The purpose of this study is to clarify the confusing nomenclature and pathogenesis of Developmental Facial Paralysis, and how it can be differentiated from other causes of facial paralysis present at birth. Differentiating developmental from traumatic facial paralysis noted at birth is important for determining prognosis, but also for medicolegal reasons. Given the dramatic presentation of this condition, accurate and reliable guidelines are necessary in order to facilitate early diagnosis and initiate appropriate therapy, while providing support and counselling to the family. We have developed a playmate robot system for playing the rock-paper-scissors game with humans. The playmate robot recognizes the hand motions of a human using image processing without attaching any additional units to the human. The playmate robot system consists of three parts: a game management part, a hand motion recognition part, and a robot hand control part. The system functions as follows. (1) Before the game is played, the game management part decides on the motion of the robot hand from amongst rock, paper, and scissors. Computed tomography allows today to reconstruct three-dimensional (eD) images fram axial scans. The authors report their experience in cranio-facial pathology achived in two Departments of Radiology (University of Trieste, Italy and University of Standford, California). 3D images have been realized using two different softwares, one of which allows to reconstruct both soft tissue and bone structures. The application in maxillo-facial traumas, cranio-facial malformations and head tumours are disscussed. 3D images turned out to be very useful for the optimal visualization and for the spatial demostration of the lesion and have potential applications in cranio-facial surgery and radiotherapy.

The authors present a guide to the imaging of facial fractures. It is illustrated with conventional radiographs and computed tomograms; the magnetic resonance images primarily suggest the potential applications of this technique. This book provides a source of imaging information on facial trauma. A section on pertinent anatomy is followed by a systematic discussion of the common isolated and complex facial fractures. Perspectives are offered on some commonly seen but infrequently described relationships, such as the tripod-LeFort II association. Consideration is also given to related soft-tissue injuries. The book includes a brief chapter on the type and utility of supplementary imaging studies in the evaluation of those intracranial injuries that may occur concurrently.

Based on case studies and action research, this paper investigates and discusses appropriate means for transfer knowledge when relocating manufacturing units. The cases include relocations both within the country and overseas. A framework for identifying suitable means is developed based on the situations which are extracted from the cases. Two parameters are used to classify the situation: the complexity of knowledge, and the environment for transferring the knowledge. Four different groups of means are identified from the case studies; 1) Documents or manuals and peer-to-peer training, 2) Scenarios on real systems, 3) Prototypes and games, and 4) Emulation. These means are evaluated based on the parameters in the framework and proper means are positioned in the framework. This framework can be used to support learning to develop knowledge in the new manufacturing unit.

Low resolution and un-sharp facial images are always captured from surveillance videos because of long human-camera distance and human movements. Previous works addressed this problem by using an active camera to capture close-up facial images without considering human movements and mechanical delays of the active camera. In this paper, we proposed a unified framework to capture facial images in video surveillance systems by using one static and active camera in a cooperative manner. Human faces are first located by a skin-color based real-time face detection algorithm. A stereo camera model is also employed to approximate human face location and his/her velocity with respect to the active camera. The purpose of the Ocean FUSRAP Program, which began in March 1981, is to assess the technical, environmental, and institutional feasibility of disposing, in the ocean and on the ocean floor, of FUSRAP waste which contains traces of natural radioactive materials. The initial planning has focused on the Middlesex, New Jersey, Sampling Plant site and surrounding properties, which contain on the order of 100,000 metric tons of material. The Belgian Congo uranium ore and other uranium ores used by the United States were handled at the sampling plant site and have since been removed.

