Only about 25% of residue accumulating in the Federal Republic of Germany is currently used for the purposes of energy. This residue will be converted into fuel for power stations by the Omega process when the dumping of waste with a calorific value in excess of 5 MJ/kg is prohibited with effect from 2005. This oxygen melting process is suitable for the local use of substitute fuels. Waste is converted into a high-quality synthesis gas with a wide range of uses. The Omega process combines drying, thermal decomposition, gasification and melting of the material used in a single-stage process. This is now technologically possible for the first time by combining a metallurgical cupola furnace with a traditional gas producer. The highly-calorific synthesis gas produced by the Omega process can be used in block heat and power stations or as an industrial fuel gas, instead of natural gas. MRI is the gold standard in the diagnostic evaluation of any internal derangement of the temporomandibular joint. Dental MRI requires high resolution techniques and in some cases also intravenous administration of contrast material. These techniques allow delineation of the neurovascular bundle. Strippable or temporary coatings are innovative technologies for decontamination that effectively reduce loose contamination at low cost. These coatings have become a viable option during the deactivation and decommissioning of both US Department of Energy (DOE) and commercial nuclear facilities to remove or fix loose contamination on both vertical and horizontal surfaces. The ALARA{trademark} 1146 strippable coating was demonstrated as part of the Savannah River Site LSDDP and successfully removed transferable (surface) contamination from multiple surfaces (metal and concrete) with an average decontamination factor for alpha contamination of 6.68 and an average percentage of alpha contamination removed of 85.0%. This article describes innovations in new-boiler startups, based on experiences at United Development Group`s 50-MW Niagra cogeneration facility, Niagra Falls, NY. The plant comprises: a circulating coal fluidized bed boiler supplying steam to a nearby factory and electricity to the grid. Before operation the system was flushed with demineralized water, and the boiler degreased, the steam blow relied on a new procedure involving a continuous flow of steam. Startup was then initiated, following manufacturers heatup rate and soak times closely. After startup boiler tube sections were checked, and cleaned if necessary. 1 fig.
This Final Report documents the research accomplishments achieved in the first phase of operations of a new Advanced Photon Source beam line (7-ID MHATT-CAT) dedicated to real-time x-ray studies. The period covered by this report covers the establishment of a world-class facility for time-dependent x-ray studies of materials. In 2002, an innovative neutron time-of-flight facility started operation at CERN: n_TOF. The main characteristics that make the new facility unique are the high instantaneous neutron flux, high resolution and wide energy range. Combined with state-of-the-art detectors and data acquisition system, these features have allowed to collect high accuracy neutron cross-section data on a variety of isotopes, many of which radioactive, of interest for Nuclear Astrophysics and for applications to advanced reactor technologies. A review of the most important results on capture and fission reactions obtained so far at n_TOF is presented, together with plans for new measurements related to nuclear industry.

Few major mandates were won or lost in the first quarter of 1993, as the energy industry adopted a conservative approach to its financing needs. However, indications are that energy companies are coming back to the syndicated loan market after this quiet first quarter. Already, Enron, Shell Oil and Coastal have mandated substantial new facilities. Many more companies are expected back in the market over the new few months, including at least one jumbo for a major international name. A number of the industry's top names report that pricing is once again getting more aggressive in response to the high level of liquidity among lenders and a shortage of new mandates over the last few months. An ionization chamber with fast timing properties was built at CERN for measuring fission cross-sections of minor actinides at the n(_)TOF neutron beam. The design of this new chamber and of the front-end electronics was optimized to match the innovative features of the n(_)TOF facility, in particular the high instantaneous neutron flux and low background. For the most radioactive isotopes, a special version of the chamber, designed according to the ISO2919 standards, was built in order to comply with the radioprotection requirements at CERN. The detector and front-end electronics are here described, together with the simulated and measured response to fission fragments and #alpha#-particles. The performances of the chamber during the first measurement campaign at n(_)TOF are presented, focusing in particular on the fast time response, the good background rejection capability, low-background and high detection efficiency.

Kaiser Alumina and Chemical Co. impounds red mud, the byproduct of alumina production, behind levees. Kaiser recognizes that this action cannot be maintained indefinitely. Therefore, a project is in progress to produce useful products from red mud that increase the profitability of the Gramercy facility. Before products could be developed, an obstacle had to be overcome. The annual rainfall in South Louisiana prevents evaporative drying of the mud lakes. Innovative methods were applied to dry the lake mud. Two products have been developed. A daily landfill cover and an absorbant, which are marketed under the Cajunite{trademark} banner. Both products are currently being tested by potential customers at their sites. Environmental concerns were addressed during development. Extensive TCLP results show no metal leachate problems. This research report discusses the radiation hardening of a commercially available mobile robot, the REMOTEC ANDROS. This hardening effort is culminating in the availability of a megarad hardened mobile platform to access areas in nuclear facilities with extremely high levels of radiation (0.1 to 1 Mrad). These radiation levels may be encountered both during routine repair and monitoring activities and accident situations. The project has completed a phase-I U.S. Department of Energy Small Business Innovative Research contract and is now in a phase-II effort with completion scheduled in early 1995. In this study, Cu{sub 2}O/Cu composite particles were synthesized using an innovative chemical reduction method without any template and surfactant. X-ray diffraction (XRD) analysis revealed that the product mainly consisted of Cu{sub 2}O phase coexisting with a Cu phase. FE-SEM images showed that the octahedral shaped particles were Cu{sub 2}O. The electrochemical performance of the Cu{sub 2}O/Cu particles was investigated with regards to the working electrode material in alkaline solution. The particles had a maximum discharge capacity of 222.9 mAh/g at a discharge current density of 60 mA/g and a high value of 109.1 mAh/g after 50 charge-discharge cycles. Cyclic voltammetry revealed that the reaction between Cu{sub 2}O and Cu is the major electrochemical reaction during the charging and discharging process. This study uses an electronic commerce (E-commerce) innovation model to analyze the differences in technological knowledge, business model, and dynamic capability aspects used in Internet-enabled commerce (I-commerce) versus mobile commerce (M-commerce) versus ubiquitous commerce (U-commerce). The results indicate that the innovation from I-commerce to M-commerce is radical, leading to drastic changes in the business model. This two-volume proceedings summarize the results of fifteen innovations that were funded through the US Department of Energy`s Innovative Concept Program. The fifteen innovations were presented at the sixth Innovative Concepts Fair, held in Austin, Texas, on April 22--23, 1993. The RCP method was designed as a residue-optimised alternative to the thermally optimised grate firing of residual wastes. Its technical realisation and development to market maturity took no more than 5 years. In the first process stage the waste is converted to high-carbon pyrolysis charcoal and high-rank gas in the absence of oxygen. In the second stage these substances are oxidised by addition of oxygen. The resulting temperature causes the non-combustible constituents of the slag to melt. In a third, optional, stage this molten slag can be liberated of (heavy) metals to such an extent that it can subsequently be used directly as additive for grinding. Clinical studies have proved the effectiveness of local ablading methods in pations with non-resectable liver metastases of a colorectal carcinoma. RF ablation and LITT are a potentially curative therapy option and an alternative to systemic chemotherapy; the latter is carried out primarily for reducing tumour size with the goal of secondary resectability. The number of R0-sesectable metastases can be enhanced by a combined therapy of surgery and local ablading methods, e.g. by preoperative, intraoperative or postoperative ablasion of further non-resectable tumours during surgery. A team composed of members from several DOE facilities used the quality tool known as benchmarking to improve waste minimization efforts. First the team examined office waste generation and handling processes at their sites. Then team members developed telephone and written questionnaires to help identify potential ``best-in-class`` industry partners willing to share information about their best waste minimization techniques and technologies. The team identified two benchmarking partners, NIKE, Inc., in Beaverton, Oregon, and Microsoft, Inc., in Redmond, Washington. Since the 1970 innovations have allowed both active and passive neutron techniques to address various safeguards and waste measurement needs in the DOE complex. Much research was focused on satisfjring the 100-nCi/g detection limit for TRU waste in 208-liter drums. The emphasis on measuring drum-sized containers for disposal at WIPP has resulted in improved waste assay capability that now needs to be extended to larger containers. The desire to expedite the decontamination and decommissioning of certtain DOE facilities, and the large waste encountered in that process, has prompted the need for increasingly large disposal containers. MOX fuel for FBR is allowed to contain impurities within several thousand ppm, which means less than 1000 of decontamination factor (DF) in reprocessing is enough for Pu and U recycle use. The Advanced Fuel Recycle proposed by PNC is on this basis. The concept consists of innovations on both MOX fuel fabrication and aqueous reprocessing technologies based on the Purex process and it is believed that successful optimization of fuel cycle interface condition is the key issue to realize the concept. A report is given of investigations into the possibility of utilizing red mud from the Bayer process for producing Ferrari cements. On repeated burning at 1450deg C suitable mixtures of red mud with silica and lime form a clinker with a low free lime content from which Ferrari cement can be produced. The average 28-day compressive strengths of cements produced from this clinker are so encouraging that further investigations are appropriate. (orig.).
DMT has developed what is called the stepped reforming process. This is an allothermal gasification process which uses hydrogen for a gasification medium. First the biomass is pyrolised by means of a heat transfer material. The escaping gaseous and condensable constituents are hydrogenated, heated in a reforming stage and are made to react to a hydrogen-rich product gas by means of homogeneous gasification. The heat required for this is provided by burning the pyrolysis coke. This makes it possible to dispense with process stages that would involve gasification of solid material and hence require higher pressure levels. The present process also works at ambient pressure. Moreover, stepped reforming promises a number of additional advantages: low-tar product gas containing 60% hydrogen, high cold gas efficiency, no wastewater arisings, robust operating behaviour. The basis of assessment for particulate exhaust emissions is the gravimetric analysis of the particle concentration of diluted exhaust gases at temperatures below 52 C. This is very time consuming and takes sufficient sensitivity at low particulate emission rates like downstream of particle filters. For this reason the C/S-method, based on the thermographic analysis of carbon and sulfur, has been developed as an alternative to the gravimetric anallysis. This method yields particle mass as well as the main particle compounds. Comparisons between both methods have been carried out for heavy duty and automobile diesel engines as well as road vehicles and large diesel engines. This project analyzes Nordic trends in the development and industrial uptake of green nanotechno-logy in construction. The project applies an evolutionary economic perspective in analyzing the innovation dynamics and firm strategies in the window value chains in three Nordic countries, Denmark, Finland and Sweden. Hence the project investigates two pervasive parallel market trends: The emergence of the green market and the emergence of nanotechnology. The analysis investigates how a traditional economic sector such as the construction sector reacts to such major trends. To make the Dutch energy system more sustainable as formulated in the objectives of the recently constituted Task Force Energietransitie (Energy Transition), additional investments by the government in sustainable energy are needed. One of the ideas is to start a public-private risk bearing fund that invests in Netherlands based innovation projects in the area of sustainable energy. The ingoing assumption is that there is a shortage of capital supply for innovation projects that are in between the Research and Development phase and the market introduction phase, and that the government can attract further commercial private capital by co-investing itself. The Ministry of Economic Affairs has asked Bain and Company to perform a due diligence on the validity of the in-going assumptions for raising such a Venture Capital fund. An unprecedented mobilization at all levels is being established in order to fight against the effects of climate change and announcements are increasing each week with proposals of ever more ambitious plans of action. A new landscape is beginning to take shape from a more varied energy supply with less carbon. This new order highlights several central R/D areas which are to be developed and which re described in the first part of this article. How are these plans of action going to be put into practice in the field, within the dynamics of the great unifying project 'Grenoble University of Innovation'? How can the innovation process be speeded up to quickly find answers to all these questions? How can all scientific disciplines be incorporated in this run-up and how can the different players be brought to interact? The new PREDIS centre in Grenoble, described in the second part of the article, is intended to answer these questions. (authors)
This research deals with in the study of the use of innovating magnetic sensors in eddy current non destructive inspection. The author reports an analysis survey of magnetic sensor performances. This survey enables the selection of magnetic sensor technologies used in non destructive inspection. He presents the state-of-the-art of eddy current probes exploiting the qualities of innovating magnetic sensors, and describes the methods enabling the use of these magnetic sensors in non destructive testing. Two main applications of innovating magnetic sensors are identified: the detection of very small defects by means of magneto-resistive sensors, and the detection of deep defects by means of giant magneto-impedances. Based on the use of modelling, optimization, signal processing tools, probes are manufactured for these both applications.

