North Carolina is in the process of siting a LLRW disposal facility as the next host state for the Southwest Compact. After two years of site characterization studies at two technically challenging sites, the LLRW Management Authority (the Authority), will submit a license application for the preferred site. One potential site is in unconsolidated Tertiary and Cretaceous deposits of the inner Coastal Plain, the other in fractured sedimentary rocks of the Triassic Deep River Basin. Involved since 1986, the North Carolina Geological Survey (NCGS) provides technical advice to the Division of radiation Protection, the state regulatory agency authorized to approve or deny a license. With the multi-million dollar project behind schedule, and millions of dollars over budget, in February 1992 the Southeast Compact Commission established three project milestones (1) submit license application by December 31, 1993; (2) approve ...

In the Savannah River Site's (SRS') Solid Waste Management Program, a key to success is the Public Involvement Program. The Solid Waste Division at SRS manages the site's transuranic, low-level, mixed, and hazardous wastes. All decisions associated with management of this waste are of interest to the public and successful program implementation would be impossible without a vigorous public involvement program. The SRS Solid Waste Division (SWD) and its Department of Energy (DOE) customer developed, implemented, and maintain a comprehensive public participation and communications program. It is staffed by public participation and technical specialists to ensure information is presented in a manner that is technically accurate while being tailored for understanding by people without a technical background. The program provides the public with accurate, ...

The design, construction and operation of a pilot plant are often important stages in the development of a project for the production of uranium concentrates. Since building and operating a pilot plant is very costly and may not always be required, it is important that such a plant be built only after several prerequisites have been met. The main purpose of this guidebook is to discuss the objectives of a pilot plant and its proper role in the overall project. Given the wide range of conditions under which a pilot plant may be designed and operated, it is not possible to provide specific details. Instead, this book discusses the rationale for a pilot plant and provides guidelines with suggested solutions for a variety of problems that may be encountered. This guidebook is part of a series of Technical Reports on uranium ore processing being prepared by the IAEA's Division of Nuclear Fuel Cycle and Waste Management. 42 refs, 7 figs, 3 tabs.

Synchronized cultures of the green alga Scenedesmus quadricauda were grown in the absence (untreated cultures) or in the presence (FdUrd-treated cultures) of 5-fluorodeoxyuridine, the specific inhibitor of nuclear DNA replication. The attainment of commitment points, at which the cells become committed to nuclear DNA replication, mitosis and cellular division, and the course of committed processes themselves were determined for cell cycle characterization. FdUrd-treated cultures showed nearly unaffected growth and attainment of the commitment points, while DNA replication(s), nuclear division(s) and protoplast fission(s) were blocked. Interestingly, the FdUrd-treated cells possessed a very high mitotic histone H1 kinase activity in the absence of any nuclear division(s). Compared with the ...

The primary function of the Waste Handling Shaft (WHS) at the Waste Isolation Pilot Plant (WIPP) is to permit the transfer of radioactive waste from the surface waste handling building to the underground storage area. It also serves as an intake shaft for small volumes of air during normal storage operations and as an emergency escape route. Part of the construction was the placement of a concrete liner and steel reinforced key in 1984. During a routine shaft inspection in May 1990, some degradation of the WHS concrete liner was observed between the depths of 800 and 900 feet below the ground surface. Detailed investigations of the liner had been carried out by Sandia National Laboratories and by Westinghouse Electric Corporation Waste Isolation Division (WID) through Lankard Materials Laboratory. Observations, reports, and data support the conclusion that the concrete degradation, resulting from attack by chemically aggressive brine, is a localized phenomena. It ...

