the reactor shield. These measurements are a part of the FFTF Reactor Characterization Program (RCP). Detailed plans have been developed for these experiments. During the initial phase of the Characteristics Program, which will be carried out in the In-Reactor Thimble (IRT), both active and passive measurement methods will be employed to obtain as much information concerning the gamma ray environment as is practical. More limited active gamma ray measurements also will be made in the Vibration Open Test Assembly (VOTA).

A program under the sponsorship of the United States Nuclear Regulatory Commission was intiated at the Oak Ridge National Laboratory (ORNL) in late 1977. The program, Advanced Instrumentation for Reflood Studies (AIRS), is charged with developing instrumentation for measurement of in-vessel fluid phenomena in pressurized water reactor reflood facilities. The goal of the ORNL program is to develop techniques and systems for measuring fluid flow in-core, deentrainment in the upper plenum and liquid fallback from the upper plenum into the core. A large portion of the development at ORNL is devoted to the impedance probes for measurement of two-phase flow velocities and void fractions. This recognized that coal would increase in importance as the cost of liquid and gaseous hydrocarbons rises with the decreasing availability of petroleum related sources. It was, therefore, considered necessary to anticipate and improve, through SRC supported research, the technologies required to win, transport, convert to liquid and gaseous fuels and utilize coal and coal based substances. In view of the interest in the program, and also in the hope of reaching a still wider audience the reports of the two meetings have been combined in this single booklet. The reports indicate specific problems of importance in coal winning and coal conversion but, naturally, do not cover all of the program priorities.

This paper describes the CANDU fuel development activities in Canada during 1997 through 1998. The activities include those of the Fuel Technology Program sponsored by the CANDU Owners Group. The goal of the Fuel Technology Program is to maintain and improve the reliability, economics and safety of CANDU fuel in operating reactors. These activities, therefore, concentrate on the present designs of 28-element and 37-element fuel bundles. The Canadian fuel development activities also include those of the Advanced Fuel and Fuel Cycle Technology Program at AECL. These activities concentrate on the development of advanced fuel designs and advanced fuel cycles, which among other advantages, can reduce the capital and fuelling costs, maintain operating margins in aging reactors, improve natural-uranium utilization, and reduce the amount of spent fuel. The problem of passively tracking a moving signal source has importance in a variety of applications such as radar, sonar, seismology, and radio astronomy. In many applications, only limited information is available about the signal source. It will be assumed here that only the signals which are detected by the sensors and the velocity of the source signal are known. The objective of this document is to present a program which passively tracks a target using an array of sensors. This program is available in MATLAB, version 3.5. The algorithm which is implemented consists of three main parts: time delay estimation, passive localization, and data post processing. Each of these parts are discussed, and the mathematical foundation for their solution given. Following, this the organization of the program is presented, and an example of its usage is given.

This multinational, multi-phase spent fuel sabotage test program is quantifying the aerosol particles produced when the products of a high energy density device (HEDD) interact with and explosively particulate test rodlets that contain pellets of either surrogate materials or actual spent fuel. An outline of Manitoba Hydro's Earth Power program was presented. Details of the heat pump market in Manitoba were provided, including details of residential and commercial sales. Total residential heat pump sales amounted to 577 units in 2004, equivalent to over $11.2 million in sales. Commercial installations amounted to approximately $12.7 million. An outline of industry players was presented. The goals of Manitoba Hydro were outlined in relation to geothermal energy and the Power Smart program. Their objectives included increasing awareness of geothermal energy, making heat pumps more accessible, and improving industry infrastructure. Other objectives included educating the public about life-cycle cost implications, residential loans and commercial incentives. Four unique deisgn features are described which make the Fast Flux Test Facility eminently suitable for irradiation test programs. These features are a fast flux level of 7 x 10"1"5 neutrons/cm"2/sec, a 36-inch reference (breeder reactor) core height, test volumes suitable for testing of statistical quantities of materials, and the capability for direct (contact) or indirect (proximity) instrumentation of active core experiments.

This past year has been very exciting for the experimental free-electron laser (FEL) programs. At three Laboratories, oscillator experiments were performed with wavelengths from the visible to far infrared. The output powers are steadily advancing. The status of these programs will be discussed. As shorter wavelengths and higher powers are pursued, higher currents with improved beam quality will be required.