Monitoring programs are difficult to design even when they focus on specific problems. Ecosystems are complex, and it is often impossible to predetermine what aspects of system structure or dynamics will respond to a specific insult. It is equally difficult to interpret whether a response is a stabilizing compensatory mechanism or a real loss of capacity to maintain the ecosystem. The problems are compounded in a broad monitoring program designed to assess ecosystem health'' at regional and continental scales. It is challenging in the extreme to monitor ecosystem response, at any scale, to past insults as well as an unknown future array of impacts. The European Court of Justice has defined a clear means by which waste utilisation methods can be distinguished from waste disposal methods in a logical, well-understandable manner. With its stringent definition of ''utilisation'' this judgement points the way to quality-oriented waste management practices. We do not share the often voiced fear that this decision will lead to an increased incineration of compound wastes in industrial plants such as cement works. From the fact that, according to the decision by the European Court of Justice, wastes destined for utilisation fulfil a certain purpose and therefore, if not available in sufficient quantity must be replaced by primary raw materials, it follows that these wastes are required to fulfil specific quality criteria. A new generation of lead alloys for making lead batteries is being introduced in highly developed countries. A very important characteristic of these alloys is the presence of Ca, Al and Sn. Such alloys have the property of stabilizing the amount of gas emitted as a result of the decomposition of the electrolyte on the level of pure lead i.e. significantly smaller than lead alloys containing Se e.g. PbSb 1.7Se. Such alloys have not been produced in Poland so far. - In this paper we are presenting the method and equipment used to produce a pilot portion of PbSnCaAl alloy (mass approximately 80 Mg) on an industrial scale at HMN ''Szopienice'' S.A. lead refinery. Volatile organic compounds (VOC) are an important group of pollutants with adverse effects on humans and the environment. Primary air pollution abatement measures aim at prevention or reduction of pollutant production in industrial production processes, e.g. by improved processes but also by other methods (closed cycle processes, different process materials, etc.). If these measures have been implemented and emissions are still too high, an off-air purification unit must be installed. Biological purification is the method of choice for low pollutant concentrations. Biological purification processes are based on the activity of microorganisms which are capable of biochemical oxidation of organic and some inorganic gaseous compounds into non-polluting or non-odorous compounds. Mitsubishi is now developing a new Pressurized water reactor (PWR), the Mitsubishi simplified PWR (MS-PWR), which has the innovative features of hybrid safety systems (an optimum combination of passive and active systems) and cooling by horizontal steam generators. In order to confirm the feasibility of the Mitsubishi hybrid safety system, various kinds of safety analyses are performed for loss-of-coolant accident events. In parallel to these safety analysis efforts, the following thermal-hydraulic tests are to be performed: (1) thermal-hydraulic test of a horizontal steam generator; (2) integrated thermal-hydraulic test using a simulation loop for the innovative MS-PWR (SLIM).
According to Schumpeter, the creative process of economic development can be divided into the stages of invention, innovation (commercialization) and imitation. Each stage is associated with specific skills. This paper examines whether Schumpeter?s assertion was correct, i.e. whether the invention and innovation stages should be undertaken by different agents. The activities and results of a Small Business Innovation Research Phase II project entitled ''Rapid Tools for Joint Inversion and Imaging'' are presented. Research and development on three-dimensional methods to recover distributions of material property values from sparse data are reported. Innovations using artificial neural networks and extended Kalman filtering are described. The report also covers investigations on upscaling and downscaling, segmentation for data processing, and applications to ground penetrating radar and geohydraulic tomography.
This paper reports progress in the fabrication and characterization of an array of 1nm-scale colloidal particles (i.e., quantum-dot array) that can be operated to execute nontrivial and innovative computations, possibly including quantum logic. We discuss the actual fabrication of 2-nm metal clusters as an example of possible quantum dot implementation. Innovative and unconventional paradigms underlie the different stages of this work. For example, regular array geometry is achieved by directing appropriately derivatized metal clusters to preselected locations along a stretched strand of an engineered DNA sequence.
Having always been at the forefront of information management and open access, High-Energy Physics (HEP) proves to be an ideal test-bed for innovations in scholarly communication including new information and communication technologies. Three selected topics of scholarly communication in High-Energy Physics are presented here: A new open access business model, SCOAP3, a world-wide sponsoring consortium for peer-reviewed HEP literature; the design, development and deployment of an e-infrastructure for information management; and the emerging debate on long-term preservation, re-use and (open) access to HEP data.
The insertion of innovative technologies to replace baseline technologies used in cost estimation and planning of DOE D&D projects is considered a high risk endeavor by project and programmatic decision makers. It is almost always considered safer to go with the {open_quotes}devil you know{close_quotes} than use a new or untried technology, methodology or system. The decision on the specific technology to be utilized to remediate a problem is often made months or years in advance of execution, and the highly proscriptive documentation of agreements necessary to obtain stakeholder and regulator approval of remedial plans is often counterproductive to considering improved technologies.
This ISB in conjunction with the new TSRs, will provide the required basis for interim operation or restrictions on interim operations and administrative controls for the Facility until a SAR is prepared in accordance with the new requirements. It is concluded that the risk associated with the current operational mode of the Facility, uranium closure, clean up, and transition activities required for permanent closure, are within Risk Acceptance Guidelines. The Facility is classified as a Moderate Hazard Facility because of the potential for an unmitigated fire associated with the uranium storage buildings.

