The Department of Defense is making significant investments to construct systems, built upon web services and their supporting technologies, that strive to achieve the goals of net-centricity. While these technologies address several of the traditional stumbling blocks to integration and interoperability, they leave issues of information management largely unaddressed. Indeed, the broad availability of these systems exacerbates, rather than reduces, stresses on our information management capabilities. This paper discusses the enterprise-level information management infrastructure objectives for providing net-centric military capabilities and more fundamental technical challenges derived from them.
The paper considers software development issues for large-scale enterpriseinformation systems (IS) with databases (DB) in global heterogeneous distributed computational environment. Due to high IT development rates, the present-day society has accumulated and rapidly increases an extremely huge data burden. Manipulating with such huge data arrays becomes an essential problem, particularly due to their global distribution, heterogeneous and weak-structured character. The conceptual approach to integrated Internet-based IS design, development and implementation is presented, including formal models, software development methodology and original software development tools for visual problem-oriented development and content management. IS implementation results proved shortening terms and reducing costs of implementation compared to commercial software available.
While substantial research has examined the control of information systems (IS) projects, most studies in this area have only examined how one controller manages a single group of controllees. However, many IS projects, especially enterprise systems projects (often initiated by an organization's corporate headquarters, and involving business unit users and consultants), have multiple stakeholders. The corporate headquarters (the project's principal controller) must simultaneously ensure that the various stakeholders are aligned with the project's goals despite their diverse motivations, and that the stakeholders collaborate with each other to achieve project success. Behavior control theory argues that the controller enacts a control portfolio of formal and informal controls. However, the ...

The number of ERP (Enterprise Resource Planning) implementations within the oil industry has increased substantially in the past years. PETROBRAS has recently developed a business case, a 10 steps methodology developed by Symnetics-Benchmarking Partners (management consultancy), aimed at enhancing strategic and tangible ROI - Return on Investment of IT projects. The Business Case has not only provided alignment of PETROBRAS strategies with ERP capabilities, but also identified process gaps and opportunities for improvement as well as developing a high level implementation plan including timing, costs and potential benefits. Anticipated economic gains were mainly focused on the following business processes: materials management (30%), planning and controlling (25%), project management (24%) and order fulfillment (14%). PETROBRAS has chosen a phased approach for implementing the ERP. Two scenarios were considered: time, cost, risk and scope were the key issues ...

Network gateways to other site and offsite networks provide electronic communication with the remainder of the Hanford community.'
In a nutshell, the existing Internet provides to us content in the forms of videos, emails and information served up in web pages. With Cloud Computing, the next generation of Internet will allow us to "buy" IT services from a web portal, drastic expanding the types of merchandise available beyond those on e-commerce sites such as eBay and Taobao. We would be able to rent from a virtual storefront the basic necessities to build a virtual data center: such as CPU, memory, storage, and add on top of that the middleware necessary: web application servers, databases, enterprise server bus, etc. as the platform(s) to support the applications we would like to either rent from an Independent Software Vendor (ISV) or develop ourselves. Together this is what we call as "IT as a Service," or ITaaS, bundled to us the end users as a virtual data center.
One of the requirements for a federated information system is interoperability, the ability of one computer system to access and use the resources of another system. This feature is particularly important in biomedical research systems, which need to coordinate a variety of disparate types of data. In order to meet this need, the National Cancer Institute Center for Bioinformatics (NCICB) has created the cancer Common Ontologic Representation Environment (caCORE), an interoperability infrastructure based on Model Driven Architecture. The caCORE infrastructure provides a mechanism to create interoperable biomedical information systems. Systems built using the caCORE paradigm address both aspects of interoperability: the ability to access data (syntactic interoperability) and understand the data once retrieved (semantic interoperability). This infrastructure consists of an integrated set of three major components: a controlled terminology service ...
The advent of sophisticated automation equipment and computer hardware and software is changing the way manufacturing is carried out. To compete in the global marketplace, manufacturing companies must integrate these new technologies into their factories. In addition, they must integrate the planning, control, and data management methodologies needed to make effective use of these technologies. This paper provides an overview of recent approaches to achieving this enterprise integration. It then describes, using simulation as a particular example, a new tool`s perspective of enterprise integration.

The needs of large industrial, commercial, and institutional energy consumers are more closely connected with the needs of power utilities and energy services companies, a result of the evolving global energy environment. Consumer choice, competition amongst energy suppliers, and increased demand are brought about in some regions by deregulation. Increasingly, large energy consumers expect high levels of quality and reliability from the energy delivered. As a result, management of the cost and the quality of the energy product and the energy assets that produce, deliver, control and consume it requires different strategies. Three major challenges must be overcome: (1) requirement to support economic and efficient delivery, purchasing and use of energy, (2) requirement to guarantee higher levels of power quality and reliability, and (3) requirement to supply the growing demand for energy while establishing a market-based pricing system. The solution is the ...

A critical factor in the advancement of biomedical research is the ease with which data can be integrated, redistributed and analyzed both within and across domains. This paper summarizes the Biomedical Information Core Infrastructure built by National Cancer Institute Center for Bioinformatics in America (NCICB). The main product from the Core Infrastructure is caCORE--cancer Common Ontologic Reference Environment, which is the infrastructure backbone supporting data management and application development at NCICB. The paper explains the structure and function of caCORE: (1) Enterprise Vocabulary Services (EVS). They provide controlled vocabulary, dictionary and thesaurus services, and EVS produces the NCI Thesaurus and the NCI Metathesaurus; (2) The Cancer Data Standards Repository (caDSR). It provides a metadata registry for common data elements. (3) Cancer Bioinformatics Infrastructure Objects (caBIO). They provide Java, Simple Object ...
Network security is a discipline that focuses on securing networks from unauthorized access. Given the Escalating threats of malicious cyber attacks, modern enterprises employ multiple lines of defense. A comprehensive defense strategy against such attacks should include (I) an attack detection component that deter- mines the fact that a program is compromised, (2) an attack identification and prevention component that identifies attack packets so that one can block such packets in the future and prevents the attack from further propagation. Over the last decade, a significant amount of research has been vested in the systems that can detect cyber attacks either statically at compile time or dynamically at run time, However, not much effort is spent on automated attack packet identification or attack prevention. In this paper we present a unified solution to the problems mentioned above. We implemented this solution after the forward engineering of Open Source ...
This study uses an electronic commerce (E-commerce) innovation model to analyze the differences in technological knowledge, business model, and dynamic capability aspects used in Internet-enabled commerce (I-commerce) versus mobile commerce (M-commerce) versus ubiquitous commerce (U-commerce). The results indicate that the innovation from I-commerce to M-commerce is radical, leading to drastic changes in the business model. However, from M-commerce to U-commerce, disruptive changes occur in both technological and business model dimensions. A set of critical dynamic capabilities for each innovation is identified. These results provide great insight for practitioners and scholars for enhancing their understanding of E-commerce innovation, and provide guidelines to help practitioners adapt fr...
Purpose - Under the pressure of competition from non-state-owned enterprises (non-SOEs) since the Renovation in 1986, the Government of Vietnam has sought to reform state-owned enterprises (SOEs) in order to improve their productivity and efficiency. Whilst the theoretical efficiency benefits from the SOE reform have interested many, this study seeks to add empirical insights to this debate using Williamson's transaction cost economics (TCE). Design/methodology/approach - Organizational integration and transaction costs - two dimensions of firm efficiency - were compared between SOEs and non-SOEs using multivariate analyses of variance (MANOVA). The analysis was conducted in the context of the within-firm logistics processes of international multimodal transport (IMT) in Vietnam. Findings ...
Recently, applying the novel data mining techniques for evaluating enterprise financial distress has received much research alternation. Support Vector Machine (SVM) and back propagation neural (BPN) network has been applied successfully in many areas with excellent generalization results, such as rule extraction, classification and evaluation. In this paper, a model based on SVM with Gaussian RBF kernel is proposed here for enterprise financial distress evaluation. BPN network is considered one of the simplest and are most general methods used for supervised training of multilayered neural network. The comparative results show that through the difference between the performance measures is marginal; SVM gives higher precision and lower error rates.

