On the 3. and 4. November 1982 the sixth conference of the Corporation for Reactor Safety (GRS) was held in Cologne's Guerzenich. The theme of this year's meeting was the 'Status of Risk Investigations at Nuclear Power Plants'. A principal topic was a report on findings made by the GRS during the 'Risk Oriented Analysis SNR-300'. The second topic comprised the newest developments within Phase B of the Risk Study of Water Pressure Reactors, the discussion of the dose/effect relationship and considerations on threshold risk values. Improved boundary conditions for the cultivation and utilization of renewable feedstocks in Europe as well as advances in the manufacture and use of intermediate products, special and fine chemicals, and new materials on this basis were the topics of a second symposium, organized this time by Hoechst AG, together with the federal ministry of food, agriculture and forestry, in Frankfurt-Hoechst on May 5th and 6th. With more than 300 attendants from the sectors politics, farming, industry, science and administration, the meeting again encountered great interest. (orig.).

This past year has been very exciting for the experimental free-electron laser (FEL) programs. At three Laboratories, oscillator experiments were performed with wavelengths from the visible to far infrared. The output powers are steadily advancing. The status of these programs will be discussed. As shorter wavelengths and higher powers are pursued, higher currents with improved beam quality will be required. Advanced electron linacs should be developed to meet these demands. 13 references, 5 figures, 3 tables.

Two of the working sessions of the meeting were devoted to aspects of international atomic energy law; the international character of the meeting was also reflected by the home countries of the members of the panel discussion concluding the working sessions. There was substantial reason to put emphasis on the international dimension of the topics discussed. In June 1994, the Nuclear Safety Convention had been signed in Vienna by diplomatic representatives of the signatory countries, and this Convention marks a signpost in the history of international atomic energy law. At the time the meeting was held, negotiations for improving the international nuclear lability law, which had been dragging on since 1989, had come to a stalemate. The JUPITER-II Program is the Joint Physics Large Heterogeneous Core Critical Experiments Program between the U.S. Department of Energy (US DOE) and PNC, Japan. The experiments began in May 1982 and ended in April 1984, as a part of the ZPPR-13 program. The ZPPR-13 is a series of critical assemblies designed to study the fundamental neutronic behavior of large, radially-heterogeneous LMFBR cores. This report describes the results of analysis of ZPPR-13A and preliminary analysis of ZPPR-13B, and some topics of recent activities in fast reactor physics.

The symposium, Polycrystalline Thin Films - Structure, Texture, Properties, and Applications III, was held at the 1997 Materials Research Society Spring Meeting on March 31--April 4 in San Francisco, California. The topics and investigations were interdisciplinary in nature, and ranged from fundamental to technological. Specifically, the work presented in this volume includes film growth, texture and structural evolution, phase transformation, characterization of grain boundaries and interfaces, stress analysis, and works on polycrystalline Si and SiGe films and devices. Fifty four papers were processed separately for inclusion on the data base.

This paper provides a concise summary of the current status of the research and future perspectives discussed in the Mini-Conference on Angular Momentum Transport in Laboratory and Nature. This Mini-conference, sponsored by the Topical Group on Plasma Astrophysics, was held as part of the American Physical Society's Division of Plasma Physics 2007 Annual Meeting (November 12{16, 2007). This Mini-conference covers a wide range of phenomena happening in fluids and plasmas, either in laboratory or in nature. The purpose of this paper is not to comprehensively review these phenomena, but to provide a starting point for interested readers to refer to related research in areas other than their own.