The Formerly Utilized Sites Remedial Action Program (FUSRAP) of the Department of Energy is designed to identify and evaluate the radiological conditions at sites formerly used by the Corps of Engineers Manhattan Engineer District and the US Atomic Energy Commission. Abstract A 3-month, open-label, single-center study was conducted to determine whether a uniquely formulated and physiologically balanced topical treatment serum containing multiple growth factors, cytokines, peptides, antioxidants and depigmenting agents could improve the visible signs of facial photodamage. Thirty-seven females, aged 32-55 years, with mild to severe, fine and coarse peri-ocular wrinkles were enrolled and completed the study. Subjects applied the treatment serum to the face twice daily for 3 months in conjunction with a basic skincare regimen. Advanced developments in computer technologies offer exciting opportunities for new distribution tools and applications in various fields of physics. The convenient and reliable exchange of data is clearly an important component of such applications. Therefore, in 2003, the A+M Data Unit initiated within the collaborative efforts of the DCN (Data Centre Network) a new standard for atomic, molecular and particle surface interaction data exchange (AM'PSI) based on XML (eXtensible Markup Language). A working group composed of staff from the IAEA, NIST, ORNL and Observatoire Paris-Meudon meets biannually to discuss progress made on the XML schema, and to foresee new developments and actions to be taken to promote this standard for AM/PSI data exchange. Visits were made to selected manufacturing units with 25 or more employees. Information was gathered on energy consumption and advice was given on the opportunities available for improving the efficiency of energy use. Potential energy savings are estimated and recommendations are made on the action that should be taken to improve the efficiency of energy use. In the footwear industry space heating controls, improvements in boiler plant and steam services along with building insulation provide most of the savings potential. In the leather industries major energy saving opportunities can be found in low-temperature drying, and heat recovery, where the use of heat pumps could contribute substantial savings in drying and process water heating. Boiler controls and good housekeeping are areas where firms can make worthwhile savings at very little capital cost. (MCW)

A mobile gamma-ray scanning system has been developed by Oak Ridge National Laboratory for use in the U.S. Department of Energy's remedial action survey programs. The unit consists of NaI(Tl) detectors housed in a specially equipped van. The system is operator controlled through an on-board minicomputer with data output provided on the computer video screen, strip chart recorders, and an on-line printer. Data storage is provided on floppy disk. Multichannel analysis capabilities are included for qualitative radionuclide identification. A "2"2"6Ra-specific algorithm is currently employed to identify locations containing residual radium-bearing materials.

This decision document presents the selected remedial action for the Ruston/North Tacoma Study Area, in Ruston and Tacoma, Washington. The EPA has divided the Commencement Bay/Nearshore Tideflats Superfund site into seven operable units (OU's) in order to facilitate the investigation, analysis, and cleanup of this very large site. Four of these OU's are associated with the Asarco smelter: OU 02 - Asarco Tacoma Smelter; OU 04 - Asarco Off-Property (Ruston/North Tacoma Study Area); OU 06 - Asarco Sediments; and OU 07 - Asarco Demolition. The remedy described in this ROD addresses OU 04 and involves the cleanup of arsenic and lead contaminated soils and slag in the Study Area, the residential community surrounding the smelter. This remedy will address the principal threat posed by conditions at the site, which is the ingestion of contaminated soil and dust.