Marketing-led enterprise change management initiated by a major UK contractor is explored in this paper as a contrast to procurement-led changes to projects driven by clients. Procurement-led initiatives try to induce changes to behaviour through market governance. Relationship marketing and management proactively change organizational behaviour, the enterprise taking responsibility for its own destiny. Investment and resource allocation, and organizational behaviour have posed constraints, particularly concerning service continuity in construction. Overcoming these constraints offers opportunities for delivering service improvements and adding value for clients and yielding further increases in repeat business and increasing profitability. Relationship marketing is the conceptual starting...
This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of ...
Objective: To reduce mental health symptoms and high-risk behaviors and increase social support and service utilization among street-living youth, the authors conducted a pilot study to assess the feasibility of the social enterprise intervention (SEI) at a homeless youth agency. Italian district small and medium enterprises (SMEs) developed aggressive strategies to extend their sales networks and supply chains abroad. Literature on districts offered alternative explanations about the impacts of internationalization on local manufacturing systems. The authors consider the evolution of Italian districts in the framework of global value chain approach, focusing on the role of leading firms. Based on a survey of 650 Italian SMEs and financial indicators, the paper describes the rise of a new district firm model, the open network, which becomes a key node of global value chains. The paper also analyses the relationships among internationalization, innovation strategies and performance of SMEs.
Knowledge management is controlling the transfer, distribution, and availability of knowledge. Traditionally, knowledge management processes are predefined; e.g. it is laid out in detail which document template, data structure, system, or work flow steps have to be used in order to manage knowledge. But knowledge management itself is complex. It is simply not possible to predefine the typical flow of work in knowledge intensive processes in advance. So rather than trying to determine the procedures it is more promising to analyze which factors can be used in order to control the outcome of t
Phelps N. A. Cluster or capture? Manufacturing foreign direct investment, external economies and agglomeration, Regional Studies.?This paper reviews the nature and significance of external economies associated with multinational enterprise (MNE) participation in the manufacturing industries of host economies. It argues that the balance of forces of internalization and externalization is currently skewed towards the former and the interests of MNEs rather than the latter and the interests of local and national communities and governments. A stylized comparison of developmental and competition state interventions in relation to MNEs and their foreign direct investment (FDI) suggests that in the absence of co-ordinated interventions by governments, there will commonly be a failure of t...
The concept of forestry-service enterprise used in the joint study (1997-7999) by the TTS-Institute and the Finnish Forest Research Institute (Metla) refers to enterprises and co-operatives (including forest workers operating as entrepreneurs) offering services in the fields of silviculture, basic forest improvement, planning and wood-harvesting sector. Companies practicing large-scale wood-conversion and traditional forestry-machine and road haulage contractors are not included in this approach. It can be estimated that there is a total of 450 such entrepreneurs in the country Those engaged in only a minor degree in providing forestry services are not included in the figure. The nation-wide research material was collected in the form of a mail questionnaire addressed to forestry-service entrepreneurs (n=320) in the spring of 1998. Almost all forestry-service entrepreneurs provide timber felling as a service. More than half of them do planting, ...
We report the results of a prospective clinical study using a new self-expanding nitinol stent (Enterprise) designed for the treatment of wide-necked intracranial aneurysms. We treated 31 saccular, wide-necked intracranial aneurysms in 30 patients. Ten aneurysms had recanalized after prior endovascular treatment without a stent, and 21 aneurysms had not been treated before. Stent deployment was successful in all procedures. Additional coil embolization was performed in all aneurysms. Initial complete angiographic occlusion was achieved in 6 aneurysms, a neck remnant was left in 18 aneurysms and there were 7 residual aneurysms. Angiographic follow-up examinations of 30 lesions after 6 months demonstrated 15 complete occlusions, 8 neck remnants and 7 residual aneurysms. One patient refused the 6-month angiographic follow-up. Spontaneous occlusion of the aneurysm had occurred in 14 patients, and 6 aneurysms showed recanalization. Four of these residual aneurysms were ...
Historically the organizational models have followed an evolution that has underlined a parallel trend to the complexity of the market, introducing as different mechanisms of coordination. Up to yesterday the winning model it was that hierarchical that however it is not certainly immune from limits. Beginning from eight hundred and especially in the nine hundred experts of organization have studied an alternative or supplementary model to that hierarchical: the bureaucratic model. This last entrusts the organization of the firm to the norms and the procedures considering them like the best integrating mechanism of development of the organizations. Today it is not made that to speak of the model to net, but it would be a serious error if this had to a substitutive model thought of the precedents, that can work then without hierarchy and without alone procedures entirely thanks to the use of Internet. In the present job are individualized new models of management of the private firms and ...

The trend of forest landscape degradation on Changbai Mountain threatens forest sustainability and biodiversity conservation in the region. Previous studies have focused mainly on the structure and function of protected forests but have ignored managed forests outside the reserve border. ? Objectives In this paper, deforestation processes are studied for two forestry enterprises, namely Baihe and Lushuihe Forestry Bureaus, with different socioeconomic structure due to their differences in proximity to Changbai Mountain Biosphere Reserve, which attracts hundreds of thousands of tourists each year. Baihe?s income comes from b...
A protocol adapter ideally suited to enable enterprises to gradually transition from SOAP Web Services to RESTful HTTP Web Services without impacting existing clients is presented in this paper. The inherent advantage of such a transition is the visibility of RESTful HTTP messages to Web intermediaries such as caches. In contrast, SOAP messages are opaque, which disables Web intermediaries. While both approaches can use HyperText Transfer Protocol (HTTP) for message transfer, the paradigms contrast sharply. SOAP uses an interface specific approach whereas RESTful HTTP uses a Uniform Interface approach. SOAP marks up its payload with eXtensible Markup Language (XML) whereas in certain situations RESTful HTTP requires no XML. We present the disadvantages of the SOAP approach and outline how ...
An industrial design of turbodrill with oil-filled gear reducer has been made and has passed comprehensive field tests. In its energy characteristics, durability and operating properties, it is acceptable for broad introduction into drilling practice. In all regions of drilling, the use of the reducer increases the drilling per drill bit, and with sufficient depth, the run velocity of drilling. In certain regions (for example, West Siberia) it is possible to increase the mechanical velocity by high torque at the reducer outlet. The inter-repair service life of the oil-filled reducers for West Siberia and Tatariya exceeds on the average 100 hours. For wells with high face temperatures (over 1502)C) it reaches 42.6 hours. Further increase in the service life is associated with an increase in the thermoresistance, primarily, of the lubricator assembly. The design of the oil-filled reducer makes it possible to repair it in the existing turbine shops of the drilling ...
SZI global distribution due to biogeochemical cycle in environment reservoirs has been studied. It is shown that during the operation of nuclear fuel cycle facilities and at a modern level of the decontamination factor the SZI concentration in some natural media (soil, the Earth biosphere, ocean mixing layer) will increase by 4-5 orders. Recommended gradual increase of the decontamnation factor in time for conserving the SZI concentration level not exceeding one order in comparison with modern one is given. At that to the end of the century the decontamination factor must be of an order of 1 x 10U in the case of SZI intake to the ocean mixing layer and of 1 x 10V in the case of its intake to the atmosphere.

Today, component oriented middlewares are used to design, develop and deploy easily distributed applications, by ensuring the heterogeneity, interoperability, and reuse of the software modules, and the separation between the business code encapsulated in the components and the system code managed by the containers. Several standards answer this definition such as: CCM (CORBA Component Model), EJB (Enterprise Java Beans) and .Net. However these standards offer a limited and fixed number of system services, removing any possibility to add system services or to reconfigure dynamically the middleware. Our works propose mechanisms to add and to adapt dynamically the system services, based on a reconfiguration language which is dynamically adaptable to the need of the reconfiguration, and on a tool of dynamic reconfiguration, a prototype was achieved for the OpenCCM platform, that is an implementation of the CCM specification. This work was partially financed by the ...
Itaipu Binacional has taken a decision of executing a technological updating for the energy measurement system through the substitution of the current system by other one equipped with digital devices. The main reasons for that were the following: a) The equipment in operation were of an outdated generation b) The accuracy class of the existing equipment was of 0.5%, but the tendency for invoicing measurements was to install meters with accuracy class of 0.2% in the enterprises c) The requirements of ONS/MAE, in Brazil, which establishes the minimum requisites to be attended by invoicing measurement systems.
Modern scientific data mainly consist of huge datasets gathered by a very large number of techniques and stored in very diversified and often incompatible data repositories. More in general, in the e-science environment, it is considered as a critical and urgent requirement to integrate services across distributed, heterogeneous, dynamic "virtual organizations" formed by different resources within a single enterprise. In the last decade, Astronomy has become an immensely data rich field due to the evolution of detectors (plates to digital to mosaics), telescopes and space instruments. The Virtual Observatory approach consists into the federation under common standards of all astronomical archives available worldwide, as well as data analysis, data mining and data exploration applications. The main drive behind such effort being that once the infrastructure will be completed, it will allow a new type of multi-wavelength, multi-epoch science which can only be barely ...
The latest figures published by the Science and Engineering Indicators report reveals that in 2003, 33% of faculty in science and engineering departments at research universities were foreign-born, a number that has more than doubled in thirty years. Foreign-born faculty members comprise an important part of the scientific enterprise that has been understudied. The purpose of this study is to examine the job satisfaction patterns of scientists and engineers by status of birth using a very large and comprehensive National Science Foundation (NSF) dataset, the Survey of Doctoral Recipients (SDR). The results of the study indicate that foreign-born scientists and engineers are less satisfied in several areas of their work life as compared to their US-born peers.
Abstract Theories of the good and proper self (the governmental normative subject, be it a reflexive, enterprising, individualising, rational, prosthetic, or possessive self)1 or even the self produced in conditions not of its own making, such as Bourdieu's habitus, all rely on ideas about self-interest, investment and/or -playing the game-. As people are increasingly expected to publicly legitimate themselves as good and worthy subjects, and as capital increasingly enters the spaces of intimacy and bio-politics, we need to reconsider the limits of our theoretical imaginaries for understanding the value production necessary to the performance of personhood. Specifically, most of the theories we have for understanding the connections between personhood and value reproduce and legitimate the...
This article explores the growth of organised crime within the Vietnamese community with particular reference to the cultivation of cannabis, money laundering and the smuggling or trafficking of children. The article begins by exploring the history and diversity of the 'Vietnamese community' in the United Kingdom and the role of Vietnamese culture in shaping their criminal enterprises. It then draws on research involving two sets of qualitative data: one set is based on 45 interviews with law enforcement personnel based in Vietnam and the United Kingdom as well as with key stakeholders in the Vietnamese community; the other set is based on structured questionnaires issued to 34 Vietnamese residents in Britain, 24 of whom are here illegally. It examines the relationship between illegal immi...

