This paper describes the simulation of the operating environment of the New York Power Pool (NYPP) within the Dispatcher Training Simulator facility at the New York State Electric and Gas Corporation (NYSEG). The NYSEG control center uses real-time data received from the NYPP control center to control its internal generation. In addition, the NYSEG dispatchers work very closely with the NYPP dispatchers. The exact emulation of the Generation Control functions of the NYPP EMS, and the associated data exchange with the NYSEG ECS, contribute greatly to the high degree of realism achieved in the NYSEG DTS facility. The accuracy of the power system simulation in the DTS has been validated against actual power system disturbances recorded at NYSEG.

Abstract A series of studies performed at our center demonstrates that gaseous microemboli (GME) remain a challenge in cardiac surgical procedures. Evaluation of novel oxygenators must address hemodynamic parameters and microemboli capture capability. The objective of this study is to compare two neonatal membrane oxygenators, the Quadrox i (MAQUET Cardiopulmonary AG, Hirrlingen, Germany) and the Capiox RX05 (Terumo Corporation, Tokyo, Japan), with respect to GME capture and hemodynamic energy delivery. This paper describes a gas transmission pipeline company with dissimilar local control and Supervisory Control and Data Acquisition (SCADA) systems that had formed over time, and the solution that was put into place to consolidate those systems. Great Lakes Gas Transmission Company (GLGT) had historically operated the pipeline from four geographically different locations with a combination of various local man-machine interface (MMI) control systems and an aging SCADA system. As new control systems were installed at compressor and meter stations, local and corporate data acquisition needs changed. It became apparent that the existing SCADA system which telemetered a minimal set of control data could no longer support growth requirements. The decision was made to replace the old SCADA system with a new open state-of-the-art architecture. The project involves the design, fabrication, installation, and operation of a hydrogen liquefier providing significantly reduced capital and operating costs, compared to present liquefiers. To achieve this goal, magnetic refrigeration, a recently developed, highly efficient refrigeration technology, will be used for the liquefaction process. A demonstration of the first mobile 'on-off' neutron radiography system, developed by Vought Corporation Advanced Technology Center, has been conducted at McClellan Air Force Base. On-site neutron radiography operations with the engineering model were carried out to demonstrate the potential of such a system for in situ detection of hidden moisture and corrosion in aircraft structures, and to assess the performance of the unique hardware system in a depot environment. Inspections were performed on F-111 and F-106 aircraft, and several structures removed from T-39 and A-10 aircraft were also inspected. The effectiveness of the new N-ray system for imaging moisture and corrosion was confirmed after subsequent removal of skins from some of the F-111 structures. An approach to solving the problem of managerial control quality improvement corporate information-calculating networks (CICN) is proposed. The approach is based on the concept of a flexible toolkit. A macro-model, system-science and system-engineering models of an intelligent managerial control system (IMCS) for CICN development are considered as well as its dynamics. The perceptual center (P-center) is fundamental to the timing of heterogeneous event sequences, including music and speech. Unfortunately, there is currently no comprehensive and reliable model of P-centers in acoustic events, so P-centers must instead be measured empirically. This study reviews existing measurement methods and evaluates two methods in detail?the rhythm adjustment method and a new method based on the phase correction response (PCR) in a synchronous tapping task. The two methods yielded consistent P-center estimates and showed no evidence of P-center context dependence. The PCR method appears promising because it is accurate and efficient and does not require explicit perceptual judgments. The group- V vacancy pair, the so-called E-center, has recently been demonstrated to have, both in Si and Ge, more complicated energy-level schemes in the energy gap than were previously assumed. The E-center in silicon has, in addition to its well-established single-acceptor level in the upper half of the band gap, also a donor level in the lower half of the band gap; this donor level has lain hidden for more than 40 years. The E-center in Ge has an even more complicated level scheme as it induces, in addition to two levels analogous to those found in Si, also a double-acceptor level in the upper half of the band gap. Thus the E-center in Si can exist in three charge states and the E-center in Ge in four.

This report documents the findings of the peer panel constituted by Argonne National Laboratory to review Region A of Westinghouse Electric Corporation's report entitled Waste Package Reference Conceptual Designs for a Repository in Salt. The panel determined that the reviewed report does not provide reasonable assurance that US Nuclear Regulatory Commission (NRC) requirements for waste packages will be met by the proposed design. It also found that it is premature to call the design a ''reference design,'' or even a ''reference conceptual design.'' This review report provides guidance for the preparation of a more acceptable design document.

