The paper investigates early Soviet policies regarding the institution of waqf (charitable endowment) in Turkestan, questioning the issue of the post-colonial character of the early Soviet administration. After taking into consideration practices related to waqf management in modern Muslim states and European colonial empires, the paper briefly describes the tsarist administrative approach to the issue. We then address the ambiguity inherent in Soviet policies on waqf requisition and restitution during Civil War years. The Soviet Union does not currently have an overall radioactive waste management program or national laws that define objectives, procedures, and standards, although such a law is being developed, according to the Soviets. Occupational health and safety does not appear to receive major attention as it does in Western nations. In addition, construction practices that would be considered marginal in Western facilities show up in Soviet nuclear power and waste management operations. Dr. Rudolf Schulten of West Germany and expert witnesses from national laboratories, utilities, and the nuclear industry testified on reactor safety issues as they relate to the Chernobyl accident and public concern that modern technology has not paid enough attention to public safety. Each of the witnesses contributed safety-related information based on what has been learned from the Soviet incident. Particular focus went to similarities and differences between the Chernobyl and US reactors in safety design and engineering and to the environmental effects of the accident. The N reactor near Richland and a commercial reactor at Fort St. Vrain, Colorado are the only two operating graphite reactors, but neither is a boiling water reactor.

The development of the Glushko Experimental Design Bureau, where the majority of Soviet rocket engines were created, is related. As a biology student at The Moscow University in 1937, he constructed a metal artificial heart and maintained the circulation of a dog for 5.5 hours. From 1946, after his military service, he worked in the Surgical Institute of The Moscow Academy of Sciences performing heterotopic heart transplantations in dogs. In 1947, he performed the first orthotopic lung transplant. Later he performed complex cardiothoracic transplantations as well as renal and hepatic transplantations. He restarted his investigations with the artificial heart and performed coronary bypass operations in dogs. In 1954 he performed a head transplantation, for which he gained worldwide infamy. The condition of spent nuclear fuel (SNF) in wet storage at ten Soviet-designed research reactors has been assessed in the light of international experience in order to identify any associated safety issues. These reactors use Al-clad UO2-Al or U-Al alloy dispersion fuels of ?20% enrichment that were fabricated in Russia; the reactors have been in operation since 1955-70. Although originally sent for reprocessing, much of the SNF generated over the last 25-30 years has been stored in fuel storage pools (FSPs) of variable water quality. The external condition of wet-stored SNF assemblies from the reactors surveyed varied from significant failure due to galvanic corrosion that was driven by poor water quality, through gradual pitting caused by slightly impure water, to a stable condition of no observable change in the oxidized Al alloy surface of the irradiated fuel. As a condition of accession into the European Union (EU), Lithuania is committed to the closure and decommissioning of Ignalina NPP comprising two RBMK-1500 reactor units (Fig. 1). It was agreed in a special protocol to the Accession Treaty that, in return for adequate EU financial assistance, Unit 1 would be closed before 2005 and Unit 2 by the end of 2009. The first unit was duly shut down on December 31, 2004. Lithuania, which has borders with Russia (Kaliningrad territory), Poland, Latvia and Belarus, spent fifty years as part of the Soviet Union and was deeply integrated into its economy and electrical infrastructure. At the break-up of the USSR, Lithuania inherited electricity generating capacity designed to supply the north-west region including ownership of Ignalina NPP located in the north-east of the country. Studies the quality of metallurgical coke produced from a mixture of USA (80%) and Soviet (20%) coking coals. Properties of coal were analyzed according to ICCP and ISO international standards, including mechanical and petrographic tests. Content of the coal mixture included 8.2% moisture, 7.6% ash, 0.98% sulfur, 27.7% volatiles. The swelling index was 6 and dilation index 15%. Properties of coke produced from this coal mixture in the Croatian Bakar coking plant are presented for lump sizes of 25-80 mm, 10-25 mm and 0-10 mm. The produced coke was of favorable quality, having a strength index of 4.70, an ASTM stability factor of 61, and an M40 strength of 73.3%. 9 refs.