The Detartment of Energy's National Solar Data Program established solar energy systems in residential and commercial buildings across the United States. These solar sites are linked to Vitro Laboratories Division's computer in the National Solar Data Network (NSDN). Vitro collects and analyzes data from this network to determine the thermal performance of each of the solar systems. Environmental information collected at the sites for the month of August 1980 is presented. The environmental data for the NSDN are presented in the form of tables for each solar site. The solar sites are grouped into 12 zones, each of which consists of several adjacent states. The solar energy sites are in alphabetical sequence within each zone. The tables provide available meteorological data for reporting sites in the NSDN as follows: (1) Insolation: the insolation table presents the total, diffuse, direct, maximum, and extra-terrestrial radiation for the solar ...
Elf Aquitaine, a major international oil and gas company, has recently undergone a thorough reengineering of its research and development in exploration and production division. The aim of this reengineering, was to align the company R&D with its business strategy, and also to give a clear picture of two major features for a R&D portfolio: a duration profile (short, median or long term?) and a partnership profile (do it yourself, cooperate, outsource or let do elsewhere?). In short, we were trying to answer a basic question: How can we adapt our R&D to a durable context of low oil price (eg 15 $/bbl)? In our opinion, two preliminary statements ought to be made when dealing with the above issue. Firstly, R&D does not contribute equally to the factors of increased profitability, although it is certainly a major contributor to some of them (like obtaining new ventures, reducing costs, discovering new reserves out of current acreage, or improving the ...
Japan's first water power station to provide public power was the Keage plant (maximum output 160 kW) which began operation in 1891. The installed capacity of pure hydro plants reached 20 481 MW in March 1991; pumped-storage powerplants account for 17 004 MW, making a total of 37 483 MW. Pumped-storage thus represents 45 per cent of total hydro capacity. Pure hydro plants under construction at the end of March 1990 totalled 75, representing 968 MW of capacity. There were also seven pumped-storage plants under construction (each more than 300 MW). The latest survey to establish the hydro potential of Japan indicated the gross theoretical hydro potential to be 717 600 GWh/year and the exploitable potential to be 130 524 GWh/year. Of this exploitable potential, 60 per cent is in operation and 3 per cent is under construction. The exploitable potential represents 4551 pure hydro plants, with a total installed capacity of 32 792 MW. In an effort to reduce dependence on oil, and to ...
Chemicals under the trade names Nalco 537-DA, Nalco 625, Nalco 7607, Nalco 5165, Ivamin, and technical monoethanolamine are used extensively in the oil refinery industry. Aquatic toxicity tests were conducted using zebra fish fry (Brachydanio rerio) and the unicellular algae Isochrysis galbana (a flagellate) and Chaetoceros gracilis (a diatom). Inhibition of cell division, chlorophyll content, and "1"4CO_2 uptake in the algae were sensitive end points. The effective concentrations (EC50s) of growth inhibition were 0.1 mg/L (Ivamin; I. galbana), 0.8 mg/L (Nalco 7607; I. galbana), 6 mg/L (Nalco 625; I. galbana), 10 mg/L (Nalco 5165; C. gracilis), and 15 mg/L (Nalco 537-DA; C. gracilis). The lethal concentrations (LC50s) (96 h) toward zebra fish fry was 1 mg/L for Nalco 7607, 6.5 mg/L for Nalco 537-DA, 7.1 mg/L for Nalco 625, and 20 mg/L for Ivamin 803. Monoethanolamine had an LC50 higher than 5,000 mg/L. Nalco 5165 was not tested on fish fry. The ...

The US Department of Energy, Division of Electric Energy Systems, has undertaken to identify the environmental issues and potential impacts associated with the installation of underground electric power transmission systems. This study reports the results of investigations into the advanced cable technologies being considered for future underground applications, as part of the development oriented research program of the Division of Electric Energy Systems. While the technology involves a high level of sophistication, there are relatively few impacts to the environment that are potentially significant, and of these none are inherently non-mitigable. Route planning, system design, and methods of construction and accident response can be pursued in order to minimize impacts where strict constraints are appropriate.

