The early idea that a non-perturbative gluon condensate affects the spectrum of heavy quarks is revisited in the light of modern simulation techniques. We evaluate the low lying spectrum of bound states of two heavy quarks for large hypothetical quark mass, m_Q > m_b, using non-relativistic QCD and compare with other models to test the consistency.
The paper investigates early Soviet policies regarding the institution of waqf (charitable endowment) in Turkestan, questioning the issue of the post-colonial character of the early Soviet administration. After taking into consideration practices related to waqf management in modern Muslim states and European colonial empires, the paper briefly describes the tsarist administrative approach to the issue. We then address the ambiguity inherent in Soviet policies on waqf requisition and restitution during Civil War years. In the section that follows we deal with different groups of Muslim intellectuals that attempted to use the Soviet state in their mutual struggle over authority in Central Asian society and describe the creation and functioning of the bureaucracies responsible for managing w...
The plug-in hybrid electric vehicle (PHEV) may offer a potential near term, low-carbon alternative to today's gasoline- and diesel-powered vehicles. A representative vehicle technology that runs on electricity in addition to conventional fuels was introduced into the MIT Emissions Prediction and Policy Analysis (EPPA) model as a perfect substitute for internal combustion engine (ICE-only) vehicles in two likely early-adopting markets, the United States and Japan. We investigate the effect of relative vehicle cost and all-electric range on the timing of PHEV market entry in the presence and absence of an advanced cellulosic biofuels technology and a strong (450ppm) economy-wide carbon constraint. Vehicle cost could be a significant barrier to PHEV entry unless fairly aggressive goals for re...
Urban heritage areas throughout the world have experienced cycles of neglect and upgrade that were at times intentional and at other times due to economic difficulties or an unbalanced ideological focus on technological, social or political developments. Modernism of the early and mid-1900s was clearly against keeping heritage areas as they were perceived to hinder future developments. Postmodernist thinking afterwards was more sympathetic to heritage as a means of countering the 'placelessness' of the modern city. Global appreciation of urban heritage and the world's cultural diversity at the end of the century made the occurrence of 'physical neglect' cycles very unlikely in the future. This research paper takes the stand that urban planners and designers face cycles of higher or lower u...
In early March, 2000 a modern electron-beam welding facility for both series and one-off production of valves bodies (500 kg, up to 50 mm wall thickness) was commissioned at Josch Strahlschweisstechnik. Welding is performed under a fine vacuum. This permits not only the welding of components subject to acceptance inspection (HP0 approval), but also of special materials such as titanium, molybdenum, tungsten, Hastelloy and copper, and also their pairings. Products are developed and readied for production using modern 3D CAD software. A modern nine-axis control system makes it possible to produce sockets in pipe-on-pipe joints. (orig.) The paper reviews Asia-Pacific higher education and university research, focusing principally on the "Confucian" education nations Japan, Korea, China, Hong Kong China, Taiwan, Singapore and Vietnam. Except for Vietnam, these systems exhibit a special developmental dynamism--still playing out everywhere except Japan--and have created a distinctive model of higher education more effective in some respects than systems in North America, the English-speaking world and Europe where the modern university was incubated. The Confucian Model rests on four interdependent elements: (1) strong nation-state shaping of structures, funding and priorities; (2) a tendency to universal tertiary participation, partly financed by growing levels of household funding of tuition, sustained by a private duty, grounded in Confucian values, to invest in education; (3) "one chance" national examinations that mediate social competition and university ...
After mathematicians and physicists had learned that the structure of physical space was not necessarily Euclidean, it became conceivable that the global topological structure of space was non-trivial. In the context of the late 19th century debates on physical space this speculation gave rise to the problem of classifying spaces of constant curvature from a topological point of view. William Kingdon Clifford, Felix Klein and Wilhelm Killing, the latter of whom devoted a substantial amount of work to the topic in the early 1890s, clearly perceived this problem as relevant for both mathematics and natural philosophy (i.e., physics or cosmology). To some extent, a cosmological interest may even be found among those authors who restated the space form problem in more modern terms in the early 20th century, such as Heinz Hopf.
The introduction prior to series of papers on the application of neutrons for materials science (MS) in this issue starts with a brief summary of neutron scattering research history in Japan; from the individual activity by Motoharu Kimura at RIKEN early around 1940s to those at present era of world leading neutron science facilities of both JRR3 research reactor and JPARC of the largest proton Accelerator complex in Tokai. Then physical properties of low energy neutrons applied to MS as well as such neutron sources are also reviewed (http://www.jstage.jst.go.jp/browse/jvsj2). (author)

For a long time, signal processing applications, and most particularly detection and parameter estimation methods, have relied on the limiting behaviour of test statistics and estimators, as the number n of observations of a population grows large comparatively to the population size N, i.e. n>>N. Modern technological and societal advances now demand the study of sometimes extremely large populations, while simultaneously requiring fast signal processing due to accelerated system dynamics; this results in not-so-large practical ratios n/N, sometimes even smaller than one. A disruptive change in classical signal processing methods has therefore been initiated in the past ten years, mostly spurred by the field of large dimensional random matrix theory. The early literature in random matrix theory for signal processing applications is however scarce and highly technical. This tutorial proposes an accessible methodological introduction to the ...

The period from the early eighteenth century up to 1820 witnesses a fundamental shift in the conception of the human. This shift is most clearly reflected in the soul's decline from being the essence of human life to a metaphor for the mind. At the same time, the status of the body rises from a machine to a whole organism that cannot only react but also act and think. This essay follows the discourse history of the soul from John Locke to Percy Bysshe Shelley, reflecting on the fact that the emergence of the modern scientific system at the end of the Romantic period and with it a biological conception of the human does not eventually lead to the end of the concept of soul. Rather, the soul becomes an important aesthetic concept in Romantic poetry. The analysis of the poem Epipsychidion sho...

Since it was introduced in the early 1940's, mutation breeding has been tested on many crops as modern plant breeding. Until now, more than seven hundred varieties have been developed by means of induced mutation, and many of them officially released and approved for registration. Hundreds of papers report the results of mutation breeding, and the characteristics of induced mutation in different kinds of crops were discussed for review purposes (Blixt and Gottschalk 1975, Gottschalk and Wolff 1983). Considering the results already obtained, it can be concluded that the kinds of induced mutation and their utilization vary from crop to crop. This paper summarizes and discusses the mutation characteristics and kinds on the induced mutants of leguminous plants that have been released.
Jahn-Teller theorem, proposed in 1937, predicts a distortional instability for a molecule that has symmetry based degenerate electronic states. In 1939 Krishnan emphasized the importance of this theorem for the arrangement of water molecules around the transition metal or rare earth ions in aqueous solutions and hydrated saltes, in a short and interesting paper published in Nature by pointing out atleast four existing experimental results in support of the theorem. This paper of Krishnan has remained essentially unknown to the practitioners of Jahn-Teller effect, eventhough it pointed to the best experimental results that were available, in the 30's and 40's, in support of Jahn-Teller theorem. Some of the modern day experiments are also in conformity with some specific suggestions of Krishnan.
The diesel engine is the most efficient device for converting chemical energy stored in liquid hydrocarbon fuels into useful work. Up to 50% of the energy in the fuel is converted into output shaft work. The modern diesel engine is twice as efficient as the early diesel engines and produces as much as sixty times as much power for a given cylinder size. These developments have, in recent years, been accompanied by a substantial reduction in the noxious elements in the exhaust gas so that engines are now, relatively speaking, ecologically clean. The developments have centred around exhaust gas turbocharging and improved fuel injection systems, but recent work on low-heat-rejection engines has resulted in significant advances in structural ceramics and in high-temperature lubricating oil, as well as an enhanced understanding of heat transfer in high-temperature combustion chambers. Molecular imaging represents a modern research area that allows the in vivo study of molecular biological process kinetics using appropriate probes and visualization methods. This methodology may be defined- apart from the contrast media injection - as non-abrasive. In order to reach an in vivo molecular process imaging as accurate as possible the effects of the used probes on the biological should not be too large. The contrast media as important part of the molecular imaging can significantly contribute to the understanding of molecular processes and to the development of tailored diagnostics and therapy. Since more than 15 years PTB is developing optic imaging systems that may be used for fluorescence based visualization of tissue phantoms, small animal models and the localization of tumors and their predecessors, and for the early recognition of inflammatory processes in clinical trials. Cellular changes occur during many diseases, thus the ...
Blades of modern steam turbines are designed for high efficiency and operational safety. Modern computer programs enable optimisation of design but factors like manufacturing, assembly, operation and downtimes still play an important role. Damage statistics show that blade damage still quite frequent. Selected cases from the Allianz damage assessment centre show some of the more frequent damage mechanisms. Damage is often caused when several factors come together. Prevention of follow-up damage requires early identification of beginning damage.(orig.) Understanding the structure of the nucleon is a fundamental question in subatomic physics, and it has been under intensive investigation for the last several years. Modern research focuses in particular on the spin structure of the nucleon. Experimental and theoretical investigations worldwide over the last few decades have established that, contrary to nave quark model expectations, quarks carry only about 30% of the totd spin of the proton. The origin of the remaining spin is the key question in current hadronic physics and also the major driving forces for the current and future experiments, such as RHIC and CEBAF in US, JPARC in Japan, COMPASS at CERN in Europe, FAIR at GSI in Germany. Among these studies, the transverse-spin physics develops actively and rapidly in the last few years. Recent studies reveal that transverse-spin physics is closely related to many fundamental properties of the QCD dynamics such as the factorization, the ...
The aim of this paper is to analyse the role that the Japanese Government has played in the development of alternatives to conventional vehicles, the effect of government programmes, and the importance of technical flexibility in government support schemes. The focus is on battery-powered electric vehicles (BPEVs), hybrid electric vehicles (HEVs), and fuel cell electric vehicles. The effects of government policy and the process of innovation are analysed from a systems approach drawing on the literature regarding technical change and innovation. The whole chain of government support, including the context in which these different policies have been implemented since the early 1970s, is studied. The Japanese Government has adopted a comprehensive strategy including R and D, demonstration programmes and market support guided by long-term strategic plans. The role of the Government has been that of a conductor in the development process supplying both R and D support ...

Modern oscillation- and analysis systems are often mentioned in the context of oscillation diagnosis which implies that this is a method of establishing the causes of the mechanical changes that cause the unwanted oscillation. Experience shows, however, that oscillation monitoring instruments can merely indicate oscillation symptoms at an early point in time. These findings must be interpreted in a machine-specific way and seen in the context of previous developments in order to establish the mechanical root cause of the matter. A 1000 MVA-generator shows that conventional oscillation measuring systems may also serve for diagnostic purposes within certain limits.(orig.) The history of the urinary test papers does not being in the post-war period. As early as the 1880's some practitioners and pharmacists tried to replace the complicated wet-chemical procedures and apparatus by "dry chemistry." The first popular test paper for sugar and albumin originated in England in 1883. Dry reagents for proving hematuria have been available since the beginning of this century. Until the 1930s a wide palette of commercial urine tests with "modern" brand names was established. A methodological breakthrough was created by the spot test chemistry inaugurated by the Austrian, Fritz Feigl, about 1920. Using the capillary properties of filter paper in enhancing color reactions he founded a new area of analytical chemistry. Many of the pioneers were recruited from Jewish scientists. In this lecture is proposed that their emigration and banishment as well as the Second World War have stopped the development of urinary diagnostics on ...
The principles of modern pesticide residue chemistry were articulated in the 1950s. Early authors pointed out the advantages of systematizing and standardizing analytical methods for pesticides so that they could be widely practiced and the results could be reproduced from one laboratory to the next. The availability of improved methods has led to a much more complete understanding of pesticide behavior and fate in foods and the environment. Using methods based largely upon gas chromatography (GC) and high-performance liquid chromatography (HPLC) coupled increasingly with mass spectrometry (MS) and MS(n) as the detection tool, residues can be measured at parts per billion levels and below in a variety of food and environmental matrices. Development of efficient extraction and cleanup methods, techniques such as ELISA, efficient sample preparation techniques such as QuEChERS, and automated laboratory and field instrumentation has also ...