Construction of the French PWR nuclear program started in the early 70s, at the time a number of operating plants in the US were being affected by the first corrosion problems. Since, at that time, its construction program was in an early stage, FRAMATOME was able to make modifications on the first units to improve steam generator resistance to corrosion. For instance, full depth expansion of the tubes in the tube-sheet using an explosive process (Westex) was performed on Fessenheim 1 steam generators already installed on site. Later on, continuous operating experience was being obtained in the US, before startup of the French units. The selection of the sequences is performed based on the review of the NEI Peer Review Process Guidance and ASME PRA Standard. Success criteria are the important element of PSA quality. Success criteria decide the success or failure of the key function in the PSA event tree. It is defined as a minimum set of components/trains of system required to mitigate an accident. Thermal-hydraulic codes are generally used to derive time-related criteria in the PSA, such as operator action time used in human reliability analysis (HRA), event timing, and time to recover the component or the power. A 52-year-old woman had a history of left hearing loss for 5 years. An acoustic neurinoma with 3.2 cm in diameter was diagnosed and treated with gamma-knife radiosurgery (19 Gy of marginal dose) 1 year and 4 months ago. She developed headache, nausea, and visual disturbance 1 month prior to admission. Slight left facial palsy appeared after radiosurgery. Magnetic resonance imaging demonstrated the tumor with central necrosis in the left cerebellopontine angle cistern, increasing in size to 3.5 cm in diameter, and hydrocephalus. Tumor removal was performed incompletely, because of the fibrous appearance of the tumor and severe adherence with the surrounding cerebellar tissue. Facial palsy did not worsen after surgery. Since the hydrocephalus was not resolved, a right ventriculo-peritoneal shunt was inserted. Several farmlands in northern Taiwan were contaminated heavily by industrial effluents containing heavy metals (cadmium and lead) in the early 1980s. This case report describes the treatment of a 16-year-old girl who had severe bialveolar protrusion. Patients with bialveolar protrusion are commonly treated with four first premolar extractions and retraction of the anterior teeth. Unfortunately in this patient, the mandibular left second molar had to be extracted because of extensive caries. To create sufficient space for retraction of the anterior teeth, the mandibular left posterior teeth were retracted with the mandibular posterior microimplant (1.2 mm in diameter, 6 mm long) placed into the retromolar area followed by en masse retraction of the mandibular anterior teeth. Microimplants can provide anchorage for obtaining a good facial profile even without premolar extraction in the case of bialveolar protrusion with the absence of the second molar. PMID:17319776

The studied coal bearing series has a parallel origin. The following facial complexes are isolated in its composition: lakes free of vegetation without coal interlayers; overgrown lakes of their margins which are poor in coals; swampy lakes, whose peat beds formed coal layers of shallow or moderate depth; channel sediments without coal layers and swamps from between channel spaces which created thick coal strata of high quality for which, however, a strong changeability in thickness is intrinsic. The coal strata are normally split towards the central parts of the lake basins and river channels. The coal presence of the suite is reduced along the section which is associated with the replacement of the lake swamp conditions of sedimentation by lake river conditions. A paleotectonic analysis established that the distribution of the zones richest in coal was controlled by consedimentational structural elements.