Many organizations are challenged with the tasks of identifying customer needs and expectations for their products, anticipating future product needs, communicating a future product vision to clients, and designing with today's technology to bring a future vision to successful realization. The design evolution of plant control centres is one aspect of CANDU development that faces such challenges. The Disney Corporation is an example of an organization that has been successful in consistently meeting these challenges for over fifty years; and some of the design practices proven in moviemaking, theme park and resort layout, and vacation experience organization may be helpful and effective when applied in other domains. This paper summarizes the findings from an examination of Disney Corporation design practices, and suggests how some practices could be used to simplify and enhance the design of future CANDU control centres. This paper discusses the link between R&D and productivity across the European industrial and service sectors. The empirical analysis is based on both the European sectoral OECD data and on a unique micro-longitudinal database consisting of 532 top European R&D investors. The main conclusions are as follows. First, the R&D stock has a significant positive impact on labor productivity; this general result is largely consistent with previous literature in terms of the sign, the significance, and the magnitude of the estimated coefficients. More interestingly, both at sectoral and firm levels the R&D coefficient increases monotonically (both in significance and magnitude) when we move from the low-tech to the medium- and high-tech sectors. The color centers, which are generated in yttrium-aluminium perovskite (YAP):Nd(1 at.%) and YAP:Er(50 at.%) crystals under the influence of ultraviolet and #gamma#-irradiation, have been studied by absorption spectroscopy. The generated color centers are both stable and transient at room temperature. It is shown that the transient color centers are mainly responsible for the decrease of laser generation efficiency of Nd:YAP and YAP:Er irradiated crystals, although physical mechanisms leading to efficiency decrease are different in these materials. A variety of engineering and experimental applications require primary support structures which are self-centering. High mechanical strength, low-density, carbon fiber/epoxy matrix composite springs are used in unique planar, cylindrical, conical, and spherical configurations to self-center components. The sinusoidal and triangular-shaped composite springs are readily manufactured and assembled into component hardware. This is the first industrial facility in the world to make practical use of development results for offgas treatment and storage from nuclear facilities. In Phase 1 of the project, a conceptual design of a commercial plant was developed. Technical and economic analyses indicated that the plant would meet the goals of the project which include a 47 percent efficiency (HHV) and a 10 percent lower cost of electricity than an equivalent size PC plant. The DLTS technique was employed to study deep defect centers in Si doped epitaxial layers of Al_0_._3_7Ga_0_._1_6In_0_._4_7P grown by MOCVD as a part of epitaxial structure GaAs/AlGaInP/GaAs on GaAs substrates. A high concentration of DX centers located in a region near the inverted interface GaAs/Al_0_._3_7Ga_0_._1_6In_0_._4_7P was found. The width of this region with the maximum DX center concentration ranges from 5 to 20 nm. By filling the DX centers in the whole region, the activation energy for electron emission was found to be 0.48 eV. However, it is shown for the first time, that the activation energy of the DX center increases with increasing the distance from the GaAs/Al_0_._3_7Ga_0_._1_6In_0_._4_7P inverted interface. The dynamics of a general Bianchi type-IX model with three scale factors is examined. The matter content of the model is assumed to be comoving dust plus a positive cosmological constant. The model presents a critical point of saddle-center-center type in the finite region of phase space. This critical point engenders in the phase space dynamics the topology of stable and unstable four dimensional tubes RxS"3, where R is a saddle direction and S"3 is the manifold of unstable periodic orbits in the center-center sector. A general characteristic of the dynamical flow is an oscillatory mode about orbits of an invariant plane of the dynamics which contains the critical point and a Friedmann-Robertson-Walker (FRW) singularity. Several possibilities of the use of molecular models in quantum-chemical investigations of the structure of defect centers on the surfaces of oxides on nontransition elements have been illustrated. There has been a special discussion of the assumption of the local nature of the chemical interactions in these systems, which underlies such an approach, and of the consequent laws governing the formation of their lattices in the example cases of zeolites, kaolinites, and comparable boron- and aluminum-containing oxides. A quantum-chemical interpretation of the body of experimental data from investigations of the dehydroxylation of H forms of zeolites has been given. The structure of the Lewis acid centers formed as a result, and their chemisorption properties, have been discussed.

Current bioartificial extra-corporeal systems are bioreactors where cells are separated from the surrounding media by porous polymeric membranes. The present work focuses on the design of membranes that allow the differential diffusion of plasma metabolites and proteins such as immunoglobulin (IgG). This design will improve catabolites removal and reduce possible immune response and virus infection. We demonstrate the feasibility to synthesize the hydrogels confined to the macroporous structure of membranes by radiation-induced in situ polymerization. The hollow-fiber membranes were soaked in aqueous monomeric solution, rinsed and irradiated while submerged in oil. This procedure confined the hydrogel to the void internal volume of the pores of the membrane. Hydrogels of polyacrylamide and polyHEMA were synthesized this way by irradiation at 10 kGy. Hydraulic permeability and diffusion of glucose, albumin and IgG were measured in these hydrogel-filled membranes. ...