Among the reasons for this policy are the country's rich oil shale resources, comparatively mature extraction techniques, and a comprehensive utilization of the shale that has proved to be economically profitable. China has oil shale deposits of 340 Gt, equivalent to 24.5 Gt of shale oil, to rank fourth in the world after the U.S., Brazil, and the Soviet Union.

The author describes the history of the Soviet Unions nuclear weapons testing in Siberia from the first bomb on 29th August 1949 until the test-ban treaty of 1963. The effects of the weapons testing on the local population is only now becoming widely known. Levels of cancers and cataracts are significantly higher than in uneffected populations, and there are also high levels of some lung, bone, skin and digestive conditions. Perhaps the most important information relates to cataracts, previously thought to be caused by single large bursts of radiation. Regulatory authorities worldwide will need to tighten the safety limits for eye radiation exposure to these findings. (U.K.).

The Kyoto Protocol foresees emission trading but does not yet specify verification of (uncertain) emissions. This paper analyses a setting in which parties can meet their emission targets by reducing emissions, by investing in monitoring (reducing uncertainty of emissions) or by (bilaterally) trading permits. We derive the optimality conditions and carry out various numerical simulations. Our applications suggest that including uncertainty could increase compliance costs for the USA, Japan and the European Union. Central Europe and the Former Soviet Union might be able to gain from trading due to higher permit prices. Emissions trading could also lower aggregate uncertainty on emissions.

The US Plowshare program, designed to develop peaceful uses of nuclear explosives, was vigorous between 1957-73 and was of concern during US and USSR nuclear treaty negotiations within that period. In order to accommodate possible future applications, the Peaceful Nuclear Explosions Treaty was signed in 1976. The US program explored the phenomenology of nuclear explosions and tested their use in industrial applications. Due to waning industrial interest and public concern over environmental issues, the US program was terminated in 1977. The Soviet counterpart to the Plowshare program, which has involved more than 100 experiments throughout the USSR, continued until the self-imposed moratorium in 1985. As any peaceful use of nuclear explosives has the potential of furthering weapons research, the US takes the position that all such experiments would have to be banned in a comprehensive test ban treaty. 24 refs.

The occurrence of aliasing in the spectral analysis in some cases together with the limited response of some sensors at the higher frequencies introduces some uncertainties into the analysis. Investigates polarographically determined capacitative curves of Soviet anthracite (Removsk seam) in solutions of KCl, HCl, phenol, propyl, butyl, amyl and hexyl alcohols. The curves were found to be asymmetric and to raise quickly in their cathode range. Their dependence on electrolyte concentration and displacements of their zero charge points were observed. Displacement values of zero charge potential were tabulated for organic compounds. It was possible to calculate displacements taking the non-uniformity of coal structure into account. It was further possible to assess surface interactions between coal and adsorbed molecules from the viewpoint of molecular energy. Orientation of phenol and alcohol molecules on the coal surface is also pointed out. 10 refs.

The information given in the present report about the Chernobyl accident and its radiological consequences indicates a serious crisis of the international radiation community. The following signs of this crises can be discerned: The international radiation community did not recognize the real reasons of the accident for a long time. It could not make a correct assessment of the damage to the thyroid of the affected populations of Belarus, Russia and the Ukraine. Up to present time it rejects the reliable data on hereditary malformations. It is not able to accept reliable data on the increase in the incidence in all categories of people affected by the Chernobyl accident. The international radiation community supported the Soviet authorities in their attempts to play down the radiological consequences of the Chernobyl accident for a long time. (author)

