Changes in technology have resulted in new ways for bankers to deliver their services to costumers. Electronic banking systems in various forms are the evidence of such advancement. However, information security threats also evolving along this trend. This paper proposes the application of Analytic Hierarchy Process (AHP) methodology to guide decision makers in banking industries to deal with information security policy. The model is structured according aspects of information security policy in conjunction with information security elements. We found that cultural aspect is valued on the top priority among other security aspects, while confidentiality is considered as the most important factor in terms of information security elements.

In 1970, the Federal Power Commission predicted a fall from 46% to 27% in 1990 as a result of predicted increases in the use of nuclear power. Today, the Department of Energy expects coal to supply about 50% of electricity generation in 1990. About one-eighth of the world's annual hard coal production is used to make electricity in the United States. Power stations in the country used more coal in 1979 than was produced in the whole Western Europe that year. The paper considers the main components of energy policy, in particular the challenges of network security of supply, long-term contracts and the environmental constraints. It is argued that the United Kingdom's energy policy should take account of multiple market failures and context dependent. Given energy liberalisation in the 1980s and 1990s, it is argued that interventions based upon market-based instruments should be given greater importance. A probabilistic method for assessing the profitability of reactive power compensation devices such as capacitors, static VAR compensators and generators, which improve network security, was described. Since network development is limited by environmental constraints, power networks are operated close to their limits. Because of this fact transmission network planning increasingly relies on techno-economic models to improve network security and profitability. The proposed method consists of analyzing large numbers of constrained power system states, extracted from power system simulation exercises. The Maritime Transportation Security Act of 2002 amended the Deepwater Port Act of 1974 to permit the construction of offshore liquefied natural gas (LNG) terminals. Terminals with environmentally destructive open-loop regasification systems were quickly approved in the Gulf of Mexico. This study analyzed the political methods of the George W. Bush administration to determine how it developed offshore LNG. Findings showed that the Bush administration worked closely with the energy industry to promote national energy security and limited the role of certain federal and state agencies through a centralized policy process.
Attention-deficit/hyperactivity disorder (ADHD) is a prevalent neurobehavioral disorder affecting 5% to 10% of children. This paper presents a Benders decomposition approach to determine the optimal day-ahead power scheduling in a pool-organized power system, taking into account dispatch, network and security constraints. The study model considers the daily market and the technical constraints resolution as two different and consecutive processes. The unique challenges and opportunities associated with China's rapid economic growth were discussed with reference to the potential risk of political disruption or destabilizing international markets. The author notes that two common mistakes are typically made when assessing the evolution of China's energy policy. The first is that China's future path is assimilated with that of developed countries, thereby dismissing evidence that might point toward a different relationship with energy. The Authenticated Tracking and Monitoring System (ATMS) has been designed to address the need for global monitoring of the status and location of proliferation-sensitive items. Conceived to utilize the proposed Global Verification and Location System (GVLS) satellite link, ATMS could use the existing International Maritime Satellite commercial communication system until GVLS is operational. The ATMS concept uses sensor packs to monitor items and environmental conditions, collects a variety of events data through a sensor processing unit, and transmits the data to a satellite, which then sends data to ground stations. Authentication and encryption algorithms will be used to secure the data. A typical ATMS application would be to track and monitor the safety and security of a number of items in transit along a scheduled shipping route. This paper also discusses a possible proof-of-concept system demonstration.

The role of the environment is an important issue in policy making and the accurate assessment of the environmental conditions is vital. In this paper, using nonparametric techniques, an environmental efficiency index is developed for each of the OECD countries. These indexes allow one both to do cross section comparisons on the state of each country's production process in its treatment of undesirable outputs and also to trace each country's modification of their production processes overtime. Furthermore in this study we investigate the factors underlying societies' environmental concerns that eventually lead to changes in the environmental efficiency. The results provide further empirical evidence for the environmental Kuznets curve hypothesis. 16 refs.

The author began by explaining the physical and data link layers of Ethernet, then touched on fibre-optic cables. The industrial protocols were discussed, followed by Ethernet network topology. The oil sands industry in Canada was said to be committed to environmentally sustainable economic development, i.e. a development that recognizes the mutual dependence of a healthy environment and a healthy economy. To indicate progress toward this goal, the report pointed out the investment of millions of dollars in environmental research and tens of millions of dollars in plant equipment already made. These infrastructure investments have paid dividends in terms of energy conservation, reduction of greenhouse gas emissions, land reclamation, air quality monitoring, water conservation, and water quality and biodiversity protection. Measurements of the humeral cortical thickness demonstrate that generalised osteoporosis in female Bantu commences in the fifth decade and gradually increases until, in the ninth decade, all subjects are osteoporotic. The combined cortical thickness (CCT) of the humerus in young adults is very similar to that found previously in a white London population and the loss of cortex with age is very similar. It is concluded that the known low incidence of femoral neck fracture in Bantu is not due to a lower incidence of generalised osteoporosis but to environmentalfactors. The chief environmentalfactor postulated is the greater amount of physical work performed by the Bantu. A more careful mode of walking is suggested as a subsidiary cause. (orig.).

