Capping off open books and the Ozsvath-Szabo contact invariant

CERN Document Server

If (S,h) is an open book with disconnected binding then we can form a new open book (S',h') by capping off one of the boundary components of S with a disk. We define a U-equivariant map on Heegaard Floer homology which sends c^+(S',h') to c^+(S,h), and we discuss various applications. In particular, we compute the 3-dimensional invariant associated to any contact structure with non-vanishing contact invariant which is compatible with a genus one open book with periodic monodromy.

Comparison of the Standards applied to Instrumentation and Control Systems for Nuclear Power Stations in Korea and Russia

Energy Technology Data Exchange (ETDEWEB)

This report describes a comparison result of technical standards applied to instrumentation and control systems for nuclear power plants between in Korea and in Russia. Russia also has a state-run organization authorized to conduct approval, cancellation, and audit in use of nuclear facility or equipment. The Russian standards for nuclear instrumentation and control equipment are analogous with the Korean ones in the aspect of basic concepts and principles. However, there are some differences in document structure, design requirements, qualification test items, depth of contents between two standard systems. The biggest deviation exists in the standard documents for seismic qualification and electromagnetic interference qualification. Korean seismic qualification standard utilizing US approach, defines testing and qualification methods specifically and clearly. Russian standards however provide only conceptual definitions and requirements in ...

[Comparative study on the historical evolution of field surgery between China and Russia].

Science.gov (United States)

Russian field surgery with its long history and distinctive characteristics has accumulated great experience in the long-time practice of warfare. Chinese field surgery was established and developed on the basis of studying from the Russian model, which opened up new areas of traffic medicine, molecular traumatology and assessment of biological effects on weapon destruction and carried out in-depth research on wound ballistics, blast injury, burns and combined injury etc. through decades of construction with continuous development and innovation, and a series of major achievements have been made in these fields. By making comparative study on the historical evolution, structure system, characteristics of campaigns and development of society between Chinese and Russian field surgery, it can be found that there are great gaps between them and we should strengthen the research for more rapid development. Opportunities for Russian Nuclear Weapons Institute developing computer-aided design programs for pharmaceutical drug discovery. Final report

Energy Technology Data Exchange (ETDEWEB)

The goal of this study is to determine whether physicists at the Russian Nuclear Weapons Institute can profitably service the need for computer aided drug design (CADD) programs. The Russian physicists` primary competitive advantage is their ability to write particularly efficient code able to work with limited computing power; a history of working with very large, complex modeling systems; an extensive knowledge of physics and mathematics, and price competitiveness. Their primary competitive disadvantage is their lack of biology, and cultural and geographic issues. The first phase of the study focused on defining the competitive landscape, primarily through interviews with and literature searches on the key providers of CADD software. The second phase focused on users of CADD technology to determine deficiencies in the current product offerings, to understand what product they most desired, and to define the potential demand for such a ...

A multi agent model for the limit order book dynamics

Science.gov (United States)

In the present work we introduce a novel multi-agent model with the aim to reproduce the dynamics of a double auction market at microscopic time scale through a faithful simulation of the matching mechanics in the limit order book. The agents follow a noise decision making process where their actions are related to a stochastic variable, the market sentiment, which we define as a mixture of public and private information. The model, despite making just few basic assumptions over the trading strategies of the agents, is able to reproduce several empirical features of the high-frequency dynamics of the market microstructure not only related to the price movements but also to the deposition of the orders in the book.

Debt swapping as a tool for economic and social stabilization in Russia's closed nuclear cities

Energy Technology Data Exchange (ETDEWEB)

The magnitude of Russian foreign debt, both official bilateral and commercial, compounded by collapse of the Russian economic system, is an obstacle in preventing the Russian Federation from effectively increasing the domestic priority of drawing down its nuclear weapons complex and providing a healthy, competitive environment to its nuclear cities. Debt-for-nature swaps, introduced in the early 1980s, provide debtor nations with a means of converting a portion of foreign debt into local currency, often at steep discounts, to use for purposes such as environmental protection that serve both a domestic and international need. This paper presents the debt-for-nature concept as a model for providing an infusion of funds to further U.S. and international nonproliferation objectives to help stabilize Russian closed city economic conditions through direct work on proliferation problems and remediation of the ...

Tight contact structures and genus one fibered knots

CERN Document Server

We study contact structures compatible with genus one open book decompositions with one boundary component. Any monodromy for such an open book can be written as a product of Dehn twists around dual non-separating curves in the once-punctured torus. Given such a product, we supply an algorithm to determine whether the corresponding contact structure is tight or overtwisted when the monodromy is pseudo-Anosov. We rely on Ozsv{\\'a}th-Szab{\\'o} Heegaard Floer homology in our construction and, in particular, we completely identify the $L$-spaces with genus one, one boundary component, pseudo-Anosov open book decompositions. Lastly, we reveal a new infinite family of hyperbolic three-manifolds with no co-orientable taut foliations, extending the family discovered in \\cite{RSS}.

Characteristics of safety critical organizations . work psychological perspective

International Nuclear Information System (INIS)

This book deals with organizations that operate in high hazard industries, such as the nuclear power, aviation, oil and chemical industry organisations. The society puts a great strain on these organisations to rigorously manage the risks inherent in the technology they use and the products they produce. In this book, an organisational psychology view is taken to analyse what are the typical challenges of daily work in these environments. The analysis is based on a literature review about human and organisational factors in safety critical industries, and on the interviews of Finnish safety experts and safety managers from four different companies. In addition to this, personnel interviews conducted in the Finnish nuclear power plants are utilised. The authors come up with eight themes that seem to be common organizational challenges cross the industries. These include e.g. how does the personnel understand the risks and what is the right level ...

The story of Feynman diagrams

Energy Technology Data Exchange (ETDEWEB)

Physicists are no strangers to Feynman diagrams, but the meaning of the diagrams is not always clear, even to those who have used them. That confusion has deep roots, as Kaiser clearly and convincingly explains. To Feynman himself, a diagram depicted an actual physical process in space-time, such as the exchange of photons that occurs when an electron and proton collide. However, he also saw it as shorthand for the contributions to the amplitude of a physical process made by the element of the process it depicted. The best part of this new book covers the early history, social history and 'conceptual history' of Feynman diagrams. Disagreements and criticisms aside, the book will be invaluable to historians and sociologists of physics interested in the growth of Feynman diagrams. (U.K.)

Overview of the 1995 NATO ARW on nuclear submarine decommissioning and related problems

International Nuclear Information System (INIS)

The NATO Advanced Research Workshop on Nuclear Submarine Decommissioning and Related Problems was held in Moscow June 19--22, 1995. It was preceded by a visit to the Zvezdotchka Shipyard at Severodvinsk, a repair and maintenance yard for Russian nuclear submarines, for a subgroup of the workshop attendees. Most of the material in this paper is drawn directly form the workshop proceedings. Slightly less than 500 nuclear ships and submarines (the vast majority are submarines) have been constructed by the countries with nuclear navies. This includes approximately 250 by Russia, 195 by the United States, 23 by the United Kingdom, 11 by France and 6 by China. By the year 2000 it is expected that approximately one-half of these nuclear vessels will be removed from service and in various states of decommissioning. Analysis of solar receiver flux distributions for US/Russian solar dynamic system demonstration on the Mir space station

Energy Technology Data Exchange (ETDEWEB)

The United States and Russia have agreed to jointly develop a solar dynamic (SD) system for flight demonstration on the Russian Mir space station starting in late 1997. Two important components of this SD system are the solar concentrator and heat receiver provided by Russia and the US, respectively. This paper describes optical analysis of the concentrator and solar flux predictions on target receiver surfaces. The optical analysis is performed using the code CIRCE2. These analyses account for finite sun size with limb darkening, concentrator surface slope and position errors, concentrator petal thermal deformation, gaps between petals, and the shading effect of the receiver support struts. The receiver spatial flux distributions are then combined with concentrator shadowing predictions. Geometric shadowing patterns are traced from the concentrator to the target receiver surfaces. These patterns vary with time depending on the chosen Mir flight attitude and ...

