This paper examines the availability and adequacy of schools' infrastructural facilities for implementation of the Universal Basic Education program in Nigeria. Adopting the "ex post facto" design, the researchers used existing school data on physical facilities, including a survey of key stakeholders in the education sector. Data analysed revealed inadequacy of physical facilities for effective implementation of the UBE program. It was accordingly recommended that government at the national, state and local levels show better commitment to the implementation of the Universal Basic Education program. Almost 900m adolescents and adults are illiterate in the developing world, yet most policy discussions focus on the educational circumstances of primary aged children. As a result non-formal educational programs for adolescents and adults are given very little support, and this group is virtually ignored in international agreements such as the millennium declaration. This article presents the first serious attempt at evaluating the impact of a non-formal education program. Results show significant learning achievement over the academic year, as well as strong development impacts of the program in non-learning dimensions of participants' lives. Home economics is a dynamic field that imparts knowledge intended to help people adapt to their environment by making effective use of human and material resources. Hence, the profession values global concerns for the environment, human rights, health, and well-being. In Nigeria, home economics teachers must also consider the role they play in programs such as family life education, poverty alleviation, and universal basic education. In particular, home economics is one of the subjects through which core messages of the country's Population and Family Life Education program are to be integrated at the secondary school level. The Kansas State Board of Education awarded $10.25 million to local education agencies through the Carl D. Perkins Vocational and Applied Technology Education Act of 1990. A work group developed the System of Measures and Standards of Performance (SMSP). Programs for single parents, displaced homemakers, and single pregnant women were funded to provide education/training, employment readiness, and job placement. Seven gender equity facilitator projects and 17 projects to provide young women access to training and support services for technical and nontraditional occupations were funded. In recent years, several groups, including the physician assistant, health information management, ophthalmic medical technician/technologist, and athletic training review committees, have left the Commission on Accreditation of Allied Health Education Programs (CAAHEP) system to form their own, profession-specific accrediting bodies. Their motivation was typically a desire for greater professional visibility and autonomy. Combined, these professions represented one third of the CAAHEP's programs. The foundation conducts an environmental monitoring and surveillance program over an area covering much of the upper Snake River Plain and provide environmental education and support services related to INEL natural resource issues. Also, the foundation, with its university affiliates, conducts ecological and radioecological research on the Idaho National Environmental Research Park. This research benefits major DOE-ID programs including waste management, environmental restoration, spent nuclear fuels, and land management issues. Major accomplishments during CY1995 can be divided into five categories: environmental surveillance program, environmental education, environmental services and support, ecological risk assessment, and research benefitting the DOE-ID mission.

Quality of education is a determining factor in a nation's competitiveness. Although Mexico has made tremendous progress toward achieving universal basic education, school quality has not kept pace with enrollment increases, especially in rural areas. Innovations at the federal and state levels to raise the quality of basic education in Mexico include decentralizing the education system, thereby giving the states more control over education, and creating the Carrera Magisterial, a program of incentives and professional development for teachers. The first part of this paper shows that early in their professional lives, teachers in basic public schools are better paid than other comparable groups. The second part of the paper analyzes determinants of student achievement. Findings show that short-term teacher posts had a negative impact on learning achievement. ...