Many of the vulnerabilities to Energy Access, Energy Security, and Environmental Sustainability result from impediments to reaching a global demand-supply balance, as well as local balances, for various energy sources and carriers. Vulnerabilities result from multiple reasons: regional imbalances of energy production and consumption, the bulky character of the majority of energy fuels, the virtual necessity of electricity consumption following its production, among others. To detect and prioritize respective 'bottlenecks' across energy carriers, they have to be measured. In this report, production, consumption, exports, and imports were measured across all major energy carriers for seven key regions of the world for three time frames-2008, 2020, and 2050. Imbalances between production and consumption form bottlenecks in each region.
The BT-EdF-CEA consortium for the development and the performance improvement of lithium/polymer batteries has carried out a safety analysis of the industrial risk and the risk for users linked with this new technology. The process chosen for the manufacturing of lithium/polymer batteries does not generate any particular risk of personnel or environmental contamination. Security tests have permitted to observe and analyze the behaviour of 4 Ah elements during thermal shocks, perforation and crushing, and during external short-circuit on 20 Ah elements. These tests demonstrate the great thermal stability and the excellent behaviour of batteries in the case of partial destruction. (J.S.) 2 refs.
There is a rapidly growing need to evaluate sensor network functionality and performance in the context of the larger environment of infrastructure and applications in which the sensor network is organically embedded. This need, which is motivated by complex applications related to national security operations, leads to a paradigm fundamentally different from that of traditional data networks. In the sensor networks of interest to us, the network dynamics depend strongly on sensor activity, which in turn is triggered by events in the environment. Because the behavior of sensor networks is sensitive to these driving phenomena, the integrity of the sensed observations, measurements and resource usage by the network can widely vary. This study presents a full cost approach to determine the levelized cost of energy (LCOE) of 14 electricity generation technologies. It encompasses costs incurred at all stages of the fuel cycle, including those that are traditionally omitted from economic evaluations of generation technologies. Incorporating these 'externalities' increases the likelihood of developing the most economical and sustainable power resource from a societal perspective. The following externalities are included in this analysis: damage from air pollution, energy security, transmission and distribution costs, and other environmental impacts. Incorporating externalities has a large impact on the LCOE and the relative attractiveness of electricity generation options. Results indicate that clean and efficient generation technologies are the most attractive when all options are examined using a full cost, levelized approach. (author)

Environmental and security concerns are stimulating global interest in hydrogen power, renewable energy, and advanced transportation technologies, but no significant movement away from oil and a carbon-based world economy is expected soon. Over the longer-term, however, a transition from fossil fuels to a non-carbon-based economy will likely occur, affecting the type of environment future generations may encounter. Key challenges will face the world's energy industry over the next few decades to ensure a smooth transition-challenges which will require government and industry solutions beginning as early as today. Site-specific, risk-based derived concentration guideline levels (DCGLs) for radionuclides have been determined for a future industrial worker potentially exposed to residual contamination on these concrete slabs as described in Jannik. Nuclear facilities of the Department of Energy (DOE) located at the Savannah River Site must comply with DOE orders as implemented at DOE-SR. The DOE orders cover safety criteria, design criteria, environmental protection, occupational health and safety. The program applies to DOE and contractors. In this section, the Nuclear Regulatory Commission (NRC) criteria and industry codes and standards are addressed as well as DOE orders. Corrosion is said to be the most dominant factor which affects the physical life of ships and offshore structures. In order to secure the structural safety of ships and offshore structures, it is necessary to take measures to corrosion based on the prediction of condition of progressive corrosion. But such prediction is difficult because the behavior of corrosion`s progress is probabilistic. In this paper, probabilistic model, which could evaluate the degradation of coatings and the successive corrosion of steel members, was proposed in order to explain the tendency of the actual corrosion conditions of existing ships. Then, statistical inferences on the proposed model were made by applying the actual data on plate thickness measurements of Bulk Carriers` Cargo Hold. And validity of the proposed model was verified.
This paper proposes a framework based completely on Java technology. The advantages brought about by the use of Java in network management answer some critical problems existing in current systems. With this work we address several factors concerning interoperability and security in heterogeneous network environments. Specifically, we present a manager application and a multithreaded agent engine that make use of a lightweight communication mechanism for message exchange. A MIB parser is introduced to accelerate handling of incoming management requests, and the RSA public-key cryptosystem is implemented to provide both encryption and authentication features. Results, measured in terms of response time, compare favourably with other published work and standard management frameworks.
We prove that the 1984 protocol of Bennett and Brassard (BB84) for quantum key distribution is secure. We first give a key distribution protocol based on entanglement purification, which can be proven secure using methods from Lo and Chau's proof of security for a similar protocol. We then show that the security of this protocol implies the security of BB84. The entanglement purification based protocol uses Calderbank-Shor-Steane codes, and properties of these codes are used to remove the use of quantum computation from the Lo-Chau protocol. Environmental radon monitoring activities at the DOE Fernald Environmental Management Project (FEMP) have been conducted extensively since the early 1980`s. Monitoring has been conducted at ambient concentration levels (< 1 pCi/L Rn-222), inside buildings, and at significantly elevated levels (hundreds of thousands pCi/L Rn-222) within the K-65 silo that store concentrated radium bearing wastes. The purpose of this paper/presentation is to present and discuss some of the difficulties encountered/solutions (e.g. reliability, detection limits, affects of environmentalfactors, data transfer, etc.) that have been discovered while taking measurements using both alpha track-etch passive integrating detectors and alpha scintillation real-time detectors. Household demand for better environmental quality is the key factor in the long-term global applicability of the Environmental Kuznets Curve (EKC) hypothesis. We argue that, for given consumer preferences, the threshold income level at which the EKC turns downwards or the equilibrium income elasticity changes sign from positive to negative depends on the ability to spatially separate production and consumption. We test our hypothesis by estimating the equilibrium income elasticities of five pollutants, using 1990 data for the United States. We find that the change in sign occurs at lower income levels for pollutants for which spatial separation is relatively easy as compared to pollutants for which spatial separation is difficult. Microorganisms are ubiquitous in subsurface environments although their populations sizes and metabolic activities can vary considerably depending on energy and nutrient inputs. As a result of their metabolic activities and the chemical properties of their cell surfaces and the exopolymers they produce, microorganisms can directly or indirectly facilitate the biotransformation of radionuclides, thus altering their solubility and overall fate and transport in the environment. Although biosorption to cell surfaces and exopolymers can be an important factor modifying the solubility of some radionuclides under specific conditions, oxidation state is often considered the single most important factor controlling their speciation and, therefore, environmental behavior.