Mitotic delay is described as a classical response to radiation; however, circadian rhythmicity in cell division in vivo has not been considered by many authors. The present study investigated the relation between fluctuations reported as mitotic delay and recovery in vivo and circadian oscillations in mitotic index in mouse corneal epithelium. One aspect involved single doses (approximately 600 rad) given to mice at different circadian stages. The normal circadian rhythm in cell division was never obliterated. Inhibition of mitosis was evident but unpredictable, ranging from 6 to 15 hr after irradiation. Recovery was evident only during the daily increase in mitotic index of controls. The classical interpretation of recovery from mitotic delay may be in an in vitro phenomenon not reflecting in vivo responses, which are apparently strongly circadian stage dependent. The second portion of the study demonstrated a dose-response effect on length ...
This is one of an annual collection of reports presenting data from the Geochronology Section of the Continental Geoscience Division of the Geological Survey of Canada (GSC). The main purpose of this collection is to make geochronological and other radiogenic isotope data produced by the section available promptly to the geological community. Reports make full presentation of the data, relate these to field settings and make comparatively short interpretations. Other geochronological and isotope data produced in the laboratory but published in outside journals or separate GSC publications are summarized at the end of this report. Report 5 contains 24 papers from most regions of Canada, but particularly from British Columbia. The Geochronology Laboratory has, over the years, provided substantial U-Pb dating for the Cordilleran Division of the Geological Survey of Canada in Vancouver, and the results of a number of these studies are presented ...
To understand dynamic developmental processes, living tissues must be imaged frequently and for extended periods of time. Root development is extensively studied at cellular resolution to understand basic mechanisms underlying pattern formation and maintenance in plants. Unfortunately, ensuring continuous specimen access, while preserving physiological conditions and preventing photo-damage, poses major barriers to measurements of cellular dynamics in indeterminately growing organs such as plant roots. We present a system that integrates optical sectioning through light sheet fluorescence microscopy with hydroponic culture that enables us to image at cellular resolution a vertically growing Arabidopsis root every few minutes and for several consecutive days. We describe novel automated routines to track the root tip as it grows, track cellular nuclei and identify cell divisions. We demonstrate the system's capabilities by collecting data on ...
A wavelength division multiplexer/demultiplexer having optical path lengths between a fiber array and a Fourier transform lens, and between a dispersion grating and the lens equal to the focal length of the lens. The optical path lengths reduce losses due to angular acceptance mismatch in the multiplexer. Close orientation of the fiber array about the optical axis and the use of a holographic dispersion grating reduces other losses in the system. Multi-exposure holographic dispersion gratings enable the multiplexer/demultiplexer for extremely broad-band simultaneous transmission and reflection operation. Individual Bragg plane sets recorded in the grating are dedicated to and operate efficiently on discrete wavelength ranges.

Different cases exist in various countries regarding the institutional status, the organization and the technical resources of the Nuclear Regulatory Authority (NRA): there are NRAs having extended internal technical capability and others relying mostly on external technical support. Considering the research and development activities and the very broad range of technical matters on which the regulatory and licensing activity are based, the NRA can not rely only on internal resources, and generally there is the need of technical and scientific support together with enhanced international cooperation. The international cooperation and networking among NRAs, and their Technical Support Organizations (TSO), represents a fundamental way to maintain competence, capability and knowledge. Within the EU member states this is becoming more and more an institutional duty. ...
The public expects that the Los Alamos National Laboratory (LANL) will operate in a manner that prevents negative impacts to the environment and protects the safety and health of its employees and the public. To achieve this goal within budget, the Department of Energy (DOE) and LANL must develop new and improved environment, safety, and health (ES and H) technologies and implement innovative, more cost-effective ES and H approaches to operations. In FY95, the Environment, Safety, and Health (ESH) Division initiated a Technology Development, Evaluation, and Application (TDEA) program. The purpose of this unique program is to test and develop technologies that solve LANL ES and H problems and improve the safety of LANL operations. This progress report presents the results of 10 projects funded in FY97 by the TDEA Committee of the Environment, Safety, and Health Division. Products generated from the projects funded in FY97 included implementation ...
The Wind Energy Research Division of Sandia National Laboratories has been funded by the Wind/Ocean Technology Division of the Department of Energy (DOE) to design and build a 34-meter diameter Vertical Axis Wind Turbine (VAWT). The turbine design incorporates the results of recent VAWT research in aerodynamics and structural dynamics. Initial system concept studies identified several blade options that met the required power rating of 500 kW. The final blade and rotor configurations were chosen based on finite element calculations that determined the turbine modes of response, their frequency of vibration, and stress levels. For parked survival turbine components were designed to with stand the loading of a 150 mph (67.0 m/s) wind coupled with maximum cable tensions. Specific areas of design discussed include the rotor, cables, bearings, brakes, and foundations. Construction of the turbine is in progress at this time and anticipated completion ...
This is the annual report of the Radiological and Environmental Division of the Argonne National Laboratory for 1982. Studies of the effects of ozone on crop growth and yield have been carried out by the Terrestrial Ecology Group for winter wheat and for sorghum. The Microcosms for Acid Rain Studies (MARS) facility was completed in the early summer. Controlled investigations of plant and soil responses in acid rain were initiated with crop plants grown in two different midwestern soil types. The Transuranics Group has found that the solubility and adsorptive behavior of plutonium previously observed at fallout concentrations in natural waters (approx. 10/sup -16/ to 10/sup -18/ M) is applicable at plutonium concentrations as high as 10/sup -8/ M. The Lake Michigan eutrophication model has been adapted to operation in a Monte Carlo mode. Simulations based on yearly phosphorus loadings and winter conditions were selected at random from prescribed probability ...