Universal Similarity

CERN Document Server

We survey a new area of parameter-free similarity distance measures useful in data-mining, pattern recognition, learning and automatic semantics extraction. Given a family of distances on a set of objects, a distance is universal up to a certain precision for that family if it minorizes every distance in the family between every two objects in the set, up to the stated precision (we do not require the universal distance to be an element of the family). We consider similarity distances for two types of objects: literal objects that as such contain all of their meaning, like genomes or books, and names for objects. meaning, like genomes or books, and names for objects. The latter may have literal embodyments like the first type, but may also be abstract like ``red'' or ``christianity.'' Satisfying story of how it all began

Energy Technology Data Exchange (ETDEWEB)

{sup N}ow this 'Big Bang' idea seemed to me to be unsatisfactory...for it is an irrational process that cannot be described in scientific terms.' With this rather derisory remark (or at least so intended) in a 1950 radio broadcast, Fred Hoyle named the theory that rivalled his steady-state theory. The Big Bang has subsequently become the dominant paradigm in attempts to understand our universe. It is also one of the dominant ways in which popular-science writing seeks to persuade people to part with their cash. Simon Singh has rapidly made a name for himself as one of the leading popularizers of science, with his previous books Fermat's Last Theorem and The Code Book bringing accessible science to a wide audience . Big Bang brings him to a much busier marketplace, where he must compete both with other science writers and with working scientists. (U.K.)

Ontology and law in the early Poulantzas

British Library Electronic Table of Contents (United Kingdom)

This article reviews the little examined early work of the Greek Marxist and state theorist, Nicos Poulantzas (1936-1979). In his first book, Nature du choses et droit of 1965, the young scholar developed a sociology of law culled from the insights of philosophical ontology. The article sets out the central claims of that book and reflects on its place in Poulantzass intellectual development. Drawing on Heidegger, Sartre and Marx, Poulantzas proposed a species of Natural Law theory that unified `facts' and `values' by grounding legal concepts in a theory of social praxis centred on material labour. Legal categories were thus irreducible to ahistorical essences but were, rather, expressions of mankinds struggle to realize its intrinsic freedom. As we shall see, although flawed and in key re...

The order placement behavior is asymmetric between buyers and sellers and between the inside-the-book orders and outside-the-book orders. In addition, the conditional distributions of relative prices in the continuous auction are independent of the bid-ask spread and volatility. These findings are crucial to build an empirical behavioral microscopic model based on order flows for Chinese stocks.

Computing in high energy physics

Energy Technology Data Exchange (ETDEWEB)

This book deals with advanced computing applications in physics, and in particular in high energy physics environments. The main subjects covered are networking; vector and parallel processing; and embedded systems. Also examined are topics such as operating systems, future computer architectures and commercial computer products. The book presents solutions that are foreseen as coping, in the future, with computing problems in experimental and theoretical High Energy Physics. In the experimental environment the large amounts of data to be processed offer special problems on-line as well as off-line. For on-line data reduction, embedded special purpose computers, which are often used for trigger applications are applied. For off-line processing, parallel computers such as emulator farms and the cosmic cube may be employed. The analysis of these topics is therefore a main feature of this volume.

The oil at 50$: reserves depletion or OPEC revenge?; Le petrole a 50$: epuisement des reserves ou revanche de l'OPEP?

Energy Technology Data Exchange (ETDEWEB)

Although the oil price is still far from its historical maximum, the oil market is today in crisis. To explain this situation the author discusses the nature of the supply constraints. The reserves are today better known and so more plentiful than at a previous period of the oil history and the russian production since 2004 is stagnating. The main factor seems to be the OPEC policy and in particular the will of limiting the oil production to defend upper prices. (A.L.B.)

Risk analysis in oil spill response planning

Energy Technology Data Exchange (ETDEWEB)

Tiered response is a basic approach to emergency plans, including oil spill response (OSR). This paper delineates a huge set of accidental scenarios within a certain tier of response generated by a computer during risk assessment. Parameters such as the amount of oil spilled, duration of discharge and types of losses should be provided in OSR scenarios. Examples of applications include offshore installations, sub sea or onshore pipelines, and localized onshore facilities. The paper demonstrates how to use risk analysis results for delineating all likely spills into groups that need a specific tier response. The best world practices and Russian regulatory approaches were outlined and compared. Corresponding algorithms were developed and their application in pipelines was presented. The algorithm combines expert's skills and spill trajectory modeling with the net environmental benefit analysis principle into the incident specific emergency response planning. ...

Influence of feed water distribution pipe replacement on the water chemistry in the steam generator at Loviisa NPP

International Nuclear Information System (INIS)

Imatran Voima Oy , (IVO) operates two Russian designed nuclear power plants of type VVER440/213. Unit 1 has been operating since 1977 and unit 2 since 1981. First damage of feed water distribution (FWD) pipes was observed in 1989. In closer examinations FWD-pipe T-connection and distribution nozzles suffered from severe erosion corrosion damage. Similar damages have been found also in other VVER-440 type NPPs. In 1994 the first FWD-pipe was replaced by a new design mounted over the tube bundle instead of the old FWD-pipe, which was located inside the tube bundle. The purpose of this paper is to describe the new FWD-pipe and discuss its effects on the steam generator chemistry. (author)

Distribution of 6q-fluctons in nuclei and the quark enhancement of hard processes with the emission of a deuteron

International Nuclear Information System (INIS)

The energy, angular momentum, and distance (measured from the center of mass of the nucleus) distributions of the effective number of 6q-fluctons are investigated and it is shown that many of the characteristics of these distributions are universal, i.e., independent of the flucton size. ''Saturation'' of the flucton density in nuclei with mass A approx > 80 and certain other features that determine the difference between the behaviors of the effective numbers of fluctons and deuterons are reported. This is used to explain the well known underestimation (by a factor of 1.5--6) of the cross section for the hard inclusive (p, p'd) process on nuclei calculated in the quasielastic formalism. See S. G. Kadmenskii and V. I. Furman, Alpha decay and elated nuclear reactions (in Russian), Energoatomizdat, Moscow, 1985.

Can Invasive Species Enhance Competitive Ability and Restoration Potential in Native Grass Populations?

British Library Electronic Table of Contents (United Kingdom)

Native plant individuals often persist within communities dominated by exotics but the influence of this exposure on native populations is poorly understood. Selection for traits contributing to competitive ability may lead to native plant populations that are more tolerant of the presence of exotic invaders. In this way, long-term coexistence with an exotic may confer competitive advantages to remnant (experienced) native populations and be potentially beneficial to restoration. In past studies we have documented genetic differentiation within native grass populations exposed to the exotic invader Russian knapweed (Acroptilon repens). Here, we examine populations of a cool-season grass, needle-and-thread (Hesperostipa comata [Trin. & Rupr.]) and a warm season, alkali sacaton (Sporobolus a...

An integrated oil and chemicals chain

International Nuclear Information System (INIS)

Last year, 1991, was a difficult one for Finland's oil and chemicals company, Neste Corporation. The sharp fall in the international price of chemicals products had a significant impact on the corporation's overall result. Neste was, however, able to improve its competitive position, move ahead with numerous investments, and develop new businesses. This was particularly evident in two areas that have received significant emphasis within Neste in recent years: oil exploration and the Baltic region where a network of modern service stations in Neste livery and stretching from Vyborg on the Finnish-Russian border, through St. Petersburg, Tallinn, and the Baltic countries to Warsaw, is currently taking shape. The majority of the western-style stations in this network will be located along the route of the M12 highway, which has been dubbed the Via Baltica.

The Scientific Publications of Richard H. Dalitz, FRS (1925-2006)

Energy Technology Data Exchange (ETDEWEB)

Professor Richard H. Dalitz passed away on January 13, 2006. He was almost 81 years old and his outstanding contributions are intimately connected to some of the major breakthroughs of the 20th century in particle and nuclear physics. These outstanding contributions go beyond the Dalitz Plot, Dalitz Pair and CDD poles that bear his name. He pioneered the theoretical study of strange baryon resonances, of baryon spectroscopy in the quark model, and of hypernuclei, to all of which he made lasting contributions. His formulation of the ''{theta} - {tau} puzzle'' led to the discovery that parity is not a symmetry of the weak interactions. A brief scientific evaluation of Dalitz's major contributions to particle and nuclear physics is hereby presented, followed by the first comprehensive list of his scientific publications, as assembled from several sources. The list is divided into two categories: the first, main part comprises Dalitz's ...