The presence of potentially toxic trace elements, inorganic salts, and potentially toxic residual organic constitutents make the disposal of vast quantities of processed shale a potential environmental problem. There is a need to reduce air pollutant emissions in some U.S. urban regions to meet federal and state air quality guidelines. Opportunities exist for reducing pollutant emissions from natural gas appliances in the residential sector. Most analyses of the alternative strategies used by utilities to comply with Title IV requirements have focused on factors directly related to controlling sulfur dioxide (SO{sub 2}) emissions. However, utilities must meet a number of additional environmental requirements at the same tune they comply with the acid rain program. To illuminate the potential synergies and conflicts that might exist between the other regulatory mandates and the acid rain program, a thorough examination of all the various programs and their interrelationships must be conducted. Environmental assessment in an arid coal mining area requires an understanding of the influences of coal mining, the arid climate and ecological remediation. To that end, we selected vegetation as the key environmentalfactor to observe. Remote sensing approaches to monitoring the spatio-temporal variation of vegetation caused by mining activities, the arid climate and ecological remediation in the Shengdong coal mining area are described. Over a large regional scale it was found that the vegetation was improved as a result of ecological remediation activities. A relational database capable of storing and manipulating the large volumes of data on air toxic metals has been developed for the Center for Air Toxic Metals at the Energy and Environmental Research Center (EERC) of the University of North Dakota. The database provides information to researchers, managers, and operations personnel to aid in their decision making and long-term planning of issues related to air toxic metals. A personal computer-based graphical user interface is used to access the data located on a UNIX workstation at the EERC. With security codes and software issued by the EERC and an Internet service provider in place, the database can be accessed externally through the Internet. The goal of this paper is to initiate an identification of factors likely to render radioactive and hazardous waste management technologies publicly acceptable and to provide guidance on how technological R&D might be revised to enhance the acceptability of alternative waste management technologies. Technology development must attend to the full range of technology characteristics (technical, engineering, physical, economic, health, environmental, and socio-institutional) relevant to diverse stakeholders. The U.S. Department of Energy (DOE) has funded major environmental technology developments over the past several years. One area that received significant attention is robotics, which has resulted in the development of a wide range of unique robotic systems tailored to the many tasks unique to the DOE complex. These systems are often used in highly hazardous environments, which reduces or eliminates worker exposures. The DOE, concurrent with the technology development initiative, also established and funded a 5-yr cooperative agreement intended to interface with the technology development community-with specific attention to the occupational safety and health aspects associated with individual technologies through human factors and hazard assessments. These technologies are pulverized coal- fired combustion (PC); coal-fired fluidized bed combustion (AFBC); coal gasification, combined cycle systems (CGCC); and natural gas-fired combined cycle systems (NGCC). The engineering and economic parameters which affect the choice of a technology include capital costs, operating and maintenance costs, fuel costs, construction schedule, process risk, environmental and site impacts, fuel efficiency and flexibility, plant availability, capacity factors, timing of startup, and the importance of utility economic and financial factors.

The distribution of environmental tritium and the correlation coefficients between tritium concentrations in several environmental samples and the emissions of tritiated water vapor from Wolsong NPP 1 were studied. The annual mean concentrations of atmospheric HTO were in the range 1#centre dot#31-29#centre dot#2 Bq m"-"3 and the long-term atmospheric dilution factors were in the range 10"-"7-10"-"6 s m"-"3. This study was initiated to provide empirical data and analyses on the dam passage timing, travel rate, survival, and life history variation of fall Chinook salmon that are produced in the Clearwater River. The area of interest for this study focuses on the lower four miles of the Clearwater River and its confluence with the Snake River because this is an area where many fish delay their seaward migration. The goal of the project is to increase our understanding of the environmental and biological factors that affect juvenile life history of fall Chinook salmon in the Clearwater River. Indoor radon is a potential health hazard for the general public, especially in buildings with poor ventilation. A variety of dosemeters have been developed and used in surveys of radon concentration measurements. In this article the passive dosemeters which are based on solid state nuclear track detectors are reviewed. The principle of passive dosimetry and the factors affecting their performance are discussed. The characteristics of SSNTD materials in relation to their behaviour under different environmental conditions are tabulated and discussed. Results of radon surveys from selected studies are also presented. (Author).
The near-term availability of domestic and selected foreign uranium resources for use by United States electric utilities is considered in light of projected geopolitical and socioeconomic considerations. No attempt is made to analyze the impact on domestic uranium supply of inflation or cost-price considerations, the introduction of the breeder reactor, limitations in enrichment capacity, or the presently expanding uranium inventory. All data are current as of mid-1980. The period with which this research is concerned is 1980-1995. It is concluded that the United States must promote responsible, environmentally acceptable uranium resource exploration and development, if this nation is to remain self sufficient in this necessary energy commodity.

