Firms with strong research capabilities in science or engineering in any of the topic areas described are encouraged to participate. DOE will support high-quality research or research and development (R and D) on advanced concepts concerning important energy related scientific or engineering problems and opportunities that could lead to significant public benefit if the research is successful. Objectives of this program include stimulating technological innovation in the private sector, strengthening the role of small business in meeting Federal R and D needs, increasing the commercial application of DOE-supported research results, and improving the return on investment from Federally funded research for economic and social benefits to the Nation.

This curriculum guide provides a basic core of instruction for the first year of a three-year adult program in farm business management. It contains 12 units of instruction. Each unit consists of seven basic components: performance objectives, teacher activities, information sheets (content essential for meeting the cognitive objectives), assignment sheets (application of knowledges that are prerequisites to skill development), supplements and transparency masters, tests, and test and assignment sheet answers. Depending on the specific objectives, supplements, transparency masters, assignment sheets, and job sheets may or may not be included. With the end of the Cold War and the election of President Clinton, the Department of Energy (DOE) set a new course which began with the publication of its first departmental strategic plan in April 1994. Entitled ``Fueling a Competitive Economy, it provided the framework and shared vision for meeting responsibilities in energy, national security, environmental quality, and science and technology. The strategic plan was the guidepost for the formulation of the Department`s FY 1996, FY 1997, and FY 1998 budgets and was critical to the development of the Department`s Strategic Alignment Initiative, designed to save $1.7 billion over five years. The core idea of a CWTC is to support the Danish wind energy industry and research activities at the component level improving the competitive advantage of that industry. The CWTC will in itself operate its activities, including access to test and experimental facilities, on a semi commercial basis. Development of coal-water-fuel (CWF) technology has to-date been predicated on the use of high-rank bituminous coal only, and until now the high inherent moisture content of low-rank coal has precluded its use for CWF production. The unique feature of the Alaskan project is the integration of hot-water-drying (HWD) into CWF technology as a beneficiation process. Hot-water-drying is an EERC developed technology unavailable to the competition that allows the range of CWF feedstock to be extended to low-rank coals. The primary objective of the Alaskan Project, is to promote interest in the CWF marketplace by demonstrating the commercial viability of low-rank coal-water-fuel (LRCWF). The latest figures published by the Science and Engineering Indicators report reveals that in 2003, 33% of faculty in science and engineering departments at research universities were foreign-born, a number that has more than doubled in thirty years. Foreign-born faculty members comprise an important part of the scientific enterprise that has been understudied. The purpose of this study is to examine the job satisfaction patterns of scientists and engineers by status of birth using a very large and comprehensive National Science Foundation (NSF) dataset, the Survey of Doctoral Recipients (SDR). The results of the study indicate that foreign-born scientists and engineers are less satisfied in several areas of their work life as compared to their US-born peers.

This study uses an electronic commerce (E-commerce) innovation model to analyze the differences in technological knowledge, business model, and dynamic capability aspects used in Internet-enabled commerce (I-commerce) versus mobile commerce (M-commerce) versus ubiquitous commerce (U-commerce). The results indicate that the innovation from I-commerce to M-commerce is radical, leading to drastic changes in the business model. However, from M-commerce to U-commerce, disruptive changes occur in both technological and business model dimensions. A set of critical dynamic capabilities for each innovation is identified. A personal account of Richard Berendzen's life as president of The American University (AU) in Washington, D.C. during the 1983-1984 academic year is presented in diary form. The account describes his interactions with faculty, students, administrators, and people outside the university to further the goals of the institution. In the year prior to the diary entries, enrollments at AU had dropped unexpectedly while tuition had not been raised to make up for the shortfall. There were empty beds of former students who faced economic pressures. A union protested AU's consequent firing of its custodians and its contracting with an independent custodial firm, which employed primarily blacks as custodians. The issue of racism surfaced when students and faculty supported demonstrators. The doctorate in Counselor Education and Supervision is the terminal degree in the field of counselor education within the U.S. The authors surveyed CACREP-accredited doctoral programs to assess department characteristics, clinical experience and credentials, research experience, and the admission, retention, and evaluation of students. Results indicated that the PhD was a preferable degree to other degree offerings. Programs were found to be diverse in their policies and procedures relating to admissions and retention, time to complete the program, and student expectations. International students and faculty representation was found to be sparse in CACREP-doctoral programs. Implications for future research and practice are offered.