Calcium sulfate dihydrate which is co-produced in the scrubbing of waste gases from bituminous coal power plants is employed in the underground road securing after recrystallization. Beta-sulfate semi hydrate is obtained from the dihydrate by recrystallisation and it is used as such or as a stiff mixture with additives as a stowing material. Particularly fly ash from coal combustion units, washery refuses and development rocks from coal mining or slags from the metallurgical industry can be used as additives. The compressive and the bending tensile strength of the stowing material can be adjusted by the water content in case beta sulfate semihydrate is used as such.
This process for the preparation of nonaqueous dispersions of water-soluble polymerisates concerns compounds obtained by polymerization of water-soluble unsaturated ethylenic monomers in an emulsion of water in oil. The product is then dewatered to a maximum residual water content of 5% by means of microwaves. The process is azeotropic. The polymer has a molecular weight between 100,000 and 50,000,000, preferably between one and 10 million. Before treating with microwaves, the mixture is concentrated by conventional means until it has a polymer concentration between 20 and 65%, preferably between 40 and 60%. This is a process for the manufacture of a filter material for cleaning industrial or internal combustion engine exhaust gases and filter material manufactured according to the process. The filter material is manufactured from the mineralized combustion product of peel of tropical fruits burnt at a temperature of 820/sup 0/C to 840/sup 0/C in an oxidising atmosphere excluding the production of carbon, particularly using banana skins and orange peels, which product is granulated with carrier materials or compressed.
This is a process for producing calcium sulfate dihydrate during desulfurization of stack gases from power station boilers, where the stack gases are introduced into a washing tower and are treated with a washing water suspension containing lime in the washing tower, where oxygen in the form of air or of air enriched in oxygen is also blown into the washing tower, and where the washing water suspension drawn off from the washing tower is fed back to the washing tower at a temperature of 45 to 50/sup 0/C in the circuit and at least part of the flow goes via a thickener and where calcium sulfate dihydrate slurry is drawn off from the thickener.
The following method is proposed as a supplement to main patent 2419107, which deals with the filling of tubular plates surrounding the lead cores: the flat materials which are used to produce the jacket tubes are prepared before forming into jacket tubes by a film producing aqueous carboxy-methyl cellulose solution closing the pores. The preparation can be done by coating the flat material with a soluble foil. After pressing the paste in, the tubular plates are dried and after cooling are dipped into sulphuric acid with a specific gravity of 1.24 g/cm/sup 3/. The carboxy-methyl cellulose is dissolved and the permeability of the tube walls for electrolyte is restored after only 15 minutes.

Under the repository storage conditions of Eram and Konrad, waste packages designed for permanent storage must not contain or release freely mobile liquids, except for the minimum residues attainable by reasonable efforts or unavoidable. Against the background of more severe limitation of particle emission in all application areas of Diesel engines, it is necessary to monitor the particle emission, but also the chemical composition of the particles. The basis of assessing particle emission is formed by gravimetric determination of the particle concentration from exhaust gas diluted with particle-free ambient air, with a maximum temperature of 52 degrees C at the sampling position. While it is already possible, using the part flow dilution system, to take samples locally, previously the subsequent particle determination and characterisation could only be done in a chemical laboratory. For this reason, the C/S particle measurement process was developed as an alternative to gravimetry, which can be used locally, eg: on ships and which makes it possible to determine the particle mass and composition. MRT is able to demonstrate arteries while MR angiography can quantify blood flow by a non-invasive method. In the present paper blood flow measurements were carried out in four selected cases on the basis of phase mapping. In 3 patients with lesions in the pelvis or thigh, angiography was performed in order to localise the stenosis or occlusion and this was followed by qantitative blood flow measurements. The results showed that angiography may not always provide all necessary information concerning a haemodynamically significant stenosis. The discussion of energy usage falls naturally into three parts. The first is a review of what the problem is, the second is a description of steps that can be taken to conserve energy at existing facilities, and the third is a review of the implications of energy consumption on future facilities.
In Korea, the Proton Engineering Frontier Project (PEFP) is building a proton linear accelerator facility with energy up to 100MeV and a beam current of 20mA. In this study, a radiation field after shutdown in the accelerator facility of the PEFP was evaluated for the purpose of the radiation shielding by using MCNPX code. A facility modeling was performed for the accelerator tunnel building, accelerator chain, target rooms and beam experiment hall. And radiation source terms were evaluated in the facility. With this facility, model and radiation source terms, the concentration of 41Ar was evaluated and the cooling time satisfying regulation in Korea was calculated.

The precipitation of heavy metals as hydroxides is the standard technique for the decontamination of waste water streams polluted by these elements. On the other side, progress in research has been made concerning the biosorption onto dead biomass and bioprecipitation supported by physiologically active bacteria. As the aim of this study, a flexible strategy has been envisaged cleaning a waste water with definite heavy metal load underlying the process mentioned above. Suitable bacteria were enriched and the process was tested in a technical plant. As result, a very high efficiency of heavy metal elimination has been found. The field of application covered by the acquired process is identical with the whole range of the waste water streams polluted by heavy metals. The Pacific Northwest National Laboratory (PNNL) operates a number of research and development (R and D) facilities for the Department of Energy on the Hanford Site. According to DOE Order 5400.1, a Facility Effluent Monitoring Plan is required for each site, facility, or process that uses, generates, releases, or manages significant pollutants or hazardous materials. Three of the R and D facilities: the 325, 331, and 3720 Buildings, are considered major emission points for radionuclide air sampling and thus individual Facility Effluent Monitoring Plans (FEMPs) have been developed for them. A thermal neutron imaging facility for computed tomography and real-time neutron radiography is being developed at the University of Texas at Austin. The TRIGA reactor is a graphite-reflected Mark It pool-type research reactor. The neutron imaging facility will use beam port, which is at one end of a through part. Monte Carlo calculations were used to design the neutron collimator for this facility.

Bethlehem Steel Corporation (BSC), in conjunction with the Department of Energy (DOE) is conducting a Clean Coal Technology (CCT) project at its Sparrows Point, Maryland Coke Oven Plant. This innovative coke oven gas cleaning system combines several existing technologies into an integrated system for removing impurities from Coke Oven Gas (COG) to make it an acceptable fuel. DOE provided cost-sharing under a Cooperative Agreement with BSC. This Cooperative Agreement requires BSC to develop and conduct and Environmental Monitoring Plan for the Clean Coal Technology project and to report the status of the EMP on a quarterly basis. It also requires the preparation of a final report on the results of the Baseline Compliance and Supplemental Sampling Programs that are part of the EMP and which were conducted prior to the startup of the innovative coke oven gas cleaning system. This report is the Baseline Sampling Program report.

The technical complexity of intraoperative radiotherapy (IORT) requires modification of the standard physical and dosimetric methods used in external electron beam therapy. At the National Cancer Institute, a number of technical innovations have been integrated into ongoing clinical studies of IORT. These include: (1) an electron beam applicator system that is significantly different from other IORT systems and includes customized squircle applicators; (2) peripheral dose shields; (3) a modified surgical table replacing the standard radiation treatment couch; and (4) routine use of multiple IORT fields that necessitates field matching. The IORT applicator system and related devices and techniques are dosimetrically characterized in detail both for use in the IORT program and in order to illustrate many useful facets of electron dosimetry.
Theoretical and experimental research efforts in evaluating an innovative concept for vertical axis wind turbines (VAWT) are described. The concept is that of using straight blades composed of circulation controlled airfoil sections. The theoretical analysis has been developed to determine the unsteady lift and moment characteristics of multiple-blade cross-flow wind turbines. To determine the drag data needed as input to the theoretical analysis, an outdoor test model VAWT has been constructed; design details, instrumentation, and calibration results are reported. Initial testing is with fixed pitch blades having cross-sections of conventional symmetrical airfoils. Costs of building the test model are included, as well as estimates for blades constructed with composite materials. These costs are compared with those of other types of wind turbines.
The phased field development of the Lion and Panthere fields, offshore the Ivory Coast, includes a small floating production, storage, and offloading (FPSO) tanker with minimal processing capability as an early oil production system (EPS). For the long-term production scheme, the FPSO will be replaced by a converted jack up mobile offshore production system (MOPS) with full process equipment. The development also includes guyed-caisson well platforms, pipeline export for natural gas to fuel an onshore power plant, and a floating storage and offloading (FSO) tanker for oil export. Pipeline export for oil is a future possibility. This array of innovative strategies and techniques seldom has been brought together in a single project. The paper describes the development plan, early oil, jack up MOPS, and transport and installation.
By analogy with the concepts of human learning, we show and introduce a new method to obtain least product cost and price that includes the effect of innovation and technological learning in manufacturing and production. This key result is a new paradigm instead of the usual economic 'power law' formulation. The new analysis is based on extensive analysis of many technological systems, and is directly related to the presence of learning as experience is accumulated. The results agree with the observed data. By using a consistent basis, the method replaces previous empirical 'power law' descriptions of the technological learning curve with a new 'marginal minimum cost equation' (MCE). (author)