Biodiesel is produced from vegetable oils that have been chemically modified by esterification; an example is rapeseed oil methyl ester (RME), made by treating rapeseed oil with methanol. Biodiesel can be burned directly in diesel engines. Oil from the rapeseed variety known as 00 was the first type of vegetable oil used for transesterification to produce biodiesel. Environmental monitoring data were collected at and around the Area 3 and Area 5 Radioactive Waste Management Sites (RWMSs) at the Nevada Test Site. These data are associated with radiation exposure, air, groundwater, meteorology, vadose zone, subsidence, and biota. This report summarizes the 2006 environmental data to provide an overall evaluation of RWMS performance and to support environmental compliance and performance assessment (PA) activities. Many secure communication libraries used by distributed systems, such as SSL, TLS, and Kerberos, fail to make a clear distinction between the authentication, session, and communication layers. In this paper we introduce CEDAR, the secure communication library used by the Condor High Throughput Computing software, and present the advantages to a distributed computing system resulting from CEDAR's separation of these layers. Regardless of the authentication method used, CEDAR establishes a secure session key, which has the flexibility to be used for multiple capabilities. We demonstrate how a layered approach to security sessions can avoid round-trips and latency inherent in network authentication. The creation of a distinct session management layer allows for optimizations to improve scalability by way of delegating sessions to other components in the system. Although good encryption functions are probabilistic, most symbolic models do not capture this aspect explicitly. A typical solution, recently used to prove the soundness of such models with respect to computational ones, is to explicitly represent the dependency of ciphertexts on random coins as labels. In order to make these label-based models useful, it seems natural to try to extend the underlying decision procedures and the implementation of existing tools. In this paper we put forth a more practical alternative based on the following soundness theorem. We prove that for a large class of security properties (that includes rather standard formulations for secrecy and authenticity properties), security of protocols in the simpler model implies security in the label-based model. This paper focuses on practical and cost-effective NetWare-specific approaches to information systems and computer security. A series of real world experiences is presented that illustrate fundamental information systems and security concepts. A NetWare network is a client-server network which uses a file server to share files while client workstations access the file server via some network typology (usually ethernet or token ring). Passwords are used to authenticate users; thus, password protection is a cornerstone of network security. Passwords can be encrypted, but this feature can be disabled. The bindery, which stores information about users, groups, and printers, is critical to the network and must be backed up. Trade secrets can be hidden from users by restructuring menus. Operations at the Savannah River Site (SRS) result in releases of small amounts of radioactive materials to the atmosphere and to the Savannah River. For regulatory compliance purposes, potential offsite radiological doses are estimated annually using computer models that follow U.S. Nuclear Regulatory Commission (NRC) Regulatory Guides. Within the regulatory guides, default values are provided for many of the dose model parameters but the use of site-specific values by the applicant is encouraged. A detailed survey of land and water use parameters was conducted in 1991 and is being updated here. Based on the view that major changes in the social and economic context in the United States require major policy changes related to early childhood education, this paper examines the factors supporting public policy changes and how advocates for change in early childhood education might incorporate effective strategies. The paper is presented in two parts. Part 1 reviews the research on state policy settings and the factors that tend to support policy change. This part focuses attention on the ways that state policymakers appear to learn from what is going on elsewhere and incorporate new ideas into their policy agendas. Recent studies have shown Y chromosome microdeletions associated with male infertility. The factors responsible for Y chromosome microdeletions in spermatozoa remain unresolved. However, the environmental pollutants are known to damage DNA in differentiating and maturing germ cells in the male reproductive tract. Therefore, the aim of this study was to investigate the effects of seminal hexachlorocyclohexane (HCH) and its isomers, an environmental pollutant, in 50 fertile and 50 infertile males in relation to semen quality and the incidence of Y chromosome microdeletion in azoospermic factor (AZF) region. In order to investigate pitting corrosion of copper coiled tubes for air conditioning systems with an open heat storage water tank, the effect of carbon films on the inner surface of copper tubes and fine corrosion-product particles in water as environmental corrosion factor on pitting corrosion was studied by field test under real environmental conditions. As a result, pitting corrosion of copper tubes was caused by synergistic effect of fine corrosion-product particles in water and carbon films. Generation of pitting corrosion was derived from deposition of the films and particles, while considerable growth of pitting corrosion was dependent on the particles. Recent changes in the US liability regime for oil pollution damage have intensified a policy debate about environmental liability limits. Economic theory suggests that some type of limit may be needed under certain conditions, and that such a limit should be set so that the marginal social benefit and cost are equal. However, it is unclear how a liability limit may be determined specifically for tanker shipping in US waters. We first examine conditions under which corner solutions (no liability or unlimited liability) are desirable. We then formulate a model to determine a socially optimal liability limit for oil pollution damage in US waters when a non-zero, finite liability limit is desirable. Characterization of samples is performed in order to provide information that can be used to assess the potential hazard of the material, to assess remediation strategies, and to determine the source of the heavy element-bearing material. Microbeam analysis using a scanning electron microscope (SEM) or electron microprobe on polished particle mounts allows the size, internal morphology and chemical composition to be determined on a particle-by-particle basis. The financial evaluation of capital and operating cost estimates for a dry coke quenching facility installation indicates a marginal return on investment if the evaluation is based exclusively on steam credits. However, the potential improvements in environmental emissions and reported, but unverified, blast furnace operations may justify the expenditure. The Russian and Japanese claim of 2 to 4% reduction in blast furnace coke usage with up to 4% increase in iron production has not been demonstrated in the domestic steel industry and, therefore, is not included in the financial analysis. A 2% coke reduction represents a savings of approximately $0.81 per ton of hot metal produced or an additional annual credit of $1,800,000 for dry coke quenching, exclusive of productivity gains. Symptoms of ADHD include hyperactivity, low frustration tolerance, impulsivity, and inattention. While the biological pathways leading to ADHD are not clearly delineated, a number of genetic and environmental risk factors for the disorder are recognized. Unmanned systems are often used to augment the ability of humans to perform challenging tasks. While the value of individual unmanned vehicles have been proven for a variety of tasks, it is less understood how multiple unmanned systems should be used together to accomplish larger missions such as site security. The purpose of this paper is to discuss efforts by researchers at the Idaho National Laboratory (INL) to explore the utility and practicality of operating multiple unmanned systems for a site security mission. In this paper an attempt is made to forecast load using fuzzy neural network (FNN) for an integrated power system. Here, the proposed system uses a two stage FNN for a short term peak and average load forecasting (STPALF). Almost every electric utility company involved in nuclear plant construction has experienced difficulty as a result of the deteriorating condition of the nuclear industry as a whole. The thrust of a growing number of lawsuits brought against electric companies for alleged violations of federal securities laws is that the companies failed to reveal cost overruns, delays, and the risk of cancellation and write-off of nuclear plants in their annual reports and registration statements. A review of several suits and the disclosure requirements of securities statutes concludes that, although investors have known about utility problems, they have just become aware this year that the entire financial viability of the electric companies is threatened.
In this paper, we proposed a novel quantum secure direct communication scheme with one-time pad in stabilizer formalism. Based on the reuse of qubit sequence, an efficient secure communication of secret messages without first producing a shared secret key can be achieved. One hence may find that the amount of private key needed for quantum communication is smaller than that in the general case. Therefore, the present protocol which is feasible with the present-day techniques may be applied to quantum communication with short-length encoding.
Measurement of fission and activation products in the soil or over a plane grass land of a nuclear power station environment is required to find out the long term changes. The inventory of radionuclides in the soil is routinely determined by soil sampling, processing and gamma spectrometry in the laboratory. The method although is proven and accurate is time consuming and largely dependent on homogenous distribution. Therefore, an alternative and rapid method of in-situ gamma spectrometry using portable devices was standardized to determine the concentration of radionuclides in soil, for regular environmental monitoring as well as during emergency condition. The paper presents the methodology, ready to use factors and compares the results of a few measurements made in the environment of Tarapur Atomic Power Station by both in-situ and laboratory methods. Ford, Bacon, Davis Utah Inc. has reevaluated the Spook site in order to revise the December 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings 48 mi northeast of Casper, in Converse County, Wyoming. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposures of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative corrective actions. Radon gas released from the 187,000 tons of tailings at the Spook site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors.
The penetrance of Lebers hereditary optic neuropathy (LHON) in families with primary mitochondrial DNA (mtDNA) mutations is very complex. Matrilineal and nuclear genetic background, as well as environmentalfactors, have been reported to be involved in different affected pedigrees. Here we describe two large Chinese families that show a striking difference in the penetrance of LHON, in which 53.3% and 15.0% of members were affected (Pin vivo mitochondrial oxidative metabolism as described in a previous study. Investigations of cadmium toxicity to microorganisms are now more concerned with the interactions of cadmium with different environmentalfactors and other metals. The interactions are complex and have not been thoroughly studied yet. Metal interactions may assume the form of synergism characterized by increase in toxicity, but also of antagonism in which one metal reduces the toxicity of another. Apart from cadmium interactions with such toxic metals as mercury and lead, interactions of cadmium with the essential trace elements seem to be very interesting because it has been assumed that algal cells take up cadmium by the system transporting these elements. A novel composite charged mosaic membrane (CCMM) was prepared via interfacial polymerization (IP) of polyamine [poly(epichlorohydrin amine)] and trimesoyl chloride (TMC) on the polyethersulfone (PES) support. Fourier transform infrared spectroscopy (FT-IR), environmental scanning electron microscopy (ESEM), atomic force microscopy (AFM) and water contact angle analysis were applied to characterize the resulted CCMM. The FT-IR spectrum indicates that TMC reacts sufficiently with polyamine. ESEM and AFM pictures show that the IP process produces a dense selective layer on the support membrane. To quantify the opportunities for natural gas and identify technological advances needed to capture such opportunities, the mineral-wool industry was analyzed with respect to the principal companies, their capabilities, and markets. The mineral-wool industry is stable with a slightly declining market. Of its market segments, only commercial acoustic insulation (which is currently dominant) is likely to be affected by growth in the next ten years. The principal process is based on treatment of blast-furnace slags in a cupola furnace using coke as the fuel and reducing agent. Expanded use of gas, as a substitute for coke, would eliminate environmental problems and expand the latitude of suitable raw materials. The study provides insights into the mineral-wool industry and identifies factors that may constitute bases for future usage of natural gas.