Continually rising energy prices in global markets highlights a serious concern about the need to improve energy efficiency and the efficiency in energy sector in many countries. China, as one of the fastest growing countries in the world and the largest coal producer, has high coal consumption but a low recovery rate of coal utilization. Coal efficiency and the efficiency in coal industry have therefore attracted a great deal of attention from Chinese policy makers, coal firms and academics. This study attempts to compare the relative technical efficiency performance of listed coal mining companies in China and the US using CCR and BCC models in the advanced DEA linear programming. The results show that the level of relative efficiency in Chinese coal mining enterprises, regardless of tot...
A highly effective and economical apparatus was developed by the All-Union Scientific Research Institute for Energy and Nonferrous Metallurgy for cleaning waste gases from cupola and electric arc steel melting furnaces --- the ''Ural'' rotoclone, which has been successfully introduced in many enterprises. Research results are presented for the efficiency of operation of these aggregates on equipping them on cupola and electric furnaces. With a 2 kPa aerodynamic resistance of the rotoclone the flue gas of the cupola furnace is cleaned to the sanitary standard. Highly effective collection of sublimates and aerosols from the electric arc furnace takes place with a ''Ural'' rotoclone aerodynamic resistance
For early-stage firms, successful commercialization of each new product is critically important, given the shortage of financial resources, the limited product portfolio, and small staffs typical of such firms. This paper investigates two key contributing factors for new product success in entrepreneurial firms: designing products that are appealing to target users in both form and function and designing products that can be manufactured at an attractive margin so that the new enterprise can generate much needed positive cash flow. These two practices-industrial design and cost engineering-are well studied in the context of larger, established corporations but have not been explored in the context of new ventures. This study focuses on the intensity of individual and combined adoption of d...

This paper proposes concepts and technologies for management of personal information. Two different types of information can be distinguished: personal information and nonpersonal information. Personal information can be either personal identifiable information (PII), or nonidentifiable information ...
Since enterprises operating offices and facilities at geographically distributed sites have been establishing an intranet for inter-office communication at the management level, the idea of integrating another intranet for multi-site technological facility management comes naturally. The Aachen-based technology enterprise Eurem for this purpose developed a Network and Security concept with solutions that can be customized for linking a variety of computerized control and monitoring systems. The package includes a modular substation named modUS, which is open to the field side as well as to the management side, is capable of efficiently and reliably performing the facility management functions by way of remote controlling via intranets. At the 1996 Conference in North Carolina, The Green Institute began to share its story. Their presentation this year will cover where they are in the design process and their plans for using solar and wind technologies in the development of an Eco-Industrial Park and Business Incubator. Located in a Federal Enterprise Community in Minneapolis, this project borrows sustainable and green building principles using the Rocky Mountain Institute and Solar Living Center as models. Using a change in the paradigm regarding how industry does business, The Green Institute is joining with developments across the country that are putting together Eco-Industrial Parks which use closed loop production systems to reduce waste and emissions generated from manufacturing processes. Using renewable energy, both solar and wind, presents challenges both in the integration of systems on this small site and the educational opportunities with a large potential audience outside the ...
H Power Enterprises of Canada was founded in 1997; currently, it has 40 employees and expect to grow to about 50 by mid-2000. In neutron radiography, as in other forms of NDE, it is sometimes desirable to observe dynamic events. This need has generated increased interest in the development of real-time neutron radiography systems and neutron-to-light converter screens optimized for real-time application. Two screens currently available at MURR are: (1) a 0.041-cm-thick Gd_2O_2S screen manufactured by 3M Company and (2) a "6KiF-ZnS(Ag) screen (NE 426) manufactured by Nuclear Enterprises. These screens are presently used in conventional film neutron radiography and represent two of the commercially available screens that have demonstrated the greatest resolution and sensitivity. Unfortunately, these screens have severe limitations when used for real-time neutron radiography. In order to isolate and minimize the factors contributing to these limitations, several neutron absorbers and phosphorus were studied at MURR. The screen thickness and the neutron absorber/phosphorus weight ratio was ...
Two of the US Department of Energy's (DOE) nuclear waste management-related goals are to ensure that waste management is not an obstacle to the further development of light-water reactors and the closure of the nuclear fuel cycle and to fulfill its institutional responsibility for providing safe storage and disposal of existing and future nuclear wastes. As part of its approach to achieving these goals, the Office of Remedial Action and Waste Technology of DOE established what is now called the Nuclear Waste Treatment Program (NWTP) at the Pacific Northwest Laboratory during the second half of FY 1982. To support DOE's attainment of its goals, the NWTP is to provide technology necessary for the design and operation of nuclear waste treatment facilities by commercial enterprises as part of a licensed waste management system and problem-specific treatment approaches, waste form and treatment process adaptations, equipment designs, and ...

Taiwan has completed a very successful five-year industrial waste minimization (IWM) demonstration and promotion project sponsored by the government. From 1990 to 1995, the project successfully disseminated the IWM concept of pollution prevention (P2) to industries. It effectively reduced industrial waste while significantly benefitting the economy by assisting industries in implementing in-plant IWM programs. In July 1995, the second stage of the five-year IWM and ISO 14000 promotion project was initiated for further promoting the IWM, P2, and cleaner production and, in particular, coping with the upcoming international environmental management standards (ISO 14000). To assist industries in establishing an environmental management system (EMS) and accumulating related experience, an EMS pilot demonstration project of five model industries and an ISO 14001 EMS demonstration and promotion project for 22 factories in 13 industries were initiated in October 1995 and August 1996, ...

Computation and information processing are among the most fundamental notions in cognitive science. They are also among the most imprecisely discussed. Many cognitive scientists take it for granted that cognition involves computation, information processing, or both ? although others disagree vehemently. Yet different cognitive scientists use ?computation? and ?information processing? to mean different things, sometimes without realizing that they do. In addition, computation and information processing are surrounded by several myths; first and foremost, that they are the same thing. In this paper, we address this unsatisfactory state of affairs by presenting a general and theory-neutral account of computation and information processing. We also apply our framework by analyzing the relatio...
Information glut is one of the primary characteristics of the electronic age. Managing such large volumes of information (e.g., keeping track of the types, where they are, their relationships, who controls them, etc.) can be done efficiently with an intelligent, user-oriented information management system. The purpose of this paper is to describe a concept for managing information resources based on an intelligent information technology system developed by the Argonne National Laboratory for managing digital libraries. The Argonne system, Intelligent Query (IQ), enables users to query digital libraries and view the holdings that match the query from different perspectives.
Background: We consider cells as biological systems that process information by means of molecular codes. Many studies analyze cellular information processing exclusively in syntactic terms (e.g., by measuring Shannon entropy of sets of macromolecules), and abstract completely from semantic aspects that are related to the meaning of molecular information. Methods: This mini-review focusses on semantic aspects of molecular information, particularly on codes that organize the semantic dimension of molecular information. First, a general conceptual framework for describing molecular information is proposed. Second, some examples of molecular codes are presented. Third, a mathematical approach that makes the identification of molecular codes in reaction networks possible, is developed. Results...
Ubiquitous computing based on small mobile devices using wireless communication links is becoming very attractive. The computational power and storage capacities provided allow the execution of sophisticated applications. Due to the fact that sharing of information is a central problem for distributed applications, the development of self organizing middleware services providing high level interfaces for information managing is essential. A method for bistable storage of binary optical information includes an antiferroelectric (AFE) lead lanthanum zirconate titanate (PLZT) layer having a stable antiferroelectric first phase and a ferroelectric (FE) second phase obtained by applying a switching electric field across the surface of the device. Optical information is stored by illuminating selected portions of the layer to photoactivate an FE to AFE transition in those portions. Erasure of the stored information is obtained by reapplying the switching field.