One topic is operation management and equipment management of coke factory; the second topic is human resource training in a company that lies under each management. The concepts and actual methods of these topics are introduced by showing examples. The paper discusses the improvement of the working environment and measures for future employment caused by the aging problem in Japan. 5 figs.
Abstract High Post-Modernism with its understanding of the significance of the image anticipated the flattening of culture, first in advertising and the printed media, and more recently online. Sam Jacob of FAT speculates on architecture's relationship with the Internet, -a flatland of undifferentiated information-, and how Radical Post-Modernism might be best placed to resist the ubiquity of global culture while reanimating the social and cultural agenda of Modernism and Post-Modernism. Looking at some of the national and international developments in hydrogen technology it becomes clear which important contributions the hydrogen technology oriented activities of the EU have helped to prepare and trigger: (a) Transport Energy Strategy (TES): This initiative of 7 major German automobile and mineral oilcompanies is aimed at an industrial consensus on one or two gasoline alternative fuels, which are to be presented to the German Ministry of Transport. An intermediate trend is that hydrogen may become the fuel of choice. (b) BMW: The Bayerischen Motorenwerke have already very early exposed themselves to the vehicle and component development of hydrogen as a vehicle fuel, focussing on a strategy from CNG to LNG and LH{sub 2}. (c) Opel and GM: Opel has recently announced they have chosen hydrogen as the primary long term fuel for their fuel cell vehicles to be commercialized starting in 2004. (d) CFCP: The California Fuel Cell Partnership with partners ...

In this study, we investigate an inter-industrial and inter-regional recycling system for industrial waste by the cement industry in Japan. We develop a linear programming model that represents cement production processes and waste transportation of all cement factories in Japan. We simulate cost and CO{sub 2}-minimizing systems. The result implies that making waste transportation more efficient in cost is an effective means for CO{sub 2} reduction. (author)

The AVR experimental nuclear reactor was Professor Dr. Rudolf Schulten's brainchild. Visionary ideas led to the success of this technology: - Helium coolant because of the particularly high heat transfer coefficients; - an integrated primary system reactor concept as the basis of all safety considerations in the interest of maximum safety; - uranium-235 and thorium-232 fuel allowing new fuel to be bred; - high temperatures for electricity generation at maximum thermodynamic efficiencies, i.e. optimum fuel utilization; - the possibility to run chemical processes economically at high temperatures by means of nuclear fuels; - the inherent safety of the reactor, for a major accident accompanied by a complete loss of cooling cannot occur for nuclear physics reasons, as was tested twice in the AVR. The AVR attained its first criticality on August 28, 1968. It was operated for more than 20 years, until December 31, 1988, at approximately 67% time utilization, which is an excellent ...

The MTX experiment was proposed in 1986 to apply high frequency microwaves generated by a free-electron laser (FEL) to electron cyclotron resonance heating (ECRH) in a high field, high density tokamak. As the absorption of microwaves at the electron cyclotron resonance requires high frequencies, the opportunity of applying a free-electron laser has appeal as the device is not limited to frequencies in the microwave or long millimeter wavelength regions, in contrast to many other sources. In addition, the FEL is inherently a high power source of microwaves, which would permit single units of 10 MW or more, optimum for reactors. Finally, it was recognized early in the study of the application of the FEL based on the induction linear accelerator, that the nonlinear effects associated with the intense pulses of microwaves naturally generated would offer several unique opportunities to apply ECRH to current drive, MHD control, and other plasma effects. It was ...
Quality of education is a determining factor in a nation's competitiveness. Although Mexico has made tremendous progress toward achieving universal basic education, school quality has not kept pace with enrollment increases, especially in rural areas. Innovations at the federal and state levels to raise the quality of basic education in Mexico include decentralizing the education system, thereby giving the states more control over education, and creating the Carrera Magisterial, a program of incentives and professional development for teachers. The first part of this paper shows that early in their professional lives, teachers in basic public schools are better paid than other comparable groups. The second part of the paper analyzes determinants of student achievement. Findings show that short-term teacher posts had a negative impact on learning achievement. Pedagogical efforts and teacher answers to student questions were highly correlated with greater learning ...
The jet in cross flow (JICF) is a basic flowfield which is relevant to a wide variety of applications which are described to provide context for JICF investigations. Material consistent with the scope of topics presented at the 72nd AGARD Fluid Dynamics Panel Meeting and Symposium on Computational and Experimental Assessment of Jets in Cross Flow on 19-22 April 1993 in Winchester, U.K. is summarized. The JICF research was divided into three time periods: (1) early research - up to 1970, (2) research during the 1970's, and (3) research since 1980. The following areas of experimental activity are discussed; the definition of an effective correlation parameter; the jet flowfield including the jet trajectories, cross-section shape, and jet induced pressures; the effects of jet deflection angle, nozzle shape, pressure ratio, velocity decay, and temperature; and the effect of confined flowfield, ground effects, multiple jets, and adjacent surface geometry. It has often been argued that the success and spread of modern humans 50,000years ago was due to a series of key behavioral shifts that conferred particular adaptive advantages. And yet, particularly during the African Middle Stone Age (MSA), some of these "modern" behaviors see only patchy expression across time and space. Recent models have proposed a link between the emergence of modern behaviors and environmental degradation and/or demographic stress. Under these models, modern behaviors represent a form of social/economic intensification in response to stress; if this were the case, signs of subsistence intensification should be more common during periods in which these behaviors are manifested than when they are not. In order to test these models, I analyzed faunal remains from Sibud...
Since June 1997 the standards/specifications and inspection/certification of various products in Japan have been reviewed by Ministries and Agencies, with the aim of reducing direct government intervention to a necessary minimum and creating a free and fair socio-economic system that is fully opened to the international community and based on the rules of self-responsibility and market principles. Reflecting this policy the administrative regulations which prescribe technical standards as specific requirements have been revised by degrees into performance prescriptions. Detailed provisions in ordinances and notices have been abolished gradually to utilize voluntary standards and rules. In the nuclear energy field voluntary standards are being developed to make up statutory performance requirements by the Atomic Energy Society of Japan (AESJ) and the Japan Society of Mechanical Engineers (JSME) together with other ...
The current status and prospects for Japan`s economy and steel industry, forecast for demand and supply of coking coal, directions in steel making technology, and Japan`s expectations for Canadian coal are discussed. The PCI system, the Coal Moisture Control System (CMC) to increase coke density before it is fed into coke ovens, a feeder that allows use of lower quality coke on the outskirts of blast furnaces, the Direct Iron Ore Smelting (DIOS) Process, and the `Next Generation Coke Oven`, where coke is heated rapidly and coked at 700-800{degree}C are considered. By 2000, semi-soft coking coals are expected to account for over half of total coal consumption by Japanese steel mills.
As the world's largest creditor nation, with some of the world's largest banks and leading industries, Japan is often portrayed as an economic and financial superpower. With long-established 'Western-style' financial institutions to represent it in all the world's major financial capitals and markets, a technologically savvy Japan is often said to be positioning itself to lead Asia, the Asia/Pacific region, or even the entire world, into the marvels of the twenty-first century. Against this continuing rhetorical backdrop, however, fundamental questions arise as to Japan's ability to internationalize in today's increasingly globalized world economy. Domestically, only a very limited presence is permitted to the foreigner in the Japanese economy, especially in the commanding heights of finan...

The fundamental differences in the type of products sold in both Japan and the US, and some of the reasons for these differences, are outlined. Japan is the largest single country market for residential heat pumps, while the US represents the largest single country market for residential heating equipment. Quite different types and associated features of heat pumps are demanded in the USA and Japan. The term `convenience features`, used to describe the physical characteristics of the user interface device, is explained, as well as the fundamental reasons leading to the particular styles of product sold in each country: (1) product strategy and sales channels, (2) design of housing, (3) climatic factors, and (4) energy costs and distribution. It is stressed that there is no big cooling load in Japan. It is rather the comfort issue that drives the market for heat pumps

With this increasing complexity, and the increasing complexity of the power system itself, there is even more value in testing the suitability of relaying equipment for the intended applications. This paper reviews the testing philosophy, experience, and capabilities developed at Ontario Hydro over more than 25 years of testing protective relays.
In the year 2008, the high pressure partial turbine and two low pressure partial turbines in the hard coal power station Bergkamen (Federal Republic of Germany) were modernized. A three-dimensional blade design and innovative seals were used. This resulted into a distinct increase in efficiency among other things.
Groom-Bailey decomposition analysis was carried out to investigate regional 3-D galvanic distortion on MT data in the central part of Northeastern Japan. Measuring sites were located nearly along the east-west line crossing Northeastern Japan. Three measuring lines (A, B, C) from the north to the south were prepared, and only data on the C line were analyzed in this paper. As a result, twist and shear were estimated to be not zero depending on local distortion in most of the sites. It was thus clarified that this method is not always perfect. This method was effective for regional 2-D structures, however, its application was doubtful to complicated 3-D underground structures in Japan. In order to obtain more accurate results, 2-D analysis using the impedance including no local distortion effect was necessary after the preliminary Groom-Bailey decomposition analysis. The direction of the wide area geological structure of ...
One of vector-borne avian protozoa, Leucocytozoon lovati, has been found in the Japanese rock ptarmigans (Lagopus mutus japonicus), the endangered bird species distributed in the alpine regions in Japan. Vector arthropod species of L. lovati has also been estimated as Simuliidae black flies distributed in the same habitat of the host bird, however, possible blood meals of the black flies were not identified yet. To reveal host animals of black flies, we estimated the blood resources by using molecular techniques. Black flies were collected at Mt. Chogatake, one of the alpine regions of Japan in which Japanese rock ptarmigans live in June 2005. The analyzed 144 specimens were morphologically identified into five species including Simulium japonicum (n?=?87), Prosimulium hirtipes (n?=?48), P...

Japan's basic nuclear policy is to reprocess spent fuel and to effectively use the recovered plutonium and uranium. MOX fuel utilization in LWRs is promoted in 16-18 reactors by FY2015. Commercial operation of Rokkasho Reprocessing Plant is planned to start in 2012. Prototype reactor 'Monju' restarted operation in May 2010. From FY 2007, Fast Reactor Cycle Technology Development Project (FaCT project) started which focuses more toward the commercialization stage FBR cycle. Basic scenario of Japan's R and D aims for realization of demonstration FBR by around 2025 and introducing commercial FBRs before 2050. Smooth transition from LWR fuel cycle to FBR one is an important point. For nuclear fuel cycle which requires long term R and D, human resources development and keeping is vitally important. (author)
Japanese companies have developed suitable cleansing technologies and export their know-how. Some original technologies are developed today, like: in-situ chemical oxidation, iron confinement, hot-soil process, low-temperature catalytic decomposition or dechlorination of dioxins. However, some pollutions are still poorly considered (nitrates) or badly mastered (dioxins). This situation is partly due to late legal decisions and to limited pollution abatement measures. Japan is also very active in bio-cleansing research, and this, despite the lack of dialogue and directives at the national level. Several research programs with important funds have started since 1995. However, Japan is still at the preliminary stage in open-field applications of cleansing methods. (J.S.)

National and international organizations have paid particular attention to the use of food irradiation as a method to reduce postharvest food losses, to ensure hygienic quality of foods-especially those of animal origin, and to overcome certain non-tariff barriers to trade for the following reasons: (1) The increasingly strict standards for quality and quarantine in food trade. (2) The increasingly restrictions and prohibitions of fumigants of food for health or environmental reasons. (3) The increasing awareness of foodborne diseases in both advanced and developing countries. (4) The high postharvest losses of foods in developing countries. (5) The increase liberalization of food trade after GATT Uruguay Round, and the need to maintain or increase export of food and agricultural commodities and to be competitive in the world market. Irradiated foods have been commercialized since 1973 when the first potato irradiator was established at the Shihoro Agricultural Cooperative, Hokkaido, ...