The Council for Research in Agriculture, Agricultural Engineering Research Unit (CRA-ING) in Rome, Italy has developed an innovative short-rotation forestry (SRF) harvesting system. The system involves a 2 step operation, notably the tree felling and inter-row windrowing performed by a feller windrower equipment; and subsequent chipping performed by a harvester equipped with a pick-up device. The low moisture content of the windrowed trees at harvesting time affects their physical qualities and mechanical strength throughout the chipping operation. The purpose of this study was to analyze the moisture losses of windrowed trees, in relation to the windrow location, on field storage and weather condition. In addition, the study characterized chips quality changes during on field storage by the 2 different harvesting systems. The innovative 2-step system was compared with the traditional 1-step harvesting system.
The development of comfort in buildings throughout the centuries was influenced by the demand for progress, wealth and innovation in various respects. At present, it seems that progress may only be possible by taking into account the environment and creating methods of reducing further damage to the environment. The innovative feature of future progress my be reducing the impact on the environment from human and building activities by using appropriate technology. As it is impossible to build without any impact on the environment and this is likely to be so in the future, the objective is and will be to find solutions for buildings which are more compatible with the environment. In the framework of the plutonium production optimization in the PWR, many solutions are studied to decrease or recycle the plutonium of the nuclear fuels. An innovative hybrid powder prepared using computer simulation allowed development of a new foundation having a fine, smooth texture that has never been achieved before. The optical structure/design of the powder was based on the results of measurements and analyses conducted on the optical characteristics of a baby's delicate skin, which is the envy of many women. To obtain the optimal optical characteristics, the finite differential time domain (FDTD) method for solving Maxwell's differential equation by difference and time domain was applied to the computer simulation method. For synthesis of the hybrid powder based on the optical model, a proprietary shape regulation coating technology was used in which flaky substrates were coated with microspherical forms of barium sulfate crystals. ...
Radioactively contaminated acidic aqueous wastes and organic liquids were discharged to the soil column at three disposal sites within the 200 West Area of the Hanford Site, Washington. As a result, a portion of the underlying groundwater is contaminated with carbon tetrachloride several orders of magnitude above the maximum contaminant level accepted for a drinking water supply. Treatability testing and cleanup actions have been initiated to remove the contamination from both the unsaturated soils to minimize further groundwater contamination and the groundwater itself. To expedite cleanup, innovative technologies for (1) drilling, (2) site characterization, (3) monitoring, (4) well field development, and (5) contaminant treatment are being demonstrated and subsequently used where possible to improve the rates and cost savings associated with the removal of carbon tetrachloride from the soils and groundwater.
Breaker failure relaying has been generally achieved through the use of a current monitoring relay to determine whether current continues to flow into a fault after a breaker has been instructed to interrupt the circuit. If current continues to flow after a predefined period of time, the circuit breaker is considered to have failed. Steps must then be taken to trip the next set of upstream breakers in the power system to remove the faulted circuit and prevent system damage. However, with industrial power systems, this may be the utility`s breakers on the feeding transmission line. Regardless, breaker failure schemes must be designed to isolate both the faulted circuit and the failed circuit breaker. This paper discusses a new and innovative method of protecting a circuit breaker from the failure described above, plus other failures that go unprotected with conventional schemes, this providing total breaker failure protection.
The Savannah River Site (SRS) is currently developing a new facility, the Actinide Packaging and Storage Facility (APSF), to process and store legacy materials from the United States nuclear stockpile. A variety of materials, with a variety of properties, packaging and handling/storage requirements, will be processed and stored at the facility. Since these materials are hazardous and radioactive, automation will be used to minimize worker exposure. Other benefits derived from automation of the facility include increased throughput capacity and enhanced security. The diversity of materials and packaging geometries to be handled poses challenges to the automation of facility processes. By using defined compositions based on industrial wastes of the hard-coal mining and a further waste material (red mud), which is obtained during the extraction process of alumina (BAYER-Process), it is possible to produce expanded-clay granulate requiring suitable preparation, shaping and firing at temperatures of about 1150 C. A system for partial mechanisation of the support work with roadway driving machines consisting of a crawler undercarriage carrying a selective cutter with a cutting jib on a rotary tower is claimed. The system comprises a support manipulator movable in longitudinal direction over the rotary tower and cutting jib and a preassembly table with a number of brackets to take up and preassemble a support structure consisting of profile segments, preferably an arc-shaped support with a cap made up for several parts. The system is characterized in that the preassembly table is mounted on one side of the selective cutter and has one straight vertical guide bar each for at least two cap brackets which can be continuously adjusted in height, and in that the manipulator mounted on the selective cutter has a horizontally suivelling head which may grip under the cap of the preassembled structure on the preassembly table.
Nuclear medicine and magnetic resonance imaging (MRI) are widely used in cardiac diagnostics. Both techniques have been carefully evaluated and are equivalent for the assessment of regional and global wall motion as well as the evaluation of ejection fraction and cardiac volumes, though MRI is herein currently seen as gold standard. For evaluation of myocardial perfusion, extensive data exist for nuclear imaging, that, next to high diagnostic accuracy for evaluation of coronary artery disease, show incremental prognostic information and allow for independent risk stratification. Because of rapid technical advance, myocardial perfusion imaging has also become feasible with cardiac MRI. Results of recent studies are promising, but the data are few compared to perfusion scintigraphy. For viability assessment in patients with ischemic cardiomyopathy, positron emission tomography (PET) with FDG is currently seen as gold standard. A patent is claimed for a process by which a low-hydrogen gas containing at least 90 percent by volume of methane which is suited for natural gas substitution is produced by transformation of vaporizable hydrocarbons with the aid of steam in the presence of a catalyst containing nickel, at temperatures of 350 to 600/sup 0/C and at increased pressure. Hydrocarbons and steam are supplied to the reaction in mixed form with recycle product gas. Per kilogramme of hydrocarbons to be converted in the high btu gas reactor, less than 1 kilogramme of fresh steam is needed. High btu gas is fed back from the high btu gas reactor to the input end of the same via a gas cycle comprising a cooler, a carbon dioxide absorption device, and a saturator. During this process significant progress was made with the material preparation, the solar cell technology and the material and process characterisation. This succeeded in the following efficiencies: - GaAs solar cell made by MOVPE technology: 22.9% on 4 cm{sup 2} (AM1.5g) - GaAs solar cell made by LPE-ER process: 22.8% on 4 cm{sup 2} (AM1.5g) - GaAs concentrator solar cell made by LPE-ER process: 24.9% at C=100xAM1.5d - GaAs concentrator module with fresnel lenses: Module efficiency 20.1% (under irradiation of 793 W/m{sup 2}). Melting in a cokeless cupola furnace fuelled with natural gas is a novel, energy-saving and environment-friendly process. In order to be able to monitor the processes inside the furnace with detailed mass and heat balances, an experimental furnace with an efficient measuring system was constructed in the framework of a research project financed by the BMFT and Messrs. The results of the experiments on the pressure oxidation of oil and fat in waste waters shows that the final COD and TOC values decrease with growing temperature and reaction time and decreasing initial concentration. Oxidation of oil and fat in waste water is no straight forward procedure. Therefore it should be compared in the individual case with laternative methods in terms of cost and economic efficiency. The paper presents fundamental studies on natural biosorption to algae of heavy metals. The investigations were carried out by TU Berlin University in a special research project (Sfb 193, 'Biologische Behandlung industrieller und gewerblicher Abwaesser'). The chlorophyceae C. vulgaris was used as reference alga, and 38 further algae were analzyed with regard to their sorption characteristics for lead, cadmium, nickel and zinc. The most effective algae were the chlorophyceae C. salina, the cyanophyceae S. hofmani and L. taylorii. The biosorption characteristics of C. salina and L. taylorii were investigated in detail. L. taylorii was found to be exploitable successfully in a technical process, so the investigations were extended to include copper. Knowledge about the chemical processes of biosorption is important for any attempt to modify the biosorption characteristics. The T Plant facilities in the 200-West Area of the Hanford site were constructed in the early 1940s to produce nuclear materials in support of national defense activities. T Plant includes the 271-T facility, the 221-T facility, and several support facilities (eg, 2706-T), utilities, and tanks/piping systems. T Plant has been recommended as the primary interim decontamination facility for the Hanford site. Project W-259 will provide capital upgrades to the T Plant facilities to comply with Federal and State of Washington environmental regulations for secondary containment and leak detection. This document provides an advanced conceptual design concept that complies with functional requirements for the T Plant Secondary Containment and Leak Detection upgrades.