This paper overviews the curricula of nuclear medicine (NM) undergraduate training in 34 Central and Eastern European (CEE) and 37 European Union (EU) medical faculties. The data show enormous variation in the number of hours devoted to nuclear medicine, varying between 1-2 to 40 hours and highly differentiated concepts/ideas of nuclear medicine training in particular countries. In most EU countries this teaching is integrated with that of radiology or clinical modules, also with training in clinical physiology. In many CEE countries teaching and testing of NM are independent, although integration with other teaching modules is frequent. The Quantum Mechanics Conceptual Survey (QMCS) is a 12-question survey of students' conceptual understanding of quantum mechanics. It is intended to be used to measure the relative effectiveness of different instructional methods in modern physics courses. In this paper we describe the design and validation of the survey, a process that included observations of students, a review of previous literature and textbooks and syllabi, faculty and student interviews, and statistical analysis. We also discuss issues in the development of specific questions, which may be useful both for instructors who wish to use the QMCS in their classes and for researchers who wish to conduct further research of student understanding of quantum mechanics. This paper summarizes the long and meaningful relationship between the University of Lowell (UL) and Yankee Atomic Electric Company (YAEC) in the area of nuclear thermal hydraulics. The UL has actively interacted with YAEC for many years. Many UL graduates from the nuclear program as well as health physics and other disciplines are employed by YAEC. Furthermore, many students have worked for YAEC on a part-time basis through summer employment or the coop program. Several graduate students have completed their thesis work under the joint direction of UL and YAEC personnel, and some faculty members have had consulting and research contracts with the company. At the same time, YAEC employees have taken advantage of the graduate program offered by UL and have earned advanced degrees. Some YAEC personnel have taught courses at UL and have served on the industrial advisory committees.

An institute classifies the applicants based on their research areas (or any other criterion), and, for each class, it sets a lower bound and an upper bound on the number of applicants it would hire in that class. The objective is to find a stable matching from which no group of participants has reason to deviate. Moreover, the matching should respect the upper/lower bounds of the classes. We study uncertainties surrounding competition on business networks and board games. We investigate these uncertainties using concepts of fuzzy logic and game theory. We investigate how the payoff of the players is affected by a number of factors. These include the level of connectivity or number of links, the number of competitors, possible constraints on the networks and on the boards, as well as choice of strategy adopted by competitors. We introduce one fuzzy player in the game. This player uses fuzzy rules to make strategic decisions. We introduce learning to train and analyze how the fuzzy player adapts over time during the game.

The long term objective of the Oil Sands Business Unit of Alberta Energy is to pave the way for Alberta's bitumen production to reach 3 million barrels per day by 2020. This presentation described the national government's role in resource development. It was emphasized that since the Crown is the owner of the oil sands resource, it would benefit by providing strategic leadership and by generating a larger royalty base. The oil sands fiscal regime was described with reference to generic royalty, risk sharing, investment, and project economics. Business rule principles were also outlined along with criteria for project expansions. Both upstream and downstream challenges and opportunities were listed. 4 figs.

Increasingly, business projects are ephemeral. New Business Intelligence tools must support ad-lib data sources and quick perusal. Meanwhile, tag clouds are a popular community-driven visualization technique. Hence, we investigate tag-cloud views with support for OLAP operations such as roll-ups, slices, dices, clustering, and drill-downs. As a case study, we implemented an application where users can upload data and immediately navigate through its ad hoc dimensions. To support social networking, views can be easily shared and embedded in other Web sites. Algorithmically, our tag-cloud views are approximate range top-k queries over spontaneous data cubes. We present experimental evidence that iceberg cuboids provide adequate online approximations. We benchmark several browser-oblivious tag-cloud layout optimizations.