Quantifying bid-ask spreads in the Chinese stock market using limit-order book data: Intraday pattern, probability distribution, long memory, and multifractal nature

CERN Document Server

The statistical properties of the bid-ask spread of a frequently traded Chinese stock listed on the Shenzhen Stock Exchange are investigated using the limit-order book data. Three different definitions of spread are considered based on the time right before transactions, the time whenever the highest buying price or the lowest selling price changes, and a fixed time interval. The results are qualitatively similar no matter linear prices or logarithmic prices are used. The average spread exhibits evident intraday patterns consisting of a big L-shape in the morning and a small L-shape in the afternoon. The distributions of the spread with different definitions decay as power laws. The tail exponents of spreads at transaction level are well within the interval $(2,3)$ and that of average spreads are well in line with the inverse cubic law for different time intervals. Based on the detrended fluctuation analysis, we find evidence of long memory in the bid-ask spread ...

Energy Technology Data Exchange (ETDEWEB)

The large number of forms and types of pump equipment in common use have different purposes and varying application requirements. This text has been prepared to bring together necessary information for those who are required to select and apply pumps in systems for all kinds of fluids and purposes. It is not a design manual. It limits the discussion of design to those factors which are necessary for an understanding of pump operation. The book contains not only descriptive information of many types of designs, but also the effect of design variation on use, economy, and reliability. Systems, an integral part of application, are discussed, so that the user of such equipment may properly select and install machines to reliably and economically satisfy his requirements. Reading of appropriate sections of the text will indicate possible problems to be avoided, and economics to be gained. The engineering design of pumps is a science; their proper application is an art. ...

Producing liquid fuels from coal: prospects and policy issues

Energy Technology Data Exchange (ETDEWEB)

The increase in world oil prices since 2003 has prompted renewed interest in producing and using liquid fuels from unconventional resources, such as biomass, oil shale, and coal. This book focuses on issues and options associated with establishing a commercial coal-to-liquids (CTL) industry within the United States. It describes the technical status, costs, and performance of methods that are available for producing liquids from coal; the key energy and environmental policy issues associated with CTL development; the impediments to early commercial experience; and the efficacy of alternative federal incentives in promoting early commercial experience. Because coal is not the only near-term option for meeting liquid-fuel needs, this book also briefly reviews the benefits and limitations of other approaches, including the development of oil shale resources, the further development of biomass resources, and increasing dependence on imported ...

Opinion: Composition Studies Saves the World!

Science.gov (United States)

Stanley Fish in his new book ["Save the World on Your Own Time" (New York: Oxford UP,2008)] says that composition studies presents "the clearest example" of what is desperately wrong in the academy, because in writing classrooms, he says, "more often than not anthologies of provocative readings take center stage and the actual teaching of writing is shunted to the sidelines." Fish's thesis in this book is that academics have one job only: to teach the material of their disciplines, the disciplinary methods, and objects of study. Arguing against those academics who claim that their work as teachers will foster social justice, Fish characterizes them as making a much larger claim: that their work will "save the world." In this essay, Bizzell summarizes two of the ways in which she believes composition studies can indeed contribute to making the world a better place. One: by properly teaching writing, educators help students develop abilities that ...

Measurement of dose-area product in diagnostic radiology as a method of assessing the radiation exposure. (Results, experience, proposals for improvement, recommendations relating to radiological protection). Report of an expert meeting

International Nuclear Information System (INIS)

The fundamental recommendations of the ICRP issued in its publication of 1990 stipulate the general principle of performance of dose measurements at regular intervals in the field of diagnostic radiology, for the purpose of equipment performance checking and optimization of radiological protection. In response to this requirement, the Federal Ministry, in cooperation with experts and the competent supervising authorities, has issued an order to install dose-area-product meters in angiographic examination systems, imaging systems and fluoroscopic screen devices primarily used for examining infants and children up to the age of 12. This is done in response to reported cases of adverse effects of radiation exposure and the high priority given to radiological protection in the examination of infants and children. In 1992, an expert group was convened to discuss and elaborate instructions for including dose-area product measurement in the dosimetry activities in medical diagnostic ...

International symposium on nuclear security. Book of extended synopses

International Nuclear Information System (INIS)

The International Symposium on Nuclear Security took place within a context of international acknowledgement that the threat of nuclear terrorism required dedicated action by the international community, States, industry and others. The Symposium dealt with those issues involved in protecting nuclear and other radioactive material from criminals. It also took place against a backdrop of renewed interest in nuclear technology: increased use of nuclear power, and increased use of radioactive isotopes in medicine and in industry. These are welcome developments, since nuclear energy and technology can indeed contribute to the technological and economic welfare of many countries, without compromising public health or the environment. In this context, security measures should not impede State programmes for peaceful use of nuclear technology. The symposium dealt with (1) the threat of nuclear terrorism and of other nuclear-related criminal acts; (2) international response and cooperation; ...

Agile Energy Systems. Global Lessons from the California Energy Crisis

Energy Technology Data Exchange (ETDEWEB)

Due to the recent catastrophic energy system failures in California along with those in the North-Eastern US and Southern Canada, London, and Italy, the time has come to proclaim the failure of deregulation, privatization or liberalization and propose a new energy system. This book shows in the first section, how five precipitating forces led to the deregulation debacle in California: (1) major technological changes and commercialization, (2) regulatory needs mismatched to societal adjustments, (3) inadequate and flawed economic models, (4) lack of vision, goals, and planning leading to energy failures, and (5) failure and lack of economic regional development. The second half of the book, examines how 'civic market', new economic models, and planning for complexity as sustainable economic development transformed in California, the same five forces to create an 'agile energy system' based on renewable energy ...

Environmental scarcity: The international dimension

Energy Technology Data Exchange (ETDEWEB)

National environmental policies have international repercussions: Thus the question arises as to how environmental policy should be designed in order to cope with international environmental problems in an efficient way. These topics were discussed in a conference held at the Kiel Institute of World Economics on July 5-6, 1990. The conference papers and comments are presented in this volume. Environmental scarcity has important international aspects. First, national environmental endowment and policy influence competitiveness and trade. Second, transfrontier pollution is a specific issue. Third, global environmental problems require a solution. This classification of the international aspects of the environmental issue provides the outline of the book. (orig./HSCH).

Concept of time in physics. Physical and philosophical investigations on the concept of time in classical and relativistic physics. Der Zeitbegriff in der Physik. Physikalische und philosophische Untersuchungen zum Zeitbegriff in der klassischen und in der relativistischen Physik

Energy Technology Data Exchange (ETDEWEB)

In this book the notion of time in classical physics and relativity theory is discussed. After a criticism of the absolute time some alternative measures of time in mechanics are considered. Thereafter the problem of equal time at different points of the space as well as the time in different inertial systems are considered. In this framework the clock paradox is discussed. Then the Lorentz transformation is considered. Thereafter the reconstruction of the absolute time in relativity theory is described. Finally the notion of time in general relativity theory is considered.

The authors draw the story of the concept of infinity in sciences from the ancient Greek civilization to modern times, from the Greek idea of atom to quantum physics and cosmology. It is shown how what was considered as limits in ancient times, have been progressively seen as unknown worlds, and are now being investigated with the use of big machines like particle accelerators. This book is composed of 3 main chapters: 1) the quest for the infinitely big, 2) the quest for the infinitely small, and 3) the big-bang theory that appears as the meeting point of the 2 infinites. Status and strategies in radioactive waste management in the Russian Federation

International Nuclear Information System (INIS)

Full text: There are following general tendencies linking to SNF and radioactive waste management (RWM) in the Russian nuclear industry now. The intention to use the closed nuclear fuel cycle based on power water reactors and fast reactor. The intensification of measures aimed at the solution of 'nuclear legacy' from defenses programs of USSR. The intention to improve the existing national RW management infrastructure in the near years by means of the creation of a centralized national system (including managing corporation responsible for operation of long-storage and disposal facilities of conditioned RW). The main aims radioactive waste management (RWM) in nuclear power plants (NPP) for the next 10-15 years are to equip all NPPs with the necessary set of facilities for conditioning of the stored and currently generated RW with packaging the end-product into containers, to build regional NPPs RW repositories and to introduce evaporator bottoms selective ...

Infection disclosure in the injecting dyads of Hungarian and Lithuanian injecting drug users who self-reported being infected with hepatitis C virus or human immunodeficiency virus.