Non-destructive testing (NDT) is a dynamic technology and progresses with time. Since the issuance of IAEA-TECDOC-628 in 1991, the technology has experienced numerous changes. Advancements in knowledge about the behaviour of materials have led to changes in the applicable NDT codes, standards and specifications. In addition, over the last ten years, as a result of extensive research and development activities worldwide, new NDT techniques and equipment have been developed which are accepted by engineering community. To accommodate the latest developments, modifications are required to training materials. The present publication is an updated version of IAEA-TECDOC-628. This conference and trade show provided a forum to present new, emerging and existing technologies that will play a key role in ensuring that hydrocarbon exploitation occurs in a sustainable manner, where costs and resource recovery are optimized while minimizing environmental impacts. The challenge of developing maturing basins, frontier lands and unconventional resources was discussed. In particular, the application of thermal recovery methods such as steam assisted gravity drainage (SAGD) for the in-situ recovery of heavy oils and bitumens was reviewed and compared with the performance of alternative enhanced energy recovery technologies such as vapor extraction (VAPEX). The U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) administers and operates the Waste Isolation Pilot Plant (WIPP) site, which hosts a deep geologic repository for safe disposal of U.S. defense-related TRU waste and is located 42 kilometers (km) east of Carlsbad, New Mexico. CBFO also manages the National Transuranic Waste Program (NTP), which oversees TRU waste management from generation to disposal. The WIPP began receiving waste in March 1999. In some areas of broad international interest, the CBFO has developed a leading expertise through its 25-year WIPP repository and TRU waste characterization activities. Full text: The ITWG was first formed in 1995 for the purpose of fostering international cooperation for combating illicit trafficking of nuclear materials. The initial focus for the ITWG was on the development of nuclear forensics to help answer attribution questions regarding nuclear materials of unknown origin. More recently, the ITWG has also expanded its focus to include detection of nuclear materials during transit. This paper presents some of the key developments by this group and their potential impact for combating nuclear smuggling. The initial focus of the ITWG was to write a status report on international cooperation on nuclear smuggling forensic analysis. This 26-page report summarized previous work on nuclear forensics and gave an initial analysis on prioritizing techniques and methods for forensic analysis regarding source and route attribution. Biomass is one of the main natural resources in Sweden. The present low-CO{sub 2} emission characteristics of the Swedish electricity production system (hydro and nuclear) can be retained only by expansion of biofuel applications for energy purposes. Domestic Swedish biomass resources are vast and renewable, but not infinite. They must be utilized as efficiently as possible, in order to make sure that they meet the conditions for sustainability in the future. Application of efficient power generation cycles at low costs is essential for meeting this challenge. This applies also to municipal solid waste incineration with energy extraction, which should be preferred to its dumping in landfills. Hybrid dual-fuel combined cycle units are a simple and affordable way to increase the electric efficiency of biofuel energy utilization, without big investments, uncertainties or loss of reliability arising from complicated technologies. The goal of this program was to increase the high-temperature strength of the H-Series of cast austenitic stainless steels by 50% and upper use temperature by 86 to 140 F (30 to 60 C). Meeting this goal is expected to result in energy savings of 38 trillion Btu/year by 2020 and energy cost savings of $185 million/year. The higher strength H-Series of cast stainless steels (HK and HP type) have applications for the production of ethylene in the chemical industry, for radiant burner tubes and transfer rolls for secondary processing of steel in the steel industry, and for many applications in the heat-treating industry. The project was led by Duraloy Technologies, Inc. with research participation by the Oak Ridge National Laboratory (ORNL) and industrial participation by a diverse group of companies. Prior to 1978, the Wilsonville Advanced Coal Liquefaction facility material balance surrounded only the thermal liquefaction unit and involved analyses of only the slurry stream and individual gas streams. The distillate solvent yield was determined by difference. Subsequently, several modifications and additional process units were introduced to this single unit system. With the inclusion of the deashing unit in 1978 and the catalytic hydrogenation unit in 1981, the process has evolved into a sophisticated two-stage coal liquefaction process and has the potential for various modes of integration. This report presents an elemental balancing procedure and a simplified presentation format that is sufficiently flexible to meet current and future needs. Economics may one day dictate that it makes sense to replace oil or natural gas with coal in boilers that were originally designed to burn oil or gas. In recognition of this future possibility, Pittsburgh Energy Technical Center (PETC) has supported a program led by ABB Power Plant Laboratories in cooperation with the Energy and Fuels Research Center of Penn State University to develop the High Efficiency Advanced Coal Combustor (HEACC). The objective of the program is to demonstrate the technical and economic feasibility of retrofitting a gas/oil designed boiler to burn micronized coal. The Fourth Annual Participants' Information Meeting of the Department of Energy Low-Level Waste Management Program was held in Denver, Colorado, August 31 to September 2, 1982. The purpose of the meeting was to report and evaluate technology development funded by the program and to examine mechanisms for technology transfer. The meeting consisted of an introductory plenary session, followed by two concurrent overview sessions and then six concurrent technical sessions. There were two group meetings to review the findings of the technical sessions. The meeting concluded with a plenary summary session in which the major findings of the meeting were addressed. We discuss three distinct topics of independent interest; one in enumerative combinatorics, one in symmetric function theory, and one in algebraic geometry. The topic in enumerative combinatorics concerns a q-analog of a generalization of the Eulerian polynomials, the one in symmetric function theory deals with a refinement of the chromatic symmetric functions of Stanley, and the one in algebraic geometry deals with Tymoczko's representation of the symmetric group on the cohomology of the regular semisimple Hessenberg variety of type A. The goal of the railplug project is to commercialize this miniaturized railgun as an engine technology as rapidly as possible. To improve the technology transfer process, a board of industrial advisors was established. A list of representatives is included at the end of this annual report. The Railplug External Advisory Board (REAB) met in Austin on March 17--18, 1991 to discuss the project plan. A list of comments from the REAB is included at the end of this progress report, along with our written response to those comments. An alternate ``first`` meeting with some representatives of the REAB was held on July 9, 1991. This meeting was attended by most of the board members who were unable to attend the first meeting. The purpose of the meeting was to bring together a number of scientists active in the development and use of passive radon monitoring instrumentation, primarily activated charcoal detectors and alpha track detectors. Many of those present expressed a desire to receive copies of the viewgraphs and other materials presented. Most have supplied extended abstracts or complete reports. These materials are reproduced here as a Technical Measurements Center Report for the benefit of those attending the meeting and for others interested in passive radon monitoring. This topical report presents data and results obtained from the hydrogen microautoclave. The autoclave has been used to test for the quality of hydrotreater residue product and hydrotreater catalyst activity. Data obtained from Run 242 and the first part of Run 243 is presented in a convenient format and conclusions based upon this data are summarized. Some of the topics discussed in this report are the following: development and description of procedures for the catalyst and hydrotreater residue, the significance of test results and their meaning, and the relationship of test results to process performance. 7 references, 13 tables, 22 figures.