To respond to an increase of social problems concerning orphan sources in Japan, a working group was formed in the Japan Health Physics Society. In this working group, we investigated how to prevent acute radiation hazard or social panic regarding orphan sources in scrap metal and detection system for orphan sources brought into scrap yards before recycle. For detection system in a scrap yard we conducted an experiment on detectability of monitoring instrument using a radiation source mixed in scrap metal on a truck. The result showed that it was not easy to detect even a high-level source if it was shielded by scrap metal. We also estimated detection limits for radioactive materials in scrap metal by calculation that was validated with experimental data. We summarized present status about orphan sources in Japan and proposed a categorization of orphan sources according to dose rates to deal with unknown sources in a scrap ...

Examines thermal coal demand in Japan covering: trends in energy demand; long-term outlook for energy supply and demand; coal-fired power development plan and the outlook for steam coal demand; and the prospects for Asian steam coal demand and coal procurement. Total energy consumption is expected to increase by 1.0% per annum to 2000 and thereafter 0.9% per annum until 2010. This is based on the assumption that measures to encourage energy conservation and improve energy efficiency are implemented. 3 figs., 2 tabs.

Most papers appearing in the surgical literature dealing with wound ballistics concern themselves with wound management in the civilian setting. The pathophysiology of modern war wounds is contrasted with ballistic wounds commonly encountered in peacetime, but it should be noted that even in peacetime the modern terrorist may have access to sophisticated military weaponry, and that patients injured by them may fall within the catchment area of any civilian hospital. Management problems associated with both wound types are highlighted; areas of controversy are discussed. The orthodox military surgical approach to ballistic wounds is expounded and defended. Recent data on resistance of modern corrosion-resistant austenitic-ferritic steels to different types of corrosion are generalized. It is shown that these steels are characterized by high resistance to general corrosion in acid, alkali, chloride and other solutions, are not inclined to intercrystalline, pitting and crevice corrosion and are noted for high resistance to corrosion cracking and corrosion fatigue. All this is combined with technological and economical effectiveness. It is advisible to use these steels instead of highly-alloyed and expensive steels and alloys in chemical, power and other industries. 59 refs.; 2 tabs.
The use of standard cementitious material creates pulses of pH in the magnitude of 12-13 in the leachates and release alkalis. Such a high pH is detrimental and also unnecessarily complicates the safety analysis of the repository. As no reliable pH-plume models exist, the use of products giving a pH below 11 in the leachates facilitates the safety analysis. Also, according to current understanding, the use of low-pH cement (pH = 11) will not disturb the functioning of the bentonite, although limiting the amount of low-pH cement is recommended. A result of the project is that there are both low-pH cementitious material for grouting larger fractures (= 100 {mu}m) and non-cementitious material for grouting smaller fractures (< 100 {mu}m) that will, after further optimisation work, be recommended for grouting of deep repositories. This project concentrated on the technical development of properties for the low pH grouts. Long-term safety and environmental aspects and durability of ...

The last decade has produced an explosion in neuroscience research examining young children's early processing of language that has implications for education. Noninvasive, safe functional brain measurements have now been proven feasible for use with children starting at birth. In the arena of language, the neural signatures of learning can be documented at a remarkably early point in development, and these early measures predict performance in children's language and pre-reading abilities in the second, third, and fifth year of life, a finding with theoretical and educational import. There is evidence that children's early mastery of language requires learning in a social context, and this finding also has important implications for education. The U.S. Department of Energy (DOE) has developed comparatively detailed quality assurance requirements for the high-level radioactive waste disposal systems. Quality assurance is recognized as a key issue for confidence building and smooth implementation of the HLW program in Japan, and Japan is at an initial phase of repository development. Then the quality assurance requirements at site research and site selection, site characterization, and site suitability analysis used in the Yucca Mountain project were examined in detail and comprehensive descriptions were developed using flow charts. Additionally, the applicability to the Japan high-level radioactive waste disposal project was studied. The examination and study were performed for the following QA requirements: The requirements that have the relative importance at site research and site selection, site characterization, and site suitability analysis (such as planning ...
Concerning the above, it is discussed whether such a system is feasible in Japan. A zinc/air cell system requires some special plants for zinc regeneration, etc. It is necessary to build a zinc refining plant and to install dozens of electrode replacing facilities in an area dozens of kilometers in diameter with the plant at the center. For such a system to be functional, there have to be several tens of thousands of automobile users in a limited area. In Japan, so large a number will not be found anywhere even if the appeal is directed to those in the postal service and electric utilities. There will be no economic success in Japan, different from in Germany. As for the economic comparison between a zinc/air cell system and natural gas system, the two will be equivalent to each other as far as the use of the quick filling stations for the natural gas automobiles remains as it is. When the number in consideration is so ...
Application of electromagnetic forces to materials processing, so-called {open_quotes}electromagnetic processing of materials (EPM){close_quotes} has been recognized as cutting edge technology, especially in the fields of steelmaking and advanced materials processing in Japan. The history of EPM in Japan is mentioned and the background to promote EPM is described. The current status of research and development of EPM is shown briefly introducing several examples. Regarding the application of high-frequency magnetic field, two topics are dealt with. The first is the improvement of the surface quality of cast steel where an alternating magnetic field is imposed on the molten steel from the outside of the mold, and the second is the induction cold crucible where a considerably large amount of molten intermetallic compound is levitated. Examples of the application of DC magnetic field are the control of molten steel flow in a mold and the ...

Understanding feedbacks between terrestrial and atmospheric systems is vital for predicting the consequences of global change, particularly in the rapidly changing Arctic. Fire is a key process in this context, but the consequences of altered fire regimes in tundra ecosystems are rarely considered, largely because tundra fires occur infrequently on the modern landscape. We present paleoecological data that indicate frequent tundra fires in northcentral Alaska between 14,000 and 10,000 years ago. Charcoal and pollen from lake sediments reveal that ancient birchdominated shrub tundra burned as often as modern boreal forests in the region, every 144 years on average (+/- 90 s.d.; n = 44). Although paleoclimate interpretations and data from modern tundra fires suggest that increased burning was aided by low effective moisture, vegetation cover clearly played a critical role in facilitating the paleo-fires by creating an ...

As is well documented, subprime mortgage markets carried significant default risk. This paper investigates the relationship between default risk premium, stock market conditions and macroeconomic variables during the financial crisis. Using iTraxx Japan Credit Default Swap (CDS) index spreads covering the period from March 2006 to November 2009, we employ a time-varying dynamic factor model with Markov regime switching to generate regime probabilities for default risk. We analyze the sensitivity of default risk premium changes to stock market conditions and macroeconomic variables by using two-state Markov switching models: a crisis regime sparked by rising loan defaults in the sub-prime mortgage market, and a non-crisis regime. We found strong evidence that the relationship between defaul...
Several kinds of catalysts for coal liquefaction were analysed by means of high pressure differential thermal analysis (DTA). The activity order is as follows: Fe(OH)/sub 3/.Ni(OH)/sub 2/ > 3665 > Fe(OH)/sub 3/.MoO/sub 3/ > Jin Chuan Mineral > concentrated pyrite > Japan red-mud approx. equal to Fe(OH)/sub 3/.CuO approx. equal to no catalyst. If the catalysts are promoted by sulphur., the activity order is 3665 + S > Fe(OH)/sub 3/.Ni(OH)/sub 2/ + S > Fe(OH)O/sub 33/ + S > Japan red mud + S > Fe(OH)O/sub 3/.CuO + S > no catalyst. The kinetic parameters of three catalysts commonly used in the liquefaction of coal were determined.

Abstract: The current financial crisis has now led most major central banks to rely on quantitative easing. The unique Japanese experience of quantitative easing is the only experience which enables us to judge this therapy's effectiveness and the timing of the exit strategy. In this paper, we provide a new empirical framework to examine the effectiveness of Japanese monetary policy during the ''lost'' decade and quantify the effect of quantitative easing on Japan's activity and prices. We combine advantages of Markov-switching VAR methodology with those of factor analysis to establish two major findings. First, we show that the decisive change in regime occurred in two steps: it crept out from late 1995 and established itself durably in February 1999. Second, we show for the first time th...
Applications of molten salts technology to separation and synthesis of materials have been studied eagerly, which would develop new fields of materials science. Research Group for Actinides Science, Department of Materials Science, Japan Atomic Energy Research Institute (JAERI), together with Reprocessing and Recycle Technology Division, Atomic Energy Society of Japan, organized the Workshop on Molten Salts Technology and Computer Simulation at Tokai Research Establishment, JAERI on July 18, 2001. In the workshop eleven lectures were made and lively discussions were there on the fundamentals and applications of the molten salts technology that covered the structure and basic properties of molten salts, the pyrochemical reprocessing technology and the relevant computer simulation. The 10 of the presented papers are indexed individually. (J.P.N.)
Odor purification process using bio-function, which is technologically called bio-deodorizing process, utilizes the function of microorganism to convert mal-odor substances to non-odor substances. It attracts attention because the operation cost of a facility is low due to non-use of chemicals and energy, and because it is environmentally friendly without the possibility of generating secondary pollution. It is being used in deodorizing at sewage treatment facilities, fertilizer plants, coating plants, and foundries in Japan, and is more widely used in Europe. The conventional deodorizing technology in Japan mostly focuses on processes of physical chemistry such as activated carbon treatment, chemical scrubbing, combustion, and masking, but bio-deodorizing process tends to replace the conventional processes. This paper explains (1) relation of mal-odor and microorganism, (2) bio-deodorizing system (solid phase system and liquid phase system), ...
The fundamental points to be considered in a waste treatment system for a country like Japan, where the final disposal method has not been decided and the wastes have to be stored in the power plants, are volume reduction of the wastes, safe storage of the wastes in the plant, and flexibility regarding the final disposal. A system has been developed that consists of a thin film evaporator for the direct solidification of the liquid waste, a pelletizer for producing hard pellets from the powdered wastes, a pellet storage unit, and a solidification unit for the final disposal. A pilot plant with waste treatment capacity of 200 kg/h was built in 1976 and has proved the system feasibility. This paper reports on pilot plant tests of the thin film evaporator and other components, tests on pellet deterioration during long term storage, and integrity tests on the final disposal of the pellet bitumen package.
A totally-enclosed, fan-cooled, rib-cooled type induction motor is adopted for an exhauster which is to be installed in a ventilation station for dust catcher in a tunnel. It has the highest capacity in Japan for the above purpose, and is provided with a cooling fan inside to recirculate cooled air, thereby improving cooling efficiency and reducing size and weight. Three-row combined angular ball bearings are used as the thrust bearings, and grease lubrication system is adopted to simplify the inspection/maintenance works. It is to be delivered to Japan Highway Public Corporation's Shizuoka Construction Bureau, Yaizu site office. Its electric specifications are 455 kW, 440 V, 890 A and 510 rpm, and its mechanical specifications are thrust load: 16 kN and impeller load: 7.2 kN. (translated by NEDO)
A series of Model Tests of Embedment Effect on Reactor Buildings has been carried out by the Nuclear Power Engineering Corporation (NUPEC), under the sponsorship of the Ministry of International Trade and lndustry (MITI) of Japan. The nuclear reactor buildings are partially embedded due to conditions for the construction or building arrangement in Japan. It is necessary to verify the partial embedment effects by experiments and analytical studies in order to incorporate the effects in the seismic design. Forced vibration tests, therefore, were performed using a model with several types of embedment. Correlated simulation analyses were also performed and the characteristics of partial embedment effects on soil-structure interaction were evaluated. (author)
As a contribution to the US/Japan cooperative program in fusion neutronics, we have prepared a library of multigroup neutron cross sections, scattering matrices, and covariances (uncertainties and their correlations). This 74-group library, called COVFILS-2, is being used at Los Alamos and at the University of California at Los Angeles in the sensitivity and uncertainty analysis of the Li_2O integral experiment recently performed at the Fast Neutron Source (FNS) in Japan. Another intended use of this library is in the estimation of the uncertainty in key performance parameters (such as breeding ratio) of conceptual fusion reactors. The 14 materials included in the first version of COVFILS-2 are H, "6Li, "7Li, Be, C, N, O, Na, Al, Si, Cr, Fe, Ni, and Pb.