Science.gov (United States)

The aim of this study was to assess the prevalence and correlates of disclosure to network members of being hepatitis C virus (HCV)- or human immunodeficiency virus (HIV)-infected among injecting dyads of infected injection drug users (IDUs) in Budapest, Hungary and Vilnius, Lithuania,. Multivariate generalized estimating equations (GEE) were used to assess associations. Very strong infection disclosure norms exist in Hungary, and HCV disclosure was associated with using drugs and having sex within the dyad. Non-ethnic Russian IDUs in Lithuania were more likely to disclose HCV infection to non-Roma, emotionally close and HCV-infected network members, and to those with whom they shared cookers, filters, drug solutions or rinse water or got used syringes from, and if they had fewer non-IDU or IDU network members. Ethnic Russian Lithuanian IDUs were more likely to disclose HCV if they had higher disclosure attitude and knowledge scores, 'trusted' ...

Extended Deterrence, Nuclear Proliferation, and START III

Energy Technology Data Exchange (ETDEWEB)

Early in the Cold War, the United States adopted a policy of ''extended nuclear deterrence'' to protect its allies by threatening a nuclear strike against any state that attacks these allies. This threat can (in principle) be used to try to deter an enemy attack using conventional weapons or one using nuclear, chemical, or biological weapons. The credibility of a nuclear threat has long been subject to debate and is dependent on many complex geopolitical factors, not the least of which is the military capabilities of the opposing sides. The ending of the Cold War has led to a significant decrease in the number of strategic nuclear weapons deployed by the United States and Russia. START II, which was recently ratified by the Russian Duma, will (if implemented) reduce the number deployed strategic nuclear weapons on each side to 3500, compared to a level of over 11,000 at the end of the Cold War in 1991. The tentative limit ...

Verification of a nuclear analysis system for fast reactors using BFS-62 critical experiment

International Nuclear Information System (INIS)

Critical experiments have been analyzed to verify a nuclear analysis system for fast reactors used in Japan Nuclear Cycle Development Institute (JNC). The experiments were performed in a collaboration work between JNC and the Institute of Physics and Power Engineering of Russia to dispose Russian surplus weapons plutonium, focusing on the effect of the introduction of uranium-plutonium mixed-dioxide (MOX) fuel and stainless steel reflector into the current BN-600 core that is comprised of UO_2 fuel and blanket. The analysis results agreed well with measured values on most of the nuclear characteristics. The accuracies are comparable to those obtained for the conventional MOX fueled fast reactors. It suggests that the JNC analysis system can analyze accurately nuclear characteristics in uranium fueled cores as well. A significant improvement was achieved on the sodium void reactivity by employing an ultra fine group cell calculation system. A change in adjoint ...

This paper describes construction procedures to be employed at the Kansk-Achinsk Fuel and Power Generation Complex, where over 8,000 people are employed, and particularly at the Beresovskii-1 surface mine with a planned annual output of 55 million t of coal. Roads are to be built of reinforced concrete slabs, reducing labor consumption by 1.5-2 times, while the use of pile foundations for buildings will reduce the consumption of monolithic reinforced concrete by 2.5 times and labor by 20,000 man days. Similar economies may be achieved by the use of light metal structures. Details are given of the erection of coal storage silos 68 m high using sliding forms. The 15 km transport gallery from the mine to the Beresovskii GREhS-1 power station will be constructed using a conveyor method with units weighing up to 50 t, saving up to 25% on labor. Total savings on metal for the Berezovskii-1 mine as a whole will be 2,200 t, manpower savings will be 50-55,000 man days, and construction costs ...

Status of non-electric nuclear heat applications: Technology and safety

International Nuclear Information System (INIS)

Nuclear energy plays an important role in electricity generation, producing 16% of the world's electricity at the beginning of 1999. It has proven to be safe, reliable, economical and has only a minimal impact on the environment. Most of the world's energy consumption, however, is in the form of heat. The market potential for nuclear heat was recognized early. Some of the first reactors were used for heat supply, e.g. Calder Hall (United Kingdom), Obninsk (Russian Federation), and Agesta (Sweden). Now, over 60 reactors are supplying heat for district heating, industrial processes and seawater desalination. But the nuclear option could be better deployed if it would provide a larger share of the heat market. In particular, seawater desalination using nuclear heat is of increasing interest to some IAEA Member States. In consideration of the growing experience being accumulated, the IAEA periodically reviews the progress and new developments in the field of nuclear ...

Dry coke quenching study. Final report, September 1978

Science.gov (United States)

The financial evaluation of capital and operating cost estimates for a dry coke quenching facility installation indicates a marginal return on investment if the evaluation is based exclusively on steam credits. However, the potential improvements in environmental emissions and reported, but unverified, blast furnace operations may justify the expenditure. The Russian and Japanese claim of 2 to 4% reduction in blast furnace coke usage with up to 4% increase in iron production has not been demonstrated in the domestic steel industry and, therefore, is not included in the financial analysis. A 2% coke reduction represents a savings of approximately $0.81 per ton of hot metal produced or an additional annual credit of $1,800,000 for dry coke quenching, exclusive of productivity gains. Additional credit of this magnitude would increase the estimated discounted cash flow return from 10% to approximately 16% for the estimated capital expenditure of $21,742,652. The ...

Corrosion resistance of austenitic steels and alloys in high temperature water

International Nuclear Information System (INIS)

An ampoule corrosion tests technique is presented for making a comparative corrosion-proof estimation of austenitic steels and alloys which are candidate materials for the ITER first wall and shield blanket. Influence of Cl"- on the rate and character of corrosion cracking has been determined. The dependence of time before destruction on Cl"- contents was obtained by experiments in twice-distilled water at a Cl"- content value of less than 0.05 mg/l. Kinetics of a corrosion crack growth has been determined by way of acoustic emission and measurement of electrical resistance. It has been revealed, that corrosion cracking of 316L and 316Ti steels in water with 100 mg/l of Cl"- takes place at temperatures over 50 C. For 316L (Russian analogue), 316Ti, 08Cr18Ni10Ti (type 304), 00Cr16Ni15Mo3Nb (type 316) steels and CrNiMo-1 (42-47%Cr, 1%Mo, Ni-base) alloy corrosion long-term strength and crack-resistance characteristics were obtained. Technology assessment: Chlorine chemistry

International Nuclear Information System (INIS)

Chlorine is not just one of many chemical feedstocks which is used in a few definitely harmful products like PVC or CFC but is irrelevant in all other respects. Just the opposite is true: There is hardly any product line of the chemical industry that can do without chlorine, from herbicides and pesticides to dyes, plastics, pharmaceuticals, photographic atricles, and cosmetics. Chlorine is not only a key element of chemical production but also an ubiquitous element of everyday life in civilisation. There are even many who would agree that the volume of chlorine production is an indicator of the competitive strength and national wealth of a modern society. By now, however, it has become evident that the unreflected use of chlorine is no longer ecologically acceptable. The consequences of a chlorine phase-out as compared to the continued chlorine production at the present level were investigated scientifically by a PROGNOS team. They are presented in this book. ...

Rethinking the role of social theory in socio-technical analysis: a critical realist approach to aircraft maintenance

British Library Electronic Table of Contents (United Kingdom)

Based on empirical research within the aviation industry we have come to some surprising and sometimes counterintuitive conclusions concerning aircraft maintenance that are relevant for the discussion of social theory and its application towards the explanation and management of socio-technical systems. In this article, the human role in the activity of aircraft maintenance is taken as an example to illustrate the need for critical discussions on social theory in order to better understand safety in socio-technical systems This challenges us to consider the theoretical basis related to how we currently approach the human factor in management of such systems. We propose in the article that Roy Bhaskars' book ?The possibility of naturalism?a philosophical critique of the contemporary human s...

Quantum probabilities: an information-theoretic interpretation

CERN Document Server

This Chapter develops a realist information-theoretic interpretation of the nonclassical features of quantum probabilities. On this view, what is fundamental in the transition from classical to quantum physics is the recognition that \\emph{information in the physical sense has new structural features}, just as the transition from classical to relativistic physics rests on the recognition that space-time is structurally different than we thought. Hilbert space, the event space of quantum systems, is interpreted as a kinematic (i.e., pre-dynamic) framework for an indeterministic physics, in the sense that the geometric structure of Hilbert space imposes objective probabilistic or information-theoretic constraints on correlations between events, just as the geometric structure of Minkowski space in special relativity imposes spatio-temporal kinematic constraints on events. The interpretation of quantum probabilities is more subjectivist in spirit than other discussions in this ...