In combined cycle turbine power stations, soft material compensators are used which, if the full pressure fails, also withstand a small external pressure. Innovative forms of construction which guarantee useful life, are presented in relation to the design. A network of second-generation low-temperature gravitational radiation detectors is nearing completion. These detectors, sensitive to mechanical strains of order 10"-"1"8, are possible because of a variety of technical innovations that have been made in cryogenics, low-noise superconducting instrumentation, and vibration isolation techniques. Another five orders of magnitude improvement in energy sensitivity of resonant-mass detectors is possible before the linear amplifier quantum limit is encountered. 33 references, 3 figures, 1 table.

Process control is constantly improved as new developments are made in equipment and systems engineering. Plant control concepts with increasingly complex automation hierarchy are described by which pumped storage processes can be controlled optimally, reliably, and automatically.
An Ottawa-based company, ECS-Power Systems Inc., has successfully completed a series of tests on an innovative device called a hydrodynamic port (HDP), which makes it possible to automatically initiate and maintain emergency cooling of a nuclear reactor core by natural processes, without relying in any way on human intervention, instrumentation, electric power, valves or moving parts of any kind.

In-situ air stripping employs horizontal wells to inject or sparge air into the ground water and vacuum extract VOC`S from vadose zone soils. The horizontal wells provide better access to the subsurface contamination, and the air sparging eliminates the need for surface ground water treatment systems and treats the subsurface in-situ. A full-scale demonstration was conducted at the Savannah River Plant in an area polluted with trichloroethylene and tetrachloroethylene. Results are described.

The purpose of this study was to evaluate the ability to enhance distribution of eelgrass (Zostera marina) in the Columbia River Estuary to serve as refuge and feeding habitat for juvenile salmon, Dungeness crab, and other fish and wildlife. We strongly suspected that limited eelgrass seed dispersal has resulted in the present distribution of eelgrass meadows, and that there are other suitable places for eelgrass to survive and form functional meadows. Funded as part of the Bonneville Power Administration's call for Innovative Projects, we initiated a multistage study in 2008 that combined modeling, remote sensing, and field experimentation to: (1) Spatially predict habitat quality for eelgrass; (2) Conduct experimental plantings; and (3) Evaluate restoration potential. The field of ion acceleration to higher energies has grown rapidly in the last years. Many new facilities as well as substantial upgrades of existing facilities have extended the mass and energy range of available beams. Perhaps more significant for the long-term development of the field has been the expansion in the applications of these beams, and the building of facilities dedicated to areas outside of nuclear physics. This review will cover many of these new developments. Emphasis will be placed on accelerators with final energies above 50 MeV/amu. Facilities such as superconducting cyclotrons and storage rings are adequately covered in other review papers, and so will not be covered here.
The 2nd periodical inspection was carried out on the asphalt solidification facility and the incinerator in Unit 2 of the Sendai Nuclear Power Station from November 5 to 28, 1985. Inspection was made in radiation control facility and disposal facility. By external appearance, disassembly, function and performance tests there were observed no abnormalities. The ANDRA, the French national agency of radioactive wastes, is organizing today the information needs of tomorrow. The aim is to allow the future generations to have access to the knowledge of the existence of subsurface radioactive waste facilities and to understand the context and technologies of such facilities. The storage of this information is made on 'permanent paper', a high resistant paper with a lifetime of 600 to 1000 years. An updating of these data is made every 5 years for each waste disposal center. Another project, still in progress, concerns the memory management of deep geologic waste disposal facilities for which the time scale to be considered is of the order of millennia. (J.S.)
The DP West Plutonium Facility operated by the Los Alamos National Laboratory, Los Alamos, New Mexico, was decontaminated between April 1978 and April 1981. The facility was constructed in 1944 to 1945 to produce plutonium metal and fabricate parts for nuclear weapons. It was continually used as a plutonium processing and research facility until mid-1978. Decontamination operations included dismantling and removing gloveboxes and conveyor tunnels; removing process systems, utilities, and exhaust ducts; and decontaminating all remaining surfaces. This report describes glovebox and conveyor tunnel separations, decontamination techniques, health and safety considerations, waste management procedures, and costs of the operation.

In order to assess whether an oil shale test facility would be of significant use to private sector oil shale developers, the US DOE has studied the past history of oil shale development and its potential for replacing petroleum supplies. A generic test facility's primary function would be to test concepts of mining, retorting, upgrading, and environmental aspects at the engineering scale. This paper summarizes the US oil shale resources, gives a technology analysis, and discusses the potential for a test facility.

A decision must be made regarding whether the United State`s stockpile of neptunium should be discarded into the waste stream or kept for the production of Pu-238. Although the cost of long term storage is not inconsequential, to dispose of the material means the closing of our option to maintain control over our Pu-238 stockpile. Within the Fuels and Materials Examination Facility at Hanford there exists a remotely operated facility that can be converted for neptunium storage. This paper describes the facility and the anticipated handling requirements.
This work presents and describes the natural radioactive occurrence in oil facilities. The origins of the detected radioactivity and the reasons of its settlement are discussed. The measurements results carried out in oil facilities in the Neuquina basin (Argentine) are shown in this work. The aim is to describe the actual situation and to evaluate the magnitude of the problem. Finally, recommendations are proposed to protect the health of the workers, especially of those who carry out the cleaning of the equipment, and to guarantee an appropriate final disposal for the generated radioactive residuals. This report describes a high explosives test facility that makes efficient use of equipment and combines utility, convenience, and safety in a modest amount of space. It is a dedicated facility for exploratory development efforts that previously were conducted in a single room having very limited capabilities. Two explosives testing areas are now available and several projects are supported concurrently.
The free electron laser (FEL) FLASH at DESY in Hamburg is the first x-ray FEL ever built. Many new developments were necessary in order to exploit the unique properties of this novel light source for scientific experiments. The facility has constantly been improved and several major upgrades have been made or are currently underway. This paper reviews the main characteristics of the user facility as well as the major developments and upgrades.

This monograph addresses a narrow aspect of cold regions engineering, namely the effects of cold weather on the traditional civil engineering disciplines of hydrology and hydraulics. Hydrologic and hydraulic considerations in the design, construction, and operation of civil works are very important. Many of the problems encountered in the design and construction of buildings, transportation systems, water supply facilities, waste treatment facilities, and hazardous waste disposal facilities, for example are closely tied to the characteristics of the site hydrology.
The presentation gives a brief insight on possibility of using the VEERA facility in studying the stratification phenomenon. The idea for such experiments is to use the facility upper plenum part to simulate the conditions in upper part of horizontal steam generator hot collector. This ACDR was performed following completed of the Conceptual Design Report in July 1992; the work encompassed August 1992 to January 1994. Mission of the WRAP Module 2A facility is to receive, process, package, certify, and ship for permanent burial at the Hanford site disposal facilities the Category 1 and 3 contact handled low-level radioactive mixed wastes that are currently in retrievable storage at Hanford and are forecast to be generated over the next 30 years by Hanford, and waste to be shipped to Hanford from about DOE sites. This volume provides an introduction to the ACDR process and the scope of the task along with a project summary of the facility, treatment technologies, cost, and schedule. Major areas of departure from the CDR are highlighted. Descriptions of the facility layout and operations are included.
Multi-kilo-electron-volt x-ray microscopy will be an important laser-produced plasma diagnostic at future megajoule facilities such as the National Ignition Facility (NIF). However, laser energies and plasma characteristics imply that x-ray microscopy will be more challenging at NIF than at existing facilities. We use analytical estimates and numerical ray tracing to investigate several instrumentation options in detail, and we conclude that near-normal-incidence single spherical or toroidal crystals may offer the best general solution for high-energy x-ray microscopy at NIF and similar large facilities. Apertured Kirkpatrick{endash}Baez microscopes using multilayer mirrors may also be good options, particularly for applications requiring one-dimensional imaging over narrow fields of view. {copyright} 1998 Optical Society of America