Abstract Over the last 7 years, the AIMTech Research Group in the University of Leeds has used cultural-historical activity theory (CHAT) to inform a range of research activities in the fields of information behavior and information systems. In this article, we identify certain openings and theoretical challenges in the field of information behavior, which sparked our initial interest in CHAT: context, technology, and the link between practice and policy. We demonstrate the relevance of CHAT in studying information behavior and addressing the identified openings and argue that by providing a framework and hierarchy of activity-action-operation and semantic tools, CHAT is able to overcome many of the uncertainties concerning information behavior research. In particular, CHAT provides resear...
As care shifts from institutional to home- and community-based settings, consumer health information technology (IT) must be designed to support patients' new health information management responsibilities. We developed and piloted a new methodology grounded in social network analysis and human factors engineering to explore two often overlooked aspects of this phenomenon: the task of health information communication with members of the social network and the context of culture. Such knowledge is necessary to inform the appropriate design of consumer health IT. We asked a culturally diverse sample of participants to describe what, to whom, why, and how they communicate health information and to provide direct feedback about the methodology. The methodology was acceptable to all participants and able to capture similarities and differences in their health ...
The Hazardous Materials Control Module (HMC) is one module of four for the Industrial Health component. The HMC module was designed to inform employees of health and safety hazards in the workplace and to track the movement of hazardous materials through the facility. The module performs these functions by maintaining health and safety data on hazardous materials used in the facility, and by tracking who requests information about any hazardous materials. The HMC module gets its information from two sources. The first one is the Hazardous Materials Information System (HMIS), this is a national system that is used by the Department of Defense. It is loaded on to the system via tapes that contain all safety, health and transportation information about a particular product. The second is Material Safety Data Sheets (MSDS) that are procured by a particular site. This ...
Abstract The aim of this paper is to provide an explanation to why the degree of informal employment may vary substantially between different regions within a country. In Brazil, 45% of workers in the urban labor force are employed informally. The degree of informal employment, however, varies substantially across regions, with some cities having 20% and others having 80% or more of their labor force in the informal sector. The hypothesis assessed here is that the quality of local governance-or government effectiveness-affects the decisions of workers and businesses as to whether to participate in the formal or the informal sector. The empirical analysis, based on data from 5500 Brazilian municipalities, shows that informal employment is lower in regions with better governance, higher aver...
A Health Care Establishment (HCE) is an establishment where medical services are rendered. These services are provided by the health care personnel. The infrastructure of a HCE may include Information Technology (IT) equipment that stores and processes HC information. The spread of distributed information technology in HCEs have necessitated the implementation of Network Security in Health Care Information System (HCISs), to assure confidentiality, integrity and availability of HC information being transmitted across HC networks. This paper presents a road map in implementing Network Security guidelines for the provision of Network Security in HCEs, work carried out within the Secure Environment for Information Systems in Medicine (SEISMED) project under the Advanced Informatics in Medicine (AIM) programme. This report describes the activities, conclusions, and recommendations of the Workshop on Evaluation Systems for Renewable Energy Systems sponsored by the Agency for International Development and SERI, held 20-22 February 1980 in Golden, Colorado. The primary objectives of the workshop was to explore whether it was possible to establish common information elements that would describe the operation and impact of renewable energy projects in developing countries. The workshop provided a forum for development program managers to discuss the information they would like to receive about renewable energy projects and to determine whether common data could be agreed on to facilitate information exchange among development organizations. Such information could be shared among institutions and used to make informed judyments on the economic, technical, and social feasibility of the ...
The HIPAA privacy rule (HIPAA) has had both positive and negative effects on the release of patient information by healthcare facilities. Although the intention of HIPAA was to protect patient privacy and to promote security and confidentiality of patient information, it has had unintended consequences for facilities. To identify some of these unintended effects, two expert panels of health information management directors from healthcare facilities participated in the nominal group technique meetings. They identified 70 barriers related to release of patient information associated with the implementation of HIPAA. The perceived biggest barriers were increases in the public's misunderstanding about release of patient information, lack of an umbrella policy or regulation defining infractions and enforcement that allows individual institutions to make their own interpretations, and ...
Valuing present citizen's values regarding the risks they face is an important aspect of risk assessment and risk acceptability. Conferences like VALDOR are held for this reason. Governments like Sweden have national referendums on various risk-prone enterprises. The results of these referendums can determine the future of these programs. In the United States, when guidelines are set for determining acceptable levels of risk, the relevant federal agencies are often required to provide a comment period regarding proposed guidelines in order to ascertain the judgments, including the weights place on certain values, of individual members of society as well as stakeholder groups. After the comment period ends, the agency decides on the acceptable level of risk, taking into account the comments from present citizens. Do we also have a duty to value the not-yet-existing values of future citizens, especially if the risks created by the activities of present ...
The Institute of Energetic and Nuclear Research - IPEN is a research and development institution, located in a densely populated area, in the city of Sao Paulo. The nuclear fuel cycle was developed from the Yellow Cake to the enrichment and reconversion at IPEN. After this phase, all the technology was transferred to private enterprises and to the Brazilian Navy (CTM/SP). Some plants of the fuel cycle were at semi-industrial level, with a production over 20 kg/h. As a research institute, IPEN accomplished its function of the fuel cycle, developing and transferring technology. With the necessity of space for the implementation of new projects, the uranium hexafluoride (UF{sub 6}) production plant was chosen, since it had been idle for many years and presented potential leaking risks, which could cause environmental aggression and serious accidents. This plant decommission required accurate planning, as this work had not been carried out in Brazil before, for this ...

Findings revealed that the majority of the PT/SF were males who operated farms of 50-150 acres for 11 or more years, were 35-44 years of age, and were high school graduates who principally produced crops. The four areas of farm management education needed by PT/SF were farm tax management, marketing farm products, determining farm insurance needs, and farm recordkeeping. Findings regarding a third objective--to determine the relationship between the selected demographic charcteristics and the computed farm management educational needs of PT/SF--revealed a range of negligible to substantial relationships. The moderate to substantial positive relationships existed between type of principal farm enterprise and the categories of computed educational needs. The other negligible to low relationships indicated ...
As part of the work scope set in the French law on high level long lived waste R&D passed in 1991, CEA is conducting a research program to establish the scientific basis and assess the feasibility of long term storage as an option for the safe management of nuclear waste for periods as long as centuries. This goal is a significant departure from the current industrial practice where storage facilities are usually built to last only a few decades. From a technical viewpoint such an extension in time seems feasible provided care and maintenance is exercised. Considering such long periods of time, the risk for Society of loosing oversight and control of such a facility is real, which triggers the question of whether and how long term storage safety can be actually achieved. Therefore CEA commissioned a study (1) in which MUTADIS Consultants (2) and CEPN (3) were both involved. The case study looks into several past and actual human enterprises conducted over ...
The feasibility study was conducted on a model project in Vietnam, aimed at solving the environmental pollution problems resulting from use of coal by demonstrating and disseminating the Japan's environmental technologies in the Southeast Asian countries. The feasibility study was conducted for the Cua Ong Coal Preparation Enterprise, which has the largest coal preparation capacity in Vietnam and port facilities. It is treating raw coal from 10 coal mines for classification and preparation, and shipping coal of various types that meet the standards for domestic use and export. The survey results point out that unrecovered coal remains in waste water discharged from the coal preparation plants to pollute the sea area, and that quantity of the refuse increases because of the unrecovered coal it contains. The environmental technologies needed to introduce include modification to variable wave pattern type jigging separator, refuse height measuring instrument ...
A complete analysis is performed to simulate biomass production incorporated into a realistic whole farm situation, including or replacing a typical crop mix. Representative farms are constructed to accommodate such simulation. Four management systems are simulated for each firm, with each simulation depicting a different crop mix and/or use of different farming technologies and production methods. The first simulation was a base farm plan in which the operator would maintain the historical crop mix for the area, participate in all price support programs, and not participate in either a conservative reserve or a biomass production program. In the second simulation, the operator would again maintain the historical crop mix, would not participate in a conservation reserve or biomass production program, and would be ineligible to participate in any price support system. The third simulation introduced the Conservation Reserve Program (CRP) and included participation in all price support ...