The Project ``Middle School Integrated Science, Mathematics and Technology Curriculum`` had two goals: (1) to survey the literature of energy education; and (2) to develop a theme for a possible integrated middle school energy based curriculum. We aimed to respond to the challenge of developing thematic integrated curricula as advocated by the NSTA, AAAS and other organizations analyzing the future of American science and mathematics education. The survey of middle school energy curriculum materials has been completed. A list of the resources surveyed are included in this report. Though many energy based curriculum materials have been produced, none of them appears to be broadly disseminated throughout the country. Noninvasive, safe functional brain measurements have now been proven feasible for use with children starting at birth. In the arena of language, the neural signatures of learning can be documented at a remarkably early point in development, and these early measures predict performance in children's language and pre-reading abilities in the second, third, and fifth year of life, a finding with theoretical and educational import. The suitability of calcium silicate bricks (CSBs) for the retrospective measurement of gamma dose using luminescence techniques has been investigated. Bricks of this type are distinguished from fired clay bricks by containing negligible clay and requiring comparatively low temperature treatment during manufacture. They have been used widely in the construction f buildings in the Former Soviet Union since the 1970s but hitherto have not been used for retrospective dosimetry measurements. A procedure based on the se of the 210 deg. C thermoluminescence (TL) peak of quartz was tested with granular quartz extracted from three types of CSB, one of which had been taken from a settlement downwind of Chernobyl. The degree to which the residual geological TL signal within the temperature range of the 210 deg. The article reports the reserves of fossil resources. The world's total coal reserves and recoverable coal reserves the estimated at 8,400 billion tons and 728 billion tons, respectively. For oil, the verified reserves and reserve production ratio in the Middle East are 420.9 billion bbl and about 100 years, respectively. They are 141 billion bbl and about 20 years for North and South America, 81 billion bbl and about 18 years for the Soviet Union, 10.8 billion bbl and 34 years for China, 9.8 billion bbl and 26 years for Western Europe and 38.7 billion bbl and 42 years for Africa. The total reserves of natural gas in the world were shown to be 3,981.6 x 10/sup 12/ cf at the World Petroleum Congress in 1987. The amount of recoverable primitive oil sand resources in the world is 436 billion bbl, of which as much as about 70 percent is in Canada. Petroleum is the unchallenged energy market leader in West Germany,having a share of 42%; natural gas accounts for 16-17%. West Germany imports 29% of its natural gas from the Soviet Union, 28% from the Netherlands, 14% from Norway, and 1% from Denmark. In West Germany many-branched natural gas distribution system is operated, equipped with a.o. 21 installations for underground storage which results in a great flexibility of the system. Because of the preferential treatment given to the use of coal as fuel for power plants the share of natural gas has decreased to the present 6% in the last ten years. In the indutrial sector the share is 18%. Strict air pollution abatement measures ('TA-Luft') favour the use of natural gas. However, duty has been levied on the use of natural gas per January 1st, 1989. For space heating of houses and commercial buildings the share of natural gas is 27%. 7 figs., 9 ills.

The most difficult problem in early recognition is knowing when the system has determined the result. Most traditional approaches suffer from this problem, since gestures are often ambiguous. At the start of a gesture, in particular, it is very difficult to determinate the recognition result since insufficient input data have been observed. Therefore, we have improved on the traditional approach by using a self-organizing map.

Applications of molten salts technology to separation and synthesis of materials have been studied eagerly, which would develop new fields of materials science. Research Group for Actinides Science, Department of Materials Science, Japan Atomic Energy Research Institute (JAERI), together with Reprocessing and Recycle Technology Division, Atomic Energy Society of Japan, organized the Workshop on Molten Salts Technology and Computer Simulation at Tokai Research Establishment, JAERI on July 18, 2001. In the workshop eleven lectures were made and lively discussions were there on the fundamentals and applications of the molten salts technology that covered the structure and basic properties of molten salts, the pyrochemical reprocessing technology and the relevant computer simulation. The latest figures published by the Science and Engineering Indicators report reveals that in 2003, 33% of faculty in science and engineering departments at research universities were foreign-born, a number that has more than doubled in thirty years. Foreign-born faculty members comprise an important part of the scientific enterprise that has been understudied. The purpose of this study is to examine the job satisfaction patterns of scientists and engineers by status of birth using a very large and comprehensive National Science Foundation (NSF) dataset, the Survey of Doctoral Recipients (SDR). The results of the study indicate that foreign-born scientists and engineers are less satisfied in several areas of their work life as compared to their US-born peers.

These synthesis studies are often conducted by science teams that are geographically distributed and on data sets that are global in scale.