The neutron radiography facility was installed at the tangential beam port of the 3 MW TRIGA MARK-II research reactor. In the facility only direct film neutron radiography method is being used. The project involves development of electronic imaging system for real time neutron radiography in the existing facility with the aim of utilizing it for research and industrial applications. In establishing the electronic imaging system for real time neutron radiography the improvements of existing facility were almost done during this period. This study examined the atmospheric pollution created by some waste treatment and disposal facilities in the State of Kuwait. Air monitoring was conducted in a municipal wastewater treatment plant, an industrial wastewater treatment plant established in a petroleum refinery, and at a landfill site used for disposal of solid wastes. Such plants were selected as models for waste treatment and disposal facilities in the Arabian Gulf region and elsewhere. Air measurements were made over a period of 6 months and included levels of gaseous emissions as well as concentrations of volatile organic compounds (VOCs). Samples of gas and bioaerosols were collected from ambient air surrounding the treatment facilities. Work of the Geothermal Heat Pump Consortium (GHPC), a joint program of the US Department of Energy, the US Environmental Protection Agency, the US electric utilities and industry was described. The consortium was established to improve energy efficiency and reduce CO{sub 2} emissions by moving ground source and groundwater source heat pumps from niche products to ten percent of the new and retrofit HVAC market in less than a decade. The Advanced CANDU Reactor (ACR"T"M) is the 'Next Generation' CANDU"R reactor, aimed at safe, reliable power production at a capital cost significantly less than that of current reactors such as the very successful CANDU 6 reactors (e.g., Wolsong 1-4). It is necessary to establish scenarios for reducing CO2 emissions and for developing CO2 emission control technologies to obtain a global consensus, using appropriate analytical models. For modification of the DNE-21 (Dynamic New Earth 21) model, it has a category designated as innovative technologies not involving CO2 emission and an optional consideration for the absorption of atmospheric CO2 by biomass. Steam generators of four VVER-440 units at nuclear power plants V-1 and V-2 in Jaslovske Bohunice (Slovakia) were gradually changed by new original 'Bohunice' design in period 1994-1998. Corrosion processes before and after these design and material changes in Bohunice secondary circuit were studied using Moessbauer spectroscopy during last 25 years. These techniques have been developed during the last 10 years and experience gained on a number of repair projects has shown that these techniques operate as a cohesive and comprehensive method of end flue and through-wall repairs to gain additional years of operating life to coke-oven batteries. Thermodynamic cycle developments or cycle integration are among the possible ways to further enhance performance. The current paper presents the possibilities and advantages from the LOTHECO natural gas-fired combined cycle concept. In the LOTHECO cycle, low-temperature waste heat or solar heat is used for the evaporation of injected water droplets in the compressed air entering the gas turbine's combustion chamber. Because of its high price, the extra virgin olive oil is frequently target for adulteration with lower quality oils. This paper presents an innovative optical technique capable of quantifying the adulteration of extra virgin olive oil caused by lowergrade olive oils. It relies on spectral fingerprinting the test liquid by means of diffuse-light absorption spectroscopy carried out by optical fiber technology in the wide 400-1700 nm spectral range. Abstract This paper proposes and analyses the autoregressive conditional root (ACR) time-series model. This multivariate dynamic mixture autoregression allows for non-stationary epochs. It proves to be an appealing alternative to existing nonlinear models, e.g. the threshold autoregressive or Markov switching class of models, which are commonly used to describe nonlinear dynamics as implied by arbitrage in presence of transaction costs. Simple conditions on the parameters of the ACR process and its innovations are shown to imply geometric ergodicity, stationarity and existence of moments. Furthermore, consistency and asymptotic normality of the maximum likelihood estimators are established. An application to real exchange rate data illustrates the analysis.
A large amount of energy has been consumed so far in so called matured industries such as iron and steel, oil refinery, petrochemical, ceramic, paper and pulp manufacturing and so forth. Faced with a changing business emphasis, plus the need to reduce operations and maintenance costs in the North Sea, the Forties Field engineering partnership between BP and Brown and Root recognised the need to make radical changes in its organisational structure. An innovative change management programme was planned and executed inside 12 months with the purpose of right-sizing the Forties Operations Engineering team. A conceptual framework is proposed within which the notion of risk as normally used in risk assessment (RA) could be enlarged in line with the real substance of social issues of technology policy, to help avoid RA's threatened irrelevance to social decision making. It is argued that the frequent organizational incoherence and thus the unviability of modern technology arises from 'social alienation' between the innovation-commitment phase and the implementation of the technology in society. The roles of technical elites and of particular concepts of technology in this alienation are emphasized. One of the case studies deals with 'Nuclear power - myths of scientific and organizational realism' and discusses the UK nuclear 'programme' and the Three Mile Island accident. (author).
Total dose irradiation effects on a VDMOS developed at Institute of Microelectronics, CAS were investigated, particularly the electric parameter changes under different bias conditions. It was found that the breakdown voltage degradation by the irradiation depended mainly on the drain bias, whereas the threshold voltage degradation depended mainly on the gate bias. Thus, an innovative and effective method to domestic VDMOS total dose ionization characterization is that threshold voltage radiation hardening characterization should be tested on gate bias condition, and the breakdown voltage radiation hardening characterization, be tested on the drain bias. The US DOE is calling on the nations' industries and academic institutions to develop a new approach for converting coal into liquid fuels at costs that can be competitive with imported oil. Based on a number of innovations, the department is looking for new approaches that can substantially reduce the cost of liquids from coal, essentially capping the price of imported oil. Four major reasons why municipal resource recovery operations are uneconomical are analyzed. These reasons are: alternative municipal waste disposal methods are artificially underpriced when the costs of meeting modern environmental standards are considered; high capital costs related to the procurement of resource recovery systems and the marketing of recovered resources; uncertainties associated with the costs and performance of resource recovery technologies; and construction and operating risks of municipal waste resource recovery systems. We study a quantum computing system using microwave photons in transmission line resonators on a superconducting chip as qubits. We show that linear optics and other controls necessary for quantum computing can be implemented by coupling to Josephson devices on the same chip. By taking advantage of the strong nonlinearities in Josephson junctions, photonic qubit interactions can be realized. We analyze the gate error rate to demonstrate that our scheme is realistic even for Josephson devices with limited decoherence times. As a conceptually innovative solution based on existing technologies, our scheme provides an integrated and scalable approach to the next key milestone for photonic qubit quantum computing.

In Situ Bioremediation (ISB) is the term used in this report for Gaseous Nutrient Injection for In Situ Bioremediation. This process (ISB) involves injection of air and nutrients (sparging and biostimulation) into the ground water and vacuum extraction to remove Volatile Organic Compounds (VOCs) from the vadose zone concomitant with biodegradation of the VOCs. This process is effective for remediation of soils and ground water contaminated with VOCs both above and below the water table. A full-scale demonstration of ISB was conducted as part of the Savannah River Integrated Demonstration: VOCs in Soils and Ground Water at Nonarid Sites. This demonstration was performed at the Savannah River Site from February 1992 to April 1993.

Italian district small and medium enterprises (SMEs) developed aggressive strategies to extend their sales networks and supply chains abroad. Literature on districts offered alternative explanations about the impacts of internationalization on local manufacturing systems. The authors consider the evolution of Italian districts in the framework of global value chain approach, focusing on the role of leading firms. Based on a survey of 650 Italian SMEs and financial indicators, the paper describes the rise of a new district firm model, the open network, which becomes a key node of global value chains. Werner states are paradigmatic examples of quantum states and play an innovative role in quantum information theory. In investigating the correlating capability of Werner states, we find the curious phenomenon that quantum correlations, as quantified by the entanglement of formation, may exceed the total correlations, as measured by the quantum mutual information. Consequently, though the entanglement of formation is so widely used in quantifying entanglement, it cannot be interpreted as a consistent measure of quantum correlations per se if we accept the folklore that total correlations are measured (or rather upper bounded) by the quantum mutual information.
The overall goal of the Coal Liquefaction Program of the Office of Coal Technology (OCT) is to develop the scientific and engineering knowledge base with which industry can bring economically competitive and environmentally acceptable advanced technology for manufacturing synthetic liquid fuels from coal into the marketplace when needed. The technical goal of the Coal Liquefaction Program is to seek advanced and innovative improvements over the state-of-the-art processes for coal liquefaction that can utilize all major parts of the US coal resource base. Patients with end stage renal failure (ESRD) require renal replacement therapy in the form of dialysis or renal transplantation. There is an increasing number of people receiving maintenance dialysis as patients with ESRD are increasing faster than the supply of transplantable organs. The mortality rate on dialysis is 4-6 times that of the general population and is substantially reduced by transplantation. For the past 8 years, dialysis research has focused on improving patient outcomes and quality of life on dialysis. This review examines recent advances in haemodialysis and peritoneal dialysis in a historical context and considers future research possibilities. PMID:19329705