Offshore platforms and pipelines

Energy Technology Data Exchange (ETDEWEB)

This book discusses problems and topics important for the design and construction of fixed offshore platforms used for drilling and producing petroleum from beneath the sea. A general description of offshore platforms serves as an introduction to the whole problem of offshore structures. A chapter on the hydrodynamic analysis of fixed offshore platforms gives the basis for the layout and construction of such structures. A guide to soil investigation methods essential for the geotechnical analysis of foundation designs for all types of offshore structures concentrates on the instrumentation equipment actually used. Guidebook on design, construction and operation of pilot plants for uranium ore processing

International Nuclear Information System (INIS)

The design, construction and operation of a pilot plant are often important stages in the development of a project for the production of uranium concentrates. Since building and operating a pilot plant is very costly and may not always be required, it is important that such a plant be built only after several prerequisites have been met. The main purpose of this guidebook is to discuss the objectives of a pilot plant and its proper role in the overall project. Given the wide range of conditions under which a pilot plant may be designed and operated, it is not possible to provide specific details. Instead, this book discusses the rationale for a pilot plant and provides guidelines with suggested solutions for a variety of problems that may be encountered. This guidebook is part of a series of Technical Reports on uranium ore processing being prepared by the IAEA's Division of Nuclear Fuel Cycle and Waste Management. 42 refs, 7 figs, 3 tabs.

Five TWh saved on profitable upgrading

International Nuclear Information System (INIS)

Article. In Norway, a project is planned to evaluate the upgrading potential of the hydroelectric power sector. The article criticizes the authorities for not supporting the upgrading of hydroelectric power plants in their eager to promote the development of wind power. An important contribution of the planned project will be a book from which the utilities may get advice on measures of upgrading. Generators and control systems account for 80% of the faults and interruptions in the power utilities. The turbine technology has made important progress in the 1990s. By pure upgrading measures alone, the turbine efficiencies may be increased enough for an additional 3 TWh to be taken out from the Norwegian hydroelectric power system. Today, the price of imported carbon-based Danish power determines whether the utilities find it profitable to rehabilitate the hydroelectric plants. The energy potential of upgrading is estimated to be 5 TWh. This energy can be generated ...

Environmental protection, environmental pollution, and economic growth. A contribution to environmental economy in the framework of neoclassic models of growth. Umweltschutz, Umweltverschmutzung und Wirtschaftswachstum. Ein Beitrag zur Umweltoekonomie im Rahmen neoklassischer Wachstumsmodelle

Energy Technology Data Exchange (ETDEWEB)

This book is mainly a comparison of the cost of pollution with the cost of environmental protection. As to the causes of pollution, a difference is made between pollutants that accumulate and pollutants that do not accumulate. Because of pollutant accumulation it is necessary to carry out both subsequent pollution abatement measures and to take preventive action which helps to avoid pollutant emission. Growth models serve to substantiate why such preventive action is both ecologically and economically useful as a rule. Finally the study makes a comparison between some tools of environmental protection. It stresses in particular that, if a duty on emissions is levied, the polluter has to bear all the cost of the pollution, while at the same time the quality of the environment can be more successfully improved than by emission standards alone.

Econophysics review: II. Agent-based models

British Library Electronic Table of Contents (United Kingdom)

This article is the second part of a review of recent empirical and theoretical developments usually grouped under the heading Econophysics. In the first part, we reviewed the statistical properties of financial time series, the statistics exhibited in order books and discussed some studies of correlations of asset prices and returns. This second part deals with models in Econophysics from the point of view of agent-based modeling. Of the large number of multi-agent-based models, we have identified three representative areas. First, using previous work originally presented in the fields of behavioral finance and market microstructure theory, econophysicists have developed agent-based models of order-driven markets that we discuss extensively here. Second, kinetic theory models designed to ...

Beginnings of rocket development in the czech lands (Czechoslovakia)

British Library Electronic Table of Contents (United Kingdom)

Although the first references are from the 15th Century when both Hussites and crusaders are said to have used rockets during the Hussite Wars (also known as the Bohemian Wars) there is no strong evidence that rockets were actually used at that time. It is worth noting that Konrad Kyeser, who described several rockets in his Bellifortis manuscript written 1402-1405, served as advisor to Bohemian King Wenceslas IV. Rockets were in fact used as fireworks from the 16th century in noble circles. Some of these were built by Vavrinec Kricka z Bitysky, who also published a book on fireworks, in which he described how to build rockets for firework displays. Czech soldiers were also involved in the creation of a rocket regiment in the Austrian (Austro-Hungarian) army in the first half of the 19th c...

A digitization and multimedia project at Quinnipiac University, Hamden, Connecticut, USA

British Library Electronic Table of Contents (United Kingdom)

Purpose - The purpose of this paper is to encourage other libraries to provide access to their own original content via the web. By way of case study, the process of identifying materials, scanning them and creating web access to original content will be explored. Design/methodology/approach - To implement a book digitization project, three major things need to be present. The library must own material that was published prior to 1923, making them safely out of copyright in the USA; the library needs access to server space on the web and the library needs to own scanning equipment. Findings - This project demonstrated that a library does not necessarily need to obtain grant funding to begin an effective and successful digitization program. It also revealed a few things that would improve t...

A Hundred Years of Physics on Show

CERN Multimedia

The New Yorker Richard Feynman, well known to all physicists for his diagrams. Eleven vivid posters have recently been hung along the Theoretical Physics corridor on the first floor of Building 53. They tell the story of a century of physics, between 1900 and the end of the nineteen-nineties, the century that gave us atomic and quantum physics and the great breakthroughs that have rocked our understanding of the world and the universe. The posters are a gift from the American Physical Society to the CERN Library. As they were designed for high school and university book collections in the US, they necessarily have a somewhat American view of the history of science. But it is still instructive to revisit contemporary physics through its great figures, such as Marie Curie, Stephen Hawking, and Richard Feynman, not to mention Albert Einstein and many others. Why not take the time for a little trip down this particular stretch of Memory Lane?

Crack growth behaviour of low alloy steels for pressure boundary components under transient light water reactor operating conditions (CASTOC)

Energy Technology Data Exchange (ETDEWEB)

The CASTOC project addresses environmentally assisted cracking (EAC) phenomena in low alloy steels used for pressure boundary components in both Western type boiling water reactors (BWR) and Russian type pressurised water reactors (VVER). It comprises the four work packages (WP): inter-laboratory comparison test (WP1); EAC behaviour under static load (WP2), EAC behaviour under cyclic load and load transients (WP3); evaluation of the results with regard to their relevance for components in practice (WP4). The use of sophisticated test facilities and measurement techniques for the on-line detection of crack advances have provided a more detailed understanding of the mechanisms of environmentally assisted cracking and provided quantitative data of crack growth rates as a function of loading events and time, respectively. The effect of several major parameters controlling EAC was investigated with particular emphasis on the transferability of the results to components ...

Concepts in radiation protection

International Nuclear Information System (INIS)

This monograph provides basic notions and principles in dosimetry and radiation protection in compliance with two fundamental works: IAEA Safety Series No.115 - International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources - and Publication no. 60 of International Commission on Radiological Protection. After the review of quantities and units necessary in radiation protection, the book presents the new values of dose limits as well as the values of 'radiation weighting factor', 'tissue weighting factor' and 'conversion factor intake-dose' (committed effective dose per unit intake) by ingestion and inhalation for 30 most important radionuclides. The new values of dose limits, lower than the old values, are a challenge for the radiation protection, especially of the 'public' where the dose limit diminished by a factor of five relative to the earlier edition. The new value of dose limit for public, 1 mSv per ...

Climate change impacts and adaptation : a Canadian perspective

International Nuclear Information System (INIS)

This book summarizes the research that has been conducted in Canada over the past five years on the issue of climate change impacts on key sectors such as water resources, agriculture, forestry, fisheries, coastal zones, transportation, and human health and well-being. The book refers to the growing evidence that climate change is occurring. The Intergovernmental Panel on Climate Change (IPCC) believes that these changes have already contributed to increases in annual precipitation, cloud cover and extreme temperatures over the last 50 years. It suggests that it in order to develop an effective strategy for adaptation, it is necessary to understand the vulnerability of each sector to climate change in terms of the nature of climate change, the climatic sensitivity of the region being considered, and the capacity to adapt to the changes. Adaptation will require a reduction in greenhouse gas emissions in order to lower the rate of climate change. ...