The smart metering program was introduced to aid in the Ontario government's energy conservation strategy, as well as to address peak supply problems that have led to power outages. It is expected that the smart metering program will reduce provincial peak supply by 5 per cent, as the meters support both time-of-use rates and critical peak pricing. Over 800,000 smart meters will be supplied to customers by 2007, and all 4.3 million homes in Toronto will have a smart meter by 2010. Studies have suggested that skill-building through hands-on cooking as a nutrition education strategy, is effective to improve overall dietary quality among participants. FamilyCook Productions' ''Diet for a Healthy Planet with Teen Battle Chefs(TM)'' curriculum using this approach, was piloted in 2008 in a Brooklyn public high school resulting in a statistically significant improvements in dietary quality as well as attitudinal improvements and efforts by students to support changes in school food service. Program evaluation used the RE-AIM framework and employed both quantitative and qualitative strategies including pre and post program surveys, focus groups, and weekly electronic teacher feedback. The Department of Energy`s program for disposing of nuclear High-Level Waste (HLW) and transuranic (TRU) waste has been impeded by overwhelming political opposition fueled by public perceptions of actual risk. Analysis of these perceptions shows them to be deeply rooted in images of fear and dread that have been present since the discovery of radioactivity. The development and use of nuclear weapons linked these images to reality and the mishandling of radioactive waste from the nations military weapons facilities has contributed toward creating a state of distrust that cannot be erased quickly or easily. In addition, the analysis indicates that even the highly educated technical community is not well informed on the latest technology involved with nuclear HLW and TRU waste disposal. Job markets at the junior secondary level are very tight in Indonesia with low levels of unemployment at all ages, short job-search times, and high real rates of return. A large proportion of patients may develop chronic pain following cancer treatments such as surgery, radiotherapy, or chemotherapy. These patients can experience significant levels of physical and psychological morbidity. Our aim was to investigate a cognitive-behavioral pain management program (PMP) for cancer patients with chronic treatment-related pain. Thirteen patients (1 man, 12 women; mean age 52 yrs) completed the study, 9 of whom had a history of breast cancer and had received extensive medical treatment, including surgery. A combination of physical and psychological techniques were adapted from previous work in chronic benign pain and implemented by two therapists. The Education for All-Fast Track Initiative (FTI) grew out of the "New Focus on Education for All" communique of the G-8 when Canada hosted the summit in 2002 at Kananaskis. As Canada prepares again to host the G-8, and Korea assumes leadership of the newly-empowered G-20, it is a valuable moment to revisit and re-think the current global education architecture. By adopting some of the recommendations from the recent independent evaluation of the FTI and borrowing some lessons from global partnerships in other sectors, the FTI could set a new course toward the achievement of universal basic education. The FTI should broaden and strengthen the role of diverse stakeholders from developing countries and civil society in its governance structure in order to fully harness the energies of these stakeholders in resource mobilization and effective implementation. Using the multistage sampling technique, 800 primary school teachers were selected from the three geo political zones in Southern Nigeria as participants in the study. However, 1457 usable copies of the questionnaire administered to participants were used for the final study. The researchers collected and analyzed data to (1) Ascertain how free the UBE was in Southern Nigeria and (2) to determine if educational services were adequately provided for the implementation of the programme. Recent studies have shown that there is a wide variety of approaches to education and training of the Qualified Expert across the European Union. National education and training programmes show often large differences in content, duration, level, the introduction of practical work, etc. As they stand, such differences are a barrier to the mutual recognition of the Qualified Expert status and, in part, are contributing to a perceived shortage in expertise in radiation protection and safety. Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. This paper is part of a study that assessed the level of commitment of primary schools of remote area dwellers (RADs) to basic education between October 2004 and April 2005. The research question focused on the level of commitment of schools to universal basic education, school-community partnership in school governance and parental involvement in the way the curriculum was delivered. Questionnaire and interviews were used. The results show a significant relationship between teachers' perceptions and variables such as district, qualifications, age, location, and experience. There is consistency between teachers' perceptions and children's academic performance. It has been found that learner achievement in RADs schools is low and that parents are not actively involved in their children's education due to the policy environment and school management practices.

W. E. B. Du Bois, one of the brightest lights in African American history, wrote a sparkling critique of the American social and economic system originally planned as part of the Bronze Booklets series, edited and published by Alain Locke and the Associates in Negro Folk Education. The piece was never published and has, until now, been lost to the annals of adult education history. Using historical evidence, the authors examine Du Bois's Basic American Negro Creed and the circumstances that led to its exclusion from the series. It is argued that the Creed was far too radical for the liberal minded Carnegie Corporation and its leaders who were only interested in accommodating adult education for Blacks through the AAAE funded Bronze Booklets. The exclusion of the Creed represents an example of repressive tolerance by the AAAE.

The survey sought to determine whether the current requirements for radiation protection training had been met, and to promote radiation protection training. Details of the scope and quality of present radiation protection training were requested from all educational institutes and organizations providing radiation protection training. The survey covered both basic and further training, special training of radiation safety officers, and supplementary training. It has been widely assumed that South Africa has achieved universal basic education. Through an analysis of the 2001 census and two national enrolment datasets rather than statistical projections, this study re-examines this assumption and provides new estimates of enrolment levels in primary, basic and secondary education. Using GER, NER, and ASER indicators, disaggregated by gender and province, the study shows that access to education in South Africa is not as widespread as published sources note. While statistics show that national access levels are lower than prevailing estimates, the relatively high levels of access in some of the most disadvantaged provinces suggest the need to re-evaluate assumptions about targets for universal access for developing regions. In addition, the analysis reveals South Africa's unexpected and provocative gendered patterns of access and participation.