The confluence of technology development and market readiness is opening up major business opportunities for photovoltaic (PV) systems throughout the developing world. The National Renewable Energy Laboratory (NREL) and Sandia National Laboratories in Abuquerque (Sandia), working on behalf of the U.S. Department of Energy, have launched pilot projects in several countries throughout the world over the past 3 years. The focus of these pilot projects has been the development of in-country institutional capabilities necessary to deliver the promise of PV electricity to the rural populations. In addition to country-specific activities, NREL is conducting several technology, information, and partnership projects focused on further accelerating the education, training, business, and technology developments necessary to bridge the gap between promise and reality. This paper summarizes these efforts.

Graphical Business Process Modelling Languages (BPML) like Role Activity Diagrams (RAD) provide ease and flexibility for modelling business behaviour. However, these languages show limited applicability in terms of enactment over distributed systems paradigms like Service Oriented Architecture (SOA) based grid computing. This paper investigates RAD modelling of a Scientific Publishing Process (SPP) for Digital Libraries (DL) and tries to determine the suitability of Pi-Calculus based formal approaches to enact SOA based grid computing. In order to achieve this purpose, the Pi-Calculus based formal transformation from a RAD model of SPP for DL draws attention towards a number of challenging issues including issues that require particular design considerations for appropriate enactment in a SOA based grid system.

The marketing strategy developed for use in international markets by the S. M. Group International of Longueuil, Quebec, a company with interest and well-developed expertise in the environmental and energy sector, was described. The strategy is designed to aid in the selection of countries or regions of interest, in determining the sector of activity to be emphasized, in selecting a local partner or local business representatives, and in making contact locally with the people responsible for the development banks in the target countries in an effort to create awareness of the company. The company also tries, wherever possible, to promote its services to local governmental agencies through the industrial cooperation program of CIDA. Since development banks have a very conservative behaviour, past performances and constant provision of high quality services are of prime importance.

As compared with terrestrial circuits, the communication satellite possesses superior characteristics such as wide area coverage, broadcasting, high capacity, and robustness to disasters. Utilizing the narrow band channel (64 kbps) of the geostationary satellite JCSAT 1 located at the altitude of 36,000 km above the equator, the authors investigated satellite-relayed medical imagings by video signals, with bone scintigraphy as a model. Each bone scintigraphy was taken by a handy-video camera, digitalized and transmitted from faculty of technology located at 25 kilometers apart from our department. Clear bone scintigraphy was obtained via satellite, as seen on the view box. Eight nuclear physicians evaluated 20 cases of bone scintigraphy. ROC (Receiver Operating Characteristic) analysis was performed between the scintigraphies on view box and via satellite by the rating method. The environmental pressures on the industry are substantial and include the global warming issue, hazardous and nuclear waste challenges, air toxicities, and the electromagnetic field controversy. An issue of special concern is deregulation of the industry, which brought with it retail wheeling, wholesale wheeling, transmission access, and market-based pricing, all of which have greatly shaken the industry. Major benefits have accrued by using Zephyr in facilitating industrial collaboration, speeding the engineering development cycle, reducing procurement time, and lowering overall costs. Programs at LLNL are potentializing the efficiencies introduced since implementing Zephyr. Zephyr`s pilot functionality is undergoing full integration with Business Systems, Finance, and Vendors to support major programs at the Laboratory.

The main objective of this paper is to demonstrate that it makes good business sense to identify risks and hazards of an operation and take appropriate steps to manage them effectively. Developing and implementing an effective risk and hazard management plan also contibutes to other industry requirements and standards. Development of a risk management system, key elements of a risk management plan, and hazards and risk analysis methods are outlined. Comparing potential risk to the cost of prevention is also discussed. It is estimated that the cost of developing and preparing the first risk management plan varies between $50,000 to $200,000. 3 refs., 2 figs., 1 tab.

A meeting was held on October 15, 16, 17, 1990 to discuss the state of tritium safety and environmental effects. The meeting was organized with the help of the International Energy Agency planning committee consisting of K. Steinmetz, Y. Seki, G. Nardella, and G. Vivian. Representative of tritium production facilities and heavy water reactor power production were also involved. The meeting was organized to address seven topics in tritium safety that were thought to require further work. The topics were: (1) materials science, (2) environmental models, (3) environmental model validation, (4) tritiated organic compounds, (5) human dosimetry, (6) tritium sampling and measurement, and (7) long-term environmental databases.