One traveler then participated in the initial meeting of the IEA Working Group on High Energy, High Flux Neutron Sources in which efforts were begun to evaluate and compare proposed neutron sources; the Fourth FFTF/MOTA Experimenters' Workshop which covered planning and coordination of the US-Japan collaboration using the FFTF reactor to irradiate fusion reactor materials; and held discussions with several JAERI personnel on the US-Japan collaboration on fusion reactor materials.
The Quantum Mechanics Conceptual Survey (QMCS) is a 12-question survey of students' conceptual understanding of quantum mechanics. It is intended to be used to measure the relative effectiveness of different instructional methods in modern physics courses. In this paper we describe the design and validation of the survey, a process that included observations of students, a review of previous literature and textbooks and syllabi, faculty and student interviews, and statistical analysis. We also discuss issues in the development of specific questions, which may be useful both for instructors who wish to use the QMCS in their classes and for researchers who wish to conduct further research of student understanding of quantum mechanics. The QMCS has been most thoroughly tested in, and is most appropriate for assessment of (as a posttest only), sophomore-level modern physics courses. We also describe testing with students in junior quantum courses ...
SZI global distribution due to biogeochemical cycle in environment reservoirs has been studied. It is shown that during the operation of nuclear fuel cycle facilities and at a modern level of the decontamination factor the SZI concentration in some natural media (soil, the Earth biosphere, ocean mixing layer) will increase by 4-5 orders. Recommended gradual increase of the decontamnation factor in time for conserving the SZI concentration level not exceeding one order in comparison with modern one is given. At that to the end of the century the decontamination factor must be of an order of 1 x 10U in the case of SZI intake to the ocean mixing layer and of 1 x 10V in the case of its intake to the atmosphere.

The term Process Systems Engineering (PSE) is relatively recent. It was coined about 50 years ago at the outset of the modern era of computer-aided engineering. However, the engineering of processing systems is almost as old as the beginning of the chemical industry, around the first half of the 19th century. Initially, the practice of PSE was qualitative and informal, but as time went on it was formalized in progressively increasing degrees. Today, it is solidly founded on engineering sciences and an array of systems-theoretical methodologies and computer-aided tools. This paper is not a review of the theoretical and methodological contributions by various researchers in the area of PSE. Its primary objective is to provide an overview of the history of PSE, i.e. its origin and evolution; ...
Meiji (Mischief) coral atoll, in Nansha (Spratly) Islands, South China Sea, consists of an annular reef rim surrounding a central lagoon. On the atoll rim there are either protuberant ?motu? (small coral patch reefs on the rim of atoll) islets or lower sandy cays that contain modern microbialite deposits on the corals in pinnacles and surrounding bottoms of the atoll. Microbialites, including villiform, hairy, and thin spine growth forms, as well as gelatinous masses, mats and encrustation, developed on coral colonies and atoll rim sediments between 0 and 15 m deep-water settings. The microbialites were produced by natural populations of filamentous cyanobacteria and grew on (1) bulbous corals together with Acropora sp., (2) on massive colonies of Galaxea fascicularis, (3) on dead Montipor...
The body of knowledge known as ''management'' has evolved incrementally over the past 100 years through a variety of innovators, including: Frederick Taylor, Max Weber, Mary Parker Follett, Chester Barnard, William Ouchi and Tom Peters. While the miracle of management - its structures, processes and techniques - has provided humankind with quantum advances in standard of living, there is an emerging theme in the literature to suggest that ''Management 1.0'' founded within the industrial age paradigm has reached the limits of its relevance. This paper proposes that it is time to consider a new conceptualization - ''Management 2.0'' - based on the global, information age paradigm in which modern businesses compete. This paper examines six forces which are currently redefining the future of m...
Summary Modern society all over the world depends on information and communication technology (ICT); and security of supply with ICT is an important location factor. In times of increasing anonymity, which makes us more and more dependent on public services such as emergency supports (emergency organizations), communication is existential. Communication also plays an important role for a good functioning of economy and industry, in the course of shorter production and storage times. The usage of ICT is taken for granted. However, the modern society's use of ICT is profoundly dependent on the public power supply. Particularly in highly industrialized countries like e.g. Austria, the ICT sector requires about 10% of the total electric energy demand. One third of these 10% is estimated to be ...
The invention of non-Euclidean geometries is often seen through the optics of Hilbertian formal axiomatic method developed later in the 19th century. However such an anachronistic approach fails to provide a sound reading of Lobachevsky's geometrical works. Although the modern notion of model of a given theory has a counterpart in Lobachevsky's writings its role in Lobachevsky's geometrical theory turns to be very unusual. Lobachevsky doesn't consider various models of Hyperbolic geometry, as the modern reader would expect, but uses a non-standard model of Euclidean plane (as a particular surface in the Hyperbolic 3-space). In this paper I consider this Lobachevsky's construction, and show how it can be better analyzed within an alternative non-Hilbertian foundational framework, which relates the history of geometry of the 19th century to some recent developments in the ?eld.

We propose an approach to achieving early recognition of gesture patterns. Early recognition is a method for recognizing sequential patterns at their earliest stage. Therefore, in the case of gesture recognition, we can get a recognition result for human gestures before the gestures are finished. The most difficult problem in early recognition is knowing when the system has determined the result. Most traditional approaches suffer from this problem, since gestures are often ambiguous. At the start of a gesture, in particular, it is very difficult to determinate the recognition result since insufficient input data have been observed. Therefore, we have improved on the traditional approach by using a self-organizing map.

Statistical data on individual types of foreign NPPs including reliability and safety indices are given. It is noted that capacity factors (CF) in 1985 were higher for PWRs. Japan has the highest CF-98.5% in the world. One of main causes of NPP shutdown remains the primary circuit equipment failure in connection with different corrosion types (intercrystalline, pitting, denting-corrosion etc.). Effect of all volatile treatment on enhancement of NPP reliabiity is shown. Technical BWR characteristics are presented.
A compartment model, including removal of organic matter in a forest ecosystem, is developed to describe matter cycling and net CO{sub 2} flux of the ecosystem especially of managed forests. The model consists of five carbon stocks: atmosphere, foliage, woody matter, underground matter, and dead organic matter in the soil. Employing appropriate values of ecophysiological parameters in the model and simulation of man-made sugi (Cryptomeria japonica D. Don) plantation forests shows that these forests have high growth potential with a maximum total phytomass of over 750 t ha{sup -1} in dry matter basis. When the typical pattern of thinning regime for sugi plantation forests in Japan is applied to the present model, the simulated forest biomass developments compare well with mensuration data from various forestry sites. The CO{sub 2} balance between the sugi forest ecosystem and the atmosphere reveals a net CO{sub 2} fixation of 49.38 million ton CO{sub 2} year{sup -1} ...

In Japan, the Ningyo-toge uranium deposit was discovered in 1955, and the Tono deposit in 1962. Geology of these mines is different from that of other metal mines developed in Japan. Therefore, it appeared that some changes were required in the usual mining methods applied to existing metal mines to mine uranium ore in these deposits. At the Ningyo-toge mine, effective methods were studied for mining the ore, such as the room and pillar method, long-wall method, slicing method, and the hydraulic method; as a result, it was determined that a modified long-wall method is the most useful and practicable for recovering uranium ore from this underground sedimentary deposit. Applicatons of in-place and microbiological leaching to these deposits are being studied to secure mine safety and decrease mine pollution. Since 1959, when the Ningyo-toge mine went into operation, no hazards for workers nor any pollution of the environment were permitted. ...

Recently, US energy service companies (ESCOs) have begun to actively explore markets outside the US. Despite the needs of many countries for ESCO involvement, ESCOs face many challenges (i.e., marketing, financial, institutional, political and cultural barriers). Consequently, most of these firms pursue international project opportunities very selectively due to the costs and risks associated with project development. Despite these barriers, some ESCOs view international work as a strategic expansion of their business, assuming that there will be adequate business in the future to repay them for their initial investment. In this paper, the authors present the findings from a recently completed study on the proposed development of an ESCO industry in Japan. The study was based on four sources of information: (1) a review of the published and unpublished literature on ESCOs; (2) interviews with 26 ESCOs in the US, the US Department of Energy, and the National ...

Venture capital has guaranteed the successful launch of biotechnology in the US since 1977. Established companies are then licensed to produce and distribute the latest inventions. By contrast in Japan established industrial companies are the leaders in biotechnology research, development and commercialization, building on existing technology and past experience and retraining staff. In the US electronics industry the acute shortage of electronic engineers combined with the high cost of capital and instability within venture capital companies to restrict the high level of innovation required looks likely to happen again in biotechnology.
The author recounts his experiences with insertion devices at the Stanford Synchrotron Radiation Laboratory. His first experiences with wigglers occured at the Cambridge Electron Accelerator, and was carried over to SSRL with the proposal for a six pole electromagnetic wiggler. Most modern undulators, and many wigglers are now designed around permanent magnets, and the origin of this transition at SSRL was rather fortuitous and humorous. It reflects some of the personality characteristics of Klaus Halbach.

Modern particle accelerators offer new opportunities to dramatically reshape the way we think about nuclear energy, and challenge some of the thorniest problems linked to its industrial use, e.g. nuclear waste. A powerful proton accelerator driving a sub-critical fission reactor could be used for producing energy more safely and burning up the extra spent fuel which so far has been stored in geological repositories.
All over the world the implementation of energy efficient and clean technologies can be hardly considered without opening the way to competition and the involvement of private investment. If such terms are valid for reach countries there are even more adequate for economies in transition like Romania's, which inherited and obsolete productive equipment, can mobilize insufficient resources for development-modernization and exhibits a quasi-unanimous option of adhering at European Union. Recent scholarship has explored the process by which modern commercial and property law came into being in the non western world, and has emphasized the role played by colonialism and conquest in this process. Using a case study from colonial India, this article suggests that the coding of commercial law was influenced more by commercialization than by the nature of the state, and was an endogenous response to the failure of local custom and common law to secure frictionless trade.
The author furnishes a review of incidents of major damage to high-output steam turbines. At the same time, he thereby underlines the call for an improvement in the exchange of experience on such damage and its causes at international level. Only the careful observance of past damage experience - including that of foreign manufacturers and operators - complete and modern monitoring equipment and the painstaking evaluation of all data furnished by such equipment can keep the risk of new technical development within economically tolerable limits. This demonstration project uses modern simulation techniques to illustrate the important technologies and design variables that an auto-designer would consider in production a high efficiency, low emissions vehicle. Simulation and modeling techniques use the idea of capturing the relationships between real components of the systems with mathematical equations. These equations are then solved on a computer to simulate the behavior or performance of the system under various conditions. In the current demonstration project, we focus on many variations of a hydrogen-powered vehicle.

Since the most efficient way to improve fuel economy in the part-load range is to increase the compression ratio, emphasis is placed on combustion chambers allowing high compression ratios combined with low octane requirements. According to Porsche experience, many demands can be met in the simplest manner by locating the combustion chamber in the piston crown. This configuration offers various advantages over its counterpart installed in the cylinder head. 24 refs.

Recent nucleosynthesis calculations of Type II supernovae using advanced neutrino transport determine that the early neutrino winds are proton-rich. However, a fraction of the ejecta emitted at the same time is composed of neutron-rich pockets. In this paper we calculate the nucleosynthesis contribution from the neutron-rich pockets in the hot convective bubbles of a core-collapse supernova and show that they do not contribute significantly to the total nucleosynthesis.