Carbon monoxide can be produced in severe accidents from interaction of ex-vessel molten core with concrete. Depending on the particular core-melt scenario, the type of concrete and geometric factors affecting the interaction, the quantities of carbon monoxide produced can vary widely, up to several volume percent in the containment. Carbon monoxide is a combustible gas. The carbon monoxide thus produced is in addition to the hydrogen produced by metal-water reactions and by radiolysis, and represents a possibly significant contribution to the combustible gas inventory in the containment. Assessment of possible accident loads to containment thus requires knowledge of the combustion properties of both CO and H_2 in the containment atmosphere. Extensive studies have been carried out and are still continuing in the nuclear industry to assess the threat of hydrogen in a severe reactor accident. A Consultants' Meeting on 'The assessment of soil conservation technologies for sustainable agricultural production' was held in Vienna at the IAEA Headquarters from May 28-30, 2001. The consultants' presentations reviewed recent advances in the use of fallout radionuclides to measure soil erosion as well as approaches and technologies applied for soil conservation worldwide. Also, activities and experiences of FAO and UNEP in the field of land degradation, soil conservation and related issues were presented. Based on the information provided by the Scientific Secretary, a full project proposal was prepared during the second part of the Consultants' Meeting. The consultants also provided recommendations on the formulation and implementation of a future CRP on the subject.

Particle physics is driven by five great topics. Neutrino oscillations and masses are now at the fore. The standard model with extensions to supersymmetry and a Higgs to generate mass explains much of the field. The origins of CP violation are not understood. The possibility of extra dimensions has raised tantalizing new questions. A fifth topic lurking in the background is the possibility of something totally different. Many of the questions raised by these topics require powerful new accelerators. It is not an overstatement to say that for some of the issues, the accelerator is almost the experiment. Indeed some of the questions require machines beyond our present capability. Most candidates for surgery have excellent spectacle- or contact lens-corrected vision. Although microbial keratitis following refractive surgery is a rare complication, and usually has a good visual outcome, it can be sight-threatening. Isotopically selective IR multiphoton dissociation of molecules (SF_6, CF_3I) in a pulsed gas-dynamic flow interacting with a solid surface was studied for the first time. A noticeable (severalfold) increase in the yield of products (compared to excitation of molecules in an unperturbed flow) without a substantial decrease in the selectivity of the process was observed. The metabolism of organic matter in the coastal regions of the ocean may significantly affect the oceanic carbon budget. This paper describes the high percentage (30%) of oceanic oxidation that occurs in coastal areas and the impact of this metabolism on the carbon cycle and climate of earth. Organic metabolism in the ocean appears to be a source of carbon dioxide release into the atmosphere. Oxidation in the coastal zone is of special interest, as it is likely influenced by anthropogenic activity. This SER provides the safety criteria for restart and documents the results of the staff reviews of the DOE and operating contractor activities to meet these criteria. To develop the restart criteria for the issues discussed in this SER, the Savannah River Restart Office and Savannah River Special Projects Office staffs relied, when possible, on commercial industry codes and standards and on NRC requirements and guidelines for the commercial nuclear industry. Therefore, in 2003, the A+M Data Unit initiated within the collaborative efforts of the DCN (Data Centre Network) a new standard for atomic, molecular and particle surface interaction data exchange (AM'PSI) based on XML (eXtensible Markup Language). A working group composed of staff from the IAEA, NIST, ORNL and Observatoire Paris-Meudon meets biannually to discuss progress made on the XML schema, and to foresee new developments and actions to be taken to promote this standard for AM/PSI data exchange. The Forum provides an opportunity for states and compacts to share information with one another and to exchange views with officials of federal agencies. The Forum participants include representatives from regional compacts, designated host states, unaffiliated states, and states with currently-operating low-level radioactive waste facilities. This report contains information synthesizing the accomplishments of the Forum, as well as any new advances that have been made in the management of low-level radioactive wastes.