Canada's oil sands contain the largest known reserve of oil in the world. Oil sands mining uses 3 functional processes, ore hauling, overburden removal and mechanical maintenance. The industry relies mainly on truck-and-shovel technology in its open-pit mining operations which contributes greatly to the overall mining operation cost. Coordination between operating units is crucial for achieving an enterprise-wide optimal operation level. Some of the challenges facing the industry include multiple or conflicting objectives such as minimizing the use of raw materials and energy while maximizing production. The large sets of constraints that define the feasible domain pose as challenge, as does the uncertainty in system parameters. One solution lies in assigning truck resources to various activities. This fully decentralized approach would treat the optimization of ore production, waste removal and equipment maintenance independently. It was emphasized that ...
Large-scale decommissioning of Russian nuclear-powered submarines (NPS) and their utilization prospects gave rise to numerous complicated scientific and technical, as well as economic, problems. Problems of handling of radioactive equipment from the reactor compartments (RC) are among the vital ones, arousing a growing concern with the public. Without solution of the problems the processes of NPS utilization can not be considered completed. It involves potential hazard, for the environment both from NPS being paid up (temporal on-float storage) with unloaded spent nuclear fuel (SNF), and RC, cut from submarine hull, containing highly radioactive equipment and materials but no SNF. Diverse variations of the concept of reactor compartment handling of NPS subject to, utilization are possible, but, in principle, there are essentially two variants: (1) RC utilization directly in the course of NPS utilization, envisaging removal of radioactive equipment from the reactor compartment and its ...
Negotiation is the most famous tool for reaching an agreement between parties. Usually, the different parties can be modeled as a buyer and a seller, who negotiate about the price of a given item. In most cases, the parties have incomplete information about one another, but they can invest money and efforts in order to acquire information about each other. This leads to the question of how much each party will be willing to invest on information about its opponent, prior to the negotiation process. In this paper, we consider the profitability of automated negotiators acquiring information on their opponents. In our model, a buyer and a seller negotiate on the price of a given item. Time is costly, and incomplete information exists about the reservation price of both parties. The reservatio...
Sexual information seeking is an important element within human information behavior. Seeking sexually related information on the Internet takes many forms and channels, including chat rooms discussions, accessing Websites or searching Web search engines for sexual materials. The study of sexual Web queries provides insight into sexually-related information-seeking behavior, of value to Web users and providers alike. We qualitatively analyzed queries from logs of 1,025,910 Alta Vista and AlltheWeb.com Web user queries from 2001. We compared the differences in sexually-related Web searching between Alta Vista and AlltheWeb.com users. Differences were found in session duration, query outcomes, and search term choices. Implications of the findings for sexual information seeking are discussed. PMID:15006171
A Health Care Establishment (HCE) is an establishment where medical services are rendered. The above services are provided by the health care personnel. The infrastructure of a HCE may include Information Technology (IT) equipment that stores and processes HC information. Previously, IT equipment consisted solely of stand-alone systems, whereas in recent years, the trend has been towards computer networks and distributed systems in HCEs. The spread of distributed information technology in HCEs have necessitated the implementation of Security in HCISs, to assure confidentiality, integrity and availability of HCE information. This paper discusses the issues of Security and Network Security in Health Care Information Systems (HCISs). It also suggests a method in establishing Network Security Guidelines and describes Principles for the provision of Network Security in HCEs. ...
Gravitational lensing distorts the cosmic microwave background (CMB) temperature and polarization fields and encodes valuable information on distances and growth rates at intermediate redshifts into the lensed power spectra. The non-Gaussian bandpower covariance induced by the lenses is negligible to l=2000 for all but the B polarization field where it increases the net variance by up to a factor of 10 and favors an observing strategy with 3 times more area than if it were Gaussian. To quantify the cosmological information, we introduce two lensing observables, characterizing nearly all of the information, which simplify the study of non-Gaussian impact, parameter degeneracies, dark energy models, and complementarity with other cosmological probes. Information on the intermediate redshift parameters rapidly becomes limited by constraints on the cold dark matter density and initial amplitude of ...
In this paper we introduce free energy-based methods to constrain mutual information maximization, developed to realize competitive learning. The new method is introduced to simplify the computational procedures of mutual information and to improve the fidelity of representation and to stabilize learning. First, the free energy is effective in simplifying the computation procedures of mutual information because we need not directly compute mutual information, which needs heavy computation, but only deals with partition functions. With partition functions, computational complexity is significantly reduced. Second, fidelity to input patterns can be improved because training errors between input patterns and connection weights are implicitly incorporated. This means that mutual information is...

Recent trends in distributed real-time and embedded (DRE) systems motivate the development of tactical information management capabilities that ensure the right information is delivered to the right place at the right time to satisfy quality of service (QoS) requirements in heterogeneous environments. A promising approach to building and evolving large-scale and long-lived tactical information management systems are standards-based QoS-enabled publish/subscribe (pub/sub) platforms that enable applications to communicate by publishing information they have and subscribing to information they need in a timely manner. Since there is little existing evaluation of how well these platforms meet the performance needs of tactical information management, this paper provides two contributions: (1) it describes three common architectures for the OMG Data Distribution ...

The International Atomic Energy Agency is undertaking a program for strengthening its safeguards on the recognition that safeguards must give assurance not only of the non-diversion of declared material or that declared facilities are not being misused, but also of the absence of any undeclared nuclear activities in States which have signed comprehensive safeguards agreements with the Agency. The IAEA has determined that the detection of undeclared nuclear activities and the creation of confidence in the continuing peaceful use of declared material and facilities is largely dependent on more information being made available to the Agency and on the capability of the Agency to make more effective use of this additional information, as well as existing information.

Existing oil reservoirs might be more fully exploited if the properties of the flow of oil and water in porous media were better known. In laboratory experiments it is important to collect as much information as possible to make a descriptive model of the system, including position imaging and chemical binding information. This thesis develops nuclear methods for obtaining position image and chemical binding information from flow experiments of porous media. A combined positron emission tomography and single photon emission computed tomography system to obtain position images, and a time-differential perturbed angular correlation system to obtain chemical binding information, have been built and thoroughly tested. 68 refs., 123 figs., 14 tabs.
The determination of the origin of seized nuclear material is important for authorities in the context of the criminal investigation, in order to return the material to its last legal owner and to help preventing any further diversion of material from this source. Origin determination is based on a complex pattern of parameters obtained through analytical measurements. The information required to determine the origin of nuclear materials may be divided into two categories: endogenous information (e.g. age or mode of production of the material) which is self-explanatory; whereas exogenous information (e.g. dimensions, surface roughness, impurities) requires a database to which the parameters can be compared. The Institute for Transuranium Elements has developed methods to determine characteristic parameters like impurities, surface roughness, or microstructural information. Furthermore, a database was ...

This paper described the Geographic Response Information Network (GRIN) project which was launched to address some of the logistical challenges that often complicate oil spill and emergency response operations. The objective of the project was to develop a computer-based tool for incident logistics to organize maps and data related to oil spills, safety, public relations and basic community resources. In addition to its use for oil spill response planning, the data available can be useful for all-hazards emergency response planning. Early prototypes of the GRIN used PowerPoint slides to organize basic information about coastal communities in Alaska. With time, hyper text markup language (html) was used as the programming format because it can be more readily hyper-linked. Currently, GRIN is organized as a web page with the following 5 categories of information: general, liaison, public information, ...

College students are more at-risk for developing a gambling problem than the general adult U.S. population. Information behavior and information seeking theories, as well as empirical evidence, indicate that one resource that may provide guidance for students dealing with this issue is the college counseling center website (CCW). This study addressed the presence and nature of problem gambling messages on CCWs. As a random sample, 203 CCWs were selected to assess how frequently they provided any information about problem gambling, as well as the specific types of communications CCWs offered on this topic. Results showed that CCWs rarely included any messages about problem gambling. Specifically, only 15% of all CCWs contained information about problem gambling. Furthermore, messages about problem gambling were presented significantly less frequently than messages involving alcohol abuse, substance ...

We disclose the behavior of quantum and classical correlations among all the different spatial-temporal regions of a space-time with an event horizon, comparing fermionic with bosonic fields. We show the emergence of conservation laws for entanglement and classical correlations, pointing out the crucial role that statistics plays in the information exchange (and more specifically, the entanglement tradeoff) across horizons. The results obtained here could shed new light on the problem of information behavior in noninertial frames and in the presence of horizons, giving better insight into the black-hole information paradox.
Purpose - The purpose of this paper is to increase understanding of moral conflicts in information systems development by studying student perceptions in an information systems (IS) project course implemented in close collaboration with information technology firms. Design/methodology/approach - The paper is based on an empirical case study. Students' perceptions of moral conflicts were gathered through diaries, drawings, and questionnaires; and the analysis was inspired by phenomenography. Findings - The analysis reveals six types of moral conflicts. Students face conflicts related to their work tasks and to human and outside parties, and inherent in them is an inclination to moral failure in terms of doing something they perceive to be morally wrong, and also the desire for moral success...

In the spirit of Web2.0 INSPIRE will also supply tools for collaboration and user-enriched content.
Information security involves many branches of effort, including information assurance, host level security, physical security, and network security. Computer network security methods and implementations are given a top-down description to permit a medically focused audience to anchor this information to their daily practice. The depth of detail of network functionality and security measures, like that of the study of human anatomy, can be highly involved. Presented at the level of major gross anatomical systems, this paper will focus on network backbone implementation and perimeter defenses, then diagnostic tools, and finally the user practices (the human element). Physical security measures, though significant, have been defined as beyond the scope of this presentation.

The brochure contains information about the Emergency Planning and Community Right-to-Know Act. This law establishes a structure at the state and local levels to assist communities in planning for chemical emergencies and requires facilities to provide information on various chemicals present in the community. The Act requires that this information be made available to the public. One of the requirements concerns the reporting of annual releases of toxic chemicals to the air, water, and land. These provisions are outlined in Section 313 which mandates annual release reporting for over 300 chemicals.
The importance of radiation management for nuclear facilities including nuclear power plants has increased as the general public understanding has progressed, and necessary information for management must be processed exactly and quickly. In nuclear power plants, radiation management is performed by each individual operation, and collected information is managed by the system of each operation. The distributed-processing radiation management system has been developed aiming to use a general-purpose LAN and make quick and efficient use of information managed by individual operations. This paper describes the system configuration and functions. (author)
Werner states are paradigmatic examples of quantum states and play an innovative role in quantum information theory. In investigating the correlating capability of Werner states, we find the curious phenomenon that quantum correlations, as quantified by the entanglement of formation, may exceed the total correlations, as measured by the quantum mutual information. Consequently, though the entanglement of formation is so widely used in quantifying entanglement, it cannot be interpreted as a consistent measure of quantum correlations per se if we accept the folklore that total correlations are measured (or rather upper bounded) by the quantum mutual information.