The US NRC, in its Generic Environmental Impact Statement on uranium milling has specified that the radon flux escaping a uranium mill tailings pile will be reduced to pCi/m/sup 2/ s by application of covering layers of soils and clays. These covers present a radon diffusion barrier, which sufficiently increases the time required for radon passage from the tailings to the atmosphere to allow for decay of /sup 222/Rn within the cover. The depth of cover necessary to reduce the escaping radon flux to the prescribed level is to be determined by calculation, and requires precise knowledge of the radon diffusion coefficient in the covering media. A Radon Attenuation Test Facility was developed to determine rates of radon diffusion through candidate cover materials. This paper describes this facility and its application for determining the influence of physical properties of the soil column on the radon diffusion coefficient.

A systematic study of the effects of environmentalfactors on nylon 66 and Kevlar 29 strength degradation in parachute components is being conducted at Sandia National Laboratories. It includes: (1) accelerated aging studies in air, inert environments, humidity, ozone, and smog; (2) a 25-year surveillance program of parachutes in a variety of natural climatic environments; (3) moisture absorption as a function of humidity; (4) effects of surface coatings normally applied to parachutes; and (5) development of nondestructive evaluation techniques which can be used to map mechanical properties over the entire parachute surface. The accelerated aging and moisture absorption studies show that air, humidity, and smog contribute to degradation. Chemiluminescence, gas chromatographic pyrograms, and uv spectroscopy show promise as nondestructive evaluation techniques.
Bechtel Power Corporation has performed an evaluation of flue gas desulfurization (FGD) system cost versus design level of operating availability for an industrial sized dual-alkali process. Two principle sources were used: the Flue Gas Desulfurization Information System (FGDIS) maintained by the Environmental Protection Agency and budget quotations from an FGD vendor. A survey of the FGDIS data base proved inconclusive in establishing a relationship between FGD system cost and operating availability. Using equipment failure rates derived from various sources, component availability factors were developed for all major FGD system components. Cost and availability data of nine industrial FGD system configurations were analyzed on a per boiler basis. Linear curve fitting of these data produced mathematical relationships of cost and availability.

Besides desulfurization before combustion, flue gas desulfurization is considered the most promising method that could also be applicable to all other fossil fuels. In this article, the flue gas desulfurization processes are briefly reviewed, and processes with highest use and with high potential for future use are compared from technical and economical points of view. The Los Alamos Nuclear Material Accounting and Safeguards System (MASS) is a near-real-time accountability system for bulk materials, discrete items, and material undergoing dynamic processing. MASS has evolved from an eighty-column card based process control system to a very sophisticated computer system. The security of the MASS computer system is provide through various access controls. There are two kinds of access control to be addressed. They are physical access control to the hardware which make up the system, and access control to the software. There are many features which provide a measure of security to the hardware that will be discussed. Access to the software is controlled by a security password. Access to various transaction activities in the system is controlled through the level of MASS user privilege. Details of MASS user privilege will be discussed.
We propose a quantum secure direct communication scheme based on non-orthogonal entangled pairs and local measurement. In this scheme, we use eight non-orthogonal entangled pairs to act as quantum channels. Due to the non-orthogonality of the quantum channels, the present protocol can availably prohibit from all kinds of valid eavesdropping and acquire a secure quantum channel. By local measurement, the sender acquires a secret random sequence. The process of encoding on the random sequence is identical to the one in one-time-pad. So the present protocol is secure. Even for a highly lossy channel, our scheme is also valid. The scheme is feasible with present-day techniques.