A medical investigation was performed at the workplace among university staff (n = 173) from four university buildings in Bergen, in March 2004. Tear film break up time (BUT) was measured by two methods. Nasal patency was measured by acoustic rhinometry. In this paper we focus on appearance features describing the manual component of Sign Language particularly the Local Binary Patterns. We compare the performance of these features with geometric moments describing the trajectory and shape of hands. Since the non-manual component is also very important for sign recognition we localize facial landmarks via Active Shape Model combined with Landmark detector that increases the robustness of model fitting. We test the recognition performance of individual features and their combinations on a database consisting of 11 signers and 23 signs with several repetitions. Obstruction of the airway by adenoid tissue, nasal septal deviation or abnormal morphology of the area is associated with characteristic changes in craniofacial morphology such as long anterior face height, facial retrognathism, and a steep inclination of mandibular plane often with a high vaulted palate and crossbite. We have developed refined statistical and modeling techniques to assess low-level uptake and urinary excretion of plutonium from different population group in the northern Marshall Islands. Urinary excretion rates of plutonium from the resident population on Enewetak Atoll and from resettlement workers living on Rongelap Atoll range from <1 to 8 {micro}Bq per day and are well below action levels established under the latest Department regulation 10 CFR 835 in the United States for in vitro bioassay monitoring of {sup 239}Pu. However, our statistical analyses show that urinary excretion of plutonium-239 ({sup 239}Pu) from both cohort groups is significantly positively associated with volunteer age, especially for the resident population living on Enewetak Atoll. As a result, the eigenstates of these observables decohere and behave like classical states. Continuous destruction of superpositions leads to the effective environment-induced superselection (einselection), which is beginning to be recognized as a key step in the transition from quantum to classical. We investigate it here in the context of quantum chaos. I show that the evolution of a chaotic macroscopic system is not just difficult to predict (requiring accuracy exponentially increasing with time) but quickly ceases to be deterministic in principle as a result of the Heisenberg uncertainty (which limits the available resolution). The evaluation results of human reliability analysis (HRA) of the post-accident human errors in the LPSD PSA model for the KSNP showed that 10 items among 19 items of supporting requirements for those in the ANS PRA Standard were identified as them to be improved. Thirty-five patients with temporal bone fractures were examined; the fractures were sometimes associated with dislocation of the assicular chain caused by road fatalities. Computed Tomography (CT) was performed either because of the presence of clinical symptoms associated with trauma of the temporal bone, because of a hemotympanum discovered during a CT scan of the brain. Thirty-three fractures were detected: 19 longitudinal, 6 transverse, and 8 complex. An incudostapedial dislocation was also detected, together with a displacement of a stapedial prosthesis from the lenticular process of incus, and 3 incus-malleus dislocation associated with fractures. We study general two-dimensional sigma-models which do not possess manifest Lorentz invariance. We show how demanding that Lorentz invariance is recovered as an emergent on-shell symmetry constrains these sigma-models. The resulting actions have an underlying group-theoretic structure and resemble Poisson--Lie T-duality invariant actions. We consider the one-loop renormalization of these models and show that the quantum Lorentz anomaly is absent. We calculate the running of the couplings in general and show, with certain non-trivial examples, that this agrees with that of the T-dual models obtained classically from the duality invariant action. Hence, in these cases solving constraints before and after quantization are commuting operations.

Canada has undertaken to stabilize greenhouse gas emissions to 1990 levels by the year 2000. To achieve that objective, a voluntary challenge registry (VCR) plan was initiated by the federal and provincial governments to encourage industry, governments, and public sector to take voluntary actions that would contribute to the reduction of greenhouse gas emissions. The initiatives that CAPP member companies have taken were outlined in CAPP's 1995 Action Plan: Climate Change Voluntary Challenge, which was included with this report. The measures reported to date resulted in CO_2 reductions of 812,722 tonnes per year. The report provided a chronological review of CAPP actions in the field of climate changes since 1989, a summary of member action plans, and a listing of new technologies and their impact on greenhouse gas emissions.

We extend the analysis of a previous paper to the bosonic case and find the one-derivative effective action valid in the vicinity of rolling tachyons with an energy not larger than that of the original D-brane. For on-shell tachyons rolling down the well-behaved side of the potential in this theory, the energy is conserved and the pressure eventually decreases exponentially. For tachyons rolling down the 'wrong' side, the pressure instead blows up in a finite time. (author)

We propose a basic strategy to obtain a consistent on-shell effective action of open-string tachyons, on the background where closed-string tachyons are already condensed. We use sigma-model approach, basically. We regard D-instanton-like objects with appropriate weight as closed-string tachyon tadpoles, and we insert them into worldsheets to analyze the effect of closed-string tachyons.

The dimensionally reduced effective action of the bosonic sector of the heterotic string in critical dimensions is employed to derive a Wheeler-DeWitt equation for the Bianchi type-IX cosmology. An exact solution is found that becomes strongly peaked around the isotropic limit as the volume of the three-geometry increases. In principle the global O(6,6) symmetry of the effective action can be employed to generate new solutions from the one presented here.