Workshop on stems and trunks in plant form and function. Final report

Energy Technology Data Exchange (ETDEWEB)

This document is the final report on the workshop on stems and trunks in plant form and function relating to DOE grant DE-FG06-93ER20128 which took place at Oregon State University in February 1994. The resulting book is organized into four sections and a synthesis: roles of stem architecture in plant performance, roles of stems in transport and storage of water, roles of live stem cells in plant performance, and the roles of stems in preventing or reacting to response to plant injury. The synthesis stemmed from debated and discussion by the authors and a few dozen other workshop participants. The authors cover many stem functions, although the list is not exhaustive, and the focus is on terrestrial woody tree stems, primarily of temperate and boreal zones. More research on trunks, branches and twigs is important for a baseline understanding of plant biology. In the face of anticipated human-caused changes to most environments, we need not only have a baseline ...

Radiological concepts in radiotherapy

International Nuclear Information System (INIS)

The atomic explosions in Hiroshima and Nagasaki made the name radiation itself become a nightmare. Notwithstanding this, radiation continued to serve the mankind specially in diagnosis of several human diseases and in the treatment of intractable malignancies. With their latest research tools biologists have now shown a significant shift in the earlier paradigm; even the concept that radiation initiates cancer appears to be no longer tenable. On the contrary, selective radiation doses inhibit growth of cancer cells and radiation in combination with many chemotherapeutic drugs, radiosensitizing chemicals and/or hyperthermia, is emerging as a new modality for cancer treatment which offers high therapeutic advantages. In addition, the deleterious effects of radiation can now be strategically counter poised by the use of many drugs and chemicals. This has been possible by the newer insights gained in the mechanism of biological effects of radiation. The fate of radiation-induced free ...

Quantum thermodynamics. Emergence of thermodynamic behavior within composite quantum systems. 2. ed.

International Nuclear Information System (INIS)

This introductory text treats thermodynamics as an incomplete description of quantum systems with many degrees of freedom. Its main goal is to show that the approach to equilibrium -with equilibrium characterized by maximum ignorance about the open system of interest- neither requires that many particles nor is the precise way of partitioning, relevant for the salient features of equilibrium and equilibration. Furthermore, the text depicts that it is indeed quantum effects that are at work in bringing about thermodynamic behavior of modest-sized open systems, thus making Von Neumann's concept of entropy appear much more widely useful than sometimes feared, far beyond truly macroscopic systems in equilibrium. This significantly revised and expanded second edition pays more attention to the growing number of applications, especially non-equilibrium phenomena and thermodynamic processes of the nano-domain. In addition, to improve readability and reduce unneeded technical details, a large ...

Natural gas market review 2006 - towards a global gas market

International Nuclear Information System (INIS)

Natural gas is essential to the world economy. Gas now accounts for almost a quarter of OECD primary energy requirements and is expected to become the second most important fuel in the world in the next decade. Industrial and residential consumers increasingly rely on natural gas to keep their houses warm, their lights on and their factories running. Meanwhile the gas industry itself has entered a new phase. Where gas used to be restricted to regional markets, it is now increasingly traded on a global scale. While gas production and transport requires long-term investment, now it is optimised on a short-term basis. Demand continues to grow, but local gas production has become much more expensive. How should we react? How will demand be satisfied? What changes are required to promote flexibility and trade? What are the implications for gas security, investment and interdependence? At stake is an opportunity to diversify supply and demand - but this goal is threatened by barriers to ...

Assessment of the Provision of Educational Services under the Universal Basic Education (UBE) Scheme in Southern Nigeria

Science.gov (United States)

The purpose of the study was to investigate the adequacy of educational services available for the implementation of the ideals of the Universal Basic Education (UBE) in Southern Nigeria. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The researchers collected and analyzed data to (1) Ascertain how free the UBE was in Southern Nigeria and (2) to determine if educational services were adequately provided for the implementation of the programme. Results of data analysis suggest that the UBE was not entirely free as parents still buy books and report cards for their children in primary schools. Also, educational services were not adequately provided in the schools. Recommendations were made to government on how to improve the situation so as ...

Vladimir P. Demikhov, a pioneer of organ transplantation.

Science.gov (United States)

Vladimir P. Demikhov was born in a Russian peasant family in 1916. As a biology student at The Moscow University in 1937, he constructed a metal artificial heart and maintained the circulation of a dog for 5.5 hours. From 1946, after his military service, he worked in the Surgical Institute of The Moscow Academy of Sciences performing heterotopic heart transplantations in dogs. In 1947, he performed the first orthotopic lung transplant. Later he performed complex cardiothoracic transplantations as well as renal and hepatic transplantations. He restarted his investigations with the artificial heart and performed coronary bypass operations in dogs. In 1954 he performed a head transplantation, for which he gained worldwide infamy. Stalinist propaganda advertised this fact as the superiority of Soviet science. In fact, it was the upper body of a smaller dog to the neck of a bigger one. The two heads could eat and drink separately. But he could not overcome the problems ...

Simulation and Observation of Acoustic-Gravity Waves in the Ionosphere

Science.gov (United States)

Atmospheric and ionospheric perturbations associated with the acoustic-gravity waves (AGW) with typical frequencies of a few hertz -millihertz are considered. These events may be caused by the influence from space and atmosphere as well as by oscillations of the Earth surface and other near-surface phenomena. The surface sources include long-period oscillations of the Earth's surface, earthquakes, explosions, thermal heating, seisches and tsunami waves. The wavelike phenomena manifest themself as travelling disturbances of air (in the atmosphere) and of electron density (in the ionosphere). Travelling ionospheric disturbances (TIDs) are well detected by radio physical methods. AGW generation by near-surface sources is modeled by the numerical solution of the equation of geophysical fluid dynamics for different sources in two-dimensional non-linear dissipative compressible atmosphere. The numerical calculations are based on the FCT (Flux Corrected Transport) technique of the second ...

Radioiodine dosimetry and prediction of consequences of thyroid exposure of the Russian population following the Chernobyl accident

International Nuclear Information System (INIS)

In the early period after the Chernobyl accident, analysis of patterns of "1"3"1I exposure of the human thyroid showed that contaminated milk was the basic source of "1"3"1I intake among the inhabitants of Russia. The equipment and techniques used for measurement of the "1"3"1I content in the thyroids of these individuals are described in this work. A model of the "1"3"1I intake, taking into account protective actions, and a method of thyroid dose calculation are discussed. The mean thyroid dose and frequency distributions of the thyroid doses to inhabitants of towns and villages of the Bryansk, Tula and Orel regions of Russia are presented. The mean dose to the thyroids of children living in the villages was 2 to 5 times higher than the dose to adult thyroids; for children living in the towns, the mean dose was 1.5 to 12 times higher. The mean thyroid mass in adult inhabitants of the Bryansk region was 27 g, which exceeded the value for a standard man (20 g) and was taken into account ...

Molybdenum. Suppl. Vol. A 2a. Element. Physical properties. Pt. 1. 8. Rev. Ed

Energy Technology Data Exchange (ETDEWEB)

The major part of the chapter 'Physical Properties' in concerned with, in addition to nuclear and atomic properties, the properties of the metal molybdenum. Due to the huge number of relevant papers, the present volume comprises only the first part of the metal properties, i.e. the crystallographic properties, the electronic structure, the lattice dynamics, and subsequently the mechanical and thermal properties. There are two small sections where the properties of the molecules, primarily Mo/sub 2/ and Mo/sub 6/, and of the vapor are described. The strength and some other mechanical properties have been frequently investigated to establish the change due to neutron irradiation, because this affects the durability of the fuel containers in nuclear reactors. For that purpose, changes in structure, texture, etc., due to irradiation had to be determined; the structural properties of nonirradiated samples also had to be studied in great detail, the more so, as the strength ...