Polycyclic aromatic hydrocarbons (PAH`s) are ubiquitous hydrophobic organic pollutants in the marine environment. Many of the PAM`s are classified as possible carcinogens or mutagens, therefore they are of considerable concern to human and environmental health. The highest concentrations are found in coastal regions due to anthropogenic activities including oil spills, tanker operations, incomplete fossil fuel combustion and runoff. The sources and distribution of PAM`s in sediments are fairly well known, while the fate and transport of PAH`s in the marine environment are less known. Desorption is an important factor influencing the fate and transport of hydrophobic molecules at the seawater/sediment interface. The working hypothesis of the research was that the soil of boreal forests is a large carbon store and the amount of C is still increasing in young soils, like in the forest soils of Finland, which makes these soils important sinks for atmospheric CO{sub 2}. The US Environmental Protection Agency (EPA) conducted a cost-effectiveness (CE) analysis to estimate the incremental cost of complying with the proposed effluent limitation guidelines (ELGs) for the coastal oil and gas industry (EPA 1995a). EPA`s CE analysis calculates the pounds of each pollutant that would be removed if the chosen discharge option is selected. In 1993, EPA issued final ELGs for the offshore oil and gas industry and published an offshore CE analysis. This case study, conducted from an interpretive paradigm, illuminates contextual factors related to the tutor experience when senior undergraduate dental hygiene students served as tutors for beginning undergraduate dental hygiene students, or sophomores, in a 1-semester, 2-hour long problem-based learning (PBL) course in a Baccalaureate Dental Hygiene (BDH) curriculum during the spring semester of 2008. Data were collected using various sources and methods. Six tutors and three administrators were interviewed, tutees completed an anonymous questionnaire, the tutorial process and tutor training sessions were observed, and related documents were examined. This report presents an assessment of the potential energy savings that could accrue from the use of alternative fuels in future transportation engines. Alternative fuels are defined in this study as hydrocarbon fuels which possess characteristics that assure user safety and satisfaction, but require less energy to produce than conventional specification fuels produced from the same resource. In particular, the energy requirements for producing such fuels from domestic coal and oil shale resources are examined from the standpoint of their adaptability to engine types having a high potential for achieving significant efficiency gains over existing transportation engines. Recently, Wang et al. proposed a three-party simultaneous quantum secure direct communication (3P-SQSDC) scheme with EPR pairs, which enables three involved parties to exchange their secret messages simultaneously by using an EPR pair. This work proposed an enhancement on Wang et al.'s scheme. With the enhancement, the communications in the improved 3P-SQSDC can be paralleled and thus improves the protocol efficiency.
We propose a scheme with potential experimental realization to generate 'polarization' entanglement between two atomic ensembles and show one of the applications - a novel secure communication allowing asymptotically key distribution and quasisecure direct communication. The scheme involves laser manipulation of atomic ensembles, adjustable quarter- and half-wave plates, beam splitters, polarizing beam splitters and single-photon detectors, and well fits the status of the current experimental technology.

The proliferation of 'botnets,' phishing schemes, denial-of-service attacks, root kits, and other cyber attack schemes designed to capture a system or network creates a climate of concern for system administrators, especially for those managing accelerator and large experimental-physics facilities, as they are very public targets. This paper will describe the steps being taken at the Advanced Photon Source (APS) to protect the infrastructure of the overall network with emphasis on security for the APS control system.