To estimate the success criteria of an operator's action time for a probabilistic safety/risk assessment (PSA/PRA) of a nuclear power plant, the information from a safety analysis report (SAR) and/or that by using a simplified simulation code such as the MAAP code has been used in a conventional PSA. However, the information from these is often too conservative to perform a realistic PSA for a risk-informed application. To reduce the undue conservatism, the use of a best-estimate thermal hydraulic code has become an essential issue in the latest PSA and it is now recognized as a suitable tool. In the same context, the 'ASME PRA standard' also recommends the use of a best-estimate code to improve the quality of a PSA. Dept. of Environment and Conservation; (2) perform a preliminary RI, including risk assessments, and an FS with existing data to identify areas where remedial action may be necessary; (3) gather additional field data to adequately define the nature and extent of risk-based contaminants that present identifiable threats to human and/or ecological receptors; and (4) develop remedial action alternatives to reduce risks to acceptable levels.

We investigate the equivariant cohomology of the natural torus action on a K-contact manifold and its relation to the topology of the Reeb flow. Using the contact moment map, we show that the equivariant cohomology of this action is Cohen-Macaulay, which is a generalization of equivariant formality for torus actions without fixed points. As a consequence, a generic component of the contact moment map is a perfect Morse-Bott function for the basic cohomology of the orbit foliation F of the Reeb flow. Assuming that the closed Reeb orbits are isolated, we show that the basic cohomology of F is trivial in odd degrees, and its dimension equals the number of closed Reeb orbits. We characterize the K-contact manifolds with minimal number of closed Reeb orbits as real cohomology spheres. The main goal was to develop highly integrated concepts, allowing the reduction of PV sound barrier systems costs, as well as the demonstration of specific concepts for different noise situations. This project is strongly correlated with a German project. Three of the concepts of the competition are demonstrated along a highway near Munich, constructed in 1997. The three Swiss installations had to be constructed at different locations, reflecting three typical situations for sound barriers. To assess the contribution of adrenal-derived androgens in women with hirsutism, adrenal scintigrams under dexamethasone suppression (DS) were performed on 35 women with increasing facial or body hair and irregular or absent menses. Based upon the DS regimen chosen (8 mg/d for 2 days or 4 md/d for 7 days before the injection of 6..beta..-(/sup 131/I)iodomethylnorcholesterol), three imaging patterns were identified. The first was the absence of uptake before 3 days (8-mg DS) or before 5 days (4-mg DS) after injection. This imaging pattern was seen in 17 of the 35 patients studied and was considered normal. The second pattern was bilateral uptake earlier than 3 days (8-mg DS regimen) or 5 days (4-mg DS) after injection. Full text: Chronic fatigue syndrome (CFS) is a complex disorder characterised by profound fatigue and neuropsychiatric dysfunction. Previous studies with cerebral perfusion SPECT (rCBF) scans were performed with inhomogeneous patient populations and were not analysed with Statistical Parametric Mapping (SPM). We have used SPM to study subjects with moderate CFS based on the Fukuda criteria, who were not on medication and not depressed, compared to age matched control subjects. An apparent bimodal age distribution has been observed in CFS. Subjects were therefore divided into two age groups: 16-35 or under 35 (17 CFS, 11 control) and 36-61 or over 35 (15 CFS, 15 control). HMPAO brain SPECT was acquired on a 3-head camera. Effects of ethanol in vitro on membrane vesicles were evaluated by monitoring "3"6Cl"- influx. Different assay parameters were tested to determine increased or decreased action of ethanol on GABA-activated chloride channels. The ability of 30 mM ethanol to augment "3"6Cl"- flux was seen at 0 degree C, in the absence of GABA, and at 34 degree C in the presence of GABA, using two different assay procedures. Picrotoxin blocked the direct effects of ethanol suggesting GABA_a involvement. Endogenous GABA in the medium surrounding the microsacs was assayed at different temperatures both in the presence and absence of GABA and ethanol. The direct effect of ethanol did not appear to involve the action of endogenous GABA. In addition to temperature effects on the assay, time of membrane storage also influenced ethanol action. Little formal planning has been done to articulate the management required to complete the conversion of operational Army and Air Force units. For those operational forces tasked to provide continuous combat readiness throughout metrication, management problems associated with the conversion are particularly difficult because of the nature of these assigned missions. This short article discusses the results of a market survey on ventilation systems for residential buildings and the role played by ventilation systems in our daily lives. Problems incurred as a result of insufficient ventilation conditions such as the formation of mould in dwellings whose windows have been replaced with better seals are discussed, for example. The negative image of air-conditioning and its causes are examined. The need for action in this area is stressed. Further findings of the study are presented, including a detailed review of current equipment and scenarios on how these systems can develop in the future. The extension of the study to cover the situation in further European countries is mentioned.