This article analyses the emergence of the Reseau Education Sans Frontieres (RESF) in France, a movement that emerged in response to fear about the deportation of immigrant children who were pupils in French schools. Mobilising ethical concerns about children's welfare, the movement has been able to create public debate about the French State's moral responsibility to protect these children of 'sans-papiers'. Based on qualitative research, this article analyses the membership of RESF and its modes of action to show how this mobilisation has taken place, stressing the importance of 'everyday interactions' in this mobilisation, and the use of new frames of moral injustice concerning children's welfare.

It surveys the impact of good and bad politics on the attainment of Meaningful Access to education with special focus on Nigeria's Universal Basic Education (UBE) programme. Good politics is to be likened to what the French call "la politique au sense noble du terme" (politics in the noble sense of the term--or statesmanship) while bad politics is to be likened to a "politique politicienne" (mere divisive politicking, or politics in its raw form). Many non-domestic buildings, built recently in the UK, use natural means to provide ventilation for indoor air quality and thermal comfort. This paper presents monitoring results obtained from such a purpose built naturally ventilated educational building. Its performance during the summer is discussed based on monitored results. Using thermal and ventilation modelling, the paper also discusses the optimisation of the building's summer performance. This Spanish-language master's thesis presents a study which measured special education teachers' knowledge of AIDS (Acquired Immune Deficiency Syndrome) virus transmission and their attitudes toward children with AIDS in schools. Attitudes were then related to social variables such as sex, teacher's age, and knowing someone with AIDS. A survey of 101 Oswego County, New York, special education teachers found that 52 percent had a moderate knowledge about AIDS transmission, and 48 percent of respondents had a positive perception of children with AIDS. Findings also indicated that teachers had received effective training and information about AIDS; teachers seemed to feel insecure about applying that knowledge to particular situations of possible risk; knowing people with AIDS provoked negative or inadequate perceptions of that population; and age, sex, and teaching experience were not related to teachers' perceptions or AIDS knowledge. In this article, we investigate the relationship between the size of the immigrant population, how natives perceive this size, and their anti-immigrant attitudes. We use data from the 2002/2003 European Social Survey covering 17 Western European countries, and we find that as a rule Western Europeans think that the immigrant population in their country is much larger than it actually is. The perceived size of an immigrant population has an impact on anti-immigrant prejudices, but the real size does not. Like many authors before us, we find that education reduces prejudice. Industrial effects have long been significant factors in wage inequality. Previous research indicates that wage differentials across industries were increasing through the mid 1980s. Using more recent data, however, we find that the level of inter-industry wage dispersion declined by 36% from 1986 to 2002 despite the continued trend towards increasing inequality in the labor force. This decline in inter-industry wage dispersion is evident across gender and educational groups. Using multilevel growth curve models, our multivariate results indicate that the decline is only weakly related to industrial changes in education, occupation or even productivity despite the fact that the latter variable had been a critical factor in the prior period. The study investigated the impact of the Universal Basic Education (UBE) programme on the phenomenon of female trafficking in South-South Nigeria. To this end, six research questions were raised. These revolved around: (i) resource situation and adequacy of training provided for repatriated trafficked victims in the service provider centre; (ii) efforts in the formal education sector of the UBE to curb female trafficking; and (iii) parents and female students' disposition toward female trafficking. The present invention is a fully connected feed forward network that includes at least one hidden layer 16. The hidden layer 16 includes nodes 20 in which the output of the node is fed back to that node as an input with a unit delay produced by a delay device 24 occurring in the feedback path 22 (local feedback). Each node within each layer also receives a delayed output (crosstalk) produced by a delay unit 36 from all the other nodes within the same layer 16. The node performs a transfer function operation based on the inputs from the previous layer and the delayed outputs. The network can be implemented as analog or digital or within a general purpose processor.