Analyzing the risk of a safeguards system, in particular the security of a computer network based on the notion of fuzzy sets and linguistic variables, addresses concerns such as complexity and inherent imprecision in estimating the possibility of loss or compromise. Automated risk analysis allows the risk to be determined for an entire system based on estimates for lowest level components and the component weight. Many factors such as poverty, ineffective institutions and environmental regulations may prevent developing countries from managing how natural resources are extracted to meet a strong market demand. Extraction for some resources has reached such proportions that evidence is measurable from space. We present recent evidence of the global demand for a single commodity and the ecosystem destruction resulting from commodity extraction, recorded by satellites for one of the most biodiverse areas of the world. We find that since 2003, recent mining deforestation in Madre de Dios, Peru is increasing nonlinearly alongside a constant annual rate of increase in international gold price (?18%/yr). We detect that the new pattern of mining deforestation (1915 ha/year, 2006-2009) is outpacing that of nearby settlement deforestation. Atmospheric impact of peatlands is a sum of their gas fluxes. In contrast to carbon dioxide, peatlands are net sources for methane (CH{sub 4}). Methane is an end product in the anaerobic decomposition processes and it has greater capacity to absorb infrared radiation than carbon dioxide. Most of the data on the CH{sub 4} release from northern peatlands is from North America. The total amount of methane released from wetlands is calculated to be 110 Tg yr{sup -1} of which 34 percent (38 Tg yr{sup -1}) is estimated to be emitted from the northern peatlands. Peat with high content of nitrogen is a potential source for gaseous nitrogen oxides, i.e. nitrous oxide (N{sub 2}O) and nitric oxide (NO). The CASTOC project addresses environmentally assisted cracking (EAC) phenomena in low alloy steels used for pressure boundary components in both Western type boiling water reactors (BWR) and Russian type pressurised water reactors (VVER). It comprises the four work packages (WP): inter-laboratory comparison test (WP1); EAC behaviour under static load (WP2), EAC behaviour under cyclic load and load transients (WP3); evaluation of the results with regard to their relevance for components in practice (WP4). A Lawrence Livermore National Laboratory (LLNL) Management Pre-Start Review (MPR) Team was formed to independently verify the operational readiness of Building 368 (B368) Biosafety Level III (BSL-3) Facility to conduct research with biological pathogens and toxins including those considered Select Agents. Review objectives and criteria were developed from the DOE/NNSA and LLNL requirements. These were provided in the Implementation Plan for the Biosafety Level III (BSL-3) Facility Management Pre-Start Review (BSL-3 MPR) at Lawrence Livermore National Laboratory that was reviewed and approved by DOE/NNSA-LSO. Since 1994 the radon studies group at the Institut de Techniques Energetiques (INTE) of the Universitat Politecnica de Catalunya in Barcelona, Spain, has carried out a campaign of continuous measurements of the equilibrium factor (F) and the unattached fraction (f_p) of radon decay products at four sites which are representative of different environmental characteristics on the Mediterranean littoral of Catalonia, Spain. It has been established that these parameters vary widely, F(0.03--0.87) and f_p (0--0.72), from one site to another and with time, according to the characteristics on the site and climate. A large portion of terrestrial carbon (C) resides in soil organic carbon (SOC). The dynamics of this large reservoir depend on many factors, including climate. Measurements of {sup 13}C:{sup 12}C ratios, C concentrations, and C:N ratios at six forest sites in the Southern Appalachian Mountains (USA) were used to explore several hypotheses concerning the relative importance of factors that control soil organic matter (SOM) decomposition and SOC turnover. Mean {delta}{sup 13}C values increased with soil depth and decreasing C concentrations along a continuum from fresh litter inputs to more decomposed soil constituents. Due to deregulation, the electrical power industry is undergoing deep changes, moving towards an open market. Two kinds of parties are active in the new environment: the economical agents (producers, consumers, brokers) and the power system operator, the former interested in power exchanges and their economic value, the latter in bus injections and their threat to the security of the transmission network. The variables used to model the transmission network operation have to be meaningful to the power system operator as well as to the economical parties; the action rules followed by the power system operator to enforce network security have to be carefully designed to be equitable and non-discriminatory. We present a quantum secure direct communication scheme achieved by swapping quantum entanglement. In this scheme a set of ordered Einstein-Podolsky-Rosen (EPR) pairs is used as a quantum information channel for sending secret messages directly. After insuring the safety of the quantum channel, the sender Alice encodes the secret messages directly by applying a series local operations on her particle sequences according to their stipulation. Using three EPR pairs, three bits of secret classical information can be faithfully transmitted from Alice to remote Bob without revealing any information to a potential eavesdropper. By both Alice and Bob's GHZ state measurement results, Bob is able to read out the encoded secret messages directly. The protocol is completely secure if perfect quantum channel is used, because there is not a transmission of the qubits carrying the secret message between Alice and Bob in the public channel.
An algorithm for solving the extended security constrained economic dispatch (ESCED) problem with real-time economic dispatch grade speed and reliability is presented. The ESCED problem is formulated by adding regulating margin and ramp rate constraints to the network security constrained economic dispatch problem previously solved by the CEDC algorithm. Starting with Newton`s method to optimize the Lagrangian, the ESCED is developed by superimposing on Newton`s method eight major components called Tracking Start Initialization, Hessian Pre-Elimination, Implicit Dual Variable Calculations, Regulating Margin Sensitivity Coefficient Calculations, Traumatic Event Evaluation, Constraint Relaxation, Implicit Ramp Rate Constraint Implementation, and Relaxed Incremental Cost Calculations. In the analysis of power systems security, recently a new concern related to possible malicious attacks caught much attention. Coordination among different transmission system operators (TSO) in an interconnected power system to counteract such attacks has become an important problem. This paper presents a general framework for describing the physical, cyber and decision-making aspects of the problem and their interrelations; within this framework, an analytic tool for the assessment of information impacts in handling on-line security after a malicious attack is proposed and discussed. The International Atomic Energy Agency (IAEA) plans to use the Common Criteria, as the tool for developing graded and measurable evaluation criteria for information technology (IT) in safeguards systems in facilities subject to IAEA inspection. In their draft paper [ITSECSES] the IAEA defines a three-tiered Vulnerability Assessment Level (VAL) scheme. Each increased VAL level (1-3) defines additional and more stringent security and security-related requirements for the system developer, the system evaluator (assessor or authenticator), and for the IAEA. Water repellency en the microstructure super-hydrophobic cured surface is important for research and industrial purposes. This microstructure film can be cured on polyethylene terephthalate PET surface by electron beam (EB) at different irradiation doses 10-100 kGy. The microstructure formulation composed from hydrophobic acrylate oligomer (EB 244) and monomer (SR 440). The irradiation induced cross linking of the prepared microstructure was proved by FTIR spectroscopy and the adhesion force by abrasion test. Some factors affecting the adhesion force of the prepared microstructure film such as oligomer/monomer composition ratio and the thickness of the microstructure cured film were studied. Therefore, in this study, we used ESR(Electron Spin Resonance) system for estimate dose of Alanine dosimeter. Alanine/ESR dosimetry, already known as a dosimetric method in medical and industrial field, was applied to estimate dose quantity at cable locations within a nuclear power plant as a part of equipment qualification program. Alanine/ESR dosimetry of absorbed dose range is 1 - 100 KGy. The alanine dosimeter is not significantly affected by temperature and fading is limited to 1% per year. Activities in British Columbia's Fraser Valley generate an estimated 3 million tones of agriculture and food wastes annually, of which 85 per cent are readily available for anaerobic digestion. The potential for energy generation from biogas through anaerobic digestion is approximately 30 MW. On-farm manure-based systems represent the most likely scenario for the development of anaerobic digestion in British Columbia in the near future. Off-farm food processing wastes may be an alternative option to large centralized industrial complexes. Use of gas-fired combined-cycle technology (GFCC) in the electric-utility sector could play an important role in a least-cost planning strategy and thereby provide significant benefits to the utilities and their customers. Potential benefits include reduced capital and operating costs, more-effective matching of load growth and capacity additions, greater system reliability, and reduced environmental emissions. GFCC technology was examined in eight utility systems in six geographic regions to estimate the potential benefits of its use. In all systems, GFCC technology was shown to have the potential to reduce the cumulative capital costs for adding new capacity. A competitive repopulation assay utilizing chromosome markers was used to assay the reconstituting potential of hematopoietic populations. The test populations consisted of tibial murine marrow locally irradiated with doses ranging from 1.5 Gy to 8.5 Gy and of marrow generated from either murine splenic or marrow stem cells. The purpose of this assay was to assess the innate proliferative potential and microenvironmental influences on the ability to repopulate. Regardless of origin, spleen repopulating ability consistently agreed with spleen colony-forming unit (CFU-s) content. Doses of radiation from 5 Gy to 8.5 Gy diminished, by a factor of 2, the ability to repopulate marrow despite maintenance of CFU-s levels. Marrow generated from splenic stem cells had one-fifth the repopulating ability of marrow derived from marrow stem cells, even though CFU-s levels were equivalent. Radon exposure assessment in case-control studies on radon and lung cancer is generally based on contemporary radon concentration measurements, which can be affected by significant changes in the building structures or in living habits. Another method to estimate the radon exposure of the subjects is the recently developed retrospective dosimetry technique based on the {sup 210}Po surface activity from glass objects. In order to compare the results obtained by the two methods, a study has been carried out in a sample of 26 dwellings in Rome, with radon concentration values ranging from 28 to 623 Bq m{sup -3}. Retrospective detectors based on CR-39 and LR 115 were exposed on 50 glass objects in bedrooms and living rooms. As the first step for development of the corrosion resistant superheater tube materials of 500 C, 100 ata used in high efficient waste-to-energy plants, field corrosion tests of six conventional alloys were carried out at metal temperatures of 450 C and 550 C for 700 and 3,000 hours in four typical Japanese waste incineration plants. The test results indicate that austenitic alloys containing approximately 80 wt% [Cr+Ni] show excellent corrosion resistance. When the corrosive environment is severe, intergranular corrosion of 40{approximately}200 {micro}m depth occurs in stainless steel and high alloyed materials. It is confirmed quantitatively that corrosion behavior is influenced by environmental corrosion factors such as Cl concentration and thickness of deposits on tube surface, metal temperature, and flue gas temperature. As the first step for development of the corrosion resistant superheater tube materials of 500 C, 100 ata used in high efficient waste-to-energy plants, field corrosion tests of six conventional alloys were carried out at metal temperatures of 450 C and 550 C for 700 and 3,000 hours in four typical Japanese waste incineration plants. The test results indicate that austenitic alloys containing approximately 80 wt% [Cr+Ni] show excellent corrosion resistance. When the corrosive environment is severe, intergranular corrosion of 40#approx#200 microm depth occurs in stainless steel and high alloyed materials. It is confirmed quantitatively that corrosion behavior is influenced by environmental corrosion factors such as Cl concentration and thickness of deposits on tube surface, metal temperature, and flue gas temperature. Strippable or temporary coatings are innovative technologies for decontamination that effectively reduce loose contamination at low cost. These coatings have become a viable option during the deactivation and decommissioning of both US Department of Energy (DOE) and commercial nuclear facilities to remove or fix loose contamination on both vertical and horizontal surfaces. The ALARA{trademark} 1146 strippable coating was demonstrated as part of the Savannah River Site LSDDP and successfully removed transferable (surface) contamination from multiple surfaces (metal and concrete) with an average decontamination factor for alpha contamination of 6.68 and an average percentage of alpha contamination removed of 85.0%. To establish secure (point-to-point and/or broadcast) communication channels among the nodes of a wireless sensor network is a fundamental task. To this end, a plethora of (socalled) key pre-distribution schemes have been proposed in the past. All these schemes, however, rely on shared secret(s), which are assumed to be somehow pre-loaded onto the sensor nodes. In this paper, we propose a novel method for secure initialization of sensor nodes based on a visual out-of-band channel. Using the proposed method, the administrator of a sensor network can distribute keys onto the sensor nodes, necessary to bootstrap key pre-distribution. Our secure initialization method requires only a little extra cost, is efficient and scalable with respect to the number of sensor nodes. Moreover, based on a usability study that we conducted, the method turns out to be quite user-friendly and easy to use by naive human users.