This innovative coke oven gas cleaning system combines secondary gas cooling with hydrogen sulfide and ammonia removal, hydrogen sulfide and ammonia recovery, ammonia destruction and sulfur recovery to produce a cleaner fuel gas for plant use. The first quantitative evaluation of the quality of corporate firewall configurations appeared in 2004, based on Check Point FireWall-1 rule-sets. In general that survey indicated that corporate firewalls were often enforcing poorly written rule-sets, containing many mistakes. The goal of this work is to revisit the first survey. The current study is much larger. Moreover, for the first time, the study includes configurations from two major vendors. The study also introduce a novel "Firewall Complexity" (FC) measure, that applies to both types of firewalls. The findings of the current study indeed validate the 2004 study's main observations: firewalls are (still) poorly configured, and a rule-set's complexity is (still) positively correlated with the number of detected risk items. This system is a coal-fired, combined-cycle plant that will have an efficiency of at least 47 percent, based on the higher heating value of the fuel. The original emissions goal of the project was for NOx and SOx to each be below 0.15 lb/MMBtu. In the Phase 2 RFP this emissions goal was reduced to 0.06 lb/MMBtu. The ultimate goal of HIPPS is to have an all-coal-fueled system, but initial versions of the system are allowed up to 35 percent heat input from natural gas. The energy level schemes of both centers were determined by EPR and site-selective laser spectroscopy. To study the defect creation induced by electronic processes in refractory oxides, MgO single crystals were irradiated with high energy tin, uranium and lead ions. Optical absorption measurements showed that F-type centers (oxygen vacancies with trapped electrons) were created during irradiation. The total number of centers per unit area of bombarded sample increases linearly with irradiating fluence. The main part of the point defects was found to arise from electronic processes. The concentration of F-type centers induced by ionization increases with the electronic energy losses. Assuming a saturation of point defect concentration at high fluences, F-type center creation cross sections could be estimated. The influence of irradiation temperature and of the velocity of the bombarding ions are discussed.

This paper discusses the stationary neutron radiography system (SNRS) with respect to the component positioning systems (CPSs) and the rationale behind their design. As design work is on-going at Science Applications International Corporation, this report gives a current update of progress. The SNRS has four separate radiography bays, Bays 1 through 4. The first three bays have automated positioning systems for real-time and near real-time neutron radiography of aircraft components. Bay 4 has been designed to accommodate components from the solid rocket booster, but will be used first for film radiography of pyrotechnic components.

Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. The Dental Investigation Service, USAFSAM, Brooks AFB, has outlined the need for a vacuum unit to be used in the Air Force dental clinics. The unit must be capable of effectively picking up mercury and at the same time not redistribute mercury vapors throughout the dental clinic during normal operations or mercury-spill situations. The Dental Investigation Service selected the MRS-3, Minuteman Mercury Recovery System, product of American Cleaning Equipment Corporation as the mercury vacuum to be used for T E. The USAF OEHL/ECH was requested by the Dental Investigation Service to perform the T E on the MRS-3 for possible health hazards due to exposures of mercury vapors.