The Wind Energy Division at Sandia National Laboratories recently completed a point design based on the 34-m Vertical Axis Wind Turbine (VAWT) Test Bed. The 34-m Test Bed research machine incorporates several innovations that improve Darrieus technology, including increased energy production, over previous machines. The point design differs minimally from the Test Bed; but by removing research-related items, its estimated cost is substantially reduced. The point design is a first step towards a Test-Bed-based commercial machine that would be competitive with conventional sources of power in the mid-1990s.
The HVDC link across the English Channel, which was brought into service in 1986, has several innovative features. Aim: Treatment of carcinoma of the uterine cervix by remote afterloading brachytherapy has been accompanied with new isotopes having dose rates different from the classical low-dose rate (LDR) radium source. The dose rate conversion factor from LDR to high-dose rate (HDR) found to be around 0.54 in most studies. As regards medium-dose rate (MDR) brachytherapie, the published data are very few and the experience is still short. In this study the experience of Osaka University Hospital with micro-HDR-Selectron and Selectron-MDR, as a preliminary report of the clinical trial, is presented. Results: The 3-year survival and loco-regional control rates for both modalities were nearly equivalent (62% and 67% for HDR and 68% and 74% for MDR)(totally 45 patients). Sandia National Laboratories has recently developed two major field test capabilities for unattended ground sensor systems at the Department of energy`s Nevada Test Site (NTS). The first capability utilizes the NTS large area, varied terrain, and intrasite communications systems for testing sensors for detecting and tracking vehicular traffic. Sensor and ground truth data can be collected at either of two secure control centers. This system also includes an automated ground truth capability that consists of differential Global Positioning Satellite (GPS) receivers on test vehicles and live TV coverage of critical road sections. Radioisotope facilities were operated to support research, development and production of radioisotopes. Irradiation facilities were operated to offer irradiation service to the clients. Even though intensive periodical checks and some essential maintenance had been carried out the results of RI facility maintenance seemed to be not much satisfactory due mainly to the shortage of skilled manpower and maintenance expenses. High intensity {gamma} irradiator was normally operated 426 times for overall 3,440 hrs, and the low intensity {gamma} irradiator was operated 157 times for overall 11,092 hrs, respectively. (author)
This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. With 13 experimental facilities under construction to become available during the first year of SINQ operation, a nearly complete suite of options for users will be made available to carry out research with neutrons at PSI. Three more facilities are under design and will come on line somewhat later. To complete the suite, three more specialized instruments are being evaluated. SINQ being a novel neutron source concept, significant scope for improvement is also seen on the source side. This document defines the services the Waste Sampling and Characterization Facility (WSCF) shall provide the Effluent and Environmental Monitoring Program (EEM) throughout the calendar year for analysis. The purpose of the EEM Program is to monitor liquid and gaseous effluents, and the environment immediately around the facilities which may contain radioactive and hazardous materials. Monitoring data are collected, evaluated, and reported to determine their degree of compliance with applicable federal and state regulations and permits.
The Risk Evaluation System (RES) is an integrated approach to determining safeguards and security effectiveness and risk. RES combines the planning and technical analysis into a format that promotes an orderly development of protection strategies, planning assumptions, facility targets, vulnerability and risk determination, enhancement planning, and implementation. In addition, the RES computer database program enhances the capability of the analyst to perform a risk evaluation of the facility. The computer database is menu driven using data input screens and contains an algorithm for determining the probability of adversary defeat and risk. Also, base case and adjusted risk data records can be maintained and accessed easily.

Real-time neutron radiography (RTNR) is rapidly becoming a valuable tool for nondestructive testing and basic research with a wide variety of applications. The Phoenix Memorial Laboratory (PML) at the University of Michigan has developed an RTNR facility and has been using this facility to study several phenomena of interest to researchers in many areas. These phenomena include imaging of the internal fluid flow in gas turbine engine nozzles and coking and debris deposition in several gas turbine nozzles. This paper presents a summary of the technique and facilities involved in these applications.

There is a general concern with insiders smuggling bomb quantities of explosives into sensitive facilities such as nuclear facilities. At this time, there is no single explosives detection device that is suitable for monitoring personnel and their packages for explosives in an operational facility environment. However, there are techniques combining available commercial technologies with procedures and threat analysis that can significantly increase the insiders risk and reduce the population of adversaries. This paper describes the available applicable explosives detection technologies and discusses the techniques that could be implemented on an interim basis. It is important that these techniques be considered, so that some interim level of security against the explosives threat can be established until more sophisticated equipment that is under development becomes available.
The ongoing upgrade of the Los Alamos Free-Electron Laser (FEL) Facility involves the addition of a photoelectric injector (PEI) and acceleration capability to about 40 MeV. The electron-beam and high-speed diagnostics provide key measurements of charge, beam position and profile, divergence emittance, energy (centroid, spread, slew, and extraction efficiency), micropulse duration, and phase stability. Preliminary results on the facility include optical transition radiation interferometer measurements of divergence (1 to 2 mrad), FEL extraction efficiency (0.6 {plus minus} 0.2%), and drive laser phase stability (< 2 ps (rms)). 10 refs.

A thermal neutron imaging facility for real-time neutron radiography and computed tomography has been developed at the University of Texas reactor. The facility produced good-quality radiographs and two-dimensional tomograms. Further developments have been recently accomplished. A computer software has been developed to automate and expedite the data acquisition and reconstruction processes. Volume tomographic visualization using Interactive Data Language (IDL) software has been demonstrated and will be further developed. Volume tomography provides the additional flexibility of producing slices of the object using software and thus avoids redoing the measurements.
This Waste Management Plan functions as a management and planning tool for managing waste streams generated as a result of operations at the Idaho CERCLA Disposal Facility (ICDF) Complex. The waste management activities described in this plan support the selected remedy presented in the Waste Area Group 3, Operable Unit 3-13 Final Record of Decision for the operation of the Idaho CERCLA Disposal Facility Complex. This plan identifies the types of waste that are anticipated during operations at the Idaho CERCLA Disposal Facility Complex. The High Exposure Facility is a collimated high-level gamma irradiator that is located in the basement of the 318 building. It was custom developed by PNNL back in 1982 to meet the needs for high range radiological instrument calibrations and dosimeter irradiations. At the time no commercially available product existed that could create exposure rates up to 20,000 R/h. This document is intended to pass on the design criteria that was employed to create this unique facility, while maintaining compliance with ANSI N543-1974, "General Safety Standard for Installations Using Non-Medical X-Ray and Sealed Gamma-Ray Sources, Energies up to 10 MeV."
This report covers the gamma detectors, measurement instrumentation, and testing results of a system developed at Los Alamos National Laboratory. This system monitors the process liquid waste streams at the Plutonium Facility (TA-55) for the presence of radioactive contamination. The detectors are at various points on the acid, caustic, and industrial waste lines. Two of the detectors are on the sanitary sewer lines from the facility. A custom interface unit associated with these two detectors furnishes the facility operation center with a notification of the detection of material. All of the detectors furnish measurement information to a central computer system for storage and trending.
This Addendum to the Facility Safety Plan (FSP) 360 Complex describes the safety requirements for the safe conduct of all biohazardous research operations in all buildings within the 360 complex program areas. These requirements include all the responsibilities and authorities of building personnel, operational hazards, and environmental concerns and their controls. In addition, this Addendum prescribes facility-specific training requirements and emergency controls, as well as maintenance and quality assurance requirements for ES&H-related building systems.

The Fast Flux Test Facility has provided a very useful framework for testing the advances in Liquid Metal Reactor Safety Technology. During the licensing phase, the switch from a nonmechanistic bounding technique to the mechanistic approach was developed and implemented. During the operational phase, the consideration of new tests and core configurations led to use of the anticipated-transients-without-scram approach for beyond design basis events and the move towards passive safety. The future role of the Fast Flux Test Facility may involve additional passive safety and waste transmutation tests. 26 refs.
In the geological disposal facility of the high-level radioactive waste, a group of galleries is designed in parallel at the depth of more than 300 m below surface. This is an unprecedented structure in the field of conventional engineering, and it is necessary to take this characteristic into consideration in the design of the galleries. In the geological disposal facility, as well as ensuring the dynamic stability of the gallery during construction and operational periods, it is necessary to evaluate the EDZ adequately for long-term stability after the closure. The United State Domestic Research Reactor Infrastructure Program at the Idaho National Laboratory manages and provides project management, technical, quality engineering, quality inspection and nuclear material support for the United States Department of Energy sponsored University Reactor Fuels Program. This program provides fresh, unirradiated nuclear fuel to Domestic University Research Reactor Facilities and is responsible for the return of the DOE-owned, irradiated nuclear fuel over the life of the program. This presentation will introduce the program management team, the universities supported by the program, the status of the program and focus on the return process of irradiated nuclear fuel for long term storage at DOE managed receipt facilities. In this paper we present status and developments of the Duke storage ring facility. The Duke storage ring facility provides the unique combination of phase-locked light sources ranging from high power OK-4 XUV FEL to quasimonochromatic {gamma}-ray beam and IR/X-ray spontaneous radiation. The XUV OK-4 FEL, which is collaborative project with BlNP, Novosibirsk, is in operation since November, 1996. The OK-4 UV FEL is also used for production of nearly monochromatic {gamma}-ray s with tunable energy. We present the results of UV lasing with the OK4 FEL and selected results of its applications. We will discuss our future plans for extension of this source and status of the construction of dedicated used facility adjacent to the FEL building. (author)
The PANDA test facility at the Paul Scherrer Institute is used to study the long-term performance of the Simplified Boiling Water Reactor's passive containment cooling system. The PANDA tests demonstrate performance on a larger scale than previous tests and examine the effects of any non-uniform spatial distributions of steam and non-condensable gases in the system. The facility is in 1:1 vertical scale and 1:25 scale for volume, power etc. Extensive facility characterization tests and steady-state passive containment condenser performance tests are presented. The results of the base case test of a series of transient system behaviour tests are reviewed. The first PANDA tests exhibited reproducibility, and indicated that the Simplified Boiling Water Reactor's containment is likely to be favorably responsive and highly robust to changes in the thermal transport patterns. Since 1976, the Nuclear Engineering Laboratory of the Technical Research Centre of Finland and Lappeenranta University of Technology have cooperated in the field of nuclear reactor thermal-hydraulics. During these years, a series of experimental facilities (REWET-I, -II, -III, VEERA) simulating pressurized water reactors (PWRs) have been built. The newest facility, PACTEL (Parallel Channel Test Loop), is an experimental out-of-pile facility designed to simulate the major components and system behaviour of a commercial PWR during postulated small and medium size break loss-of-coolant accidents (LOCAs), natural circulation and operational transients. This report summarizes the 1981 operating and test data obtained at the six ton per day Advanced Coal Liquefaction Research and Development Facility in Wilsonville, Alabama. Special emphasis is placed on data accumulated during the fourth quarter of 1981. The Wilsonville R and D Facility was in operation 71% of 1981 (70% of the fourth quarter) with scheduled shutdowns accounting for 23% of the downtime (28% during the fourth quarter). Kentucky 9 coal from the Fies mine was processed in all runs conducted during 1981 (Runs 222 through 235). The hydrotreater (HTR) unit was brought on stream successfully in May 1981. The three process units of the Wilsonville facility were operated in a non-integrated mode during the second half of 1981. Significant data was obtained and is summarized.