Hybrid electric vehicles (HEV) need long-lived high-power batteries as energy storage devices. Batteries based on lithium-ion technology can meet the high-power goals but have been unable to meet HEV calendar-life requirements. As part of the US Department of Energy's Advanced Technology Development (ATD) Program, diagnostic studies are being conducted on 18650-type lithium-ion cells that were subjected to accelerated aging tests at temperatures ranging from 40 to 70 C. This article summarizes data obtained by gas chromatography, liquid chromatography, electron microscopy, X-ray spectroscopy and electrochemical techniques, and identifies cell components that are responsible for the observed impedance rise and power fade.

During 1978 the Engineering Board of SRC granted Specially Promoted Program status to the Coal Technology program. This recognized that coal would increase in importance as the cost of liquid and gaseous hydrocarbons rises with the decreasing availability of petroleum related sources. It was, therefore, considered necessary to anticipate and improve, through SRC supported research, the technologies required to win, transport, convert to liquid and gaseous fuels and utilize coal and coal based substances. In view of the interest in the program, and also in the hope of reaching a still wider audience the reports of the two meetings have been combined in this single booklet. The reports indicate specific problems of importance in coal winning and coal conversion but, naturally, do not cover all of the program priorities.

This presentation focuses on the steps taken by the Westinghouse Hanford Company to meet an accelerated schedule for configuration and implementation of the MULTI LIMS in a multiple laboratory environment. The Westinghouse Hanford Company purchased the MULTI LIMS Laboratory Information Management System in August, 1993. Hardware delivery began in October, 1993. Less than four months later, the initial configuration was released for use in two Westinghouse Hanford Company laboratories. Several major obstacles were overcome during implementation. These include information gathering for base table loading, user training, acceptance of the new system by users of a legacy system, and hardware configuration issues. The methods used for the ampacity calculation are described. The fluid circulation approach required to meet the feeder emergency load requirements are discussed. As competition dramatically reshapes power markets, electric utilities strive to increase flexibility in their commitments and limit exposure to market risks. This paper provides an overview of a promising tool called option valuation which is useful for analyzing and managing risks. The paper demonstrates an application of these techniques for developing new pricing products tailored to meet customers` risk preference.

A polarized proton physics run took place during January, 1988, at the Brookhaven AGS. It is the purpose of this paper to review the tune-up period preceding that run. This was the third such run at the AGS; the others occurred in June of 1984 and February of 1986. Some comparisons will be drawn among these. A thorough review of the history and hardware associated with the acceleration of polarized protons at the AGS can be found in the proceedings of the last meeting of this group at Protvino and will not be repeated here. 2 refs., 6 figs., 1 tab.

As oil supplies diminish, Britain will have to rely more and more on coal as one of the energy alternatives. To burn coal cleanly and efficiently coal will have to be converted into gas and liquid fuels to replace natural gas and oil. The research and development programme of the National Coal Board is directed towards meeting these new challenges. This paper outlines some of the Coal Board's current projects in the fields of industrial combustion, power generation, domestic combustion, coal gasification and coal liquefaction. 10 figs.

The annual production of phosphate rock, on the order of about 30-40 million tons yearly, represents several million pounds of uranium. The present invention provides a process of purifying uranium tetrafluoride hydrate to produce a uranium (VI) peroxide product meeting 'yellow cake' standards using a double precipitation procedure. A fluoride complexing agent is used in the precipitation.