Childhood anxiety is impairing and associated with later emotional disorders. Studying risk factors for child anxiety may allow earlier identification of at-risk children for prevention efforts. This study applied an ecological risk model to address how early childhood anxiety symptoms, child temperament, maternal anxiety and depression symptoms, violence exposure, and sociodemographic risk factors predict school-aged anxiety symptoms. This longitudinal, prospective study was conducted in a representative birth cohort (n = 1109). Structural equation modeling was used to examine hypothesized associations between risk factors measured in toddlerhood/preschool (age = 3.0 years) and anxiety symptoms measured in kindergarten (age = 6.0 years) and second grade (age = 8.0 years). Early child risk factors (anxiety symptoms and temperament) emerged as the most robust predictor for both parent-and child-reported anxiety outcomes and mediated the effects ...
This longitudinal study examined a model of early school achievement in reading and math, as it varies by socioeconomic context, using data from the NICHD Study of Early Child Care and Youth Development. A conceptual model was tested that included features of family stress, early parenting, and school readiness, through both a single-group analysis and also a multiple-group analysis. Latent profile analysis was used to identify subgroups of more advantaged and less advantaged families. Family stress and parenting were shown to operate differently depending on the socioeconomic context, whereas child-based school readiness characteristics were shown to operate similarly across socieodemographic contexts. Implications for intervention are discussed.
Six patients with diskitis following lumbar disk surgery were investigated by Computed Tomography (CT). Four patients underwent CT in a rather early phase of the disease (5-37 days after the onset of the symptoms): a posterior paravertebral fluid collection was always recognized, while the plain film was normal. Later on (2-4 months), the classical signs of diskitis were evident, with both CT and the plain film. The collection was always present at CT. A reintervention, performed on 3 patients, revealed the purulent content of the collections. It seems reasonable to suggest a relationship between the collection and the subsequent diskitis; the collection is probably an early sign of the disease. Its detection is of grat value, because it could allow an immediate and adequate therapy. The authors stress the usefulness of performing CT in an early phase on this kind of symptomatic patients.
There are no specific diagnostic tests or a gold standard method for measuring disease activity and outcome in spondyloarthropathies (SpA). Many different methods have been developed to assess the signs and symptoms in SpA. The aim of this study was to evaluate the value of scintigraphy, erythrocyte sedimentation rate (ESR), C-reactive protein (CRP), and Bath Ankilosing Spondylitis Disease Activity Index (BASDAI) in the evaluation of disease activity in early axial SpA diagnosed with magnetic resonance imaging (MRI). Thirty early MRI-positive axial SpA patients (23 males, 7 females) with a median age of 35 (18?55) years and a median duration of inflammatory low back pain of 24 (8?60) months were included in the study. In the patients with sacroiliitis, the sensitivity, specificity, and pos...
The early diagnosis of such disorders is of major importance because, in most cases, severe consequences can only be averted by early treatment. The value of magnetic resonance imaging (MRI) in many orthopaedic and traumatological conditions is generally accepted. (orig.)
Climate variability greatly affects animals through direct and indirect effects. Animals with slow reproductive adaptation to ecological changes such as large mammals are likely to have evolved mechanisms to anticipate early such impacts of climate variability on the environment. One of the adaptive mechanisms between reproductive costs and benefits in mammals affects parental investment through biases in sex ratio. Deer might be likely to show an early detection of climate variability because conception takes place in early autumn, but the main raising cost in deer concerns lactation, which takes place at the end of the following spring. The aim of this paper is to assess whether there is a relationship between global indices of climate variability such as El Ni?o-Southern Oscillation (EN...
Necrotizing enterocolitis (NEC) is the most common severe gastrointestinal emergency that affects premature newborns. This disease often has a rapid onset with few, if any, antecedent signs that can be used to reliably predict its occurrence. Its rapid onset and progression to death, as well as its severe morbidity when the infant survives, begs for early diagnostic tools that may be used in determining those infants who would be at greatest risk for development of the disease and for whom early preventative measures could be targeted. Although studies have suggested efficacy of several techniques such as breath hydrogen, inflammatory mediators in blood, urine or stool, and genetic markers, these all have drawbacks limiting their use. The application of newly developed "omic" approaches may provide biomarkers for early diagnosis and targeted prevention of this disease. PMID:19190533
The general responses proposed to reduce CO{sub 2} emissions to the atmosphere are conservation, improved efficiency and fuel substitution. These are valid options but other alternatives such as CO{sub 2} capture and disposal may be more attractive for specific areas. There are good reasons why the capture and disposal option fits the situation in Western Canada. The first and obvious reason is the importance of hydrocarbon energy to the regional economy. Here the economy is based on the production, utilization and sale of hydrocarbons such as coal, oil and natural gas and we intend to stay in business. Besides meeting the Canadian demand, natural gas from Alberta is used in the US as far away as Boston and Los Angeles. Canadian heavy crude oil serves much of the American Midwest and coal from the Canadian Rocky Mountains is exported to Japan. Although many may consider these hydrocarbon reserves and fossil fuel production as part of the greenhouse gas problem, ...
For reduction of the amount of waste plastics, the paper summarized the actual recycling state and the present recycling technology in Japan. A total plastic discharge amount of Japan in 1995 is 8.84 million tons, approximately 60% of all the production amount, 950,000 tons of which are recycled. Reutilized are pallets and containers in the physical distribution field. Recycling is a cascade recycling to the usage field where the degree of the required properties is lower than that of products used in virgin. As to making it a chemical material, chemical recycling technology by depolymerization has been developed. Thermal recycling is a strong method where combustion heat energy of waste plastics is used for steam production and power generation. The thermal recycling is divided into a direct combustion method and a method of use as fuel. Keys to promote and settle recycling are summarized to the following five: promotion of the government ...
Concentrations of total arsenic (As) and individual compounds were determined in green and hawksbill turtles from Ishigaki Island, Japan. In both species, total As concentrations were highest in muscle among the tissues. Arsenobetaine was a major compound in most tissues of both turtles. High concentrations of trimethylarsine oxide were detected in hawksbill turtles. A significant negative correlation between standard carapace length (SCL), an indicator of age, and total As levels in green turtles was found. In contrast, the levels increased with SCL of hawksbill turtles. Shifts in feeding habitats with growth may account for such a growth-dependent accumulation of As. Although concentrations of As in marine sponges, the major food of hawksbill turtles are not high compared to those in algae eaten by green turtles, As concentrations in hawksbill turtles were higher than those in green turtles, indicating that hawksbill turtles may have a specific accumulation ...
Studies are made on coal in terms of its effective utilization, coal cleaning, fluidization and production of new fuel, and issues globally raised. Coal is abundant in reserves and high in supply stability and economic efficiency. However, it is much in CO2 emission per calorific value. To control as much CO2 emission as possible, effective utilization such as increasing of power generation efficiency has been proceeded with. In addition to ultra supercritical pressure and fluidized bed combustion, cited are coal gasification combined cycle power generation and high temperature type fuel cell. Coal has 5-20% ash and impurities like sulfur/nitrogen. Coal should be used clean by pollution abatement measures such as dust collecting, desulfurization and denitrification. Japan is at a world top level of these technologies. Coal is solid, and therefore, is more difficult to handle than liquid fuel. To use it easily, coal is liquefied into slurry such as COM and CWM, and ...
This paper describes an approach to the reliability engineering in aerospace technology. To promote development, configuration management (clarifies the base line of technology), reliability management, quality control, safety management, progress management, and cost management are very important. The following example related to reliability was contained for the development of an N-1 rocket in Japan. A timer and amplifier that are old-fashioned but have actual results were supplied from abroad. The induction system that was purchased from abroad contained faulty components in quality control. The improvement in reliability has priority and the first-stage tank was changed to a home-made aluminum alloy that is superior in stress-resistant corrosiveness. An H-II rocket was completely developed in Japan by self-technology. The number of faults to be generated in the H-II rocket decreases as compared with the N-1 rocket. In the combustion test of ...
The authors have discovered chert xenoliths from green rocks in the Pippu area, central Hokkaido, Japan. Reports were given on the discovery with regard to the state of its production, chemical composition of the green rocks, and radiolarian fossils produced from the chert and their age. Considerations were given on the geological significance thereof. On 23 green rocks and five cherts out of the collected samples, rock slices were prepared, and petrographic statement was made by using a polarizing microscope. In addition, the whole petro-chemical composition analysis was performed on green rocks to discuss the radiolarian fossils and geological ages. The following conclusions were obtained as a result: green rocks may be identified as a product of igneous activities in a large plate in a certain period from the latter Callovian period of the middle age of the Jurassic period to the Barremian period of the Paleozoic era in the Cretaceous period; and their formation ...
The fourth in a series of international Leak-Before-Break (LBB) Seminars supported in part by the US Nuclear Regulatory Commission was held at the National Central Library in Taipei, Taiwan on May 11 and 12, 1989. The seminar updated the international polices and supporting research on LBB. Attendees included representatives from regulatory agencies, electric utilities, nuclear power plant fabricators, research organizations, and academic institutions. Takumi (NUPEC, Japan). A paper by Mr. K. Wichman and Mr. A. Lee of the US NRC Office of Nuclear Reactor Regulation is included as background material to these proceedings; it discusses the history and status of LBB applications in US nuclear power plants. In addition, several papers on the supporting research programs ...
In Japan, lead has been widely used for gasoline additives, inorganic chemicals such as pigment, lead pipes/plates, and coating materials of cable. Because of the steady increase in car population and the mounting of environmental concern, lead consumption ratio for lead-acid batteries is tending to increase gradually up to 70% with decreasing the consumption for gasoline additives. This paper describes the recycling of lead-acid batteries in Japan. Since the latter half of FY 1994, the battery manufacturing industry started the new lead recycling system. The recycling ratio of the used lead-acid batteries became 90% in 1996 from 84% in 1994. In near future, it can reach to 95%, the recycling ratio in some European countries. The primary smelting occupies 53%, and the secondary smelting occupies 47%. For the conventional method by secondary smelting makers, reduction smelting and copper removing of lead electrodes are conducted, and lead is ...