Little recent research is available about where specific types of farm managers search for information about better production practices. The objective of this study was to investigate what information sources managers used and how they rated the usefulness of each source. The authors administered mail questionnaires to probability samples from sampling frames they developed for four groups: dairy and fresh market vegetable producers from Wisconsin and berry and nursery producers from a multistate region. Questionnaire items asked operation managers to check off, from a list of information sources, those that they used in the last year to learn about new equipment or procedures to improve their operations and then to rate the usefulness of each source. In the last year, nursery, dairy, and berry managers most often used information from print media (63% to 84%), followed by other farmers (50% to 80%). ...

A system and a related method for non-destructive evaluation of the surface characteristics of a magnetic material. The sample is excited by an alternating magnetic field. The field frequency, amplitude and offset are controlled according to a predetermined protocol. The Barkhausen response of the sample is detected for the various fields and offsets and is analyzed. The system produces information relating to the frequency content, the amplitude content, the average or RMS energy content, as well as count rate information, for each of the Barkhausen responses at each of the excitation levels applied during the protocol. That information provides a contiguous body of data, heretofore unavailable, which can be analyzed to deduce information about the surface characteristics of the material at various depths below the surface.

Health information technology initiatives created the framework for a national health information infrastructure that concomitantly fostered a need to build intellectual capacity within our current and future health information management (HIM) work force. Results from the 2008 HIM Educator Survey are discussed. Developed for voluntary electronic participation, the survey comprised a series of questions about educators' professional interests and responsibilities. Summary data from the 402 respondents are provided and highlight areas such as academic rank, teaching status, salary range, levels of interest in various issues, and use of virtual learning tools. Data from this survey provide insights into the concerns and challenges many HIM educators face in today's training institutions and suggest implications for future directions in work force training and professional development within the HIM field. This Chapter develops a realist information-theoretic interpretation of the nonclassical features of quantum probabilities. On this view, what is fundamental in the transition from classical to quantum physics is the recognition that \\emph{information in the physical sense has new structural features}, just as the transition from classical to relativistic physics rests on the recognition that space-time is structurally different than we thought. Hilbert space, the event space of quantum systems, is interpreted as a kinematic (i.e., pre-dynamic) framework for an indeterministic physics, in the sense that the geometric structure of Hilbert space imposes objective probabilistic or information-theoretic constraints on correlations between events, just as the geometric structure of Minkowski space in special relativity imposes spatio-temporal kinematic constraints on events. The interpretation of quantum probabilities is more ...

We define {\\em predictive information} $I_{\\rm pred} (T)$ as the mutual information between the past and the future of a time series. Three qualitatively different behaviors are found in the limit of large observation times $T$: $I_{\\rm pred} (T)$ can remain finite, grow logarithmically, or grow as a fractional power law. If the time series allows us to learn a model with a finite number of parameters, then $I_{\\rm pred} (T)$ grows logarithmically with a coefficient that counts the dimensionality of the model space. While logarithmic growth of related information theoretic quantities has been found in previous work on learning, power law growth has not been seen in this context. We find that it is associated, for example, with the learning of infinite parameter (or nonparametric) models such as continuous functions with smoothness constraints. There are connections between the predictive information ...
The Fourier transform of cosmological density perturbations can be represented in terms of amplitudes and phases for each Fourier mode. We investigate the phase evolution of these modes using a mixture of analytical and numerical techniques. Using a toy model of one-dimensional perturbations evolving under the Zel'dovich approximation as an initial motivation, we develop a statistic that quantifies the information content of the distribution of phases. Using numerical simulations beginning with more realistic Gaussian random-phase initial conditions, we show that the information content of the phases grows from zero in the initial conditions, first slowly and then rapidly when structures become non-linear. This growth of phase information can be expressed in terms of an effective entropy: Gaussian initial conditions are a maximum entropy realisation of the initial power spectrum, gravitational evolution decreases the phase ...

This paper provides an alternative approach to Duffie and Lando [Econometrica 69 (2001) 633-664] for obtaining a reduced form credit risk model from a structural model. Duffie and Lando obtain a reduced form model by constructing an economy where the market sees the manager's information set plus noise. The noise makes default a surprise to the market. In contrast, we obtain a reduced form model by constructing an economy where the market sees a reduction of the manager's information set. The reduced information makes default a surprise to the market. We provide an explicit formula for the default intensity based on an Azema martingale, and we use excursion theory of Brownian motions to price risky debt.

In looking to the future and the development of new approaches or strategies for managing hazardous waste, it is important to understand and appreciate the factors that have contributed to current successful approaches. In the United States, several events in the last two decades have had a significant impact in advancing remediation of hazardous waste, including environmental legislation, legislative reforms on licensing federally funded research, and electronic transfer of information. Similar activities also have occurred on a global level. While each of these areas is significant, the electronic exchange of information has no national boundaries and has become an active part of major hazardous waste research and management programs. It is important to realize that any group or society that is developing a comprehensive program in hazardous waste management should be able to take advantage of this advanced approach in the dissemination of ...

The Internet has transformed consumer behaviour, particularly the manner in which consumers search for information prior to making a purchase. However, we know relatively little about the relationship between consumer information search strategies prior to visiting a physical retail store and the amount of money spent on product purchases. This raises an important question for retailers; does the online channel pay? We test this notion in a study of 1275 consumers across the four retail categories of Clothing and Footwear, Beauty and Skincare, DIY Hardware, and Kitchen and Bathroom Renovations. We find that in all categories, except for Clothing and Footwear, consumers who used the Internet to search for product information prior to making a physical store purchase, spent more money when p...

The research project started in April, 2008 before adoption of the cabinet report of the Federal Government to the German strategy for Adaptation to Climate Change. The German Strategy for Adaptation emphasizes the meaning of information about requirements for adaptation and the active involvement of all social groups in the other process of the strategy. For this the research project has made concrete proposals for the information, communication and participation of social groups. These proposals are based in the essentials on an interest analysis about interviews with stakeholders and the economy to their demands and expectations to the German strategy for Adaptation. Besides we have researched international examples for the adaptation to the climate change for the public relations. For the interactive development of the Internet platform www.anpassung.net concrete proposals were developed. (orig.)

The findings are part of the results of a study that explored interactions of scholars in literary and historical studies with electronic texts as primary materials. Electronic texts were perceived by the study participants as fluid entities because the electronic environment promotes seamless interactions with a variety of media and formats. Working with electronic texts combines some traditional information and research practices into new patterns of information behavior. The practice called "netchaining" combines aspects of networking with information-seeking practices to establish and shape online information chains, which link sources and people. In the analysis of power systems security, recently a new concern related to possible malicious attacks caught much attention. Coordination among different transmission system operators (TSO) in an interconnected power system to counteract such attacks has become an important problem. This paper presents a general framework for describing the physical, cyber and decision-making aspects of the problem and their interrelations; within this framework, an analytic tool for the assessment of information impacts in handling on-line security after a malicious attack is proposed and discussed. The model is based on the socially rational multi-agent systems and the equilibrium of a fictitious play is considered to analyze the impacts of various levels of information available to the interconnected system operators on the outcomes of the decision-making process under attack. A two-beam spectroscopy (TBS) system is evaluated theoretically and experimentally. This new spectroscopic technique uses correlations between components of emitted light separated by a small difference in angle of propagation. It is thus a non-perturbing plasma diagnostic which is shown to provide local (as opposed to line-of-sight averaged) information about fluctuations in the density of light sources within a plasma - information not obtainable by the usual spectroscopic methods. The present design is an improvement on earlier systems proposed in a thesis by Rostler.

A device for marking and searching for information on a magnetic carrier is described. In order to increase the noise immunity and reliability of the data recording and reading paths, the recording head is included between the amplifier of the clock pulses for the master oscillator and through the amplifier of the code pulses for the logical element unit. The reproduction head is connected through the code pulse shaper-amplifier with a switch which is connected with the display unit, and through another analogous clock pulse amplifier with a multivibrator.