The nuclear complex in Tarapur, Maharashtra is a multi facility nuclear site comprising of power reactors and research facilities. Each facility has independent liquid effluent discharge line to Arabian Sea. Experimental studies were conducted to evaluate dilution factors in the aquatic environment using liquid effluent releases as tracer from one of the facilities. 3H and 137Cs radioisotopes present in the routine releases were used as simulated tracer nuclides. The dilution factors(D.F) observed for tritium were in the range of 20-20000 in a distance range of 10 m to 1500 m respectively and for 137Cs the D.F. were in the range of 50 to 900 over a distance range of 10-200 m. In 1993, the US Department of Energy (DOE) decided to shut down the Fast Flux Test Facility (FFTF) due to lack of national missions that justified the annual operating budget of approximately $88M/year. The initial vision was to ''deactive'' the facility to an industrially and radiologically safe condition to allow long-term, minimal surveillance storage until approximately 2045. This approach would minimize near term cash flow and allow the radioactive decay of activated components. The Interim Examination and Maintenance (IEM) Cell is located within the Fast Flux Test Facility (FFTF) Reactor Containment Building. This cell is a complex vertical hot cell whose purpose is to process reactor experiments and to perform maintenance on reactor and refueling components. Because access to this very complex cell is limited, a mock-up called the IEM Training Facility (IEMTF) has been developed. The IEMTF provides the IEM cell with many valuable benefits. Four of these benefits are: (1) development of alternate processing methods; (2) hands-on evaluation of equipment problems; (3) a ready source of verified parts, and (4) training facilities for IEM Cell technicians.

Two kinds of surface temperature measurement methods are described, one by measuring in a blackbody hole and one by measuring at the surface without additional measures to correct emissivity. Total normal and spectral emissivity at wavelengths between 0,5 {mu}m and 8,3 {mu}m of various high temperature materials like platinum and Pt-Rh-alloys, siliconcarbide and molybdenum disilicide have been measured. The composition of alkaline and neutral boric acid containing evaporator concentrates resulting from the treatment of radioactive waste water in nuclear power plants with WWER reactors is described as well as the processing of these concentrates to a product suitable for final disposal. Tests with mock solutions of these evaporator concentrates have been performed at the laboratory and teststand scale to produce a dry residue by continuous thickening, which can be processed into a highly leach resistant product, suitable for final disposal, by cementation. Ca-compounds must be added to the evaporator concentrates prior to the drying in an rotary thin-film evaporator (RTFE). The tests showed that neutral evaporator concentrates can be dried in a RTFE with addition of small amounts of Ca-compounds. A reliable inventory control system was developed at the Fast Flux Test Facility (FFTF) to keep track of the occupancy of 900 refueling facility locations, to compile historical data on the movement of each reactor assembly, and to simulate assembly moves. The simulate capability is valuable because it allows verification of documents before they are issued for use in the plant, and eliminates the possibility of planning illegal or impossible moves. The system is installed on a UNIVAC 1100 computer and is maintained using a data base management system by Sperry Univac called MAPPER.
The purpose of the work reported in this paper was to measure the radionuclide buildup in primary heat transport system cell No. 3 at the Fast Flux Test Facility (FFTF) and to compare the results with predicted values from a model based on experimental studies and experience at similar reactors. The information obtained is used for maintenance planning and to enhance ability to assess radionuclide buildup in the future at FFTF and in other reactors.

The solution sees fluids treated during oil well clean-up operations, reducing the potential for overboard oil discharges, and resulting production upsets.

At the RIKEN-RAL Muon Facility, ?- to ? sticking K? X-rays were observed for the first time taking advantage of the pulsed beam structure. The precision of the present measurements was insufficient to distinguish between theoretical models, however the observed K?/K? X-ray intensity ratio tends to be smaller than most of these theoretical predictions.
A krypton recovery pilot plant has been completed for the Power Reactor and Nuclear Fuel Development Corporation. This is the first industrial facility in the world to make practical use of development results for offgas treatment and storage from nuclear facilities. The cryogenic distillation process was adopted as a proven and reliable method to separate krypton and xenon, and to reduce gas effuents to a level so low that the decontamination factor amounts to more than 1000.

The Synthoil process for producing heavy desulfurized fuel oil from coal has been under development at Pittsburgh Energy Research Center since 1969. The status of development and technical feasibility of the process are reviewed. This is part of an engineering and economic evaluation based on the conceptual design of a 100,000-bbl/day commercial Synthoil facility. Experimental data are discussed with regard to their adequacy for the formulation of a basis for the process design of such a facility. Potential engineering and equipment problems are analyzed.

A method of calculating the neutron source strength in irradiated Fast Flux Test Facility (FFTF), fuel has been developed and is presented in this paper. The Monte Carlo transport codes LAHET and MCNP were used to calculate energy fluence spectra at three neutron therapy facilities. The results compare very favourably with measured data. Kerma spectra and the ratio of ICRU muscle tissue kerma to A-150 kerma, along the carbon to oxygen kerma ratio, were determined. Absorbed dose rate calculations are in reasonable agreement with measured values. Use of these codes to study modifications to existing therapy beams is briefly discussed. (author).

The purpose of this thesis is to study the behaviour of the simultaneous flow of oil and water in horizontal pipes. In this connection, two test facilities are used. Both facilities have horizontal test sections with inner pipe diameters equal to 2 inches. The largest facility, called the model oil facility, has reservoirs of 1 m{sub 3} of each medium enabling flow rates as high as 30 m{sub 3}/h, which corresponds to mixture velocities as high as 3.35 m/s. The flow rates of oil and water can be varied individually producing different flow patterns according to variations in mixture velocity and input water cut. Under Federal law, the Department of Energy (DOE) is responsible for safe disposal of Greater-Than-Class C Low-Level Waste (GTCC LLW) generated by licenses of the Nuclear Regulatory commission (NRC) or Agreement States. Such waste must be disposed of in a facility licensed by the NRC. It is unlikely that licensed disposal of GTCC LLW will be available prior to the year 2010. Pending availability of disposal capacity, DOE is assessing the need for collective, long-term storage of GTCC LLW. Potential risks to public health and safety caused by long-term storage of GTCC LLW at the place of generation will be evaluated to determine if alternative facilities are warranted. If warranted, several options will be investigated to determine the preferred alternative for long-term storage. Characterization information was requested by PETC to provide baseline environmental information for use in evaluating needs and in subsequent decision-making for further actions associated with the closeout of facility operations. Claims of property value loss are commonly raised by homeowners when noxious facilities are sited or when new information about the hazards of existing facilities is made public. While the capitalization of externalities into land values is consistent with economic theory, empirical measurement of impacts has not generated consistent results. This is true both for hedonic measurements as well as other types of econometric analyses. While it is well established that job and site risks have similar impacts on regional labor markets, there are no studies relating the presence of a broad range of noxious facilities to local wage premiums.