Elevated pH operation to the pH value of 7.3 at 285degC is known to be effective for the reduction of radiation source in the primary water system of PWRs. A research project was started in 1989 and concluded in 1996 to study and verify the optimum pH and/or Li concentration from the viewpoint of radiation source reduction and materials integrity under improved water chemistry. This research project is sponsored by the Ministry of International Trade and Industries (MITI) in Japan and has two programs; high pH and high Li. The high Li program was conducted to establish the optimum Li concentration for the high boron concentration region (1100 - 1800 ppm) of the high burn up operation. In this paper, we shall discuss radiation source behavior under high pH conditions and PWSCC (Primary Water Stress Corrosion Cracking) susceptibility of materials with change of primary water chemistry conditions and the improved water chemistry control based on these tests results. ...
Due to the improvement of algorithm and the advancement of calculation performance, the imaging by depth migration before stacking is being put into practice from the viewpoint of both calculation cost and accuracy. A lot of imaging examples have been already reported from the survey areas with complicated velocity structures, such as the North Sea and the Gulf of Mexico. Effectiveness of the method has been confirmed. For imaging techniques in Japan National Oil Corporation and Japan Petroleum Exploration Co., Ltd., high-speed depth migration before stacking and high efficiency velocity structure estimation technique have been investigated. This paper describes necessary care to be taken when using depth focusing analysis (DFA) for correcting a velocity model, as an interim stage of case study. The results of depth migration before stacking using dip moveout (DMO) velocity were further inferior to the section obtained by the migration after ...
Abstract Background & aims: Hepatitis B or C virus infection is considered to be the main cause of hepatocellular carcinoma (HCC) in Japan. Aflatoxin B1 (AFB1) is a carcinogen associated with HCC in regions with high exposure. Mutations in codon 249, exon 7 are a hallmark of AFB1 exposure. Therefore, to clarify the role of AFB1 in hepatocarcinogenesis, we examined AFB1-DNA in liver tissue and sequenced TP53 in Japanese patients with HCC. Methods: Hepatocyte AFB1-DNA adducts were determined immunohistochemically and direct sequencing of TP53 was done to determine mutations in 188 of 279 patients who underwent hepatic resection for HCC. We assessed hepatitis C virus antibodies (HCV Ab) and HBSAg expression; patients without either were defined as having non-B non-C hepatocellular carcinoma (...
This is a prompt report. These days the importance of acquiring knowledge about the structure from the lower crust down to the upper mantle is often discussed with reference taken to Hyogo-ken Nanbu Earthquake. The Hidaka collision belt where the lower crust is exposed on the surface is a rare phenomenon in the world and has been the subject of seismic survey. As a part of the survey, experiments are conducted by the use of vibrations produced by Vibroseis and dynamite sources. Every one of the shot records (20-second record) from the two types of vibration sources contains a clear echo in the vicinity of 16 seconds supposedly from a level deeper than 40 kilometers, not to mention reflections from shallow levels. Although some studies have to be conducted before the reflecting geological boundary (possibly the upper mantle) of the echo near the 16-second point can be identified, yet this is probably the reflection from the deepest level ever obtained in the seismic reflection survey ...
Neutron radiography has been put to practical use in foreign countries as one of nondestructive inspection technologies, but in Japan, its application to other scientific fields is mainly researched. The reason is, the neutron radiography apparatuses installed in Japan are hard to be industrially utilized for a number of reasons, but also the characteristics of neutron radiography are not clearly established, and it is not standardized. The part from a collimator through an object to a detector is called ``upstream``, the part of an image detector is called ``midstream``, and the part of image processing is called ``downstream``. The nonparallel property of beam, image distortion and the lack of sharpness, beam quality and the interaction of neutron beam with an object are discussed about the upstream. The intensity of neutron beam, the energy spectra, the effective total macroscopic cross section, the effective energy, the evaluation of ...
Based on the replies to a questionnaire distributed throughout Japan in 1983, genetically significant dose (GSD), per Caput mean bone marrow dose (CMD), leukemogenically significant dose (LSD), malignantly significant dose (MSD), and per Caput effective dose equivalent (EDE) from using small sealed radiation sources for radiotherapy were estimated. Annual frequencies of brachytherapy were estimated to be 2.6 x 10"3 for men and 36.3 x 10"3 for women, with a total of 38.9 x 10"3. The annual frequencies of using afterloading technique were 0.3 x 10"3 for men and 18.8 x 10"3 for women, with a total of 19.1 x 10"3. The annual population doses per person were 7.9 nGy for GSD, 118 #mu#Gy for CMD, 19.3 #mu#Gy for LSD, 172 #mu#Gy for MSD, and 428 #mu#Gy for EDE. The annual collective effective dose equivalent was estimated to be 5.13 x 10"4 man Sv. (Namekawa, K.).
In Japan, high rigidity reinforced concrete foundations called the high-tuned type foundation have been generally used for the turbine generator foundations. In Europe, on the other hand, flexible steel foundations and spring-mounted reinforced concrete foundations are employed. These are called the low-tuned type foundation and have following excellent characteristics. (1) Excellent vibration isolation ability (2) By reducing the structural member size and weight, more effective utilization of space under the deck is possible. However, the low-tuned type foundation has a lower seismic resistance and it is said to be unsuitable type foundation in frequent seismic countries such as Japan and USA etc. from the view point of safety against earthquake. We have developed the new type low-tuned foundation having its excellent characteristics and seismic resistance ability called the spring-mounted turbine generator foundation supported by turbine ...
During 17 years since the start of operation of the first commercial LWR in Japan, many LWRs have experienced various corrosion damages, but the causes of them were clarified, and the counter-measures were executed effectively in actual plants, as the results, the cause of corrosion damage decreased remarkably, and now, the high rate of operation has become to be maintained. In this paper, the major cases of corrosion damage experienced in LWRs in Japan and foreign countries, the causes of them and the countermeasures, the problems of hereafter and so on are described. The corrosion damage of metallic materials in the environment of LWRs occurs in the parts in contact with high temperature, high pressure water and steam, such as stainless steel piping in the primary cooling system of BWRs, and nickel alloy heating tubes of steam generators, carbon steel feed water piping and zirconium alloy fuel cladding tubes in PWRs. Recently, accompanying ...

Since 1995, OECD started to examine the current situation of government regulation in each member country and discussed to recommend quality improvement of regulation to member countries. The conference on reformation of regulation in power industry was held in October and December 1998. In USA, enhancing competition in supplying electricity was recommended by eliminating differentiation in use of power network, transmission network and incidental facilities. The retail competition is also an important reformation. The reformation in Netherlands can be seen as following EU guide for revealing problems of the existing regulation in the power industry and for opening up a power market. The Dutch government passed the power act for opening up a market to the public between 1999 and 2007. In Japan, the entry of independent power provider (IPP) has been softened. With the opening of bid system in 1999, bids will be equally given to both power providers and independent ...
In this paper, the authors describe the characteristics of design seismic input motions and recently observed seismic records of base isolated buildings in Japan. First, we describe some seismic design spectra for building structures which were adopted. Then we show response spectra and energy spectra of observed records obtained during two recent major earthquakes (The 1995 Hyogo-ken Nanbu Earthquake and the 2003 Tokachi-oki Earthquake), which demonstrate the effectiveness of base isolation against large amplitude earthquake ground motion. We also introduce the responses of base isolated buildings during some earthquakes including the Tokachi-oki Earthquake. These data were gathered through questionnaires sent to many engineers who had conducted response observations of base isolated buildings. Last, an example of a base isolated building on soft ground is shown. We point out the importance of selecting the appropriate design seismic motions and target ...
Geothermal energy is one of the more promising renewable energy technologies because it is environmentally benign and, unlike most renewable energy sources, can provide base power. This report provides an assessment of the research and development (R&D) work underway in geothermal energy in the following countries: Denmark, France, Germany, Italy, Japan, Russia, and the United Kingdom. While the R&D work underway in the US exceeds the R&D efforts of the other countries, the lead is eroding. This erosion is due to reductions in federal government funding for geothermal energy R&D and the decline of the US petroleum industry. This erosion of R&D leadership is hindering commercialization of US geothermal energy products and services. In comparison, the study countries are promoting the commercialization of their geothermal energy products and services. As a result, some of these countries, in particular Japan, will probably ...
In June 2010, Basic Energy Plan was approved in a Cabinet meeting. It says that Japan aims to construct more than 14 atomic power plants by 2030. Today, there are 12 plans of construction of atomic power plant, but it is hard to say that their plans easily come off. That's because public acceptance of atomic power plant is low in Japan, for example local residents wage opposition campaigns. This study conducts a survey in the form of a questionnaire and analyzes it by Analytical Hierarchical Process (AHP). Analytic Hierarchy Process is a structured technique for dealing with complex decisions. A questionnaire using AHP is very easy to answer and analyze. This survey was conducted in 2 areas. First area is Hohoku-cho, Yamaguchi Pref. that had a plan of construction of atomic power plant and the plan was demolished by opposition campaigns. Second area is Kaminoseki-cho, Yamaguchi Pref. that has a plan of construction of atomic power plant now and ...
An ambitious development programme culminated in late 1989 with the most modern diesel train available today entering commercial service. At the root of its development lay an overall concept which aimed at meeting the present-day and future requirements of railway administrations. Higher passenger revenues, lower operating costs and reduced maintenance are the result. An IC trainset is 58.8 m long and consists of three cars: Two identical power cars and one intermediate car. Each three-car trainset has 144 seats, 16 of which are reserved for first class. Up to five three-car trainsets can be coupled rogether to form a 15-car trainset. Four air-cooled 8-cylinder diesel engines with a combined rating of 294 kW power each three-car trainset, i.e. there are two engines installed in each of the power cars. The train has a maximum speed of 180 km/h. (orig.).
The data obtained by the recent modern sky surveys enable detailed studies of the stellar distribution in the multi-dimensional space spanned by spatial coordinates, velocity and metallicity, from the solar neighborhood all the way out to the outer Milky Way halo. While these results represent exciting observational breakthroughs, their interpretation is not simple. For example, traditional decomposition of the thin and thick disks predicts a strong correlation in metallicity and kinematics at $\\sim$1 kpc from the Galactic plane; however, recent SDSS--based work has demonstrated an absence of this correlation for disk stars. Instead, the variation of the metallicity and rotational velocity distributions can be modeled using non--Gaussian functions that retain their shapes and only shift as the distance from the mid--plane increases. To fully contextualize these recent observational results, a detailed comparison with sophisticated numerical models is necessary. ...
A quantitative energy pathway comparison is made between a modern oil refinery and genetic fusion hydrogen plant supporting hybrid-electric cars powered by gasoline and hydrogen-optimized internal combustion engines, respectively, both meeting President Clinton's goal for advanced car goal of 80 mpg gasoline equivalent. The comparison shows that a fusion electric plant producing hydrogen by water electrolysis at 80% efficiency must have an electric capacity of 10 GWe to support as many hydrogen-powered hybrid cars as one modern 200,000 bbl/day-capacity oil refinery could support in gasoline-powered hybrid cars. A 10 GWe fusion electric plant capital cost is limited to 12.5 B$ to produce electricity at 2.3 cents/kWehr, and hydrogen production by electrolysis at 8 $/GJ, for equal consumer fuel cost per passenger mile as in the oil-gasoline-hybrid pathway.
This document presents the way which the 8th principle of the quality management system 'Process approach' is applied, the principle that is identified and used by international standard ISO 9000. In order to understand the evolution of the management system requirements, as used today in different activities namely, industry, services, and nuclear activities, the authors present an evolution of the quality concept and its traceability to different standards, applicable in time. There are described the requirements of ISO 9001 standard, that represents the most widely spread model for modern organization management and the IAEA concerns related to integration of the above standard requirements into the most recent safety IAEA standard 'The Management System for facilities and activities'. The IAEA Safety Standard GS-R-3 describes a management model considering both the evolution of the quality requirements into the modern management and the ...
This report summarizes the results of an experimental program which developed a needed reliable data base on modern pipe-type cable construction from which designers can knowledgeably consider maximizing cable pulling lengths with resulting cost savings. The program comprised evaluations of available commercial constructions over the range of conductor sizes (both copper and aluminum) and insulation thicknesses in general utilization. The work focussed on determining the cable's performance under the three mechanical stress modes to which the cable is subjected during installation; (a) tension and elongation, (b) torsion and (c) sidewall (bearing) pressure in bends. Additionally, the program included experimentation to determine the effective coefficient of friction of the various combinations of modern skid wire materials and pipe filling oils used as lubricants with the cable in both triangular and cradled configuration. The cables ...
The demand for high-quality fibres and shives from hemp and flax as an alternative raw material for the automotive and building industry is increasing. Fibres are used primarily for composite reinforcement instead of synthetic fibres. Shives are used for animal bedding, but processing trials in wood industry for the production of low weight particle boards from shives are also very promising. Fibre producers require experience in cultivation and harvesting as well as modern processing technologies in order to supply flax fibres or shives at competitive prices under the changing conditions of international raw material markets. A complete processing line has been developed, installed and tested at the Leibniz Institute for Agricultural Engineering (ATB) to study all the processing stages of fibre production. The new ATB line can produce high quality fibres and shives from retted and unretted hemp, flax and oilseed flax straw without technical changes of the machine ...
In order to develop modern two-stroke engines with low fuel consumption, respectively with low exhaust emissions, two alternative development areas -- the mixture formation and the scavenging system -- have been correlated. For a satisfying mixture formation without fuel losses by scavenging, the direct injection seems to be one of the best solution for the high speed two-stroke engine of the future. On the other hand the modern development of two-stroke scavenging systems shows a large field of application and improvement methods of cross and loop scavenging. Based on the specific optimization factors of the injection system, respectively of the scavenging system, the aim off this common work of the Universities of Pisa and Zwickau is to correlate both the optimization fields in an advantageous mixture formation process. The principal elements of this correlation are the design of the combustion chamber, the position of the injection nozzle, ...
Deregulation and restructuring changes in the electric power industry have provided opportunities to build new power plants. These power plants, however, will not enjoy long-term power purchase agreements with the utilities they serve, but will have to respond to the market. This is where the term `merchant plant` originates. Calpine Corp. presented its reasons for believing that now is the best time to be building new merchant plants based on modern natural gas-fired, combined-cycle power plants. Among those reasons are: (1) construction of new nuclear power plants has been rejected by people on both sides of the border, (2) attempts to promote alternative energy sources such as solar, wind and biomass have not added significant generation capacity and are not likely to do so in the near future because of their high cost, and (3) coal-fired plants are also facing environmental challenges. For all these reasons, modern natural gas-fired, ...