The avalanche quantity of the information developed by mankind has led to concept of automation of knowledge extraction - Data Mining ([1]). This direction is connected with a wide spectrum of problems - from recognition of the fuzzy set to creation of search machines. Important component of Data Mining is processing of the text information. Such problems lean on concept of classification and clustering ([2]). Classification consists in definition of an accessory of some element (text) to one of in advance created classes. Clustering means splitting a set of elements (texts) on clusters which quantity are defined by localization of elements of the given set in vicinities of these some natural centers of these clusters. Realization of a problem of classification initially should lean on the given postulates, basic of which - the aprioristic information on primary set of texts and a measure of affinity of elements and ...
High levels of unemployment are a permanent feature in the urban areas of many developing countries. South Africa is no exception in this regard. Poverty and hardship caused by unemployment force many participants in the labour market to venture into the urban informal economy in order to survive. The activities of the waste pickers fall within the urban informal economy. In spite of the fact that waste pickers are a common sight in the urban areas of Pretoria and other South African cities, remarkably little is known about them and scant attention is paid to them. The aim of the study was to establish a socio-economic profile of the street waste pickers in Pretoria and to describe the social interaction and relationship dynamics between the waste pickers and their families, each other, th...
Information about current and projected waste generation as well as available treatment, storage, and disposal (TSD) capabilities and needs is crucial for effective, efficient, and safe waste management. This is especially true for large corporations that are responsible for multisite operations involving diverse and complex industrial processes. Such information is necessary not only for day-to-day operations, but also for strategic planning to ensure safe future performance. This paper reports on some methods developed and successfully applied to obtain requisite information and to assist waste management planning at the corporate level in a nationwide system of laboratories and industries. Waste generation and TSD capabilities at selected US Department of Energy (DOE) sites were studied. 1 ref., 2 tabs.
Atomic ensembles, comprising clouds of atoms addressed by laser fields, provide an attractive system for both the storage of quantum information and the coherent conversion of quantum information between atomic and optical degrees of freedom. We describe a scheme for full-scale quantum computing with atomic ensembles, in which qubits are encoded in symmetric collective excitations of many atoms. We consider the most important sources of error-imperfect exciton-photon coupling and photon losses-and demonstrate that the scheme is extremely robust against these processes: the required photon emission and collection efficiency threshold is #approx#>86%. Our scheme uses similar methods to those already demonstrated experimentally in the context of quantum repeater schemes and yet has information processing capabilities far beyond those proposals.
RFID technology is gaining adoption on an increasing scale for tracking and monitoring purposes. Wide deployments of RFID devices will soon generate an unprecedented volume of data. Emerging applications require the RFID data to be filtered and correlated for complex pattern detection and transformed to events that provide meaningful, actionable information to end applications. In this work, we design and develop SASE, a com-plex event processing system that performs such data-information transformation over real-time streams. We design a complex event language for specifying application logic for such transformation, devise new query processing techniques to effi-ciently implement the language, and develop a comprehensive system that collects, cleans, and processes RFID data for deliv-ery of relevant, timely information as well as storing necessary data for future querying. We demonstrate an initial prototype of SASE ...
We present a quantum secure direct communication scheme achieved by swapping quantum entanglement. In this scheme a set of ordered Einstein-Podolsky-Rosen (EPR) pairs is used as a quantum information channel for sending secret messages directly. After insuring the safety of the quantum channel, the sender Alice encodes the secret messages directly by applying a series local operations on her particle sequences according to their stipulation. Using three EPR pairs, three bits of secret classical information can be faithfully transmitted from Alice to remote Bob without revealing any information to a potential eavesdropper. By both Alice and Bob's GHZ state measurement results, Bob is able to read out the encoded secret messages directly. The protocol is completely secure if perfect quantum channel is used, because there is not a transmission of the qubits carrying the secret message between Alice and Bob in the public ...

The new developments in cost engineering revolve around the ability to capture information that in the past could not be automated. The purpose of automation is not to eliminate the expert cost engineer. The goal is to use available technology to have more information available to the professionals in the cost engineering field. In that sense, the demand for expertise increases in order to produce the highest quality estimate and project possible from all levels of cost engineers. We cannot overemphasize the importance of using a good source of expert information in building these types of programs. ''Garbage in, garbage out'' still applies in this form of programming. Expert systems technology will become commonplace in many vertical markets; it is important to undersand what can and cannot be accomplished in our field, and where this technology will lead us in the future.
Speech perception integrates auditory and visual information. This is evidenced by the McGurk illusion where seeing the talking face influences the auditory phonetic percept and by the audiovisual detection advantage where seeing the talking face influences the detectability of the acoustic speech signal. Here, we show that identification of phonetic content and detection can be dissociated as speech-specific and non-specific audiovisual integration effects. To this end, we employed synthetically modified stimuli, sine wave speech (SWS), which is an impoverished speech signal that only observers informed of its speech-like nature recognize as speech. While the McGurk illusion only occurred for informed observers, the audiovisual detection advantage occurred for na?ve observers as well. Thi...
Over the decades, basic research in life sciences has profited greatly from the study of the small unicellular fungal species Saccharomyces cerevisiae. This yeast turned out to be key for the identification and understanding of molecular mechanisms that underlay the basic functions of all eukaryotic cells. These include, but are not limited to, the regulatory mechanisms behind cellular reproduction (cell cycle control), cellular morphogenesis (cell polarity, cytoskeleton and membrane trafficking) and the management of cellular information (chromosome biology, transcription and translation). Rapid access to genomic information of many yeast species, combined with bioinformatics analyses, provide information on the evolutionary history of yeasts and the molecular ancestry of their constituen...
In order to analyze changes in human settlement in Xuzhou city during the past 20 years, changes in land cover and vegetation were investigated based on multi-temporal remote sensing Landsat TM images. We developed a hierarchical classifier system that uses different feature inputs for specific classes and conducted a classification post-processing approach to improve its accuracy. From our statistical analysis of changes in urban land cover from 1987 to 2007, we conclude that built-up land areas have obviously increased, while farmland has seen in a continuous loss due to urban growth and human activities. A NDVI difference approach was used to extract information on changes in vegetation. A false change information elimination approach was developed based on prior knowledge and statistic...
The known biological functions of RNA have expanded in recent years and now include gene regulation, maintenance of sub-cellular structure, and catalysis, in addition to propagation of genetic information. As for proteins, RNA function is tightly correlated with structure. Unlike proteins, structural information for larger, biologically functional RNAs is relatively limited. NMR signal degeneracy, relaxation problems, and a paucity of long-range {sup 1}H-{sup 1}H dipolar contacts have limited the utility of traditional NMR approaches. Selective isotope labeling, including nucleotide-specific and segmental labeling strategies, may provide the best opportunities for obtaining structural information by NMR. Here we review methods that have been developed for preparing and purifying isotopically labeled RNAs, as well as NMR strategies that have been employed for signal assignment and structure determination.
The objective of this project is to investigate the applicability of a combined Global Positioning System and Inertial Measurement Unit (GPS/IMU) for information based displays on earthmoving machines and for automated earthmoving machines in the future. This technology has the potential of allowing an information-based product like Caterpillar's Computer Aided Earthmoving System (CAES) to operate in areas with satellite shading. Satellite shading is an issue in open pit mining because machines are routinely required to operate close to high walls, which reduces significantly the amount of the visible sky to the GPS antenna mounted on the machine. An inertial measurement unit is a product, which provides data for the calculation of position based on sensing accelerations and rotation rates of the machine's rigid body. When this information is coupled with GPS it results in a positioning system that can ...
Background: High satisfaction rates have been reported after autologous breast reconstruction. Yet, most mastectomy patients receive implant reconstructions (ImBR). Independent and active decision makers have shown mainly to choose for autologous reconstructions, such as the Deep inferior epigastric perforator (DIEP) flap (DiepBR). To further explore the decision making to opt for either ImBR or DiepBR, we investigated patient knowledge, informational resources used, effect of plastic surgeons' advice, coping style and personal independence. Methods: A total of 153 women, who were planned for DiepBR or ImBR preoperatively, completed a study-specific and standardised validated psychological questionnaire. Analyses were aimed at information-seeking behaviour, personal independence and coping...
Recent supply chain reengineering efforts have focused on integrating firms? production, inventory and replenishment activities with the help of communication networks. While communication networks and supply chain integration facilitate optimization of traditional supply chain functions, they also exacerbate the information security risk: communication networks propagate security breaches from one firm to another, and supply chain integration causes breach on one firm to affect other firms in the supply chain. We study the impact of network security vulnerability and supply chain integration on firms? incentives to invest in information security. We find that even though an increase in either the degree of network vulnerability or the degree of supply chain integration increases the secur...
It is shown that level-density expressions cannot adequately represent or substitute for level structure information when making calculations of the Hauser-Feshbach type for cross sections or isomer-ratios for nuclei in the first few MeV above their ground state. It is stated that such discrete level information should include both experimentally confirmed and theoretically predicted levels. The utility of discrete level information to optimize level density calculations, to compute isomer ratios, in deriving dipole strength functions, and in the analysis of primary gamma ray spectra is emphasized, especially for nuclei far from the line of stability. 29 refs., 12 figs., 6 tabs. This poster presentation covered a number of issues related to the new regulations concerning information on new substances derived from the Canadian Environmental Protection Act (CEPA). The authors described the background, and the objectives of the research project. A brief overview of the Acid Mine Drainage (AMD) process was provided, as well as the sulphate reduction process. The general methodology was explained, and the results of the bioactivation presented. The process followed for the bioaugmentation and the results obtained were presented. The regulations concerning information on new substances derived from the CEPA were described. The authors then presented their conclusions and perspectives. 26 figs.
The intent of this manual is to provide inspectors from Federal and state environmental agencies with information regarding the problems that plague lime/limestone slurry flue-gas desulfurization (FGD) systems that will aid them in their inspections and performance evaluations of these systems with respect to compliance with the emission standards that have evolved since the passage of the 1970 Clean Air Act. A unique feature of the manual is its structure as a tool, or working document, which will accompany the inspector on each plant inspection. Thus, the document is presented in user friendly fashion and tailored to provide practical information for its intended use--to assist in the systematic inspection of an FGD system to determine present and future compliance status. The approach entails the use of nomographs, checklists, matrices, simplified diagrams, cross-referencing, and indexing of textual information, and the ...
Entanglement is the essential quantum resource for a potential speed-up of information processing, as well as for sophisticated quantum communication. Quantum information networks will be required to convey information from one place to another, by using entangled light beams. Many physical systems are under consideration as building blocks, with different merits and faults, so that hybrid systems are likely to be developed. Here we present an important tool for connecting systems that share no common resonance frequencies: we demonstrate the first direct generation of entanglement among more than two bright beams of light, all of different wavelengths (532.251 nm, 1062.102 nm, and 1066.915 nm). We also observe, for the first time, disentanglement for finite channel losses, the continuous variable counterpart to entanglement sudden death.
An Environmental Impact Assessment (EIA) study for any project is a time- consuming process because it has a large number of dependent and independent variables that must be taken into account. Although EIAs are dependent on geo-spatial information in order to make an assessment, there are no standard rules for conducting an environmental assessment. In addition, each assessment objective is case-dependent, based on what information is available. This paper presents a new framework for the analysis phase of the Environmental Impact Assessment (EIA) for projects, based on the integration between remote sensing technology, geographic information systems, and spatial modeling. The framework comprehensively analyzes the environmental vulnerability around the project areas and its impact on the...
There is tremendous growth in the use of Geographic Information Systems (GIS), Global Positioning Systems (GPS), Remote Sensing, Satellite Communication, and Modeling & Simulation techniques. These tools and techniques helps significantly in characterizing infrastructure, risk area and disaster zones, planning and implementation of hazards reduction measures etc. Communication satellites becomes vital for providing emergency communication and timely relief measures. Integration of space technology inputs into natural disaster monitoring and mitigation mechanisms is critical for hazard reduction. This paper mainly focused on all the issues described above. Major emphasis had been given to the recent developments in information & communication technology enabled tools and their applications ...
Recently there has been considerable interest in the design of efficient carrier sense multiple access(CSMA) protocol for wireless network. The basic assumption underlying recent results is availability of perfect carrier sense information. This allows for design of continuous time algorithm under which collisions are avoided. The primary purpose of this note is to show how these results can be extended in the case when carrier sense information may not be perfect, or equivalently delayed. Specifically, an adaptation of algorithm in Rajagopalan, Shah, Shin (2009) is presented here for time slotted setup with carrier sense information available only at the end of the time slot. To establish its throughput optimality, in additon to method developed in Rajagopalan, Shah, Shin (2009), understanding properties of stationary distribution of a certain non-reversible Markov chain as well as bound on its mixing time is essential. ...
In a recent paper [4], Duarte and Jutten investigated the Blind Source Separation (BSS) problem, for the nonlinear mixing model that they introduced in that paper. They proposed to solve this problem by using information-theoretic tools, more precisely by minimizing the mutual information (MI) of the outputs of the separating structure. When applying the MI approach to BSS problems, one usually determines the analytical expressions of the derivatives of the MI with respect to the parameters of the considered separating model. In the literature, these calculations were mainly reported for linear mixtures up to now. They are more complex for nonlinear mixtures, due to dependencies between the considered quantities. Moreover, the notations commonly employed by the BSS community in such calculations may become misleading when using them for nonlinear mixtures, due to the above-mentioned dependencies. We claim that the calculations reported in [4] ...
In this paper, we present a very important primitive called Information Checking Protocol (ICP) which plays an important role in constructing statistical Verifiable Secret Sharing (VSS) and Weak Secret Sharing (WSS) protocols. Informally, ICP is a tool for authenticating messages in the presence of computationally unbounded corrupted parties. Here we extend the basic bare-bone definition of ICP, introduced by Rabin et al. and then present an ICP that attains the best communication complexity and round complexity among all the existing ICPs in the literature. We also show that our ICP satisfies several interesting properties such as linearity property which is an important requirement in many applications of ICP. Though not presented in this paper, we can design communication and round efficient statistical (i.e involves negligible error probability in computation) VSS and Multiparty Computation (MPC) protocol using our new ICP.