In the present paper it is assumed that above a limiting value of fission fluency (burn-up) a more intensive process of irradiation introduced chemical interaction occurs. A significant part of fission gas product is thus expected to be chemically bounded in the matrix of UO_2 fuel. The fission gas atoms substituting, for example, uranium atoms in the crystallographic lattice can form weak facets. At a certain saturation condition, division of the grains can occur at the weak facets and the increase in fission-gas products release may be expected. The fact that the process of grain division for high burn-ups (70-80 MWd/kgU) forms an extremely fine structure up to the temperature as high as 1100 "oC and simultaneously the observed decreases in fission gas concentration in the fuel supports this concept. The analysis of fission gas concentration change due to the formation of nanostructures in UO_2 fuel at high burn-ups in terms of total surface ...

We investigated the in vitro phenotypic transformation of human embryo (HE) cells that were repeatedly irradiated (7.5 cGy once a week) throughout their life-span. Irradiation was repeated until the cells had accumulated 195 cGy (equivalent to the 26th passage). Samples of cells were assayed for survival by colony formation, as well as for mutation at the hypoxanthine guanine phosphoribosyl transferase (HGPRT) locus and for transformation by focus formation. The life-span (mean number of population doublings) of multiply irradiated cells with a total dose of 97.5 cGy was slightly but significantly prolonged over that of controls. After HE cells had accumulated 195 cGy, the maximum number of divisions increased to 130-160% of the number in non-irradiated control cells. Transformed foci were not observed until cells had accumulated 97.5 cGy, and then increased with the increasing accumulation of radiation. However, no cells showed immortality or expressed a malignant ...
The last of our series on the Task Forces. PS accelerator 'We had a clear mandate, which we could approach in a logical way', explains Steve Myers, Head of SL Division and convenor of Task Force 5, 'To avoid duplication of effort in the accelerator sector through a restructuring that would lead to greater efficiency and flexibility and so release resources for the LHC.' The implementation of all their recommendations is already underway, albeit with different time scales. In 2001 the accelerator sector involved more than 900 staff members in three divisions (LHC, PS and SL) and one unit (AC), working in 141 sections within 34 groups. The first step for the Task Force was to identify major activities within the sector and to set up inter-divisional working groups to review these activities (16 in all), identifying the technologies and the numbers of staff associated with each activity. The working groups were also asked to propose ways of ...
In June 1998, NRPB published formal advice to Government on radon Affected Areas in Wales. Estimates of the percentage of homes exceeding the Action Level of 200 Bq m{sup -3} in each 5 km square of the Ordnance Survey National Grid were given in a map covering the whole of Wales. This companion report gives details of results of radon measurements in Welsh homes available to early 1998. The data are presented by unitary authority and postcode divisions. The atlas section shows the same information as given on the map in the formal advice at a larger scale in a series of plates which also include selected towns and other information. (author)
A database has been developed to contain the disposal limits for the E-Area Low Level Waste Facility (ELLWF). This database originates in the form of an EXCEL{copyright} workbook. The pertinent sheets are translated to PDF format using Adobe ACROBAT{copyright}. The PDF version of the database is accessible from the Solid Waste Division web page on SHRINE. In addition to containing the various disposal unit limits, the database also contains hyperlinks to the original references for all limits. It is anticipated that database will be revised each time there is an addition, deletion or revision of any of the ELLWF radionuclide disposal limits.
A non-linear mathematical model of dynamics of horizontal steam generator for nuclear power unit with WWER type reactor is presented. To realize this model the GEMMA-120 simulation language for computer Odra-1204 has been used. Necessity of taking into account disposited thermal storage capacities along tubulation of a primary cycle is demonstrated. A number of lumped elements of reactor division against a required static accuracy of calculations has been determined. (author).