Radian Corporation was contracted to investigate duct injection and ESP phenomena in a 1.7 MW pilot plant constructed for this test program. This study was an attempt to resolve problems found in previous studies and answer remaining questions for the technology using an approach which concentrates on the fundamental mechanisms of the process. The goal of the study was to obtain a better understanding of the basic physical and chemical phenomena that control: (1) the desulfurization of flue gas by calcium-based reagent, and (2) the coupling of an existing ESP particulate collection device to the duct injection process. Epoxy-resin based neutron shielding material, NS-4-FR, is used for spent fuel transport and/or storage cask. In this paper the outline of thermal aging test performed to evaluate the heating effect on this neutron shielding material, NS-4-FR, is introduced. The test is consisted of two kinds of thermal aging test, one is 'Basic Test' and the other is 'Block Heating Test'. Synthetic fuels differ in the nature and order of magnitude of the environmental impacts associated with their production. Some types pose much more intractable problems, with oil shale leading the list. Perceptions of the difficulty of these environmental problems will continue to shift over time as more research and experimentation is done. It is critical that the development of synthetic fuels move slowly and deliberately so as not to get ahead of researched solutions nor to create environmental burdens that outweigh the social benefits of increased energy production. This study presents a dynamic analysis of a rotor supported by two turbulent flow model journal bearings and lubricated with couple stress fluid under nonlinear suspension. The dynamics of the rotor center and bearing center is studied. The dynamic equations are solved using the Runge-Kutta method. The analysis methods employed in this study is inclusive of the dynamic trajectories of the rotor center and bearing center, power spectra, Poincare maps and bifurcation diagrams. The maximum Lyapunov exponent analysis is also used to identify the onset of chaotic motion. The results show that the values of dimensionless parameters l* strongly influence dynamic motions of bearing and rotor centre. Amorphous materials in the system xLi{sub 2}S{center_dot}(100-x)SiS{sub 2}, where x ranged from 50 to 70 mol %, and (100-y) (0.6Li{sub 2}S{center_dot}0.4SiS{sub 2}){center_dot}yLi{sub 4}SiO{sub 4}, where y ranged from 0 to 10 mol %, were synthesized by mechanical milling of crystalline starting materials, Li{sub 2}S, SiS{sub 2} and Li{sub 4}SiO{sub 4}. At the compositions with large amounts of Li{sup +} ions, a part of crystalline Li{sub 2}S used as a starting material remained in the milled powder samples. It was found that the milled powder samples in both systems obtained by mechanical milling exhibited high conductivities in the order of 10{sup -4}S{center_dot}cm{sup -1} at room temperature in spite of the presence of small amounts of Li{sub 2}S crystals. The X-ray storage phosphor CsBr:Eu2+ in form of needle image plates is believed to be a promising alternative to the granular BaFBr:Eu2+ with regard to PSL yield and spatial resolution. Unfortunately, CsBr:Eu2+ exhibits poor radiation hardness, which is caused by a migration of europium ions initiated by naturally existing defect centers like (Eu2+-VCs)-centers and X-ray generated MEu-centers. It will be shown that the formation of (Eu2+-O2?)-dipoles at the expense of (Eu2+-VCs)-dipoles, incorporated by thermal annealing in O2-containing and humid atmosphere, does not improve the radiation stability. Society is becoming increasingly dependent on information technology systems, driving exponential growth in demand for data center processing and an insatiable appetite for energy. David Raths noted, 'A 50,000-square-foot data center uses approximately 4 megawatts of power, or the equivalent of 57 barrels of oil a day1.' The problem has become so severe that in some cases, users are giving up raw performance for a better balance between performance and energy efficiency. The introduction of numerical control (NC) machine tools has made it possible to automate machining in series and small series production. The organization of automated production sections merged NC machine tools with automated transport systems. However, both the one and the other require the presence of an operative at the machine for low skilled operations. Industrial robots perform a number of auxiliary operations, such as equipment loading-unloading and control, changing cutting and auxiliary tools, controlling workpieces and parts, and cleaning of location surfaces. When used with a group of equipment they perform transfer operations between the machine tools. Industrial robots eliminate the need for workers to form auxiliary operations. Bioethics--the study of ethical issues in science and medicine--has grown to become a significant academic and service-oriented discipline with its own research centers, conferences, journals, and degree programs. As these issues have moved to the center of public debate, the law has assumed an increasingly important place in the discipline of bioethics. Today, embryonic stem cell research stands out as a critically important issue about which the U.S. has neither ethical consensus nor clear, comprehensive regulation. The ethical debate centers on the fact that stem cell research involves the destruction of very early human embryos. This article provides a brief scientific background followed by a discussion of key ethical and legal/regulatory issues that surround embryonic stem cell research.

The Advanced Networking Integration Department at Sandia National Laboratories has used the annual Supercomputing conference sponsored by the IEEE and ACM for the past three years as a forum to demonstrate and focus communication and networking developments. For Supercomputing `95, Sandia elected: to demonstrate the functionality and capability of an AT&T Globeview 20Gbps Asynchronous Transfer Mode (ATM) switch, which represents the core of Sandia`s corporate network, to build and utilize a three node 622 megabit per second Paragon network, and to extend the DOD`s ACTS ATM Internet from Sandia, New Mexico to the conference`s show floor in San Diego, California, for video demonstrations. This paper documents those accomplishments, discusses the details of their implementation, and describes how these demonstrations supports Sandia`s overall strategies in ATM networking.