According to the classical Plante-Thurston Theorem, all nilpotent groups of $C^2$-diffeomorphisms of the closed interval are Abelian. Using techniques coming from the works of Denjoy and Pixton, Farb and Franks constructed a faithful action by $C^1$-diffeomorphisms of $[0,1]$ for every finitely-generated, torsion-free, non-Abelian nilpotent group. In this work, we give a version of this construction that is sharp in what concerns the H\\"older regularity of the derivatives. Half of the proof relies on results on random paths on Heisenberg-like groups that are interesting by themselves.

This action plan describes the view of the Working Group Decentralized Infrastructure on how grid operators should prepare for the implementation of decentralized applications in the next 4 years. Currently, various parties (among which grid operators) are making preparations for the installation of smart meters in dwellings in the Netherlands. The operation will take up several years. The working group sketches opportunities with the smart meter cupboard and the smart meter in support of the developments under the Energy Transition (ET), identifying several actions in this action plan (Chapter 3). This paper presents a multicriteria analysis of ventilation during summertime in Europe. Multicriteria analysis theories are used to determine the most suitable ventilation strategy on a university building, that is to say to ensure the best possible indoor air quality, thermal comfort of the occupants and the lower energy consumption in case of accelerated diurnal or nocturnal ventilation and/or air conditioning. After defining the possible actions, the criteria of quality regarding thermal comfort, indoor air quality and energy consumption are defined. The possible actions are then assessed relative to each of these three criteria and ranked from the best to the worst ones using two different multicriteria analysis methods. (author)

In the framework of the negotiations on the climatic changes, beginning at Rio in 1992, the France received an UN conference from the 4 to 15 of september 2000. This conference determined the necessary actions for the Kyoto protocol validation. This document presents in two part the program of these days. The first part is devoted to the world government policy and the second part defines the french actions decided to fight against the climatic change. This study compares the effectiveness of potassium chloride with guanidine chlorhydrate in the prevention of clay swelling. The results given on various swelling tests on calcic montmorillonite led to the conclusions that (1) guanidine chlorhydrate is more effective than potassium chloride, especially in low concentrations, and (2) water immersion of samples treated by both solutions shows the permanent feature of the inhibitive action of guanidine chlorhydrate in swelling on one hand and the important increase in swelling of immersed samples treated by potassium chloride on the other. The viscosity measure of montmorillonite suspensions, before and after solution ion elimination by dialysis, confirms these observations.

This paper is intended to describe how the citizens who are living near power plants or more generally nuclear facilities can be involved in the radiological control of their environment. Through the experience of the last twenty years, the article describes the conditions of the progressive setting up of a non- governmental system of control to build its principles of action and put them into practice. Three kinds of actions are described, the first two dealing with the problems in France and the last one related to a post-accidental situation in the contaminated areas of Belarus. The conclusion underlines how important it is to encourage this kind of involvement in order to increase public awareness of nuclear activities and their consequences. (authors)

The diagonal and symmetric Bianchi type IX models are coupled to a homogeneous spinor field. An action for the combined fields is constructed, where the orthonormal basis used is given explicitly in terms of the metric. This allows one to vary the action with respect to the metric and the spinor fields only. Next, a Hamiltonian formulation is given, and a qualitative solution for the problem is presented. We also show that the k = +1 FRW (Friedmann--Robertson--Walker) model is not compatible with a homogeneous spinor field, while the more complicated models are.