We show that a stationary IDp process (i.e., an infinitely divisible stationary process without Gaussian part) can be written as the independent sum of four stationary IDp processes, each of them belonging to a different class characterized by its L\\'{e}vy measure. The ergodic properties of each class are, respectively, nonergodicity, weak mixing, mixing of all order and Bernoullicity. To obtain these results, we use the representation of an IDp process as an integral with respect to a Poisson measure, which, more generally, has led us to study basic ergodic properties of these objects.

In November 1977, 627 soldiers belonging primarily to the First Battalion, 82nd Airborne Division, stationed at Fort Bragg, were sent to the Canal Zone, Panama, for jungle warfare training. A medical surveillance program incorporating pre- and post-evaluations over a 6-month period with dermatologic examinations, questionnaires, and serologic tests was established. Ten cases of cutaneous leishmaniasis (1.6/100 men) were diagnosed by positive Leishmania culture. The demonstrated lack of sensitivity and specificity of the indirect fluorescent antibody test and the direct agglutination test render these serological methods useless as diagnostic screening methods in the early stages of this disease. Conversion of the United States military to the International System of measurement units is in the very early stages. Little formal planning has been done to articulate the management required to complete the conversion of operational Army and Air Force units. For those operational forces tasked to provide continuous combat readiness throughout metrication, management problems associated with the conversion are particularly difficult because of the nature of these assigned missions. This is the case for the 82nd Airborne Division ready brigade force (DRB) and the Military Airlift Command (MAC) strategic airlift system operating the C-141 and C-5A aircraft.
The Wind Energy Division at Sandia National Laboratories recently completed a point design based on the 34-m Vertical Axis Wind Turbine (VAWT) Test Bed. The 34-m Test Bed research machine incorporates several innovations that improve Darrieus technology, including increased energy production, over previous machines. The point design differs minimally from the Test Bed; but by removing research-related items, its estimated cost is substantially reduced. The point design is a first step towards a Test-Bed-based commercial machine that would be competitive with conventional sources of power in the mid-1990s.
Supplemental fuels are injected at the tuyere level of blast furnaces to reduce coke consumption and increase productivity. Natural gas use in blast furnace injection has increased substantially in recent years as operators became aware of its operating and economic benefits. One of the major conclusions found in the GRI-sponsored tests at A-K Steel was that the prevailing concept of maintaining a high raceway adiabatic flame temperature (RAFT) for high rates of natural gas injection practice was shown to be in error--during tests, RAFT was lowered by about 700 F with no adverse effect on the blast furnace. Subsequent to the field trials, A-K Steel has reported very high productivity on its No. 3 Middletown furnace by injecting over 180 lb/THM of natural gas and by charging over 250 lb/THM of metallic iron as hot briquetted iron. The objectives of these two series of tests on two commercial blast furnaces were to investigate the increase in productivity of the two procedures: (1) By ...

This paper considers the technical progress in offshore pipeline construction with limitation to some general subjects covering pipeline design, installation and start-up. In future the use of limit state pipeline design philosophy, may be implemented as an alternative to the stress based design commonly used to day giving a potential for further optimisation of the pipeline design and consequently reduction of the initial investment. Comprehensive research and development efforts in Norway in the second half of the 1970`s, made it technically feasible to cross the deep water Norwegian Trench in the 1980`s. In addition, the development of several offshore pipeline systems until to day including gas distribution systems to the European continent, have brought Norway to the forefront of technical expertise
The information gathered as operating manager when implementing the first photovoltaic rural electrification and technology transfer program carried out to date in the world in French Polynesia from 1978 to 1990 are detailed. The technical developments of equipment and the work in progress at the GENEC Cadarache within French, European or IEA programs in order to improve some components or appliances and make up for certain deficiencies are presented. This involves accelerated aging tests, Standardization work, development of high efficiency equipment. Non technical barriers are often emphasized. Technical barriers also exists. Considerable work in many domains of small PV systems remains to be done so as to combine all the conditions required to implement successful large programs in developed as well as in developing countries.