Retrospective analyses were performed to evaluate the therapeutic efficacy of intra-oral cone (IOC) radiation therapy for carcinoma of the oral tongue, especially about its faculty of local control and complications. Thirty-nine patients with squamous cell carcinoma of the oral tongue were treated with IOC radiation therapy alone or in combination with external irradiation. IOC radiation therapy was given not only for T1 and T2, but also for T3 tumors. Hypofractionation was used for IOC radiation therapy. The 2 year local control rates, including surgical salvage, for T1, T2, T3 and T4 were 100%, 73.3%, 40% and 0%, respectively. The 5 year actuarial survival rates for Stage I, II, III and IV were 100%, 65.3%, 35.4% and 0%, respectively. The incidences of radiation complications, i.e. soft tissue ulceration and osteoradionecrosis, were 42.9% and 2.9%, respectively. During facial surgery for a 68-year-old man, a fire broke out, resulting in first- and second-degree burns after a nasal cannula ignited in an oxygen-rich environment because of improper draping and tenting. DISCUSSION: Operating room (OR) fires can be prevented if any component of the "fire triangle"-fuels, ignition sources, and oxidizers-is reduced or eliminated. The use of supplemental oxygen in the OR via nasal cannulae, nebulizers, and oxygen cylinders must always considered a potential source of fire. Deficits in knowledge among the surgical team with respect to the prevention and management of surgical fires were apparent. A plan was put into place to improve fire safety education, entailing an educational program that is included in intern and resident orientation. The Second International Workshop on Human Chromosome 9 was held in Chatham, Massachusetts on April 18--20, 1993. Fifty-three abstracts were received and the data presented on posters. The purpose of the meeting was to bring together all interested investigators working on the map of chromosome 9, many of whom had disease-specific interests. After a brief presentation of interests and highlighted results, the meeting broke up into the following subgroups for production of consensus maps: 9p; 9cen-q32; 9q32 ter. A global mapping group also met. Reports of each of these working groups is presented in the summary.

Before expanding on the development of the Terra Nova oilfield, the author discussed the overall business strategy of Petro-Canada and identified where the Terra Nova and offshore Newfoundland oil have their place within this strategy. The principal basins and oilfields offshore Newfoundland were reviewed, then the emphasis shifted to rest on the Terra Nova development project. A whole range of topics were brought up, including the Floating Production, Storage and Offloading (FPSO) facility, the modules layout, the FPSO located at Bull Arm, and the floating production systems. This study uses the European Patent Office worldwide patent database and applies two-stage interactive data collection methods to reveal the evolving technological interdependence for China's emerging biofuel industry. In Brazil, 45% of workers in the urban labor force are employed informally. The degree of informal employment, however, varies substantially across regions, with some cities having 20% and others having 80% or more of their labor force in the informal sector. The hypothesis assessed here is that the quality of local governance-or government effectiveness-affects the decisions of workers and businesses as to whether to participate in the formal or the informal sector. Objective: To reduce mental health symptoms and high-risk behaviors and increase social support and service utilization among street-living youth, the authors conducted a pilot study to assess the feasibility of the social enterprise intervention (SEI) at a homeless youth agency. Method: Convenience sampling was used to recruit 16 street-living youth from the agency. SEI participants received 7 months of vocational and small business training and service referrals. A comparison sample of 12 agency youth was used. Results: Findings from independent sample t tests demonstrate that SEI participants displayed significant improvements at 9 months in life satisfaction, family contact, peer support, and depressive symptoms. Conclusions: Preliminary findings suggest that the SEI was feasible within the agency setting and associated with higher mental health and social outcomes. (Contains 3 figures and 3 tables.)

This economic impact analysis (EIA) examines compliance costs and economic impacts resulting from the U.S. Environmental Protection Agency`s (EPA`s) proposed revisions to effluent limitations guidelines and standards for the Coastal Subcategory of the U.S. oil and gas industry. The EIA estimates economic impacts in terms of annualized costs; production losses; and changes in equity, working capital, and other indicators of financial health at the firm level. In addition, impacts on employment and affected communities, foreign trade, and new sources are considered. A Regulatory Flexibility Analysis detailing the impacts on small businesses within the coastal oil and gas industry also is included in the EIA.