Denial of service attacks (DoS) can cause significant financial damages. Flooding and Malicious packets are two kinds of DoS attacks. This paper presents a new security approach which stops malicious packets and prevents flooding in the critical systems. New concepts of packet stamp a dynamic-multi-communication-point mechanism has been identified for this proposed approach to make the prevention of flooding attacks easier and the performing of malicious packet attacks harder. In addition, dynamic key encryption technique has been adapted as a part of the proposed approach to enhance its functionality.
We analyse the capacity of a simultaneous quantum secure direct communication scheme between the central party and other M parties via M+1-particle GHZ states and swapping quantum entanglement. It is shown that the encoding scheme should be secret if other M parties wants to transmit M+1 bit classical messages to the centre party secretly. However, when the encoding scheme is announced publicly, we prove that the capacity of the scheme in transmitting the secret messages is 2 bits, no matter how large M is.

The foundation conducts an environmental monitoring and surveillance program over an area covering much of the upper Snake River Plain and provide environmental education and support services related to INEL natural resource issues. Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Major accomplishments during CY1995 can be divided into five categories: environmental surveillance program, environmental education, environmental services and support, ecological risk assessment, and research benefitting the DOE-ID mission.

By August 2007, there were 438 nuclear power plants (NPPs) in operation worldwide, with a total capacity of 371.7 GW(e). Further, 31 units, totaling 24.1 GW(e), were under construction. During 2006 nuclear power produced 2659.7 billion kWh of electricity, which was 15.2% of the world's total. The vast majority of these plants use water-cooled reactors. Based on information provided by its Member States, the IAEA projects that nuclear power will grow significantly, producing between 2760 and 2810 billion kWh annually by 2010, between 3120 and 3840 billion kWh annually by 2020, and between 3325 and 5040 billion kWh annually by 2030. The identification, and hence origin determination, of unknown nuclear material that might be found undeclared away from designated locations in the nuclear fuel cycle, is an important task in the frame of nuclear forensics. Material with forensic importance can be found at the microscopic level as particles in environmental samples indicating possible clandestine production of fissile material, and as bulky samples in the case of illicit trafficking of nuclear material. The objective of this work is to present, at a theoretical level, an isotopic finger-printing methodology which would determine the origin of unknown nuclear material with forensic importance. This is demonstrated for the case when the unknown nuclear material is spent nuclear fuel.