In the last few years the supercharging of Otto-cycle-engines has regained popularity, as demonstrated by a number of series-production engines. After listing the aims to be met by a modern supercharger the paper describes the technical status of mass-produced or close to production superchargers. This is followed by a comparative evaluation of the systems, enabling the reader to select possible solutions for a projected supercharger-engine-system by means of a comparison chart. The paper is concluded by a list of possible directions for further development and additional potential for twin-screw superchargers. (orig.) The paper describes transportation cost of the nuclear off-peak power for a hydrogen production based on water electrolysis in Japan. The power could be obtainable by substituting hydropower and/or fossil fueled power supplying peak and middle demands with nuclear power. The transportation cost of the off-peak power was evaluated to be 1.42 yen/kWh when an electrolyser receives the off-peak power from a 6kV distribution wire. Marked reduction of the cost was caused by the increase of the capacity factor. (author)
Gas hydrates have impacted the oil and gas industry since 1934, when they were first found to plug pipelines. Today we know that in deep oceans and in permafrost, very substantial gas reserves are present in hydrated form. Concerns are being raised about in situ dissociation for both energy and greenhouse implications upon methane release. In Japan work is underway to consider the storage of carbon dioxide, concentrated in clathrates. This talk will deal with some basic questions. Why should we be interested in gas hydrates? What are gas hydrates? How do gas hydrates form? How might hydrates impact on the energy/environmental picture?
This report presents the results of a study of the Japanese MLU magnetic-levitation (maglev) system. The development of the MLU system is reviewed, and the dynamic circuit model then is introduced and applied to the figure-eight-shaped null-flux coil suspension system. Three different types of figure-eight-shaped null-flux suspension systems are discussed in detail: (1) the figure-eight-shaped null-flux coil suspension system without cross-connection; (2) the combined suspension and guidance system; and (3) the combined propulsion, levitation, and guidance system. The electrodynamic-suspension maglev systems developed in Japan seem to be very promising and could result in a commercial application in the near future.
Recent research work on adjustable speed pumped storage plants conducted in Japan, the USA and Europe suggests that they have many advantages over fixed-speed plants, and can contribute to power system regulation even in pump mode. At the importance increase of UT (ultrasonic testing) with the application of rules on fitness-for-service for nuclear power plants, JAPEIC (Japan power engineering and inspection corporation) started education training for defect detection and sizing technique. Weld joints specimen with EDM (Electro-Discharged Machining) notches, fatigue cracks and intergranular stress corrosion cracks were tested and practiced repeatedly based on a modified ultrasonic method and the defect size measuring accuracy of the trainees was surely improved. Results of the blind test confirmed effectiveness of education training. (T. Tanaka)
The applications of neutron reflectometry to study dynamic phenomena at surface and interfaces have been restricted so far. This was mainly due to the low intensity of neutron sources, but now high-intensity spallation neutron sources are under construction in Japan (J-PARC) and US (SNS). We are planning to install a spin-echo option on the J-PARC neutron reflectometer with horizontal sample geometry for studies of dynamics of surfaces and interfaces. This option is based on the resonance spin-echo method and aimed at dynamics up to hundreds of nanoseconds. In this contribution, the plan and status of development are introduced together with the principle and characteristics of this option.

In Japan, cosmetics claiming hormesis effect are available through Internet. Although these cosmetics show the contents, they never mention the minor elements and radioactive sources. The existence of radioisotopes, however, was observed by measurements of the gamma-rays with a HPGe detector. In this study, in order to clarify the contents of trace elements, the hormesis cosmetics including radioactive sources were analyzed using INAA, PGAA and NAA with multiple gamma-ray detection (NAAMG). Nineteen elements were analyzed quantitatively in hormesis cosmetics by INAA, PGAA and NAAMG and 16 elements were detected qualitatively by SEM-EPMA. (author)
Since the PWR plants in Japan have been operated more than 30 years, main instrumentation control equipment of analog systems has been renewed to digital control systems. Renewal works had to be done in short period within periodical inspection term and for several facilities. The Mitsubishi LTD group had been provided with these market needs by its digital control system (MELTAC-NplusR 3) applicable to main instrumentation control equipment for primary and secondary systems and had already finished the renewal for practical plants. The Kyoto Protocol foresees emission trading but does not yet specify verification of (uncertain) emissions. This paper analyses a setting in which parties can meet their emission targets by reducing emissions, by investing in monitoring (reducing uncertainty of emissions) or by (bilaterally) trading permits. We derive the optimality conditions and carry out various numerical simulations. Our applications suggest that including uncertainty could increase compliance costs for the USA, Japan and the European Union. Central Europe and the Former Soviet Union might be able to gain from trading due to higher permit prices. Emissions trading could also lower aggregate uncertainty on emissions.
A diagnosis of the refrigerant flows in a refrigerator was carried out by real-time neutron radiography. The thermal neutron radiography system of JRR-3M in Japan Atomic Energy Research Institute and the real-time image processing system developed by Musashi Institute of Technology were used. Freon evaporating flows in the evaporator, condensing flows in the condenser, flashing flows in the capillary tube and flows in the accumulator were visualized and the dynamic behaviors under practical conditions were clarified. In the case of the capillary tube of 0.8 mm i.d., a cooled-CCD camera was utilized. (orig.).
A study on brain CT was made in 120 patients of human cysticercosis, which is a rare disease in Japan and clinical symptoms and laboratory data for the diagnosis were also discussed. From the point of therapeutic view, we proposed a new differentiation on brain CT of human cysticercosis, which is divided into two groups according to the alve or dead parasite. Furthermore, we proposed a new type named multiple large and small cysts type on brain CT. The idea of diagnostic standard was made integrating brain CT image, clinical symptoms and labolatory data. The US New Source Review (NSR) program requires power plant owners to install modern pollution control whenever they upgrade their plants in a way that will cause more pollution. The Clean Air Task Force and other environmental organizations and dozens of states and municipalities have challenged changes to the NSR rule change exempting grandfathered power plants under certain conditions. The author discussed this legislation and whether the Clear Skies Act will be effective. 9 refs.
Developing a modern electric power sector is necessary for economic growth and development to proceed. Institutions to implement an IRP (integrated resource planning) process do not exist in many countries. Hainan`s economy is growing rapidly with a concomitant increase in electricity demand. This is an ideal time in Hainan`s development to implement an IRP process. The challenge is for Hainan to develop institutions and incentive mechanisms for HEPCO (Hainan Electric Power Co.) to adopt cost-based pricing, run DSM programs, construct renewable generating plants, etc. One proposal is to great a Hainan government-wide IRP committee.
In recent years the feedstock base of the coking plants in the South has been significantly degraded: the charges contain an increased quantity of gas coal and coal from coalfields in the East are being included. Certain plants in the Ukraine receive coal from the Kuznetsk, Pechora and Karaganda coalfields. Addition of these coal types in the charges of plants in the South is expected to continue in the future. Their efficient utilization requires careful investigation of the new charges in order to determine the optimal composition and to produce blast furnace coke meeting modern specifications.
What makes teamwork tick?. Cooperation matters, in daily life and in complex applications. After all, many tasks need more than a single agent to be effectively performed. Therefore, teamwork rules!. A conceptual framework is proposed within which the notion of risk as normally used in risk assessment (RA) could be enlarged in line with the real substance of social issues of technology policy, to help avoid RA's threatened irrelevance to social decision making. It is argued that the frequent organizational incoherence and thus the unviability of modern technology arises from 'social alienation' between the innovation-commitment phase and the implementation of the technology in society. The roles of technical elites and of particular concepts of technology in this alienation are emphasized. One of the case studies deals with 'Nuclear power - myths of scientific and organizational realism' and discusses the UK nuclear 'programme' and the Three Mile Island accident. (author).

A study is made of the metamorphism of coals in Kuznetsk Basin. To interpret the stages of coalification, measurements were used of the indicators of vitrinite along the hinges of folds, graphic plottings of isometamorphism of coals, analysis of interrelationships of the isolines of coal metamorphism with isopachites covering their deposits. The elevation of the coal mass of Kuzbass in the post-inversion time was accompanied by the formation of steep linear folds and longitudinal bending of their hinges. As a consequence of this, the hinges of the folds in beds of the same name occurred at different depths from the modern surface, however coal metamorphism along the hinges has not changed. In the Kuznetsk Basin there are no traces of post-inversion coalification.

Oman is an attractive and welcoming country, well-ordered and unpretentious. It has benefited from remarkable achievements of economic and social development since 1970. It now has a resource base that should be sufficient to keep it on continuing path of further development. However, the second 20-years of modern Oman will inevitable contain some testing challenges. These are centred in two main areas - the economic, where expenditure has already outstripped revenue and where firm controls are needed to maintain a reasonable balance; and the social, where the pressures from an increasingly literate and numerous population will demand changes to the autocratic traditional system of government. The problem of search for new materials for spectrally positioned laser sources, which is central for modern photonics, is discussed. The use of the stimulated Raman scattering effect in crystals offers a highly efficient way to the design of such sources. The recent results of investigations into this effect for a large number of various types of crystalline materials are presented. The most promising compounds, as regards the realisation of different laser operation modes, are considered, including calcium, strontium, barium and lead molybdates and tungstates. Several examples of functioning efficient lasers based on novel materials exhibiting the stimulated Raman light scattering effect are given.

The economy of Poland depends to a large extent upon the exploitation of its vast rich coal reserves for which new mines will have to be sunk and existing mines modernized. Two avenues of coal conversion are being followed. Both involve hydrogenation but one is based on solvent extraction of coal and the other on its pyrolysis. At present large scale established methods of chemical treatment are those which involve the production of coke, production of town-gas, production of synthesis gas and partial oxydation. Total weight amounts to 21,000,000 tons.
Preserving customers` investments in capital goods is one of the strategic market services offered by ABB, and to this end the company has developed project-specific retrofit concepts especially for older power generation plant. A prime example of such a modernization is the Umm Al Nar East (UANE) combined cycle power station in Abu Dhabi, UAE. UANE has two gas turbines of type GT13D, which together generate 140 MW of electrical energy, and heat-recovery boilers which supply steam to a seawater desalination plant with a capacity of 80 million liters of drinking water per day. After almost 20 years in operation, UANE is being modernized. To address the owner`s concerns and minimize plant downtime, ABB has introduced Service, Operation and Rehabilitation (SOR) Key Account Management for Abu Dhabi. In the first phase of the modernization project, the static starting equipment was upgraded and the mechanical turbine governor ...
Menopause is characterized by the progressive reduction of estrogens resulting to cessation of menses. It is associated with an increase of cardiovascular risk factors such as hyperglycemia, hypertension, dyslipidemia and of abdominal and/or selective visceral fat mass deposition. Obesity, a modern day epidemic, is promoted by an obesogenic environment that interacts with the genetic background. The result is a positive energy balance materialized by the accumulation of the adipose tissue. This process is marked by great individual variation. Obesity is also associated with the presence of cardiovascular risk factors. In this review, the main pathophysiologic processes for the increase of obesity in menopause and the possible effects of pre-menopausal obesity regarding the cessation of ova...
Four major reasons why municipal resource recovery operations are uneconomical are analyzed. These reasons are: alternative municipal waste disposal methods are artificially underpriced when the costs of meeting modern environmental standards are considered; high capital costs related to the procurement of resource recovery systems and the marketing of recovered resources; uncertainties associated with the costs and performance of resource recovery technologies; and construction and operating risks of municipal waste resource recovery systems. If resource recovery is to become economical, purchasers of plants must develop innovative process designs and equipment and formulate new operating and maintenance procedures. (1 photo)

An outline of the multi-fault diagnostic observation concept is presented in the paper. Starting from the commonly used singular value decomposition (SVD) it is shown, that it is equivalent to the modern version of principal component analysis (PCA). During the development of the concept of multi-fault observation several indices and measures obtained from SVD were tried, and some seem to bring the success. This problem is also addressed in the paper and illustrated by real examples taken from railroad Diesel engine condition monitoring. (orig.)