Cost-time management methods have been developed by Westinghouse to examine business applications from a cost-time perspective. The initial application of cost-time management within Westinghouse was targeted at reducing cycle time in the manufacturing sector. As a result of the tremendous success of reduced cycle time in manufacturing, Westinghouse initiated application of the management technique to Environmental Restoration activities at its Government Owned Contractor Operated facilities. The Westinghouse initiative was proposed in support of the Department of Energy`s goals for cost effective Environmental Restoration activities. A new direction for the national laboratories is to assist US business with research and development, primarily through cooperative research and development agreements (CRADAs). According to discoveries selenium is a part of an active group of glutathione peroxidase enzyme. It prevents necrotic changes in liver, muscle dystrophy and has impact on growth. Extensive studies on content of selenium in plant and animal origin products were started in the beginning of the seventies in Western Europe (Frankenberger, et al., 1998). The aim of our work was to determine selenium and iodine content in total diets of Slovene military. A welfare-economic analysis of the Dutch gas-depletion policy' of the Netherlands Bureau for Economic Policy Analysis (CPB). This report analyses the welfare effects of two major components of the Dutch gas-depletion policy: the offtake guarantee for small-fields gas and the cap on production from the Groningen field. Most analyses of the alternative strategies used by utilities to comply with Title IV requirements have focused on factors directly related to controlling sulfur dioxide (SO{sub 2}) emissions. However, utilities must meet a number of additional environmental requirements at the same tune they comply with the acid rain program. To illuminate the potential synergies and conflicts that might exist between the other regulatory mandates and the acid rain program, a thorough examination of all the various programs and their interrelationships must be conducted. This paper reviews the environmental mandates that utilities will have to plan to meet in the next decade concurrently with the acid rain program, and it analyzes the interactions among the various programs to identify potential synergies and conflicts.

However, the proposed marine diesel engine emission regulations will primarily focus on the levels of NOx and SOx. In the future, once the proposed regulations are met, the limits and levels of other emissions will come under increasing scrutiny, such as particulates, hydrocarbons and carbon monoxide. Regardless of the type of pollutant, there are generally two classes of emission control: (1) techniques that reduce the amount of pollutant formed in the combustion process, or (2) prevent the pollutants from reaching the atmosphere. This document also provides specific instructions for the selection of authorized payloads once individual payload containers are qualified for transport. The physical assembly of the qualified payload and operating procedures for the use of the TRUPACT-II, including loading and unloading operations, are described in HWM Procedure No. 204, based on the information in the TRUPACT-II SARP. The LLNL TRAMPAC, along with the TRUPACT-II operating procedures contained in HWM Procedure No. 204, meet the documentation needs for the use of the TRUPACT-II at LLNL. This final report for the Swiss Federal Office of Energy (SFOE) examines a project that aimed to define standard solutions for use in buildings built to meet Minergie low energy consumption standards. These standard solutions are to provide a way of meeting Minergie standards in an easy way and thus further the use of the standard and also assure quality at the same time. The report describes how the solutions were developed on the basis of a selection of existing Minergie buildings. For various combinations of heating systems - wood, wood/solar, heat pumps (brine-water and air-water), gas/solar and oil/solar - the appropriate U-values for various building elements are listed. S-120 white oils are used to impregnate insulation and fill high voltage wires. Cooling oil flows of specified viscosities can increase the load capacity of wires. White oils are studied for viscosities and dielectric properties. To meet requirements, S-220 type oils of different medium or low viscosities are tested. Capacity can be increased by viscosity adjustment. Tests were also made to select optimum stabilizing additives to keep low-viscosity.

In this paper the possibility of configuring a water cooled Nuclear Thermal Propulsion (NTP) rocket, based on a Particle Bed Reactor (PBR) is investigated. This rocket will be used to operate on water obtained from near earth objects. The conclusions reached in this paper indicate that it is possible to configure a PBR based NTP rocket to operate on water and meet the mission requirements envisioned for it. No insurmountable technology issues have been identified.