Fusion zone microstructure and porosity in electron beam welds of an #alpha# + #beta# titanium alloy

International Nuclear Information System (INIS)

The effect of electron beam welding parameters on fusion zone (FZ) microstructure and porosity in a Ti-6.8 Al-3.42 Mo-1.9 Zr-0.21 Si alloy (Russian designation VT 9) has been investigated. It has been observed that the FZ grain width increased continuously with increase in heat input when the base metal was in the #beta# heat-treated condition, while in the #alpha# + #beta# heat-treated base metal welds, the FZ grain width increased only after a threshold energy input. The difference is attributed to both the weld thermal cycle and the pinning effect of equiaxed primary alpha on grain growth in the heat-affected zone (HAZ) of #alpha# + #beta# heat-treated base metal. Postweld heat treatment (PWHT) in the subtransus and supertransus regions did not alter the columnar grain morphology in the FZ, possibly due to the lack of enough driving force for the formation of new grains by the breaking up of the columnar grains and grain boundary movement for grain growth. The ...

Energy Technology Data Exchange (ETDEWEB)

The composition of alkaline and neutral boric acid containing evaporator concentrates resulting from the treatment of radioactive waste water in nuclear power plants with WWER reactors is described as well as the processing of these concentrates to a product suitable for final disposal. Tests with mock solutions of these evaporator concentrates have been performed at the laboratory and teststand scale to produce a dry residue by continuous thickening, which can be processed into a highly leach resistant product, suitable for final disposal, by cementation. Ca-compounds must be added to the evaporator concentrates prior to the drying in an rotary thin-film evaporator (RTFE). The tests showed that neutral evaporator concentrates can be dried in a RTFE with addition of small amounts of Ca-compounds. The alkaline evaporator concentrates with high boric acid and total salt load require a multiple amount of Ca-compounds and diluting water to perform the drying process. A brief description of ...

Debt swapping as a tool for economic and social stabilization in Russia's closed nuclear cities (briefing paper)

Energy Technology Data Exchange (ETDEWEB)

The next great issue on the Russian landscape will be management of its foreign debt. In the near future the United States will be called upon to lead an international program of debt restructuring to assist Russia in overcoming the burden of its debt trap. With debt service obligations equal to 50{percent} of 1999 revenues, Russia has virtually no chance of sustaining a program of economic recovery without debt relief (Hardt, 1999). With some form of debt restructuring a foregone conclusion, Russia, the United States, and world community have a vital stake in searching for creative ways to transform the inevitability of debt restructuring into something of value and constructive to Russia and the problems it faces. This was the rationale behind debt-for-nature swaps which emerged in the early 1980s in Latin American and Eastern Europe as a means of relieving developing nations of their crippling foreign debt. Debt-for-nature swaps served both domestic and ...

Basic aspects of the concept of reactor compartment (including damaged compartments) management during utilization of nuclear powered submarines -- High priority R and D

International Nuclear Information System (INIS)

Large-scale decommissioning of Russian nuclear-powered submarines (NPS) and their utilization prospects gave rise to numerous complicated scientific and technical, as well as economic, problems. Problems of handling of radioactive equipment from the reactor compartments (RC) are among the vital ones, arousing a growing concern with the public. Without solution of the problems the processes of NPS utilization can not be considered completed. It involves potential hazard, for the environment both from NPS being paid up (temporal on-float storage) with unloaded spent nuclear fuel (SNF), and RC, cut from submarine hull, containing highly radioactive equipment and materials but no SNF. Diverse variations of the concept of reactor compartment handling of NPS subject to, utilization are possible, but, in principle, there are essentially two variants: (1) RC utilization directly in the course of NPS utilization, envisaging removal of radioactive equipment from the reactor ...

Three independent studies have been conducted for assessing the impact of rocket launches on the earth`s environment. These studies have addressed issues of acid rain in the troposphere, ozone depletion in the stratosphere, toxicity of chemical rocket exhaust products, and the potential impact on global warming from carbon dioxide emissions from rocket launches. Local, regional, and global impact assessments were examined and compared with both natural sources and anthropogenic sources of known atmospheric pollutants with the following conclusions: (1) Neither solid nor liquid rocket launches have a significant impact on the earth`s global environment, and there is no real significant difference between the two. (2) Regional and local atmospheric impacts are more significant than global impacts, but quickly return to normal background conditions within a few hours after launch. And (3) vastly increased space launch activities equivalent to 50 U.S. Space Shuttles or 50 ...

Which way forward : issues in developing an effective climate regime after 2012

International Nuclear Information System (INIS)

This book proposed that a post-2012 climate regime will need to balance the needs of all countries while aiming to prevent the potentially serious economic and social consequences of the impacts of climate change. Four elements were presented to support the emergence of an internationally acceptable approach: (1) the need to ensure sustainable economic development; (2) the effective development and penetration of clean technologies; (3) the establishment of an effective international carbon market over the long term; and (4) the integration of adaptation in development and natural resource management decision-making. A series of discussion papers were presented which reviewed options on how best to create an effective and inclusive international climate regime that will achieve large reductions in global emissions and equitably reflect the diverse circumstances of countries while promoting sustainable economic development. The first paper highlighted some of the ...

The story of iodine deficiency: An international challenge in nutrition

International Nuclear Information System (INIS)

Iodine deficiency is a risk factor for the growth and development of up to 800 million people living in iodine deficient environments throughout the world. The effects on growth and development, called the iodine deficiency disorders (IDD), comprise goiter, stillbirths and miscarriages, neonatal and juvenile thyroid deficiency, dwarfism, mental defects, deaf mutism, and spastic weakness and paralysis, as well as lesser degrees of loss of physical and mental function. All these effects are due to inadequate thyroid hormone production because iodine is an essential constituent of the thyroid hormone. In the West, IDD has been largely eliminated by the addition of iodine to the diet through iodized salt or through changes in food distribution and technology. IDD still persists in certain areas of Europe where these dietary changes have not occurred. In the Third World, IDD is a major problem in many countries with large populations, such as China, India, Indonesia, Nigeria, and Zaire. In ...

Those who teach college students have extensive training in their disciplines, but unlike their counterparts at the high school or elementary school level, they often have surprisingly little instruction in the craft of teaching itself. "The Chicago Handbook for Teachers, Second Edition", is an extraordinarily helpful guide for anyone facing the daunting challenge of putting together a course and delivering it successfully. Representing teachers at all stages of their careers, the authors, including distinguished historian Alan Brinkley, offer practical advice for almost any situation a new teacher might face, from preparing a syllabus to managing classroom dynamics. Beginning with a nuts and bolts plan for designing a course, the handbook also explains how to lead a discussion, evaluate your own teaching, give an effective lecture, supervise students' writing and research, create and grade exams, and more. This new edition is thoroughly revised for contemporary concerns, with updated ...

International Nuclear Information System (INIS)

This review describes the basic theory and some recently developed techniques for the study of quadrupole nuclei with half integer spins in powder materials. The latter is connected to the introduction of the double rotation (DOR) by A. Samoson et al. (1) and to the introduction of the multiple quantum magic-angle spinning (MQ MAS) technique by L. Frydman et. al. (2). For integer spins, especially the solid-state deuterium magnetic resonance, we refer to the review of G.L. Hoatson and R.L. Vold: ''"2H-NMR Spectroscopy of Solids and Liquid Crystals'' (3). For single crystals we refer to O. Kanert and M. Mehring: ''Static quadrupole effects in disordered cubic solids''(4) and we would like also to mention the ''classic'' review of M.H. Cohen and F. Reif: ''Quadrupole effects in NMR studies of solids'' (5). Some more recent reviews in the field under study are D. Freude and J. Haase ''Quadrupole effects in solid-state NMR'' (6). Ch. Hot, flat and crowded. Why we need a green revolution - and how it can renew America

International Nuclear Information System (INIS)

The author blows the whistle about what he considers as a worldwide environmental crisis. He brings a fresh outlook to the crises of destabilizing climate change and rising competition for energy - both of which could poison our world if we do not act quickly and collectively. His argument speaks to all of us who are concerned about the state of America in the global future. The author proposes that an ambitious national strategy - which he calls 'Geo-Greenism' - is not only what we need to save the planet from overheating; it is what we need to make America healthier, richer, more innovative, more productive, and more secure. He explains a new era - the Energy-Climate era - through an illuminating account of recent events. He shows how 9/11, Hurricane Katrina, and the flattening of the world by the Internet (which brought 3 billion new consumers onto the world stage) have combined to bring climate and energy issues to Main Street. But they have not gone very far down Main Street; the ...