The purpose of this study was to examine the accuracy of the SW-701 (Yamax Corporation, Tokyo, Japan) and NL-800 (New-Lifestyles, Inc., Lee's Summit, Missouri, USA) pedometer in fifth-grade students while walking, skipping, galloping, sliding, and hopping. Counts registered by both pedometer models were significantly lower than actual counts while skipping, galloping, and sliding, and counts from the NL-800 were significantly lower than the SW-701 during these same movements. RHIC 8 cm aperture dipole magnets and quadrupole cold masses are being built for Brookhaven National Laboratory (BNL) by Northrop Grumman Corporation at a production rate of one dipole magnet and two quadrupole cold masses per day. This work was preceded by a lengthy Technology Transfer effort which is described elsewhere. This paper describes the tooling which is being used for the construction effort, the production operations at each workstation, and also the use of trend plots of critical construction parameters as a tool for monitoring performance in production. A report on the improvements to production labor since the start of the programs is also provided. The magnet and cold mass designs, and magnetic test results are described in more detail in a separate paper.

This paper presents an assessment of recent improvements in the technology for direct coal liquefaction on the estimated commercial economics. The basis for the design and cost estimates is a series of studies sponsored by Amoco Corporation and Electric Power Research Institute, which were derived from the highly detailed Breckinridge Project, completed in the early 1980s under DOE sponsorship. The technology, design, and cost estimates reflect the current two-stage liquefaction technology practiced at the Advanced Coal Liquefaction Research facility in Wilsonville, Alabama. Details of the design bases and cost estimates and how they compare with the original Breckinridge study are described. Also examined are effects of feed coal rank, product slate, and the source of hydrogen (natural gas or coal) on the costs. Through the dedicated collaborative efforts of many individuals interested in supporting local education, computer laboratories were established at two urban high schools. The purchasing and implementation of the project was handled by the Alliance for Education, a local non-profit education advocate. Funds were supplied by the Air Force as part of a 3-year research activity utilizing artificial intelligence technology to tutor 9th grade students. NCR (now AT7T Global Information Solutions) corporate leaders provided the computers and network equipment at a considerable savings to the project. Each lab is a state-of-the-art facility with air-conditioning, carpeting, special computer tables, computer projection screens, and on-site technical support. Student and teacher enthusiasm toward the project has been gratifying and quantitative results are currently being evaluated for both attitude, skills, and state proficiency tests.

Methods Ten metal brackets were bonded with either glass ionomer or composite resin (Transbond XT, 3M Unitek, Monrovia, Calif; Light Cure), which served as controls, to recently extracted molars. Bechtel Power Corporation has performed an evaluation of flue gas desulfurization (FGD) system cost versus design level of operating availability for an industrial sized dual-alkali process. Two principle sources were used: the Flue Gas Desulfurization Information System (FGDIS) maintained by the Environmental Protection Agency and budget quotations from an FGD vendor. A survey of the FGDIS data base proved inconclusive in establishing a relationship between FGD system cost and operating availability. Using equipment failure rates derived from various sources, component availability factors were developed for all major FGD system components. Cost and availability data of nine industrial FGD system configurations were analyzed on a per boiler basis. Linear curve fitting of these data produced mathematical relationships of cost and availability.

This paper describes the weekly load forecasting expert system (named WLoFy) which was developed and implemented for korea electric power corporation(KEPCO). WLoFy was designed to provide user oriented features with a graphical user interface to improve the user interaction. The various forecasting models such as exponential smoothing, multiple regression, artificial neural networks, rule-based model, and relative coefficient model also have been included in WLofy to increase the forecasting accuracy. The simulation based on historical data shows that the weekly forecasting results from WLoFy is an improvement when compared to the results from the conventional methods. This report documents the research activities by Rogers and Associates Engineering Corporation on grant DE-FG03-93ER61600 during the funded project period from August 1993 to April 1996. The objective of this research was to characterize the mechanisms and rates of radon gas penetration of the different structural domains of the concrete components of residential floor slabs, walls, and associated joints and penetrations. The research was also to characterize the physical properties of the concretes in these domains to relate their radon resistance to their physical properties. These objectives support the broader goal of characterizing which, if any, concrete domains and associated properties constitute robust barriers to radon and which permit radon entry, either inherently or in ways that could be remediated or avoided.

The article maps the risk management failures within Anglo Irish Bank, showing that, when banks are systemic in nature, poor internal corporate governance within a Minsky credit cycle can lead to destabilising macroeconomic conditions, which may prolong the effects of a credit-induced downturn. The article highlights a failure of management at Anglo Irish Bank to establish and measure firm-level risks and develop appropriate internal controls to support a culture of prudent credit management. We propose the adoption of a novel supervisory architecture based on the meta-risk regulatory philosophy, which is designed to strengthen risk management practices at banks.