This contribution reviews a selection of findings on atomic density functions and discusses ways for reading chemical information from them. First an expression for the density function for atoms in the multi-configuration Hartree--Fock scheme is established. The spherical harmonic content of the density function and ways to restore the spherical symmetry in a general open-shell case are treated. The evaluation of the density function is illustrated in a few examples. In the second part of the paper, atomic density functions are analyzed using quantum similarity measures. The comparison of atomic density functions is shown to be useful to obtain physical and chemical information. Finally, concepts from information theory are introduced and adopted for the comparison of density functions. In particular, based on the Kullback--Leibler form, a functional is constructed that reveals the periodicity in Mendeleev's table. Finally ...
Targeting always the best achievable bit error rate (BER) performance in iterative receivers operating over multiple-input multiple-output (MIMO) channels may result in significant waste of resources, especially when the achievable BER is orders of magnitude better than the target performance (e.g., under good channel conditions and at high signal-to-noise ratio (SNR)). In contrast to the typical iterative schemes, a practical iterative decoding framework that approximates the soft-information exchange is proposed which allows reduced complexity sphere and channel decoding, adjustable to the transmission conditions and the required bit error rate. With the proposed approximate soft information exchange the performance of the exact soft information can still be reached with significant complexity gains.
At Super-LHC luminosity it is expected that the standard suite of L1 triggers for CMS will saturate. Information from the tracker will be needed to reduce trigger rates to satisfy the L1 bandwidth. Tracking trigger modules which correlate information from closely-spaced sensor layers to form an on-detector momentum filter are being developed by several groups. We report on a trigger module design which utilizes three dimensional IC technology to incorporate chips which are connected both to the top and bottom sensor, providing the ability to filter information locally. A demonstration chip, the VICTR, has been submitted to the Chartered/Tezzaron two-tier 3D run coordinated by Fermilab. We report on the 3D design concept, the status of the VICTR chip and associated sensor integration utilizing oxide bonding.
Section 205 of the Department of Energy Organization Act of 1977 established the Energy Information Administration (EIA). EIA`s major 1997 accomplishments are profiled in the body of this edition of the Annual Report to Congress. Appendix A contains abstracts of significant reports issued by EIA in 1997, and a chart of all titles and a list of all feature articles published during the year. Appendix B contains graphs of selected performance measures. Appendix C lists contact information for EIA subject matter specialists. Appendix D lists the major laws which form the basis of EIA`s legislative mandate.
The management and combination of uncertain, imprecise, fuzzy and even paradoxical or high conflicting sources of information has always been, and still remains today, of primal importance for the development of reliable modern information systems involving artificial reasoning. In this introduction, we present a survey of our recent theory of plausible and paradoxical reasoning, known as Dezert-Smarandache Theory (DSmT), developed for dealing with imprecise, uncertain and conflicting sources of information. We focus our presentation on the foundations of DSmT and on its most important rules of combination, rather than on browsing specific applications of DSmT available in literature. Several simple examples are given throughout this presentation to show the efficiency and the generality of this new approach.
To estimate the success criteria of an operators action time for a probabilistic safety/risk assessment (PSA/PRA) of a nuclear power plant, the information from a safety analysis report (SAR) and/or that by using a simplified simulation code such as the MAAP code has been used in a conventional PSA. However, the information from these is often too conservative to perform a realistic PSA for a risk-informed application. To reduce the undue conservatism, the use of a best-estimate thermal hydraulic code has become an essential issue in the latest PSA and it is now recognized as a suitable tool. In the same context, the `ASME PRA standard' also recommends the use of a best-estimate code to improve the quality of a PSA. In Korea, a platform to use a best-estimate thermal hydraulic code called ...
In this paper an efficient quantum secure direct communication (QSDC) scheme with authentication is presented, which is based on quantum entanglement and polarized single photons. The present protocol uses Einstein-Podolsky-Rosen (EPR) pairs and polarized single photons in batches. A particle of the EPR pairs is retained in the sender's station, and the other is transmitted forth and back between the sender and the receiver, similar to the ``ping-pong'' QSDC protocol. According to the shared information beforehand, these two kinds of quantum states are mixed and then transmitted via a quantum channel. The EPR pairs are used to transmit secret messages and the polarized single photons used for authentication and eavesdropping check. Consequently, because of the dual contributions of the polarized single photons, no classical information is needed. The intrinsic efficiency and total efficiency are both 1 in this scheme as almost all of the ...
This paper summarizes the findings from an exploratory definition of a usage strategy for multiple control centre wall displays in CANDU nuclear power plants. Wall displays are defined as large sized, vertically oriented display surfaces that may be positioned in various locations about a control room to support user information needs. The paper begins by discussing the need for a usage strategy for all control room information resources, and then reviews the history in wall display implementation and usage in nuclear power plant control rooms. The balance of the paper discusses the approach used in characterization and review of control room task information needs and definition of a wall display usage strategy. The paper concludes by outlining some of the possible impacts on future control room design and operations that the introduction of wall displays may imply. (author)