Energy conservation, an economically efficient way of air pollution abatement. Economic arguments in air pollution policy; Energiesparen - Klimaschutz, der sich rechnet. Oekonomische Argumente in der Klimapolitik

Energy Technology Data Exchange (ETDEWEB)

Experts tend to disagree about the economic effects of air pollution abatement measures. This book, which addresses also non-experts, explains the analytical background on the basis of available data. The authors conclude that there is a wide range of political options for achieving the goal of air pollution abatement. They differentiate between the various levels of discussion and show how misinterpretations of scientific results come about, thus making an important contribution to a discussion that is based on facts rather than emotions. ...

A summary of the California Public Utilities Commission`s two competing electric utility restructuring proposals

Energy Technology Data Exchange (ETDEWEB)

In May 1995, the California Public Utilities Commission (CPUC) released two proposals for restructuring the state`s electric power industry. The two proposals follow more than a year of testimony and public comment after the CPUC issued the ``Blue Book`` (CPUC 1994a) on April 20, 1994, which called for retail wheeling to be phased in to all customers over 5 years. The majority proposal, supported by three of the four CPUC commissioners (one seat was vacant when the proposals were released), calls for creating a central pool, or ``poolco``; setting electric prices to reflect true costs of service, or ``real-time pricing``; and allowing parties to negotiate ``contracts for differences`` between the pool price and the contract price. The minority proposal, sponsored by Commissioner Jesse Knight, calls for retail wheeling, or ``direct access,`` and for utilities to divest or spin off their generating assets. This paper presents a summary of the major provisions of the ...

1993 Annual report on waste generation and waste minimization progress as required by DOE Order 5400.1, Hanford Site

International Nuclear Information System (INIS)

More important than waste generation numbers, the pollution prevention and waste minimization successes achieved at Hanford in 1993 have reduced waste and improved operations at the Site. Just a few of these projects are: A small research nuclear reactor, unused and destined for disposal as low level radioactive waste, was provided to a Texas University for their nuclear research program, avoiding 25 cubic meters of waste and saving $116,000. By changing the slope on a asphalt lot in front of a waste storage pad, run-off rainwater was prevented from becoming mixed low level waste water, preventing 40 cubic meters of waste and saving $750,000. Through more efficient electrostatic paint spraying equipment and a solvent recovery system, a paint shop reduced hazardous waste by 3,500 kilograms, saving $90,800. During the demolition of a large decommissioned building, more than 90% of the building's material was recycled by crushing the concrete for use on-Site and selling the steel to an ...

Challenges for Lithuania: Ignalina NPP Early Closure

International Nuclear Information System (INIS)

As a condition of accession into the European Union (EU), Lithuania is committed to the closure and decommissioning of Ignalina NPP comprising two RBMK-1500 reactor units (Fig. 1). It was agreed in a special protocol to the Accession Treaty that, in return for adequate EU financial assistance, Unit 1 would be closed before 2005 and Unit 2 by the end of 2009. The first unit was duly shut down on December 31, 2004. Lithuania, which has borders with Russia (Kaliningrad territory), Poland, Latvia and Belarus, spent fifty years as part of the Soviet Union and was deeply integrated into its economy and electrical infrastructure. At the break-up of the USSR, Lithuania inherited electricity generating capacity designed to supply the north-west region including ownership of Ignalina NPP located in the north-east of the country. Ignalina NPP Unit 1 was commissioned in 1983, Unit 2 in 1987; the planned lifespan of each unit was 30 years. Construction of a third unit was started but never ...

By August 2007, there were 438 nuclear power plants (NPPs) in operation worldwide, with a total capacity of 371.7 GW(e). Further, 31 units, totaling 24.1 GW(e), were under construction. During 2006 nuclear power produced 2659.7 billion kWh of electricity, which was 15.2% of the world's total. The vast majority of these plants use water-cooled reactors. Based on information provided by its Member States, the IAEA projects that nuclear power will grow significantly, producing between 2760 and 2810 billion kWh annually by 2010, between 3120 and 3840 billion kWh annually by 2020, and between 3325 and 5040 billion kWh annually by 2030. There are several reasons for these rising expectations for nuclear power: - Nuclear power's lengthening experience and good performance: The industry now has more than 12 000 reactor years of experience, and the global average nuclear plant availability during 2006 reached 83%; - Growing energy needs: All forecasts project increases in world energy demand, ...

Ozone removal by green building materials

Energy Technology Data Exchange (ETDEWEB)

Interest in finding out passive ways to keep the variation in the indoor climate within the comfort zone is gaining in popularity. One possible solution is the use of the moisture-buffering property of materials. In this study, the effects of the ventilation system and moisture-buffering properties of the building fabric on the stability of the indoor temperature and humidity are analysed by means of long-term field measurements. Indoor climate measurements were carried out in 170 detached houses (248 rooms). Temperature and relative humidity were measured continuously in bedrooms and living rooms at one-hour intervals over a one-year period. In general, it may be concluded that in this study, the ventilation had a greater effect on the indoor climate than the properties of the building fabric. The dampening effect of hygroscopic materials was remarkably less in the field measurements than it was in simulations in different studies. This indicates that completely non-hygroscopic and ...

The Nuclear Smuggling International Technical Working Group: Making a difference in combating illicit trafficking

International Nuclear Information System (INIS)

Full text: The ITWG was first formed in 1995 for the purpose of fostering international cooperation for combating illicit trafficking of nuclear materials. The initial focus for the ITWG was on the development of nuclear forensics to help answer attribution questions regarding nuclear materials of unknown origin. More recently, the ITWG has also expanded its focus to include detection of nuclear materials during transit. This paper presents some of the key developments by this group and their potential impact for combating nuclear smuggling. The initial focus of the ITWG was to write a status report on international cooperation on nuclear smuggling forensic analysis. This 26-page report summarized previous work on nuclear forensics and gave an initial analysis on prioritizing techniques and methods for forensic analysis regarding source and route attribution. This report was submitted to the G-8 countries, and shortly thereafter, nuclear forensics was endorsed at the Moscow Summit in ...

Second international symposium on nuclear power plant life management. Book of extended synopses

International Nuclear Information System (INIS)

The world's fleet of nuclear power plants is, on average, more than 20 years old. Even though the design life of a nuclear power plant is typically 30-40 years, it is quite feasible that many plants will be able to operate in excess of their design lives, provided that nuclear power plant engineers demonstrate by analysis, trending, equipment and system upgrades, increased vigilance, testing and ageing management that the plant will operate safely. In the operation of nuclear power plants, safety should be always the prime consideration. Plant operators and regulators must always ensure that plant safety is maintained, and where possible enhanced, during a plant's operating lifetime. Nuclear power plant life management (PLiM) has gained increased attention over the past decade, and effective ageing management of systems, structures and components (SSCs) is a key element in PLiM for the safe and reliable long term operation of nuclear power plants. A PLiM programme is an effective tool ...

Impacts of climate change in the Netherlands; Effecten van klimaatverandering in Nederland

Energy Technology Data Exchange (ETDEWEB)

The main conclusion of the study on the title subject is that the impacts of climatic change in the Netherlands are still limited. However, the impacts will be stronger in the next decades and will be even problematic at the end of this century. In this book an overview is given of probable changes in the climate for the Netherlands, danger for flooding in specific areas of the Netherlands, changes of the nature, impacts for agriculture, tourism and recreation, and industry and businesses, and risks for public health. ...

Character and Effective Leadership of the Knowledge Worker

Energy Technology Data Exchange (ETDEWEB)

Ulrich in the forward to the Zenger and Folkman (2002) book, ''The Extraordinary Leader'', wrote about the importance of character in leadership stating, ''Everything about great leaders radiates from character. Character improves the probability of exhibiting strong interpersonal skill. Some of this perceived character is innate . . . but more is driven by the leader's self-awareness and interactions with others'' (p. ix). The purpose of this study was to explore the relationship between leadership effectiveness and character using leader-managers of knowledge workers as the subject sample. Findings indicated that character, particularly those factors associated with honesty, setting the example, and valuing and strengthening others, were what set the most effective leader-managers apart from their peers. Technical competence and self-efficacy were found to be common characteristics ...