The Micro-X instrument is a NASA funded, rocket borne X-ray imaging spectrometer planned for launch in January 2011. An array of Transition Edge Sensors (TESs) will observe incoming photons in the 0.2-3 keV energy band with an energy resolution of 2-4 eV at 1 keV. This will be a substantial improvement over current non-dispersive detectors for X-ray spectroscopy of extended sources and will be the first demonstration of a TES-based microcalorimeter in space. The TESs will utilize the 50 mK stage of an Adiabatic Demagnetization Refrigerator (ADR) as a heat sink, and will be read out by a SQUID time division multiplexer. X-rays will be focused onto the TES array of 128 pixels on a 600 micron pitch by a conically approximated Wolter optic with an effective area of 200 cm2. The spectrometer will have a field of view of 11.8 arcmin. We describe the design and development progress of the instrument.

The estimation of radiation dose to man from either external or internal exposure to radionuclides requires a knowledge of the energies and intensities of the atomic and nuclear radiations emitted during the radioactive decay process. The availability of evaluated decay data for the large number of radionuclides of interest is thus of fundamental importance for radiation dosimetry. This handbook contains a compilation of decay data for approximately 500 radionuclides. These data constitute an evaluated data file constructed for use in the radiological assessment activities of the Technology Assessments Section of the Health and Safety Research Division at Oak Ridge National Laboratory. The radionuclides selected for this handbook include those occurring naturally in the environment, those of potential importance in routine or accidental releases from the nuclear fuel cycle, those of current interest in nuclear medicine and fusion reactor technology, and some of ...

Anti-jamming techniques to improve Global Positioning System (GPS) receivers robustness have been mainly developed in military applications. None of civilian techniques can procure sufficient robustness against occasional or intentional jammers for civil GPS or GALILEO navigation receivers. The amplitude domain processing (ADP) filtering is a technique based upon Capon works and Neyman-Pearson theory. Several experiments concerning the ADP filtering have been considered at the 3DETSNAV division of LACIME laboratory at Ecole de technologie superieure (ETS), which have proved that the technique is reliable in order to eradicate powerful interference present in the spread spectrum signal. However, the results show that the ADP filter has a real limitation when submitted to multiple interferen...
This paper reports that only a few years ago superconducting magnetic separation was viewed as the next major market for superconducting magnets. The first commercial units had been installed, worked flawlessly, and demonstrated real economic viability. The potential market was seen as quite large, and many people believed that superconducting magnetic separation would soon show the same rapid growth that MRI had demonstrated after its initial success. These hopes even prompted IGC, one of the top MRI magnet builders, to form a separate division devoted to magnetic separation. Despite the existence of Magstream, IGC has not been overly active in the market. As a technology that has applications from the clay on the Earth to the soil on the moon, superconducting magnetic separation has yet to become widely used.

A historical overview is given on the basic results which appeared by the year 1926 concerning Einstein's fluctuation formula of black-body radiation, in the context of light-quanta and wave-particle duality. On the basis of the original publications (from Planck's derivation of the black-body spectrum and Einstein's introduction of the photons up to the results of Born, Heisenberg and Jordan on the quantization of a continuum) a comparative study is presented on the first line of thoughts that led to the concept of quanta. The nature of the particle-like fluctuations and the wave-like fluctuations are analysed by using several approaches. With the help of the classical probability theory, it is shown that the infinite divisibility of the Bose distribution leads to the new concept of classical poissonian photo-multiplets or to the binary photo-multiplets of fermionic character. As an application, Einstein's fluctuation formula is derived as a sum of fermion type ...