AlN nanocrystalline layers and superstructures are used in the modern optoelectronic technology as reflecting mirrors in semiconductor layers. In the present work the properties of AlN films prepared by sputtering methods from an AlN target in reactive Ar + N plasma were investigated. The characterization was performed with HRTEM, SEM, glancing angle XRD and RBS methods. The present measurements confirmed the polycrystalline structure of AlN layers and enabled the evaluation of their grain size. The roughness and thickness of the layers were additionally determined by ellipsometric and profilometric measurements. (author)
In recent years very good experience has been accumulated with self-supporting low-pressure blades. Today blades are constructed up to a length of 1060 mm (50 Hz) or 1360 mm (25 Hz). In this process modern computational methods from aerodynamics and also from mechanics are employed. The further development of computer technology also permits new methods, for example the use of curved fixed blading as well as the optimization of existing designs. (orig.).
Unmanaged pollutants from putrescible farm, industrial, and municipal wastes degrade in the environment, and methane emitted from their decomposition may contribute to global climate change. Under modern environmental regulations, these wastes are becoming difficult to dispose of using traditional means. One waste management system, anaerobic digestion or AD, not only provides pollution prevention but can also convert a disposal problem into a new profit center. This report is drawn from a special session of the Second Biomass Conference of the Americas. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.
Several wood samples collected from Dorslandboom, a large iconic African baobab (Adansonia digitata L.) from Namibia, were investigated by AMS radiocarbon dating subsequent to pretreatment and, alternatively, without pretreatment. The comparative statistical evaluation of results showed that there were no significant differences between fraction modern values and radiocarbon dates of the samples analyzed after pretreatment and without pretreatment, respectively. The radiocarbon date of the oldest sample was 993 +- 20 BP. Dating results also revealed that Dorslandboom is a multi-generation tree, with several stems showing different ages.
The increasing sophistication of modern cars and todays tendency of developing compact vehicles more adapted to urban traffic have led to increased performance requirements from alternators and their bearings. This paper describes todays criteria for the design of alternators and of their bearings (improvement of tightness, design of race, grease, specific steels) and the final validation of the products. The last part of the paper describes the new CARB toroidal roller bearing developed by SKF which can support misalignments and internal axial displacements under high rotation speeds. (J.S.)
Construction of high voltage transmission lines in a difficult hilly terrain within the limited time frame calls for the adoption of modern management tools for controlling the progress. The activity on node network system for such works, in which parallel and overlapping activities are involved is highly useful and is being used in Himachal Pradesh State Electricity Board. This network system has helped the Board to provide an effective and efficient mode of progress reporting at all levels of functioning. A remarkable example is the control of construction of 190 km - 200 kV dc transmission line within four years and six months.
The anaerobic biogasification of organic wastes generates two useful products: a medium-Btu fuel gas and a compost-quality organic residue. Although commercial-scale digestion systems are used to treat municipal sewage wastes, the disposal of solid organic wastes, including municipal solid wastes (MSW), requires a more cost-efficient process. Modern biogasification systems employ high-rate, high-solids fermentation methods to improve process efficiency and reduce capital costs. The design criteria and development stages are discussed. These systems are also compared with conventional low-solids fermentation technology.
For the past ten years, alternative loop rings have intrigued mathematicians from a wide cross-section of modern algebra. As a consequence, the theory of alternative loop rings has grown tremendously. One of the main developments is the complete characterization of loops which have an alternative but not associative, loop ring. Furthermore, there is a very close relationship between the algebraic structures of loop rings and of group rings over 2-groups. Another major topic of research is the study of the unit loop of the integral loop ring. Here the interaction between loop rings and group ri
We develop methods for accelerating metric similarity search that are effective on modern hardware. Our algorithms factor into easily parallelizable components, making them simple to deploy and efficient on multicore CPUs and GPUs. Despite the simple structure of our algorithms, their search performance is provably sublinear in the size of the database, with a factor dependent only on its intrinsic dimensionality. We demonstrate that our methods provide substantial speedups on a range of datasets and hardware platforms. In particular, we present results on a 48-core server machine, on graphics hardware, and on a multicore desktop.
The authors draw the story of the concept of infinity in sciences from the ancient Greek civilization to modern times, from the Greek idea of atom to quantum physics and cosmology. It is shown how what was considered as limits in ancient times, have been progressively seen as unknown worlds, and are now being investigated with the use of big machines like particle accelerators. This book is composed of 3 main chapters: 1) the quest for the infinitely big, 2) the quest for the infinitely small, and 3) the big-bang theory that appears as the meeting point of the 2 infinites. In modern quality engineering, dual response surface methodology is a powerful tool to model an industrial process by using both the mean and the standard deviation of the measurements as the responses. The least squares method in regression is often used to estimate the coefficients in the mean and standard deviation models, and various decision criteria are proposed by researchers to find the optimal conditions. Based on the inherent hierarchical structure of the dual response problems, we propose a Bayesian hierarchical approach to model dual response surfaces. Such an approach is compared with two frequentist least squares methods by using two real data sets and simulated data.
The Subcommittee for Surveillance of Nuclear Medicine Practice has implemented a survey for actual nuclear medicine practice in Japan every 5 years. This article reports on the third survey implemented during a one-month period in June 1992. Questionnaires were sent to all 1256 facilities employing radiopharmaceuticals in routine practice, and 1162 (92.5%) answered. In vivo nuclear medicine examinations per day were performed in 6600 cases. SPECT accounted for 19.4%, as compared with 7.1% in the 1987 survey. According to organs, the frequency of examination for the cerebrospinal region was 3.2 and 2.2 times higher than that in the 1982 and 1987 surveys, respectively, whereas for the thyroid gland it was 0.6-fold and 0.7-fold that of these surveys. The proportion of bone scintigraphy was the highest (24.5%), followed by tumor scintigraphy (14.1%) and myocardial scintigraphy (11.9%). The frequency of myocardial and cerebral blood flow scintigraphy was dramatically ...

As a series of estimations of population doses and of risk estimates from medical exposures in Japan, the malignancy significant dose (MSD) and the fatal malignant risk from beam therapy were estimated based on a nationwide survey of radiotherapeutic treatments, using a malignancy significant factor and a weighting factor determined from the data on the cancer mortality among the atomic bomb survivors in Nagasaki. The effective dose was defined as a sum of the product of the weighting factor and the organ or tissue doses with respect to the malignant diseases. The organ or tissue doses were determined with ionization chambers placed at the positions of their center in a MixDp-phantom simulated lung tissues by a block of cork, using a telecobalt unit, a conventional X-ray unit and a medical linear accelerator. The organ or tissue doses were categorized into three dose components; namely 1) dose from useful beams; 2) scattered radiation dose from irradiated materials ...
In our previous study, we have estimated the level of human exposure to dioxins (PCDDs, PCDFs, and Dioxin like PCBs) in Japan based on dioxins monitoring data and results of total diet studies (TDS) in fiscal 2000 (April 2000- March 2001). It has been reported that the national PCDDs/DFs emission in 2001 against the 1997 level has been reduced by approximately 77% In addition, reduction of environmental levels was reported. The enforcement of Japan's Law Concerning Special Measures against Dioxins has significant impact on the reduction of the average dioxins concentrations in the ambient air. Therefore, the transitions of Japanese dioxins exposure levels in recent years are worthy of attention. In order to determine exposure level in fiscal 2001, collection and compilation for surveillance results derived from the regular environmental monitoring under the law as well as other dioxins surveys by national and local governmental bodies ...

To utilize solar energy effectively, a method has been developed by which daily clearness indexes can be estimated from phrase of general weather condition, and it has been examined at four places located at different typical climatic divisions in Japan. Successive results of extra-terrestrial solar insulation and measured solar insulation were illustrated at each place. It was found that the envelope of maximal value among measured values is in proportion to the extra-terrestrial solar insulation. Based on the basic clearness index and the meaning of term expressing general weather condition defined by the Meteorological Agency, the general weather condition was quantitated using the clearness index. This value was defined as weather index. Relationship between the measured clearness index at each place and the weather index was analyzed regressively. Correlation between the both was highly close, proportionally. Accordingly, the clearness index can be estimated ...
Japan's first water power station to provide public power was the Keage plant (maximum output 160 kW) which began operation in 1891. The installed capacity of pure hydro plants reached 20 481 MW in March 1991; pumped-storage powerplants account for 17 004 MW, making a total of 37 483 MW. Pumped-storage thus represents 45 per cent of total hydro capacity. Pure hydro plants under construction at the end of March 1990 totalled 75, representing 968 MW of capacity. There were also seven pumped-storage plants under construction (each more than 300 MW). The latest survey to establish the hydro potential of Japan indicated the gross theoretical hydro potential to be 717 600 GWh/year and the exploitable potential to be 130 524 GWh/year. Of this exploitable potential, 60 per cent is in operation and 3 per cent is under construction. The exploitable potential represents 4551 pure hydro plants, with a total installed capacity of 32 792 MW. In an ...

A) Reactor core system with uranium enrichment above 5% for significant decrease of spent fuel discharge and prominent higher availability B) Long-life materials and innovative water chemistry technologies for 80 years plant lifetime and significant reduction of occupational dose C) Seismic isolation technologies to standardize plant ...
High concentrations of Cs-137 were detected in the muscles of Walleye Pollack (Theragra chalcogramm) collected from Kitamiyamato banks (sampling on 25 Jul. 2000), Kamui area (16 Oct. 2000) and Niigata coasts (31 Jan. 2001). The concentrations were 0.35 #+-# 0.01, 0.41 #+-# 0.01, and 0.63 #+-# 0.02 Bq/kg-wet, respectively. The average concentration in our past investigations was about 0.25 #+-# 0.01 Bq/kg-wet. Samples from other areas, the coat of Kushiro (8 May 2001), North Tishima (13 Nov. 2000) and the Sea of Okhotsk (6 May 2001), had the average concentrations. There were no such high concentrations of Cs-137 in other fish species collected from Kitamiyamato banks, Kamui area, and Niigata coasts. Fish samples with high concentrations all make the migration in the north of Japan sea. These results would indicated that samples took in Cs-137 elements from sea-water or foods on the migration route. Cs-137 concentrations in muscles of walleye pollack does not ...
Collective dose equivalent and population dose from occupational exposures in Japan, 1988 were estimated on the basis of a nationwide survey. The survey was conducted on annual collective dose equivalents by sex, age group and type of radiation work for about 0.21 million workers except for the workers in nuclear power stations. The data on the workers in nuclear power stations were obtained from the official report of the Japan Nuclear Safety Commission. The total number of workers including nuclear power stations was estimated to be about 0.26 million. Radiation works were subdivided as follows: medical works including dental; non-atomic energy industry; research and education; atomic energy industry and nuclear power station. For the determination of effective dose equivalent and population dose, organ or tissue doses were measured with a phantom experiment. The resultant doses were compared with the doses previously calculated using a chord ...

A working visit was made to the National Laboratory for High Energy Physics, Tsukuba, Japan, during the time periods May 16, 1988--June 15, 1988 for the purposes of further evaluation of the high intensity plasma sputter negative ion source and to test the response of the University of Tsukuba 13-MV tandem accelerator to mA intensity level pulsed mode heavy negative ion beams. During the visit, the traveler worked in collaboration with Japanese scientists in installing and testing of the source on the University of Tsukuba tandem electrostatic accelerator injector. During the course of preliminary testing of the ion source and prior to actual injection into the accelerator, sparking began in one or more tube sections, which ultimately led to the decision to replace the damaged tube sections. This problem led to postponement of the scheduled tandem accelerator tests. The traveler attended the Seventh International Conference on Ion Implantation Technology held in ...
Restructured power markets require concepts not only for extending the lifetime of existing plants, but also concepts for reducing the life-cycle costs of existing older steam power plants in order to remain competitive with the most modern and advanced power generation technology such as combined cycle power plants. Out of the broad range of methods to extend service life and increase availability, and to increase power output and efficiency, this paper focuses on full repowering. Full repowering replaces the old fired boiler with gas turbine(s) and heat-recovery steam generators (HRSG) as heat input to the existing bottoming cycle and reuses the steam turbine (ST) condenser and further balance of plant (BOP) equipment. The potential offered by this concept is demonstrated. Repowering and modernization projects are executed if they result in economic benefits for the operator. Investment decisions need to be prepared based on an estimate or ...
